From YouTube: 10.29.19 Freeholder Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
If
I
look
at
the
open
public
meetings
act
at
the
state
of
New
Jersey,
adequate
notice
of
just
eating
the
Atlantic
County
Board
of
Chosen
Freeholders
was
provided
in
the
following
manner
published
in
the
president
laxity
and
mailed
to
the
current
The
Daily
Journal,
the
Hamilton
Gazette
the
hammington
news
and
has
been
posted
on
the
bulletin
boards
in
the
county
office,
building
in
a
panic
city,
but
still
we're
building
in
Northfield
and
the
county
clerk's
office.
Inmates
language
we
can
please
rise.
A
B
A
A
A
Right
so
what
we
know
now,
that's
been:
it's
done,
yeah,
okay,
it's
nothing!
It's
nothing
worth
what
you
were
gonna
say
it
comes
with
it's
part
of
the
ethic
okay.
Well,
we
are
very
proud.
It's
that
you
represent
us
well
you're
like
Atlantic
County,
so
we
want
to
take
a
moment
if
I
get
from
Bay
County
Executive
and
then
we
also
have
a
proclamation
here.
Your.
D
A
From
the
board
of
freeholders
here,
yeah,
okay
and
I
think
we
I
speak
for
all
of
us
when
we
say
number
one.
We
appreciate
all
their
teachers
do
I
go
up
to
the
teacher
in
my
life.
Sometimes
it
was
a
good
day,
but
sometimes
I
had
to
make
sure
I
got
my
homework
on,
but
to
honor
you
and
the
work
that
you
do
so
much.
C
A
A
A
C
Yeah
Mangano:
yes,
six,
thirteen
grant
application
and
acceptance
of
Child
Advocacy
Center
capital
funding
from
the
New
Jersey
Department
of
Children
and
Families
went
funding.
Seven
hundred
forty
nine
thousand
one
hundred
ninety
dollars
and
forty
four
cent
county
in
kind
match.
Fifty
five
thousand
seven
hundred
nine
dollars
and
six
cents.
A
The
huge
advocate
for
the
Child
Advocacy
Center
and
it's
been
a
pleasure
to
work
with
him
on
trying
to
bring
this
to
Atlantic,
County's
or
three
counties
that
doesn't
have
a
Child
Advocacy
Center.
Can
you
just
give
the
board
and
the
public
there's
a
little
bit
background
on
what
it
is
and
where
this
is
going
to
go
absolutely.
E
E
That
you
would
see
in
a
normal
course
of
business
out
of
regular
police
station.
This
location
will
be
located
on
the
Black
Horse
Pike
in
Egg
Harbor
Township,
where
the
old
Sheridan
Center
was.
It's
now
called
the
atrium.
We
were
I
had
written
the
grants
or
got
it
in
on
time
and
then
at
the
eleventh
hour,
someone
was
able
to
provide
in-kind
space
for
this
Center
for
about
six
years.
E
So
we're
going
to
ask
for
capital
funding
to
retrofit
this,
this
location
and
pay
the
first
year's
rent
and
then
the
other
six
years
will
be
provided
as
an
in-kind.
Should
we
not
be
able
to
get
funding
through
the
grant
application,
so
it's
gonna
be
about
forty
one
hundred
square
feet.
E
Works
gonna,
have
all
of
these
Special
Victims
Unit,
all
the
detectives,
lieutenants
and
sergeants
there,
as
well
as
my
NDT
coordinator,
which
is
my
multi
disciplinary
team
coordinator,
she's,
going
to
also
be
there
to
help
coordinate
the
services
that
go
along
with
any
of
the
victims
that
come
into
the
facility,
as
well
as
the
conference
room,
so
that
we
can
have
monthly
meetings
with
all
the
partners
that
that
surround
each
child
victim
that
experiences
these
horrible
things
in
our
county
every
day
every
month.
So
that's
going
to
be
division
of
child
protection.
E
Permanency
come
to
our
meetings
of
medical
professionals,
our
prosecutors
law
enforcement
from
whatever
municipality
of
the
crime
was
conducted
in
as
well
as
myself
as
well
I'm,
also
because
I'm
coordinator
for
the
program
also
oversee
the
MDC
team,
as
well
as
the
in
kind
that
you
mentioned
earlier.
I
also
serve
as
the
executive
director
for
the
program,
so
I
also
donate
a
portion
of
my
salary
and
time
towards
this
project
to
get
it
up
and
running
as
an
in
kind
as
well.
So
County
we
are
invested
into
this
project.
E
We
were
blessed
to
have
an
outside
investor
that
saw
the
need
and
the
benefit
for
this
program
to
come
to
our
County.
So
it's
going
to
be,
hopefully
will
be
submitted
all
time
in
a
complete
fashion
prior
to
the
November
8th,
the
deadline
to
the
division
of
child
protection,
their
children
and
families,
and
we
should
hear
something
back
should
be
about
early
December.
That's.
A
E
So,
just
to
speak
to
that
the
children
as
they're
interviewed
all
will
be
a
team
of
people
that
can
witness
the
interview
as
it's
occurring
live
so
law
enforcement,
medical
professionals,
counselors
can
witness
an
interview
remotely
not
like
what
the
glass
window
actually
see.
Previously,
it's
going
to
be
all
very
secure,
very
advanced
technology
technolog,
technologically
forensic
software
and
hardware-
that's
going
to
be
installed
into
the
soundproof
room
so
that
the
victims
and
witnesses
are
able
to
go
through
whatever
they
need
to
go
through
with
the
professionals.
E
E
A
E
I
will
the
axe
for
the
retrofit,
as
well
as
the
first
year
ring,
as
well
as
other
materials
that
are
needed
to
go
into
the
center
centers
toys,
furniture,
all
other
electronics
to
make
the
center
functional?
That
is
what
the
seven
hundred
forty
nine
thousand
is.
The
portion
that,
on
you
use
this
of
your
salary.
My
salary
would
be
in
kind
match
which
one
account
through
the
county,
so
the
total
man
would
be.
E
We
need
the
energy
was
spent.
We've
been
working
on
this
project
for
over
a
year
working
with
several
different
directions,
with
Gerald
God,
with
six
seven
eight
different
realtors
looking
at
different
places,
all
throughout
the
state
visiting
just
about
every
other
CAC
in
the
state
to
see
how
they're
doing
as
well
as
cc's
and
other
states.
F
F
E
And
prior
to
coming
to
the
prosecutor's
office
interesting
enough,
I
worked
before
the
Division
of
Child.
Protection
apprenticeship
has
an
investigator
and
case
manager,
so
I've
seen
it
from
several
different
angles.
So
now
I'm
able
to
provide
that
insight
from
the
social
service
and
now
from
the
law
enforcement.
And
you
know
it's
perfect
synergy.

concerning

F
H
21,
the
big
issue
was
we
ready?
He
wait.
Wait
where
you
always
used
to
see.
Well,
you
used
to
see
was
a
contract
with
the
company
that
leased
the
space
on
top
of
the
building.
When
the
new
gas
companies
slash
colleges
they
built,
we
were
moving
it
to
that
facility.
We
still
had
to
pay
there
and
then,
when
we
we
began
these
negotiations,
the
board
of
directors
for
the
ocean.
One
actually
said:
why
are
you
moving?
H
We
said
well,
because
this
is
going
to
fill
up
to
some
enjoyment,
inordinate
amount
of
money,
who's
gonna,
be
like
almost
fifty
thousand
dollars
a
year.
They
said.
Well,
we
all
love
ago.
She
ate
the
recommended
and
that's
what
we
began
to
negotiate
pregnant
with
the
boys.
You'll
see
this
price
is
significantly
less
than
we
have
been
pain.
They
leave
the
middleman
for
a
number
of
years
through
a
non-profit
company.
Why
did
charges.
H
D
H
It
daily
I
heard
the
price
is
over
at
the
gas
company.
/
stop
itself.
You
say
this
is
a
really
really
good
deal
plus
you
got
to
remember
the
other
issue
with
this
is
this
was
originally
engineered
here
without
the
re-engineer
in
some
other
place,
a
disability
opposition
to
medicine.
Even
it
gives
us
the
coverage
that
we
meet.
Maybe
now
it's.
A
C
C
Of
agreement
between
the
Atlantic
County
Prosecutor's
Office,
the
county
of
Atlantic
and
the

of

1036
prosecutors
and
agents
to
enter
into
a
formal
written
collective
bargaining
agreement
incorporated
the
terms
of
the
memorandum
agreement
for
a
four
year
period.
Commencing
January
1
2016.
H
F
See
never
leave
one
around
about
to
see
I
suspect
on
the
next
agenda.
22:03
ask
me:
contract
will
be
on
the
agenda
again.
I
had
this
conversation
with
the
industry,
because
they've
been
calling
around
Aston
and
probably
by
the
time
they
work
at
all
on
it's
about
four
or
five
weeks
before.
What's
all
my
take
Kevin
checks
to
be
issued
to
longevity
and
whatever
back
pay
whatever.
A
C
A
D
A
H
H
A
C
D
G
They
all
had
different
topics
at
different.
You
know
ways
and
protecting
that
we
only
got
one
letter
back.
We
just
got
one
which
was
just
a
synopsis
of
a
previous
one
from
mr.
Keenan
today,
I
really
haven't
had
a
chance
to
look
at
the
thing
yet
and
outside
of
this
letter
or
the
other
correspondence
we
act
is
from
Pleasantville
for
Tibet.
So
I
am
that
we
scheduled
a
meeting
between
everybody,
everyone
on
the
committee
to
see
what
what
we
want
to
do,
that.
A
I
Good
afternoon
Joe
Spock
a
absecon
and
I'm,
also
the
principal
of
a
CIT
first
of
all
board
members.
I
would
like
to
thank
everybody
for
your
support
of
a
CIT
we've
grown
tremendously.
This
is
my
third
year
as
principal.
At
the
school
we
did
did
just
complete
our
second
information
night
for
open
house
for
eighth
graders
prospective
students
and
we're
looking
at
roughly
around
3,000
people
that
toured
our
building
between
the
two
nights,
which
was,
which
was
a
great
experience
for
them
to
see
all
the
great
things
a
CIT
has
to
offer
right
now.
I
Currently
we
do
have
the
application
portal
open.
It's
been
less
than
one
week
since
it
has
been
open
and
we
are
over
500
applications
already.
Usually
we
hit
that
point
around
March
around
that
time.
What
were
the
demand
is
through
the
roof
and
my
four
years
that
I've
been
there.
But
the
main
reason
I'm
here
today
is
to
discuss
comments
that
were
made
from
a
member
of
another
district
I,
believe
it
was
in
an
earlier
meeting
in
October
regarding
a
CI,
Keys
admissions
process,
an
application
process
as
well,
and
the
reason
I
want
to
discuss.
I
I
On
the
malice
or
with
Rizzo
will
I
just
misinformation.
I
want
to
make
better
for
the
record
that
this
is
not
how
the
process
goes.
When
we
look
at
applicants,
the
first
statement
was
made
that
a
CIT
does
not
accept
special
education
students
for
students
with
IEP
s,
which
is
false.
That
is
not
true
at
all.
In
fact,
in
2014
a
memo
was
sent
out
from
the
Department
of
Ed,
stating
that
we
are
not
allowed
to
look
at
IEP
S,
nor
504
plans
of
students
that
are
applying
to
our
school.
It
is
a
blind
process.
I
We
do
not
know
if
a
student
is
special.
Education
has
a
special
education
program
in
their
previous
school
district
or
not
when
they
come
in,
and
we
also
we
do
not
know
if
they
have
a
504
either
with
that
being
said,
another
statement
was
made
about
our
special
education
population.
Right
now
we
are
looking
at
around
11%
special
ed
at
a
CIT.
I
Now,
when
you
look
across
the
state
at
County,
Tech
schools,
that's
actually
relatively
high,
considering
some
of
the
schools,
we
are
training
at
the
higher
ends
of
special
education
students
in
a
tech
school
also
when
you're
looking
at
the
amount
of
students,
our
freshman
class
or
approximately
450,
we're
looking
at
about
50
special
education
students
that
we
took
in
for
this
incoming
class
of
450
students.
So
the
statement
saying
that
we
identify
special
education
students
and
we
don't
want
them
or
we
decide
to
shy
away
from
accepting
them
is
not
true.
I
The
second
statement
that
was
made
was
about
discipline.
We
do
not.
Discipline
has
a
small
factor
in
the
application
process.
Obviously,
certain
disciplines,
particularly
being
these
students
that
have
impulsive
behaviors,
may
exhibit
dangerous
behavior
with
fighting
or
weapons
in
the
middle
school
setting.
When
we
look
at
that,
when
they're
applying,
we
may
not
put
them
into
necessarily
a
kitchen
with
knives
in
our
culinary
program
or
telling
the
building
trades
with
a
hammer,
it's
a
part
of
the
application
process
that
we
have
to
look
at
safety
issues.
I
However,
we
it
has
a
small
piece
of
the
application
process
and
the
one
we're
taking
in
consideration
of
who
we
accept
in
a
CIT
and
with
that
also
being
said,
students
don't
always
even
provide
us
with
the
Disciplinary
information.
We
don't
easily
get
that
some
schools,
don't
even
send
it
to
us.
So
it's
not
even
really
something
that
we
really
take
into
account.
I
It's
just
something
we
may
look
at
considering
if
we've
gotten
it
with
what
program
we're
putting
them
in
so
I
just
wanted
to
make
that
clear,
because
I
am
the
principal
of
the
school
there's
a
lot
of
misinformation
out
there
I
understand
you
know,
districts
are
concerned
about
us
growing
and
I'll,
say
other
districts
do
fabulous
jobs
in
other
areas.
We
provide
a
different
type
of
education
and
whether
that's
greater
rank
Pleasantville,
mainland,
Atlantic,
City
or
any
of
the
other
surrounding
districts.
I
A
A
A
A
Here,
though,
the
careers
in
utilities
say
that
we
had
any
CIT
with
our
partners
from
South
Jersey
industries
and
Atlantic
City
Electric
they're
doing
a
great
job
with
helping
us
grow
careers
and
utilities
across
the
county,
but
especially
with
getting
you
know
at
the
high
school
level
and
getting
those
students
engaged.
So
I
thought
it
was
a
really
great
event.
A
The
only
have
we
did
have
a
I
did
forget
to
mention
this
under
special
committees.
New
Jersey,
Transit
subcommittee
did
meet
this
past
week.
We
had
some
good
conversation
about
some
of
the
midterm
goals
which
I'll
send
out,
but
one
of
the
things
that
came
up
were
some
information
with
regard
to
shuttles
that
go
around
the
county.
That
people
may
or
may
not
be
aware
of.
A
I
was
flashing
up
there
having
some
beautiful
set
of
yuna
and
then
the
Atlantic
City,
where
mine,
a
Arbor
City
station
sub
shuttle,
serves
the
Atlantic
City
International
Airport
the
Tech
Center
in
Stockton.
So
you
can
actually
take
the
training
and
you
get
to
the
airport
through
that
shuttle.
I
think
these
are
things
that
people
just
don't
I,
don't
know
if
they
know
that
are
out
there
and
I.
Think
it's
up
to
all
of
us
to
try
to
help
get
that
information
out
there.
