From YouTube: 3.27.18 Freeholder Meeting
Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
In
compliance
with
the
open
public
meetings,
act
of
the
state
of
New
Jersey,
adequate
notice
to
this
meeting
of
the
Atlantic
County
Board
of
Chosen
Freeholders,
was
provided
in
the
following
manner.
It
was
published
in
The
Fairly
press
of
Atlantic
City
male
2,
the
current
le
journal
having
to
set
in
having
a
news
and
posted
on
the
bulletin
boards
in
the
county
office
building
in
Atlantic
City
here
at
the
Stillwater
building
and
County
Clerk's
office
and
Mays
Landing.
Can
we
all
rise
for
the
pain,
crap.
A
E
D
A
Thought
it
would
be
good
if
we
may
declare
ative
presentation
exactly
how
our
justice
facility
interfaces
with
the
Immigration
and
Customs
Enforcement
people,
so
that
there
is
a
clear
understanding
of
it.
There
are
certain
rules
we
follow
and
we
do
believe
it
is
in
the
best
interest
of
the
safety
of
our
residents
here,
but
we'd
like
to
have
that
presentation
by
our
warden
miss
Cullen.
G
H
H
What
happens
is
when
a
person,
but
what
used
to
happen
because
I'll
tell
you
what
happens
president
who
we
get
today?
What
used
to
happen
is
when
a
person
was
incarcerated.
Immigration
would
send
a
letter.
They
called
it
a
detainer.
It's
not
signed
by
a
magistrate
which
is
the
big
problem
that
people
have
back
and
forth
whether
or
not
it's
actually
truly
into
the
team.
They
would
send
it
and
we
would
hold
the
person's
whenever
their
charges
were
done.
H
We
would
notify
the
immigration
officers
on
to
our
district
and
stable
time
anywhere
from
one
to
three
days,
because
the
letter
clearly
says
you
can
only
hold
em
for
72
hours.
Then
there
became
the
issue
of
whether
or
not
that
was
a
violation
of
people's
civil
rights
because
it's
not
signed
by
a
magistrate.
H
They
know
they're
going
to
report
and
to
give
me
an
example,
last
year
we
had
eighteen,
seventeen
men,
one
woman,
and
you
know
we
processed
almost
11,000
people
a
year.
So
now
it's
a
very
small
percentage
and
process
that
we
have
with
them
now.
But
let
me
go
back.
We
met
at
the
Regional
Director
mr.
Ferguson.
Mr.,
do
you
from
Tammy
ball
and
we
met
with
the
Regional
Director
and
we
met
with
some
the
local
agents
on
charter
districts,
and
we
came
to
an
agreement
over
that
priority
enforcement
program.
H
We
were
satisfied
that
that
protected
us,
as
well
as
kept
the
individuals
in
custody
as
needed.
What
happens
now
is
if
someone
comes
in
and
we
get
the
letter
the
day
that
their
charges
are
satisfied
in
Atlantic
County,
we
notify
ice
and
they
kind
of
pick
them
up
within
24
hours.
Pretty
much.
That's
the
whole
thing
bridge
basic
simple
process
for
us:
okay,.
A
A
H
Couldn't
get
that
report
yet
I
have
to
wait
until
after
June
the
county
correction
information
system
is
pretty
antiquated,
so
it's
difficult
to
get
certain
types
of
reports
out
of
it.
Now
you
have
scheduled
times
that
they
yes,
but
I
would
say
you
know
if
we
did
18
last
year.
I
can't
imagine
us
doing
porn
this
year.
There's
just
not
that
much
anymore.
H
B
K
H
There's
three
different
types
of
money
to
see.
You
can
see
the
difference,
there's
one
that
tells
you
that
someone
has
actually
been
scheduled
for
deportment
and
so
that
person-
you
know
you
know
when
they
pick
them
up
they're
going
to
take
them
to.
Usually
they
go
to
Essex
from
Atlantic
County
because
they
hold
their
workplace.
H
K
I,
may
please
was
it
early
in
the
year
when
Governor
Murphy
took
off
this
thing.
It
is
and
in
some
way,
an
officer
that
was
New,
Jersey
City
pride
wants
it,
but
so
many
North
Jersey
the
automatically
granted
his
church.
It
was
accentuated
church
that
Dennis
person,
waitress
idiot
I,
don't
know
a
week
or
two
and
family
being
able
to
go
free.
We've
been.
We
haven't
had
that
kind
of
situation
that
my
the
county
in
terms
of
not
the
governor
coming
down,
but
people
running
to
a
century
not.
H
A
We
just
don't
hand
them
over
when
we
validate
that,
because
there
is
a
two-step
process,
we
validate
that
either
through
the
prosecutor's
office
or
through
NCIC,
whatever
it
is
the
identification
of
crime,
and
then
it's
just
a
matter
of
the
the
immigration
office.
You
know
making
sure
that
they
aren't
obtained
first,
you
know
how
many
days
and
and
that's
what
I
was
going
to
ask
you
that's
not
on
us
either,
but
they
have
been
complying
with
that
correct
right.
J
K
A
I,
don't
care
who
we
have
sex
I.
Think
the
bail
reform
is
a
complete
failure.
You
know
it
has
one
saving
grace
of
allowing
people
on
minor
crimes
to
get
out,
while
the
people
with
800
bags
of
heroin
can
get
back
out
on
the
street
the
same
day
to
destroy
our
neighborhoods
would
opioid
addiction.
You
can
put
that
on
the
ground.
A
A
J
C
F
C
G
A
C
But
just
so
again
I'm
clear
as
a
member
of
the
public
for
the,
where
they're
calling
to
detainer
letters
or
advisories
or
whatever
the
specific
term
should
be
for
that.
So
that
is
someone
who's
already.
Either
has
a
warrant
out
for
their
arrest
or
somehow
got
convicted,
but
somehow
isn't
already
incarcerated
through
some
other
problem.
C
Winds
up,
though,
in
Atlantic
County
Jail
ice
has
become
aware
of
that
they've
cross-referenced
their
database
for
someone
that
is
already
in
the
system,
either
with
a
warrant
for
their
arrest
or
conviction,
and
then
that's
where
the
deed
deportation
comes
in.
It
isn't
simply
someone
who
they
overstayed
their
visa
they've
been
here
for
twenty
years,
and
now
they
have
too
many
parking
tickets
and
wind
up.
Wherever
and
now.
L
A
Is
exactly
why
we're
here
yeah
because
we're
hit
we,
you
know
you
hear
about
the
ice
cooperation
would,
and
you
know,
is
that
people
knocking
on
door
taking
Mother's
away
from
their
children
no
convicted.
You
know
heavy
felony
people
that
slipped
through
the
cracks
happened
to
wind
up
in
Atlantic
County.
J
A
We
have
to
validate
that
request.
We
don't
take
their
word,
for
it
was
there's
a
suit
about
that.
I
mean
if
you
get
the
warrant
it
may
have
been
adjudicated
in
between
when
they
said
it.
When
we
got
it,
we
validate
it's
still
alive
all
right.
Thank
you,
Joe
preciate,
it
all
right
moving
on
resolutions
and
they
should
take
10
minutes
real.

K
Mention
that
on
this
one
particular
I'm
offended
by
the
list
board
gotta
go
officers
vehicle
skip
the
trip
yummy
that
you
have
two
evenings.
I've
advice
is
worth
you
sign,
didn't
anyone
yeah,
then
you
send
it
back
off.
They
said
yeah
we
drive
his
license,
which
old,
vigil
I'm
standing
other
people,
but.
F
E
D
A
F
E
D
K
Another
disk
file,
what
from
our
meeting
at
the
college?
Well,
we
did
they
budget,
you,
nine
and
a
knee.
We
talked
about
perhaps
a
partnership
with
leg
community
college
with
the
canine
training,
one
that
can
without
a
note
that
never
got
any
more
life.
With
the
President
of
cognition
said
she
went
to
revisit
that
in
perhaps
police
training
of
some
sort
at
the
college
that
you
brought
up
I
think
we
still
should
consider
looking
that
day
and
if
it's
a
way
to
save
a
$60,000
in
the
road
for
an
older
I.
F
A
F
A
See
something
that
I
was
not
expecting.
First
of
all,
the
trainers
there
are
like
obsessed,
it's
like
you're
in
the
twilight
zone
of
canine
training.
They
live,
eat,
breathe,
24/7.
This
dream,
the
form
of
the
facility
is
the
former
Special
Services
school.
Before
we
build
out
a
maze
landing,
so
the
facility
I
think
is
somewhere
around
what
is
it
sixty
thousand
square
feet?
Jerry
sixty
thousand
square
feet?
They
set
up
scenes
of
every
scenario,
a
library
scene.
A
You
know
a
school
of
school
classroom
any
place
that
you
can
think
of
an
attic
of
a
building
that
a
perp
would
hide
that
a
dog
would
have
to
chase
it's
something
like
out
of
a
movie
set.
I
was
just
shocked
what
they
do,
and
it's
90
acres
by
the
way
on
top
of
the
60,000
square
feet
and
I,
don't
know
that
we
could
ever
duplicate
the
whole
thing
anywhere
else
but
there,
but
they
still
want
to
entertain
the
idea
helping
her
own
Community
College
in
some
form.
I.
K
A
A
A
They
want
to
train
dogs
specifically
for
school
shootings,
and
the
concept
is
off
the
hook.
They
can
take
a
dog
and
turn
off
all
its
other
stimulus,
just
to
focus
on
one
set
or
one
smell,
or
one
sound
or
one
block,
no
matter
what
comes
in
the
way
that
both
out
dog
will
not
stop
there,
training
dogs
to
just
follow
the
shot
and
only
to
fight
the
hand,
that's
on
the
done,
and
it
goes
through
they'll,
go
through
a
wall
through
a
door
when
it
hears
that
shot.
Nothing
stops
that
dog
it
becomes
obsessed.
A
When
they
see
them
these
dogs,
they
won't
know
if
that
dogs
in
the
school
and
that
awareness
the
element
surprise
plus,
they
would
think
that
they
could
have
dogs,
station
cool
and
no
matter
what,
when
they
do,
all
here's
a
shot.
Just
like
you
know
a
shot
detector,
the
dog
or
reward
of
one
dog
is
going
after
that
that
shooter
that
instant.
A
A
A
I
Other
discussion
we
see
chair
Justin
if
there
is
a
meeting
set
up
great.
The
prosecutor
decreased
chiefs,
Association
the
Brody's
team
design
for
the
training,
and
then
we
have
been
one
moment:
the
county,
the
college.
So
there
is
a
meeting
set
up
and
we're
going
to
go
the
clock
there.
The
canine
was
going
to
be
the
last
group,
meaning
the
real
real
pieces
were
the
continuing
education
for
existing
police
officers
right
and
then
the
the
other
piece
of
this
was
the
actual
academy
down.
K
K
A
D

Yes
occurred,
yes,
Risley

for
me:
yes,

we're

there
any

in

that
are
going

for
the

saying

G
G
So
yes,
April
is
Sexual
Assault,
Awareness
Month.
This
is
important
to
have
recognition
of
this
problem.
It's
pervasive.
50%
of
women
have
experienced
sexual
violence
other
than
weight
in
their
lifetime
boys.
One
in
six
boys
are
sexually
abused
before
the
age
of
16.
It's
not
just
a
female
problem.
It's
a
male
problem
as
well
and
becoming
aware
becoming
aware
and
communicating
is
the
key
to
the
issue,
communicating
meaning
taking
shame
away
from
survivors
and
allowing
them
the
space
to
either
name
or
not
name
their
perpetrators.
A
K
K
Funding,
of
course,
is
the
top
B
issue,
and
so
they
assured
this
thing
impact
us
sooner
rather
than
later.
So
that
would
be
the
outcome
of
that.
Do
you
requested
that
the
Chiefs
asked
the
Attorney
General
when
he
was
in
the
area
about
two
weeks
ago?
Apparently,
that
didn't
come
up
before
worded
up
with
a
letter,
and
they
did
do
a
response
back
slightly,
whether
it
be
assistant
attorney
general
or
someone
in
a
no
just
somebody,
I
thought.
The
conversation
went
well
and.
K
E
105
I'm,
just
the
highlight,
will
be
what
we
passed
there:
the
various
vendors
for
drug
treatment
and
prevention
programs.
That
budget,
as
you
know,
every
year,
is
really
deify
product,
which
is
our
Advisory
Council
on
that
they
make
recommendations
as
to
where
to
disperse
the
monies
Bob
was
here
earlier.
That
is,
a
very
dedicated
group
of
people
are
very
passionate
with
people.
They
take
a
lot
of
time
to
review
the
bidders
and
and
click
work
to
us
via
the
most
the
highest
investees
members
for
us,
so
just
to
highlight
that,
because.
A
Any
other
reports
of
special
committees-
none
unfinished
business,
see
none
new
business.
We
have
reports
of
written
communications,
any
kind
of
correspondence
we
got
emails.
Snail
mail
want
to
discuss
any
correspondence,
okay
open
up
to
the
public,
any
one
of
the
public
wish
to
speak.
Please
feel
free
to
do
so.
Yes,
sir,
please
state
your
name,
wait
in
front.
L
My
name
is
michael
mckean,
a
I
live
at
24th
of
a
circle.
Nice
I
think
I'm
here
for
business,
and
not
this
pleasure
you'll
be
happy
enough.
So
I
work
for
the
Stockton
Center
on
successful
agent.
The
Stockton
center
of
successful
aging
offers
different
sorts
of
programs
throughout
the
county
and
even
reach
up
to
Ocean
County.
A
little
bit
focusing
my
particular
role
focuses
on
older
adult
education.
You
know
perishing.
This
is
gonna,
be
in
mind
body
and
spirit,
anything
to
keep
older
adults
active
healthy.
You
know,
socializing,
that
sort
of
thing
we're
very
excited.
L
We
have
yes,
eyebrows
rates,
good,
we're
very
excited
in
May,
which
is
older,
adult
Americans
month.
In
case
you
don't
know
in
May,
will
be
focusing
our
successful
aging
Festival
on
May
17.
This
year's
theme
for
the
successful
aging
festival
is
engaged
at
every
age,
so
we're
really
taking
this
opportunity
to
focus
on
connecting
people
connecting
the
community.
L
In
particular,
we
decided
to
go
with
a
track
system
for
our
different
program
that
we're
going
to
be
having
one
is
going
to
be
a
wellness
track,
which
is
going
to
include
medical
information,
social
information,
mental
well-being,
all
of
that
sort
of
stuff.
We
also
have
an
education
track
talking
about
older
adults,
interacting
and
interfacing.
L
With
the
education
system,
my
pet
project
has
been
civic
engagement,
so
we're
going
to
be
having
our
older
adult
community
engaging
with
civics
I've,
been
trying
to
communicate
with
different
offices
throughout
the
county,
I've
reached
out
to
freeholders,
daughter,
Fitzpatrick
and
I'm
happy
to
say
that
they
have
tentatively
agreed
to
present
for
essentially
like
sort
of
navigating
county
government,
Wow
and
I
hope
to
see
some
other
freeholders
there
as
well.
If
anyone
else
wants
to
participate,
we
have
as
our
keynote
speaker
for
this,
for
this
festival.
L
Donna
butts
butts
works
for
generations,
United
out
of
Washington
DC,
very
interesting
history.
There.
She
actually
was
one
of
the
an
organization
that
she
was
connected
with
spoke
at
me.
I
guess
it
was
the
National
Conference
on
counties
some
years
ago
before
Atlantic
County,
reorganized
services
and
she
intergenerational
services.

Our
in
particular
for
this
Civics
track
we're
trying
to
find
ways
to
engage
seniors
and
older
adults
with
the
community
around
we're
working
on
having
a
service
by
a
community
service
project
for
older
adults,
available,
we're
still
working
on
that
it
hasn't
been
confirmed.
Yet
we
want
them
to
understand
local
government
and
how
they
interface
with
local
government.
L
We
also
want
them
to
understand
different
ways
of
being
involved
in
the
voter
registration
process,
whether
it's
updating
your
signature
as
you
age,
because
important
to
have
an
up-to-date
signature
on
file,
especially
for
individuals
who
may
have
had
some
sort
of
neurological
degeneration.
We
still
want
to
participate
in
the
Civic
process
and
we're
also
interested
in
though
I
already
said
so.
