and

spending
only
increased
by
about
3.6
million
and

two
percent

percent,
so
your
revenues
were
higher
than
the
increase
in
revenues

higher
than
the
increase

spending.

all
of
these
things,
roll
together,
gets
to
where
we
are
a
clean
audit,
strong
financials

no
comments

recommendations,

we
did

over

detail

is

and

million
dollars

currently

31st
2018,

net
debt
of
the
county
is
148
million
dollars,
so
you
are
five
hundred

one
million
dollars
below
the
state's
cap

half
a
billion
dollars.

to

wanted

New
Jersey
Transit
train

little
bit
impossible.

this
was
our
next
best
do
and
the
reason
we're
doing
that.

know

motivation

this.
We

know
the
origin
of
it
and
here's
the

In
fact
it's
a
very
simple
chart,

shows
this
year's
tax
increase,
both
landing
city
property
tax
guide

the
four
columns
of
taxation
on
the
on
the
non
casino
taxpayers
in
Atlantic.
City
are
shown
in
the
following
quantities.

The
first
column
is
Atlantic
City's
tax
increase
percentage,
which
they
show
a
zero.
The
next
column
in
the
tax
increase
shows
a
hundred
eighty
percent
increase
by
the
county
on
the
non
casino
tax
payers.
For
those
that
aren't
aware,
we
not
casino
taxpayers-
are
the
only
ones
that
we
get
a
tax
increase,
as
the
pilot
program
has
extinguished
all
real
tax
levies
on
casino
properties
of
their
acquisitions,
so
I
did
a
little
research,
the
actual
amount
of
tax
levy
from
last
year
to
this
year,
2018
to
2019
by
the
county.

The
total
amount
of
money
that
was
levied
on
non
casino
taxpayers
last
year
was
thirteen
point
two
million
this
year.
It
has
the
correct
number,
the
amount
of
taxes
that
are
being
levied
on
the
city,
I'm,
casino
taxpayers
by
the
county
is
eleven
point:
nine,
nine
eleven
point,
five
million.
So
how
can
there
be
a
hundred
and
eighteen
percent
increase?

The
answer
is
in
a
very
simple
detail:
Lester's
actual
tax
collected
was
about
six
million
only
because
of
a
mandatory
7
million
dollar
refund
that
the
county
had
a
gift
from
the
last
year
of
casino
appeals
and
overall,
it
was
very
clever
and
I
would
say
a
very
disingenuous
to
hand
this
to
every
taxpayer
to
make
it
look
like.
There
was
a
hundred
and
eighteen
percent
increase
in
levy
taxes.

When
really
it's
been
mismanagement
by
whoever's
running
Atlantic
City
over
the
last
11
years
at
seventy
seven
million
dollars,
which
is
refunded
by
the
county
by
ball
to
the
appeal
process,
was
emptied
out
of
the
coffers,
so
that
this
year
there
was
no
refund
and
to
make
it
look
good,
I
guess
on
their
part,
they
wanted
to
show
up
a
hundred
eighteen
percent
ghost
increase.
There
was
nobody
increase
in
the
tax
levy
by
this
county
to
the
non
casino
taxpayers.

In
Atlantic
City,
there
was
actually
a
1.6
million
dollar
reduction
in
the
amount
of
taxes
that
the
county
will
collect
from
last
year's
in
just
the
declarer
paperwork
and
I
would
say,
isn't
genuine
graphic
attempt
to
show
that
the
county
isn't
default.
While
on
the
subject,
the
state
of
New
Jersey
under
the
DCA
presently,
with
the
chiesa
firms
still
being
in
control,
he's
probably
responsible
for
this
publication,
one
of
the
one
of
the
hits
it
already
has
hit
home
with
anybody
in
Atlantic
City
he's
screaming
bloody
murder
about
the
county.

One
interesting
fact:
there's
forty
five
million
dollars
that
is
going
to
be
leveling
by
the
city
of
see
on
the
non
casino
taxpayer,
aren't
working
homes
and
businesses
and
other
non
casino
property
owners.
I
would
just
like
to
say
that
that
falls
short
of
the
forty
nine
million
dollar
debt
service
that
the
city
has
to
pay
under
state
control.
The
state
took
landing
city
over
with
about
150
million
in
debt.
It's
approaching
close
to
600
million
in
debt,
so
I
just
wanted
to
make
it
clear
on.

Facilities
and
I
wonder
if,
rather
than
expanding
the
school,
creating
new
states,
because
the
fact
is
we're
not
in
the
70s
or
80s
anymore,
where
kids
are
you
know,
bursting
at
the
seams
in
high
school
like
like,
we
had
been,
our
population
has
decreased
over
the
last
four
or
five
years
since
2014-2015
and
when
all
those
people
lost
their
jobs
now
Atlantic
City
they
left
and
took
their
kids
with
them.
School
population
has
decreased,
were
even
short
workers
or
line
workers
in
Atlantic.

I
would
concur
with
my
freeholder
in
terms
of
we
received
correspondence
from
the
greater
Bay
Harbor
school
district
and
I
believe
this
is
something
we
talked
about
a
year,
though
about
chair.
However,
I
made
the
statement
and
I
may
be
Saturday
and
I'll
continue
to
make
it
one
day,
but
we
can't
tell
folks
with
us
any
kids
I
know
it's
a
strain
on
other
mrs.
Holley's,
but
we
can't
tell
them
damn
alright.
I
The
second
kids
really
want
to
send
their
kids
to
school,
for
educational
reasons,
boolean
reasons
whatever
the
case
may
be,
and
it
leaves
a
hardship
and
other
mr.
palaces.
I
think
what
we
ought
to
be
talking
about
is
that
how
do
we
get
the
high
schools
so
em
from
their
summer
program
that
a
CIT
is
implementing?
Now
it
may
be
that
would
keep
kids
and
their
neighborhood
high
school.
That's
something
we
need
to
be
looking
at.

That
would
be
a
negative
impact,
one
school
district,
because
that
funding
will
no
longer
be
going
to
the
city
of
Louisville,
just
like
when
kids
from
Atlantic
City
present
Building
seven
goes
to
a
CIT
walk
to
a
charter
school.
That
money
follows
those
children,
and
so
it
leaves
a
a
negative
impact
when
the
district
is
selling.
But
how
do
we
solve
that
problem?
And
we
would
agree
that
a
CIT
is
a
county
high
school.

Say
the
job,
but
it's
still
a
hunch
it
back
one,
the
local
mister
balance,
so
I
think
what
needs
to
happen
is
that
superintendents,
in
conjunction
with
the
county
superintendent,
all
of
me
to
get
together
come
to
meet
their
lives.
Well,
it's
a
week.
We
think
I
have
a
come-to-jesus
me
because
at
the
end
of
the
day,
these
miss
apologies
are
going
to
feel
the
crunch,
whether
we
like
it
or
not,
but
they
leave
it
in
big
numbers.
So

think
if
I
read
it
right
and
mr.
I
dump
is
here,
I
think
that
Lanham
City
said
about
350,
really
fit
kids
to
a
CIT.
I
think,
probably
also
around
the
same
I
could
be
off
a
couple
of
others.
That's
a
big
hit
just
in
those
two
districts
alone,
so
I
don't
have
the
answer
to
it,
but
I
think
my
suggestion
would
be
that
these
school
superintendents
and
I
got
that
same
letter
from
the
brigade
and
they
raised
some
serious
concerns.

County
Vocational
Schools
to
expand
programs
since
the
twenty-one
county
vocational
schools,
like
a
CIT,
have
two
applications
for
every
one
seat
that
it's
a
that's
available.
So
we
are
in
the
planning
stages
of
applying
for
a
grant
that
would
supply
75%
grant
funding,
which
is
thirty,
five
percent.
More
then,
a
county
would
ever
be
eligible
for
and
we
have
not
applied
for
anything
because
the
Department
of
Education
hasn't
put
the
application
out
yet,
but
we
are
in
the
planning
stages
for
that
grant.

to
do
is
brainstorm,
because
clearly
this
situation
cannot
continue
as
it
is.
Something
new
has
to
be
done.

do
want
to
say
that
ACIP
is
doing
a
fantastic
job
and
one
of
the
best
things
about
it
is
its
diversity.

it's
a
mix
of
kids
from
all
socio-economic
background
and
and
I,
think
that's
and
again,

what
we
need
in
our
county
is
more
of
that
and
so
go
out
there.

When
you
came
to
the
meeting

couple
months
ago,
you
explained
to
us
that
you
were
going
to
either
meet
with
them
when
you
met

I'm,
not

remember
what
it
was,

it
still
it's
still
a
negative
impact
on
the
local
school
district
command.

One
thing
we
have
to
be
clear
about
is:
we
are
a
county
school,
so
your
County
taxpayers
are
supporting
the
budget
for
our
school
and
the
facilities
for
our
school,
so
in
the
various
municipalities
they
are
paying
for
the
facility
and
for
part
of
the
program
that
we
have
so
they're
already
paying.
For
that
we
charge
tuition
mission
is
based
on
the
we
subtract,
the
county
share
of
our
budget
and
our
state
aid.

Whatever
is
left
over
that
forms
our
tuition,
the
more
state
aid
we
get,
the
lower
our
tuition
goes
and
that's
why
our
tuition
has
been
lower
in
recent
years.
In
fact,
we
gave
back
3.1
million
dollars
last
year
when
we
got
extra
aid
to
the
various
districts.
I
prayed
RA
got
over
a
hundred
thousand
dollars
back
in
planning,
but
we
we
are
sensitive
to
the
tuition
cost
and
in
fact,
we're
hoping
in
the
future.
It
goes
down
once
we
are
fully
funded,
but
we
are
going
to
continue
to
meet
with
the
superintendent's
in
the
county.

also
made
it
very
clear
that
I
will
go
to
any
board
of
education
in
the
county
that
wants
more
information
and
want
to
make
it
also
clear
that
this
75%
grant,
if
we
don't
apply
for
it,
it
will
go
somewhere
else
in

state,
because
every
other
district
county
district
in
the
state.
This
is
probably
going
to
put
in
an
application
for
something.
So
this
is
a
once
in
almost
a
lifetime
because
you
never
know,
but
this
is
a
very
rare
opportunity
for
the
county.

wait

get

big

school
districts
itself

districts

has
failed

failed

with

solution
for
funding
school
districts
and
they
are
the
ones
who
dictate
how
County
vocational
schools
are
funded.
Cal,
County,
Vocational
Schools
passed
a
budget.
How
non
Congo
districts
have
to
be
funded
and
budgeted.
They
are
the
ones
that
are
putting
this
predicament
on
us
and
I.

Try
to
put
it
in
perspective,
I
understand
the
dilemma:
if
you
have
a
class
of
25
pupils
and
five
of
those
children
leave
your
class,
they
go
somewhere
else.
The
money
follows
those
five
children.
Now
the
teacher
still
is
getting
paid,
the
exact
same
amount
of
money
for
20
children
as
they
work
for
25
children.
That's
the
inequity
here
and
it's
almost
like
the
days
of
old
Rome
when
the
Emperor
was
watching
the
gladiators
fight
each
other
and
really
the
culprit.

Just
about
every
other
state
in
the
country
understands
that
you
go
to
North
Carolina
your
property
taxes,
$600
you're,
living
on
a
lake
with
five
bedrooms.
How
come
because
they
figured
out
a
way
to
fund
schools.
Here
they
have
us
fighting
with
each
other
over
the
funding.
The
money
follows
the
kids.
You
have
a
charter
school,
which
you
could
say
the
ACI.

kids
leave
the
amount
that
the
taxpayers
have
to
pay
is
the
same
that
teachers
making
70
thousand
a
year
we're
going
to
make
seventy
thousand
dollars
a
year,
whether
there's
15
kids
in
that
class
or
20
kids

class,
and
that's
the
inequity
and
they
have
us
fighting
with
each
other.

we
need
to
do
is
get
our
state
representatives
to
understand
that
they
get
a
decent
funding
formula.

successful
here
in
the
county
is
the
freeholders,
no
3,000
counties
in
the
country.

state's

money

those
kids

legislature

upon
themselves

figure
out

fund
our
schools
properly
without
taking
it
from
our
property
tax.

city
of
Northfield
be

paying
with
the
house
$300,000

dollars

outrage,
it's

absolute
outrage,
but
why?

of
your
property

how

Jersey
and

an

not
fight
with
each

getting

getting

fortune
for
kid

questioning

size

district

years

asking
to
stop
and
to
come
together

discuss
the
impact

high
schools,
dr.
Gunther,
just
stated
that
he
did
present
a
plan.

proposed
plan
for
growth
he
presented,
he
did
not
reach
out
for
the
district
did
not
reach
out
to
any
other
schools
to
Princeton
in
her
district
in
the
creation
of
that
expansion
or
to
review
it
because
we
do
need
quality,
vocational
education.
You
just
approved
to
float
a
bond
for
a
hanger
Spirit
Airlines
would
have
come
to
Atlantic,
City,
Airport
and
moved
operations,
but
there
was
no
maintenance
facility
because
there
was
not
enough
individuals,
they
felt
available
in
the
job
market.

So
a
vocational
school
is
necessary
to
produce
those
young
adults
that
can
work
in
the
industry
and
we
believe,
as
a
school
district,
that
our
vocational
school
has
grown
too
fast
and
may
have
adopted
some
programs
that
might
not
be
core
to
the
needs
of
Atlantic
County.
At
this
time
you
might
not
be
aware,
but
the
traditional
programs
when
someone
says
vocational
school
and
you
ask
the
average
citizen-
they
believe
that
it's
carpentry,
that
it's
plumbing
that's
electricity
and
it
is
but
to
a
much
lesser
degree.
We
applaud
those
programs.

In
fact,
we
would
like
more
of
our
students
involved
in
those
programs.
You
might
not
realize
you
have
to
be
in
the
eighth
grade
to
attend
the
vocational
school.
You
have
to
know
that
you
would
like
to
be
a
carpenter
when
you're
13
years
old.
That's
not
how
life
works
when
you're
a
sophomore
or
a
junior
and
you're
sitting
in
science
class-
and
you
say
this
science-
this
college
prep
is
not
for
me,
I'd
like
to
do
something
in
the
trades.

Our
vocational
school
is
not
available
to
them,
and
we've
lobbied
for
five
years
for
an
open
door
policy.
This
is
not
solely
on
tuition.
The
tuition
is
set,
we
will
pay.
The
tuition
choice
is
important.
It
is
our
responsibility
as
a
school
district,
to
keep
our
own
schools
to
keep
our
own
students.
This
resolution
is
saying
slow
down.
A
CIT
may
have
lost
its
vocation
of
producing
high
quality
trades
for
our
students.
In
fact,
their
expansion
does
call.
For
some
of
that.
We
applaud
that.

Although
the
state
bond
was
not
supported
in
Atlantic
County,

one
State
dollars
to
be
kept
here
in
Atlantic
County,
and
we
too
want

vocational
school
in
our
County

exceptional
programs

smart
way
that
complements
the

counter

districts
not
just
continuing

grow
unchecked
because
that's
what's

happening.

stop

to
others

work

county

programs
to
the
existing
facility
and
to
watch
the
numbers.

vocational
schools
now

the
matter
public
career,
technical
or
technical
schools
operate
in
the
state
of
New
Jersey
and,
as
was
said,
we

diverse

have
students
from
all
over
the
county
and
it
certainly
appreciate
the
concerns
that
greater
a
has,
but
remember
that
you
are
representative
for
the
entire
county
and
we
take
students
from
all

school
districts.

financial
impact
varies
greatly
in
some
instances.

They,
some
of
them,
are
still
there
cosmetology
and
electricity
carpentry
plumbing
those
programs
still
remain
intact,
automotive
technicians,
but
even
though
the
needs
of
the
seams
of
the
scene,
the
programs
have
changed
dramatically
over
time.

fact,
our
auto
students
and
our
cosmetology
students
over
a
40-year
period
can
barely
get
in
enough
hours
to
qualify
for
the
exams
that
they
take
at
the
end
of
that
time,
and
for
those
of
you
who
remember
the
chair
time,

schools
for
the
entire
county.

the
problem,
students
couldn't
get
to
the
school
students
from
Atlantic
City
in
the
western
part
of
the
county
had
a
difficult
time
getting
to
the
vocational
school.
They
were
on
the
bus
four
times
a
day
and
they
were
also
being
called
back
when
their
programs
weren't
finished
for
state
testing
and
not
able
to
return
based
on
the
results
of
the
state
test.
We
are
a
comprehensive
school.

do
all
the
academics
as
well
as
the
technical
programs,
and
certainly
we
would
look
to
address
some
of
the
issues
if
we
could
serve
share
time,
students
in
the
future,
but
it
is
a
trend
that
statewide
is,
is
almost
completely
done
at
this
point,
but
I
want
to
tell
you
that
the
other
part
of
this
equation
is
right.
Now
we're
serving
1700
students,
1700
families
from
Atlantic
County.
We
have
another
400
families,
probably
this
year,
disappointing
because
they
couldn't
get
in
because
we
don't
have
space.

even
with
any
type
of
expansion,

be
able
to
serve
all
the
students
who
apply
to
our
programs.

do
not
have
enough
room
or
enough
resources

meet
all

their
needs,

about
providing
what
students
want
to
do
and

families
want
to
do
in
the
long
term.

be
very

about

the
lack

enrollment

a
particular
