I
I'm
not
coming
I'm
going
to
support
it.
This
question
they
support
because
they
do
the
need
of
and
I
don't
know
if
y'all
strong
dollar,
but
not
to
come
up,
have
additional
fees
that
not
obviously
did
I
just
be
a
physician
for
them.
My
point
being
is:
what
are
the
talents
pays
to
have
security
that
the
libraries
owned
by
the
county?
That's
my
question
and
so
I
think
there's
a
little
disingenuous
that
we
doing
that,
but
I
think
it's
a
service,
that's
needed,
because
we
all
knew
the
problems
going
in
the
library.
I
I
A
A
I'm
just
saying
we
have
the
opie
of
the
library
I
see
where
you're
going
with
this
life
and
I
appreciate
it.
I
understand
it
and
I
think
you
know,
but
the
questions
they
can
be
answered
is
the
cost
is
with
an
armed
guard.
Is
that
not
correct
away
and
we
do
not
have
security
with
armed
guards
and
any
other
branch
of
libraries?
If
we
could
me,
if
that
can,
you
know,
is
sweet
some
of
your
angst
about
it.
I
K
I
I'm
going
to
support
this
resolution-
I
don't
know
by
that
argument,
not
by
a
long
shot.
That's
not
just
a
guy
from
the
city
of
Pleasantville,
but
when
I'm
not
going
to
discuss
that
here,
I've
had
a
totally
different
perspective
on
what
happened.
I
thought
Islands.
We
talked
about
the
kids
in
the
market
he
still
wears
and
all
that
other
kind
of
stuff
in
the
fights
but
I'm
going
to
vote
for
this
today.
I
But
I
want
to
have
this
discussion
with
the
police
chief,
the
mayor
and
the
members
of
City
Council
in
funding
bill,
because
if
we're
going
to
start
they're
going
to
be
consistent
across
the
board,
I
don't
care.
If
it's
in
the
animal
shelter
I
don't
care!
If
it's
in
one
stop,
because
in
one
stop,
they
don't
correct
me
if
I'm
wrong,
we.

Please

L
They're
round
they're,
given
to
it
they're
federal
funds
given
to
us,
through
the
state
by
the
Department
of
Labor,
pour
out
for
youth,
only
WI
o
any
funds
for
youth.
Only
seventy
five
percent
of
the
money
that
I
get
has
to
be
spent
on
out-of-school
youth
with
the
new
legislation.
So
we
get
almost
1.3
around
1.3
million.
So
most
of
that
money
will

the
it's
on
the
north
side
of
the
railroad
tracks
in
that
area
of
the
intersection,
that's
the
area
and
that
it's
not,
although
we
did
the
improvements
through
underneath
the
the
railroad
tracks
or
what
they're
proposing
is
being
there
limits
of
jurisdiction
which
treats
almost
up
to
the
railroad
tracks.
That's
it.

R

A
A
K
O
A
A
O
Pregnant
you
know
when
I
see
the
awareness
situation
yeah,
but
come
up
I'd
like
to
bring
the
attention
of
everybody
woman's
health
week
being
this
week.
There
is
a
website.
One
of
us
could
just
get
very
busy.
We
don't
go
to
the
doctor.
We
don't
check
on
the
bank.
I
have
this
sister
mall
last
couple
years
before
you,
seven
years
old,
have
a
heart
attack.
O
C
R
E
C
He
made
sure
there's
a
mention
of
an
attachment
with
some
notes
from
our
staff.
That
was
additionally.
So
again,
it's
getting
it's
basically
a
resolution
getting
our
concerns
about
the
new
legislation
and,
if
and
how
the
rules
and
regulations
are
handled
in
such
ways
that
that
could
really
kind
of
take
that
transparency
away
from
us
and
the
taxpayer.
C
C
S
I
did
and
a
lot
of
the
points
for
a
fact
we
put
together
by
myself,
along
with
Tony
Pagano
assistant,
County
Council,
understand
who's
very
familiar
with
the
local
public
contracts.
Law.
Does
a
lot
of
work
in
that
area
and
the
a
mention
of
a
number
of
the
concerns
you
know.
I
is
the
resolution
preparing
it
the
attachment
which
I
think
raises
realities.
C
A
B
T
Last
you
made
for
the
beach
I
just
wanted
to
hope
that
our
County
Atlantic
County
County
and
help
the
residents
here
will
pay
state
local
taxes.
Not
just
property
tax
also
has
to
do
with
state
income
tax.
The
latest
data
that
I
have
is
2015
thirty,
six
thousand
five
hundred
and
ten
returns
a
an
average
of
fifty
four
hundred
and
twenty
six
dollars
and
eight
1330
returns
an
average
of
16
property
tax.
You
take
an
average
if
there's
something
really
low
that
not
said
lay
down,
even
though
we
can't
get
the.
T
If
you
add
them
together,
that's
twelve
thousand
two
hundred
and
ninety
eight
dollars,
meaning
that
twenty
two
hundred
and
ninety-eight
dollars
would
be
lost
by
our
citizens
and
we're
talking
about
37,000
returns
and
I.
Think
that
well,
I
can
safely
assume
were
proposed
that
there
are
probably
two
our
meaning
74
taxpayers
here.
T
So
there
are
33
other
states
that
have
adopted
this
a
lot
and
are
setting
up
charitable
that
organizations
for
taxpayers
to
deposit
funds
and
their
property
taxes
which
are
no
longer
adaptable,
and
we
are
asking
our
Huan
Department
to
investigate
what
their
recommendation
is
for
this.
For
our
taxpayers
heard
from
this
there's
a
question
of
the
loss.
C
C
A
S
Mr.
chairman
eat
right:
there
was
discussion
on
this
at
the
end,
Jack
comments,
Tim
Cunningham
his
route
from
the
visual
of
the
government
services,
how
they
gather
a
seminar
program
at
Google
was
last.
There
Lex
went
Thursday
after
that,
I
believe
and
they're
working
on
putting
their
race
together.
S
And
there
is
a
concern,
I
think
a
very
legitimate
concern:
I
mean
at
night,
I
braised
it
with
county
administration,
and
that's
the
fact
that
you
have
the
federal
government
who
passed
a
tax
reform
act
at
the
end
of
last
year.
That
became
effective
that
and
one
of
the
key
provisions
in
that
one
of
the
most
controversial
provisions
in
that
was
the
elimination,
work
limitation
on
the
amount
of
state
and
local
property
tax
taxes.
It
could
be
deducted
from
your
federal
tax
return.
S
It's
highly
questionable
in
my
money,
a
state
government
or
any
inferior
government,
certainly
inferior
to
the
to
the
feds
under
the
Supremacy
Clause
of
the
United
States
Constitution
that
you
can
have
States
attempting
to
undo
what
the
federal
government,
in
the
form
of
both
houses
of
Congress,
passing
the
legislation
and
the
president
signing
it
into
law
that
you
can
then
have
these
very,
not
just
New
Jersey,
but
counters
right
up,
manure,
32
or
33.
Other
states
that
have
done
something
for
at
least
very
similar
to
this
legislation.
Q
S
If
they
see
that
you
know
their
tax
receipts
are
being
adversely
impacted
by
States
attempting
to
circumvent
the
intent
of
the
legend
I,
just
the
attendance
right
ending
where
they
place
this
limitation
upon
it.
I
don't
think
the
feds
are
going
to
want
to
stand
for
that
I
think.
Eventually
they
will
likely.
You
know
not.
E
H
S
You
know
I'd
like
to
see
this
food
because
my
combination
of
what
I
pay
in
state
income
tax
and
my
property
taxes,
even
in
Galloway
in
a
55
and
older
community
I,
say
I
think
it's
of
say
eighty
two
hundred
dollars
in
property
taxes-
you
know
so
I-
would
I
would
make
out
better
at
this.
But
you
know
legal
thing:
I
just
don't
see
that
happening
so
that
that's
my
position
on
it.
I
could
do.
H
A
A
So
this
to
me
presents
a
philosophical
problem
and
I'm,
not
a
lawyer
and
I'm,
not
an
expert,
but
for
us
to
expend
resources.
I.
Think
research
in
this
is
little
premature
in
advance
of
the
federal
of
the
federal
acceptance
of
this.
That's
my
opinion
on
this
resolution
and,
to
be
honest
with
you,
I
find
a
disingenuous
state
enacted
this
law
without
allowing
everybody
to
pick
up
all
of
their
tax
real
estate
tax
under
the
state
income
tax.
Why
do
they
think
of
that?
A
Because
the
living
does
is
not
imbued
onto
the
states
so,
instead
of
it
going
just
to
ten
thousand
with
the
state?
Why
didn't
they?
Let
everybody
who's
paying
over
ten
thousand.
Take
it
as
a
deduction,
at
least
against
the
10%
in
state
income
tax
with
the
app
so
I
find
the
whole
thing
to
be
quite
disingenuous
and
premature
to
do
a
research
on
it
like.
S
That
there's
a
very
good
point
you
take.
Mr.
chairman,
also
when
I
was
in
this
seminar
last
week.
They've
got
to
understand.
County
government
is
not
in
the
business
of
assessing
or
collecting
taxes-
that's
done
at
the
municipal
level
and
that
our
share
that,
based
on
the
equalization
tables
at
the
county,
where
the
taxation
puts
out
that
amount
of
money
that
comes
sauce,
you
know,
is
they
paid
over
to
us.
S
S
C
Does
this
go
into
a
tax
collection
rate
or
not?
Does
it
go
that
could
be,
but
not
affect
your
reserved
for
uncollected
taxes
that
weakness
for
most
level
treated
like
a
pilot
where
the
municipality
collects
that
keeps
it
and
nobody
gets
there,
sharing
that
meaning
the
county
and
schools
and
state
that
I
had
all
kinds
of
like
project
related
questions
and.
S
S
The
other
things
even
wanted
to
is
these:
these
deductions
are
the
the
changes
to
the
federal
wall
pick
in
starting,
but
one
files
they're
2018
tax
return,
which
won't
take
place
until
you
get
any
calendar
year.
2019,
that's
the
way
the
site
will
works,
so
the
mere
fact
that
everybody
has
adopt-
or
a
number
of
states-
Peter's
not
to
these
types
of
programs-
doesn't
mean
that
you're
going
to
get
any
fallout
from
it
until
the
time
of
the
filing
of
the
2018
returns.
Q
Q
I
It
doesn't
look
it
but
I.
Don't
prejudge
pre
answer
to
the
information
that
you
asked
them
to
look
into.
If
we
look
into
all
due
respect,
I
have
to
concur
with
you
I'm,
not
an
attorney
by
longshot.
It
I,
certainly
trust
mysticism
judgment,
but
I
think
it's
disingenuous
at
least
give
the
opportunity
to
look
in
pursuing
it.
Come
back
to
the
court
says
this
is
what
we
think
we
can't
you
can
accept
me,
but
to
try
to
kill
it
from
the
door.
It's
not
acceptable
for
whatever
reason.
I
E
I
A
I
Listen,
why
don't
we
turn
around
and
then
pass
the
next
resolution,
urging
our
legislators
to
do
the
research
and
then
send
it
back
to
us.
I
mean,
but
Markman
is:
let's
not
just
try
to
kill
this
resolution
to
be
killing
it.
If
your
recommendation
is
suggested
that
we
notify
our
four
senators
and
I
hate
assembly,
people
urging
them
to
down
and
contact
with
our
solicitor
the
duty,
the
fact
founding
or
do
a
benchmark
way
and
said,
that's
fine
and
I
think
it's
enough
concern
on
both
sides
of
the
aisle
to
talk
about
it.
I
You
know
we
may
get
something
done.
Jenever
tell
governor's
out
of
office,
you
might
get
a
legitimate
answer
and
they
may
stick
to
what
they
tell
you
supposed
to
do
telling
you
it's
in
the
bill
and
then
you
don't
get
it,
but
you
want
later
but
again
I
hear
what
you're
saying
Jared
I
think
that
we
should
least
explore.
A
I
A
A
I
am
telling
you
that
mr.
Snoodle
responded
to
a
request.
You
made
what,
if
your
intent
was
to
have
the
county's
resources
tried
to
give
us
guidance
on
this,
and
it's
clear
from
what
our
counsel
told
us
that
there
are
questions
he's
not
going
to
be
able
to
answer.
It
really
should
be.
Where
was
birth
of
his
birth
in
the
state
in
the
state
assembly
and
said,
let
them
give
us
exactly
what
their
guidance
is
on
this
and
now.
Let's
look
at
that.
That's
my
baby!
So.
I
So
make
the
resolution
question
it,
because
this
is
what
it
becomes
tricky
and
it
becomes
a
gray
area,
because
now
we
have
two
attorneys,
we
don't
offend
the
attorneys
against
each
other.
That's
for
sure.
So
what
happens
since
it's
a
recommendation
of
the
board's
attorney
to
ask
the
administration
for
guidance,
so
the
administration's
attorney
on
the
turn
around
and
said
at
the
farther
review.
We
suggested
the
board
of
freeholders
that
you've
downloaded,
find
the
legislators,
but
don't
make
a
pre
determination
here
prior
to
a
vote.
That's
what
it
sounds
like.
F
You
make
a
recommendation.
My
recommendation
was
that
we
turn
towards
a
pathway
of
exploring
what
the
law
really
meant
rather
than
a
resolution
that
would
simply
adopted
which
would
Reta
became
adopted
state
all
the
other
way
around
and
acknowledge
its
existence.
There's
no
need
to
acknowledge
its
existence
and
what
happened
here.
F
F
F
State
income,
tax
issues,
Treasury
issues:
how
do
you
brighten
it?
How
do
you
does
it?
They
have
you
defined
what
it's
going
to
be
an
eligible
payment,
so
it's
to
get
back
whether
have
you
been
blinded
at
various
levels
of
governments
very
complicated
stuff
by
Brett
each
time,
I,
look
at
it
and
read
it
again.
It
was
obvious
to
me
that
it's
going
to
take
a
lot
of
work
before
this
and
even
who
he
presented
to
the
public
in
a
working
fashion
and
as
Tim
Ferguson
pointed
out
practical.
F
It's
all
whom
have
been
requested
to
give
regulations
and
to
promulgate
rules
and
regulations.
So
it's
to
deal
with
those
issues
because
it
wasn't
finished
in
the
diamond
respect
it's
still
unfinished.
That's
why
it's
not
effective.
So
who
knows
what
all
these
agencies
are
going
to
come
rules
and
regulations
that
somehow
another
define.
F
F
N
You
three
older
date,
I
realize
the
resolution
is
just
asking
you
become
part
of
Walter,
look
into
it
and
not
asking
us
to
pass.
Oh.
My
concern
is
said:
there
are
565
news
of
holidays,
New,
Jersey
21
counties
on
how
many
school
districts
our
hope
that
they're
all
gonna
be
two
of
their
to
diligence.
We
made
way
up
with
over
a
hundred
different
ideas
of
how
this
is
gonna
play
out.
So
I'm
concerned
that
the
state
did,
as
mr.
Steele
said,
didn't,
provide
any
kindness
to
this.
N
We
paid
due
to
student
avenge,
Act
I
mean
we
just
wait
and
see
him.
What
ed
checks
take
is
on.
It
has
things
kind
of
work?
Its
way
out,
I
mean
that's
my
issue.
With
this
very
used,
the
county
and
County
of
school
district
is
going
to
do
their
own
image.
They
all
have
their
own
attorneys.
Do
their
own
research
I
mean
we're
paying
to
his
engine,
but
let
you
figure
out
and
then
go
from
that.
That's
just
thank
you.
F
C
C
A
There
are,
there
said
there
are
times
there
are
as
many
agencies
that
do
this
all
day
long
and
his
308
days
pointed
out
in
Jack
we
have
their
full-time
contract
and
constitutional
attorneys
there
and
as
well
as
I,
believe
that
our
legislators,
our
legislators,
do
have
legal
counsel
on
everything
they
do.
Everything
has
to
be
reviewed
by
a
lawyer.
E
F
A
A
I
To
valve
jurisdiction
over
whether
you
choose
to
both
this
resolution
on
the
dam,
however,
I
think
I
gave
them
an
alternative.
If
you
don't
want
to
support.
This
particular
resolution
is
that
you
come
back
with
a
resolution
urging
how
senators
in
how
assembly,
to
give
us
a
through
a
attorneys
which
is
a
bunch
of
BS.
I
F
I
I
E
T
I
We
should
charge
I
think
we
should
charge
them
both
and
somebody
should
be
able
to
come
back
with
hands
then,
but
just
to
say
we
don't
think
they
gonna
do
with
this.
It's
not
acceptable
and
I
would
agree.
We
pay
in
the
end
Jack
what
we
like
the
answer.
Not
they
should
be
able
to
tell.
If
not,
we
need
to
pull
the
hell
out.
C
C
C
C
C
I
What
we
need
to
do
is
come
back
and
after
dialogue,
whether
it's
among
us,
our
Council
or
the
administration,
and
perhaps
maybe
give
them
some
questions
to
be
able
to
ask
answer
for
us,
Estella
sitting
here,
trying
to
get
it
off
the
cuff.
What
would
we
go
to
ask
so
how
the
hell
we
know
we're
going
to
answer
they
don't
you
know
same
answer
so
so
what
happens
is
I
think
the
solution
today
would
be
come
back
with
a
resolution.
Again
we
would
reading
ourselves,
but
you
put
the
onus
on
them.
K
T
I
Always
been
down,
but
if
it's
not
admitted
here
regarding
this
resolution,
you
need
to
make
sure,
and
with
the
permission
of
the
chairman
at
the
next
meeting
that
resolution
be
put
on,
is
a
12
day
whatever
waiting
period.
But
because,
if
you're
going
to
pull
this
resolution,
it
needs
to
be
clear
that
you're
allowed
to
have
another
resolution
and
in
place
of
this.
C
A
C
E
I
A
T
C
A
O
A
T
T
T
E
A
There
is
established
a
pilot
program
to
evaluate
the
efficiency
and
functionality
of
sherry
of
services,
of
certain
local
personnel
having
tenured
rights
in
office.
Everybody
knows
with
tenured
rights
over,
so
this
will
allow
municipalities
of
the
pilot
counties
which
are
camped
in
Morris
Ocean,
Sussex
and
Warren.
A
Now
they're
asking
Atlantic
to
come
into
this
to
enter
into
shared
services
agreement
pursuant
to
the
provisions
of
C
40,
a
:
65
1,
which
states
the
following
for
services
of
Tancred
local
employees
and
provide
for
the
dismissal
of
any
tenured
local
employee
who
are
not
selected
to
be
service
providers
under
the
shared
services
agreement.
Now
in
in
great
discussion
that
I
had
with
our
administration,
that
would
include
immiscible,
clerks
chief
financial
officers,
Assessors
collectors,
mr.
superintendent,
public
work,
treasurer's
and
other
personnel
who
are
civil
service
protected
or
tenured
under
their
own
job
description.
A
A
I
It's
optional
if
these
missus
balances
choose
to
do
services,
as
you
know,
and
this
administration
has
been
so
successful
in
the
last
couple
of
weeks
that
when
they
powered
bill,
quote
fight
and
a
part
of
that,
some
additional
shitty
services
from
the
city
of
Atlantic
City.
But
let
me
remind
this
body
that
a
couple
months
ago
make
a
year,
though
this
body
was
considering
high
county
while
Assessors
and
one
of
my
biggest
concerns
were,
and
so
is
what
can
we
do
with
Gil's
Assessors.
E
A
I
He
Silva
service
employees.
It
wasn't
an
issue
whether
they
were
going
to
keep
a
job
but
not
again,
question
of
justice
to
partisan
politics
or
with
playing
the
game
of
who's
right
and
who's
wrong
or
who
puts
it
up.
I
had
the
same
conversation
with
the
sponsor
the
desk
and
ask
the
sponsor
it's
up
to
her.
If
she
would
consider
holding
this
resolution
the
day.
Let's
go
to
the
committee,
whatever
committee
I
believe
it's
deemed
to
go
to
again
have
a
discussion
have
some
dialogue
and
then
we
can
come
back
and
discuss
this
more
effectively.
I
S
N
E
I
Way
telling
you
what
to
do,
but
what
I
don't
want
to
do
is
have
this
bill
fail,
because
politics
and
policies
we
don't
need
them,
but
I,
think
the
discussion
today
from
the
last
one
tells
us
that
we
need
to
have
more
dialogue
what's
happening
and
I
always
suggested
this
body.
Then,
when
we
start
talking
about
sensitive
issues
like
this,
mainly
and
collectively
need
to
talk
about
these
types
of
issues
before
hitting
your
hand,
so
we
don't
spend
45
minutes
to
an
hour
debating
who's
right
and
who's
wrong.
Man
stop.
A
You
for
one
second
objections
so
today,
I
have
here
they're
gonna,
be
freehold
resolution
request
three
older
resolution
requests
they
can
be
put
into
large
solicitor
and
to
myself
to
distribute
and
we
can
extend
each
other
so
that
we
could
have
discussions,
because
you
know
this
wasn't
pre
discussed,
as
you
just
pointed
out,
so
that
we
can
not
have
you
know
politics
in
the
way
of
policy
or
you
know
what
happened
so
going
forward.
If
we
could,
please
adhere
to
this,
which,
by
the
way,
I
didn't
make
this
up.
It's
been
around
a
long
time.
I
Agree
to
that
chair,
but
again
did
you
raise
a
good
point,
and
this
is
the
gym.
So
does
my
colleague
here
and
so
what
happens
is
again?
I
went
back
to
the
spots
of
the
bill
for
consideration.
If
you
would
pull
this
bill
and
I
again,
you
tell
me
off
but
committee.
This
needs
to
go
for
the
discussion
and
then
have
these
discussions
and
then
hoping
to
come
out
of
that
meeting
with
some
concrete
language
that
will
go
forward,
but
we
need
the
whole
valve
assembly
person.
T
O
A
A
P
J
D
C
C
Respect
I,
don't
think
we
need
a
pilot
or
a
wall
to
municipalities
to
consider
shared
services.
They
think
they've
been
doing
it
for
a
very
long
time.
I
mean
a
crabber
City
Hamilton
Township
discussion,
Galilean
Buena,
Hamilton
Township.
You
know
now
have
original
mind.
Support
I
mean
there's
so
many
examples
of
it
out
there
I
don't
think
that
way.
D
C
I
I
A
Q
Q
A
E
A
M
A
K
A
U
I
I
A
Was
going
to
bring
them
on
their
good?
You
know
the
order,
but
I'll
tell
you
why
I
don't
want
to
know
fail
to
mention
how
important
it
is.
You
know
we
fought
and
I'm
real
bipartisan
fight
here
at
the
last
referendum
a
year
ago
to
keep
North
Jersey
casinos
from
developing
and
members
of
this
board,
commendably
thrilled,
of
course,
ii
and
others
were
at
the
forefront
of
that
fight
and
assemblyman
brown.
At
the
time.
I
think
something's
happened
in
so
unique
in
atlantic
city.
A
That
is
want
to
put
the
coffin
a
on
that
idea
for
many
years.
I
think
Hard
Rock's
going
to
be
a
game.
Changer
we'll
see
about
ocean,
but
when
this
sports
book
opens
up
here,
I
think
that
the
interest
in
Atlantic
City
are
going
to
fight
to
keep
their
exclusivity
again,
and
that
is
where
I
think
that's
the
untold
story
about
how
important
that
is,
which
means
stability
for
our
County,
for
our
tax
base
and
for
our
working
families
with
jobs.
A
I
have
to
say
today
that
Plata
County
I
should
say
our
our
recovery
court
firmly
called
drugs
work
had
an
unbelievable
first
meeting
on
opioid
addiction
crisis
at
Community
College.
There
are
400
people
there
and
a
couple
things
were
pointed
out.
There
was
a
scientist
there
that
proved
that
nobody
is
it
junkie
by
choice.
Nobody
is
an
attic
by
choice.
These
people's
brain
chemistry.
A
A
We
have
the
only
method
on
program
in
the
entire
state
of
New
Jersey
in
our
county
justice
facility
and
that's
a
credit
to
our
outgoing
Morton
and
to
this
administration.
We've
dedicated
a
hundred
thousand
dollars
through
the
Workforce
Investment
Board,
with
Miss
Lowery,
to
try
to
get
the
people
that
come
out
of
drug
court,
and
let
me
tell
you
about
drug
court:
it's
a
five-year
program,
Santa
newley
graduated
83
students,
83
participants,
five
years
of
no
drugs
in
their
system
and
when
they
come
out
every
single,
every
single
charge.
A
Every
single
you
know
arrest
every
single
count
against
them.
Their
record
is
expunged
clean
and
they
get
to
go
to
work.
Jojen
goal
be
in
case
you
don't
know
who
he
is
he's
the
owner
of
the
hard
rock
giving
Jack
Morris.
He
has
donated
hundreds
of
thousands
of
dollars
and
he's
committed
150
people
at
a
drug
court
to
go
to
work.
I've
said
this
many
times
at
the
free
all
the
meetings.
This
free
alder
board
funnels
between
11
and
14
million
dollars
to
the
win
a
year
with
federal
programs,
job
training
and
what
have
you?
A
We
need
to
find
a
way
for
legislation
to
change,
to
put
more
of
it
toward
people
coming
out
of
drug
court.
They
can
go
back
to
work
and
I
and
that's
what
we
want
to
try
to
do
so.
I
just
wanted
to
bring
that
up
as
a
sort
of
a
new
day
this
that
we,
we
should
be
fully
aware
of
anything
else.
A
new
business,
real
tourism
cabinet.
Q
Q
H
E
Q
Q
I
I
We
got,
we
got
rolling
their
complement
and
they
don't
forget
us,
but
you're.
Absolutely
right.
I
know
a
local
whose
son
West
ACC
for
two
years,
when
the
breakfast
petunias
gathers
degree.
Now
the
kids
leave
in
high
school
one
Aysen
see
and
then
one's
willing
to
market
so
yeah.
Absolutely
right.
We
need
to
be
able
to
promote
that
college.
We
have
I.
N
C
Implement
number
one
and
I
think
promotion
starts
right
now
fact
that
Ocean
City
bus
of
high-school
students
to
that
Student,
Center,
opening
an
oppressed,
high
school
who's
right
next
door,
that
is
walking
students
over
blows
my
mind
but
I.
Don't
think
anybody
had
a
conversation
with
them,
so
it
think
it
starts
very
back
to
basics,
very
localized
discussions
and
I.
Think
you
know
dr.
Gabbe,
that's
just
huge.
A
V
Right
are
all
we
we're
here
to
talk
about
the
healthcare
industry
and
the
vocational
school,
and
the
funding
is
for
the
one
spot.
I
have
been
talking
to
the
state
and
they
did
find
some
funding
and
they
are
very
open
to
dispersing
the
money
differently
in
the
future
there
to
look
a
lot
into
where
it's
being
used
in
each
county,
what's
being
used,
what
the
demand,
instead
of
the
unemployment
rate,
so
I
did
talk
to
him.

Be
jumping:
my
name
is
michael
mahoney,
only
director
of
constituent
services
for
some
imagine
our
monitor
so
allied
health
services,
a
couple
other
programs
contacted
our
office
and
there's
a
contact,
the
freeholder
board
as
well.
Regarding
this
issue,
we
sent
a
request
to
see
what
was
going
on
with
the
money.
The
state
was
supposed
to
be
here
today
that
couldn't
make
it
neither
suddenly
they
could
be
here.
We've
got
a
pretty
readily
today,
so
I
thought
I
would
come
in.
Just
me
clear
it
up
a
little
bit
from
my
understanding.
D
The
county
has
already
requested
for
additional
funding
for
this
Workforce
Development
Program.
The
state
has
right
now
is
preparing
a
notice
of
award
to
increase
the
county's
program
for
the
year
2017.
It
is
a
two-year
program
that
I
believe
funding.
This
funding
is
two
years,
so
this
would
just
be
for
the
next
two
years.
This
current
calendar
is
2019.
D

I
T
A
J
Something
on
your
under
new
under
the
Workforce
Development
Board
Rondon,
against
federal
state
money,
slang,
okay,
so
I'm
under
under
one
of
the
programs
for
individual
training
accounts.
Somebody
go
in
said
like,
and
so
whenever
the
money
is
4,500
$5,000
you
select
that
and
Monda
can
take
from
there.
She
can
explain
what
what
they
do
to
processes
those
cases
they
get
X
number
of
dollars.
I!
Think
you
see
their
IPAs.
You
may
have
hours
warning
well.
L
We
are,
we
do
as
Jeremy
said
we
hit
funding
from
from
the
state
they
allowed
us.
As
you
know,
you
see
the
award
letters
that
come
through
nor
get
3-pack.
We
actually
got
about
memory,
I
have
the
actual
picture.
We
got
three
thousand
three
million
one
hundred
and
seventy
three
thousand
seven
one:
three
million
one
hundred
seventy
three
thousand
seven
hundred
and
thirty-eight
dollars
for
this
program
here
that
includes
our
youth
funding.
That
includes
the
adult
funding
and
a
quote
that
includes
dislocated
worker
pocket.
How.
A
L
L
A
J
Just
and
just
one
other
thing
we
remember,
but
you
all
blown
on
it.
Probably
you
know
you
vote
on
it.
You
see,
but
that's
a
ring.
Truth
be
known
to
you
hear
what
she
has
to
say.
There's
like
50
or
55
different
agencies
that
do
training.
That's
not
only
it's
not
only
a
light
yellow,
you
know
get
to
progress
from
training
the
CEO
licenses,
alright,.
V
J
A
L
Have
a
new:
let
me
just
a
little
bit
of
information:
they
have
a
new
administration.
As
you
know,
new
governor,
we
have
a
new
commissioner.
It
will
think
you're
a
matter
of
fact
I'll
be
here
next
week,
a
new
commissioner.
We
have
a
new
assistant.
Commissioner
I've
been
talking
to
the
assistant
commissioner.
We've
been
talking
about
the
casino
train,
we've
been
talking
about
local
54,
getting
money
to
them
for
training
there,
there's
a
lot
of
people
that
are
looking
for
funding
for
training.
L
L
Money
to
to
keep
to
keep
funding
at
five
thousand
dollars
a
person,
so
I
asked
what
I
did
was
I
still
accept
people
coming
through
applications.
I
asked
to
try
to
find
them
employment
in
other
places.
Before
we
do
training,
which
is
what
we're
supposed
to
do,
make
sure
they
don't
already
have
skills
that
they
can
use
to
get
a
job
that
that
we
have
a
need
for
us,
and
then
there
are
some
that
up.
We
upgrade
you
know,
because
we
have
incumbent
workers.
We
have
a
little
bit
of
money
to
do
that
too.
L
I
asked
them
and
I
told
him.
I
can
read
you
what
I
asked
today.
I
told
them
at
that:
March
31st
I
have
a
little
over
69
thousand
dollars
in
adult
funding,
and
a
hundred
and
seventy
one
and
dislocated
worker
won
a
bet
with
that
takes
an
average
of
65
thousand
per
month
of
adult
spending,
and
forty
six
thousand
and
dislocated
workers
thing
so
I'll
have
no
carryover
money
to
carry
going
to
argue
this
year
to
that
me
to
the
next
year.
So
when
we
get
our
new
funding,
okay,
we
using
it
funding
July
1st.
L
I
even
told
the
state
back
piece
that
when
I
in
doing
that,
that
means
that
the
average
I'm
spending
or
that
people
are
requesting
I
would
need
to
hold
me
until
September
for
September
30th
until
October
1st
I
would
need
at
least
three
hundred
ninety
thousand
in
adult
funds
and
270
thousand
and
dislocated
funds,
hoping
that
this
would
bury
me
with
the
new
allocation
until
October
1st
and
so
on.
So
I've
asked
them
and
I
sent
this
letter
back
and
on
April
the
20th
and
I'm
waiting.
A
M
A
V
I
I
D
A
Yeah
bounty,
hi
Rhonda
has
made
all
the
requests,
and
the
limit
of
her
ability
is
that
she's
can
only
get
about
thirty
thousand
dollars
between
July,
1
and
October,
and
the
ask
is
for
six
hundred
and
sixty
thousand,
so
the
state
is
the
law
of
Jamis
of
the
state.
She
has
to
go
by
her
own
regulations
of
grant
and
disbursement.
Everything
is
what's
called
line-item
authorized
and
that
line-item
authorization
is
limited
at
the
exponent.
The
funds
are
exhausted.
A
D
A
L
A
I
I
meet
you,
please
do
there's
a
big
disconnect
in
the
state,
and
so
what
I
would
suggest
is
that,
if
effect
all
is
possible,
that
assembly
meant
office
representative
in
conjunction
with
miss
Lowry,
through
authorization
from
the
County
Administrator.
They
don't
need
to
sit
down.
The
tongue
figure
out
how
we
talk
about,
and
you
need
to
tell
the
grades
that
$200,000
up,
but
even
and
you've
got
to
be
able
to
say
where
that
line.
Item
money's
going
is
a
100,000
for
the
adults
hunt
down
a
vendor
training.
C
D
I
A
E
I
C
A
I
Got
to
be
honest
with
you,
I
advise
confuse
about
this
whole
issue,
but
you
have
the
director
the
program
I'm
getting
very
little
bit
of
answers
from
I'm.
Not
getting
anything,
are
you
coming?
You
come
to
the
board,
we
need
you.
I
would
suggest
man
he's
bringing
us
something
a
spreadsheet
of
something
I
mean
we
ask
the
questions.
This
young
lady's
answer
them,
but
you
only
dumped
it.
Oh.
G
I
I
I
G
A
A
I'm
just
trying
to
say
we
can't
we
cannot,
as
a
board
advocate
for
one
company
I'm,
not
asking
you
to
understand
engagement
providers
here
that
are
showing
shortages.
We
also.
We
also
aren't
in
the
business
of
you
know,
except
through
our
Workforce
Investment
Board,
we're
not
in
the
business
of
putting
holes
in
different
places
in
the
job
market
here,
except
through
the
channel
we
have
and
the
channel
we
have
is
the
Workforce
Investment
Board
and
it's
doing
everything
it
can
to
train
people
under
the
confines
of
funding.
H
I
E
A
M
V
A
W
A
Here
to
tell
you
that,
when
the
only
place
that
we
can
train
people
to
do,
that
is
through
our
Workforce
Investment
Board
and
it's
functioning
perfectly.
The
funding
stops
at
the
state.
We
have
no
authority
or
jurisdiction
over
the
state's
funding
of
money,
as
it
relates
to
the
Workforce
Investment
Board,
the
only
person
that
does
that
is
doing
it
as
good
as
they
can
do
it
by
the
law
and
you
gotta,
get
to
your
state
legislators
word
to
the
office.
I
would
even
say
that
to
the
dispensing
authority
that
puts
these
funds
out,
you.
J
L
A
H
G
A
I
appreciate
your
effort.
I
understand
the
problem.
I
genuinely
believe,
there's
a
need,
for
you
know
home
health
aides
and,
for
you
know,
training
people
to
do
this.
It's
just
that
I.
Don't
think
we
have
a
modality
to
get
funding
to
our
whip
other
than
what
they're
doing
they're
doing
an
excellent
job.
Yes,
we
only
got
us.
E
I
That's
this
week,
clear
before
we
leave
in,
but
I
don't
watch
out
in
frustrated
like
we
didn't
hear
you,
the
question
becomes:
where
do
you
go
from
here
in
terms
of
there
has
to
be
that
dialogue
on
the
neck?
This
is
definitely
a
disconnect
in
on
some
kind
of
way
in
terms
of
funding
to
keep
it
I
think
the
only
city
can't
find
enough
people
to
employ
that
strategy
in
terms
of.
I
A
A
X
A
X
I
came
to
night
under
the
assumption
that
we
were
here
any
of
the
invitations
man
and
Eileen.
Many
of
our
students
come
from
was
to
discuss
where
the
fighting
was
coming
from.
What
I've
learned
while
being
here
is
that
there
is
a
sum
of
money
that
carotids
to
vocational
training
and
I'm,
not
sure
if
that
money
is
actually
is,
is
there
a
program
that
says?
Well,
if
you
want
to
kind
of
be
a
truck
driver,
you
want
to
come,
be
a
home
health
aide.
X
X
L
A
E
V
L
Truck
driver
you're
not
a
certified.
Is
that
correct,
but
what
happens
is
my
money
is
allocated
to
me
from
July
1st
to
June
30th
of
each
year?
What's
happened
is
the
amount
of
money
that
I've
got
this
year
and
July
1st
is
already
gone
for
this
year.
I
don't
have
any
more
money
to
pay
for
anybody
else
to
go,
but.
X
X
A
U
U
Think
there's
some
confusion
about
the
cost
of
the
a
specific
to
Nene
for
what
we
need.
Ho-How
fades
the
course
itself,
as
we
just
got
approval
to
have
this
course,
each
student
that
can,
unless
me
a
couple
hundred
dollars
just
to
get
that
specific
license
and
it's
up
to
the
individual
agency
to
do
recruiting
to
make
them
wanna
kind
of
work
for
you
and
make
the
rate
tying
up.
So
it's
looked
at
as
a
job.
That's.
X
V
X
V
V
E
L
Don't
pay
any
more
than
that
if
it's
not
go
under
on
the
list,
I
can't
pay
for
either
so
I
I.
Don't
I,
don't
tell
them
what
to
charge.
They
do
that.
But
what
we
do
is
we
put
a
limit.
I
have
a
workforce.
I
have
a
board
similar
to
what
you
see
here.
The
freeholders
I
have
a
board
of
which
members
that
determine
if
I
can
pay
more
than
five
thousand
per
person,
and
it's
funny
you
bring
that
up,
because
that's
a
conversation
that
the
board
is
saying
that
maybe
five
thousand
is
too
much.
V
A
I
H
I
just
had
some
suggestions
with
it,
because
I
knew
you
guys
have
been
looking
into
the
shelter
I
know.
There
is
an
issue
that
dogs
had
pulled
up
until
last
year.
I,
don't
know
if
they're
still
gonna
be
able
happen.
It's
favor
I'm
willing
to
donate
who's
in
there
for
others,
if
I
can,
if
they
would
be
used
in
second
we're
not
as
a
volunteer
there,
a
lot
of
those
dogs.
H
If
you
come
in
and
adopter
goes,
you
do
not
have
to
put
them
at
the
present
and
all
you
have
to
say:
I'm
gonna
doubt
that
dog,
if
you
don't
come
back
in,
they
put
a
yellow
sticker
as
soon
as
you
say,
you're
dumped
when
you
put
yellow
sticker.
If
you
don't
come
back
in
for
you
become
not
not
back
in
for
like
two
three
weeks
up
until
last
year,
the
dose
water
that
we
walk,
that
have
the
adoption
stickers
beyond
stickers,
but
last
year
that
got
changed
dogs
with
the
adoption
sticker.
H
H
You
could
look
into
that.
We
appreciate
it
and
something
else
towards
I
know.
People
donate
and
believe
me
I'm,
going
to
eat
on
the
round
person.
I
love
to
do
a
lot
of
people
are
learning
and
I
know
that
beds
were
made.
There
was
eh
I,
don't
either,
but
they
weren't
those
green
effects
and
I
know
the
shelter
only.
H
So,
but
that
person
they're
going
to
bed
is
not
told
that
they
dropped
off
the
campus.
So
if
my
suggestion,
if
you
could
possibly
do
a
wish
list
of
what
the
shelter
they
only
have
certain
tricks,
they
only
we
know
that
I
know
the
powers
for
coppers
outfits
that
made
it.
If
you
could
maybe
I
know
they
only
used
lead.
I'm
telling
these
people
were
dim,
so
I
kind
of.
C
H
We're
not
a
strong
short
beacon,
they
only
use
the
cream
of
it
because
they
don't
get
you
up.
So
you
could
donate
one
bet
and
you
just
go
one.
You
buy
one
bed
and
you
just
get
shipped
late
to
beacon
animal
rescue.
Just
so
you
know
they
good
and
then
I
just
have
one
other
man.
So
if
you
guys
get
my
picture
because
I
know
there
have
been
dogs
that
sat
in
there
for
months
with
you
guys
and
so
I
would
like
to
know.
H
M
R
I'm
18
Clint
here
to
support
moms
made,
actually
prevents
its
in
America,
make
it
quick
it's
a
very
late
hour.
I,
won't
say
everything,
I'm
gonna,
say
basically
months
me
and
actually
is
asking
the
freeholder
board
to
declared
proclaim
June
first
Friday
this
year
as
a
gun,
national
gun,
violence,
Awareness
Day
I
have
a
brand
Proclamation.
It
goes
with
it,
but
we,
you
know,
where
must
immediate
action,
supports
the
second
about
supporting
Second
Amendment.
