A
A
Er
in
compliance
with
the
Oakland
Public
meetings,
Act
of
the
state
of
New
Jersey
at
notice
of
this
meeting
of
the
Atlanta
County
Board
of
County
Commissioners,
was
provided
in
the
following
manner
published
in
the
Press
of
Atlantic,
City
and
mailed
to
the
current
and
the
Hamilton
Gazette
and
has
been
posted
on
the
bulletin
boards
and
the
county
office.
Building
in
Atlantic
City,
the
Stillwater
building
in
Northfield
and
the
county
clerk's
office
in
Mays,
Landing
Reverend,
Lou,
strugula,
pastor
of
Church
by
the
bay
in
Galloway,
will
deliver
the
indication.
B
You
take
a
moment
in
being
an
attitude
of
Prayer
from
the
letter
to
Timothy
second
letter
verses,
one
and
two
first
of
all,
then
I
urge
that
supplications
prayers,
intercessions
and
thanksgivings
be
made
for
all
people
for
kings
and
all
who
are
in
high
positions
that
we
may
lead
a
peaceful
and
quiet
life,
Godly
and
dignified.
In
every
way,
Paul
was
the
single
most
responsible
person
for
the
expansion
of
Christianity
and
he
tried
to
give
Timothy
his
Protege
the
wisdom.
B
Today
we
look
to
God
for
the
wisdom
to
lead.
We
looked
for
God
to
God
for
the
wisdom
to
govern,
but
most
especially,
we
look
to
God
for
the
understanding
that
we
as
people
who
are
governed
by
this
body,
May
respect
them
pray
for
them
and
give
them
our
respect
for
we
pray
this
in
God's,
name,
amen,
amen,.
A
C
E
E
D
I
mean
I
just
want
to
be
really
brief,
that
it's
really
an
honor
to
be
here
with
all
of
you
and
as
I
was
just
talking
to
the
senator
Atlanta
county
is
really
a
model
for
government
and
the
way
that
we
all
work
across
the
aisle,
and
we
are
just
working
on
behalf
and
I
personally
deeply
appreciate
that
I
know
I
said
well,
thank
you
all
for
being
here
to
Bear
witness
to
these
incredible
elected
people
who
are
soon
to
be
sworn
in
either
for
the
first
time
or
the
struggle
before
the
second
time
or
third
time,
maybe
and
fourth
time.
D
Okay,
Ernie
and
again,
you
know.
Thank
you
so
much
for
welcoming
me
here
today
and
I
think
there's
some
people
who
are
chomping
the
bit
to
get
into
their
new
job,
so
I
will
not
stand
here
and
take
up
any
and
wish
you
all
great
success
down
here.
Thank
you.
H
Happy
New,
Year
everyone,
rich
and
I,
started
running
for
countywide
office
16
years
ago.
Now,
if
you
believe
that
it's
hard
to
believe
and
I've
been
in
and
out
of
office,
which
has
been
a
stalwart
for
the
best
run,
County
government
in
the
state
for
all
businesses.
So
welcome
back.
Thank
you,
everybody!
H
Absolutely,
let's
see
I
know
the
Bible
is
the
first
lady
said
right
hand
in
the
air
repeat
after
me:
I
state,
your
name
aye
Richard
days
to
solemnly
swear,
do
solemnly
swear
but
I
will
support
the
Constitution
but
I
don't
support
the
Constitution
of
the
United
States
of
the
United
States
and
the
Constitution
and
the
constitution
of
the
state
of
New
Jersey.
The
state
of
New
Jersey.
Another
bear
true
Faith
about
that.
H
I
do
further
settlement
of
swear,
but
I
will
Faithfully
that
I
will
faithfully
and
partially
impartially
and
justly
perform
and
adjustable
perform
all
of
the
duties
all
of
the
duties
of
the
office
of
county
commissioner
of
the
office
of
county
commissioner,
according
to
the
best
of
my
ability,
according
to
the
best
of
my
ability,
so
help
me
God,
so
help
me
out.
Congratulations.
I
H
The
first
lady
to
Atlantic
County,
it's
great
to
have
you
here
and
you
know
some
great
things
happened
in
Atlantic
County
over
the
last
year
by
working
together.
I
want
to
thank
you
and
thank
the
governor
for
all
your
support.
We
have
a
prosecutor
here.
We
have
new
judges
in
place
and
it's
been
a
great
year
for
Atlanta
County.
So
we
want
to
thank
you
thanks
to
all
the
residents.
We
have
tremendous
opportunities
here
now
for
Atlantic
County
to
do
good
things
for
people
to
get
our
economy
moving,
get
jobs
created.
H
C
That
I
will
support
the
Constitution
of
the
United
States
and
the
constitution
of
the
state
of
New
Jersey
and
the
constitution
of
the
state
of
New
Jersey,
and
that
I
will
bear
true
faith
and
allegiance
to
the
same
and
I
will
bear
true
faith
and
allegiance
to
the
same
and
to
the
governments
established
in
the
United
States
and
to
the
government's
established
in
the
United
States
and
in
this
state
and
in
this
state
under
the
authority
of
the
people
under
the
authority
of
the
people.
So
help
me
God,
so
help
me.
C
God
I
do
further
solemnly
swear.
I
do
further
solemnly
swear
that
I
will
Faithfully
that
I
will
faithfully
impartially
impartially
and
justly
perform
all
the
duties
and
justly
perform
all
of
the
duties
of
the
office
of
county
commissioner
of
the
office
of
county
commissioner,
according
according
to
the
best
of
my
ability,
according
to
the
best
of
my
ability
to
help
me
God,
so
help
me
God.
Congratulations.
C
Briefly,
I
just
want
to
say
that
Amy,
dotto
and
I
met
each
other
two
years
ago,
and
you
were
such
a
strong
supporter
of
Manny
you're
such
a
good
leader,
especially
as
a
female
elected
official
here
at
Atlantic
County,
and
we
all
are
working
together
to
make
Atlantic
County
a
great
place
to
live
and
to
work.
It
was
a
plant
after
meeting
your
parents
here
today
and.

But
we
have
Alicia's
dignitaries
and
I.
Thank
him
for
being
here.
Of
course,
our
first
lady
embarking
thank
you
for
traveling
and
being
here
today
we
have
this
Palestine
Art,
District
Two
state
senator.
We
have
some
of
the
Guardians
that
are
sweat:
Sheriff,
Eric,
shuffler,
County,
surrogate
Jim,
Curcio
County,
Clerk
Joe
jarello
Oscar
Richardson
Payne.
Here
we
also
have
a
supplement
random
number.
There
is
Lewis.
Okay,
thank
you,
Gary!
Thank
you.
K
K
E
Chairman
Jim,
first
of
all,
let
me
just
take
this
out
to
Tim.
Did
you
say,
congratulations
to
be
a
chairperson,
happy
New
Year's
to
everybody,
I'd
be
remiss
if
I
did
not
think
once
again,
the
first
lady
for
the
state
of
New
Jersey
coming
down
again
three
years
ago,
it
seemed
like
it
was
just
yesterday.
E
Down
you
have
to
how
come
this
time
you
came
when
you're
over
this
time
and
I
said.
Thank
you
to
all
our
officials.
Happy
news
to
my
lovely
wife
puts
up
with
me
with
politics
all
day,
long.
E
Keep
asking
me
when
I'm
going
to
retire,
Sonia
I'm
not
going
to
join
your
retirement,
yet
I
want
to
say
again
congratulations
to
our
new
clerk.
We
look
forward
to
our
continuing
outstanding
job.
She
had
outstanding
mentor
and
we
want
to
congratulate
and
wish
you
happy
retirement
decided
Harris
and
to
her
fiancee,
who
everybody
was
surprised
too,
and
her
retirement
dinner.
She
got
in
the
gate,
so
congratulations.
E
But
we
appreciate
everything
you've
done,
while
we're
here
in
the
first
nine
years
of
our
term
on
the
commissioner
board
and
free
on
the
board.
You've
certainly
been
a
good
help.
We
don't
expect
anything
less
I
made
it
very
clear
to
tear
and
to
the
office
staff,
even
though
Terrace
husband's
here
trying
to
intimidate
I
should
not
get
a
pass,
but
we
wish
you
well.
We
know
you're
going
to
do
a
good
job
with
this
afternoon.
To
my
colleagues,
we
look
forward
to
another
three
years.
E
Continue
to
fight
on
behalf
of
the
residents
of
Atlantic.
County
continue
to
keep
taxes
down
to
spending,
keep
a
taxes,
are
not
taxes,
but
to
keep
spending
that
level
continue
to
bring
Economic
Development
to
Atlantic
County
continue
to
put
people
to
work.
E
This
is
under
the
County
Administration
under
Jerry
Don
roster
and
his
retired
team,
with
the
county
executive
with
this
board,
our
chairwoman
of
the
budget
committee
Amy
raising
the
salaries
of
County
Employees,
taking
the
opportunity
to
continue
to
find
ways
to
get
economic
development
for
Atlanta
County.
So
we've
got
a
lot
of
work.
We've
done
looking
forward
to
another
three
years
on
this
board
fighting
on
behalf
of
all
the
residents
of
Atlanta
County.
E
That
is
so
funny
because
every
election
you
said
it's
your
last
one
right
and
you
find
yourself
here,
four
terms
later
still
fighting
because
you're
doing
the
right
thing:
you're
fighting
on
behalf
of
the
little
people,
the
Working
Poor.
There
wasn't
pro-op
coffee
in
the
park
on
cars
they
make
out
beds.
E
99.9
of
the
time
we
agree
because
it's
the
right
thing
to
do
for
residents
of
Atlantic
County
and
it's
always
an
opportunity
to
sit
down
to
agree
to
disagree.
I
I
thought
coming
in
tonight.
Today
we
were
going
to
probably
take
two
or
three
votes
to
see
who's
going
to
be
the
chair,
since
McCarthy
ended
up
still
fighting.
Who
is
going
to
be
the
next
week
at
the
house,
so
we
didn't
have
that
problem
with
Grizzly
tonight.
So
really
it
says
a
lot
you've
been
here
a
long
time
he's
taught
us
a
lot.
E
We've
learned
a
lot
from
you,
we
agreed
and
disagree,
but
you
fought
for
the
rest
of
my
accounting
for
money
money
long
time
in
closing.
I
just
want
to
recognize
our
police
chief
from
Atlantic
City
chief
John
sarkos
over
there.
He
he
made
it
this
business
to
get
over
here,
he's
been
permanent
made
permanent
chief
of
Atlantic
City,
and
certainly
thank
the
governor
and
his
staff
for.
L
E
F
Yeah
I
want
to
convey
my
congratulations
to
commissioner
corsi
commissioner
days
and
Bishop
Gatto
on
being
sworn
into
office.
Today,
it's
such
an
honor
to
serve
with
these
people.
You
know
and
serve
the
people
of
Atlantic
County
and
to
witness
your
host.
So
congratulations.
My
congratulations
also
to
commissioner
Risley
for
being
nominated
as
our
new
chair
of
the
board.
It
was
a
privilege
to
serve
in
this
capacity
and
I
look
forward
to
supporting
him
as
we
move
into
2023..
My
congratulations
also
to
commissioner
Parker
and
vice
chair.
F
I
I
want
to
thank
my
wife
and
my
family,
for
you
know
not
only
putting
up
with
people
supporting
me,
the
meetings
and
the
the
practices
I
miss
and
the
family
gatherings
that
I
missed.
So
thank
you
for
your
support,
my
parents
as
well
for
their
their
encouragement,
their
support
and
for
watching
my
kids,
who
needed
I,
truly
appreciate
that
congratulations
again
to
commissioner
Gatto
and
commissioner
corsi
or
chairman,
and
our
vice
chair.
I
You
know
I
I'm,
not
going
to
quote
the
county
executive,
somebody
I'm
a
huge
fan
of
Abraham
Lincoln
and
you
know,
we've
a
government
of
the
People
by
the
people
and
for
the
people.
So
you
the
people,
we,
the
people,
are
extremely
important
to
stay
involved.
I
Hold
our
you
know
our
nose
to
the
fire
and
make
sure
we
do
what
we
say
we're
going
to
do.
That
is.
It
will
continue
to
bring
Economic
Development,
diversify
our
economy
and
work
for
everyone,
regardless
political
party
or
any
other
affiliation.
So
make
sure
that
you
hold
us
to
that
and
I
pledge
to
continue
to
do
that.
Thank
you.
Everyone.
I
G
Are
you
our
first
African-American
Vice,
chair,
I,
don't
know
I
think
you
are
I,
don't
know
so
I
think.
J
G
G
Up
the
second
well,
if
it
is
true
we're
very
proud
to
have
that
happen
and
now
certainly
keep
Paving
the
way
for
diverse
individuals
to
get
involved
with
our
government.
It's
really
important
to
have
diversity
of
experience
and
thought,
and
and
our
culture
up
here
on
the
board,
I'd
be
remiss
I
forgot
on
Election
night.
So
let
me
do
it
first
to
thank
my
family
for
being
here
and
and
for
all
the
support
through
the
years
and
I.
G
Think
many
of
my
my
immediate
family,
my
mom,
my
dad,
my
stepdad
Stephen.
Of
course
they
see
cousins
and
aunts.
Here,
I
see
some
of
my
gym
family
here.
So
thanks
for
coming
guys
also
want
to
thank
I,
see
Pat
and
Sonia
in
the
audience.
Thanks
for
the
support
in
our
prior
terms,
it's
going
to
be
rough
without
you,
both
here
now,
but
I
know
we're
in
good
hands
with
Brenda,
Kristen
and
Pat,
certainly
at
the
house,
so
I'm
looking
forward
to
that
next
time,
wanna
also
I
saw
a
meme
today.
G
G
and
I.
Think
that
very
much
encapsulates
our
our
election
Journey
for.
G
We
had
a
lot
of
great
energy
happening
in
the
county
and
while
we
are
coming
out
of
the
recovery
of
the
pandemic,
now
we're
really
trying
to
you
know,
put
our
foot
on
the
gas
to
get
that
energy
back
up
here
in
Atlantic
County
for
all
those
things
that
we
had
planned
in
2019
and
going
into
2020
and
now
certainly
going
into
this
next
term,
so
I'm
looking
forward
to
hopefully
kind
of
getting
out
of
the
coveted
land
and
moving
into
again
all
of
the
really
wonderful
things
we
had
planned
to
do
previously
and,
as
I
said,
you
know,
Ernest
highlighted
some
of
those
things
we've
already
gotten
going,
which
I
think
is
really
great
and
Ernest.
G
You
said
we're
going
to
keep
fighting
I,
think
you
meant
we're
going
to
fight
together
and
not
with
each
other.
G
But
I
I
think
we
do
I
think
we
have
healthy
debate
and
healthy
discussion
here
and
I
certainly
appreciate
it.
I
think
the
residents
deserve
that
kind
of
thing
and
I'm
looking
forward
to
it
to
all
of
our
dignitaries
who
are
here.
Thank
you
so
much
assembly
woman
again,
thank
you
for
coming
to
swear
me
in
and
looking
forward
to
a
prosperous
2023..
Thank
you
all.
Thank
you.
G
Oh
well,
I'm
sorry
I
did
want
to
recognize.
Alex
too
Alex
is
in
the
back.
I
give
Alex
Alex,
so
much
grief
from
the
governor's
office
trying
to
get
through
some
some
State
red
tape
and
Alex
as
the
first
lady.
He
is
such
a
wonderful
resource.
L
G
He's
he's
really
helpful
and
really
amazing
and
I
do
want
to
give
him
tutors,
because
we
do
Badger
him
a
lot
and
he's
extremely
responsive
and
and
very
hopeful
and
he's
part
of
our
success
here
at
Atlantic
County.
So
thank
you.
J
Commissioner
Parker,
you
want
to
say
something:
yes,
I,
don't
want
to
take
up
too
much
of
your
time.
For
you
guys
know,
I
can
get
a
little
more
winded
I'm
a
teacher,
so
we
can
talk,
you
know,
and
so
I
won't
take
up
too
much
time.
I
just
want
to
thank
the
David
Terry's
over
who,
over
in
the
I,
guess
left
side
of
your
facing
this
way.
J
Thank
you
all
for
coming
and
taking
time
out
of
your
busy
schedules
to
come
out.
I
want
to
thank
all
the
families
and
friends
and
everyone
who's
here
today.
J
We're
watching
today
and
I
agree
completely
with
our
commissioner
Hayes
and
what
he
said
about
it
being
a
government
made
of
of
the
People
by
the
people
for
the
people,
and
it
only
works
if
you
hold
us
accountable
and
I
think
we
all
agree
to
those
terms
up
here
and
that's
why
we
have
such
a
great
commissioner
board
amongst
us,
no
matter
what
the
party
is,
because
we
all
agree
that
what
we're
here
to
do
is
to
serve
the
people.
You
know
we're
not
making
kings
and
queens.
You
know
we're
not
up
here.
J
J
Congratulations
chairman.
Thank
you.
Thank
you
for
all
of
you
up
here
to
my
colleagues
who
voted
me
and
I
have
been
on
the
commission
aboard.
This
is
my
first
I'm
finishing
up
running
up
my
first
term
in
the
commissioner
board
coming
from
Egg
Harbor
Township,
the
township
committee
and
then
prior
to
that,
probably
over
a
decade
on
zoning
board,
so
I've
been
engaged
and
it's
not.
You
know
I'm
new
to
this
Commission,
of
course.
So
it's
truly
an
honor
for
you
guys
to
give
me
a
vote
of
confidence
to
make
Vice
chair
chairman.
J
You
know
whatever
you
need
any
time
of
the
night
whatever
to
do.
I
have
your
back.
You
need
only
to
ask
I
want
to
thank
some
of
the
folks
that
Patty
Sonia.
Listen,
you
guys
you
two,
ladies
I
should
say
I
want
to.
Thank
you
because
when
I
came
in
you
know,
I
knew
absolutely
nothing
about
what
it
the
job
of
commissioner
was
you're
gonna
hear
some
things
you
know,
but
it's
different.
When
you
get
on
the
ground,
you
know
and
I
came
on
from
Egg
Harbor
Township
thinking.
J
Know
yeah:
well,
it's
Grand
idea.
Let
me
tell
you
how
to
direct
them
a
little
bit
better
and
so
I
appreciate
you
working
behind
the
scenes
about
what
we
get
to
sit
up
here
and
take
a
lot
of
credit
for
the
work
that's
done
behind
us
is
I,
really
truly
truly
do
appreciate
it,
our
legal
help.
You
know
you
can't
do
anything
without
checking
with
the
lawyers
first.
J
You
know
everybody
is
that
so
thank
you
for
always
being
there
to
help
us
keep
us
legally
out
of
jail,
okay
and
out
of
trouble,
and
so
I
appreciate
you
for
that
who
did
I
miss
did
I
miss
anyone,
miss
corsi,
you
know,
I've
known,
you
must
be
fair.
You
know,
I've
knew
you
from
our
usual
vocation.
J
You
know
in
education,
that's
going
on
here
in
our
state
and
here
in
the
county,
so
I
know
I
said:
I
was
going
to
be
long,
so
I
guess
I
should
stop
now.
So
thank
you.
Everyone
and
congratulations.
M
First
off
just
wanted
to
say
again:
congratulations
to
commissioner
Gatto
Dave
and
Dorsey.
Also,
congratulations
to
you've
done
it'll
be
great,
as
our
chairman
I
mean
angels,
commission,
treatment
or
business
better
than
you
know,
especially
being
driven
together
Commissioner
of
Freeholder
at
Hall
of
Fame.
M
Now,
thank
you
for
everyone
to
come
out
today
and
just
a
little
bit
of
commissioner
business
Jerry
just
want
to
say
thank
you
to
you
for
the
paving
of
Zion
Road
in
Egg,
Harbor
Township
I
know
it
was
a
pain
in
the
deck.
You
know
on
you
for
a
long
long
time
for
that
to
get
done,
and
just
before
Christmas
we
got
our
Christmas
present
and
that
Paving
got
done
from
Ocean
Heights
to
just
past
Northbound
area
Avenue
and
the
residents
are
very
thankful.
M
They
won't
be
making
so
many
trips
to
the
auto
repair
shops.
Now.
I
really
appreciate
that
and
the
job
he
did
is
like
striping
would
be
nice
when
that
comes
with
that
we
got
the
little
tabs
in
there.
Dale
look
forward
to
a
great
year.
Sonya
again,
you
know
I,
don't
know,
we've
said
so
much
about
you.
You
know
at
your
retirement
at
the
meeting
when
you
announced,
then
you
know
our
last
meeting
and
then
you
still
show
up
and
you're
here,
but
it
looks
weird
seeing
you
out.
There
feels
good.
M
We're
all
much
better
because
of
you
and
Pat
and
again,
congratulations,
yes,
Happy
New
Year
to
everyone.
K
Any
other
commissioner
I
also
want
to
thank
Chief
charcoals
for
being
here
and
I
also
want
to
recognize
assembly
of
a
name
in
the
back
there.
Thank
you
prepare
here.
K
K
K
And
day
11
success,
many
times
that,
whether
that's
my
accounting,
State
I,
believe
and
as
I
enter
my
23rd
year
service
people
of
Atlanta
County,
it's
an
honor
to
serve.
That's
what
we're
here
to
do
thank
the
Lord
for
their
support.
We
must
never
forget
that
County
Government
assists
to
provide
needed
services
to
cities
and
towns
inside
the
county
is
what
it's
all
about:
we're
supposed
to
provide
those
needed
Services
efficiently
and
cost-effective.
K
That's
our
mission
and
how
do
you
serve
different
layers
of
government
I'm,
fairly
convinced
the
County
government
is
good
government,
a
lot
of
sex.
We
do
so
well
here
in
Atlantic
County
because
of
our
professionals.
We
bring
professionals
here
that
work
in
the
county
too
many
to
name.
Of
course.
We
have
many
volunteers
that
serve
on
various
Boards
of
the
county
and
we
thank
them
for
their
service.
K
K
K
B
Almighty
and
loving
God,
we
give
you
thanks
for
this
group
of
people
that
put
themselves
in
a
position
to
help
others
the
volunteer
of
their
times
their
talents
and
sometimes
their
Treasures,
to
give
of
themselves
so
that
others,
May
thrive,
bless
them
as
they
go
forward.
Leading
our
County
bless
all
that
lead.
May
they
have
your
wisdom
and
your
spirit,
and
may
we
all
have
safe
travels
as
we
return
to
our
homes
today.
