a
VA
ssin
research
boulevard,
the
first
building
of
the
national
aviation
research
and
Technology
Park
in
Egg,
Harbor
Township,
New
Jersey,
the
vision
provided
by
Atlantic
County
executive
Dennis
Levinson
and
the
Board
of
Chosen
Freeholders
made
the
construction
of
the
66,000
square
foot
state-of-the-art
facility
possible
as
the
first
piece
of
the
aviation
innovation
hub
in
Atlantic
County.
The
initiative
began
because
for
the
first
30
years
of
casino
gaming
in
Atlantic
City,
we
enjoyed
virtually
no
competition
outside
of
Las
Vegas.
A
The
local
economy
was
robust
and
unemployment
was
below
the
national
and
state
averages.
However,
with
the
advent
of
casino
gaming
in
adjacent
jurisdictions,
we
lost
our
East
Coast
monopoly.
As
a
result,
the
increased
amount
of
competition
locally
resulted
in
a
major
contraction
of
our
industry,
thousands
of
lost
jobs
and
a
tremendous
negative
effect
on
our
economy.

This
chart
tracks
what
has
happened
to
per
capita
personal
income
in
Atlantic
County
from
1969
to
2016
prior
to
1988
Atlantic
County's
per
capita
income
was
equal
to
or
a
little
bit
higher
than
the
state
average
in
approximately
1988.
All
that
changed,
Atlanta
County's
income
levels
started
to
decline
compared
to
the
state
average
and
that
gap
has
been
widening
ever
since
Atlanta
County
recognizes
the
need
to
take
action.

The
Atlantic,
County
Improvement
Authority
engaged
Angelo
economics
to
develop
the
Atlantic
County
economic
development
strategy
and
action
plan
to
outline
a
strategy
to
address
the
economic
downturn,
not
surprisingly
one
conclusion
that
the
report
was
that
the
Atlantic
County
economy
was
too
dependent
on
the
casino
industry.
The
report
went
on
to
identify
certain
targeted
industries
that
could
drive
economic
diversification
locally
and
regionally.
Those
six
targeted
industry
sectors
are
depicted
here
and
the
report
determined
that
the
aviation
sector
is
a
natural
fit
for
the
region
and
the
one
that
provides
the
most
immediate
opportunities.

report
cited
that
the
major
aviation
asset
in
Atlantic
County
is
the
five
thousand
acre
William
J
Hughes
Technical
Center.
The
facility
is
the
FA
s,
premier,
research
and
testing
facility,
hosting
over
5,000
direct
and
contracted
employees,
and
one
of
the
best-kept
secrets
in
South.
Jersey
opportunities
exist
for
collaboration
with
the
FAA
private
companies
and
research
institutions
to
leverage
the
work
being
done
there.

Successful
implementation
will
generate
additional
activity
leading
to
increased
investment
and
the
creation
of
thousands
of
high-paying
jobs
adjacent
to
FAS
William
J
Hughes
Technical
Center
is
the
Atlantic
City
International
Airport,
with
one
of
its
two
runways
spanning
over
10,000
feet
in
length.
The
airport
can
handle
aircraft
of
any
size
between
Spirit
Airlines,
regularly
scheduled
service
and
private
charters.
The
airport
saw
over
1.1
million
passengers
in
2017,
besides
being
located
in
the
designated
state
aviation
district.
The
airport
was
also
recently
designated
as
a
smart
airport
testbed
facility.
A
Those
two
designations
not
only
offer
incentives
to
companies
doing
business
here,
but
also
make
it
easier
for
companies
to
perform
research
and
testing
at
the
facility.
The
capacity
exists
for
cargo
operations,
as
well
as
expanded
commercial
aircraft
maintenance
operations,
the
less
congested
airspace.
That
Acy
is
an
advantage
to
all
of
these
efforts
to
advance
the
mission
of
the
national
aviation
research
and
Technology
Park
a
nonprofit
corporation
was
formed.

RTP
is
a
collaboration
of
industry,
academia
and
government
dedicated
to
the
advancement
of
aviation
sciences
through
private
and
public
research
and
development.

This
space
is
for
private
companies
just
adjacent
to
the
William
J
Hughes
Technical
Center
and
Atlantic
City
International
Airport
aviation
related
businesses
located
at
the
na
RTP,
take
advantage
of
federal
and
state
incentives
and
become
part
of
an
aviation
culture
that
includes
top
educational
institutions,
industry
professionals,
other
leading
technology
firms,
FAA
and
Department
of
Defense
subject
matter.
Experts
and
key
staff
companies
and
researchers
can
access
real-time
data
from
FAA
laboratories.

Besides
the
NA
RTP
strategic
partners,
advancing
the
project
include
Atlanta
County
government,
the
Atlantic
County
Improvement
Authority,
the
Atlantic
County
Economic
Alliance,
the
FAA,
the
South
Jersey
Transportation
Authority,
and
the
Atlantic
City
International
Airport.
In
addition,
an
important
component
to
the
success
of
a
research
park
are
the
linkages
established
with
the
educational
community.
Those
with
agreements
in
place
are
listed
here,
but
several
more
are
currently
being
advanced.

opportunities
are
not
limited
to
the
LA
RTP.
The
entire
area
within
one
mile
of
the
fence
at
the
Atlantic
City
International
Airport,
is
now
a
state
designated
aviation
district,
offering
enhanced
incentives
to
companies
in
any
industry.

truly
a
regional
economic
development
initiative.

Besides
all
that
we
are
doing
at
the
na
RTP
with
the
airport
and
FAA
participants
include
the
Joint
Base
of
Burlington
County
and
the
UAV
activity
in
Cape
May
County,
the
three
make
up
an
aviation
Research
Triangle.
We
call
the
NJ
aviation
innovation
hub
in
addition
to
the
creation
of
the
Research
Park
and
the
completion
of
the
first
building.

We
are
branching
out
through
our
partnerships
with
industry,
higher
education
and
all
levels
of
government
to
advance
several
other
aviation
activities
within
the
aviation
district
initiatives
being
advanced
include
the
establishment
of
an
aviation
maintenance
and
technical
academy,
air
cargo
development
and
capitalizing.

recent
designation
of
Atlantic
City
International
Airport
smart
testbed
facility,
as
you
tour
the
building
today.
