From YouTube: 7.3.18 Freeholder Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Yeah
yeah
compliance
with
the
other
public
being
exactly
the
standard
charity.
Adequate
notice
of
this
meeting
with
any
county
board
Chosen
Freeholders
was
provided
in
the
following
manner.
It
was
published
with
the
press
of
Atlantic
City,
the
other.
The
current
journal
and
Gazette
happenin
news
and
postings
on
bulletin
boards,
county
office
building
and
landing
city
here
in
Stillwater,
and
the
county
clerk's
office
of
maze
landings
will
all
rise
for
an
opening
prayer.
Please.

C
Yes,
sir,
yes,
miss
Lee,
yeah
and
for
me,
there's
ordinance
number
E
and
ordinance
of
many
provisions
of
chapter
97
of
the
Atlantic
entitled
parks
to
prohibit
the
use
in
caring
of
single
use
of
plastic
bags
and
single-use
plastic
straws
and
in
any
question
of
the
Atlantic
County
Park
system.
First
reading,
second
movements.
A
Agra
did
finally,
we
have
the
ordinance
that
we
got
we
set
up
here
about
a
month
or
so
ago,
counties
efforts,
this
free
odor
board
and
the
administration
working
together
to
try
to
take
a
very
positive
step
on
addressing
an
environmental
hazard
that
exists
at
the
seashore,
which
is
the
unn,
the
plastic
that
is
being
thrown
either
into
not
being
recycled
into
trash
or
it
gets
blown
away.
So
this
ordinance
will
welcome
and
a
lot
of
public
input
the
next
time,
any
three
other
comics.
No.
Today's
thank.
B
You
this
some
disorders
was
discussed
in
great
detail
and
a
couple
lot
county
community
meetings,
I
had
conversations
with
the
County
Council
and
go
well
County
Administrator,
the
County
Council,
and
as
far
as
our
own
sister
we're
going
to
be
out
the
proposed
state
legislation.
That's
been
charging
for
the
use
of
plastic
bags.
It
was
their
determination
that
this
ordinance
is.
It's
fine
was
a
lot
warmer
not
to
be
charging
for
plastic
bags.
H
Being
enforcement-
and
we
know
that
it
is
going
to
be
a
challenge
to
enforce,
and
so
we
decided
to
add
a
365-day
kind
of
warning,
peered
even
there
for
people,
so
we're
not
going
to
be
arresting
people
right
away.
It's
you
get
a
year
to
get
some
warnings
kind
of
try
to
get
into
the
new
habit
of
bringing
reusable
bags
into
our
County
perk
system,
and
then
our
penalties
would
start
to
apply
after
one.
A
I
Miss
I,
yeah
I
just
wanted
to
make
a
point,
because
you
know
this
is
a
very
important
ordinance
that
we
have
gotten
behind
you.
Thank
the
chairman
for
putting
this
forward
and
having
a
stun
level.
You
know
big
deal
what's
involved
with
the
plastics
is
the
how
to
and
with
recycling
recycling
has
become
a
major
issue
and
how
you
know
how
to
get
this
done.
So
if
I
want
the
public's
now
in
a
CUA
has
got
a
fantastic
website.
I
You
can
actually
go
in
and
put
your
zip
code
in
and
they'll
tell
you
where
you
can
take
the
plastic
bags
a
half.
You
know
so
a
lot
of
this
plush
supermarkets.
You
can
take
your
place,
two
packs
right
back
there
and
so
I
found
it
very
interesting,
quite
a
bit
about
the
recycling
and
that's
one
of
the
major
issues
with
growing
plastics
in
our.
F
K
It's
a
good
start.
It's
an
education
process,
as
we
all
know.
We
didn't
want
to
view
this
initially
in
code
to
me
that
we
were
going
to
hang
you
with
a
$500
fine,
because
you're
encountering
a
plastic
bag
that
just
picked
up
the
local
wah
wah
go
to
the
park
and
we
thought
that
we
needed
to
allow
some
time
to
get
that
into
the
public,
but
our
Park
Rangers
been
instructed
to
go
and
tell
them
individually
that
that's
not
the
case
and
also
about
on
the
opportunity.
K
H
A
What
we
should
do
is,
as
this
becomes
official,
which
it
will
I
presume
after
the
20
days,
stop
live
with
a
boat
correct
that
we
ourselves
come
up
with
more
ideas,
I
think
Universal
new
signage
go
play
some
and
rock
marks
new
policy.
No
plastic
do
not
proceed
whatever
something
catchy.
We
can
keep
improving
it.
The
overheads
and
straws
I'm
big
one,
no
strong
enough
plastic
straws,
I.

J
A
A
N
A
E
A
O
A
In
second,
any
public
input
here
decreases
like
this
or
just
a
function
of
the
participation
the
year
before.
As
everybody
knows,
with
federal
funding,
it
goes
up
and
down
any
other
discussion.
All
those
in
favor
say
aye,
chapter
159,
so
I'll
take
a
cop
goodbye
to
the
top
from
291
to
293,
say
I-295
separately.
It
has
a
county

kind
match
chapter
115
resolution
295,
please.
C
E
A
Anytime,
the
deviation
comes
from
almost
150
knives
are
our
pass
through
without
any
county
manage.
So,
therefore,
it's
just
an
adjustment
to
the
state
budget.
Now,
the
way
we
get
things
back
when
we
have
to
come
up
with
money
that
is
actually
out
of
our
funding.
Our
esteemed
council
here
tells
me
that
we
must
have
a
roll
call
when
we
put
money
on
in
out
of
the
budget
into
a
159.
That
is.
L
C
C
O
C
E
E
J
Because
each
each
one
was
funded
in
different
way,
so
like
there
was
just
huge
sections
181
day,
think
the
the
metal
I
had
to
do.
If
you
remember
with
the
Brigantine
Boulevard,
was
when
a
I
want
one
being
dealt
with
the
intersection
with
a
white
boys,
so
there
were
all
be
a
me,
a
requirements
and
will
the
new
signal
requirements.
You
know
the
and
all
that
this
this
one
now
is
there.
J
There
are
iterations
of
how
you
can
move
traffic
through
the
circle
they're
out
there
I
think
when
we
met
with
the
municipality,
the
Mayor
was
there.
They
had
their
engineer.
We
had
our
engineer.
We
had
our
planning
around
I.
Was
there
their
administrator
was
there
we
discussed
the
best
way
to
proceed.
J
The
big
issue
was:
is
that
we
haven't
done
a
an
analysis
of
what
actually
is
occurring
in
this
circle
in
terms
of,
and
it's
not
only
the
traffic,
it's
the
pedestrians,
because
there
are
restaurants
in
that
area.
So
that's
why
I
think
the
decision
was.
Is
that
getting
real
traffic
agency,
their
traffic
engineering
agency
there?
That
really
will
have
it?
How
to
move
not
only
course
what
pedestrians
do
that
area
might
support.
E
Because
it's
a
safety
issue,
however
I
just
hope
that
we
don't
we
don't
find
ourselves
in
another
situation
as
the
airport,
sir,
with
a
joke,
that's
been
a
small
scale,
but
this
certainly
becomes
a
safety
issue
and
at
first
my
dress
I
just
don't.
We
don't
sell
a
lot
of
money
after
that
circle
back
and
forth.
So.
D
E
J
A
J
N
D
A
C
D
A
C
I
D
C
Kern
yes,
whistling
gosh
and
kaamika
recuse
301
a
minute
of
membership
of
the
Atlantic
County
urban
County
tonight
include
Hamilton
and
acknowledging
the
automatic
renewal
division
of
the
cooperation
agreements
with
participating
municipality
regarding
the
Community
Development
Block
Grant
funding
and
home
investment
partnership
program
and
authorizing
the
county
executive
to
submit
required
week.
Qualification
documents
to
HUD.
G
A
D
A
M
About
that,
okay,
so
actually
Hyman
through
the
side
adopt
out.
So
this
is
a
it's
a
federal,
Block
Grant,
that's
given
to
the
county.
Certain
municipalities
can
also
get
their
own
funding.
Atlantic
City
gets
done.
Funding
that
has
a
certain
amount
of
people
have
Mithen
is
right
on
that
line
they
have
prior
to
prior
to
what
I
was
there
so
probably
about
five
years
ago.
They
were
there,
they
received
their
own
funding,
then
they
chose
to
join
us
and
then
get
to
get
our
fun
and
split.
Our
funding
now.
G
M
Funding
again
so
they'll
probably
actually
get
more
funding
than
than
they
do
under
under
program.
So
it's
really
it's
really
their
decision
they're
not
going
to
lose
it
they're
not
going
to
lose
any,
and
it's
also
done
by
population.
So
HUD
looks
at
our
population
and
determines
how
much
money
we're
going
to
get
so
when
they
take
their
funding
or
their
population
out.
Ours
lowers
a
little
bit.
So
it's
how
we're
taking
their
money.
It's
that
they're,
just
choosing
the
opt
out
and
and
administer
their
own
their
own
program.
So.
A
A
C
J
D
D
C
H
D
A
P
First
of
all,
these
because
three-quarters
of
a
million
is
there
were
four
chillers
or
50
ton,
chillers
we're
replacing
them
with
two
brand
new
100,000
trained
killers
in
tradition,
we're
having
a
generator
300
kilowatt
coordinator.
He
is
powered
to
work
nice
that
they
still
strictly
to
work.
The
Childers,
the
other
generator,
will
pull
up
the
rest
of
the
building
for
several
warranties.
So
compressors
have
a
warranty
which
is
no.
A
That's
been
given
to
us
now
we
need
to
get
it,
but
if
you
can
at
least
give
us
some
idea,
what
are
mainly,
we
should
be
able
to
save
something
in
the
first
five
years
from
what
we've
been
doing
in
maintenance,
which
a
jury
can
correct.
Me
is
about
300,000
a
year
and
maintenance
on
these
things
right.

$35.95.

no.

E
A
L
E
It
I
mean
imagine
that
question
is
I,
think
it's
unfair.
It's
all
there
for
the
proper
bidding
process
and
its
own
mining
cetera,
and
they
become
this
successful,
my
better
for
whatever
crime,
why
we
prohibit
them
from
Jordan
yeah
in
the
city
of
Atlantic
City
comes
to
talk
to
me
by
well.
That's
in
the
employ
you're
not
and
it
go.
Some
people
think
you
got
the
upper
hand,
because,
let's.
E
Happened
to
the
car
I
had
a
car
ride
by
my
baggage
you
put
in
the
pit,
but
that's
not
always
the
case.
Somebody
might
be
trying
to
start
a
little
business
to
see
a
truck
out
there.
They
want
to
buy
whatever
the
case
may
be,
if
in
fact,
that's
the
case
and
I
like
my
every
review
and
if,
in
fact,
it's
legal,
we
probably
need
to
remove.
A
I
agree
with
you
all
right
and
the
other
discussion,
all
those
in
favor
say:
aye
combining
adopt
are
appointees
here:
the
307,
the
309,
all
those
in
favor,
say
aye
to
bring
authorizations
to
whatever
lead
authorizations,
10
and
11.
All
those
in
favor
say
aye.
We
have
pulled
the
312
that
correct.
Yes,.
D
A
E
Of
course
not
a
couple
of
thing
first
of
all
is
a
buddy,
no
blasters.
It
was
an
exciting
day
in
Atlantic
City,
as
well
as
the
planet
County.
A
couple
of
our
colleges
Wednesday,
but
two
casinos
open
in
the
amount
of
traffic
to
energy,
I'd,
say
I'm,
just
so
excited
because
when
you
see
so
many
people
going
to
work
getting
off
work
in
the
early
hours
in
the
morning,
Jimmy
stopped
to
visit
and
cabs
are
busy.
Folks.
E
Often
referred
to
today
to
work
it
or
a
lot
of
coffee.
It
may
not
visit
our
town
cars.
They
take
two
poses
two
buses
to
get
the
job
to
work.
People
would
say
and
I
think
you
can't
come
in
hard
rock
the
ocean
for
the
outstanding
job
they've
done
yesterday,
gonna
text
from
Hard
Rock
and
they
would
load
another
job
they're,
so
excited
about
hiring
people,
jobs
out,
51
the
same
flies
by
this
when
you
get
eight
nine
other
people
with
could
pass
the
drug
test.
That's
right,
I
believe.
E
Job
opportunities
were
there:
I
want
to
say
that,
because
again,
in
the
beach
time
search,
the
town
was
jumping.
Everybody
benefited
from
them,
because
that
keep
that
momentum
going
across
the
board,
just
don't
want
it
to
shift
where
they
do
well.
Somebody
has
to
close,
so
you
really
everybody
I,
just
jump
in
to
say
that
chairman,
but
it
was
very
exciting
that
I
see
my
colleagues
out
the
other
day.
They
gonna
have
a
good
time
and
I
will
not
put
them
on
Facebook
ain't.
Nobody
are.
J
Then,
just
so,
you
all
know
that
you
know
it's
a
$80,000:
it's
not
the
$27,
it's
not
40
down
at
a
table
and
I'm
waiting
right
now
for
the
replacement
plan
for
the
county.
No,
we
have
something
I
think
I
might
a
mention
that
we
have
some
no
employees
and
sleep
and
and
Greg
is
working
way
down
to
put
the
inflation
playing
together
once
I
get
there
equation
with
man,
we're
going
to
sit
down
and
go
through
all
our
capital
after
I
explain
that
to
be
sharp
in
sharp
response.
He
understood
the.
J
F
J
That
is
great,
that
is
with
purchasing
and
they're
finalizing
the
just
so
you
know
the
region
White's
taking
on
you
know
when
you
say:
if
you
can't
go
wrong,
they
will
go
along
on
the
time
of
which
the
architect
they
got
what
the
specifications
for
the
commercial
kitchen,
the
standards
of
change
regulations,
which
means
that
she
never
go
back
in
and
look
at
all
the
standards
for
plumbing
we
can
direct
about
and
she
had
to
make
those
changes.
That's
now
been
submitted
that
the
purchasing
trajectory
once
that's
done,
we'll
go.
We
have
Louis.
F
J
So
you'll
see
next
agenda
you're
going
to
see
the
specifications
going
out
or
somebody
to
run
Lakeland
at
least
and
the
Ken
green
tray.
We
we've
gone
to
the
director
of
golfing
and
you
met
John
mr.
hammer.
His
assistant
and
myself
went
to
visit
the
cop
course,
which
is
called
the
pink
on
top
force
in
Pitman
Worcester
County
we've
met
with
their
food
service.
We
went
through
their
kitchen.
We
know
we
see
the
young
lady
that
the
TV
the
director
for
that
or
the
not
the
owner.
J
She
be
director
for
food
service
there
when
students
that
history,
how
long
it
took
build
up
their
business
here,
do
it
we
go
fantastic,
there's
no
time
and
I've
seen
some
of
their
big
shoulders
to
work.
So
we
were
able
to
see
some
of
the
money
that
they
make.
They've
expanded
the
food
service
for
the
quality,
the
Golf
Course
operations,
the
freeholders
they've
built
a
tent
for
them.
Roughly,
you
know
230
people,
and
so
they
hold
wedding
to
me.
You
name
any
kind
of
hardening
through
there.
J
So
what
we're
hoping
is
is
that
the
combination
of
because
3
3
is
fairly
closely
clemmy's.
We
can
get
some
binding
entice
them
to
take
care
of
the
kitchen.
I
have
pretty
great
as
well
as
they
use
the
you
know.
The
facilities
are
at
Lake.
Climate
is
mr.
Griffin
has
already
had
the
equipment
book
back,
he's
having
it
sanitized
and
we
they
all
work.
While
they
want
me
equipment
work.
So,
hopefully,
when
we
go
out
to
bid,
somebody
will
come
in
and
they
need
the
responsibility
of
the
month.
F
F
A
N
A
K
A
Possibly
didn't
work,
you
know
yes
and
limited.
You
know
all
right
anything
else
on
the
new
business
we
will
receive
with
the
communications
correspondents.
Anybody
we'll
discuss
correspondence
that
will
go
right
to
the
public,
any
one
of
the
public.
We
should
speak.
Please
come
forward
you're,
welcome
to
speech,
sir,
and
then
you
want
to
help
fine
Scout
here
today.
What's
your
name,
sir
Oh,
my.
O
E
A
J
J
There's
not
a
whole
bunch,
we
can
deal
with
with
no
rain.
You
know
the
lake
will
continue
to
go
down
on
an
average
of
an
ancient
day.
Roughly
is
what
what
it
is.
We've
been
asked
to
put
in
bladders
he's,
not
he's
not
enamored
by
the
bladders.
That's
that's
the
only
problem.
You
know
there
was
a
consequence,
but
these
platters
in
you
try
to
you
know
we
don't
want
anything
to
have
to
connect
and
I
think
that's
the
problem.
J
The
voted
on
giving
a
design
contract
with
a
powerhouse
the
powerhouse
is,
is
a
weak
structure
out
there,
and
so
we,
what
we
want
to
do
is
is
the
trees
of
a
way
that
they
work
on
the
new
on
this
dam
is
stuff.
The
weird
structure
does
she
need
the
powerhouse
and
you
need
that
in
good
shape.
That
will
be
the
way
we
will
lower
the
lake
level.
So
that's
the
first
thing
we
will
design
and
strengthen
the
the
powerhouse
and
put
new
gates
in
there.
J
Once
that
happens,
then
we
will
have
the
full
design
in
specifications
for
the
rear
structure
itself.
I
believe
there's
going
to
be
a
they
call
for
dam
so
that
the
workers
can
work
on
on
that
structure
to
still
maintain
employment
level.
Is
you
we
didn't
do
that
because
we
got
the
D
waters
away
from
the
convention.
We
don't
want
to
do
that.
So.
J
Keeping
our
fingers
I
suppose
the
rainy
Friday
night
I'm
supposed
to
talk
with
with
mark
mark
short
County
into
Friday
morning.
We
spoke
Monday
I've
spoken
to
the.
D
H
D
H
J
J
The
county
put
together
no
additional
conditions.
This
is
the
relationship.
You
know
the
county
engineer
will
be
the
one
who
takes
to
rely
on
and
I,
don't
think
the
real
county,
but
the
agreement
that
has
been
in
place
for
a
year
is
just
right.
Now
what
the
downshift
regulates
them
look
at
the
lake
I,
they
touch
the
gates.
So
you
know
in
order
to
do
that,
there's
a
lot
of
conversation
with
the
county,
just
to
ensure
that
you
know
we're
not
doing
something
that.
D
I
I
Look
at
that
over
there
as
a
part
of
this
conversation,
but
mayor
Becker
also
warned
me
that
if
any
of
the
especially
the
elderly
people
getting
across
these
dunes
because
the
sand-
and
you
know
is
you
know
tough
to
get
across,
they
called
me
on
Beach
Patrol
patrol
rings
of
town
I
noticed
the
same
thing
and
longed
for
this
weekend
that
they
had
their
Beach
Patrol
is
doing
the
same
people
to
get
over
the
dunes
and
down
anybody
else.
Okay,.
H
Just
a
couple
of
things,
speaking
of
events
at
one
apiece,
July
14th,
is
the
Gilda's
Club
dragon
boat.
Races
I've
been
proud
to
be
on
that
committee
and
there's
a
lot
of
great
things.
Sheeping
up
there,
it's
a
huge
fundraiser
for
builder's
club,
and
so
it's
very
exciting.
They
they
do
these
crazy
races
on
the
lake.
These
are
big
dragon
boats.
H
There's
also
going
to
be
a
clambake
that
night
on
the
lake,
which
is
also
a
really
cool
thing
that
they're
doing
you
this
year
and
they're,
taking
advantage
of
our
ordinance
change
and
having
some
fresh
beer
tastings
and
things
like
that,
all
extra
tickets
for
purchase,
which
August
goes
inward,
the
fundraising
of
the
event
there's
over
a
hundred
tricky
tray
items
up
for
raffle,
there's
like
all
kinds
of
really
cool
stuff,
so
just
something
to
check
out
at
Lake
Lenape
on
July
14th.
All
the
information
is
online
at
their
website
and
then
July
21st.
H
H
So
they
started
this
group
in
his
honor
and
again
aren't
going
to
be
doing
the
state
kind
of
wakeboard
thing
wonderfully
to
bring
a
lot
of
awareness,
so
that
is
July
21st
again,
all
the
information
is
out
there
and
you
can
certainly
look
at
how
to
donate
to
that.
We're
too
dizzy
to
now
to
support
what
they're
trying
to
do
one
line
as
well,
so
just
trying
to
bring
attention
to
that
and
then
along
the
beach.
