A
Things
of
New
Jersey,
adequate
notice.
This
meeting
of
the
Atlantic
County
Board
of
Chosen
Freeholders,
was
provided
the
following
matter
to
the
press
planning
city
held
to
the
current
journal.
Having
dick
is
that
news
and
postings
on
the
bulletin
boards
and
landing
city
here
in
Stillwater
in
the
county
clerk's
office.
Amazing,
please
rise
prayer.
B
We
gather
to
make
decisions
for
our
community
may
we
use
only
our
best
skills
and
judgment,
keeping
ourselves
impartial
and
neutralized.
We
consider
the
merits
and
pitfalls
of
each
matter
that
is
placed
before
us
and
always
act
in
accordance
with
what
is
best
for
our
community
and
our
fellow
citizens.
C
A
C
E
I'm
captain
Kelsey
work
at
the
Marin
County
Justice
League.
It's
currently
a
captain,
I
oversee
our
internal
affairs,
yet
our
Investigations
Unit
or
training
in
it
and/or
community
of
early
show
I
worked
at
the
Justice
ility
for
over
20
years.
A
lot
of
experience,
a
lot
of
different
areas.
Obviously,
I
first
started
off
as
a
regular
correction
officer
in
the
live
in
our
main
jail.
I
worked
as
a
bootcamp
drill
instructor
for
a
boot
camp.
E
We
run
in
the
late
90s
I've
also
worked
in
our
operations
unit
and
our
community,
releasing
it
over
the
last
ten
years,
I've
worked
directly
under
the
warden,
including
word
and
Shawn
Thomas
Gordon,
Joe
bond,
st
and
warden
Geraldine
Cullen
and
under
the
gross
that's
high
over
those
ten
years.
I
think
I
think
that
I,
you
know,
gain
the
valuable
administrative
experience
needed
to
take
on
this
next
promotion
and
look
forward
to
the
opportunity.
Thank
you.
F
Originally
Thank
You,
chairman
I,
just
wanted
congratulations
to
captain
calcium
becoming
the
new
warden,
the
jail.
It's
a
difficult,
difficult,
difficult
job,
I'm
sure
you'll
do
fine.
This
board
has
always
been
supportive.
If
you
need
anything
facility
we're
here,
we
support
it.
We
understand
our
obligations
as
a
County
provides.
We
need
to
provide
that
everyone
is
safe,
it
being
at
that
facility,
our
employees
and
the
people
we
house
there
as
well.
F
It
is
a
tough
job.
The
inmates
there,
the
people
that
are
there,
have
done
all
day
to
think
of
ways
to
get
over
on
you
and
your
staff,
and
that
makes
it
a
very,
very
difficult
job
and
I
commend
you
and
all
the
employees
that
work
there,
because
I
know
it's
a
very,
very
difficult
job
and
I
wish
you
all
the
best
and,
like
I,
said
before
we're
here,
to
support
you
and
and
the
jail
the
facilities.
Well.
Thank
you.
Thank
you,
for
you
know
the
trailer
comments.
G
G
I
graduate
Catholic,
Kelsey
I
know
it
my
tours
of
the
facility
since
I've
been
on
the
freeholder
board,
your
knowledge
working
your
work
and
you're
working
and
awarded,
and
your
team.
There
was
very
impressive
thanks.
I
know
we're
getting
a
good
person
that
can
handle
anything
that
comes
up
the
facility
and
I
think
you'll
be
a
compliment,
an
excellent
addition
and
look
forward
to
having
you
work
for
us.
Thank
you.
Thank
you.
Thank
you.
Any
other
trailer
comments.
I
I
have
about
15
portions
and
I,
tend
to
intentionally
I'm
going
to
ask
you
all
15
on
you,
because
the
county
executive
is
here
now
if
he
wasn't
yeah
funny,
let
you
go,
but
since
you
see
it,
I'm
holed
up
the
meet
number.
One
saying
that,
on
a
serious
note,
I,
certainly
congratulate
you
I'm
a
little
saddened
to
see
my
buddy
go,
but
since
people
move
on
in
life
and
do
things,
we
help
the
homeless
a
year
pass
a
retirement,
and
we
certainly
congratulate
her.
And
certainly
you
have
some
shoes
to
fill.
I
I
I
seem
to
be
probably
one
of
the
few
fielders
that
actually
get
calls
from
this
constituent,
whether
it's
true
or
false,
something
about
the
county
jail
and
we
affarin
had
the
opportunity
to
have
quick
response
from
our
warden,
and
we
certainly
don't
expect
anything
less
than
that
and,
as
my
colleagues
indicated,
we
can
be
able
assistance.
Please
did
not
to
hope
that
you.
J
J
A
K
While
we
were
interviewing
LC-
yes
him,
we
did
this
with
every
candidate
as
if
for
a
the
line
item
up
all
the
employees
that
he
would
be
moving
citizens.
There
are
a
number
of
different
people
within
the
organization
that,
with
that
would
move.
Obviously,
the
board
moves.
You
have
a
captain
moving
had
a
couple
of
requirements,
so
so
we
also
has
that
of
the
other
person
as
well.
It
was
like
four
candidates:
Kathy
Kelsey
said
that
he
would
move
his
deputy
born
for
Mike
Kelly.
Oh
yes,
Kathy
Kelly,
who
you
know
this?
K
Is
that
important
and
he
was
selected.
He
said
Kathy
house
so
before
we
asked
Mike
to
come
today,
so
captain
Kelly
is
here
and
he's
going
to
be
that
the
Stephanie
Norton
is
open
feel
and
by
the
way,
both
of
these
two
two
gentlemen.
Over
Jeremy's
time
they
worked
with
Jerry.
She
moved
through
the
system
eyes.
She
was
named
a
lieutenant
and
so
I
didn't
work
with
him
as
she
moved
in
the
Academy
single
depending
so
she'd
work
with
them
until
week.
So
it's
a
wash
for
the
county,
but
I
think
we
we
day.
L
A
You
know
we
give
out
certificates
and
a
lot
of
times.
You
know
we
do
it
as
a
matter
of
community
people
to
do
work
in
the
community.
We
recognize
individuals,
but
the
words
usually
don't
sometimes
carry
the
meaning
of
them,
so
our
certificate,
today's
for
recognition,
so
warden
Geraldine,
Cohen
upon
the
retirement,
extending
your
thanks
for
many
years
of
dedicated
service,
but
I
think
to
a
lot
of
us
here.
It
means
a
little
bit
more
than
just
their
normal
retirement.
A
H
J
Priority
litigation
that
we
were
involved
in
I
am
pleased
to
report
that,
as
we
approach,
the
midpoint
of
2018,
things
are
very
positive.
Manta
County
government
is
on
solid
financial
ground,
with
its
Moody's
Double
A
and
Standard
&
Poor's
at
doubleday
bond
rate,
by
the
way,
with
a
positive
outlook.
This
places
us
among
the
top
rating
Fatiha.
J
This
achievement
is
attributed
to
our
consistent
conservative
financial
practices
and
our
efforts
to
broaden
and
diversify
the
local
economy.
Both
agencies
upgraded
our
economic
outlook,
the
reason
that
I
am
starting
a
bed,
it's
good
to
have
substantiation
from
a
from
neutral
bodies
and
of
course
they
are
the
gold
standard.
As
far
as
finances
are
concerned,
because
of
our
strong
bond
rating
and
low
debt
ratio,
we
were
able
to
hit
help
finance
to
critical
economic
development
projects.
We
authorized
the
issuance
of
145
million
dollars
in
bonds
to
advance
the
stock
from
University
Gateway
project.
J
The
county
also
helped
finance
the
first
building
of
the
national
aviation
research
and
Technology
Park
another
critical
economic
development
effort.
Both
of
these
projects
will
be
completed.
This
September,
the
Stockton
project
itself,
is
quite
unique,
considering
the
fact
that
it
is
not
Stockton
County,
Community,
University
and
Stockton
State
University.
The
state
was
in
no
position
to
finance
this
the
reason
the
last
eight
years
the
state
has
been
downgraded
by
these
same
agencies.
Ten
times
Atlantic
City
was
in
no
position
to
frighten
and
Stockton
itself
was
a
known
position
to
finance
it.
J
Considering
the
fact
that
money
was
tied
up
at
the
old
showboat
property
we
stepped
in
the
play,
this
will
be
a
shot
in
the
arm
for
not
just
the
city
of
Atlantic
City,
but
for
the
whole
county,
especially
for
the
downbeat
area.
Right
now,
there's
such
an
incredible
amount
of
activity
that
the
rate
of
old
apartment
are
going
up,
beautiful,
see
a
bright
future.
J
With
this
assistance
we
have
established
and
designated
an
aviation
history
incorporates
the
Atlantic
City
International
Airport,
the
FAA
Tech
Center,
and
the
national
aviation
research
and
Technology
Park,
as
well
as
a
one-mile
area
from
their
outermost
boundaries.
The
aviation
district
is
also
within
a
federally
designated
opportunity
zone
which
encourages
new
investment,
there's
also
an
aggressive
effort
underway
to
create
a
Garden
State
growth
in
the
aviation
district.
J
Most
of
you
will
remember
that
the
former
governor
vetoed
this
the
last
minute,
this
bipartisan
effort
or
whatever
the
reasons
were
his
explanation,
of
course,
a
little
short,
but
you
can
judge
that
for
yourself.
However,
we're
confident
that
governor
Murphy
will
recognize
the
importance
of
this
and
get
behind
in
the
new
legislation.
Having
a
competitive
incentive
program
will
significantly
improve
Advanta
county's
ability
to
attract
new
aviation
related
businesses.
These
businesses
include
air
cargo
handling,
as
well
as
aircraft
maintenance
to
be
fair
operations
and
I
would
be
remiss
if
I
didn't
say.
J
J
The
development
of
offshore
wind
energy
will
offer
our
area
new
economic
opportunities.
The
state
designated
before
stood
headquartered
in
Denmark
as
a
developer
of
an
offshore
wind
for
the
county
through
the
a
CEA
is
providing
or
said
assistance
and
finding
suitable
location
of
an
account
accommodate
its
assembly
and
maintenance.
Operational
needs.
Oersted
recently
opened
its
administrative
offices
on
mana
County
in
Atlantic
City
by
the
way,
and
this
initiative
is
expected
to
create
approximately
thousands
of
jobs
during
its
construction
phrase
and
another
100
permanent
jobs.
This
is
really
a
wonderful
undertaking.
J
The
Garden
State
all
that
more
significantly,
both
hard
rock,
be
an
ocean
resort
to
seeing
a
wolf
in
this
summer
of
creating
5000
jobs.
The
approval
with
sports
betting
is
expected
to
further
strengthen
the
landing
city's
casino
industry
and
add
even
more
jobs.
So
it's
a
pretty
rosy
future
at
this
present
time.
Hopefully,
everything
holds
together
because
we've
certainly
done
our
part
here
in
the
county.
As
you
can
see,
despite
a
decade
of
significant
economic
challenges,
Atlanta
County
government
remains
in
good
shape
and
the
years
ahead,
the
wall
from
war
opportunity.
J
The
amount
to
be
raised
by
taxation
is
154
million,
almost
two
hundred
and
fifty-five
million
a
decrease
of
one
point:
six
five
percent
compared
to
2017,
and
also
during
these
hard
times
that
we've
had
between
the
years
2010
2018
the
amount
raised
by
taxation,
which
is
what
were
really
concerned
with
not
the
rest
of
that
budget,
which
a
lot
of
things
on
there
that
we
have
no
control
over
the
portion
of
the
budget
that
we
control
as
average
one
point
six
32
percent
and
that's
pretty
year.
That's
something
that
it's
kind
of
a
yo.
J
My
stairs
like
say
how
hard
I've
worked
on
the
budget,
but
we'll
say
the
hard
work
that
went
into
it,
a
terrific
team
that
we
have
here
in
the
county
that
we
should
be
so
very
proud
of
that
by
jury
del
Rosso
in
Vienna,
a
talent
and
Bonnyman
downward
body.
It's
Jeff
here,
Jeff
Monroe.
Thank
you
very,
very
much
for
your
hard
work.
Yeah
when
I
was
surprised
when
it
came
in
the
way,
by
the
way,
I'm
surprised
every.
J
The
2018
budget
includes
refunds
of
over
8
million
dollars,
of
which
most
goes
to
nomadic
City.
Today
we
have
refunded
over
65
million
dollars
to
Atlantic
City,
largely
due
to
its
over
assessment
of
casino
properties,
which
mostly
occurred
with
the
state
oversight,
which
is
something
people
don't
realize
gee.
What's
going
on
in
Atlantic
City,
you
can
ask
the
same
thing.
J
What's
going
on
the
state
of
New
Jersey,
the
state
does
not
did
not
take
over
Atlantic
City
the
way
they
advertise
that
they
did
two
years
ago,
they've
been
in
the
financial
office
since
2010,
every
single
transaction
was
okayed
by
the
state
of
New
Jersey.
So,
if
there
is,
blame
would
certainly
be
shared.
J
We
also
continue
to
support
many
of
our
municipalities
through
shared
service
programs
such
as
purchasing
cooperatives,
police
and
fire
training,
record
retention,
emergency
communications,
grass,
cutting
snow
plowing
equipment
when
the
emergency
command
center,
vehicle
usage,
hazardous
material
response
and
animal
control.
Most
recently,
we
were
able
to
help
Atlantic
City's.
The
county
is
saving
the
city,
approximately
a
million
dollars
or
3.85
cents
per
hundred.
We
know
that
because
that's
what,
if
any,
is
Atlantic
City's
budget,
which
is
a
substantial
amount,
that
the
county
is
saving
the
city,
you
stop
and
consider
three
cents.
J
We
provide
cognitive
meals
and
home,
delivered
meals,
see'em,
disabled
transportation,
snow
removal,
health,
education,
community,
public
health
services,
and
we
are
planning
on
how
the
Atlantic
City
out
even
more
so
because
that
is
part
of
the
pilot
settlement,
and
we
don't
mind
doing
we
wish
to
do,
and
we
welcome
the
opportunity
to
do
so.
In
conclusion,
we
are
in
good
financial
shape,
thanks
to
the
continued
efforts
of
a
great
financial
team
and
the
active
cooperation
of
this
paperwork.
J
J
We
get
calls
every
day
from
freeholders
that
are
part
of
working
group
and
the
we
never
get
a
gotcha
question.
It
always
is
saying:
can
you
inform
us
and
we'd
like
to
find
out
how
does
this
work?
This
doesn't
sit
right
and
we
welcome
there.
I
taught
school
for
20
some
time
when
we
used
to
have
something
called
open
house
and.
J
J
You
know
you
have
six
periods
here
since
groups
of
parents
coming
in,
but
there's
kids
schedule
and
you're
going
through
the
same
thing
over
and
over,
instead
of
going
in
the
auditorium,
get
that
done,
it
doesn't
eat
and
I
left
other
parents
if
I
can't
justify
what
I'm
doing
in
the
classroom.
I
shouldn't
be
doing
so
any
questions
you
have
asked
and
I
did
that
every
single
year,
by
the
way
they
explained
and
I,
appreciated
that,
but
you
need
the
parents,
cooperation
for
the
children
to
be
successful.
Just
like
we
need
the
taxpayers.
J
This
is
cooperation
for
our
government
to
be
successful.
So
if
we'd
always
keep
up
the
good
work,
I
really
appreciate
a
lot
of
the
board's
throughout
this
state
are
not
bipartisan.
This
one
is,
it's
helpful,
we're
in
good
financial
shape,
thanks
to
the
continued
efforts
of
a
great
financing
team
and
the
active
cooperation,
this
reorder
board.
That
does
not
mean
that
we
can
sit
back
and
relax.
J
On
the
contrary,
it
means
that
we
must
continue
to
make
through
and
keep
our
debt
low
by
the
way
people
did
I
expect
you
to
continue
to
call,
even
though
most
of
the
time
my
answer
is
no,
but
if
somebody's
kind
of
say
no
and
they
can
go
back
to
constituency
and
blame
me
and
I-
don't
mind
but
we're
in
the
position.
We
are
because
we
have
said
now
and
for
these
projects
for
us
to
be
able
to
come
up
with
this
kind
of
money
without
making
a
dent.
J
No,
we
talked
about
our
debt
low
debt.
I
know
this
sounds
one
half
of
one
percent
of
our
equalised.
He
was
now
that's
something
that
we
all
can
be
proud
of.
It
it'll
help
us
to
be
in
the
position
we
are
in
publicly
so
we'll
have
to
emit
the
county's
financing
in
state
university
because
we
can
that's
why.
Why
is
the
county
coming
in
to
diversify?
Isn't
the
other
things
at
this
state
government
yep
we're
doing
it
cause
we
can't
and
by
the
way?
J
I
First
of
all,
county
executive
level,
as
I
say
it
a
couple
weeks
ago.
You
know
I
fought
you
tooth
and
nail
on
that
policy
and
made
it
very
clear
that
you
thought
different
challenge
to
get
a
thirteen
point.
Five
and
I
tell
you
why,
regarding
that
pilot
bill,
but
the
menapii
are
one
that
most
the
administration,
but
our
question
congratulate
you
for
your
willingness
and
continue
the
fight
on
behalf
of
the
might
encounter,
but
may
not
agree
how
you
got
it.
I
The
fact
that
I'm
at
it
is
that
you
got
there
and
you
fought
you
didn't
give
it.
You
know
you
didn't
do
it
by
yourself.
So
the
fact
of
the
matter
is:
is
that
I
think
your
willingness
to
stand
up
for
the
folks
in
the
Atlantic,
County,
Center
Rock,
the
difference
between
you
and
I
is:
is
that
actually
we
got
a
lot
more
in
common
in
them
against
each
other?
We.
I
A
person
and
from
the
door
we
argue
this
problem
until
what
was
right.
What
was
wrong?
We
believe
the
guilt,
the
point
that
I
believed
in
my
point,
you
could
prevail
and
congestion
to
Jerry
in
your
legal
team
and
I.
Think
that
you
know
people
to
stop
clock
is
Right
twice
a
day
and
you
certainly
do
you
do
for
a
willingness
think
up
for
the
other
21
towns
in
this
county,
and
that
says
a
lot
because
most
folks
would
have
packed
up
through
in
the
top.
I
That
argued
assessments
were
too
high
at
the
time
they
still
collected
the
money.
However,
when
it
was
time
to
take
back,
there
was
some
missions
about
that.
But
what's
my
my
point
is
Danny
I
want
to
congratulate
you
publicly
for
what
you've
done,
what
you've
been
doing
on
behalf
of
the
residents
of
Atlantic
County
and,
of
course,
we
won't
still
agree
to
disagree.
All.
J
Right,
oh
so,
and
we
don't
have
to
be
disagree
if
I
may
just
correction
in
there,
we
did
stand
up
a
challenge
there.
In
fact,
we
went
to
the
court
and
in
Trenton
judge
smart
small,
small
judges
of
all.
He
told
us.
We
had
no
standing
out-of-court,
so
we
did
challenge
this
from
the
beginning,
the
assessment
of
those
properties
which
may
have
avoided
what
occurred
right
here
and
not,
incidentally,
but
very
significantly
we
did
fight,
because
we
believe
that
the
Atlantic
City
budget
was
balanced
on
the
other
22,
which
wasn't
fair.
J
K
I
I
J
J
A
C
Jerry
our
little
apartment
and
our
financial
team
were
there
important
for
County
Council
said
that
you
spoke
passionately
about
what
was
fair
as
a
schoolteacher,
don't
like
to
use
that
word.
But
what
was
fair
for
the
taxpayers,
Atlanta
County
and
your
reference
site,
I,
think
probably
other
shooting
factor
to
this
agreement
is
someone
that
was
reached
so
I
do
want
to
thank
you
for
not
just
on
you
know,
talk
to
the
talk
but
actually
walk
along
Vietnam
today
know
looking
up
for
all
this
I
think.
J
O
The
budget
committee-
thank
you
for
for
this.
We
were
very
diligent
in
wanting
to
represent
a
budget
with
with
no
tax
increases,
and
your
passionate
efforts,
as
300
basis
mentioned,
is
what
our
second
wing
getting
us
there,
and
we
very
much
are
appreciative
of
everything
that
you
have
done.
We
know
that
our
residents
here
in
Atlantic
County
cannot
15
anymore
increases.
O
So
for
us
to
be
able
to
stay
at
a
zero
tax
increase
is
incredible
and
again
that's
that's
largely
to
your
hard
work
and
to
all
of
our
our
budget
committee
members
that
were
mentioned
and
all
of
the
work
that
you
all
do,
and
we
appreciate
you
keeping
us
informed,
giving
us
the
education
that
we
need
to
be
able
to
go
back
and
deliver
the
information
to
our
constituency.
So
thank
you.
You're.
J
I
A
That's
I
think
you
know
the
fact
that
we
have
a
conversation
that
we
committed
to
the
idea.
We
supported
that
all
I
did
for
the
public,
don't
know
what
this
is.
This
is
sort
of.
Like
you
know,
a
band
would
go
out
not
dissimilar
from
a
mammogram
band
out
into
the
communities
where
people
who
are
suffering
with
opioid
addiction
could
feel
comfortable
to
not
be
worried
about
being
surveilled
or
interdicted,
but
actually
get
treatment,
guidance
and
help
correct.
So
we
all
agree
with
that.
A
But
I
think
what
would
have
to
happen
would
be
that
there
would
have
to
be
a
request
for
the
purchase
officially
to
the
administration,
and
then
we
all
we
do
is
authorize
funds.
We
cannot
guarantee
a
payment,
we
can
authorize
it
and
then
the
administration
would
have
to
work
and
I
think
that's
would
be
sure
it
would
have
to
do
too.
I
K
Question
anything
officially
too
much
when
I,
when
I
spoke
with
Wendy
sharp
the
tusky,
my
understanding
they
have
available,
they
had
the
driver
already
and
they
have
the
donation
of
the
narcan
that
that's
required,
so
I
think
they're
covered
for
the
2018
I
think
you
know
going
forward
if
they
this
were
to
expand.
They're
gonna
have
to
do
something
with
us.
You
know
during
the
budget
season
for
the
heads
up
right
now.
My
conversation
with
the
with
the
undersheriff
to
tusky
their
coverage.
P
P
My
cherry
question
going
back,
though
I
understand
what
the
administrator
was
saying
as
far
as
the
formal
request,
but
I
would
also
say
that
my
recollection
of
those
events
is
closer
to
free
over
core
sees
that
there
was
a
statement
that
one
way
or
another
in
the
budget.
The
monies
would
be
available.
So
just
asking,
since
this
is
the
time
to
do
the
introduction
before
we
would
go
through
an
amendment.
Perhaps
then
we're
paying
more
money
to
having
done
it.
Just
to
perhaps
ascertain
from
the
administrator
you
know
are
there.
A
Recollection
Creed
is
very
accurate.
What
we
decided
here
I
think,
was
voice.
We
voiced
our
you
know
our
willingness
and
promised
that
we
would
get
the
money
I.
Just
don't
think
that
40,000
against
158
million
rises
to
the
level
of
having
to
change
the
budget
per
se,
because
we
have
discretionary
spending
in
different
areas.
But
if
it
does,
that
process
will
be
meted
out.
Once
there's
an
official
request
for
the
influx
and.
P
P
I
bet
I
didn't
say
you
said
that
you
might
night
that
was
I
was
a
characterization
that
I
presented
I
also
moved
away
from,
but
just
that
just
in
asking
the
administrator,
you
know
of
his
confidence
that
that
would
be
available
for
whatever
the
final
request
may
come
that
it's
there
somewhere
at
least
the
we're
all
aware
of
that
I
would
agree.
We
shouldn't
have
to
amend
the
budget
for
$40,000.
I
would
agree
with
that
too,
but
just
it
since
everyone
had
been
so
strongly
on
board.
With
that
again,
it's
the
introduction,
that's
the
time.
M
Q
A
A
I

O

A
K

R
D
R
M
D
R
That's
over
80%
it's
over
the
cola
for
the
year
this
year
the
cola
is
2.5
percent,
so
between
2.5
percent
and
4
percent
was
the
141
for
6
million
dollars
that
were
using
as
a
cap.
Think.
So,
if
me-
and
you
never
do
this,
but
if
we
needed
to
do
this
in
the
future
here
we
would
be
allowed
to
use
that
1
point.
1
million
dollars
to
exceed
the
cap
statute
requirement
rate
for
the
current
year.
So.
I
I
B
D
M
D
Roll
bet
it
14.
Oh
yes,
horsey
overeating;
yes,
Dave,
Fitzpatrick,
cats,
cat,
oh
yes,
Risley,
yes,
and
for
me
yes,
two
to
three.
We
know
competitive
contract
with
america
works
of
new
jersey
me
to
act
as
a
one-stop
mount
greater
will
be
half
in
the
ladee
County
Workforce
Development
Board
amount
not
exceed
70
1865
dollars.
Okay,.
A
A
Usually,
in
my
experience,
what
happens
is
flood
maps
change
and
as
they
change,
properties
are
identified
by
line
of
them,
which
is
one
hundred
fifty-three
thousand
around
us,
and
when
we
see
one
that
hits
in
that
flood
plain,
then
we're
compelled
to
get
insurance.
But
that's
my
layman
answer
so
Jerry
can't.
N
The
way
you
explained
to
mr.
chairman
is
basically
yeah.
We
look
at
flood
maps
and
specific
areas
designated
in
a
in
a
flood
zone
where
we
feel
we
have
the
need
and
the
risk
is
high
enough.
We
go
out
into
the
market
and
get
that
and
one
of
the
reasons
we
do.
That
is
because,
if
there's
a
claim
with
Maine-
and
you
have
a
storm
that
causes
damage,
there's
an
automatic
deductible
under
the
for
the
theme
of
statutes
up
to
the
amount
you
could
have
purchased
insurance.
N
A
So
so
county
in
here,
here's
what
we
have
I
think
we
have
what
we
have
51
buildings.
Somebody
tell
me
45,
45,
okay,
we
got
rid
of
sign.
We
have
45
buildings,
those
buildings
are
all
insured
at
four.
You
know
multi-peril
storm.
You
know,
fire
bet
all
that
acts
of
destruction,
but
not
everyone
has
a
is
in
a
flood
zone,
but
then,
when
the
FEMA
changes
their
Maps,
they
put
us
in
a
foot
and
thing
like
you
know:
the
maps
changed
in
Lynnwood.
They
changed
the
better
heights,
they
change.
A
Since
13,
it's
been
a
nightmare,
so
this
particular
property
now
is
in
the
flood
zone
where
it
may
not
have
been
years
ago.
Okay,
and
that
is
why
we
thought
it'd-
be
a
good
decision
to
purchase
the
insurance,
because
if
we
didn't
purchase
the
insurance,
then
the
deductible
would
have
been
on
the
general
insurance
which
we
do
have
would
be
the
amount
that
it
would
cost
us
to
have
this
thing.
In
short,
so
we're
we're
saving
the
deductible
and
we
are
insuring.
O
N
May
be
true:
I
have
to
go
back
to
that
actually
check.
Okay,
there
there
are.
There
are
properties,
we
very
different
zones.
When
you're
in
what's
called
a
flood
hazard
zone,
there
are
sub
limits
on
the
insurance.
We
do
have
blanket
insurance.
We
have.
We
have
property
insurance,
but
there
are
supplements,
depending
on,
if
you're,
in
a
higher
risk
area,
the
limits
that
you
can
get
are
lower
and
your
self-insured
intention
is
much
higher
and
there
is
a
specific
provisions
under
that
assurance
that
your
your
ability
to
collect
for
people
were
to
collect,
provide
insurance.
N
They
charge
you
the
amount
if
you
could
insure
under
this
type
of
flood
insurance.
That's
why
we
get
that
right.
Otherwise,
we
would
have
said
if
we
had
significant
damage
to
that
property
instead
of
paying
out
the
premium
to
purchase
this
insurance
of
seventeen
hundred
twenty
dollars.
If
there's
three
hundred
thousand
dollars
worth
of
damage,
we
might
not
be
covered
for
that
under
our
blanket
policy,
and
we
would
have
to
front
all
of
that
money
in
water
to
repair
the
damage.

it
is
well

which
we'll
talk

talking
about

We

Cameron
back
in
April,
I
think
about
the
27th,
the
last
of
our
four
chillers
existing
tillers
could
that
be
fixed
compliant
parts.
Temperatures
rose
up
near
80
degrees
and
have
you
actually
a
little
high
in
some
areas?
So
we
had
look
like
that.
They
put
out
the

this

already
in

You
this
is
the
replace
one
of
the
firm's.
That's
an
ongoing
maintenance
thing,
every
three
to
five
years,
where
the
dirt
starts
to
come
down
from
the
tens
of
thousands
bowls
every
every
week,
the
winter
work.
This
is
going
to
put
compact
more
dirt.
Every
two
feet:
they're
going
to
come
back,
it
put
maddening
in
there
you're
gonna
I,
to
see
that
we
have
marker
Henry
there
at
the
site
right
now
that
he's
doing
work
on
several
of
the
other
bumps.
S
Also,
they
suggested
putting
stone
because
that
particular
range
it
was
done.
It
was
completed
about
three
or
four
years
ago.
The
stone
is
something
and
it's
becoming
buddy,
so
this
is
including
7,500
square
feet
of
crushed
stone
taken,
after
which
the
stone
is
there
and
put
them
stove
and
maintain
the
bar.
K
A
K
They
will
yes,
they
will.
Yes,
what
happened
was.
Is
the
leash
used
the
existing
range,
which
is
the
one
that's
being
renovated,
use
the
existing
waiting
room,
I've
arranged
for
Donna
late
Monday
through
Friday
public
center
on
Saturday
and
Sunday?
We
converted
the
party
range.
Two
additional
firing
ranges.
So
is
there
still
an
archery
range?
No,
we
illuminate.
K
A
K
I
My
point
is:
we
got
enough
gravel
open
the
county
yard
that
we
can
do
that,
probably
with
and
enough
stone
up
it
that
is
awful
high
to
bring
in
Phil
and
to
bring
in
stones.
While
we
go
read
in
the
city
or
in
the
county
yard
and
take
home
grab
over
there-
that's
just
dirt
in
house,
but
to
pay
two
hundred
thousand
outs.
One
additional
contract,
Jenna
I
didn't
want
justify.
S
That's
what's
going
down
on
the
range
itself,
75
on
a
square
feet,
send
me
into
a
deep
and
people,
pleaser
have
to
shoot
their
standing
in
money,
so
they
have
to
come
in
with
backhoes
front-end
loaders,
which
they're
already
one
sight
from
the
work
that
they're
doing
they
just
completed
the
rest
of
the
work,
so
the
equipment's
there.
We
would
have
tried
to
put
this
out
in
a
minute.

Thank
You
mr.
chairman
I,
think
Dion
personally
should
pretty
much
speaks
for
itself.
All
the
underlying
I
guess
because
of
this
is
that
the
fact
abated
the
county
hasn't
received
any
financing
from
this.
The
speed
that
the
state
has
collected
since
2008
and
it's
a
it's
a
federal
law,
the
FCC
itself
in
New
Jersey
report,
the
FCC's
car,
not
majors,
has
been
the
worst
offender
in
diverting
there's
91
150
that
we
all
pay
on
our
cellphone
bills,
I.
C
Suppose
we
going
to
county
and
municipal
9-1-1
services,
it's
money
that
can
be
used
for
our
radio
tower
that
control
for
our
first
responders.
We
just
voted
upon
approving
the
least
we
know
last
meeting
that
may
or
may
not
be
subject
to
this-
be
distaste
I've
heard
of
this
money
since
2008.
So
do
you
know
that
you
know?
Do
you
have
a
report
on
how
much
money
that
is?
That's
it's
been
about
1.3
billion
dollars,
the
state's
collected
they
take
in
about
120
million
dollars.
A
D
A
T
T
O
A
A
A
I
A
A
K
A
A
There
thing
in
trying
to
be
efficient,
the
county
puts
our
Board
of
Elections
of
officers
and
secretaries
in
one
section.
Contractors
were
called
to
have
this
thing
finished
last
year
because
of
the
way
state
law
allows
contracts
to
be
approved.
The
contracts
had
to
be
thrown
out
not
once
but
two
or
three
times
and
they've
been
much
delayed
on
finishing
that
area.
We've
looked
at
it,
some
pictures
of
it,
but
in
no
time
was
there
a
formal
request
made
of
the
county
to
facilities
since
until
yesterday
to
actually
do
the
repair.
A
So
the
request
came
in
yesterday
and
we
acted
yesterday.
That's
how
fast
we
did
and
what
we're
talking
about
here
is
a
moisture
problem.
Somebody
one
of
our
contractors
sold
this
floor
product
which
is
bamboo,
which
is
great
and
is
something
done
in
the
house,
but
probably
not
good.
When
you
have
5000
foot
today
as
it
breaks
down,
because
it
really
is
grass,
so
it
just
looks
worse
than
it
is
it's
going
to
be
addressed.
It
is
being
addressed
as
we
speak.
To
answer
your
question.
Okay,
all
right
anything
else
had
written
communications.
A
P
Thank
You
mr.
chairman
I,
just
wanted
to
briefly
report
the
compliment.
Pretty
little
grizzly
came
to
the
governor's
throat
with
Society's
annual
dinner
last
Thursday
and
variations
presentation
on
the
county
government
and
his
public
service
career.
We
have
them
in
part
because
of
this
help
in
the
past
when
when
they
were
getting
the
risen
school,
which
we
didn't
think
was
related
as
it
turns
out,
but
now
maybe
very
distantly
related,
but
we're
not
going
to
be
able
to
exit
and
agonal
grizzly
to
do
it.
P
Ancestry.Com
search
so
we'll
have
to
just
try
to
figure
that
the
usual
way-
and
it
was
another
presentation
that
some
of
Daniel
release
again
very
distant
if
any
relation
there,
and
that
was
not
known
at
the
time
ago.
A
further
discussion
of
my
plan,
some
less
successful
I,
think
was
safe,
even
attack
activities,
and
there
was
also
some
discussion
with
some
people
from
Hamilton
on
some
historic
stuff.
As
it
turned
out,
a
lot
of
societies
come
and
work
together,
so
I'll
probably
be
trying
to
coordinate
with
for
the
Gado
3-1
grizzly
real
to
Bennett.
P
Looked
at
I
know
we
start
with
about
bringing
something
but
aboard
that
may
be
of
some
interest
of
a
train
accident
from
the
1880s.
It's
a
15-minute
film,
then
they're
trying
to
get
a
grant
to
give
that
fully
funded.
So
that
may
be
a
interesting
thing
from
meeting
the
Woolworths
understand.
Mr.
Chandler
trying
to
work
that
out
is
down.
O
P
O
A
I'm,
a
little
bit
of
an
amateur
shop
jersey
historian.
In
Mullica
there
was
a
town.
There
was
a
munitions
plant
built
called
amytal
in
1918
there
used
to
support
World
War
one
six
thousand
people
moved
into
town
in
one
year
and
then
just
as
fast
it
disappeared.
That's
the
Belleville
story.
That's
a
match!
Bellco
go
it's
a
pretty
amazing
story.
Same.
A
M
I
I
did
not
raise
this
issue
and
perhaps
our
Chairman,
through
you,
through
our
solicitor
at
the
next
freeholder
meeting,
I'd
like
to
have
a
resolution
denouncing
the
remarks
made
by
the
students
of
mainland
Regional
High
School
to
a
young
lady
from
Apps
Academy
that
was
over
at
I,
believe
it
was
late
Lenape
when
she
got
back
when
a
jig
need
to
go
over
to
the
other
side
and
the
remarks
it's
unacceptable.
I,
don't
know
what
the
school
have
done.
Anything
according
to
the
news
that
they
handled
it.
To
what
extent
we
don't
know.
I
And
holy
Smith
high
school,
but
there
was
a
basketball
tournament
going
on
between
the
Atlantic,
City
and
Holy
Spirit,
and
they
allowed
the
students
to
wear
a
monkey
and
a
banana
uniform
outfit
at
the
game.
This
board
announced
it.
We
as
a
governing
body
in
this
day
and
time
in
2018,
will
still
sitting
there,
calling
people
to
Edwards
unacceptable
and
for
these
young
men
and
the
school
says
they
are
not
allowed
to
participate
and
the
next
two
crew
would
be
do
okay.
I
What
message
is
that
sending
additional?
Ladies
on
that
bus,
a
milli
ated
and
for
them
to
just
say
that
they
have
suspended
from
participating
in
the
next
two
row?
Crew?
It's
not
enough,
and
so
a
chairman
I
would
certainly
ask
through
you
that
I'll
solicit
a
prepare,
a
resolution,
putting
not
only
mainland
regional
high
school
unnoticed,
but
any
other
schools
in
this
district.
Even
in
the
period
it's
unacceptable
and
just
to
say,
you
suspend
students
for
two
activities.
It's
not
enough
that
young
lady.
She
had
to
feel
some
kind
of
way.
I
The
Oni
apparently
on
the
female
on
the
jitney.
These
guys
are
making
these
kind
of
comments
backs
up
against
the
water.
What
would
she
do?
That's
just
like
me
coming
and
I'm
the
only
one
on
the
bus,
they're
called
young,
a
bunch
of
name.
Is
it
right
now
you
might
think
it
don't.
You
got
to
be
very
careful
and
it's
a
sensitive
issue
here
in
2008
steam,
and
we
still
talking
about
like
we
at
1798
unacceptable.
The
fact
that
matters
is
this.
If
we
don't
say
enough
to
make
a
statement
who
will
unfortunate
for.
I
Know
that
plays
a
game.
You
know
what
they
gonna
say
the
next
time
around.
It
might
have
been
two
guys
this
time.
What
what
do
we
know?
The
girls
are
saying
anyway,
so
I
would
ask
this
board
if
they
would
certainly
support
that
resolution
when
it
comes
back
to
this
point
and
that
we
need
to
send
a
message
loud
and
clear
to
all
the
schools
and
colleges
that
contact
is
happening
unacceptable.
We
will
not
stand
by
idly
and
not
see
anything
about.
The
other
thing
is
Truman
closing
on
that.
I
H
I
On
it's
like
you,
hide
them,
but
you
put
her
on
her
might
as
you
put
out
on
TV
and
nothing
from
the
school
other
than
that.
It's
been
handled.
I
didn't
hear
nothing
from
on
TV
regarding
the
principal,
the
superintendent
of
the
school
district,
nothing,
but
when
wholly
spending,
we
immediately
heard
for
the
principal
that
school
because
the
pressure
is
on-
and
this
is
not
allowed,
it
should
not
be
allowed
to
go
quite
and
I
know
that
they
went
to
the
n-double-a-cp
thanks
to
the
French,
the
being
embraced.
I
I
I
It's
not
fortunate
when
you
keep
trying
I
want
to
make
a
bracelet
CSUN,
bring
it
and
all
these
outside
entities.
What
else
you
gonna
throw
the
conclusion
team
out,
but
I
think
once
we
put
the
school
district
or
notice
whether
the
prosecutor's
office
are
involved
and
they're
not
afraid
so,
but
whether
they
are
not,
they
need
to
be
put
on
notice
too,
because
again,
another
form
of
bullying.
I
It
is
just
a
matter
of
time,
and
you
know
you
can't
help,
but
if
you
look
at
TV
the
other
day
and
this
young
kid
17
years
old
goes
into
another
school
and
killed
ten
innocent
people.
Do
you
don't
know?
Well,
you
don't
know
what
with
them.
It
only
takes
one
minute
for
somebody
to
stand,
and
again
we
always
got
to
be
mine
for
the
fact
we're
not
sacred
for
many
others,
we
all
I'm
always
looking
at
this
door.
No,
you
know
what
nuts
coming
in
here
up
on
the
mirror.
M
C
Of
them
about
hello,
mr.
Ferguson,
there
is
a
state
law,
I
mean
harassment,
intubation,
holding
Plus,
every
public
school
and
university.
The
state
of
New
Jersey,
Holy,
Spirit,
being
a
private
school
I
mean
they
should
be
helpful,
seem
saying
this,
but
there's
a
state
law
literacy.
So
picking
this
was
a
big
night.
Is
it
obvious
I'm
saying
so?
There
is
a
state
law
that
applies,
and
it's
on.
You
know
race
that
this
is
the
section
where
each
day
I
mean
it's
really
it's
a
long
paragraph.
C
C
Q
One
more
thing:
yes,
my
daughter
is
a
freshman
at
mainland
and
not
to
concern
you
one
more,
but
I
need
to
concern
you
all
more
because
what
she's
been
hearing
and
what
a
parent
who
was
on
a
band
trip
with
Belhaven
was
hearing
were
other
parents.
White
parents
saying
you
know
excusing
it
as
that
those
boys
weren't
singing
it
to
her.
So
I
think
the
resolution
really
needs
to
point
out
that
it
doesn't
matter
if
they
were
saying
it
to
her.
Q
They
should
not
have
been
saying
it
at
all
in
her
presence
to
anyone
remotely
around
her,
not
at
all
so
not
a
resolutions
or
I'm.
Sorry,
Proclamation,
whatever
the
correct
wording
is
that
they
shouldn't
have
been
saying
it
to
this
young
lady,
but
that
we
should
be
concerned
that
those
are
their
thoughts
and
that's
what
they're
saying
and
we
should
be
concerned
that
other
parents
are
trying
to
excuse
their
behavior
in
that
way.
So
I
would
recommend
and
plead
that
the
the
words
include
that
please
thank.
F
Yeah
I,
just
I,
could
talk
a
lot
about
I
know
you
good
job
about
different
subjects,
but
you
know
you'll
be
talking
about
they'll
be.
Can
we
take
God
out
of
school?
We
have
the
Ten
Commandments
displayed,
even
though
that's
the
faces
of
all
the
country
and
in
society.
We
wonder
why
we
have
all
these
issues.
We
wonder,
that's
all
I
hope.
My
my
thought
was
about
this
particular
budget
and
I
I.
Don't
think
we
can
be
stressed
enough.
F
F
This
is
why
we
have
a
double
a
long
way,
but
kind
of
executives
said
bond
ratings
articles
in
and
there
everything
first
and
last
year
we
went
from
a
negative
to
a
positive
as
well
so
this
county,
but
actually
has
done
really
remarkably
well
in
the
face
of
some
tremendous
financial
headwinds.
We've
had
here
and
it's
a
credit
to
way
the
county's
been
mad
at
our
administrators
to
them.
So
when
we
could
say
that
the
amount
to
be
raised
by
taxation
was
actually
lower
a
little
bit
lower
than
the
year
before,
I
sang
a
lot.
F
I
O
O
Jerry
to
you,
congratulations
and
four
days
off
by
now,
but
you
know
right
now
you
said
you're
going
to
be
back
in
a
volunteer
capacity
and
I
think
that's
amazing
that
you're
making
that
commitment,
but
take
some
time
and
enjoy
life
a
little
bit,
because
I
think
thank
you
for
your
service
to
our
County.
I
wanted
to
also
mention
Thursday
I
have
the
opportunity
to
attend
Stockton's,
successful
aging
festival
that
was
being
held
by
scotia,
and
they
really
did
an
incredible
job.
O
Putting
this
program
together,
offering
opportunity
for
older
and
aging
citizens
to
go
get
information
about
services
not
only
offered
by
US
economy,
but
state
and
various
other.
You
know
resources
that
are
out
there.
They
had
a
note
speakers.
I
was
there
to
mention
some
things
that
we
had
going
on
here
at
the
county
talked
about
our
budget
and
the
feedback
was
very
positive.
You
know,
generally,
our
citizens
are
very
engaged
in
what's
happening
and
felt
like
from
a
financial
perspective.
We
were
heading
in
the
right
direction.
O
There
was
some
very
clear
thoughts
articulated
about
the
Atlantic
and
library
system
and
making
sure
that
that
does
not
go
anywhere
because
our
you
know
our
older
population
relies
on
it
heavily
for
internet
access
books,
services
that
are
provided
there.
There
was
some
discussion
about
hours
of
operation.
O
They
would
like
to
potentially
see
address
and
then
the
other
kind
of
major
topic
that
came
up
was
the
airport,
and
you
know
what
are
we
going
to
do
to
promote
growth
and
opportunity
there
and
I'm
glad
that
the
county
executive
highlighted
that
in
his
budget
presentation,
because
I
don't
think
it's
getting
the
attention
that
it
deserves
everything
that
is
happening
to
attract
new
business
there?
A
new
aviation
related
industry.
O
So
it
was
a
very
good
discussion
and
again
our
citizens
are
engaged.
Sorry
I,
just
give
kudos
to
Stockton
on
that
festival
that
they
presented
and
then
finally,
last
night
a
CIT
gave
a
two-hour
presentation
to
the
greater
Egg
Harbor
Regional,
High,
School
District
and
with
regard
to
operation
finances
tuition.
O
The
big
question
it
was
lengthy:
it
was
I
felt
a
constructive
dialogue.
I
think
it
was
very
informative
on
both
sides
and
I.
Don't
think
it
was,
although
the
issues
that
are
out
there
but
I
think
it
was
a
good,
a
good
start
to
laying
the
groundwork
and
so
not
to
bring
up
some
of
the
things
that
I
think
they're
still
out
there,
but
I
just
wondered
I
know:
we've
kind
of
kicked
it
around
here.
Are
we
putting
that
a
CIT
topic
anywhere
in
a
committee.
O
I
Nintendo
and
yeah
I
never
knew
we
met,
we
talked
about,
the
South
has
been
open
and
dear
to
you.
You
got
any
greater
reach,
Brigade
I
mean
I,
don't
know
what
more
other
than
the
fact
that
Lenny,
a
CIT
offers
Lord
than
any
other
high
school
with
in
Atlantic,
County
and
so
I.
Think.
That's
why
people
starting
to
send
more
kids,
kids
got
team
and
I.
Think
if
you
look
at
the
greater
read,
bring
a
bar
I
think
the
numbers
from
417
between
oppressed,
absent,
Ganymede
creep.
O
A
A
Their
approach
is
something
like
about
sixty
percent
and
I
think
it's
a
great
option
for
those
families
send
their
children
to
places
that
have
the
gone
habitations
plate
to
a
CIT
instead
of
places
and
high
schools
that
don't
have
those
options
there
you
know,
so
we
can
debate
it.
As
you
said,
I
don't
want
to
debate
it.
I.
A
It
so
what
I
think
we
should
do
is
maybe
have
dr.
Gunther
come
here
and
we
could
get
the
questions
on
his
side
and
then
we
can
maybe
reach
out
to
the
school
districts
that
have
concern.
You
know
not
always
have
like
many
meetings.
What
was
last
night,
I
was
supposed
to
be
meeting
I
couldn't
do
had
a
personal
obligation,
but
at
the
end
of
the
study,
the
numbers
and
it's
a
good
deal
for
our
County
children,
a
CIT
I'm.
O
A
Agree
for
one
second
and
then
I
agree
and
that's
a
discussion.
We
should
have
with
dr.
Gunther
right
here:
choice.
There
is
right
now
there's
a
probably
of
a
shortage
of
1600
Auto
Body
fender
jobs
in
South
Jersey,
because
21
franchises
just
opened
up
so
I
mean
there's
something
we
could
discuss,
but
I
think
it
should
be
with
dr.
masters.
I
I
think
I
could
be
wrong.
I
thought
the
last
time
we
had
a
meeting,
we
had
dr.
Gump,
they
can
talk
about
positions
and
he
came
to
me
now
what
I
think
we
agreed
to
what
wasn't
going
to
do.
This
have
a
dog
and
pony
show
back
and
forth
with
the
school
districts
and
the
superintendent's
I
thought
that's
what
we
agreed
to.
But
if
you
start
bringing
in
company
you
got
to
bring
in
the
rest
of
them
either.
M
I
Other
I
think
we
most
of
us
would
agree.
A
CIT
offers
a
whole
lot
more
that
other
set
of
school
districts.
Do
that
often
what
we
agree
with
it
than
that
and
we
talked
about
dollar-wise,
because
those
that
will
swallow
those
kids
from
those
districts
in
a
snap
team
and
I
think
there's
been
an
issue
that
you
have
been
raised
in
a
long
time.
