the
Atlantic
County
portion
of
the
American
Red
Cross
in
our
fiscal
year
of
seventeen,
which
starts
on
July
1st
2016
running
through
June
30
at
the
2017.
Here
in
Atlantic
County,
we
responded
to
59
disasters,
including
home
fires,
flooding
and
severe
storms.
We
assisted
88
families
through
our
home
fires
campaign.
We
installed
672
free
smoke,
alarms
in
homes
that
were
in
high-risk,
vulnerable
areas.

collected
more
than
eight
thousand
eight
hundred
and
eighty
nine
units
of
blood
helping
us
to
save
up
to
three
lives
per
unit.

can't
do
the
math,
but
it's
a
lot
of
lies.
We
empowered
over
to
twenty
two
thousand
seven
hundred
and
nine
residents
with
life-saving
health
and
safety,
preparedness,
information
and
skills
through
training
like
CPR
and
AED
and
water
safety.
We
provide
a
two
hundred
and
twenty
military
family
case
services
with
emergency
services,
helping
military
families
find
assistance,
get
counseling
and
subsequent
referrals
we
had
four
hundred
and
forty-eight.

permits

cultural
resource
issues
that

not
anticipated
in

original
proposal,

extra
work
associated
with
that
there's
also
additional
soil
borings
that
we
needed,
and
there
was
redesigned
associated
with
the
utilities
that
when
we
got
into
design,
we
had
to
work
around
currently
at
that
bridge
location,
there's
overhead
wires
and
for
electric
and
there
are
under
under
the
water,
Verizon
conduits
that
had
to
be
avoided
during
the
design.

the
design
process,
we
evaluated
whether
or
not
the
use
of
barges
during
construction,
what's
the
best
way
to
go
or
to
construct
a
trestle
as
part
of
the
book
for
the
demolition
of
this
bridge,
and
then
the
replacement.
This
is
for
a
complete
placement
of
that
bridge.
The
determination
both
in
costs
may
lead
to
a
cost
was
to
use
utilize
a
trestle
because
it
enabled
us
to
work
in
all
of
the
conditions
that
would
be
in
water
restrictions.

shootings,

parkland

Hook
and
Columbine,
the
problem
was
we
mental
illness

want
to
bring
that
into

People
aren't
really
happy
from
what

lot

people
who've
been
talking
to
me.

happy
about
militarizing
schools,
teachers,
so
I've
been
talking
to
savings.

district
pays
for
these
officers,
but
there
are
employees
of
the
gallery
Township
police
department,
so
when
that
way
is
jordyn,
this
sort
of
shared
services
to
if
there's
something
happening
in
the
township,
they
could
pull
those
officers
at
any
time,
but
at
the
end,
the
day,
of
course,
it
said
they
turn
their
guns
in
and
they
go
home,
they're
civilians,
the
superintendent.
The
first
thing
we
said,
even
though
you
can't
put
a
price
on
a
life
of
the
child,
was
the
state
needs
to
step
off
baby.

80%
of
our
property
taxes
go
towards
the
school
system
so
moving
forward.

is
going
to
be
the
dialogue
you
state
needs
to
step
up.
This
is
older
than
two
percent
captive.

The
schools

hands

outside
of
the
capital.
There
were
a
lot
of
issues
that
need
to
be
addressed
and
it
should
be
addressed.

forward
and
again,
mental
health
is
a
major
participant
cause
of
a
lot
of
these
issues
in
school.

talk
to
anyone
and
in
law
enforcement.

Coast
Guard

qualified
marksman

assault
rifle

latter

which
I
carried
while
I
was

member
of
a
boarding
team
patrolling
the
Delaware
River.
So,
while
minimal
I
do
have
some
experience
with
guns
and
law
enforcement,
I
also
have
three
school-aged
children.
I
want
more
than
anything
for
them
to
be
safe
at
school.

I
completely
understand
the
inclination
to
take
immediate
substitutive
action
to
ensure
their
safety
I'm
sure,
not
the
only
parent
who
contemplates
home
schooling
and
bulletproof
backpacks
and
I
understand
the
appeal
of
installing
armed
officers
at
school.
My
talent,
high
school,
does
have
one
class
three
officer
above
the
middle,
and
elementary
schools
do
not,
and
initially
it
seemed,
but
an
obvious
solution
to
me
to
add
them
for
the
lower
grades.
Upon
further
research,
though
I
have
come
to
understand
that
it
isn't.
The
quick,
effective
fix
that
I
hoped
it
would
be.
Q
Columbine
was
the
first
mass
shooting
that
I
can
remember
and
Marjory
Stoneman
Douglas
was
the
most
recent
there.
Nearly
20
years
apart,
both
of
those
schools
had
armed
officers
and
in
neither
case
did
the
officer
prevent
the
shooting,
in
the
case
of
Columbine,
two
officers
shot
at
and
missed
one
of
the
killers
11
of
the
13
victims
were
still
alive
at
that
point
in
parkland
the
officer
did
not
enter
the
building
and
search
for
the
shooter.
Those
examples
from
two
of
the
deadliest
school
shootings
are
not
convincing
arguments
for
having
a
class
three
officer.

Another
important
consideration
is
what
it
looks
like
to
have
a
police
officer
in
schools
on
the
days
when
there
isn't
shooting,
which
is,
of
course,
almost
every
day
of
their
job
cops,
are
trained
to
use
force.
It
isn't
hard
to
imagine
that
a
cop
who
will
rarely
have
something
to
do
other
than
patrol
hallways
will
want
to
insert
themselves
in
situations
that
would
otherwise
been
dealt
with
by
teachers
and
administrators
who
are
trained
in
de-escalation.

Police
intervention
in
a
child
dispute
results
in
terrible
situations
that
blight
a
student's
record
and
cause
grief
for
all
involved,
including
witnesses
and
studies
show
that
students
with
disabilities
and
non-white
students
are
disproportionately
largely
disproportionately
more
likely
to
get
arrested
in
school
than
their
abled
and
white
classmates.
That's
not
something
to
ignore.
So
if
we're
talking
about
class
three
officers
in
schools
that
has
to
be
addressed,
that
sort
of
specific
training
should
be
addressed,
because
will
we
actually
be
putting
some
of
our
students
at
greater
risk
for
harm?

they're
finished
there
was
not
a
school
officer.
The
other
hard
thing
to
think
about
is
that
installing
officers
in
schools
doesn't
make
our
children
safe
once
they
need
school.
What
makes
them
safer
is
a
society
full
of
people
who
are
mentally
healthy
kind
and
looking
out
for
their
neighbor.
So
is
this
really
the
best
use
of
our
already
limited
school
resources
staff
in
our
schools,
with
more
specialists
like
social
workers,
psychiatrists
psychologists
and
counselors
would
be
truly
beneficial.
Neither
of
the
middle
school
nor
the
elementary
school
in
my
town
has
a
librarian.

the
funds
are
available,
they
would
be
better
spent
help
on
creating
more
positions
that
help
create
a
healthy
school
culture
to
create
more
people
that
don't
grow
up
and
harm.
Others
in
motion
again
I
understand
the
desperate
needs
to
feel
like
we
are
doing
something
immediate,
visible
and
effective.
That
will
help
parents
feel
safer,
but
I
really
hope
that
research
and
honest
reflection
will
go
into
the
consideration
of
having
class
three
officers
in
schools
where
one
is
an
already
present,
especially
if
it
will
take
away
resources
from
other
necessary
programs.

imagine
this
situation

building
with
a
big
crack
in
the
foundation

a
police
officer
is
sort
of
like
planting
a
bush
in
front
of
the
crack,

crack
is
still
there
and
possibly
getting
worse,

us
that
diverts
our
attention
and
makes
us
feel

systems
wanted

having
more
sociologists

psychiatrists

been
doing
that
all

with

budgets
that
they

have
612
school
districts
for
506
six
cities.

have

superintendents
than
three
states
around
us,
so
we
got
resources
to
take
care
of
some
of
these
things.

school
board
events
were
really
interested
in
right
now
in
the
euphoric
world
or
a
utopic
world
neighbors

care
about
each
other,
and
there
were
two
failures:

was

saying
take
it
away,

saying

there
was
some
money
that
is
supposed

understand

my
eye,
but
my
suggestion

if

is
this
money
to
be
had
to
staff
a
school
with
a
fast
rate
officer
that
perhaps
it
is
worth
the
discussion
of
instead
of
that
going
to
an
officer
that
it's
going
towards,
for
instance,
done
safety
curriculum.

lot
of
guns,
death

violence,

deaths

because

suicide
and
accidental
shooting

vital

about

reject
the

somebody

when
they
would
have
done
the
point

we
were
talking
about

kid

left
the
gun
outside
of
the
school,

kids

detectors
and
a
argument

we
don't
want
our
little
kids
going
through
a
metal
detector,
but
they
hired
three
guidance
counselors
to
what
extent,
what
were
they
going
to

came
here
with

gun.

even
detect
them
coming
in
they?

thought

was
no
way
to
do
it.
Nail
got
ripped,
that's
probably
the
best
thing
that
could
have
happened
to
the
district.

that
salary
with
those
three
and
they
started
at

minimum,

sixty
thousand
dollars
apiece
and
you
again
you
bring
in
your
class
threes.

give
a
class
in
terms
of
gun,
safety,
etc.
I
got
that,
but
you've
got
to
start
somewhere.
We
just
don't
want
to
be
the
one.
After
it
happens,
everybody
jumped
up
said
we
got
into
something.

Discussions,
it's
done
system
self
and
trained
officer
is
not
going
to
solve
the
societal
problem.

know
that
you
know.
We
know
that
there
has
to
be.
You
know,
sort
of
a
global
effort
in
your
school
district
or
wherever
to
like
train
people
against
bullying.

know
against
maybe
video
games
that
they
kill
five
hundred
times
before
they
go
to
bed
every
night.

real

their

and

the
fact

they

children
that
have
problems

sociologist
or
a
psychologist,

grandchild
was
shut

daycare
centers
for

she

not
dealing
with

jail
free
over
several

frankly,
we

help

These
kids,
these
kids
and
these
families
need
help
and
you're
only
just
just
putting
a
little
band-aid
on
this
isn't
going
to
work
with
the
Salt
Lake.
It's
a
comprehensive
problem.

macro
issues

board

be
receptive

things

forward
for
other

solve

health

looking

across

board

kindergarten
through
high
school
there's

lot
of
at-risk
youth
out
there,

honestly
it's
not
only
within
the
school
systems
or
within
any
place,
because
anyone
freeholder
of
course
yet
may
comment
that
someone
could
pop
up
here.

It's
not
just
schools
and
schools
are
actually
a
minority
when
it
comes
to
being
instances.
So
there's
it's
a
broader
conversation,
but
I
don't
disagree
with
the
class
reason.
They're
pretty
well
trained
in
the
SRO
program,
I

Think
I
put
the
feel-good
factor
completely
about
it.
I
think
they
need
more
training
as
well.
If
we're
going
to
put
them
in
there,
we
should
train
them
because

been
failures,

been
failures
in
the
public
health
side

been
in
law
enforcement
side.

people

got
to

look

best

entire

CIT
and
community
college,

are
the
only
three
schools
that

direct
jurisdiction

budgets
and
what

that

everybody
knows,
that
this
law,
that
was
it
was
enacted
two
years
ago
at
the
state
level
creating
the
class
three
officers.

are
not
creating
that.
We
are
just
merely
saying

exists

this

we
should
encourage
our
school
districts
to
think
about
using
the
resource

need

mental

issue.

a
contagion
that
I've
seen
personally
since

parklands

kids
making
threats
to
harm
others
in
the
school
and
having
to
be
brought

this

think
resolution
just
starts
the
conversation
that
needs

officer
in
Somers
Point,
and
this
officer
did
similar
what
you're
saying
he
did
a
lot
of
programs
with

youth
within
the
school

community
outreach
program,
he

approachable

the
type
of
officer
they
wanted
in
the
school
and
be
around
and
it
had
stopped
quite.

the
students
became
easy
like
to
go
to
him
to
say
this
person
is
saying
this
is
going
on
in
this
classroom.

that
so
there
is
a
lot
of
interaction
with
that
officer
within
the
school.

know
it
makes
that
student
a
little
bit
more
comfortable
to
about
somebody.
You
know
in
that
capacity,
so
that
was
working
well,
but
I
also
want
to
say,
as
part
of
the
mental
health
advisory
commission,
that
this
was
quite
extensively
spoken
about
as
well.

should
be
an
education
issue.
It's
huge
on
the
gun,
control,
the
gun
safety.

also
used.
Our
mental
health
people
are
not
going
out
for
help,
especially
not
understanding
how
the
mental
health
is
it.
It
already
employees

affecting
very
young
children
they're,
seeing
more
and
more
children
coming
in
for
help
for
families
coming
in
for
help
with
their
children,
so
they
are
coming
up
with
some
ideas
on
how
to
get
better
out
into
the
community.

you

let
people
know
between
technology
and
social
media.
What
is
out
there,
so
they
are
working
on.

worked
well
building
that
bridge
for
the
officers
in
the
township,
as
well
with
the
students
in
the
school,
so
you
go
outside

community

prevent
other
tragedies

in

school
as
well,
that
kind
of
gets
overlooked
and
the
mental
health.

obviously
I
agree.

percent,

guidance
counselors
now
are
required
to
go

teach
classes
to
get
to
know
the
students
better
just
waiting
for
students
to
come
to
them.

that

seat

is

only
increase
among
youth?

needs

they

to

people
act

of
the

worker
said

to
her

the
red

then
sober

Think
of
a
ring
of
silver,
the
school
colors?
Is
this
student
didn't
feel
he
was
part
of
that
inclusion?

was
a
part
of
that
hashtag,
so
she's
been
trying
to
educate
students
about
being
a
more
inclusive.

all
of
this
I
think
it'd
be
more
about
that
I
think
the
school
resource
officers
can
contribute
to
that
as
well,
but
that
positive
image
of
law
enforcement
or
someone
in
the
building.

partnership
with
real
report
upon

hope
one
recovery
vehicle
is
a
mobile
recovery
program.
So
what
it
does
is
it
actually
goes
out
to
the
communities
looking
at
the
most
high-risk
areas
and
high-risk
populations
and
bring
services
to
those
people.
It
addresses
mental
health,
opioid
heroin,
addiction
issues,
it
addresses
homelessness
and
a
multitude
of
other
different
things
and
what
it
is
is
it's
actually
a
mobile
unit
and
it
goes
out
and
it
puts
out
coffee
and
and
refreshments
trying
to
you
know,
give
people
a
reason
to
come
forward.

I've
already
had
pledges
from
Atlanta
care
that
they
will
help
us
with
some
of
the
recovery
and
clinicians
I
also
have
pleasures
from
recovery
for
Saline
County
for
recovery
specialists
as
well
so
manpower
and,
of
course
you
have
my
obligation
and
pledge
to
run
the
program
to
make
sure
that
the
services
are
available
during
the
time
and
need
to
make
sure
that
the
band
is
kept
up
and
put
out
there.
So
manpower
is
really
not
truly
the
issue
when
it
comes
to
this
program.
This
program
is
originated
in
Morris
County
by
Sheriff
Gannon.

second
program
in
the
state.
It
looks
like
we
will
hopefully
be
the
third
New
York
City
has
adopted
this
program
as
well

rolling
out
their
program
at
the
end
of
the
month,

kids
that

out
of

on

which

Last
week,
judge
Mendez
had
asked
for
any
settlement
conference
to
try
to
resolve
the
matter.
He
issued
an
order.
I
think
it
was
back
in
January
February,
but
he
wanted
before.
He
decided
the
case
for
some
supplemental
briefs
short
briefs
on
a
couple
of
points
that
he
wanted
some
more
information
about.
In
the
meantime,
he
tried
to
have
this
settlement
conference.
It's
part
of
his
order.
All
the
parties,
including
the
state,
were
directed
to
have
a
decision
maker
in
court.

liberty
and
prosperity
group
was
there
with
his
group.
Unfortunately,
the
state
still
doesn't
have
a
decision-maker
in
place.
We
are
told
the
key,
a
sipper
mr.
trying
to
set
up
meetings
with
Commissioner
Oliver,

is
the
person
who
is
going
to
oversees
now
the
Department
of
Community
Affairs
of
the
is
one
of
the
decision-makers
for
division
of
local
government
services
along
with
mr.
Cunningham.
None
of
those
people
were
present.
Apparently,
a
meeting
that
was
supposed
to
take
place
has
been
scheduled
three
times
the
last
cancelation

Wednesday.

know

things

but

likely

longer
than

I'm

any
event,
judgment
as
clearly
was
disappointed
that
we
were
not
able
to
have
a
meaningful
conference.

him

the
circumstances,

mr.
Rickey,
oh
and

said
Judge
it's
time
to
move
this
matter
forward,
we
need
a
decision,
good,
bad
or
or
indifferent.
We
needed
to
get
the
issue
decided.

him

fact

that's
the
narrow
issue
of
whether
this
pilot
is
constitutional,
not
whether
it's
good
legislation,
not
whether
it
has
a
good
purpose,
but

it
complies
with
the
mandates

state
constitution.

believe
that
it
does
not,
and
we
we
impress
that
upon
him.
The
county
executive
was
given
an
opportunity
at
my
urging
I
asked
the
judge
if
he
would
allow
the
executive
to
speak,
and
then
he
spoke
for
about
five
minutes
outlining
things
that
were
of
concern
to
him.

responses
to
the
specific
questions
of
the
judge
had
which
have
been
said
that
mr.
Rickey
oh
and
he
is
incorporating
that
into
a
Greek
which
will
go
to
the
court
either
late
tomorrow
or
on
Thursday
by

deadline,

then
the
judge
indicated
that
he
would
make
a
decision
in
all
likelihood
within
the
next
several
weeks.

prediction
is,
we
will
have
a
decision
for
him
before
the
before
the
end
of
March.

but
that's
where
we
are

after

no
mistake
at
what

asked

were
really

believe
within
striking
distance
we
should
have
had
to
heal
the
state.

believe

personal
belief

comes
directly
from
the
top

wasn't

Chiesa

wasn't
mr.

led

it

telling

the
way
I
perceived
it
to
be.
This
matter
should
have
been
resolved.

right

strong
legal
argument

legislation

struck
