update
on
our
affordable
housing
plan.
This
is
a
plan
we've
been
talking
about
for
the
last
several
months
internally.
Next
Katie
thanks.

So
we
feel
like
on
that
sorry,
we
feel
on
staff
that
is,
with
the
current,
affordable
housing
crisis
that
we've
been
in
for
quite
a
while.
It's
important
for
us
to
have
a
clear
direction
for
our
programs
and
funding.
Our
most
recent
plan
came
from
you
know.
It
was
way
back
in
2008
and
an
updated
plan
will
provide
an
opportunity
to
engage
the
community,
the
comprehensive
and
coordinated
way
to
help
determine
the
future
of
our
of
our
programming.

The
plan
is
to
use
that
plan
to
assist
us
in
leveraging
our
tools
to
the
greatest
expense
possible
for
the
community,
and
the
planning
process
will
take
place
during
the
next
fiscal
year
and
it
will
in
Hope
and
form
if
there,
if
there
is
a
future,
affordable,
housing
Bond,
it
would
help
lay
a
road
map
for
that
Bond
and
how
we
would
spend
those
monies
next.

just
a
little
bit
of
background,
we
have
97
000.
Currently
in
our
budget
for
this
plan,
we
have
requested
up
to
50
000
from
Dogwood
Health
Trust,
to
make
it
more
robust
process,
and
this
plan
would
also
be
informed
by
a-hax
work
in
our
partnership
with
Thrive
Asheville,
that
city
council
funded
through
an
arpa
Grant
we've
been
working
with
thrive
on
some
data,
around
Equitable
outcomes
of
City
programs
and
so
there
and
there
there's
a
number
of
other
things
happening
in
the
community.
Like
reparations.

Next,
so
here's
our
anticipated
project
schedule,
we
release
the
RFP
last
Monday,
we
did
a
pre-proposal
meeting
last
Friday
we
had
four
or
five
firms
attend.
That
meeting,
which
was
great
deadline
for
questions.
Is
this
coming
Wednesday
and
then
a
week
later
we
will
post
those
answers
to
those
questions
and
then
late
June.
We
will
start
the
selection
process
and
our
goal
here
is
to
get
to
City
Council
on
July
25th.

I'll
be
the
project
manager
and
we
will
have
support
from
a
number
of
other
departments
and
there
may
be
other
departments,
as
you
know,
needed
on
this
list.
Core
CED
and
planning
and
Equity
will
all
be.
You
know
crucial
departments
as
well
as
finance
and
the
city
manager's
office
and
our
data
and
performance
office
next,
so
those
are
just
the
last
key
takeaways
which
I
already
discussed
at
the
beginning
of
the
meeting.
But
we're
really
excited
about
this
process
again,
since
it's
been
since
2008
really
feels
like.

hoping
to
have
Consultants
who
have
a
broad
base
of
knowledge

what
other
cities

as

they
could
bring

outside
knowledge
in
terms

and
how
we
spend
our
resources.

the
the
best
way
to
be
spending
some
of
our
crucial
resources
as

timeline

existing
Luigi's,

granted
and
in

Luigi's

HTF
loans

they
finalize
or
hit
their
payout
or
when
the
tax
money
comes
back.
I'm
kind
of
looking
for
for
me
to
measure
whether
or
not
Luigi
is
a
good
tool.

would
need
that
whole
picture

not
going

be
in
this,
so
we're
going
to

affordability,

hoping
some
of
that
leaks

there

has
some

RFP
that
addresses
land
use
and
zoning,

also
we're
looking
at
doing
some
land
analysis
really
about
like
where
some
of
this
can
happen

land
is
available

consultant

do
that,
but
I
think
we're
developing
a
plan
to
get
that
done
either
in-house
or
with
like
an
NC
State
GIS
Master
student
they've
helped
us
with
some
projects
like
that,
so
trying
to
pull
as
many
resources
together,
yeah.

Thrive
and
you
know,
with
overlapping
reparations
commitment,
all
these
goals
in
the
community.
What
about
the
county,
because
sometimes
for
a
long
time
now,
I've
hoped
that
the
county
would
participate
in
a
luigi-like
program
and
even
if
they
did
it
as
a
pilot
or
something
are
they
not
at
the
table
in
any
of
this.

I
still
need
to
discuss
some
of
that
with
Matt
cable.
You
definitely
want
to
include
them
as
a
partner
and
an
important
partner,
as
it
relates
to
City
of
Asheville
funding
for
sure.

then
similar

don't
know
that
the
TDA
will
need
to
be
involved,
but
I
know
we
have
this
pending
conversation
the
community
about
whether
or
not
some
of
the
lodging
tax
may
or
may
not
become
available
as
an
annual
fund
for
affordability.

alienate
that
body
if
we're
also
going
to
be
looking
to
them
for
resources.
So
I
don't
know
how
they
come
into
play
here,
but
we
may
want
to
at
least
have
discussions
with
them
or

don't

find

micro
apartment
situation,
compliance.

to
review
and
discuss
the
Luigi's
policy
as
it
relates
to
micro
units.
There
had
been,
there
was
a
application
in
front
of
you
for

Aston,
and
there
was
some
uncertainty,
I
think
both
for
staff
as
well
around.
What
is
the
best
use?
How
does
Luigi
address
micro
units
and
what
is
an
appropriate
subsidy
for
these
kinds
of
projects?

after
three
months
of
consideration,
ahac
is
recommending
the
delayed
consideration
of
Luigi
applications
and
awards
for
micro
Apartments
until
the
entire
policy
is
reconsidered
and
revised
and
Andy,
Barnett
and
Margie
Bukowski
are
both
here.
They're
co-chairs
of
ahac
and
so
in
response
staff
looked
at
all
of
their
input
and
seriously
considered
everything
and
staff
recommend
is
recommending
alignment
with
that
recommendation
and
the
city
council
temporarily
suspend
consideration
of
those
applications
which
would
require
Council
action.

So
the
current
luige
policy
is
silent
on
micro,
Apartments
micro
apartments
are
typically
smaller
than
a
Studio
unit,
so
a
micro
housing
unit
might
be
250
to
400
square
feet.
Studio
units
400
to
650
and
one
bedroom
650
to
750.

I
spent
a
lot
of
time
trying
to
understand
the
differences
between
micro
apartments
and
studios
and
efficiencies
and
they're
all
very
close
to
each
other
overall
appendix
one,
which
is
what
we
use
to
determine
allowable
rents,
doesn't
have
rents
outlined
for
micro
Apartments.
It
does
have
an
asterisk
saying
something
like
you
know.
Rents
may
be
different
from
micro
Apartments,
so
it
kind
of
hints
at
this.

it
doesn't
have
to
be
what's

as
I
already

you

they

cities

maybe
they
don't
need
subsidies
to
be
built
to
be
affordable,
built

affordable,

there's
the
questions
around
whether
or
not
these
units
would
meet
qualifications
for
vouchers
and
I'm
going
to
take
a
pause
here
and
ask
Margie
or
Andy.
If
there's
anything
you'd

concerns

adjust
everything

include
that
in
there.

around
micro
units
in

discussion
were
in
some
way
applicable

kinds

projects
coming
seeking
Luigi
funding.

like
the
level
of
voucher
acceptance
or
the
preservation
of
particular
units
for
for
voucher
holders,
and
it
was
very
difficult
for
us
to
you-
know,
carve
out
a
set
of
requirements
that
applied
only
to
micro
units
that
didn't
apply
generally
to
you
know
most
of
the
other
projects
that
we
might
see
seeking
Grand
Center
Louise.

given
the
the
fact
that
we're
you
know
Midstream
on
a
process
to
address
that
policy
anyway,
you
know
what
what
we're
recommending
is,
that
you
know
Council
table
micro
unit
applications
or
if
we
feel
like
they're
time
sensitive
and
they
need
to
move
forward.

would
ask
that
you
know
that
hcd
try
to
address
the
four
questions
that
that
Sasha
has
on
this
slide
before
they
before
they're
approved
so

mean
those
really
hit
the
things
that
were
the
biggest
concerns
to
the
affordable
housing
advisory
committee.

units,

the
increase
from
a
two
bedroom
to
a
three-bedroom
in
cost
is
significant,
but
the
subsidy
is
Tiny.

about
this
in
terms

Luigi
policy.

project

the
regular
scheduled
meeting,
which
was
Tuesday,
May
16th.

informed
that
that
meeting
was
canceled.
Someone
else
informed
me
by

then

project

not
going
to

on
the
agenda
and
that
the
meeting
was
rescheduled
for

22nd.

we
weren't
on
the
agenda
and
I
was
informed.

other

projects
in
the
pipeline
or
being

at
