A
compliance
republican
public
meetings
act,
state
of
new
jersey,
adequate
notice
of
this
meeting
of
the
atlanta
county
record
of
chosen.
Curry
holders
was
provided
in
the
following
manner,
published
in
the
press
of
atlantic
city
and
mailed
to
the
current,
the
daily
journal,
the
hamilton
gazette
and
the
hamilton
news,
and
has
been
posted
on
the
bulletin
boards
in
the
county
office
building
in
atlantic
city,
the
stillwater
building
in
northfield
and
the
county
clerk's
office
in
may's

A
A
B
Okay,
board
of
freeholders,
I'm
in
receipt
of
a
letter
from
keith,
a
davis
chairman
of
the
atlantic
county
republican
committee,
dated
october
5th
2020
to
mr
edward
mcgettigan,
county
clerk.
Dear
mr
mcgettigan,
at
a
meeting
of
the
atlantic
county
republican
committee
on
october
1
2020,
frank
ballas
was
elected
to
fill
the
vacant
seat
on
the
atlantic
county
board
of
chosen
freeholders
due
to
frank,
fermika's
resignation.
B
C
Yeah,
madam
clerk,
before
we
go
into
that,
I
noticed
that
you
read
letters
from
the
republican
chairman,
et
cetera.
Before
we
continue,
I
thought
we
were
going
to
do
roll
call
meetings
of
the
minutes
before
we
went
into
oval.
B
Freeholder
corsi,
we
will
first
do
the
sweat
the
oath
of
office
like
we
would
do
for
reorganization.
B
So
when
I
do
the
roll
call,
mr
ballas
will
be
included
in
the
roll
call
as
a
freeholder,
but
we
must
first
administer
the
oaths
of
office
and
then
we'll
continue.
B
You
can
begin
chairwoman
kern.
D
C
B
We
have
witnesses
here
and
no
chairwoman
you
were
in
and
out
it
said
the
bandwidth
was
low.
I
don't
know
if
it
was
on
cell
cellular
data
or
if
it
was
on
the
county's
wi-fi,
but
we
we
saw
portions
of
it.
F
All
right,
so
I
would
like
preholder
valve
to
have
a
few
words,
so
I'm
gonna
go
back
to.
G
D
Hello,
hello,
thank
you.
First
and
foremost,
I
want
to
thank
maureen
for
swearing
me
in,
and
also
want
to
thank
my
wife.
As
you
know,
I've
been
to
several
freeholder
meetings
as
sheriff
and
sat
on
the
other
side
of
the
table
with
you
guys
and
now
it's
so
awesome
to
be
able
to
sit
on
the
dice
with
you.
As
my
colleagues
and
I
thank
each
and
every
one
of
you
for
you
know
doing
what
you
do
for
the
freeholder
board.
D
I
also
want
to
thank
the
atlanta
county
republican
committee
for
having
the
faith
in
me
to
elect
me
to
this
position
and
again,
as
I
told
them,
I
won't
let
them
down
I'm
looking
forward
to
serving
with
each
and
every
one
of
you
again
all
the
faces.
I
see
here
on
this
screen.
I
consider
each
and
every
one
of
you,
my
friend,
and
that's
all
I
have
to
say
thank
you
very
much.
J
A
I'm
sure
you
won't
freehold
dorothy,
okay,
everybody
has
received
the
minutes
of
september
1
20
and
if
anybody
had
promotion.
C
G
E
A
Kern
here
now
we
have
the
minutes
of
september
1
2020..
If
I
have
a
motion
or
if
anybody
has
any.
A
L
M
L
B
A
Yes
and
that's
our
presentation
for
the
19
update
from
public
health
over
sir,
are
you
here
today,
yeah.
G
K
Okay,
good
I'm
here
to
report
the
cumulative
atlanta
county
y,
positive
19
cases
to
date
are
four
thousand
seven
hundred
and
one
with
2
964
recoveries.
Unfortunately,
250
county
residents
have
died
since
the
pandemic
began.
Daily
updates
and
cumulative
numbers
are
now
available
on
our
website,
ace
link,
dot,
org
and
they
are
updated
daily.
K
K
Those
that
are
symptomatic
appear
to
experience
a
variety
of
illnesses.
Symptoms,
most
predominant
among
the
younger
population
appear
to
be
congestion,
loss
of
smell
headache,
loss
of
taste,
cough
fever,
but
not
shortness
of
breath
or
difficulty
breathing.
Fortunately,
most
of
the
cases
are
mild
to
moderate,
but
testing
availability
has
increased
throughout
the
county.
I'm
really
pleased
to
report
that
we
continue
atlanta
county
to
offer
the
free
coupe
at
19
tests
by
appointment
only
to
any
county
residents
no
prescription
is
needed.
The
location
of
the
drive-through
continues
to
be
located
on
dolphin
avenue.
K
K
Other
areas
in
the
county
where
people
are
able
to
access
testing
include
cvs,
which
has
added
to
their
pleasantville
and
brigadine
location.
One
in
egg
harper
township
walgreens
in
pleasantville
and
northfield
are
now
on
board.
Offering
testing
southern
jersey.
Family
medical
center
continues
to
offer
testing
in
hamilton
and
pleasantville
and
atlanta
care
testing
is
available
through
all
of
their
urgent
cares
and
federally
qualified
health
center
in
atlantic
city.
Finally,
health,
med,
urgent
care
in
atlantic
city
offers
testing
as
well.
K
We
continue
the
division
continues
to
get
notified
of
travelers
from
the
state
department
of
health
from
quarantine,
states
and
jurisdictions.
Currently,
there
are
35
states
and
jurisdictions.
As
of
today
we
have
received
reports
of
558
travelers
and
have
attempted
to
contact
all.
We
now
have
a
total
of
17
case
interviewers
and
contact
tracers
on
the
state
department
of
health
and
the
rutgers
program.
They
have
supplemented
our
own
contact
tracing
and
case
interview
workforce.
K
K
She
also
works
to
ensure
that
they
are
following
state
health
and
cdc
guidelines.
This
timeliness
of
notification
in
these
cases
and
contacts
are
ever
so
important
in
containing
this
disease,
but
our
flu
clinics
have
started
I'm
pleased
to
announce.
Please
get
a
flu
shot
and
they
were
available
at
many
locations.
Ideally,
of
course,
you
would
want
to
go
to
your
health
care
provider,
but
if
you're
not
able
to
just
make
an
appointment
on
our
website,
aclinc.org
we're
making
appointments.
This
year's
because
we're
monitoring
social
distancing
throughout
the
process
of
administering
a
flu
shot.
K
If
you
never
had
a
flu
shot,
please
get
one
this
year,
please
make
sure
your
family
and
loved
ones
go.
We
don't
want
a
situation
where
we're
facing
to
a
pandemic,
plus
an
epidemic
of
flu
cases.
We
offer
walk-in
of
no
appointment
necessary
clinics
here
in
northfield,
at
201,
central
road
and
by
monday,
through
friday,
from
9
to
12
and
every
tuesday
at
310
bellevue
avenue
in
hamilton.
They
will
be
offered
throughout
the
flu
season.
K
We
are
also
evaluating
our
public
health
flu
clinic
sites
to
be
possible
covid19
vaccine
distribution
sites
as
well
and
finally,
our
fall
news
letter
has
been
distributed
to
various
locations
throughout
the
county.
It
emphasizes
the
importance
of
isolation
and
quarantine,
as
well
as
what
symptoms
to
look
out
for,
if
you
possibly
may
have
poop
at
19.
Encourages
you
to
get
tested
office
offers
instructions
as
far
as
how
to
select
a
mass
and
how
to
on
how
to
put
it
on
and
take
it
off
safely
and,
of
course,
it
advocates
for
flu
vaccination.
K
K
A
Thank
you
very
much,
pat
okay.
So
that
brings
us
to
our
regular
agenda.
We
start
with
ordinance
number
eight
through
the
first
reading,
so
there's
no
installment
on
this
one.
G
A
A
Yes
virgin

that
brings
us
into
our
resolution
start
with
the
grant.

Grant

funding
from
the

Eighty

sixty

county

matched
twenty
two
thousand
one
hundred
and
sixty
seven
dollars.
G
F
We
discussed
this
in
the
budget
meetings
and
I
just
want
to
make
the
other
freeholders
aware.
The
funding
for
this
grant
has
remained
the
same,
probably
for
about
the
last
10
years
or
very
similar
to
the
same.
It
hasn't
gone
up,
much
and
costs
do
arise
and
you
know
think
things
cost
more
than
they
did
a
dozen
years
ago
and
I
would
encourage
the
administration
to
see
if
there's
any
more
money
available
from
the
government
for
this
grant.
It's
very
important
service.
That's
provided.
D
Madam
chair
you're,
going
to
ballast
yes
I'll,
have
to
recuse
myself
from
from
this
resolution.
As
I'm
a
member
of
the
evanzar
board,.
A
B
G
A
Kern,
yes,
motion
carries
and
I
will
have
to
entertain
a
motion
to
combine
it
about
448
to
441..

B
O
Yeah,
yes,
john
john,
presented
today
that
this
is
it
the
is
this
bitter,
as.
G
P
P
C
Thank
you,
jerry
and,
and
certainly
john,
because
I
think
we've
been
kicking
this
around
for
at
least
a
year.
I
hope
you
got
it
right
this
time,
because
if
they
don't
want
the
bicycle
racks,
I'm
sure
we
can
find
other
municipalities
that
would
love
to
have
them.
L
E
A
C
M
B
C
Madam
chair,
yes,
yes,
pretty
honor,
believe
it
or
not,
they
did
an
outstanding
job
yesterday
explaining
these
change
orders.
So
this
probably
one
of
the
first
times
I
will
not
be
voting
against
the
change
orders.
A
B
B
C
Madam
chair,
just
for
a
point
of
information
to
jerry
and
certainly
to
the
county,
if
any
of
the
other
freeholders
have
been
out,
there,
they're
actually
doing
a
outstanding
job,
expanding
the
cemetery
and
fixing
up
other
parts
of
the
facility,
and
I
just
cannot
wait
till
it's
done.
I
know
it's
going
to
be
something
to
see,
but
they
need
to
be
commended
on
the
outstanding
job.
So
far,
especially
when
we
talk
about
our
veterans
and
a
nice
place
to
lay
their
loved
ones,.
J
Is
I
was
actually
out
there
just
past
saturday
from
my
uncle's
cemetery,
veronica's
funeral
and
the
cemetery
is
looking
good.
There
were
some.
I
had
some
maintenance
issues,
so
I
might
send
jerry
some
pictures.
I
realize
it's
it's
in
progress,
but
I.
P
J
Concerned
about
some
of
the
appearances
that
were,
I
guess
I
felt
like
they
were
left
unmaintained
while
things
were
being
worked
on.
So
I
realized
that
there's
a
lot
of
work
being
done,
but
I
feel
like
there
were
some
areas
of
the
of
the
cemetery
that
actually
could
have
been
maintained
in
the
process
of
it
being
completed.
O
Let
me
ask
you
free
old:
did
you
say
you
sent
me
pictures?
No,
I
will
be
studying.
Oh
okay,
good,
okay,
the
reason
why
I'm
saying
that
is
eric
eustis
on
our
parks,
director
eric
is
on.
So
I
will
make
sure
that
eric
gets
those
pictures.
J
Okay,
I
was
there
this
past
saturday
and
took
some
photos
and
again
it
was.
It
was
a
great
ceremony,
it's
a
tremendous
honor
to
our
veterans.
I'm
just
concerned
about
some
of
the
areas
that
are
being
I
felt
like
neglected
in
the
process.
I
know
they
were
shut
down
for
a
period
of
time.
I
know
the
project
has
gone
on
for
two
years
or
more.

G
G
Q
I'm
popping
in
great
this.
This
will
be
a
combination
of
both
virtual
and
classroom
learning.
The
classroom
learning
is
going
to
be
focused
on
the
math,
because
the
instructor
for
that
particular
class
feels
that
it's
too
difficult
to
work
remediation
on
math
in
a
virtual
environment,
so
they're
bringing
them
into
the
classroom
in
atlantic
city
at
worthington
center.
L

We're
at

B
D
Just
for
jerry
del
rosso,
I
know
this
is
an
emergency
resolution,
but
the
the
crash
was
november
7th
of
19.
O
Apparently
they
they
did,
they
did
some
of
the
work
you're
right.
It's
it's
an
emergency
contract
because
they
had
to
go
through
there's
a
number
of
issues
they
had
to
go
through
in
order
to
get
the
contract,
but
but
greg
is
on.
He
I'm
just
not
sure
why
he
can't
get
himself
into
the
into
the
session.
A
R
R
In
between,
there
were
some
issues
where
we
had
our
vendor
dealing
directly
with
the
insurance
company
for
direct
pay.
So
all
this
kind
of
had
it
span
out
a
bit
while
we
tried
to
get
it
resolved
and
that's
the
reason
why
it
took
so
long
to
put
it
before
the
freeholders
for
the
vote
for
the
diversity
contract.
R
D
L
L
A
A
B
A
Yes,
motion
carries.
Can
I
entertain
a
motion
to
combine
and
adopt
for
eighty
four
eighty
one?
First,
next,
second
measurement
maintenance.
Second,
any
pre-folder
comments.
L
I
B
G
A
L
B
L
A
J
E
This
is
an
effort
that
was
initially
led
by
jesse
kurtz,
councilman
kurtz
in
atlantic
city
and
their
expression
of
need
for
the
city
to
have
the
capability
to
have
the
50
dining
in
order
to
survive
the
fall
and
winter
seasons
and
freeholder
dace,
and
I
were
having
a
discussion
about
it
with
regard
to
the
rest
of
the
county
and
thought
it
was
a
great
model
of
a
resolution
to
bring
in
front
of
the
freeholder
board.
E
I
know
all
of
us
have
heard
from
our
friends
and
neighbors
who
are
business
owners
that
are
just
doing
everything
they
can
to
survive
right
now.
I
think
the
data
supports
from
a
numbers
perspective
that
we
have
been
open
successfully.
We
haven't
had
any
massive
outbreaks
as
a
result
of
vendor
dining
or
the
casinos
here,
and
that
our
area
can
support
50
occupancy
for
dining.
Now
we
saw
today
the
announcement
that
budacon
was
closing
in
caesars.
E
That
will
be
a
huge
loss
to
our
area
in
terms
of
fine
dining
and
I'm
just
worried.
If
we
don't
take
action
now
to
try
to
help
save
and
preserve
our
businesses,
we're
gonna
see
that
happening
all
over
the
county
freeholder
day
so
I'll
yield
to
you
to
add
any
more.
J
Good
food
together
share
moment,
if
I'm
a.
J
Yeah,
so
not
only
has
bootycon
and
and
continental
announced
that
they're
closing,
but
I
looked
at
the
the
great
atlantic
city
chamber
leadership
meeting
last
week
with
steve
calendar
for
caesar's
entertainment.
He
said
carmine's
is
struggling
and
I'm
sure
that
a
lot
of
the
other,
more
famous
casinos
and
and
the
restaurants
in
the
casinos
atlantic
city
are
struggling
as
well.
I
talked
to
a
local
owner
here
in
galloway
and
asked
if
they
expanded
the
50
percent.
J
Can
you
still
social
distance
and
the
answer
was
yes,
they
said
what
would
that
mean
for
you?
He
said
60
more
patrons
pennsylvania
today
announced
that
you're
going
to
have
15
capacity
for
outside
and
indoor
sports
venues.
All
of
our
surrounding
states
have
been
at
50
for
months.
They
have
not
seen
any
spikes
that
can
get
directly
attributed
to
indoor
dining.
J
I
believe,
unless
I
missed
something
today,
new
jersey
and
california
are
the
only
states
that
do
not
have
50
in
any
part
of
the
state.
New
york
city
is
at
at
least
25
percent.
This
week,
I
believe
governor
cuomo
and
mayor
de
blasio
have
been
debating
that,
but
they're
still
at
25
and
it's
not
a
partisan
issue.
The
democratic
governor
of
delaware
was
debating
our
governor
of
new
jersey
on
the
science
owned.
J
His
numbers
delaware's
been
to
50
percent,
delaware
has
been
on
and
off
of
her
quarantine
list
and
their
governor
was
questioning
our
governor
about
his
science,
saying
that
delaware
should
be
on
our
quarantine
list.
Delaware
has
been
to
50,
connecticut,
maryland
pennsylvania,
new
york.
Now
new
york
city
is
at
25,
and
new
york
city
has
the
same
population
as
the
entire
state
of
new
jersey.
J
We're
really
going
to
suffer.
We've
already
seen
increases
the
commercial
appraisals,
the
commercial,
the
commercial
taxes
next
year
are
going
to
go
up,
and
it's
no
doubt
we
can
do
anything
we
can
at
this
point.
We
must
do
anything
again
at
this
point.
Try
to
offset
that.
So
I
I
don't
see
any
reason,
and
unless
someone
has
seen
something
today
that
can
offset
any
of
the
science
and
data
from
the
surrounding
states,
I
don't
see
any
reason
why
we
can't
at
least
be
asking
for
a
50
indoor
capacity
for
our
restaurants.
A
Yeah,
thank
you
for
yoder
and
I'm
sure
freeholder
fitzpatrick
will
jump
in
here
a
little
bit.
You
know
we
have
a
whole
nother
dimension
to
this.
The
other
dimension
is
the
convention
business.
At
this
point,
we're
only
allowed
25
people
not
25
right
now,
we're
only
allowed
25
people
to
have
a
meeting
in
any
of
our
facilities.
So
if
someone
calls
me
they
want
a
meeting
room
like
that's
what
I
do
for
a
living
and
they
call
me
they
want
35
people
for
a
meeting.
A
I
cannot
book
it
so
that
is
going
to
directly
affect
these
restaurants.
A
lot
of
these
restaurants
know
it.
They
have
seen
all
of
the
city-wide
conventions
cancelled.
So
this
this
is
another
dimension
to
what's
going
on
within
the
casinos
and
the
restaurants
surrounding
especially
atlantic
city.
I'd
like
something
you
need
to
address
as
well.
F
Yes,
thank
you,
madam
chair.
I
also
attended
that
chamber
of
commerce
meeting
a
couple
of
weeks
ago.
That
freeholder
days
was
talking
about,
and
steve
calendar
made
a
point
of
saying
and
also
michael
cheap,
made
a
point
of
saying
that
the
increases
and
a
lot
of
the
transmission
that
we're
seeing
is
not
business
related.
It's
not
transactional.
F
It's
backyard
stuff,
family
parties,
weddings,
the
knucklehead
behavior
that
we've
been
hearing
about
and
the
the
this
is
really
difficult,
very
very
difficult,
but
I
really
feel
like
we
have
to
at
least
give
our
restaurant
owners
the
potential
to
survive
and
if
we
don't
feel
safe,
if
we
don't
feel
comfortable
going,
don't
go,
but
I
think
we
need
to
I
I
agree
with
this.
I
think
we
need
to
do
this
at
50
and
at
least
give
them
give
them
a
shot.
A
I
Yeah,
thank
you.
I
certainly
want
to
agree
with
what
freeholder
days
has
said.
He
made
a
lot
of
great
points
and
I
think
the
points
that
are
overlooked
is
the
appeals
that
are
going
to
come
in
on
assessments
and
that's
going
to
severely
hurt
this
area
as
well.
I
The
appeals
are
going
to
come
in
for
reductions
and,
of
course,
that
burden
will
be
spread
upon
the
rest
of
our
taxpayers,
not
to
mention
the
the
restaurants
and
the
employees
with
all
their
struggles
they
have
to
go
through,
so
this
should
have
been
done
a
long
time
ago.
I
don't
know
why
this
governor
is
so
lackadaisical.
I
H
Yeah,
madam
chair,
yes,
fredo
bertino,
I
just
wanted
to
make
a
couple
of
comments
as
well.
I
think
sometimes
the
state
doesn't
recognize
restaurant
owners
and
the
responsibility
they
know
they
have
to
their
clientele.
I
know
of
two
restaurant
facilities
here
on
the
western
end
that
have
upgraded
their
air
ventilation
systems
to
meet
the
new
standards,
so
they
can
be
in
a
hundred
percent,
so
I
think
they
really
have.
I
really
appreciate
you
guys
moving
off
course
on
this
resolution.
H
D
D
Yeah,
so
I
agree
with
this
wholeheartedly.
My
son
is
an
executive
chef
here
at
harris
properties
and
to
to
listen
to
the
protocols
and
the
safety
protocols
that
they
go
through
each
and
every
day
to
to
make
sure
that
their
customers
are
safe
and
their
employees
are
safe.
I
believe
that
going
to
50
is
is
something
that
really
should
be
done.
D
I
I
know
many
business
owners,
restaurant
business
owners
and
have
been
out
at
restaurants,
and
you
know
to
go
in
to
a
restaurant
where
it's
supposedly
25
percent
and
they're
they're,
hitting
their
capacity
and
the
restaurant
looks
completely
dead
inside
you
see
the
customers
that
are
there.
The
only
time
they
have
their
mask
off
is
when
they're
eating
the
servers,
the
host
and
everyone
else
are
wearing
their
mask,
and
you
know,
let's,
let's
be
real-
that
you
know
if
somebody's
gonna
get
this
virus.
D
They're
gonna
get
this
virus
no
matter
what
safety
protocols
are
taken.
So
as
long
as
it
can
be
done
safely
in
this
state,
and
understand
that
you
know
south
jersey
isn't
the
same
as
north
jersey.
So
this
is
this
is
something
that
should
definitely
be
passed
and
move
forward
on
to
the
governor.
But
again
it's
it's
his
decision
and
I
guess
his
decision
only
thank
you.
A
A
C
C
Let
me
first
of
all
say
that
I
couldn't
agree
more
with
some
of
the
comments
that
has
been
made
regarding
indoor
dining,
so
the
record
will
reflect,
I
think,
in
the
very
near
future.
In
the
next
few
days,
I
believe
an
announcement
is
going
to
come
out
to
talk
about
increasing
indoor
dining.
I've
had
some
conversations
with
folks
in
the
state.
They
understand
how
important
this
is.
We
noticed
that
the
temperature
is
changing.
C
Folks
are
now
taking
down
the
tents
to
move
to
indoor
can
not
make
it
at
25,
so
they.
G
C
C
It's
always
air,
on
the
side
of
caution,
but
at
the
end
of
the
day
we
do
see
businesses
closing
down
not
only
in
atlantic
city
but
across
the
state
interesting
part
about
it
is
that
we
have
going
to
at
least
this
year
for
sure
lose
the
teachers
convention
in
terms
of
in
person,
the
league
of
municipalities
in
person
and
so
those
folks
who,
as
we
say
as
I
say,
all
the
time
who
go
to
work,
they
pour
out
coffees.
They
make
our
beds
they
park,
our
cars
trying
to
make
ends
meet.
C
We've
got
to
find
some
way
to
try
to
increase,
they
take
home
pay,
and
so
it
would
be
beneficial
to
everybody
that
we
open
up,
50
or
more
to
give
them
a
shot.
If
we
get
another
spike,
we
could
have
another
problem,
but
until
then
I
think
that
the
front
office
as
we
refer
to
gets
the
message
aired
on
the
side
of
caution.
C
And
yes,
the
numbers
are
down
in
new
jersey,
but
we
can't
take
our
foot
off
the
brake
off
the
gas
because
it
at
the
end
of
the
day,
we'll
have
a
spike
out
of
this
world.
So
at
all
times
we
must
air
on
the
side
of
caution.
C
Yes,
it's
taking
a
little
longer
than
people
wanted
to,
but
they
see
it.
They
see
businesses
closing
up
and
down
the
state
of
new
jersey
and
atlantic
city
is
the
the
engine
that
drives
the
state
of
new
jersey
for
the
most
part
and
so
with
conventions.
As
you
indicated,
only
25
people
can
be
booked
that
doesn't
help.
That's
one
person
parking
your
car
and
maybe
the
same
person
taking
your
luggage
to
your
room
because
people
be
laid
off.
C
So
it's
important
that
the
state
understand
and
I
think
they
do
and
I'm
glad
to
hear
someone
say
it's
not
a
democrat
or
republican
issue,
it's
a
people's
issue
and
that
at
the
end
of
the
day,
we
hope
that
the
governor's
office
moved
very
quickly
to
move
to
the
50
a
couple
more
weeks,
it'll
be
too
cold
to
sit
in
your
backyard,
and
so
we
got
to
make
them
understand
how
important
it
is
up
and
down
the
state
of
new
jersey,
I'm
sure
they're
feeling
it
from
their
constituents,
whether
you're,
assemblyman
or
senator.
C
They
get
it.
So
I'm
I'm
I'm
optimistic
that
in
the
next
few
days,
we'll
hear
some
announcement
coming
out
to
increase
that
number.
A
C
I
think,
madam
chair,
that
was
not
the
part
of
a
discussion,
but
it's
been
brought
up
a
couple
times
in
terms
of
the
conventioneers
and
and
again
we
talk
about
the
teachers
convention.
We
talk
about
the
league
of
municipalities,
just
to
name
a
few
of
them.
It's
important
whether
you're
eating
in
a
restaurant
but
you're
coming
here
on
business,
we've
got
to
get
it
back
to
a
point
where
everybody
is
comfortable.
We
can
talk
about
social
distancing.
C
All
we
want,
you
can
tell
them
what
the
rules
are
they're
going
to
break
them,
no
matter
what
and
I'm
I'm
under
the
belief
that
if
we
penalize
county
by
county
opposed
to
the
whole
state,
if
they
fail
to
abide
by
the
rules
and
regulations,
while
we
look
at
it
county
by
county
and
don't
hold
the
entire
state
hostage,
because
you
have
a
couple
knuckleheads
and
different
methodologies
decide
they
want
to
have
gatherings
of
big
parties,
and
then
everybody's
affected
by
our
numbers
are
down.
Let's
keep
them
down.
L
A
I
Thank
you.
Last
night,
I
attended
the
southiers
economic
development
district
meeting.
We
have
that
on
zoom.
Of
course,
we've
never
had
a
problem
until
last
night,
where
we
were
hacked
and
the
had
to
be.
We
had
to
restart
the
meeting
and
we
waited
about
10
minutes
and
restarted
the
meeting,
and
then
we
were
able
to
to
do
our
business.
I
I
We
had
quite
a
bit
of
discussion
about
that.
It
was
my
suggestion,
a
strong
suggestion
that
the
four
hundred
thousand
dollars
would
be
split
evenly
between
the
four
counties.
I
That's
still
being
debated,
however
max
slusher,
and
I
that
from
the
aca
attend
these
meetings,
we've
insisted
that
this
money
be
spent
prudently
and
not
for
administrative
costs
not
to
update
manuals,
not
for
additional
people.
We
want
this
money
to
be
spent
prudently
so
that
we
can
do
the
mission
of
the
economic
district,
which
is
to
promote
businesses
here
in
atlanta
county
and
try
to
retain
them.
So
the
promotion
of
business
and
jobs
and
opportunity
is
what
the
district
is
all
about,
and
we're
going
to
stick
to
that
to
that
mission.
I
So
I'll
have
more
to
say
on
another
time
we
ran
out
of
time,
quite
frankly,
at
our
last
meeting,
so
we'll
be
having
another
meeting
soon
to
discuss
this
and
other
matters
further.
Thank
you.
N
Kern,
yes
hi.
I
just
want
to
give
a
brief
update
from
the
national
association
of
counties,
human
services
and
education
steering
committee.
So
as
a
whole,
we
still
continue
to
advocate
on
a
federal
level,
for
more
additional
resources
for
counties.
There's
also
going
to
be
a
virtual
federal
policy
summit
coming
up
at
the
end
of
this
month.
A
E
Thank
you
just
a
quick
mention.
I
had
brought
up
a
couple
meetings
ago
that
I
was
preparing
a
resolution
against
the
proposed
vote
tax
and
I
think,
hopefully,
everybody
has
seen
by
now
with
the
budget.
The
vote
tax
was
taken
out
of
what
was
passed,
so
there
wasn't
a
need
for
a
resolution
by
the
time
that
happened,
but
just
wanted
to
circle
back
on
that
issue,
and
let
everybody
know
that
that
vote
tax
was
indeed
taken
out
of
the
state
budget.
So
it's
a
good
thing
for
our
area.
E
C
Manager
to
my
colleague
over
there
do
you
think
that
you
made
a
phone
call
intimidated
somebody,
so
they
make
sure
it
wasn't
a
part
of
the
budget.
C
A
Thank
you
good
job
freeholders.
Do
I
have
any
other
comments,
madam.
N
A
N
So
I
just
wanted
to
circle
back
also
about
the
budget,
and
I
got
word
from
our
administrator
jerry
that
the
funding
for
youth
services
was
restored.
So
I
just
wanted
to
share
that.
A
F
Patrick,
thank
you
very
much.
I
I
wanted
to
ask
if
the
administration
had
thought
of
or
considered
anything
like
what
these
two
counties
are
doing.
Burlington
county
is
awarding
interest-free
loans
to
small
businesses.
Small
businesses
other
than
restaurants
are
also
suffering
it
with
covid.
F
Up
to
you
know
a
small
amount
of
money
I
mean
10
or
20.
000
dollars
can
mean
life
or
death
to
a
small
business
over
the
course
of
winter,
and
just
like
the
county
did
for
boss,
cops
loaning,
that
money
really
saved
that
business
and
perhaps
on
a
smaller
individual
scale,
but
for
more
small
businesses.
That
could
be
something
that
would
be
considered.
F
Bergen
county
is
using
pairs
money
to
do
grants
actual
grants
up
to.
I
think,
for
businesses
that
have
up
to
30
employees,
10
or
20
000,
and
you
know,
there's
a
whole
process,
but
it
really
could
be
helpful
to
the
other
small
businesses
in
atlantic
county
that
don't
happen
to
be
restaurants.
F
We
should
be
looking
out
for
all
of
them,
so
I
wanted
to
suggest
that
jerry,
if
you
could
bring
that
forward.
I
would
appreciate
it
if
you
want
me
to
write
an
email
or
a
letter
I'll
do
that.
O
So
in
response
to
free
order,
fish
pack,
patrick
so
the
we
had
a
meeting-
I
guess
was
last
week-
and
so
john
lamey
and
bob
mcguigan
from
the
acia
have
made
a
proposal
that
we
would.
We
would
take
our
cdbg
funding,
which
is
the
you
know,
covid
monies
and
put
in
the
small
business
loans,
and
if
they
stay
in
business
for
two
years,
I
believe
it's
25
000
they
would.
O
They
would
have
the
loan
excused
and
then
they
are
also
having
rental
assistance
and
again
it
depends
on
the
size
family,
how
much
rental
mental
assistance
you
get
and
then
the
balance
of
it
would
be
used
for
competitive
rants
among
the
other
municipalities.
O
I
believe
they
put
together
a
public
relations
and
marketing
tool,
I'll
make
sure
that
the
board
gets
them
I'll
I'll
talk
with
with
john
and
and
linda
gilmore
in
the
morning,
I
think
they
they've
reviewed
the
the
proposal
from
john
and
she'll.
Get
that
out.
You
know
in
into
the
into
the
community,
so
we'll
make
sure
you
guys
all
get
that
information.
Okay,.
A
A
C
Matter
of
fact,
first
of
all,
let
me
congratulate
and
welcome
aboard
our
junior
county
commissioner,
want
him
to
get
used
to
being
called
county.
Commissioner,
he
is
not
a
stranger
to
public
servant,
and
so
we
certainly
know
that
he
can
hit
the
ground
running
and
we
certainly
look
forward
to
the
dialogue
back
and
forth,
as
we
have
often
had.
C
We
have
never
served
on
a
board
together.
Now
we
really
get
to
duke
it
out
but
frank.
We
certainly
welcome
you.
You
certainly
have
knowledge
and
how
government
works,
and
I
I
like
how
you
first
stated
that
you
on
the
other
side-
and
you
saw
how
we
worked
now-
you
over
here
we're
gonna-
see
how
you
act,
because
you've
had
some
run-ins
with
the
board
of
chosen
freeholders
and
I'm
not
sure
in
your
wildest
dreams.
C
You
thought
you'd
be
here
at
least
not
on
this
part
of
the
county
level,
but
we
look
forward
to
working
with
you
and
welcome
aboard
the
other
day.
Madam
chair,
if
I
may
just
for
notification,
city
of
atlantic
city
has
reopened
for
business
to
the
public.
As
of
yesterday.
C
Hours
of
operation
is
9
00
a.m.
To
4
p.m:
fridays
we
are
remotely
because
we
do
a
deep
steam,
a
clean
on
friday
so
and
two
for
probably
another
couple
weeks,
it's
monday
to
thursday
nine
to
four
p.m.
The
employees
came
back
to
work
last
monday.
Actually
just
a
footnote.
We
had
a
welcome
back
luncheon
cookout
yesterday
for
the
city
employees,
but
we
had
more
county
employees
out
there
eating
than
we
did
city
employees,
but
we
just
enjoyed
having
folks
out
and
about
there.
C
But
most
of
the
offices
are
open,
we're
still
working
out
kinks.
We
have
a
temporarily.
We
have
employees
taking
temperatures,
we're
waiting
on
the
thermal
scans
to
come
in,
we
ordered
them.
Unfortunately,
they
got
caught
in
customs,
went
through
customs
and
we
were
told
they
were
held
up
in
either
tennessee
or
texas,
they're
scheduled
to
be
here
tomorrow.
C
So
we
we
are
moving
in
that
direction,
as
most
of
you
have
seen
or
read
in
the
newspaper,
atlantic
city
has
been
hit
with
a
lawsuit
from
the
atlantic
city
fire
department
regarding
the
covert
and
folks
testing
positive.
So
the
record
is
clear:
the
city
of
atlantic
city
has
done
everything
to
this
point
that
we
are
supposed
to
do,
whether
that
was
working
with
the
county
health
department
with
the
state
health
department.
C
We
are
not
responsible
for
reckless
people,
decide
to
have
parties
and
go
out
and
have
a
good
time
and
then
come
to
work
and
folks
get
sick.
We
often
tell
people
that
they
are
to
be
mindful
when
they
out
at
gatherings
whether
it's
at
your
home
or
somewhere
else
remind
for
the
fact
that
you
have
colleagues
and
family
members
that
you
have
to
go
back
to
and
so
we're
addressing
some
of
those
issues
here
on
the
city
level
the
mayor
has
been
up
on.
C
It
is
certainly
with
our
health
department
and
administrator
and
jerry
gets
calls
from
me
every
now
and
then
for
some
backup
information
in
terms
of
what
the
guidelines
that
the
county,
as
well
as
the
state's
following
in
the
across
the
country.
For
that
fact,
but
we.
C
Have
not
had
that
many
problems
in
the
police
department
as
we
are
having
in
the
fire
department.
I'm
I'm
told
today
that
the
city
of
pleasantville
almost
wiped
out
his
whole
fire
department,
because
the
so
many
of
them
come
up,
tested,
positive
but
they're,
working
on
on
that
as
well.
C
And
finally,
madam
chair,
as
you
know,
most
of
my
colleagues
know
that
chief
henry
white
retired
from
the
atlantic
city
police
department,
after
35
years
of
service-
and
we
certainly
wished
him
well-
he
had
a
good
send-off
last
last
week
at
docks
and
it
was
outside
and
it
was
well
attended.
C
Even
the
lieutenant
governor
saw
not
robbery
to
come
down
to
be
a
part
of
it.
In
the
meantime,
the
state
of
new
jersey
has
appointed
officer
in
charge,
so
we
do
not
have
a
police
chief.
At
this
time
we
did
within
I'm
told
there
were
seven
people
interviewed
strike
that
there
was
five
people
interviewed
three
four
from
atlantic
city
and
one
from
outside
in
the
state.
C
But
they
came
back
to
the
point
that
we
came
up
with
the
selection
of
chief
sarcos,
who
happens
to
be
a
deputy
chief
with
20
years
experience,
so
he
will
serve
as
officer
in
charge
and,
in
my
opinion,
that's
nothing
more
than
the
deputy
chief
acting
chief
at
this
particular
point
in
time.
So
we
didn't
lose
any
grounds
he
stepped
right
up.
C
He
has
two
deputy
chiefs
under
him,
chief
barnhart
and
chief
pierce,
and
we're
we're
very
confident
that
they
will
do
a
good
job
trying
to
continue
to
move
the
police
department
forward.
C
Just
I'm
bringing
all
that
up
to
say
that
you
will
see,
certainly
in
the
casino
industry,
karen
and
and
maureen,
we
are
getting
ready
to
increase
our
patrols
on
pacific
and
atlantic
said
atlantic
avenue,
where
we've
been
having
a
lot
of
problems,
we're
looking
to
put
police
officers
back
on
the
bikes,
pedaling
and
more
foot
patrol
in
the
community.
So
there's
a
lot
of
stuff.
That's
going
to
be
happening.
I
know
it
would
change
in
seasons,
but
there
are
some
of
the
mandates.
C
That's
coming
from
the
state
and
we're
going
to
try
to
adhere
to
that,
and
so
with
that
we
a
couple
weeks
ago,
I
think
I
told
you
we
hired
additional
19
class,
two
police
officers
paid
for
by
crda.
C
They
are
now
in
the
academy,
so
we
hope
to
see
some
additional
officers
in
the
street
one
of
my
biggest
pet
peeves.
With
this
administration
and
others.
We
need
to
take
a
lot
of
police
officers
from
behind
the
desk
and
put
them
in
the
street
and
hire
clerks
to
take
complaints
in
the
detective
bureaus
et
cetera.
So
you'll
see
a
lot
of
movement
going
on
in
around
atlantic
city.
It's
just
because
of
the
pandemics,
a
lot
of
stuff
slowed
down.
We
look
at
pacific
avenue
and
maureen.
C
I
know
you
see
it
every
day
coming
in
what
we
have
on
pacific
avenue
and
it's
not
a
pretty
sight,
so
we're
going
to
be
addressing
a
lot
of
those
issues,
but
I
wanted
to
just
bring
the
freehold
board
up
to
date
what
the
small
administration
is
doing
here
in
atlantic
city,
a
lot
of
stuff's
happening
marty,
small
senior,
has
actually
celebrated
one
year
anniversary
as
the
mayor
on
saturday
quickly.
C
Her
time
has
gone
by
and
he's
accomplished
a
lot
of
stuff
in
his
one
year,
but
we
got
a
lot
of
work
to
do
and
that
we're
looking
forward
to
the
challenges
ahead.
So
I
reserved
the
balance
of
my
time
and
I
thank
you,
madam
chair.
A
E
Thank
you
two
items.
First
of
all,
I
believe
I
believe,
as
of
yesterday,
all
of
the
mail-in
ballots
in
atlanta
county
have
been
mailed
out
to
our
constituents
and
should
be
receiving.
E
I
received
mine
today
there
is
a
ton
of
information
on
county
website,
county
clerk's
website,
board
of
elections,
website
superintendent
of
elections
website
for
atlantic
county
and
on
the
state
of
new
jersey's
website,
with
information
about
how
to
fill
out
your
ballot,
how
to
return
it
where
to
return
it
in
terms
of
drop
boxes
where
you
can
go,
do
provisional
voting
at
your
polling
locations
and
how
you
can
track
your
ballot
from
the
time
that
you
have
it
in
your
hand,
to
the
time
that
it's
received
by
the
board
of
elections,
so
a
ton
of
resources
out
there
in
terms
of
the
ballot,
a
ton
of
resources
out
there
in
terms
of
the
ballot
questions
and
the
candidates,
and
I
just
would
really
urge
the
public
to
take
advantage
of
those
resources
use
any
of
us
as
a
resource
and
to
do
the
research
as
they
start
to
place
their
their
ballots
into
into
action.
E
So
home
stretch
here.
I
know
a
couple
of
my
colleagues
here
are
probably
going
to
be
happy
when
it's
over.
We
all
know
it's
a
tough
time,
just
want
to
urge
everybody
to
stay
patient
and
stay
kind.
It's
it's
a
lot
happening
and
a
lot
of
the
first
time
it
happening,
and
I
know
all
of
our
election
staff
are
working
around
the
clock.
Now,
I'm
hoping
that
we're
kind
of
rolling
out
the
red
carpet
for
them
from
an
administrative
perspective.
E
If
there's
any
concerns
or
questions
or
needs
that
they
have,
I
know
we
have
been
responsive.
I
hope
we
continue
to
be
through
the
rest
of
the
election
season
here.
So
just
a
quick
note
on
elections
and
then
finally,
we
had
a
pretty
significant
birthday
celebrated
in
the
county.
Lieutenant
colonel
wally
kenzig
turned
100
on
saturday.
E
For
those
who
don't
know,
he
is
a
proud
former
u.s
marine,
although
if
you
ask
him
today,
he's
still
a
marine
he's,
a
world
war
ii
veteran
he's
one
of
the
last
survivors
of
iwo
jima
and
then,
when
he
came
home
from
his
service
to
our
country,
he
served
as
the
dean
of
students
at
atlantic
cape
community
college
and
we're
very
excited.
E
A
few
years
ago,
our
family
and
ex
I'm
a
member
of
his
extended
family
were
able
to
put
together
enough
money
to
have
the
veterans
resource
lab
named
in
his
honor
at
acccc.
So
that's
a
great
resource
there
at
the
community
college.
He
is
still
sharp
his
attack.
His
body
might
not
be
what
he
wants
it
to
be
doing
right
now.
E
I
think
he
would
still
be
out
on
his
tractor
if
he
could
be,
but
he's
a
really
really
incredible
man,
and
hence
just
done
really
incredible
things
for
our
country
and
our
county
and
our
community,
and
it's
a
pretty
pretty
major
milestone
100.
I
know
that
was
his
goal,
but
I
hope
he
doesn't
go
anywhere
anytime
soon,
and
I
would
just
urge
everyone
to
read
up
about
wally,
again
really
incredible
story
and
he's
done
a
ton
of
recorded
history
of
his
experiences
just
really
interesting
stuff.
E
I
Thank
you.
Thank
you.
I
I
also
want
to
thank
amy
for
bringing
that
up
about
mr
kenzik,
what
a
remarkable
remarkable
man
and
quite
quite
a
history-
and
I
I
thank
you
amy
for
bringing
that
up
and
giving
all
that
detail
in
today's
paper.
We
saw
also
the
the
passing
of
lois
pattosini.
