Exactly
adequate
notice
of
this
medium
and
County
Board
of
Chosen
Freeholders
be
provided.
The
following
matter
was
published
in
the
press
of
Atlantic
City
the
elder,
the
current
Journal
Gazette
news
and
has
been
posted
on
bulletin
boards,
some
County

buildings
and

in
Stillwater
and
the

G
Lord
is
yours
so,
every
year
through
the
New,
Jersey
Association
of
counties
and
the
generosity
of
New,
Jersey,
investor,
Bank
and
New,
Jersey
manufacturers,
Insurance
Group,
two
scholars
are
three:
scholarships
are
awarded
this
year
and
it
is
quite
an
honor
that
we're
able
to
provide
them
to
the
three
of
our
graduating
seniors
from
a
CIT.
They
have
all
done
exceptionally
well.
They
all
have
plans
post-secondary
plans
this
year
and
just
if
I
could
name
them
one.
At
a
time
we
have
Alex,
Santos
and
Alec
is
from
Brigantine.
G
G
Alyc
we'll
be
getting
a
$500
scholarship,
he
isn't,
as
I
said,
a
New
Jersey
star
scholar.
He
will
transfer
to
a
four-year
institution,
which
is
a
great
opportunity
in
New
Jersey.
Once
he
completes
his
associates
at
a
CBC
he's
assumed
with
a
very
strong
work
ethic.
He
was
involved
in
the
national
championship
but
went
to
the
Nationals
representing
our
school
in
the
TSA
competition
and
he
is
very
deserving
as
a
scholarship.
A
very
hard-working
student.
G
Next,
we
have
harsh
Patel,
Marsh
is
getting
the
jersey
association,
county,
new
jersey,
association
of
counties,
foundation,
New
Jersey
manufacturers,
Insurance
Group
scholarship,
and
this
is
a
scholarship
in
the
amount
of
one
thousand
seven
hundred
fifty
dollars.
Marsh
is
an
excellent
student
from
Absecon
New
Jersey
he's
intelligent
and
devoted.
He
is
an
IT
academy.
Student
information
technology
he's
very
interested
in
hardware
and
programming,
and
he
is
one
of
our
students
who
has
a
GPA
of
a
3.5
out
of
4.0
and
Marshall
will
be
attending
our
growing
University.
This
fall.
G
He
is
lives
in
pew
and
I
believe,
okay,
so
he
is
from
Buena
New.

you
Gabe
is
a
very,
very
hard-working
student.
He
maintains
a
4.0
average.
He
is
a
volunteer
for
our
information
sessions,
back-to-school
night
very
involved
in
the
school
community,
the
all
kinds
of
fundraisers
he
was
involved
in
during
the
school
as
member
of
our
goth
team
as
well,
and
as.
G
B
B
It
will
result
in
a
26%
reduction
in
the
tuition
rate
going
forward.
The
enrollment
of
the
a
CIT
increased
up
by
a
hundred
seventy-five
percent
over
the
last
decade,
but
New
Jersey
decided
to
freeze
the
district's
funding,
even
though
the
enrollment
went
up
that
kind
word.
President
Phil

and
the
board
has
always
worked
hard
to
control
cost
but
was
severely
underfunded
by
the
state.
B
We're
delighted
to
provide
relief
to
the
sending
district,
the
new
tuition
rates,
an
estimated
total
tuition
cost
were
sent
Atlanta

with
the
largest
reduction
going
to
greater
egg
harbor
regional
and
the
amount
of
eight
hundred
and
thirty
one
thousand
one
hundred
fifty
one
dollars.
The
tuition
rates
have
been
reduced
from
7400
to
fifty
five
hundred
and
ten
dollars
for
regular
students
and
ninety
eight
hundred

seventy

ed
Atlantic
County
Executive
Leggett

the
support

the
plans
provided
immediate
relief
to
the
sending
district.
B
This
goes
a
long
way
to
correcting
a
funding
formula
that
has
been
inherently
unfair
for
decades
as
school
districts
and
communities
struggle
to
control
taxes,
the
reduction
in
rates
that
a
CIT
will
help
local
taxpayers.
Dr.
Gunther
stated
that
we're
grateful
for
governor
Murphy
and
the
legislature
for
recognizing
inequity
and
how
the
funding
formula
has
been
implemented
in
the
growing
districts
at
a
CIT.
The
first
installment
of
the
new
aid
will
make
a
CIT
needed
a
more
affordable
option
for
these
ten
divisions.
G
The
frozen
formula
created
a
situation
where,
with
Ruth
that,
between
the
contributions
in
Atlantic,
County
and
tuition,
we
were
able
to
reduce
the
tuition
costs
this
year
to
the
sending
districts
immediately.
So
I'm
very
happy
to
do
that
and
want
to
thank
the
freeholders
board
and
and
County
Executive.
Let's
it
for
their
support
of
a
CIT
and.
E
G
Special
services,
School
District
three
years,
I
know
it's
been
difficult
because
of
the
frozen
formula,
but
I
think
this
is
just
the
first
installment.
So
as
we
go
forward,
we
will
continue,
hopefully
to
be
able
to
reduce
those
costs
which
are
actually
a
pretty
reasonable
to
begin
with,
but
will
be
the
more
reasonable
going
forward.
How.
C
B
C
G
B
B
Thank
you
and
I
just
like
to
make
one
statement
that
in
the
future
going
forward
anytime,
we
have
a
voice
vote
for
the
purposes
of
not
having
any
money
spent
and
any
freeholder
wishes
to
have
a
roll
call.
You
have
the
right
and
will
be
afforded
a
roll
call
vote
for
every
single
resolution
also
I'd
like
to
stay
dead
by
our
rules.
If
any
time
during
that
meeting,
Andy
freeholder
wants
to
change
about
that
they
made
during
that
meeting,
they
are
allowed
to
change
their
vote
even
after
the
vote
was
taken.
B
So
I
would
just
like
to
say
that
you
know
it
was
voiced
publicly
and
it
was
published
that
there
was
no
opportunity
for
a
negative
vote.
But
there
was
I
think
that
should
be
corrected,
because
I
don't
want
to
give
the
impression
that
the
integrity
of
this
board
is
in
any
way
not
performing
to
what
it's
expected.

Q
You
throw
everything
this
one
confident
to
tie
in
all
of
the
civics
radiation
is
extremely
old
concepts
that
we
had
to
deal
with
the
past
when
people
felt
like
competition
from
a
fact
was
going
to
create
competition
with
wire
guys
kinda
going
together.
That
makes
us
stronger
nationally,
as
there
is
no
competition,
but
it's
also
an
opportunity
for
everybody
to
work
together
quite
very
exiting
knots
and
it's
pretty
cool
to
get
psyched.
R
D
B
S
B
I
agree:
it
should
be
more
specific
and
I
ask
the
same
question.
This
is
a
contingency
only
contract.
There
is
no
money
allotted
out
of
our
budget
for
any
expenditures,
our
hourly
rate
they
will
be
receiving
if
there
are,
if
there
are
awards
to
be
received,
they
will
get
if
they
will
get
their
their
money
out
of
the
award.
Just
like
all
all
defense
attorneys
do
what's.
B
B
B
S
N
B
Know
we
have
we
advertise
that
I
think
it
was
back
in
May
or
June.
He
thinks
we
received
responses
in
from
for
law
firms.
What
you
have
to
realize
here
is
is
that
the
the
local
firms
are
all
affiliated
with
larger
firms,
mainly
from
either
the
Washington
DC
or
New
York
City
area.
These
larger
firms
that
specialize
in
this
type
of
multi
tort,
lytic
litigation
and
all
of
these
firms
that
we
looked
at
and
this
the
RFP
was
put
together
both
by
myself
and
assistant,
county
counsel,
Alan
Cohen,
who
has
had
experience
in
these
areas.
B
T
T
The
I
mean
I
know
for
Cape
May.
They
went
in
a
somewhat
different
direction
and
then
well,
we
don't
follow
cane
I
didn't
I
was
allocated,
I
wasn't
suggesting
one
way
or
the
other
just
the
option
of
looking
at
the
different
pieces,
because
this
obviously
could
be
quite
a
bit
of
money
to
do
quite
a
number
of
good
things
and
there's
been
a
lot
of
damages
and
I.
Think
that's
a
multi
partisan.
T
S
B
Don't
know
that
they
made
it,
they
well
they're
just
being
retained.
Now
by
this
action,
you're
gonna
take
today,
we
will
sit
down
with
them
to
get
a
determination
from
them
and
the
firms
that
are
affiliated
with
us
to
how
they
want
to
move
on
this,
and
probably
what
will
happen
as
you
as
you
read
in
a
lot
of
these
cases
where
there
are
defective
products
and
things
like
that
welcome
times,
the
manufacturers
and
the
distributors
are
pressured
into
coming
up
and
putting
a
sum
of
money,
because
I
knew
a
pot
and
then
claimants.

this
particular
I
had
a
discussion
with
the
County
Administrator.
Particularly
improvement
on
the
right
away
is
not
fully
approved
yet
or
understood
by
the
city
of
bednar.
What
amounts
to
is
a
Dunkin
Donuts
type
operation
that
would
one
permanent
seating
built
in
concrete
or
some
permanent
form
onto
our
right
away.
I,
don't
think
it's
a
good
idea,
and
since
the
mayor
doesn't
think
it's
a
good
idea
right
now,
I
want
to
ask
for
a

Hi
I'm
Andrew,
Kennedy
I'm
part
of
the
principle
I'm
one
of
the
principals
of
the
development
company
working
on
this
project.
We're
very
excited
to
be
working
on
the
project
specifically
I
would
just
thank
real,
quick,
the
atlantic
county
economic
alliance
for
helping
us
through
the
process.
Here,
the
location
of
the
site
will
be
approximately
on
the
corner
of
south
LaMotta
road
and
the
white
wait
horse
pike.

Q
A
great
idea:
free
liberty,
no
just
a
comment.
I,
take
complement
you
guys,
like
your
vision,
looking
a
little
bit
ahead
because
I
think
anytime,
you
are
looking
to
develop
that
Airport
area
infrastructure
improvements
on
rail
transportation
got
the
key
not
only
from
the
commercial
side,
but
also
from
an
appointment
side.
I
think
you
guys
step
it
up,
showing
a
little
vision
out
there.
It's
going
to
help
make
this
nucleus
of
everything
that's
occurring
out.
There
actually
make
it
feasible,
because
companies
that
are
looking
there
locate
this
area
there's
some
of
the
major
questions.
Q
L
B
L
B
I
And
I
spoke
with
merica
Oleg
Alex
Hudgens
on
my
way
to
into
the
meeting
today
just
to
update
a
month
on
the
status
of
our
solution
here,
Callaway
has
passed.
A
similar
resolution
stressed
that
this
is
very
important
to
their
route,
30
development
practice
that
could
be
located
a
redevelopment
zone
and
it
sounds
as
me
about
there
over
30.
I
You
know
that
the
irony
of
this
is
a
loss
on
anybody,
but
you
did
mention
it's
in
the
resolution
that
in
2013
New
Jersey
Transit
conducted
study
where
they
said
this
would
increase
ridership
on
that
ranch.
That
section
of
the
line
also
the
state
is
also
looking
to
expand.
Ridership
at
the
airport
doubles
have
been
discussed
and
discussed
various
options
directly.

The
Pleasantville
Police
Foundation
recently
picked
up
start
the
sort
of
ball,
no
pun
intended
to
here.
We
go
for
pal
after
some
difficulty
with
the
CAO
program
and
our
our
Police
Foundation
was
actually
kind
of
almost
left
holding
the
bag
of
the
baseball
program
that
just
sort
of
evaporated
overnight,
but
the
kids
in
the
program
did
not
have
a
three.
P
Whatever
the
program
was
before
just
sort
of
went
away.
Is
it
all
over
here
and
so
the
coaches
put
together
a
plan
to
put
this
discipline
drive
together?
That's
why
have
you
presented
it
to
you
and
I
know
it's
a
little
bit
odd
for
us
to
come
and
to
you
know,
appreciate
your
support.
We
try
to
put
in
front
of
mrs.
Dellacroce
his
house.
They
wouldn't
let
us
do
that.
We.
P
Mate,
but
we
expect
to
area
drop
down
and
give
generously,
but
this
is
the
first
point,
job
for
the
Pleasantville
Police
Foundation
and
also
for
the
baseball
program.
It'll
be
the
beginning
it.
This
one
drop,
would
probably
pay
for
all
of
their
gear
as
late
as
weak
as
long
as
they
get
Jerry
to
keep
driving
up
and
down
the
ladder
in
many
ways
and
then
we'll
be
in
good
shape.
So.
P

P

T
B
Mr.
Ferguson,
well
I'm
prepared
to
say
is
that
it
deals
with
a
matter
of
potential
litigation
involving
gender
discrimination,
because
nothing
has
been
made.
Public
and
I
prefer
that
it
not
be
made
public
at
this
point.
Unless
and
until
actual
litigation
is
file,
I
don't
be
tended
to
slow's
that
if
the
board
doesn't
see
fit,
as
the
resolution
will,
let
you
know
pass
the
resolution
and
you
won't
pay
a
report
for
me
in
closed
session,
but
I
believe
I
disclose.
What
is
what
is
adequate?

C
Essentially
our
chart
our
rail
cars,
our
staff
and
putting
them
up
in
our
Jersey.
For
you
to
see,
because
a
I
think
is
absolutely
a
slight
to
all
of
us
here
in
South
Jersey
and
the
work
that
we're
trying
to
do
in
terms
of
economic
development,
Greek
growth.
And
if
someone
who
used
to
take
you
here
as
a
transit
everyday
for
work,
you
know
I
understand
how
physical
it
is,
and
you
know
I
think
I
saw.
Five.
Mcdevitt
is
the
president
of
the
night.
C
Here
football
54
mentioned:
there's
big
difference
between
taking
a
bus
from
Atlantic
City
to
winning
ball
and
then
taking
the
train
in
terms
of
time.
If
anything,
I
always
thought
those
leaders
and
transit
should
be
adding
tricks
on
the
line
to
help
bring
more
people
into
our
area
on
a
more
regular
basis.
When
I
worked
in
Philly,
if
you
miss
one
train,
gotta
train,
so
it's
me
I
think
we
deserve
it's
all
dirty
outside
there's
a
better
service
than
that.
But
we
certainly
don't
the
line
being
shut
down
for
five
months.
C
B
Certainly,
we
all
have
received
concerns
about
this
earlier
this
week,
I
got
in
touch
with
John,
dela,
Cole
and
John
del
Cole
is
the
executive
director
of
legislative
relations
with
New
Jersey
Transit,
and
he
confessed
to
me
that
there
was
that
there
really
seems
to
be
something
wrong
here
and
when
I
spoke
with
Bob
McDevitt,
we
have
10,000
employee,
10,000
employees
just
with
a
local
54,
but
here's
the
real
Union
story.
It
is
totally
unconscionable
to
think
that
now
that
Atlantic,
County
and
Atlantic
City
has
been
on
an
upswing
with
employment.
B
Now
that
word,
an
upswing
with
tourism
that
the
New
Jersey
d-o-t
would
even
think
of
cutting
off
the
entire
service,
so
I
researched
further
I
can't
I
contacted
Southern
Railway,
where
there's
a
gentleman
named
Steve
Foley
etta,
who
controls
all
the
sightings,
and
he
told
me
that
freight
rail
is
still
going
to
be
able
to
move
on
this
rail
line.
They're,
not
cutting
freight
rail.
Why?
Because
they're
doing
nothing
to
the
tracks:
they're
not
taking
up
a
cross
tie
they're,
not
moving
or
putting
down
spikes
they're
installing
just
communication
cables
along
the
line
with
sensors.
B
That
can
be
done
exteriorly
and
you
are
right.
Other
areas
of
New
Jersey
have
been
able
to
install
these
without
interrupting
service
significantly.
So
what
does
it
mean?
It
means
that
working
families
that
depend
on
daycare
center
depend
on
babysitter's,
have
going
to
have
to
quit
their
jobs
or
be
severely
impacted,
because
the
bus
service
is
estimated
to
take
three
hours
instead
of
an
hour
and
ten
minutes,
so
it
I
am
demanding
that
this
board
I'm
demanding
them
from
this
board
that
they
have
a
meeting
before
they
make
any
decisions.
B
So
the
director
of
New,
Jersey,
Transit
and
do
T
is
Diane
Gutierrez
sky
Kenny
and
we're
hoping
to
have
a
meeting
with
her
South
Jersey
Transportation
Authority
director
Steven
Daugherty
is
well
aware
of
this
and
they're
in
the
dark
on
this
as
well,
but
just
make
this
make
this
analogy,
it
would
be
like
taking
a
main
road,
an
interstate
and
instead
of
milling
and
paving
at
night,
like
they
did
the
parkway
all
last
winter.
They
closed
in
both
directions.
It's
unconscionable
and
I
think
it's
it's
just
an
outrage.
B
It
goes
beyond
all
the
technicality
and
all
whatever
their
problem
is.
They
are
treating
us
completely
with
no
concern
and
their
even
this
talk
that
if
we
get
four
months
out
of
them
not
doing
it
will
shut
it
down
completely.
So,
what's
all
the
bull
coming
from
Trenton
that
we're
worried
about
economic,
develop
in
South
Jersey
when
they
take
away
our
main
arteries
by
rail,
so
we're
I
hope
that
this
gets
to
somebody's
ears,
and
then
we
do
something
about
it.
If
that's
this
resolution
is
about
real,
of
course,.
K
K
We're
finding
that,
with
over
fifty
four
piston
operating
from
the
Asda
had
cooperated
is
involved
which
that
I've
been
short
here
sometime,
it's
a
short
live
host
is
here
originally
talk
about
putting
down
throat
again,
but
then,
as
the
conversation
went
on,
is
a
possibility
that
they
have
may
not
be
as
many
trains.
We
have
decent
rates.
K
How
true
that
everything's
up
in
the
end
and
exactly
what's
happened
in
tourism
I
would
agree
that
we
need
to
have
a
meeting
with
the
Commissioner
of
tea
with
New
Jersey
Transit
and
a
representative
from
the
governor's
office.
He
was
going
to
make
this
final
and
sound
decision.
What
happens
in
terms
of
whether
it's
less
cars
running
on
the
rail
or
no
at
five
or
six
months?
The
folks
need
exactly
what
happened.
Doctor
32
vision
indicated
adding
buses
and
another
45
minutes
to
today.
K
K
K
They
get
I
heard
I've
said
over
the
radio
this
morning
this
morning
about
how
this
rail
line
series,
in
effect,
I,
don't
think
nobody's
like
disagree
with
that,
and
if
it
is
a
short
time
to
ask
people,
you
know
cos
real,
quick
but
I'm
not
sold
on
the
fact
that
they're
attempting
to
shut
it
down
the
same
thing,
a
dog
turns
out
I'm
not
dating
yet
I
would
agree
this
problem
and
that
problem
needs
to
be
addressed
and
I.
Think
last
week,
governor
Murphy
himself
indicated
that
this
is
a
bigger
property.
K
K
K
K
B
K
V
V
Q
There's
no
reason
why
I
planned
around
this
thing
there
could
have
been
a
better
job
of
it,
I
think
of
New
Jersey
Transit's,
aggressive
responsible.
It's
not
something
to
just
that.
We
do
intersection
changes
and
they've
made
upgrades
intersections
with
civilization,
up
and
down
that
line
for
last
three
or
four
years,
and.
J
C
They've
had
10
years
they've
had
10
years
to
do
these
upgrades
and
they
also
followed
by
30
or
Ascension.
They
just
really
don't
want
to
why
there
is
need
a
shutdown
and
resolution
95,
where
we
discussed
that
in
the
Galilee
rail
station
further
supports
this.
Even
more
fact,
I'd
like
to
add
one
of
the
warehouses
in
that
resolution
that
talks
about
word
that
there
was
a
study,
but
so
significant
new
ridership
35%
was
what
was
indicated
by
mr.
Kennedy.
Completely
data
and
I.
C
B
I'll
say
one
thing
that
I
found
that
as
well
Amtrak
national
offer
to
assist
New
Jersey
Transit
and
they
declined
to
help.
That's
unconscionable,
that's
the
kind
of
questions
we
need
answered
and
they
need
everybody
doesn't
know
what's
going
on,
but
I've
gotten
incredible
information,
but
if
they
don't
understand
the
strength
or
I
should
say
the
disaster.
The
magnitude
of
the
disaster
and
this
problem
they'll
just
go
to
the
next
squeaky
wheel,
so
that
that's
why
I
think
it's
important
free
on
a
date
all.
R
I
I
Been
in
touch
with
Senator
rounds
office
amerikaner
on
the
9th
district
elevation
I
like
to
this
resolution,
asks
we're
talking
with
every
elected
official
forming
this
11,
but
we
do
need
to
stay
coordinated
and
make
sure
that
our
information
is
unified
and
work
short
footages
Erasmus
story.
That's.
B
C
B
D
B
B
K
K
O
N
We're
having
difficulty
getting
back
up,
Damon
working
within
with
the
provider
over
the
course
of
the
last
week,
just
can't
seem
to
get
that
mountain.
What
we're
doing
is
is
on
some
of
these
kids.
We've
been
burning
discs
and
setting
units
and
they're
fine
providers
at
the
distance
or
the
health,
particularly.
O
O
N
O
Of
sexual
harassment
or
sexual
assault
involving
county
employees
on
August,
8,
they're,
sealed
with
a
message
from
County
Council.
Mr.
Ferguson
and
I
quote.
These
are
mr.
Steele's
words
and
for
me
the
ordinance
was
discussed
with
value
administration
and
is
superfluous
and
unnecessary,
because
the
government
entities
I
think
I'm
not
behind
non-disclosure
language
that
maybe
in
indicated
that
as
a
ballad,
County
is
required
under
the
law
to
disclose
the
terms
of
the
settlement
notwithstanding
any
non-disclosure
language
that
making
and
settlement
agreement
or
release
document.
O
So
without
getting
into
the
argument
of
what
is
superfluous
or
not.
I
would
say
that
giving
survivors
the
choice
of
whether
or
not
to
be
free
to
discuss
their
experiences
is
not
the
same
thing
as
getting
pay
her
through
an
open
request
which
can
only
be
made
if
one
has
knowledge
of
the
settlement
to
begin
with,
additionally
NDA's
to
protect
a
hostile
environment,
maybe
without
consequence
and
then
in
our
bylaws.
It
says
that
ordinances
shall
be
prepared
by
the
Department
of
Law.
O
On
request
of
any
three
holder,
it
doesn't
say
anything
about
judging
the
ordinance
and
so
I
had
a
conversation
with
the
executive
director
of
NJ
New
Jersey
coalition
against
sexual
assault.
Nutrition,
toughest
part
and
she's
commented
that
New
Jersey
Casa
always
wants
survivors
to
have
the
most
abundant
of
options
available.
O
K
E
K
It
some
misunderstanding,
then,
what
not
the
time
I
don't
want
to
just
put
in
the
thing
I'm
just
trying
to
take
out
the
first
one.
Let
me
put
up
the
resolution.
Don't
show
up
for
this.
Okay,
we
got
a
problem,
but
I
just
wanna
make
sure
that
was
it
some
misunderstanding
that
you
wanted
it
on
the
agenda.
Well,
you
talked
about
perhaps
with
Melanie.
E
K
B
K
K
Them
I
would
support
the
audience
I.
Just
don't
want
to
put
it
out
before
the
legislators
yeah
right
to
do
what
happens
at
they
don't
and
they
don't
worry.
It's
moved
to
Somerset,
however.
I
agree
with
what
you're
saying
and
I
was
cold
spots
in
New
Orleans,
but
it
maybe
we
need
to
look
at
a
little
bit,
for
you
can
just
decide
to
have
that
the
next
meeting
and
having
prepared
and
then
you
decide
you
want
to
pull
temporarily
I
support
that
also.
T
B
Patrick
gives
an
accurate
presentation
of
how
this
evolved
when
matters
come
over
unrequested
to
do
with
coordinates,
that's
other
that
coming
from
administration
I
take
the
batter
to
administration's
of
the
administration's
warned
about.
I
was
asked
to
give
a
legal
opinion.
Is
this
necessary
and
I
say
my
opinion?
It's
not
necessary
because,
right
now,
under
the
wall,
state
of
New
Jersey,
under
both
the
young
public
records,
act,
the
county
and
not
height
and
time
and
on
disclosure
dreams.
Someone
comes
forward
and
wants
to
disclose
in
any
settlement.
B
B
Okay,
so
I
mean
it
fun.
My
further
discussions
with
me,
with
the
executive
and
with
the
county
administration,
knowing
that
this
is
likely
to
come
up
by
if
you
want
the
ordinance
next
time,
you'll
get
the
ordinance
I
won't
be
here
in
two
weeks
is
on
without
automatically,
but
I
will
have
the
ordinance
for
air
and
the
format
that
we
use
and
have
it
over
tea
and
then
have
fun
with
it
do
whatever
you
want
to
do
with
it.
The
facts,
my
legal
opinion
and
I
stand
by
that
legal
opinion.
B
Notwithstanding
that
claims
of
anybody
else
they
make
about
that.
That's
why
legal
opinion?
Mr.
Ferguson,
it's
just
one
question
the
governor's
office
and
County
government
is
subject
to
Oprah
in
the
state
of
New
Jersey.
Is
that
correct?
That's
correct
about
the
state
legislators
to
a
very
small
extent.
They
do
not
share
to
the
same
extent
that
state
executive
branch
of
government
or
county
or
municipal
governments
jail.
Why
not.
H
B
H
B
K
K
E
K
Body
comes
to
the
conclusion
that
this
is
fitzpatrick
for
the
necessary
position
at
the
time,
but
don't
deny
me
the
right.
They
have
known
this
boy
on
the
agenda
for
whatever
reason
it
may
have
been
yeah.
We
killed
with
two
attorneys
county
side
for
the
administration,
and
then
we
did
without
jerk
and
no
I'm
under
the
belief.
Ones
can
only
come
from
the
administration's
resolutions.
Telephone
I,
decided,
yeah
and
then
finally
name
mrs.
B
R
C
B
B
When
the
victim
wants
a
non-disclosure
agreement,
that
means
there
would
be
ambiguity
that
you
have
to
be
in
the
language,
because
you
can
change
the
code
to
say
something
absolute.
You
can't
preclude
the
individuals
that
want
to
have
the
non-disclosure
agreement
so
I'm
just
saying
I
want
to
clarify
that,
because
we
aren't
talking
about
the
victims
rights
not
just
to
change
the
code.
Okay,
so
his
his
evaluation
would
be
the
same
with
if
I
wanted
to
have.
B
If
I
wanted
to
put
a
resolution
forward,
they'd
say
that
I
would
like
to
have
state
legislators
be
subject
to
the
same
operability:
that
the
the
administration,
the
governor's
office
and
the
local
governance
are.
He
would
send
me
Frank
it's
a
ridiculous
resolution,
because
you're,
not
a
legislator
and
I,
can
put
it
up
and
we
can
all
vote
for
it
and
I
feel
good.
I
might
say
this
just
feel,
but
I'm
not
putting
it
down.
But
what
up?
Yes,
miss!
Mr.
B
B
Settled
I
believe
the
attorney
on
the
other
side
was
mr.
Burke.
Mr.
bannon
site
was
was
well
known,
his
client,
for
whatever
reason,
one
in
a
nondisclosure
agreement.
The
press
found
out
that
the
matter
had
been
won
the
court
docket
and
had
settled
they
demanded
those
release,
sworn
documents
and
whatever
and
notwithstanding
the
non-disclosure
agreement,
the
complaint
of
money,
we
had
to
disclose
those
documents,
so
you
know
I
mean
you
know,
look
the
the
ordinance
the
form
of
the
ordinance
will
be
prepared.
B
It
will
be
ready
for
the
next
meeting
and
then
I
leave
it
to
you.
I
stated
my
opinion.
All
of
you
can
do
whatever
you
want
with
it.
When
it
comes
before
you
and
again
I
like
with
any
problems
the
mrs.
Fitzpatrick
I
apologize.
I
was
asking
to
get
my
view
on
it.
I
did
and
the
matter
need
make
it
to
the
agenda.
I'm
gonna
leave
it
at
that
you're
you're
wrong,
you're
wrong
at
the
next
meeting.
You
can
do
whatever
you
want
with
it.
Alright.
Thank
you
very
much
for
that.
Yes,
yes,.
W
H
Can't
here's
the
job
I'm,
sorry
they
should
have
to
come
back
I
happen
to
agree
with
Jim
that
the
research
that
was
done
by
his
office
supports
the
idea
that
was
unnecessary,
create
an
audience
at
this
stage.
What
I?
What
I
want
to
suggest
out
of
this
experience?
Is
that
just
because
it
says
in
the
Bible
that
ordinances
will
be
prepared
by
the
county
market
model
or
that
it
says,
resolutions
will
be
prepared
dependent
by
the
Legislative
Council
doesn't
mean
it's
a
good
idea,
sometimes
things
that
people
want
to
do
or
he's
partially.
H
H
B
On
your
suggestion
that
this
is
something
in
this
series,
because
it
changes
code
and
to
you
know
three
over
gathers
point-
took
nine
months
where
it's
the
change
in
ordinance
to
bring
a
bottle
of
wine
to
a
county
park.
I
think
then
this
does
require
us
to
have
at
least
Code
Committee.
Look
at
it.
Look
at
all
the
ramifications
that
we
can
think
of
for
both
sides,
plaintiffs
and
defendants,
before
we
can
do
anything
with
it
now
that
being
said,
if,
in
the
meantime,
the
legislature
and
the
governor
signed
it,
it's
a
done
deal.
V
C
B
X
M
E
K
To
find
out
the
details,
because
what
you
don't
want
is
to
get
here,
I
understand,
that's
what
we
all
want
these
snake
with
doing
the
right
thing,
and
the
last
thing
you
want
to
do
is
have
don't
have
enough
folks,
whether
it's
up
or
down
so
what
happens
is
I.
Think
there's
enough
time,
it's
not
time
sensitive.
Then
we
got
to
do
something
right
away.
I
think
it
needs
to
go
to
the
co
committee
and
then,
after
that,
make
it
decision
what
you
want
to
do.
K
M
K
B
A
Okay,
this
is
my
opinion.
I
always
had
one
when
it
comes
to
taxpayers,
money
and
settlements
as
a
taxpayer,
it
should
be
disclosed
and
I
think
the
ones
high
up
in
government
they
should
be
disclosed
to
and
in
our
US
government
and
senators
they
should
be
disclosed.
You
also
would
think
they
were
they
started
to,
but
they
stopped
because
they
were
losing
going
to
lose
too
many
of
them.
You
know
the
Congress
and
Senate
us.
Thank
you.
Thank
you,
girl.
Anybody
else.
A
public
wish
to
speak.
T
T
T
I
don't
know
if
I
want
to
test
what
is
operable
or
not,
because
I
tried
the
Oprah
freehold
resolution,
request
ones
and
was
told
those
are
internal,
deliberative
documents,
even
though
it
is
a
statement
by
an
elected
official
asking
that
something
be
done
and
I
don't
know
if
I
want
to
take
that
too
GRC
or
not
that's
a
whole
other
question,
but
going
also
to
what
had
happened
with
the
vote
for
the
Public
Safety
Director
rule
17
is
very
I.
Think
explicit
on
this.
E
T
There
is
supposed
to
be
the
free
interviewed
by
the
freeholder
Singh
as
committee
of
the
whole
in
executive
session.
So
therefore,
if
there
are
questions
raised
by
anybody
again,
whether
it
is
felt
that
they
are
thoroughly
valid
or
not,
there
is
the
opportunity,
instead
of
being
told
that
won't
be
entertained
at
this
time
and
understanding
why
that
is
we're
talking
in
public
about
people's
reputations
and
there's
various
information,
which
may
well
be
some
validity.
T
It
may
turn
out
not
to
be
his
valid
I,
don't
know
if
we
have
the
particular
report
that
was
referenced
to
even
have
a
judgment
one
way
or
the
other,
and
for
some
that
may
not
matter,
that's
the
saying
we'd
have
it
but
be
following
completion
of
said
interview
and
investigative
consideration.
A
resolution
shall
be
presented
to
the
freeholder
board,
at
which
time
they
shall
individually
vote
for
or
against
confirmation,
and
so
I'm
happy

Thank
You
mr.
chairman,
my
name
is
Ken
Heiser
I'm,
mayor
of
Weymouth
Township
I'm,
also
vice
president
of
the
Atlantic
County
mayor's
Association
I
came
today
because
we
were
talking
about
the
Atlantic
City
rail
line
and
I
want
to
offer
any
any
that
you
want
to
do
with
enjoy
with
the
Atlantic
County
mayors
Association
we're
here
to
work
together
with
you
and
we've
done
some
good
things
in
the
past
and
over.
B
M
W
Hi
my
name's
Holman
and
I
live
on
Dalton
Avenue
in
Northfield
and
last
week,
I
went
to
the
open
house,
along
with
hundreds
of
other
people
of
the
Assemblyman
in
Wharton,
Hill
and
I
was
lucky
enough
to
be
able
to
view
the
hook.
1
band
that
has
been
put
together
from
the
Sheriff's
Office
I
want
to
read,
read
something
that
I
put
together
and
then
open
it.
W
You
will
know
that
my
daughter
announced
that
at
the
last
meeting
she
was
at
that
she's
a
recovering
addict.
So
this
means
a
lot
to
me
and
I
do
have
her
permission
to
say
this
and
Maureen.
Thank
you.
I
want
to
tell
you
a
story
about
a
man
and
a
woman
who
were
married
and
blessed
with
four
beautiful,
healthy
children.
He
was
a
TV
producer
director
for
Boston
sports
and
she
was
a
stay-at-home
mom,
also
where
the
kids
were
unique,
but
they
were
treated
equally.
They
were
all
afforded
the
best
education
is
available.
W
W
The
fourth
one
dismissed
the
reason.
The
fourth
child
needed
special
help
he's
insignificant,
but
her
parents,
who
now
who
by
now
were
divorced,
neglected
to
understand
her
needs.
We
were
okay
parents,
but
untrained
and
diagnosing
severe
depression
and
anxiety,
so
were
the
doctors
and
the
therapist
who
cult
are
akin
just
going
through
being
a
kid.
So,
as
the
story
goes,
she
began
to
self-medicate.
W
Here's,
where
the
dilemma
starts.
Where
do
we
find
healthy
for
her?
She
was
on
a
methadone
program
and
jumped
from
one
job
to
another,
just
barely
earning
enough
pay
to
pay
for
the
methadone.
Somehow
I
found
nemi
and
the
Mental
Health
Association,
which
saved
our
lives.
She
had
no
health
insurance,
but
was
able
to
get
on
a
program
with
the
state
and
was
able
to
see
therapists
psychiatrist
primary
care
nurse
center.
We
had
her
ups
and
downs,
more
downs
than
ups
until
one
day,
I'm
sure
we're
out.
W
M
W
Up
with
Jewish
services
and
she
agreed
to
get
off
the
streets
and
go
live
in
the
shelter.
How
could
I
do
this
to
my
little
girl?
Thankfully,
with
the
help
of
group
of
al-anon
friends,
I
was
able
to
sleep
at
night
and
eventually
she
came
back
to
live
with
me,
but
I
still
didn't
realize
how
sick
she
was
until
one
night.
She
came
to
me
and
told
me
that
she
had
taken
a
bottle
of
pills.
W
After
a
week
in
the
psych
ward,
we
were
able
to
get
her
into
Bergen
County
Hospital
for
a
month
of
rehab.
But
then
again
she
came
up
to
me.
I
didn't
know
where
to
go
from
there.
This
is
why
I
mean
we
in
Atlantic
County,
so
desperately
need
to
hope.
One
van
hope
one
began
in
Mars
County
last
year
in
April,
and
it
made
significant
improvements
in
helping
those
with
addictions
find
life-saving
health.
When
Eric
Sheffer
became
our
sheriff,
he
wanted
to
implement
the
same
type
of
successful
program
as
Morris
County.
W
Therefore,
Eric
began
on
making
his
dream
come
true,
not
for
himself,
but
for
those
with
substance
use
disorders.
After
purchasing
a
15
year
old
band,
outfitting
it
as
needed
and
organizing
trained
clinicians,
etc,
the
Atlantic
County
Sheriff's
Foundation
will
unveil
our
own
hook.
One
addiction
after
e-outreach
van
this
month,
in
fact
I
think
it's
Wednesday.
W
Thirteen
is
a
very
even
though
hope
one
has
not
yet
been
unveiled.
The
Sheriff's
Office
has
been
able
to
place
15
people
into
rehab
unless
you've
walked.
In
my
shoes
you
have
no
idea
what
a
miracle
the
Sheriff's
Office
has
made
possible.
The
van
will
travel
to
hot
spots
in
the
county.
Where
help
is
most
needed.
Pope
1
will
be
a
gateway
to
people
to
bring
people
into
the
system
of
recovery
from
beginning
to
end,
but
they're
really.
Member
is
a
true
end.
W
Luckily,
by
that
time
you
will
have
a
one-stop
shop
with
hope
one,
but
it
takes
money
to
keep
this
program
alive
for
our
neighbors,
our
friends
and
our
families
I'm
going
to
propose
something
right
here
that
we
all
try
to
contribute
by
setting
up
a
monthly
donation
program,
the
same
as
we
do
when
animals
need
help.
That's
$19
a
month
if
we
treated
humans
the
same
way
just
think
a
hundred
of
us.
If
we
had
a
$5
withdrawal.
W
E
D
W
Six
18
cents
a
day
not
only
to
save
the
life
of
the
Attic,
but
also
to
save
the
lengths
of
the
families
and
I'd
like
to
know
if
the
freeholders
are
planning
on
doing
anything
to
help
with
Cup,
1
or
whatever,
because
I
spoke
to
them
today
and
we're
going
to
see
what
we
can
work
out
about
setting
up
this
type
of
a
program
where
people
can
go
on
a
website
and
just
donate
five
dollars.
Money
and-
and
you
know
you
know
yourself,
will
you
have
deductions,
take
down
your
paycheck
the
first
couple
weeks?
W
U
Hi
I'm
Jesse
captain
I
work
for
enterprise.
We
have
five
locations
in
Atlantic,
County,
well,
show
cups,
I'll,
try
to
call
myself
sure
we
I'm
a
big
supporter
of
transit
and
I
particularly
resonate
with
what
you
said:
Miss
California,
the
strength
of
South
Jersey
and
how
we
oftentimes
take
the
brunt
of
it
for
New
Jersey,
Transit
I'm.
Coming
with
a
plan
B,
we
are
a
commuter
vanpool
provider.
Enterprise
rideshare
is
at
a
crisis
branch
that
serves
community.
The
reason
I
particularly
want
to
make
everyone
aware
of
that
is
what
you
see.
U
What
I've
seen
over
my
12
years
of
major
transportation
is
that
people
who
leave
transit
and
have
to
leave
their
job
or
buy
a
car,
don't
come
back
to
transit,
and
that
would
be
a
very
bad
thing
for
the
Atlanta
city
rail
line.
So
our
program
is
a
month-to-month
program
where
you
can
use
a
band
pool
on
highways.
A
lot
faster
than
the
bus
is
going
to
be
and
for
your
constituents
and
for
employers
in
Atlantic,
County
I
think
we
might
be
able
to
be
a
solution
just
just
for
this.
U
Hopefully,
four
month,
time
period,
where
we
don't
have
the
rail,
obviously
I'm
hoping
on
plan
B
and
we
never
have
to
use
Plan
B
a
life
long
without
during
the
guy.
You
don't
want
to
see
that
happen,
but
if
it
does
happen,
Enterprise
is
here
to
help
I
definitely
want
to
make
myself
available
to
the
mayors
and
any
of
you
to
help
your
constituents
for
that
deployment.
If
you
hear
from
that
concern.
B
Well,
we
provided
the
vehicle
number
one.
We
provide
the
maintenance
of
the
vehicle,
consume,
repairs
on
it
as
well
staff
gas,
so
we're
looking
I
know
the
Sharpe
has
other
ideas
of
what
we
should
be,
what
he
wants
and
he
can
actually
make
proposals.
I,
don't
know
if
this
proposal
have
gone
into
the
administration
or
not,
but
very.
U
K
E
K
K
N
K
N
North,
but
because
we're
looking
at
McLeish
you
some
of
those
which
we
get
the
money
through
a
variety
of
sources,
one
of
which
it
it's
called
congestive
management
quality
labels,
we
get
them
through.
Nj
transit
money
goes
and
Z
trains
that
they
buy
for
the
state,
and
then
they
they
give
people's
have
to
power
chains
and
system.
So
we
would
probably.
B
Mean
make
them
this
since
I've
been
the
ban
is
27,000
the
look
that
no
going
and
all
that
just
about
two
thousand
dollars
and
then
about
34,000
arith.
Maybe
it's
thirty!
Six
thousand
four
dollars
is
to
fit
it
up
with
the
interior
design
for
their.
You
know
bringing
people
into
it,
interviewing
them
air
conditioning
on
the
top,
a
portable
generator.
You
know,
link
systems
with
with
support
itself
with
the
communication
and
all
that
it's
a
pretty
extensive
thing.
You.
K
This
conversation
with
free,
open
specially
give
him
I
don't
want
to
because
that
became
a
gave
us
one
plane.
And
then,
when
I
talked
to
the
administration,
it's
something
totally
different.
So
I'm
a
little
confused,
some
of
y'all
confuse
I'm
going
to
use
because
we
need
to
know
the
whole
packages
and
so
whatever,
which
is
80
dad.
Without
what
else.
N
Boss,
enmity
27,
you
can
yo
II,
don't
mean
27
ain't
saying
met
metallic
body,
but
then
you
have
to
put
in
everything
else,
like
the
kids
chairmen
and
I'll,
send
it
to
his
delineate
and
you'll,
see
that
it's
outlined
in
since.
Why
should
we
go
like
you
would
go
to
a
you
know
a
again
go
to
work.
You
learn
and
stay
on
the
site
and
with
the
big
boys
enjoy
your
bully
out.
You
see
that
Senate
can
I,
don't
want
us
to
become.
C
V
Please,
sir,
my
conversations
as
well
and
an
applicant
house
of
other
County
right.
So
some
of
the
other
counties
come
under
the
prosecutor's
office,
they've
gotten
their
vehicles.
The
same
way
sheriff
we've
got
his
vehicle
was
to
something
that's
not
used.
Some
of
them
were
able
to
get
some
a
little
lower
because
the
program
wasn't
working
until
seven
years
old
and
that's
how
they
thought.
V
V
A
V
U
V
J
W
V
B
It's
a
good
question:
I
think
that
narcan
has
a
variety
of
funding
sources.
There
are
plenty
of
large
hospital
chains
or
shoot
a
corporate
hospitals
that
it
provided
it
for
different
counties
that
you
went
to
our
local
aid,
so
I
think
it's
just
a
something
that
he
hacked.
That
has
to
be
put
into
a
program
that
we
can
digest
right
within
our
legality,
but
whatever
it
is,
and
then
we
make
them
as
we
make
the
budget
for
next
year,
we'll
see
what
it
is.
