who
njac
is
they're
a
non-partisan
organization
that
advocates
for
legislation,
regulations
and
policy

empower
county
governments
to
operate
more
effectively
and
efficiently.

Atlantic
county
has
benefited
through
their
work,
and
we
are
very
appreciative
of
the
scholarships
that
they
are
bestowing
on
our
residents
today.
So
before
I

and

our
superintendent,
I
will
show
you
a
few
of
the.
This
is
what
each
one
of
them
will
be
receiving.

association
over
the

professional

Atlantic
county
has
just
an
outstanding
professional
staff,
starting
with
the
county
administrator,
the
finance
officer,
your
clerk
of
the
board,
who
we
had
a
meeting
earlier
this
morning
together
and
we're
naming
legislation
after
after
her
as
as
well
just
again
and
your
finance
officer.
If
I
missed
anybody,
I
don't
mean
to
just
an
outstanding
staff
that
atlantic
county
has
and
and
really
are,
just
incredible
resources
to
me,
as
we
advocate
for
all
21
counties
in
the
state
of
new
jersey.

these
students
they're
so
accomplished

atlantic
county

they've
had
wonderful
academic
and
careers
here
at
acit.
I
believe
you're
giving
out
four
scholarships
tonight
so.
I
It's
once
again,
a
very
generous
offer
by
new
jersey,
association
of
counties.

mr

start
with
the
names
of
each
one
of
the
students

then,
after
you
give
one
of
the
names
then
mr
gunter

make
some

first

that
I
have
is

the
njm
insurance
group
so
njm.
It
gives
a
scholarship
to
only
three
counties
in
the
state
of
new
jersey
where
they
have
corporate

maintained
corporate
headquarters
and,
of
course,
atlanta,
county
being
one
of
those
one
of
those
counties,
so
the
first
recipient
is
miriam
body
will
receive
a
1
750
check.

Now,
if
you'd,
like
I'm
happy
to
read,
you
know
a
description
of
some
of
the
terrific
things
that
marion
has
done
throughout
her
throughout
her
career
she's,
a
graduate
of
the
atlanta
county
institute
of
technology
and
during
her
time
at
acit,
miriam
has
has
truly
thrived
and
we
are
confident
she
is
ready
to
share
her
talents
with
a
new
cohort
of
thinkers
and
learners.
Her
compassion,
for
others,
is
one
of
marion's
biggest
strengths,
whether
in
the
classroom,
volunteering
or
in
everyday
life.

Ordinary
moments
compassion
drives
her
to
be
the
best
she
can
not
only
for
herself,
but
those
around
her
as
well.
Coupled
with
her
relentless
pursuit
of
knowledge,
miriam's
compassion
will
undoubtedly
be
an
asset

both

her
future
school.
As
she
pursues
a
career
in
the
sciences
and
medicine,
she
will
be
attending
stockton
university
and
with
a
major
in
biochemistry

He

a
recipient
of
our
shi
international
scholarship
award,
so
antonio
will
receive
a
500
scholarship
which,
as
shi
awarded
to
one
student
in
all
21
counties,
antonio,
is
an
extremely
ambitious
and
has
found
a
successful
balance
between
school
and
work
and
volunteering
and
working
full-time.
So
that's
an
awful
lot
for
for
a
high
school
student.
Antonio
has
demonstrated
a
high
level
of
commitment
to
his
goals.

He
has
grown
as
a
student
over
the
years
as
a
result
of
his
dedication
focus
and
a
strong
work
ethic
antonio
always
spends
spends
the
extra
time
to
master
a
topic
that
he
might
not
understand
right
away.
Additionally,
antonio
is
extremely
motivated
and
is
always
looking
for
work.
His
use
of
study,
skills
and
maturity
indicates
his
readiness
for
college
rigor
and
future
success,
so
antonio
will
be
attending
rowan
university
in
the
fall
and
majoring
in
computer
science.

be
receiving

scholarships

investors,
banking
and

can

both
of

into

the

say

for
over
a
decade,
investors,

we've
hit
close
to
250
000
in
scholarship
monies
from
investors,
banks
so
they're.

Just
you
know,
continued
generosity
is
greatly
appreciated
by
the
by
the
inject
foundation

they
give
it's
a
21
000
grant
that
they
provide
to
the
association
a
thousand
dollars
for
two
students
in
all
21
counties
in
the
state
of

jersey.

they

certainly
be
commended

again

continued

the

the
first
student,
I'm
gonna,

a
difficult
time
pronouncing

and

very
much

as

students
natalia
has

I
think
that
sounds
that
seems

I
I

exemplified
what
it
takes
to
be
successful
at
atlantic
county
institute
of
technology.
What
I
have
come
to
respect
most
about
need
a
lot
is
her
determination
and
focus
once
she
decided
she
wanted
to
pursue
a
degree
in
the
medical
field.
She
pushed
harder
academically.

She
sought
out
new
opportunities
that
would
help
her
gain
experience
in
the
field
on
weekends.
She
began
volunteering
at
local
hospitals
and
really
starting
to
experience
the
world
she
may
come
to
work
in
one
day.
Not
only
not
many
students
at
the
high
school
level
demonstrate
an
eagerness
to
learn
and
need
a
lot
displays
that
daily,
some
of
needles
greatest
qualities,
are
her
reliability
and
respect
her
organizational
and
time
management
are
outstanding
and
she
demonstrates
a
great
level
of
fortitude
in
her
work.
I
Nila
is
a
resident
of
maize
landing.
She
is
a
graduate
will
be
a
graduate
of
our
academy
of
health
sciences,
and
you
know
once
again,
she
is
following
that
career
path
that
she
studied
here
at
acid
and
did
exceptionally
well
going
to
rutgers
for
biology.
So
needle
will
be
back,
hopefully
in
atlanta
county
one
day
as
a
physician
or
something
in
the
healthcare
industry
that
will
benefit
our
county
as
well.

a

so

chandler
chandler,
you
should
hear
me
read
off
the

the
cook-off
challenge
of
all
the
students.
It's
just
it's
awful,
so
chandler
in
addition
to
his
academic
success
at
acit.

Chandler
continues
to
be
an
active
member
of
our
community
outside
of
the
classroom,
while
practicing
excellent
time
management
skills.
Chandler's
versatility
is
also
impressive,
as
he
doesn't
allow
just
one
label
to
define
him
from
honor
student
to
junior
class
president
to
student
athlete
to
volunteer
in
the
community.
Chandler
continues
to
achieve
his
short
and
long-term
goals
as
a
contributing
citizen.
I
look
forward
to
hearing
about
all
of
his
future
success,
as
I
have
no
doubt
that
he
will
go
to
great
length.

exceptional

As
of
actually
today
I
had
worked
on
my
with
my
co-pilot

few
pictorials

how
we
look
in
our
county
and
actually
had
to
receive
some
info
from
the
state
department
of
health.
So
it
is,
as
of
today,
so
go
ahead.

I
just
wanted
to
show
you
this,
because
I
wanted
to
point
out
what
kind
of
a
ride
that
that
we
have
been
on
since
our
first
case
back
in
march
17th.
When
you
talk
about
waves
of
cases,
this
puts
it
across
very
very
well.
We
started
with
the
peak
you
know
in
the
in
the
spring
and
then
down,
and
we
were
really
hovering
in
the
summer-
doing
really
pretty
well
and
then,
when
we
started
to
have
holidays
and
events
brought
us
together,
you
can
see
how
we
have
increased
right
around
here.

As
of
now
this
past
two
weeks
we
have
seen
a
60
percent
decrease
in
overall
cases,
and
we
are
really
looking
towards
today
in
the
next
few
days
to
determine
the
impact
of
memorial
day
activities,
but
so
far
we've
been
really
pretty
good,
so
go
ahead.

wouldn't
mind
moving
on-
and
this
is
just
shows-
highlights
how
we
are
leveling
off
here
right
here
in
the
number
of
cases,
which
is
a
good
thing.

We
really
mirror
the
rest
of
the
state
with
the
percentage
of
males
and
females,
and
these
are
cases.
These
are
not
vaccinations
and
the
ages
by
by
age
group
and,
as
you
can
see
it's
mostly
in
the
working
age
group.

However,
it
is
a
larger
age
span
there
and
our
most
vulnerable,
of
course,
are
they're
65
years
of
age
and
above
so,
although
they're
less
to
contract
the
disease,
unfortunately,
most
recently
a
lot
less
because
of
vaccination,
they
are
the
most
vulnerable
and
the
cases
by
race
and
ethnicity.
You
can
see
our
white
population
and
45
percent,
followed
by
our
hispanic
population
at
25,
which
is
a
concern
because
19
of
our
residents
are
hispanic.

So
there
is
a
large
number
of
those
individuals
that,
unfortunately
contract
the
disease,
black
or
african
american,
those
that
have
contracted
covet,
identify
as
having
coveted
of
12
and
asian
5
approximately
and
those
not
making
an
identification
is
about,
is
about
13.

We
share
the
region
with
cape
may
county
and
carmel
and
county,
and
for
the
past
four
weeks
we
have
been
at
the
lowest
level
the
low
level
we
are
lower
in
cases
lower
in
positivity
rates
and
low
in
people
presenting
at
emergency
rooms
with
covered
leg
illness
next
to
join.
This
designation
was
the
northwest
part
of
the
part
of
the
state.
S
However,
what
is
really
important
is
that
we
really
continue
to
show
improvement
in
the
metrics
that
keep
us
at
the
low
level
so
that
we're
at
the
low
level
we're
still
declining
in
the
areas
that
are
important.
So
that's
really
good
news
go
ahead.
Tara,
and
this
is
our
vaccination
rates,
and
this
is
by
new
jersey
sites.
All
our
sites
combined
on
the
right
hand,
side
is
the
states
and
it's
in
the
middle,
is
our
county,
so
we
have
261
995
doses,
administered
with
145
133,
first
doses,
administered
and
125
976
residents
being
completely
vaccinated.
S
Now
we
continue
to
work
on
on
this,
especially
in
our
minority
populations.
We
continue
to
partner
with
various
agencies
to
get
that
vaccine
out
into
the
community.
Now
up
here
is
really
the
state's
percentages
hours
as
of
june
7th,
the
percentage
of
atlantic
county
residents
that
have
received
at
least
one
dose
of
vaccine
for
the
following
age
groups,
which
isn't
really
highlighted
here,
but
I
get
that
information
from
a
different
source
of
those
12
and
over,
because
if
you
can
remember
12
year
olds,
that
up
are
now
eligible
for
vaccination.
S
Over
61
percent
have
received
a
first
dose,
which
is
a
two
percent
increase
in
the
last
two
weeks
of
those
18
and
older
65
percent
have
received
at
least
one
dose
also
up
two
percent.
Since
the
last
time
we
met
out
of
those
65
and
older,
or
the
most
vulnerable,
86
percent,
which
is
a
1
increase
over
the
last
two
weeks,
has
received
a
first
dose
so
they're
good,
there's
only
one
way
to
go,
but
we
are
making
some
progress.

A
new
category
being
evaluated
is
the
80
and
above
and
as
of
june
7
78
has
received
one
dose
and
in
that
age
group
we
still
continue
to
get
calls
regarding
homebound
residents
needing
vaccine,
and
we
continue
to
go
out
there
to
to
vaccinate
and
of
those
vaccinated.

were
male
and
54
were
female.

It's
okay,
tara

I
think
that's
pretty
much
it.
I
just
wanted
to
wrap
up
with.
You
know
we're
still
continuing
to
do:
pop-up,
vaccine
clinics
and
they're
being
planned
and
implemented
at
town
halls
and
community
events.
Employers
are
being
contacted
and
asked
if
they
would
care
for
an
on-site
visit
where
we
would
vaccinate
staffs.
Some
have
accepted
the
invitation
and
we
we
are
welcomed
there.
We
also
continue,
as
I
said,
to
vaccinate
homebound.
S
We
have
worked
with
southern
jersey,
family
medical
center
in
the
past
two
weeks,
ensuring
they
receive
information
that
is
passed
on
to
us
from
other
states.
Regarding
vaccination
status
of
farmers
that
are
coming
into
atlantic
county.
The
communication
between
states
appears
good.
A
southern
jersey,
family
medical
center
is
aware
of
their
arrival.
S
There
is
also
an
education
component
to
the
grant
which
provides
factual
information
in
appropriate
languages
that
will
help
allay
fears
about
vaccination
to
those
that
are
hesitant.
Lastly,
as
part
of
the
monitoring
of
the
cobia
19
cases,
the
state
department
of
health
has
been
reviewing
the
data
in
which
fully
vaccinated
individuals
subsequently
test
positive
for
cova
19..
These
are
known
as
breakthrough
cases.
S
This
analysis
has
provided
reassuring
results
that
the
three
covid19
vaccines
are
extremely
effective
between
december
15,
2020
and
april
23rd,
new
jersey,
state
department
of
health
identified,
1319
breakthrough
cases
out
of
2.2
million,
fully
vaccinated
people,
and
that
is
two
weeks
after
vaccination,
with
either
pfizer
or
mederna
or
two,
except
over
the
one
dose
jansen.
This
represents
.06
percent
of
those
fully
vaccinated
or
six
out
of
ten
thousand,
which
means
over
99
percent
of
individuals
vaccinated
have
not
subsequently
tested
positive
for
coven
19..

The
high
percentage
demonstrates
that
breakthrough
infections
are
extremely
rare,
they're,
extremely
rare
and
of
those
people
who
are
fully
vaccinated.
They
had
less
severe
illness
based
on
the
small
number
of
hospitalizations
and
deaths,
so
we
are
really
seeing
good
results
from
from
this
vaccine.
It
is
a
good
vaccine.
It's
really
handling
the
variance
so
about
so
far,
very
very
well,
but
so,
finally,
as
usual,
stay
safe
and
get
vaccinated.
If
you

not
already
or
encourage
someone,
you
know
that

not
gotten
vaccinated
to
get
vaccinated.

population

sick

talking
about
doing
anything
like
that.

What
they're
really
looking
at
now
is
those
that
are
hospitalized
that
have
been
fully
vaccinated
because
the
vaccine
is

put

poor's

two
major
bond
rating
agencies
have
again
reaffirmed
atlantic
county's,

strong
bond
rating,

double

that
is
great
news.
We've
received
this
renewal
of
our
bond
rating
for
about
many
many
many
years.

agencies
view
the
county
management
is
strong,
thorough
and
consistent
over
the
years,
and
we've
been
very
consistent.
We
appropriate
approximately

only
50
of
the
surplus
from
the
previous
year
into
the
following
year's
budget.
This
provides
us

stable
cash
flow
and,
of
course,
provides
us
some
leveling
effect
on
the
tax
rate,
so
we
should
all
be
very
proud,
quite
frankly,
of
the
county's
bond
rating
and
we
have
great
people
in

county

for
