Right
to
the
Atlantic
County
domains,
an
excellent
financial
sure
way
of
weather
the
economic
storm,
the
challenge
our
area
for
more
than
a
decade
and
did
so
with
determination
and
also
resiliency
the
county.
Faced
seemingly
intractable
problems,
high
unemployment
record
levels
of
home,
foreclosures,
a
shrinking
tax
base
and
the
decline
of
our
major
casino
tourism.

2019
was
a
year
of
significant
accomplishments
for
Atlanta
County,
many
of
the
economic
development
goals
and
objectives
that
I've
outlined
over
the
we
were
achieved
and
have
begun
to
bear
fruit.
As
we
work
aggressively
to
develop
new
industries
correct
and
retain
businesses
and
create
good
bang,
secure
jobs.

The
building
is
fully
leased
with
nine
tendencies.
Interest
in
the
park
is
strong
and
plans
are
underway
to
construct
a
second
building.
Now
this
was
a
chance
that
we
might
think
we
decided
that
we
were
going
to
build
this
first
row
and
hopefully,
one
of
the
seven
or
eight
we
had
no
tenants.
We
have
no
prospective
tenants,
but
we
had
many
something
we
hadn't
diversify.
An
economy
did
and
that's
what
we
decided
we
were
going
to
do
and
to
further
hamstring
our
efforts.

We
decided
that
we
would
only
rent
the
space
to
aviation
only,
even
though
we
had
many
coming
forward
loved
one.
Let
us
say
office
space
we'd
be
interested
in
coming
him.
That
was
accepted
and
it
came
to
fruition.
It
spoke
and
we
are
looking
to
break
ground
in
the
near
future.
With
some
some
surprises.

The
research
park
has
been
integrated
into
an
aviation
innovation
hub
that
synergistically
links
the
research
park
with
the
FAA
Tech
Center,
the
Atlantic
City
International
Airport,
and
the
surrounding
one
mile
area.
The
airport
is
an
ideal
location
for
air
cargo
and
aircraft
maintenance,
repair
overall
Operations.

Command,
the
county's
efforts
have
not
gone
unnoticed.
The
New
Jersey
Economic
Development
Authority,
has
recommended
us
as
a
model
for
starting
a
new
economic
cluster.
Industry
has
also
taken
notice.
Boeing
has
expressed
interest
in
Atlantic
City
International
Airport
for
unmanned
cargo
aircraft
testing.
Other
companies
are
interested
in
our
facility
for
radar
and
drone
counters
drone
research,
which
could
present
a
new,
especially.

We're
working
with
the
South
Jersey
Transportation
Authority
and
they
CEA
to
attract
elevate
jet,
a
charter
airline,
an
aviation
maintenance
to
the
airport.
If
successful
this
project
could
bring
180
new
high-paying
jobs
to
the
region
within
the
next
several
years
will
also
encourage
other
companies
to
look
at
the
airport
for
maintenance,
repair
and
overall
work
bear
in
mind
that
we're
asking
a
company
to
relocate
to
a
state
known
for
a
not-so-friendly
business
and
tax
climate
and
currently
with
no
state
incentives.

That,
of
course,
is
a
disincentive
on
top
of
it
because
of
the
difficulties
that
are
occurring
right
now
in
New
Jersey,
with
incentives
that
doesn't
seem
to
be
a
possibility
either.
So
we
really
have
to
come
up
with
a
product
that
will
induce
people
to
come
in
here,
look
at
what
we
have
and
you
grow
with
us
and
the
unfortunate
part
about
it.

We
applied
for
and
we
rewarded
the
United
States
Economic
Development
Authority
i6
challenge
grant
to
create
a
smaller
Airport,
a
smaller
Airport,
an
aviation
partnership
that
will
tense
more
Airport,
an
aviation
technology.
More
than
180
organizations
applies,
and
we
were
one
of
a
few
successful
out
nationwide,
which
really
gives
us
optimism
towards
the
future
for
us
to
be
chosen
in
this
atmosphere.
But
we
have
a
product
that
we
believe
will
interest
people
not
only
here
in
the
state,
not
only
in
the
country
but
internationally.

Us
to
be
a
partner
with
them
on
this
grant.
This
should
validate
that
our
potential
to
develop
an
aviation
sector
is
real
and,
as
you
can
see,
this
is
development
in
and
around
the
airport,
the
FAA,
which
is
in
eighth
Harbor
Township.
We
are
no
longer
Atlantic
City
centric,
and
that
has
been
the
way
things
work
for
years
and
years
here
in
our
county
and
for
good
reasons
that
landing
city
was
really
a
hub
that
really
moved
the
whole
trip
for
a
while.

But
now
we
realize
it's
two
hundred
seventy-five
thousand
people
living
in
this
county.
It's
a
very
large
County
and
latex
City,
thirty-eight
thousand
full-time
residents.
We
have
to
be
think
outside
the
box
and
we
are
now
Atlantic
County
or
South
Jersey
center,
where
we
were
actively
involved
in
efforts
to
develop
an
aviation
maintenance
and
training
academy
at
the
airport
and
are
applying
for
a
four
million
dollar.
The
US
EPA
grant
to
fund
a
portion
of
the
construction
cost.

The
discussions
are
underway
with
Embry
Riddle
Aeronautical
University
Embry
Riddle
is
considered
to
be
the
world's
leading
aviation
research
university
depend
to
operate
our
academy.
Embry
Riddle
has
helped
developed
a
feasibility
plan
for
the
Academy.
This
Academy
will
be
critical
to
the
development
of
air
cargo
and
makes
repair
and
overall
operations
at
the
airport
and
will
also
help
train
workers
for
the
wind
energy
industry.

We're
also
working
hard
to
strengthen
and
diversify
our
workforce.
We
are
working
with
the
County
Superintendent
of
Schools
and
high
school
superintendents
dillonvale,
implement
and
aviation
science
technology,
engineering
and
math
program
in
our
schools.
The
Atlantic
County
Institute
of
Technology
is
the
first
offer
the
program
developed
by
Embry
Riddle.
Three
additional
high
schools
in
Atlantic
County
are
expected
to
offer
aviation
stem
classes.
This
fall
successful
student
participants
can
earn
a
full
semester
of
college
credits
and
industry
certifications
prior
to
their
high
school
graduation.

Our
net
debt,
expressed
as
a
percentage,
is
point
four,
seven
percent,
that's
less
than
one-half
of
one
percent
of
our
total
debt
capacity,
we're
in
the
top
eighteen
percent
of
all
the
counties
in
the
country
but
which,
by
the
rivers
over
three
thousand,
puts
us
a
pretty
good
company,
a
pretty
good
step
and
considering
what
we
went
through
in
the
past
few
years.
You
should
be
very
proud
all
be
very,
very
proud
of
where
we
are
further.

Of
our
strong
financial
position
is
that
we
received
our
twentieth
perfect
offer
to
2019,
as
we
do
on
a
regular
basis.
We
change
auditing
firms
every
three
years
to
ensure
that
our
operations
receive
a
fresh,
critical
review.
We
believe
that
we
are
the
only
County
in
New
Jersey,
with
dozens
and
possibly
anywhere.
This
is
something
suited
immediately
when
I
came
in
and
I've
said
it
before.
As
a
schoolteacher,
you
know
the.
G

Based
on
the
best
information
we
have
today,
I
want
to
remind
you
that
by
statute
we
have
to
give
a
budgetary
message
on
this
state.
We
had
no
choice.
I
wanted
to
wait
until
we
got
all
the
numbers
that
came
in
right
now.
Pleasantville
and
Sydney
are
still
outstanding
because
of
a
rebound
that
is
being
done,
but
we
do
believe
that
you
know
they
will
be
another
percent
if
you're
doing
a
rebalance,
but
then
all
that
money
they
should
come
in
at
true
value,
but
we'll
see
what
occurs
so.

We
anticipate
little
or
no
increase
in
the
county
tax
rate.
Our
year-end
budget
surplus
is
a
healthy
18
point,
six
million,
of
which
we
have
historically
applied
about
50%
of
the
surplus
each
year.
We
believe
this
proof
and
it's
fiscally
sound.
They
need
your
people
all
alone,
put
the
whole
surplus,
and
that
gives
us
that
fair
right.
So
you
may
get
a
break
this
year,
but
you're
not
gonna,
have
when
next
year
or
the
year
after,
where
to
build
up
the
surplus,
isn't
strong,
very
difficult,
which
is
something
that
we've
done.

Don't
think
anybody
in
this
room
would
sign
a
10-year
agreement
for
a
five-year
agreement
or
a
six-month
agreement
without
the
terms
and
conditions
clearly
stated
here
sign
on
the
dotted
line.
Well,
you
know
what
is
it
down
get
well,
we'll
figure
it
out.
As
we
go
along
the
first
year
we
were
initially
given
the
faulty
10.4%
share,
which
could
be
amended
annually,
so,
in
other
words,
we
had
to
negotiate
with
the
landing
city
for
what
we
were
going
to
get
the
first
year.

They
did
put
into
the
pilot
ten
point,
four
percent,
which
didn't
mean
the
following
years,
were
going
to
be
nine
point,
four
percent.
It
could
be
five
percent.
Now
we
were
at
their
mercy
and
under
those
circumstances
it
wasn't
one
with
her
when
the
sponsors
for
the
pilot
said
we
purposely
didn't
put
a
percentage
in
there,
so
you
would
negotiate
with
the
city
itself
when
our
responsible
was
so
easy
to
negotiate
with
Atlantic
City.
Why
did
the
state
of
New
Jersey
take
it
over?
You
know
you
can't
speak
out
of
both
sides
of
your
mouth.
G

Now
we
insisted
that
a
fix,
13.5
percent
share
of
the
pilot
was
fair,
unfortunately
had
to
spend,
goes
to
three
hundred
thousand
dollars
in
legal
fees
to
get
what
was
reasonable
and
proper.
In
the
first
place,
that's
the
cost
of
doing
and
in
New
Jersey,
and
by
the
way
this
is
without
a
jury
trial.
This
was
with
the
with
just
a
judge,
a
Superior
Court
judge,
making
a
determination
which,
by
the
way,
insisted
that
we
settle,
which,
by
the
way
we
did
but
we
sell
the
13.5%.

Well,
we
asked
for
in
the
first
place,
however,
the
cost
of
the
taxpayers
for
not
challenging
the
wall
with
everything
much
greater.
The
percentage
difference
translates
into
an
additional
37
million
dollars
over
ten
years.
If
casinos,
annual
gross
gaming
revenues
remained
between
two
point,
two
and
two
point
six
grade:
we
got
fairly
lucky
here
and
I,
don't
want
to
say
we
knew
we
would,
but
we
certainly
thought
that
it
would
be
quite
successful.
The
the
new
turns
in
the
industry
join.

Years,
those
revenues
have
been
steadily
increasing
as
a
result
of
internet
gaming
and
sports
betting.
In
2019,
the
casino
gross
gaming
revenue
exceeded
three
billion.
If
these
revenue
numbers
hold
steady,
the
benefits
of
accounting
taxpayer
would
be
an
additional
1.5
before
a
million
per
year
over
the
remaining
length
of
the
power.

Now,
in
all
fairness,
when
the
pilot
test
took
the
value
of
the
casino
out
of
our
tax
base,
which
meant
the
casinos
worth,
maybe
three
billion
three
and
a
half
billion
dollars,
we
figured
so
consequently
removing
that
from
your
tax
base
would
have
had
a
a
horrible
effect
on
the
rest
account,
including
Atlantic
City
Marriott,
because
they
also
have
that
I
County
taxes,
as
has
always
been
our
practice.
We
have
held
down
any
spending
increases
as
much
as
possible.
50
percent
of
the
increase
over
700,000
are
in
areas
mandated
by
the
state.

They
include
the
harbor
seals
and
medical
examiner
as
well
as
three
elective
offices,
the
Board
of
Elections
and
the
superintendent
of
Elections
that
must
absorb
increases
for
mail
and
and
balance
mailing
services
and
the
mapping
of
election
districts.
Also,
our
Meadowview,
nursing
and
rehabilitation
center
will
require
an
increase
of
about
two
hundred
and
thirty
thousand
dollars
for
costs
associated
with
therapies,
prescription,
drugs,
temporary
nursing
services,
software
licenses,
due
to
new
reporting
regulations
with
the
efforts
of
our
dedicated
fiscal
team
and
the
cooperation
of
our
free
order.
Havana
County
remains
an
outstanding
financial
shape.

Farewell
speech
made
it
very,
very
clear:
ok,
as
you
can
stay
out
of
it,
barring
that
affairs
and
keep
the
debt
below
and
that's
can't
do
anything
about
our
exactly
foreign
fair,
but
most
certainly
we
can
do
something
about
our
debt,
which
is
under
seven
point,
four,
seven
percent
of
our
total
capacity,
and
you
have
many
entities
that
are
over
and
are
gasping
for
breath.
Many
of
our
major
cities
here,
Envy
in
the
state
of
New
Jersey.

diversifying
our
economies,
we
aim
to
provide
greater
opportunities
and
prosperity
for
future
generations
to
live,

and
thrive
in
Atlantic,
County

2020

new

economic

really

authorized.
All

this

authorized
by
the
federal
Telecommunications
Act
of
1996
and
that's
a
federal
statute.
It's
been
interpreted
very
broadly
to
give
these
wireless
companies
and
these
various
providers
access
to
putting
these
devices
in
and
installing
them.
The
agreement
that's
contemplated
here
will
give
the
county
some
control
over
this.

These
plans
will
have
to
be
submitted
and
would
be
reviewed
by
the
county
engineer,
because
these
things
will
take
place
within
the
county
right-of-way
either
on
poles
that
currently
exist
there
or
in
certain
cases
there
will
be
underground
conduits
at
all.
That
will
be
involved,
but
you
know
this
obviously
is
necessary.
It
gives
the
county
a
certain
amount
of
control,
but
again
this
is
these
federal
statutes
and
the
regulations
that
govern
this
are
very,
very
broadly
interpreted
by
the
courts,
and
they
have
a
lot
of
authority
to
put
things
where
they
want
to
put
them.

goal
at
the
county
is
to
make
sure
that
the
county
by
the
ways
are
protected
in
terms
of
making
sure
that
those
areas
remain
safe.
Those
areas
aren't
disturb
where
they
would
unduly
impact
upon
traffic,
and
you

goings
and
comings
of
people
in
in
those
areas
more
or
less
safety
concerns.
So.

opportunity
we
have

serious
dead
spots
for
cell
service

County's,

which

our
Airport.

anywhere

if
we

have
some
say
to
enhance
our

areas
or
get
input
from
residents

municipalities

we

five
years
ago,

this
statute

nineteen.

spots

Verizon
that
told
us

the
time
they
were
going
to
be
localized
antenna
that
we're
going
to
be
able
to
pick
up

solve

of
their
issues
locally.

yeah
the
discussion
we
do
discuss
it.

are

locations
where
they
have
taken
that
and
it's
been
ground
but,
as
we
said
that
was
part
of
our
agreement
to
move
forward
on
this.
So
the
service
gets
completed
in
these
areas
that
were
missing
service
because,
like
we
drive

there

everybody
else,

there's
some
spotty
listening
the
variety
camera

pretty
extensive.

a

bike
paths

rail

line

connect
it
all
the
way
down
to
the
short
so
the
board

committee

discussed
the
upcoming
legislators
appreciation
dye
dinner.
It's
scheduled
for
Wednesday
March,
the
18th
of
Eastland
Golf,
Course
it'll,
be
starting
at
6:00
p.m.
the
invitations
for
those
events
will
be
going
out
shortly.

The
board
also
announced
the
david
members
opportunity
or
Memorial
Scholarship
Fund.
They
would
be
given
to
an
Atlantic
County,
High,
School
senior
or
a
first-year
college
student
who
will
be
attending
a
university
or
college
or
in
tech
school
in
the
fall
and,
of
course,
looking
in
pursuit
of
a
career
production,
agriculture
as
well,
but
it's
not
limited
to
their
farm
business
management,
so
they're
leaving
a
little
bit
open.
So
it's
not
just
strictly
for
agriculture
purposes.
Also

the

state
of
New
Jersey
has
just
recently
approved
legislation
permitting
hemp
production
in
the
state
of
New
Jersey.
Anyone
interested
in
applying
for
a
permit

agua
to
the
New
Jersey
Department

the

that
says
division
of
planning
industry
and
you
can
begin
your
planned
process
permit

only
thing

board

there's

states

are
way

Jersey

market
