opportunity
to
go
to
the
barrington
community
school
for
the
sixth
grade,
gifted
and
talented
students
who
took
it
upon
themselves
to
do
a
project
in
their
classroom
to
redesign
the
the
lighthouse
circle
in
brigantine.
Apparently,
there's
been
numerous
crashes
at
that
at
the
location
and
they
decided
to
take
it
upon
themselves
to
come
up
with
some
ideas
as
to
how
the
roadway
could
be
redesigned.

they
first
went
and
made
a
presentation
to
city
council
in
brigantine
and
they
were
out.
They
were
told
there.
That's
a
great
this.
You
know
they're
great
designs,
but
it's
not
our
road,
you
know,
and
so
then
I
was
contacted,
went
over
there
and
sat
through
the
presentation,
which
was
very
very
well
done.
There's
actually
three
three
separate
presentations.
They
broke
the
class
up
into
the
separate
groups,
so
if
ms
middleton
will
come
up
and
you
can
orchestrate
the
whole
thing
like
you
did
in
your
classroom,
tennis
is
your
classroom.

so
much
everyone,
I've
told
the
kids
as
long
as
you
guys
are
okay,
my
parents
are
gonna,
pull
their
masks
down,
so
everybody
can
hear
them.
The
girls
have
some
handouts
for
everybody
so
good
afternoon.

is

I

a
privilege
to
be
the
gifted
and
talented
teacher
over
there
about
these
wonderful,
wonderful
students.
So
earlier
this
fall,
the
kids
were
thinking
about
some
things.
I
Some
ways
we
could
make
this
community
better
and
the
first
thing
that
kind
of
came
out
was:
how
can
we
fix
actions,
whether
bike
accidents
or
car
accidents,
whatever
it
was,
and
the
first
thing
they
all
said
is
they're
like
they're
like
lighthouse
circle,
which
there
are
researchers,
I'm
not
really
circle,
it's
actually
an
intersection
car
accident.
There's
bikes
coming
through.
There's
people
running
they're
walking.
How
can
we
improve
our
community?
I
So
they
worked
with
our
local
police
department,
who
was
beyond
wonderful
officers,
came
into
the
school
and
really
sat
down
with
the
kids
and
looked
at
data
and
planned
about
how
they
could
make
this
intersection
safer
for
drivers,
pedestrians
whatever
it
might
be.
So
with
that
we
kind
of
came
up
with
three
separate
ideas,
so
they
have
three
sets
of
presentations
and
without
further
ado,
I
will
have
our
first
group
come
on
up.

area

way,
you
can
be
seen
by
the

and,

we
said
earlier,
just

people
have
been
getting

accidents

circle

intersection
has

lighthouse

the
center,
causing
it
to
have
a
confusing
surface.

solution
moving
the
lighthouse

like

propose

option
of
moving
the
lighthouse.
The
lighthouse
will
move
to
where
the
shell
art,
sculpture
by

knight,
is
in
the
cvs
triangle.
After
we

permission

move
the
shell,
the
shell
and
the
cvs
triangles
will
move
to
either
side
of
the
seawall.

department

feel

comfortable

budget
message

He,
along

the
administration,
continues

faced

residents

ensuring

services

available

all
our
residents.
This
is
not
an
easy
task,
especially
since
we
are
now
faced
with
many
challenges.

I

like
to
extend
our
thank

what

executive

his
team
does
every
day
on
behalf
of
the
residents
of
this
county,
and
do
we
want
to
read
that
into
the
record
sure
atlantic
county
2022
budget
message
by
atlantic
county
executive
dennis
levin,
hello,
denny.

Thank

good
afternoon
board
of
commissioners
and
guests.
I
join
you
today
to
present
the
2022
executive
budget
message,
keep
in
mind.
This
is
not
our
budget
introduction,
so
the
information
I
share
may
be
subject
to
change
pending
to
state
action
by
statute.
We
have
to
do
what
we're
doing
today.
S
Today's
presentation
provides
an
overview
of
where
we
find
ourselves
at
this
time,
we're
nearly
two
years
into
the
covet
19
pandemic
and
sadly,
after
having
dealt
with
delavarian,
we
are
now
dealing
with
omicron
variant.
Over
crime
appears
to
be
much
less
virulent
but
unfortunately
far
more
transmissible.
S
S
Atlanta
county
government
has
been
vigilant
in
our
efforts
to
address
this
deadly
disease.
Long
before
any
vaccines
were
available.
We
implemented
a
drive-through
test
site
in
partnership
with
atlanta
care
once
the
vaccines
were
approved,
we
established
free
vaccinations
at
the
clinics
and
also
supported
the
state's
mega
site
in
atlantic
city.
S
S
The
pilot
was
enacted
into
law
to
allow
atlantic
city
casinos
to
make
payments
instead
of
taxes
for
the
past
five
years.
The
county's
revenues
have
included
these
payments
in
lieu
of
taxes
in
2021.
For
some
reason,
your
guess
is
as
good
as
any.
I
guess
in
a
lame
duck
session
right
before
christmas,
just
four
days
before
the
christmas
holiday
and
without
any
discussion.

The
amended
pilot
also
changes
the
funding
formula
for
the
benefit
of
the
atlantic
city:
casinos,
an
ex
expense
of
non-casino
taxpayers
in
2022.
S
The
county
share
based
upon
the
current
pilot,
would
be
22
million
compared
to
only
17
million,
based
upon
the
amended
pilot,
a
loss
of
nearly
5
million
dollars,
everybody
from
2022
through
the
end
of
the
pilot
and
26
the
county's
lost
revenue,
is
projected
to
be
as
much
as
30
million.
Meanwhile,
the
casino
is
projected
to
gain
55
million
dollars.

You
know
we're
going
to
fight
for
what's
right,
we're
going
to
fight
for.
What's
fair
and
we
do
believe
in
the
fundamental
fairness
of
this
country-
and
this
is
an
abomination
what's
occurring
here,
every
other
taxpayer
in
this
county
will
in
this
state
will
be
made
whole
from
this,
except
the
atlanta
county
taxpayer.

Now,
for
more
positive
news:
over
a
year
ago,
we
set
out
to
establish
a
centralized
regional
court
system,
a
shared
services
initiative
to
reduce
duplication
and
save
our
talents
and
taxpayers
money.
We
believe
we
have
shown
them
and
there
are
some
skeptical
people.
I
get
that.
I
understand
that.
Also,
after
a
great
deal
of
hard
work
and
collaboration,
the
central
municipal
court
of
atlanta
county
has
opened,
in
addition
to
hearing
municipal
court
issues
from
participating
towns.
S
S
In
addition
to
cost
savings,
the
court
offers
an
opportunity
to
provide
social
services.
Like
everybody,
let's
face
it.
Many
of
the
individuals
that
come
into
our
system
are
have
mental
illnesses,
have
full
dependencies
and
there's
a
chance
that
we
could
get
them
there,
we're
not
going
to
keep
them
in
jail
and
incarcerated
forever.

I
applaud
the
municipal
official
officials
who
are
willing
to
put
their
traditional
notions
of
home
rule
aside.
That's
what's
wrong.
With
cherokee
home
rule,
you
have
565
municipalities
in
this
state.
You
repeat
that
565
municipalities,
611
school
districts,
that's
more
than
virginia,
that's
more
than
virginia
delaware
and
maryland
put
together.
If
you
wonder
why
your
taxes
are
so
high
here,
something
you
can
think
about.

The
increase
to
the
county
budget
is
approximately
one
cent
less
than
the
consumer
price
index
increases
in
the
22
budget
result
from
a
variety
of
issues
that
impact
all
county
governments
in
the
state
cost
of
elections,
for
one
will
increase
again.
The
state
mandates
for
vote
by
mail
and
nine-day
pre-election
day
early
voting
require
additional
staff,
increased
mailings,
enhanced
technology
security
and
more
and
our
estimates
for
these
costs
are
approximately
over
300
000.
However,
work
on
the
election
budget
is
ongoing.

Think
we
all
agree
that
every
man
and
woman
that
works
hard
should
make
more
the
following
year
than
they
did
the
year
before
and
that's
where
it
is
we're
still
below
the
price
index
and
most
certainly,
we
have
lowered
the
tax
rate
by
a
set
and
a
half.
And
under
this
circumstances,
what's
going
on
in
the.

S
State
in
the
country
pandemic
we're
doing
pretty
good.
Ladies
and
gentlemen,
I
want
to
take
this
opportunity
to
sincerely

board

commissioners
who
work
right
along
with
us.

and

it

happen

quickly.

explain

what's
going

interesting

living

executive

administration

daunting

fight

state

get

sure

went
through
the
court
system,
it
was
an
agreement
and
it
was
settled
in
court
and
money
was
spent
years
ago
to
make
sure
that
this
was
favorable
to
the
county.
There
was
a
judge's
order.
It
was
an
agreement,
it
was
signed
by
the
county,
also
signed
by
the
governor,
and
when
it
became
time
that
they
didn't
like
it
anymore,
they
just
decided
we'll
just
change
the
law,
which
isn't
the
way
that
it's
supposed
to
go.

I
mean
I've,
said
this
publicly.
I've
said
it
on
social
media,
but
I
agree
with
commissioner
vallis
that
it's
important
that
we
kind
of
you
know
make
it
official
and
show
our
support.
Hopefully
again,
I
don't
know
what
words

anyone's
mouth,
that
we
have
a
unanimous
support
from
the
commissioner
board
for
our
administration
and
our
county
executive
moving
forward
again.

atlantic
county
taxpayers,
you
heard
at
the
expense
of
these
you
know
multi-million
dollar
businesses
is
absolutely
outrageous.
So
100
percent
of
support.

It's
almost
inconceivable
to
me
that
in
this
day
and
age
the
state
of
new
jersey
doesn't
seem
to
care
what
275,
000,
plus
people
in
atlanta
county
think
would
be
fair.
It's
a
little
surprising.
It
shouldn't
be
surprising
to
me
in
the
age,
we're
in
common
sense
doesn't
always
rule
in
some
places.
It
still
does,
but
apparently
non-trend
for
them
to
not
take
the
opportunity
to
sit
down
and
even
discuss.

The
issue
says
a
lot
about
their
position
and
their
beliefs
and
where
they
believe
the
state
of
new
jersey
should
be
headed,
fortunately
in
atlantic
county
and
I'm
sure,
there's
other
counties.
That'll
fight
the
state
when
they're
as
wrong
as
they
are
in
this
one
atlantic,
county's
doing
the
right
thing
and
I'm
supporting
the
resolution
wholeheartedly.

They're
going
to
pitch
their
angle,
their
outlook
on
it,
it's
a
matter
for
the
court
beside
this
point
and
I
think
we
should
stand
firm,
the
deal's
a
deal
and
that's
the
way
I
was
raised.
That's
the
way
we

do
things,
and
that
was
the
original
intent.
So
I
think
we
need
to
stay
with
the
original
intent.

Some
years
ago-
and
I'm
sure
denny
and
some
of
the
other
others
of
us
in
the
room
recall
that
there
was
concern
brought
up
about
public
service,
energy
and
gas,
which
won
the
north
jersey
utilities,
our
equivalent
of
ac
electrics,
and
they
were
having
problems
with
what
were
called
stranded
assets
and
so
suppose
they
would
need
about
400
million
dollars.

In
order
to
do
that,
and
the
legislature
at
the
time
approved
that
that
was
a
bipartisan
move
and
there's
been
various
others
of
those
things
over
the
years.
But
then
we
never
get
the
accountability
of
well.
Did
that
ever
actually
come
in,
or
was
it
just
added
to
the
bottom
line
and
then
that's
more
dividends
for
the
shareholders?
Nothing
wrong
with
dividends.

maybe
how
you
get
them.
But
I
would
also
suggest
that
whether
perhaps
not
the
casino
association,
perhaps
the
individual
casinos,
particularly
starting
with
some
of
the
smaller
ones.
But
you
have
learned
legal
counsel
between
mr

and
mr
ferguson.
I
am
sure
that
a
request
will
be
put
together,
does
not
sound
as
though
it
is
discovery.
It
would
not
be
discovery,
but
something
to
get
a
picture
for
what
is
their
current
financial
situation?

may
be
things
that
we
would
all
benefit
from,
but
that
openness
and
transparency,
I
think,
would
be
something
that
would
be
very
helpful
and
would
be
something
I
think
can
be
done
without
sometimes
the
shenanigans
we
get
on

political
end

things,

just
working
together
for
taxpayers
and
going
forward
from
there.
So
I
would
humbly
ask
that
that
be
something
considered
as
time
goes
on.

after
the
governor

re-election
when
he

declared
the
winner,

special
interest

just
like

53
million
dollar
settlement
that
he
just
made
by
a
stroke
of
the
pen
without
the
input
from
all
of
the
legislative
body.

obviously
this
governor
now
that
he's
waned
up
he's
pouring
in
all
of

city

had

sexual
relationship

it

it

affect
all

atlantic
county.

monster,
this
modern
predator,
was
an
employee
of
the
state
of
new
jersey.
At

time

his
house
was
arrested
and
he
was
in
possession
of
a
child
who
had
molested
for
several
years,
didn't
he
they
didn't
knock
down
the
door
in
atlantic
city
now
knocked
down
the
door
at
some
point
and
in
his
possession.

had
a
child
where
he
had

illicit
sexual
relationship
with
this
child
that
he
came
in
contact
with
when
he
was
an
employee
of
the
atlantic
city
school
board
under
the
jurisdiction
of
the
state
of
new
jersey,

they
had
monitorship
and,
of
course,
every
school
system.
Public
school
system
in
the
state
of
new
jersey
comes
under
the
auspices
of
the
department
of
education
for
the
state
of
new
jersey,
and
this
is
why
I
think
that
is
incumbent
on
you.

department

education

employee

school
district
at
the
city
of
atlantic
city
for
supposedly
inappropriate
behavior
with
a
child
and
then
was
hired
by
the
department
of
division
of
child
protection
and
permanent
permanency
in

state

jersey
and
no
one
has
said
anything.
There's
a
parent,
I'm
hoping
that
that
she
will
come
forward
at
our
next
meeting.
And
you
will
get
a
chance
to
hear
from
her
that
this
animal
was
transporting
her
children
from
atlantic
city
to
camden,
county
and
sicklerville.

minimum
of
two
hours
a
day.
He

two
children

she
climbed
contact
when
she
found
out
about

contacted
the
division
of
child
protection
and
permits

something
happened
to
her
children
and
did
any

hear
about
it
that
any
of

return,
call
back
from
the
department

division

protection,
child
protection
and
permanency.
They
didn't
even
call
her
back

child.
Her
children
were
never
evaluated
by
professionals,
who
would

able

find
something

alleviate
or
in
the
mind
of
the
mother,
that
her
children
were
not
attacked
and
it
was
never.
No
one
has
never
contacted
her
and
the
department
of
child
protection
and
permanency
has
not
contacted
anyone

lit
they
are.
