and
the
first
thing
on
the
agenda
is
approval
of
the
minutes
from
March.

We
have
a
light
agenda
today
and
the
first
thing
on
the
agenda
is
the
city
council,
City,
Council,
joint
Transit
master
plan
project
and
that's
going
to
be
presented
by
Amber
Wagner
at
this
time,
Amber.

Some
of
our
initial
key
takeaways
of
this
project,
we
are
at
the
very
beginning
of
this
project
in
the
planning
phases.
Our
department
for
the
upcoming
budget
fiscal
year
has
a
request
for
300
000
for
this
project,
and
the
county
has
the
same
amount
requested
in
their
budget
process
for
the
upcoming
fiscal
year.
For
this
project,
we
are
focusing
on
seeking
early
input
on
the
must-have
topics
that
we
can
include
in
our
scope
of
work.

the

in
the
preparation
phase
of
planning,

our
initial
feedback
or
input
and
we're
developing
our
scope
of
work

we're
seeking
our
respected
budget
approvals

a
consultant

execute
a
contract.
Hopefully,
by
this
fall,
we
anticipate
the
project
phase
of
the
project
to
kick
off
this
fall

be
completed
within
12
to
18
months.

Our
purpose
statement,
which
is
what
we
plan
to
do,
the
guiding
principles
which
will
guide
us
through
the
process,
a
detailed
timeline,
our
goals
and
objectives,
the
scope
of
work
components
that
will
actually
give
detail
to
the
pieces.
We
want
to
see
in
the
scope
of
work
and
in
the
study,
our
government
collaboration
focus
and
a
community
engagement
plan
that
seeks
public
input
throughout
the
process.

Staff
have
collaboratively
established
three
guiding
principles
for
this
process.
They
include
that
the
process
should
represent
both
the
city
and
county
equally
and
their
Collective,
but
also
individual
goals
and
needs.
It
should
be
objective
and
data
driven
in
process,
analysis
and
recommendations
and
be
collaborative
and
involve
the
community
throughout
next
slide.

Joint
Transit
master
plan
should
result
in
recommendations
that
enhance
the
following:
Equity
we'd
like
to
reduce
disparities
for
communities
and
people
facing
barriers,
we'd
like
a
connected
Network
that
strategically
links
and
connects
employment,
Recreation
and
key
activity,
centers
and
important
destinations
in
our
communities
system,
attractiveness.
This
speaks
to
our
existing
services
and
how
we
improve
convenience,
quality
and
reliability,
access
and
Mobility.

recommendations

the
following
areas:
recommendations
on
our
government
governance
structure:
do
we
join
the
systems

do
we
keep
the
existing
structure

coordinate

This
speaks
to
the
capacity

the
system

we
provide

Transit
master
plan
didn't
touch
on
our
future
Transit
Capital
needs.
We
seek
strategies
and
recommendations

carbon
reduction,
also
policies

structure.

could
include
zero
Fair
policy
or
Fair.
Capping,
Financial,
Planning
and
funding
is
a
big
component,
we're
seeking
a
financially
sustainable
model
of
funding
that
also
identifies
additional
resources
to
maintain
and
expand
services
in
Buncombe
County
and,
lastly,
implementation.

So,
what's
next
in
this
project,
We
are
continuing
to
gather
input
on
our
scope
of
framework
and
we
will
continue
to
incorporate
the
revisions
into
a
scope
framework
and
to
the
scope
of
work
once
approved.
And
we
are
given
the
notice
to
proceed.
We
will
quickly
develop
an
RFP
with
the
county
and
issue
it
and
take
the
necessary
steps
to
to
select
a
consultant
and
execute
a
contract.

summarize
our
key
takeaways
for
this,
we
are
still
in
the
very
beginning
of
the
project.
Both
the
city
and
county
have
budget
requests
for
the
upcoming
fiscal
year.
For
this
project
we
are
seeking,
and
our
focus
is
on
early
input
on
the
must-have
topics,
so
we
can
incorporate
them
in
the
scope
of
work.

about
this-
oh
my
gosh
yeah
also
like
this
is
a
great
way
to
start,
because
this
is
very
exciting.
This
is
big,
Visionary,
there's
so
much
stuff,
that
is
about
Service
delivery
and
keeping
our
operations
running,
which
is
also
very
important,
but
this
is
really
looking
towards
the
future
of
Asheville
and
Buncombe
County
for
transportation.
It's
extremely
exciting,
exactly.

I
am
so
excited
that
the
County
in
the
city
is
finally
collaborating
on
this,
because
it
was
no
way
in
the
world
each
could,
actually,
you
know,
survive
without
each
other.
It's
nowhere
with
the
expansion
of
the
city.
I
mean
we
definitely
need
the
county
to
come
in
and
work
with
us,
and
the
county
needs
us
to
so
I'm,
hoping
that
this
will
be
a
great.
You
know:
partnership
and
I'm,
looking
forward
to
it
basically
taking
care
of
a
lot
of
the
needs
in
the
community
that
have
just
been.

I
had
a
couple
questions
or
thoughts,
and
maybe
I'm
just
thinking
this
through
on
my
own,
when
I
get
to
the
scope
of
work,
major
components.

Start
at
like
slide
eight
and
then
into
nine.
It
makes
a
lot
of
sense
to
take
a
look
at
our
existing
conditions.
E
Our
existing
plans
and
future
demand
I
think
that's
just
like
the
really
strong
research
base
of
how
far
are
we
already
in
our
Transit
master
plan
Etc
and
what's
the
future
demand
when
it
gets
to
that
second
slide,
around
page
nine,
as
someone
who
professionally
does
strategic
planning
I
think
that
we
want
to
set
this
scope
up
in
a
way
that
we're
going
to
get
information
back
that
we
want-
and
there
are
so
many
Forks
in
the
road
for
every
bullet
bullet
on
this.

Depending
on
the
governance
structure,
it
might
really
transform
what
our
service
delivery
concepts
are,
depending
on
the
financial
planning
and
funding
model.
I
really
could
impact
the
fair
structure
and
the
policy,
and
so
I
don't
have
a
really
great
answer
right
now,
but
I
wonder
if
we've
thought
about
how
we're
going
to
Steward
that
with
the
consultant
or
I
know,
this
is
the
first
step.

So
it's
very
early,
but
we
really
run
a
risk
of
getting
a
plan
that
is
either
as
ambitious
as
something
that
we
could
never
complete
in
100
years,
which
so
it
was
very
hard
for
us
to
then
be
actionable
upon
or
make
some
assumptions
about
those
Forks
in
the
road
and
then
Cuts
us
off
of
ambition.
Etc
a
model
I've
seen
when
there
is
so
much
variability,
particularly
when
it
comes
to
how
something
could
be
funded
or
what
the
governance
structure
could
be.

Is
that
the
Consultants
might
consider
a
scenario
model
where
they're
kind
of
coming
in
with
a
tiny
change.
Massive
change,
I,
don't
know,
but
I
just
want
to
put
that
out
there
and
I,
don't
know
if
we
design
it
into
the
scope
to
ask
the
people
submitting
rfps
to
tell
us
how
they're
thinking
about
that.
But
I
think
we
need
to
acknowledge
that
if
we
don't
have,
for
example,
a
dedicated
funding
source
for
Transit,
our
service
delivery
might
not
change
at
all
right.

So
how
are
we
going
to
deal
with
the
variability
is
something
that
I
think
we're
going
to
need
Clarity
on
sooner
than
later,
and
and
just
want
to
put
that
out
there
for
to
see
if
y'all
have
any
thoughts
on
it
now
and
if
not
to
ask
for
y'all
to
kind
of
come
back
with
some
thoughts
over
time
to
make
sure
that
we're
we're
going
to
be
getting
what
we
need
out
of
this
Rachel.

I
go
wanting
to
get
this
done
as
quickly
as
possible,
so
do
want
to
applaud
the
efforts
of
the
county
team
as
well
as
Amber
Jessica
and
the
transportation
team
for
getting
as
much
pulled
together
in
advance
of
the
funding
being
approved,
July
1,
so
that
we'll
be
ready
to
hopefully
advertise
early
this
summer
to
select
a
vendor
and
council
member
Allman.

Your
comments
are
very
much
aligned
with
conversations
we've
been
having
with
the
county
team
around
the
scope
is
very
Broad
and
to
your
point,
depending
on
what
those
recommendations
are,
there
could
be
several
different
Divergent
Forks
in
the
road
based
on
some
things
that
are
directly
in
the
city
and
counties
control
and
some
things
that
would
potentially
be
up
to
our
voters
as
well,
as
maybe
some
considerations
with
the
state
so
definitely
appreciate
the
recommendation
to
look
at
scenario
based
and
so
that's
something
we
can
look
at
as
we're
further
refining
the
scope.

know
we
have
a
few
other
engagement
opportunities,
some
of
which
Amber
acknowledged
in
one
of
her
slides
I.
Think
later
this
week,
we're
going
to
Art
C,
for
example,
to
get
some
feedback
from
them
and
so
we're
just
trying
to
balance
wanting
the
the
whoever
the
selected
vendor
is
to
be
as
objective
as
possible
in
what
they're
recommending
for
the
best
model
for
Asheville
and
Buncombe
County,
and
then
also
preparing
for
scenarios
where
there
are
things
that
are
not
directly
in
our
control
to
how
would
we
adjust
if
those
scenarios
presented
themselves?

So
it's
going
to
be
a
tricky
scope
to
develop,
but
I
think
we've
got
a
really
Dynamic
team
and
so
I'm,
confident
that
we'll
be
able
to
get
a
good
product
and
hopefully
something
to
your
point.
Councilmember
Ullman
that
will
will
be
able
to
at
least
incrementally
Implement,
based
on
whatever
scenario
is
presented.

There
might
also
be
an
approach
where
there's
kind
of
incremental
decision
making
built
into
this,
because
that
you
know
there's
just
there's
almost
some
really
fundamental
structural
policy-
things
that
would
be
coming
through
this,
as
well
as
very
operational
design,
and
it's
almost
like
you're
coming
up
with
a
that
vision
and
strategy
for
this,
and
then
you
need
that
are
help
coming
up
with
the
service
delivery
designed
for
it.
So
I,
don't
know
and
I
love
that
it's
all
here.
I
think
this
is
ambitious.

think
this
is
again
looking
in
the
direction
of
what
we
need.
I
also
just
want
to
say,
like
really
appreciate
that
before
you've
come
to
us,
we've
already
talked
with
Transit
committee
with
mmtc
I'm,
a
member
of
The,
Artsy,
Coalition
and
I'll
be
on
that
call
on
Friday,
I
I'm,
so
appreciative
to
see
you
walk
in
the
talk
for
Community
engagement,
I
know
that
you
do,
and
it's
just
great.
Whenever
we
see
it.

guess
just
to
sneak
in
like
since
the
scope
is,
is
Broad
at
this
point
and
again
appreciate
that
I
mean
we
still
haven't
gone
through
the
budget
process.
We
all
are
doing
really
good
work
and
that
you're
being
collaborative
with
the
county.

when
is
the
next
intersection,
but
let's
fast
forward
and
hope
that
this
is
approved
in
our
budget
process?

I'll
take
this

and
then
you
all
are
welcome

add

great

again
we're
going
to
meet
with
the
county
later
this
month
to
kind
of
finalize
what
we
view
as
the
the
key
needs
for
the
scope
of
services
and
the
broader
RFP
document,
and
and
inform
that
discussion
with
the
feedback
that
we
receive
at
Art
c,
as
well
as
what
we've
already
heard
from
mmtc,
as
well
as
the
transit
committee.

I
think
after
the
end
of
this
month
and
I
need
to
work
with
Ben
on
where
this
would
fit
in
the
work
plan
for
the
the
PED
schedule,
but
probably
the
May
June
time
period.
We're
going
to
be
able
to
ask
some
key
questions
from
this
committee
to
get
feedback
as
we're
finalizing
materials,
leading
up
to
hopefully
being
able
to
advertise
that
solicitation
early
July
August
time
period
as
soon
as
the
funding
is
available.

like

say
before
we're
joined,
that
we
do
have
future
agenda
items
that
are
we're
looking
into.
However,
they're
all
subject
to
change,
but
we
have
not
forgotten
about
the
Duke
Energy
breaking
State,
substation,
68,
Haywood,
Street
pack,
Square
Plaza,
visioning
report,
the
PED
work
plan,
discussion,
the
College
of
Patton
Avenue,
downtown
bike,
lane
project
and
also
the
Sweden
Creek
Improvement
consideration,
so
just
stay
tuned
and
hopefully
we'll
be
able
to
get
around
to
discussing
those
and
bringing
those
two
economic
development
in
the
future.
