A
We'll
now
have
an
opening
prayer
almighty
god.
We
thank
thee
for
the
blessing
of
this
thanksgiving
season.
We
pray
that
thou
will
guide
us
in
this.
Our
thanksgiving
for
harvest
for
land
and
property
and
lead
this
nation
to
acknowledge
this
dependence
upon
thee
for
food,
for
faith
and
for
freedom
amen,
could
all
face
the
flag
for
the
flag
salute.

A
Here,
hey
freeholders
had
an
opportunity
to
review
the
minutes
from
october
20th
2020
I'll,
entertain
emotions
to
adopt
the
october
20th
20-20
minutes
as
presented.
G
A
Motion
second,
any
freeholder
comments,
roll
call
atlas;
yes,.
G
H
G
I
A
Just
a
note
again,
every
week,
anyone
that
would
like
to
speak
during
the
public
comments.
Please
type,
yes
in
the
question
and
answer
box
and
you'll
be
raised
from
an
attendee
panelist,
so
that
we
can
hear
you
speak
okay
and
pat
simon.
Are
you
here.
J
Okay,
I
thought
I've
been
a
week
since
I
the
previous
update.
However,
with
cases
cumulative
atlanta
county,
wide,
positive
19
cases
to
date
are
7
720
up
from
6939
weeks
ago.
There
are
3706
recoveries,
that's
265,
fortunately,
and
daily
numbers
can
be
seen
on
our
website
accessed
at
aclinc.org.
J
Now
this
is
a
rapid
acceleration
of
cases
it's
being
experienced
throughout
the
state
it
was.
It
was
unexpected.
Unfortunately,
though,
throughout
the
state
we
did
begin
with
very
numbers,
but
we
are
not
seeing
the
increase
within
our
county
due
to
schools
or
businesses
opening,
but
in
the
transmission
in
the
community,
within
families
and
group
gatherings.
There's
also
a
tremendous
amount
of
testing
available
in
the
community,
which
is
which
is
great
to
identify
these
cases.
Much
more
testing
is
out
there
than
what
was
available
in
the
spring.
J
We
are
up
to
40,
we'll
be
up
to
40
by
the
end
of
the
week,
with
several
able
to
speak
spanish,
which
will
accommodate
the
county.
Diverse
police
testing
criteria
and
locations
appear
on
the
front
of
the
blind
county's
website
at
ac.
Link.Org
people
are
reminded
that
they
should
get
tested
if
you're
experiencing
symptoms
fever,
loss,
shortness
of
breath,
chill
sore
throat,
muscle
pain,
responding
headache
or
a
new
loss
of
tested
smell.
J
And
if
you
have
been
in
close
contact
with
someone
who
tested
positive
recovery
19,
you
should
consider
getting
tested
as
well
as
if
you
were
referred
or
asked
my
health
care
provider.
Now,
as
we
move
forward
to
our
thanksgiving
holidays,
christmas
holidays,
hanukkah
all
those
holidays,
that
means
so
much
to
us.
We
continue
to
advise
to
limit
the
number
of
close
relatives
and
friends
right
now.
The
new
jersey
travel
advisory
as
of
november
10th,
as
opposed,
has
been
imposed
on
43
states
and
two
territories.
J
We
have
also
begun
to
reach
out
to
the
medical
reserve
corps
and
we
have
received
interest
from
seven
nurses
who
are
willing
to
assist
us
with
vaccination,
we'll
continue
to
expand
that
pool
we're
beginning
to
order
supplies,
so
we're
well
equipped
to
begin
vaccination
and
we'll
continue
to
review
locations.
As
far
as
where
to
offer
testing
and-
and
that
is
my
report
as
of
november
17th,
2020.
A
Thank
you,
pat.
Does
any
freeholder
have
any
questions
for
pets.
D
Thank
you.
How
about
the
report
on
the
hospitals?
How
are
how
are
they
holding
up?
How
are
they
dealing
with
this?
Is
there.
J
They
are
seeing
increase
in
in
cases
our
hospitals
are
able
to
accommodate
those
cases.
Fortunately,
what
we're
receiving
reports
on
are
that
individuals
that
are
have
been
hospitalized
there's
a
shorter
length
of
stay,
there's
more
discharges,
there's
less
people
needing
icu
and
within
icu
there's
less
people
needing
ventilators,
I'm
getting
reports
from
an
individual
that
speaks
with
physicians,
that
it
appears
to
be
less
severe
than
in
the
spring,
but
they
know
they
know
what
they're
doing
now.
They
know
how
to
deal
with
this
disease
much
better
than
they
did
in
the
spring.
H
K
Yeah,
thank
you.
Pat.
Have
you
seen
concerns
about
school
spread?
Are
you
seeing
that,
in
the
come
in
some
concern
that
contact
tracing
is
being
left
up
to
the
schools
and
not
the
county
department
of
health?
Can
you
comment
on
that.
J
We
are
seeing
we're
not
seeing
transmission
within
schools
or
within
businesses.
We
already
see
a
case,
but
but
we
are
really
happy
or
really
quite
actually
bad
about
how
schools
are
handling
their
social
distancing
and
masking
requirements.
They're
adhering
to
that,
and
therefore
we're
not
seeing
transmission
within
the
schools.
We
have
had
one
or
two
schools
close,
because
there
have
been
two
cases
where
there
may
have
been
a
link,
but
reflecting
all
the
schools
that
we
have
in
the
county.
J
We're
not
seeing
a
lot
of
that
as
far
as
contact
tracing
we've
always
worked
with
schools
to
do
that
on
other
diseases.
So
that's
not
really
new.
You
know
they
know
the
school,
they
know
their
staff
and
their
students.
J
They
know
their
classroom
teachers,
so
we
do
work
closely
with
them
to
identify
those
individuals
that
may
have
been
exposed,
we're
in
contact
with
them
on
the
weekends
in
the
evening
and
during
the
day
and
so
far
it
appears
to
be
working,
but
it's
but
it's
it's
new
for
everybody,
but
but
it
does
appear
to
be
working.
J
J
It's
due
to
the
fact
that
the
test
is
is
performed.
The
result
is
provided
within
a
short
period
of
time,
but
it's
not
really
has
not
been
entered
yet
in
the
electronic
lab
system,
where
we
can
start
our
investigation
in
the
traditional
manner
the
lab
reports,
it
appears
in
our
software
and
we
conduct
the
investigation.
J
A
parent
may
be
reporting
to
the
school
which
we
want
them
to
do.
You
know
I
tested
positive
or
my
child
tested
positive
and
we
work
with
that
school
nurse
or
that
superintendent
to
get
that
result
and
work
the
case
up
based
on
that
result.
We
don't
wait
till
it
hits
that
electronic
system,
because
we
want
to
contain
that
as
well
as
quick
as
possible,
but
that's
a
big
experience
throughout
the
state.
That's
just
the
technology,
you
know
is
there
and
it's
not
it's
been
so
quick.
J
A
E
Yeah,
madam
chair,
thank
you.
I
just
wanted
to
ask
if
we
could
start
as
a
board,
maybe
looking
to
form
a
committee
and
figure
out
how
we
want
to
work
with
administration
going
forward.
E
You
know
the
governor
gave
authority
to
municipalities
and
counties
over
the
last
week
to
you
know,
have
a
little
bit
of
control
over
what's
happening
with
certain
non-essential.
Businesses
essentially
gave
us
the
control
to
close
them
or
or
tighten
the
restrictions
in
our
area
over
and
above
what
the
state
has
in
place,
but
with
the
vaccine
on
the
horizon.
E
I
hope
is
that
we'll
be
talking
about
what's
best
for
reopening
for
us
here
in
atlanta
county
in
the
very
near
future,
you
know
hopefully,
first
quarter,
and
I
just
think
we
need
to
position
ourselves
to
be
prepared
to
react
quickly
and
make
informed
decisions
together
that
we
would
want
to
recommend
to
the
full
board
so
just
kind
of
wanted
to
put
that
out
there
for
consideration,
maybe
the
formation
of
a
committee,
something
to
think
about.
A
Okay,
yeah,
and
I
think
we
can
look
at
some
of
the
standing
committees
and
see
if
it'll
fit
into
one
of
those
as
well
so
yeah
good
idea.
Do
we
have
any
other
freedom
of
comments
or
questions?
J
I
just
want
to
jump
in.
Excuse
me
for
the
vaccine,
just
to
remind
everybody
that
we'll
be
distributed
into
phase
and
approach,
and
it
will
be
scarce
at
first.
Initially,
doses
will
only
go
to
health
care
and
essential
workers
than
individuals
at
high
risk,
followed
by
the
general
population,
but
there
will
be.
You
know
enough
manufacturers
for
all
who
want
it
eventually.
A
J
It's
coming
from,
it's
ordered
through
the
state,
but
it's
a
federal
government
distribution
and
it's
kind
of
a
little
complicated
in
that
we'll
get
the
vaccine
directly
from
the
manufacturer.
You
know
whether
it's
pfizer
moderna,
we
know
the
first
two
that
appear
to
be.
You
know,
going
to
be
able
to
release
vaccine,
but
we
will
be
getting
supplies
from
the
federal
government,
so
the
vaccine
comes
to
the
manufacturer
and
the
supplies
will
come
from
the
federal
government,
but
we
order
through
the
state.
J
Okay,
we
did
this
a
little
bit
with
the
h1n1
vaccine,
pretty
much
that
it
came
from
the
federal
government
we
ordered
through
the
state.
So
it's
similar
to
that.
A
Okay,
thanks
again,
do
we.
J
G
A
A
Bye;
okay:
that
brings
us
to
right
up
to
bond
ordinance
number
three.
A
G
H
Roger
you
want
to
do
resolution
by
knowing
it's
number
three.
M
N
B
B
M
I
could
not
hear
you
before,
so
I
did
not
hear
you
requesting
me
to
speak.
I
apologize
for
that.
My
name
is
mary
winkle
and,
unfortunately,
I
think
pat
got
off
the
line.
Patricia
did
so.
My
two
questions
were
specifically
for
her.
L
M
A
If
either
whatever
is
more
convenient
for
you,
you
could
do
either
way.
Okay,.
A
A
All
right,
thank
you.
Thank
you.
So
much.
Thank
you
for
being
here.
Okay,
ordinance
number
three:
the
first
reading.
A
F
B
F
B
E
So
chairwoman
she's
saying
that
superintendent
keenan
posted
in
the
comments
that
the
greater
a
carver
regional
schools
are
available
for
you
to
resume
public
meetings
with
ample
space
for
social.
F
K
H
I
agree:
well,
we
can
always
go
to
acit.
We
should
have
plenty
of
room
there.
We
thank
the
superintendent
for
the
offer,
but
next
meeting
we
can
try
to
find
the
location
to
find
that
you
know
what
we.
A
B
So
I
will
read
bond
on
this
number
three
bond
owners
providing
for
various
pedestrian
traffic
signal
improvements
by
and
in
the
county
of
atlantic
state
of
new
jersey,
appropriating
11
hundred
fifteen
thousand,
therefore,
and
authorizing
the
issuance
of
eleven
million
sixty
one
thousand
nine
hundred
and
four
dollar
bonds
or
notes
to
finance
part
of
the
cost.
Their
first
reading.
B
C
H
B
G
B
D
K
K
N
Good
afternoon,
freeholders,
first
off
this,
this
piece
of
2
million
423
295
dollars
is
just
the
portion
of
the
cost
of
the
bridge.
The
total
bridge
cost
is
about
16
million
820
000.
N
N
We
receive
bids,
we
have
to
go
for
amendment
to
the
bid
and
we
will
not
receive
bids
back
until
january
1st.
The
actual
construction
cannot
start
until
in
water
restrictions.
Department
of
environmental
protection
in
water
restrictions
are
lifted
july.
1St
will
be
the
first
that
actual
construction
can
go.
We'll
have
the
pre-construction
and
we'll
be
ready
to
go
by
that
time,
but
there
were
some
things
that
needed
to
be
cleared
up.
N
We
couldn't
get
those
things
cleared
up
for
the
the
final
freeholder
meeting
of
the
year,
so
that
is
going
to
push
to
the
jet.
You
know
the
first
available
meeting
in
january,
so
that's
that's
where
the
construction
is.
This
is
like,
I
said,
a
portion
of
the
funding
necessary
for
the
bridge
and
will
go
to
reduce
the
amount
of
bond
money.
That's
spent
to
replace
the
naked
creek
bridge
pr7.
H
John
I'm
a
little
confused,
I'm
not
as
astute
as
some
of
my
colleagues
here.
So
you
telling
me
that
there'll
be
some
amendments
to
this
grand
application
going
forward.
But
you
were
trying
to
meet
the
deadline
for
this
one
for
2020..
N
Is
the
bids
came
in,
but
there
was
a
question
that
needs
to
be
addressed
prior
to
them,
to
an
award
being
made
and
and
that
award
request
coming
to
the
freeholders
for
your
action
and
that's
not
going
to
be
able
to
happen,
and
I
don't
believe
that
palma
is
on
right
now.
I
would
ask
her
to
explain
what
the
the
technicality
is,
but
it's
an
issue
with
the
way
the
the
bids
were,
I
don't
wanna
say
receive,
that's
not
it.
N
H
Let
me
ask
you
this
question
and
I
don't
want
to
hold
up
the
meeting.
Is
this
an
emergency
that
we
have
to
pass
this
today
because
it
seems
like
there's
some
difficulty
in
terms
of
trying
to
get
to
the
next
step
regarding
this
particular
issue,
and
if
it's
not
emergency,
I
would
ask
my
colleagues:
can
we
hold
it
until
the
next
meeting?
Maybe
you'll
have
additional
information.
We
need
because
there
seems
to
be
a
piece
missing.
N
Well,
if
I
may
this
this
piece,
that's
on
the
agenda
today
is
simply
to
accept
that
local
bridge
finance
need
money
from
the
state
that
will
go
to
the
bridge
at
any
time.
So
that's
not
it's
not
an
emergency,
but
we
get
the
money
and
and
get
the
state
to
give
us
the
money,
and
then
it
goes
towards
this
project.
H
L
So
so
freehold,
let
me
see
if
I
clear
this
up,
not
number
one.
The
the
issue
at
hand.
The
resolution
strictly
is
to
accept
the
money
from
the
state
john's
trying
to
to
answer
a
question.
Freeholder
days
asked
he
probably
he
probably
shouldn't
have
been
involved
in
that
the
issue
for
us
is
when
the
bids,
when
the
bids
got
accepted
the
there
there
are
some
issues
that
you're
allowed
to
clarify.
So
that's
what
they're
clarifying
has
nothing
to
do
with
this
resolution.
L
The
the
purchasing
agent
is
clarifying
those
issues
once
that's
clarified,
then
we
would
bring
the
full
bid
to
the
board
that
that's
all
and
he's
trying
to
he's
trying
to
explain
that
the
free
older
days
that
we
won't
come
to
you
with
the
bid
until
after
january,
1.
recall
as
to
whether
we're
getting
to
you
now
or
not.
You
still
have
the
in-water
restrictions
and
those
in-water
restrictions
aren't
really
alleviated
until
you
know
sometime.
You
know
at
the
end
of
june,
beginning
of
july,
so
they
can't
start
construction
until
that
time
anyway.
H
You
know
I
appreciate
his
honesty
and
wanting
to
make
sure
that
the
board
was
fully
aware
of
what
was
going
on
and
again,
if
we're
getting
2.4
from
the
state,
we'll
take
it
and
run
and
we'll
deal
with
the
other
mundane
things
later.

Yeah,
but
this
one
they
go
through
all
your
facilities,
they
look
at
every
building
we
have
and
then
they
they
tell
us
what
we
need
to
do
in
those
buildings
to
make
them
fully
compliant
to
the
the
amendment
to
the
americans
with
disabilities
act.

We'll
open
now
the
public
portion,
anyone
that
would
like
to
speak.
Please
type!
Yes
in
the
question
and
answer
box
you'll
be
raised
for
an
attendee
to
a
panelist,
we'll
give
them
a
moment.
I
C
Yes,
thank
you
very
much.
First
before
I
ask
some
questions
I
do
want
to
as
a
public
school
employee
thank
the
department
of
health.
They
were
in
a
report
in
the
beginning
of
your
meeting,
and
the
department
of
public
health
has
been
excellent
to
work
with
with
our
schools,
especially
on
weekends
and
off
hours.
So
I'd
like
to
commend
ms
diamond
for
that,
as
well
as
the
entire
department.
C
A
I
don't
believe
we've
taken
any
action
on
that
since
then
roger
do
you
know
of
any
action
we've
taken?
I
don't
believe
we.
C
F
A
E
Madam
chair,
I
I
do
see
that
pat
is
back
on
the
line
and-
and
I
do
believe
the
member
of
the
public
mary
who
had
questions
for
pat
is
still
on
the
line.
I'm
not
sure
if
we
want
to
offer
her
the
opportunity
to
speak
again.
A
Yeah,
do
we
want
to
raise
mary.
B
She
says
she's
good,
it
just
says.
Oh
she,
you
can
speak
again,
mary,
if
you,
if
you
desire
to
I
see
your
message.
B
A
A
A
Okay,
I'll
entertain,
there's
any
comments
for
the
good
of
the
order.
E
Chairwoman
just
want
to
wish
everybody
a
very
happy
thanksgiving,
hoping
everybody
has
it
in
a
safe,
safe
way
and
still
is
able
to
spend
time
with
family
and
friends,
and
it's
been
a
very
difficult
year.
So
I
think
it's
a
good
time
to
take
a
step
back
and
reflect
on
the
little
things
in
life
that
that
still
bless
our
lives
every
day.
So
again,
happy
thanksgiving
to
all
of
my
fellow
free
holders
and
our
members
of
the
public.
