only

item

our
agenda
today

east
asheville
community
meeting
and
the
meeting
is
to
be
held
in
east
asheville
on
november
30th
at
2021.

There's
no
staff
comment
on
this.
This
was
actually
brought
forward
because
we
had
a
request
from
the
hawk
creek
neighborhood
association
to
have
a
meeting
in
east
asheville
and
just
to
give
a
little
context
to
this.
In
the
past,
we
have
done
some
community
meetings
on
the
road,
so
to
speak,
where,
when
we
have
a
fifth
tuesday
and
a
month,
we
have
gone
on
the
road,
and
this
is
a
long
time
ago
and
had
our
council
meeting
in
community,
we
did
not
have
an
agenda
like
a
normal
council
agenda.

Instead,
it
was
an
opportunity
to
highlight
for
the
city
to
highlight
some
of
the
initiatives
and
projects
going
on
in
that
particular
area
of
town
and
then
also
to
hear
from
constituents.
Neighborhood
groups,
individuals
regarding
concerns
or
if
they
wanted
to
tell
us
about
work,
they've
been
working
on.
So
in
this
case,
like
I
said,
we
had
a
request
by
the
hawk
creek
neighborhood
association
to
meet
in
east
asheville
on
the
fifth
tuesday
in
november.

that
purpose.
So
first
I
just
want
to
get
folks
thoughts
about
that
and
then,
if
and
whether
or
not
we
should
do
any
more
of
these.
I
know
we've
got
coveted
challenges
and
so
that's
sort
of
an
unknown
in
terms
of
how
that
will
how
that
will
work
in
terms
of
in-person
meetings,
but
this
proposal
would
be
to
have
an
in-person
meeting
in
east
asheville,
probably
at
the
new
community
center,
where
the
new
library
is
on
november
30th
and
I
know
gwen.

in
terms

this
request
and
I'm
not
sure

the

and

assume
that

the
biggest
thing

things

The
sidewalk
and
the
shelter
probably
are
the
big,

big
concerns
of
that
neighborhood.

staff

prepare

update

where
we
are
with
that
and
then

that
it
be
relatively
informal
more
of
a
meet
and
greet
than
a

formal
meeting,

think
logistically

mean
I
assume
we're
going
to
do

mean.

we
going
to
make
this
a
public
meeting
where
people
call
in
or
is
it
going
to
be
more
of
a
meet
and
greet
kind
of
thing?

proposal

of

idea

they
have
certain
things

they're
concerned
about

as

one

things
we
struggled
with

fifth
or

month
had
a
fifth
tuesday,
we
would
have
these
neighborhood
meetings
and
frankly
nobody
ever
showed
up
now.

know
whether
I'm
not

we
didn't
do
a
good
job,
publicizing
them
or
whether
people
weren't
concerned,
but
it
was
an
awful
lot
of
staff
time.
I
remember,
and
I
mean
I
remember
one
night
it
was.

mean
there
were
maybe
two
people
from
the
public
who
came
and
there
were
probably
20
staff
people
who
came
so
I
guess
I
am
not
all
that
enthusiastic
about
these
meetings
again,
unless
they're
sort
of
called
by
the
neighborhood.

have
two
curiosities
one:
is
that
we're
not
having
our
council
meetings
in
person,
but
we
would
do
a
special
meeting
by
request.
The
second
part
is
that
we
have
a
budget
item
around
doing
some
of
these
community
meetings
and
making
them
more
accessible,
and
I
thought
that
we
had
limitations
on
the
kind
of
equipment
that
was
needed
to
be
able
to
make
this
happen.

We've
resumed
in
person
meetings.
My
anticipation
is
that
we
will
resume
in-person
meetings
in
november,
assuming
the
numbers
keep
moving
in
the
direction
they
are.
I've
been
advised
that
by
the
end
of
october,
we
probably
will
see
a
drop
in
the
delta
spike
to
the
level
that
could
allow
us
to
resume
in-person
meetings.

that
hasn't
happened,
though
I
mean
I
agree
and
we're
still
in
a
virtual
meeting
format,
I
don't
think
that
this
would
be
a
meaningful
community
meeting.
I
don't
think
we
should
do
that
and
on
your
second
point,
tell
me
more
about
so
that
staff
listening
to
this
too
understands
help
me
understand
what
you're
talking
about.

folks
that
we're
working
with
our
new
office
around
data-
I'm
not
remembering
the
name
of
the
top

my
head,
but
had
a
budget
request
around
this
and
doing
community
meetings.
So
I
guess
my
question
would
be:
what
are
our
goals
around
that?

are
the
barriers
that
we're
trying
to
address
in
community
engagement,
and
is
this
an
opportunity
for
us
to
exercise
this
instead
of
doing
just
doing
it
the
old
way,
it
would
seem
like
a
miss
opportunity
if
we
don't
test
out
either
whether
it's
equipment
or
materials
or
you
know,
if
we're
not
using
this
opportunity
to
meet
our
goals,
and
that
from
that,
I
would
need
to
hear
from
staff
on
why
we
were
addressing
those
community
engagement,
community
meeting
access
points
in
the
first
place.

progress

lack

think

generally
about
a
community
engagement
meeting

I
appreciate
the
request
that
the
neighborhood
association
has
made
they've
been
asking
for
a
while
or
the
community
association.
I
see
it's
hall
creek
community
association,

emailed-

I
wonder,
if
we're
making
these
steps
prematurely
when
we
don't
have
these
details
ironed
out.
So
if
hall
creek,
which
has
experience
engaging
in
these
kinds
of
special
meetings
of
council,
could
help
us
navigate
the
next
parts,
I
think
that
would
be
really
helpful
as
we
move
into
other
community
meetings.

have
an
informal
meeting
of
council
on
november
30th,
assuming
that
we
are
moving
to
in-person
meetings,

would
ask
that
we
go
ahead
and
plan
for
a
november
governance
meeting
and
address
our

that
folks
know
when
they're
engaging
with
city
council
in
these
in-person
meetings.

as
public
engagement
do
they
have
to
sign
up
what
happens
once
they

everything

how
someone
enters
the
room

they
engage
with
council
what
to
expect
and
it
needs
to
be
updated
on
our

would
ask
for
us
to
have
another
governance
meeting
in
advance
if
we're
going
back
to
in
person.

reparations
listening
session,

very
few
places
that
we
had
identified
where
we
could

out

a
community
engagement

do
so.
Maybe
this
is
an
opportunity
simply
to
say
how
can
other
neighborhoods
reach
out
to
council
and
ask
to
have
a
similar
meeting
and
will
they
be
met
with
the
same
ease
of
process.

process

sign
up
for
speaking

comment,

wanted

make
sure

public
understands

that
information
is
really
clear
and
that
when
someone
goes
to
ashvalenci.gov
and
clicks
on
the
rules
of
procedure
that
that
information
matches
what
the
expectation
of
the
public
is
when
they
enter
the
meeting.

was
attended

couple
hundred
people

up,

don't
know,
well,
I
guess
I'm
just
thinking
they're,
not
wanting
us
to
have
a
meet
and
greet
as
far
as
I
know.
I
think
they
have.
You
know
some
things
they
want
to
tell
us
and
they
want
us
to
be
seated
and
listening.
You
know
listening
to
them
so
and
we
and
I
think
it's
an
opportunity
for
us,
as
you
mentioned,
to
talk
a
little
bit
about
some
of
the
projects
that
we've
got
going
on
and
in
in
east
asheville.

not
involved

voting

agenda

more
having

my
impression
from
the
request
was
that
east
asheville
had
some
things
they
would
like
to
talk
to
us
about,

we

move
forward
with
this

sure
staff
is
clear
in
terms
of
direction.

around
it
and

ask

invite
other
groups

us

come
out
on
the
road
and
visit
in
their
community.

need

the

east
asheville
