A
And
compliance
with
the
open
public
meetings
act
of
the
state
of
New
Jersey,
adequate
notice
of
this
meeting
of
the
Atlantic
County
morning
chosen
302,
provided
without
a
man
published
in
the
press
of
Atlantic,
City
and
mail
to
the
current
The,
Daily
Journal,
haven't
even
said
the
Hamilton
news
and
has
been
posted
on
the
bulletin
boards
in
the
county
office.
Building
in
Atlantic,
City,
Stillwater,
building
a
norm
field
and
the
county
clerk's
office
in
Mays,
Landing
I
will
ask
Reverend
Errol
Cyrus
it
associate
pastor
of
Beacon
about
the
angelical
creature
of
Galloway
Township.
B
There's
going
to
be
a
couple
that
versus
that
Apostle
Paul
talks
to
Timothy
in
first
Timothy
chapter
two,
the
New
Testament
I,
urge
you
then,
first
of
all
that
requests
prayers
in
the
session
and
Thanksgiving
be
made
for
everyone
for
kings
and
all
those
in
authority.
We
met
the
peaceful,
quiet,
lives
and
all
godliness
and
holiness.
This
is
good
and
pleases.
God
our
Savior
once
all
men
to
be
saved
in
the
comfort
of
knowledge
of
the
truth,
a
bit
bright.
Gonna.
Thank
you
for
this
occasion.
Here
it's
important
meeting
God
as
I
just
read.
E
D
E
F
F
My
middle
eocene
here
I
just
want
to
say
a
couple
words
before
I
proceed
with
the
ceremony,
not
much
from
a
political
guy
any
more
than
a
judge.
Now,
after
twelve
years
on
the
other
recovery
court
judge
in
Atlantic
County,
we
have
500
people
now
actively
in
our
recovery
core
program
in
Atlantic
County.
The
main
reason
when
Frank
Coe
mean,
as
we
find
that
swear
means
that
I
am
here
is
because
about
a
year
and
a
half.
F
Two
years
ago,
we
had
an
opportunity
that
to
have
the
first
methadone
program
in
the
state
of
New
Jersey
and
the
county
jail,
the
all
the
tea
leaves
are
right.
We
have
Jerry
Durazo,
who
is
here
who
was
heavily
in
favor
of
the
program
we
had
the
morning.
Jerry
Cohen
was
heavily
into
the
program,
but
we
had
a
certificate
of
Health
acceptance
which
we
had
to
have
before.
G
F
So
we
needed
this
thing
that
the
certificate
of
Health
license
had
been
pending
for
five
years
and
we
couldn't
get
it
done
so
I
called
Frank
up
and
I
said
Frank.
We
need
help
and
when
you
call
many
politicians,
they'll
say
sure
sure
sure,
and
then
they
won't
do
anything
Frank
in
this
case
says.
Let
me
see
the
literature
about
whether
this
is
a
smart
thing
to
do
or
not,
because
he
didn't
know
and
a
lot
of
people
do
not
know
at
the
an
original
recognition
that
it
was
detox
problem.
That's
why
he
said.
F
Says
I
read
the
literature
I
agree
with
you
any
well.
Well
then
help
us
and
we
got
it
done.
Do
we
have
a
methadone
treatment
program
at
the
Atlantic
and
the
others?
Maggie
me
fifty
people
are
there
are
licenses
almost
fully.
Is
we
probably
over
the
last
two
years,
save
hundreds
of
lives
because
of
it,
people
who
have
gone
on
to
use
methadone
to
return,
getting
play
the
county
jail
and
then
have
continued
on
the
outside
in
a
life,
a
life,
saving
medically
assisted
treatment,
so
I
thank
Frank.
F
For
that
effect,
a
dozen
times
is
another
way.
I
might
want
to
thank
him
because
he
not
only
helped
me,
but
he
said
I
want
to
read
the
literature.
He
didn't
believe
me,
but
he
actually
read
the
literature
which
was
scientifically
unassailable,
that
this
will
save
lives
and
then
he
did
then
he
acted
on
it
and
he
did
what
he
said
he
was
going
to
do
so.
Thank
you,
Frank
very
much
for
the
help.
It
was
great
I.
Think
I
want
to
swear
you
in
now.
F
Okay,
ready
yeah
repeat
after
me,
I
frankly
for
me,
I
frankly
for
making
it
dis
on,
we
swear,
do
solemnly
swear
that
I
will
support
the
constant.
The
United
States
I
will
support
the
Constitution
of
the
United
States
and
the
constitution
of
the
state
of
New
Jersey
and
the
constitution
of
the
state
of
New
Jersey,
and
that
I
will
bear
true
faith
and
allegiance
to
the
same
now.
F
C
Just
want
to
say
that
it
has
been
my
pleasure
and
will
continue
to
be
my
pleasure,
the
service,
Atlantic,
County,
I,
truly
believe
in
our
government.
Here
we
have
a
very
committed
group
of
professionals
and
elected
officials,
and,
although
things
get
slanted
politically
from
both
sides,
I
really
do
believe
that
the
people
of
this
County
are
being
served
by
one
of
the
best
governments
in
any
of
the
counties
that
this
states
may
be
anywhere
in
the
country.
C
I
I
I
Well,
you
know
he
couldn't
help
me,
but
he
he
got
back
to
me
and
he
looked
into
it.
He
gave
me
some
good
advice
and
I
think
that
bodes
well
for
everybody
that
especially
with
what's
going
on
in
this
country
at
this
time
we
need
to
work
together
to
solve
problems,
and
we
have
to
think
about
the
future
they
can
be.
Our
kids
are
on
grandkids
and
I.
I
That
I
will
support
the
Constitution
that
we
might
estate
and
the
constitution
of
the
state
of
New
Jersey
amend
the
Constitution
of
the
state
of
New
Jersey,
and
that
I
will
bear
true
faith
and
allegiance
to
the
same,
and
that
I
will
bear
true
faith
and
allegiance
to
the
same
and
to
the
government's
established
and
the
government's
established
in
the
United
States
and
the
United
States
and
in
this
evening,
with
this
state
under
the
authority
of
the
people
under
the
authority
of
the
people.
So
help
me.
I
God
this
aisle
to
God
I
do
further
solemnly
swear
I,
confer
the
solemnly
swear
that
I
will
faithfully
that
will
be
impartially
and
partially
and
justly
and
justly
perform
all
the
duties
form
all
the
duties
of
the
office
of
freeholder
of
the
office
of
freeholder.
According
to
the
best
of
my
ability,
according
to
the
best
of
my
ability
so
help
me,
God.
J
Thank
you,
I've,
always
from
the
beginning
of
time,
when
Dutch
Tonio
came
to
me
and
told
me,
I
should
seek
public
office
I
plug
in
this
crazy,
but
I
found
it
to
be
so
rewarding
and
I
want
to.
Thank
you
for
that.
The
direction
you
made
me
early
on
politically
in
hammington,
which
was
a
great
proving
ground
anton,
is
a
there's,
a
beautiful
community
and
I'm
very
fortunate
to
be.
There
served
quite
a
few
years
there
and
we
accomplished
a
lot
of
goals
together.
J
I
learned
that
working
together
with
people
from
both
sides
beyond
for
your
communities,
really
why
we're
here
and
why
people
are
letting
us
for
me.
I've
always
found
the
strap
that
I
got
from
leaders
above
me
and
my
work
at
the
county
level
or
the
state
level
I
work
with
who,
two
years,
a
variety
of
our
Senators
Congressmen.
They
all
helped
us
accomplish
the
same
goals
and
it
makes
our
jobs
at
this
level
sometimes
seem
a
lot
easier.
J
We
all
know
the
hours
we
put
into
it
and
the
efforts
we
have
to
put
forth
to
satisfy
and
help
our
constituents,
but
they
deserve
it
and
that's
why
they
sent
us
back.
I
just
want
to
say
thank
you
or
force
to
my
wife,
both
of
my
family
they've,
put
up
with
all
the
meetings
through
all
the
years
and
that
and
all
the
average.
If
you
don't
have
here
your
family
at
home,
supporting
you
we
all
know.
We
can't
really
do
this
job
well
and
I.
Thank
them
for
that,
and
also
I
want
to
say.
J
Thank
you
to
the
boat
is
a
fish,
but
I
have
an
incredible
district,
I'm,
very
fortunate
to
serve
elected
officials
out
there.
They
make
me
look
good
at
the
county
and
they
know
we're
a
good
team
working
back
and
forth,
and
I
love
serving
up
I.
Think
it's
the
best
district,
don't
tell
anybody
else.
I
said.
G
You
know
I've
watched
firsthand
how
hard
she
works
for
all
the
families
throughout
Atlantic
County
and
she
works
until
she
gets
the
job
done,
and
it
reminded
me
of
a
quote
by
Margaret
Thatcher,
who
said
in
politics
that
you
want
to
talk
about
something
s
command.
You
want
get
something
done
yes
go
on,
so
we
have
marine
here
who
we
can
make
sure
that
she
gets
things
done.
So.
Thank
you.
K
D
Honestly,
I
do
appreciate
everything
that
the
voters
have.
You
know
come
out
and
support
us
I.
Thank
my
husband,
J,
my
family.
My
sisters
are
always
there
here
in
supporting
me.
It's
my
passion
to
serve
the
community
and
I
greatly
appreciate
the
opportunity
to
further
that
passion,
so
I.
Thank
you
all
and
thank
everyone.

Honoring
you
and
your
service
to
this
county
as
our
chairperson
now
I
did
it
to
match
your
giant
bring
over
shield
if
we
could
possibly
find
a
giant
Apple
to
give
you
and
Sonia
look
at
me
pretty
sideways,
we'll
talk
about
it,
so
the
best
we
can
do
is
a
regular
devil.
We
presented
to
Frankie
repite
for
Chairman's
2011
to
2018
and
recognition
of
your
outstanding
leadership
and
dedication
to
the
citizens
of
Atlantic
County,
presented
on
this
first
day
of
January
2019.
D
C
M
P
M
Governor's
office,
thank
you
for
coming
down
and
joining
us
today.
Our
county
sheriffs,
eric
shuffler
this
year.
Thank
you
so
much
our
County
surrogate
James
Curcio
is
here.
Undersheriff
Kumar
is
also
there's
a
former
freeholders
John
Harmon
and
Alex
Moreno.
Thank
you
for
being
here
today
from
Buena
borrow.
We
have
Councilwoman
Bruce
Lee
Baker.
Thank
you.
M
M
Else,
if
I
did
feel
free
to
wave
I
also
want
to
say
a
welcome
to
the
Atlantic
County
Republican
chairman
Keith
Davis,
and
also
to
many
friends
and
family
that
are
here
and
all
of
us
that
are
here
supporting
our
our
families.
Thank
you
all
for
being
here
today,
as
well
as
our
many
county
employees
that
had
to
come
in
for
today.
So
thank
you
so
much
with
that.
We
will
open
it
up
to
the
public
for
any
public
comments.
N
N
N
Q
K
N
Neck
and
then
the
second
thing
with
that
is
madam
chair,
as
I
mentioned,
the
team
and
council
pre-order
days
the
other
day
at
their
service.
I
would
like
to
move
that.
We
gain
that
section
of
the
road
in
memory
and
if
it's
not
a
county
road,
let's
find
where
there's
appropriate
I,
don't
recall
a
firefighter
died
in
the
line
of
duty.
N
N
M
R
The
pergola
work
contact
with
many
times
concession
with
integrity
that
they've
shown
everyone
in
this
calendar.
I
also
would
like
to
echo
what
to
what
mister.
Of
course,
he
has
said
three
or
four
see
we
are
blessed
to
have
the
kind
of
people
that
we
have,
or
the
county
has
elected,
to
run.
Our
town
I'd
like
to
thank
you
and.
P
M
O
You
first
of
all
I'd
like
to
say:
congratulations
of
course,
the
election
of
Waterbury,
freeholders,
Frank,
Maureen,
John,
outstanding
job
Frank,
you've
done
a
great
job
as
a
chairman,
this
board,
it's
well
noted.
We've
had
some
very
interesting
debates
and
discussions
as
we
will
have
them
as
we
go
into
the
future,
we're
very
fortunate
to
have
a
chair
of
this
board
and
a
vice
chair
for
this
board.
O
That
has
a
catalog
of
experience
and
that's
important
in
government
to
have
true
that
catalog
of
different
experiences
because
experience
matters
in
government
experience
announcement
and
it's
crucial
to
running
an
effective
government
and
this
county
a
very
fortunate
to
have
a
chairperson
and
vice
chair
person,
who
have
had
deep
municipal
experience.
So
with
that
I,
say,
congratulations
and
wish
everyone
happy
as
the
failures.
N
How
was
we
missed?
Fun
is.
As
everybody
knows,
the
seriousness
of
the
situation
at
being
pissed
I,
see
myself
to
bring
on
the
Bennett
patella
death
spell
would
be
our
last
week
we
met
young
man
16
year
old
was
a
million
cut.
His
red
line
I
had
to
cut
you
dreadlocks,
and
we,
as
a
boy
I,
can
recall
when
I
first
got
on
the
340.
N
It
was
a
situation
because
in
Atlantic,
City,
High,
School
and
Holy
Spirit
high
school
have
a
basketball
court
and
the
kids
that
Holy
Spirit
came
out
with
banana
and
mochi
outfits,
and
we've
announced
it.
Something
happened
at
mainland
regional,
high
school.
We
denounced
something
happened
now
that
being
invested,
we
need
to
develop.
We
cannot
allow
he
in
2019
the
same
foolishness.
It
happened
in
the
30s
and
the
40s
the
content,
and
it
is
upon
us,
as
elected
official
stand
up
how
the
hell
you
tell
me
a
16
year
old.
H
N
Form
of
action
needs
to
be
taken
must
be
taken
and
let
them
know
it
is
not
acceptable
and
that
we
will
not
sit
by
and
disallow
this
to
be
swept
underneath
the
rug.
The
other
thing
is,
is
that
I
believe
madam
Park
and
I
stand
to
be
corrected.
This
is
the
first
time
in
the
history,
the
atlantic
county
board
of
freeholders.
We
have
had
a
female
chairman
and
probably
the
second
time
we
have
had
advice
to
we've
come
up
always
and
that
we
want
to
commend
you
both
and
Amy.
N
You've
got
some
big
shoes
to
fill.
You
will
not
be
making
bread
and
pizza,
but
we're
here
and
they're
ready
to
assist
you
and,
as
I
said,
you're
Frank.
We've
made
it
real
disagree
on
something,
but
knowing
that
we're
here
fighting
on
behalf
of
the
residents
of
Planet
County
rizzoli,
as
indicated
your
experience
will
tell
and
that
you
will
lead
this
board
in
the
right
direction
and
it's
not
a
meat
thing.
It's
a
weakling,
please
get
the
representative
people.
D
And
I
just
have
a
couple
of
comments.
Government
governing
is
a
team
sport
and
we
would
not
be
successful
up
here
without
the
people
that
we
have
behind
us
and
that's
our
County
Executive
Denny
Levinson,
it's
his.
You
know
the
team
and
administration
that
he
has
built
its
our
colleagues.
You
know
right
up
here
on
the
freeholder
board.
You
know
we
have
a
great
team
behind
us
with
Sonya
Tara.
You
go
to
impact,
so
you
know
I
thank
everybody
for
you
know
being
there
for
us
and
making
us.
You
know
a
successful
team.
You
know.
D
In
addition,
you
know
who
were
speaking
about
Frank
for
Mika
and
I
just
want
to
say
you
know
once
again
thank
him
for
his
leadership.
You
know
that
you
know
chairman
for
the
last
yeah
so
and
as
I
said
before,
he's
been
more
than
mentor
he's
a
friend
and
I've
watched
him
time
and
time
again
do
the
right
thing,
regardless
of
politics
or
any
outside
pressure
and
I.
Thank
you
very
much
and
appreciate
all
your
ongoing
leadership.
You
know
moving
forward.
D
I
am
truly
excited
to
be
a
part
of
the
team
and
partnering
with
chairwoman
Gatto,
as
and
as
vice-chair
this
year,
working
with
my
colleagues
on
continuing
our
efforts
with
economic
development
government
can
do
a
lot
to
improve
our
lives
but
good
jobs
or
the
foundation
of
every
successful
family,
neighborhood
and
community,
and
it
all
begins
with
economic
development
and
believe
me,
we
will
continue
our
strong
efforts
in
that
area
and
I.
Thank
everyone
again
for
being
here
today.
M
J
You
I
also
like
to
echo
the
comments
from
our
free
overs.
Here.
Congratulations
to
our
chair
and
vice-chair
you
know:
I've
had
the
opportunity
to
watch
as
better
at
Hamilton
Amy
your
leadership
and
your
ability
to
connect
with
your
residents
to
get
things
done
and
I
know
he
would
Maureen
and
work
with
more
me
in
the
last
few
years.
I
know
she
has
you
guys,
have
a
great
skill
set
that
the
residents
of
La
Academy
in
East
trying
time
so
I
look
forward
to
working.
P
J
You
as
as
we
always
have
to
accomplish
the
goals
you
can
I
just
want
to
say,
I,
think
your
politics.
Today,
everybody
cries
out
for
our
elected
officials
to
stand
up
and
be
leaders
and
get
things
accomplished
and
I
know
that
with
you
guys
at
the
helm,
that's
going
to
continue
here
in
Atlantic
County
always
been
what
the
residents
of
Atlantic
County
of
the
better
and
I
know.
You
guys
are
ready
for
that
challenge
that
we're
here
to
help
so
I
just
want
to
say
congratulations
again
as
well.
I.
M
E
Like
to
once
again
publicly
to
congratulate
three
over
return
order
for
weaken
and
14:01
re-election,
I'm
going
to
thank
our
our
staff
path,
Tara
and
you
go
to
coming
in
today
or
just
long
again
and
there's.
A
lot
of
three
owners
who
said
spoke
before
me
said
that
you
know
we
don't
just
do
the
County
business
on
on
meeting
days.
It's
24/7
and
I
want
to
challenge.
Everyone
will
probably
to
continue
to
hold
our
feet
to
the
fire.
Continue
to
attend.
E
Q
L
M
C
I'd
be
remiss
by
the
point
out
that
this
very
room
a
few
years
ago
had
some
broken
glass.
Yes,
it
was
okay.
Today
we
broke
a
different
last
year
and
you
know
just
for
the
calculation
and
mr.
Kosinski,
like
you
should
let
the
governor
know
that
182
years
ago
this
county
was
incorporated.
This
is
the
first
female
chair
person
in
182
years,
but
also
to
note
that
last
year
it
was
181
years.
It
was
the
first
female
vice
chair
person.

M

For
anyone
wanting
to
enter
public
service
through
mentorship
support
a
continuing
encouragement
to
not
let
anything
hold
you
back
in
that
same
spirit,
I'd
like
to
dedicate
to
this
milestone,
so
all
of
the
young
women
out
there
working
diligently
to
make
a
difference
in
their
families,
their
careers
and
their
communities.
I'd
like
to
dedicate
this
milestone.
The
firefighter
of
Natalie
Dempsey,
whose
goodness
light
Drive
and
sacrifice
at
such
a
young
age,
will
motivate
us
all
to
reach
that
much
higher
for
a
prosperous,
County
I'm.
The
only
thing
left
to
say
after
that.
P
B
We
need
to
be
here
today,
I
just
want
to
mention
one
last
thing:
I've
been
blessed,
be
my
church
for
over
30
years.
The
church
now
way
back
then,
over
the
years
the
treasures
grow.
The
experience,
different
growth
down
the
propane's,
I
guess
you'd,
say
one
of
the
things
that
I've
noticed
even
up
until
now
is
that
God
has
blessed
our
church
because
of
unity
and
I.
Think
unity
is
something
that
needs
to
be
mentioned
here.
Not
there.
It's
not
evident,
feel
the
poor
thing
continuously
successful.
B
They
need
to
be
the
spirit
of
unity,
not
amongst
each
of
us
and
not
call
them,
but
this
one
are
allowed
to
two
of
the
quality
of
lives.
The
servants
where
I
was
qualified
to
be
a
minister
many
years
ago,
and
it
was
actually
as
well
with
your
calling
as
Miss,
it's
just
as
important
to
do
what
you're
doing
here,
I'm
going
to
do
a
closing
for
a
benediction
gonna.
Thank
you
for
this
media.
Thank
you
for
this
change
from
right
here.
B
What
I
prayed
around
new
chairperson
Lord
as
she
begins
her
pretend
you're
actually
leads
here,
Lloyd
just
given
what
she
needs
them.
The
lead
that
lead
well
I
think
the
entire
picture
300
board
that
you
bless.
Each
of
them
would
remind
them
the
importance
of
family
not
being
away
from
their
family,
not
too
much.
B
We
hold
aboard
with
the
county
are
just
great
for
this
concept
of
unity.
That's
such
an
important
thing
and
I
just
pray
that
there
would
be
you
into
coming
here.
Come
here,
stand
that
you
would
just
continue
to
bless,
give
them
wisdom
Lord,
as
many
decisions
are
made
each
year,
just
give
them
what
they
need.
