An
ordinance
amending
various
sections
and
subsections
of
chapter
97
of
the
Atlantic
County
code
entitled
parks
to
set
new
site
fees,
amend
the
methods
for
fee
payments
and
to
men,
provisions
regarding
applications,
regulations
and
requirements,
including
insurance
requirements
for
special
events
with
alcohol
income.
Before
final
reading.
A
E
My
name
is
Paul
Heron
I'm,
the
CEO
of
gilda's
club
South
Jersey.
We
provide
free
psychosocial
care
for
people
who
are
impacted
by
cancer.
We
use
Lenape
Park
for
one
of
our
major
fundraisers
and
we
would
like
to
make
sure
that
we
would
be
able
to
extend
the
ability
to
serve
alcohol
that
will
enable
us
to
generate
more
interest
and
support
more
people
with
cancer
in
southern
New
Jersey.
Thank.
F
We
use
that
money
to
rate
that
we
raise
on
that
something
to
do.
The
other
things
in
town
like
there
are
parades
and
and
other
social
gatherings
for
our
town.
You've
got
scholarships
for
our
local
county
college
and
also
local
schools,
jackets
and
things
of
that
nature,
and
that's
where
our
major
fundraiser
is
extending
the
use
of
that
park
will
actually
help
bring
in
more
people
into
our
County
and
to
this
side
of
the
county
of
it,
where
other
than
they
could
see.
Those
side
using.
F
A
You're
representing
two
sides
of
the
county
cuz
through
this
side
of
Atlantic
City
and
this
side
also
this
side
of
hammington,
which
seems
to
get
all
the
action
yes
and
you
better.
Anyone
else
in
the
public
wish
to
speak.
Concerning
ordinance
number
two
all
right,
I'll,
take
freeholder
comment:
everyone
fielder.
G
C
G
Hoping
on
the
first
reading,
that
still
has
some
concerns
multiple
address,
however,
I
raised
the
issue
of
regarding
the
deposits
which
I'm
told
you
also
had
some
concerns
about
that
and
between
our
attorney
and
the
county
attorney.
There's
been
some
talk
back
and
forth
regarding
language
of
one
word
may
or
she'll,
and
as
much
as
I
want
to
support
the
ordinance.
I
am
not
comfortable
with
may
and
I
still
say
it
ought
to
be.
G
The
word
shall
we'll
be
talking
term
of
deposits
to
use
link
Lenape
all
that
other
stuff
is
fine
and
dandy
about
the
scholarships
understand.
You
know:
I'm
not
objectively
a
day
that
I
just
don't
want
us
to
find
ourselves
on
some
legal
issue
down
the
road.
Because
of
one
word
and
again
we
talked
about
it.
Mr.
Ferguson,
this
conversation
with
mr.
Siegel.
Regarding
this,
that's
my
only
concern
if,
in
fact,
we
can
express
that
Michelle
and
Leigh
today,
I
will
not
disappoint
this
one
second,
but
we
can't
address
it
today.
I,
like.
H
H
It's
a
very
innocuous
minor
change,
as
a
matter
of
fact,
it
is
changed
to
shall
the
situation
is
still
discretionary
as
to
how
much
of
a
security
deposit
we
would
be
requested
by
the
county
and
its
properties
in
any
deposit
situation.
Its
discretion
right
now
will
be
discretionary
under
the
changes
proposed.
The
proposed
is
changed.
It's
an
issue
as
to
whether
or
not
this
is
a
material
change
was
another.
The
material
change
that,
in
some
fashion
is
absolutely
significant.
H
G
Based
on
it,
yes,
you've
got
right,
proceed
right
and
what
I'm
concerned
about,
to
my
opinion,
I'm,
not
an
attorney
and
I,
just
mentioned
this
in
putting
together
this
seems
to
me
a
very
gray
area,
and
we
talked
about
that.
We
keep
off
of
this
one
ordered
shout
and
then
right
very
good.
We
could
be
setting
ourselves
up
to
subtitle
the
legal
down
road
may
or
may
not
again
dealing
with
this
issue.
As
you
know,
from
day,
one
I've
raised
concerns
about
this
ordinance.
I've
talked
about
this
ordinance
in
terms
of
the
interaction
of
community.
G
All
that
was
addressed.
The
last
meeting
I
still
talked
about
how
we
should
make
sure
that
we
have
a
deposit,
unquestionable
and
I
also
talked
about.
If
we're
really
serious
about
spending
additional
monies,
I'll
get
it
to
fix
the
kitchen
that
way
to
bring
it
to
where
it
needs
to
be.
We
need
to
have
something
in
place
and
that
shell.
C
G
Very
important
because
people
rent
and
then
when
I
talk
about,
they
indicated
kids
and
birthday
party.
In
it
we
talked
about
big
events
that
they
looking
down
the
road
to
do
and
I'm
under
the
belief
that
is
a
very
gray
area
that
mr.
Ferguson
believe
shout
is
okay
I'm,
not
that
comfortable
with
that.
Now
again,
if
they
have
the
most
little
pass,
it
I'm
not
hitting
block
it,
but
I
think
that
may
shall
be
ending.
G
I
mean
she'll
she'll,
be
in
it,
not
me
right,
and
so
what
happens
is
that
I've
never
talked
about
in
the
committee
again
America.
That
made
me
come
back
and
make
an
amendment
to
to
this
ordinance,
I'm,
not
sure
I'm,
100%,
against
act
and
I
think
it
needs
to
be
addressed
and
just
to
pass
this
organ
to
make
sure
that
the
event
takes
off
for
the
supposed
to
take
off
I'm,
not
jumping
up
and
down
about
that
and
I'll
keep
hearing
y'all
keep
paying
if
it
don't
pass
game.
Cuz
I
have
a
heart
attack.
C
G
H
H
And
I
think
it
makes
sense
that
you
should
have
mandatory
language
in
there.
The
only
question
that
I
have
is
whether
it
before
there's
a
formal
amendment
process
or
not
and
I,
don't
think
it
does
under
this
circumstance,
because
there's
so
little
change
between
the
wording
as
it
currently
is
right.
A
H
I
J
More
than
just
a
wine
festival
in
late
Lenape
Park
and
with
that
came
a
lot
of
additional
needed
regulation,
which
is
understandable,
but
it
is
important.
I
mean
we
heard
Gilda's
Club
speaking,
you
know
there.
There
are
other
organizations
like
that
that
we
know
wants
to
come
to
the
park
and
you
know
use
it
for
activity
that
could
you
know
help
us
turn
that
Park
into
a
revenue
generating
entity,
which
is
why
it's
important
and
of
course
you
know
it
is
in
my
in
my
district
from
I'm
going
to
town
and
and
as
mr.

C

For
me,
yes,
twenty
nine
remember:
Madeleine
was
away
with
the
community
County
of

Fraternal

of

number
one.

C
C
B
K
K
L
K
C
A
J
A
L
One
I
certainly
cannot
imagine
why
my
name
is
Michael
price
up
a
resident
of
egg
harbor
township
I
have
some
questions
in
regards
to
feline
housing,
what
it's
feline
housing?
Don't
we
already
house
cats
there
cuz
the
elaborate,
a
library
spending
in
eighty
two
thousand
four
hundred
twenty
dollars
as
needed,
and
how
many
years
could
this
be
as
needed?
What's
any
more
specific
about,
they
are
all.
J
L
J
A
M
Existing
caging
are
old
metal
cages
they're
at
a
date,
and
we
find
that
facility
design
has
a
very,
very
direct
impact
on
animal
health.
Ultimately,
this
project
is
going
to
save
resources
and
save
money
in
terms
of
disease
control
and
transmission.
The
fiberglass
enclosures
are
easy
to
clean
and
sanitized.
It's
going
to
take
less
time
to
feed
and
clean
after
the
animals
an
impact
disease
transmission,
because
the
fiberglass
is
not
open,
they
have
nice
plexiglass
covers
so
the
animals
are
sick,
they're
not
cross
contaminating
each
other.
M
The
other
issue
is
that
this
project
is
again
as
Amy
had
just
mentioned
this
guy,
who
I
just
mentioned
that
it's
not
going
to
be
done
all
at
one
time
it's
going
to
be
as
needed.
The
funding
for
this
project
also
comes
from
the
animal
shelters.
Trust
fund
account,
which
is
made
up
of
all
donations,
contributed
by
residents
that
really
want
to
impact
the
welfare
of
the
animals
in
our
care.
M
The
stress
of
the
old
out-of-date
metal
caging
on
the
animals
is
significant
because
they
as
they
open
and
close
they're
loud
they
bang,
the
metal
makes
a
lot
of
noise.
So
the
fiberglass
enclosures
for
social
reasons,
are
going
to
impact
the
welfare
of
the
animal
and
cause
less
stress,
related
diseases
because
they're
quieter,
and
they
also
have
these
awesome
little
cubbies,
where
the
cats
can
hide
less
vulnerable.
They
don't
feel
as
insecure.
So
there's
a
lot
of
good
reasons
to
do
this
project.
A
M
L
L
L
A
A
A
F
M
Have
parts
that
can
be
replaced
easily?
The
fiberglass
probably
good,
lasts
longer
than
some
of
the
stainless
steel
cages
right
now,
which
are
again
are
out
of
out
of
shape,
they're
out
of
alignment,
the
latches
don't
close
as
well
as
they
should.
Some
of
the
cats
have
been
able
to
maneuver
the
latches
and
escape
so
these
are
actually
preferred.
As
I
said,
the
facility
design
is
a
direct
impact
on
animal
welfare
and
health
I.
N
A
Different
changes
there
we
talk
about
the
purpose
is
to
reflect
you
know
to
try
to
create
an
environment
where
the
animals
that
are
there
don't
transmit.
You
know
the
diseases
that
are
in
a
less
maintained
facility
and
I
think
this
makes
a
heck
of
a
lot
of
sense.
If
ever
we
ever
seen
paws
of
an
animal
Donilon,
these
wire
cages,
as
they
get
buffed
up
and
gets
tore
up,
and
it's
a
smooth
bottom
and
certainly
going
to
make
sense
to
me
in
my
small
brain.
It
would
be
better
than
what.
A
E
B
E
B
B
K
C
A
D
G
Chairman
this
I
don't
want
to
be
late
appointment,
as
you
know,
most
of
keep
reading
in
the
newspaper
about
all
these
guns
and
the
speeding
these
young
kids
continue
to
drop
people
just
recently
and
they've
uptown
shipping.
It's
a
house
party
to
kidnap
time
they
plan
around
with
a
gun
other
than
chamber
families.
Did
other
kids
going
a
couple
of
these.
Ladies
get
into
another
gun
problem
in
the
city
of
Pineville
I.
G
Think
let's
go
let's
have
reached
by
head
to
it
to
be
murders,
it's
not
the
number
of
shootings
over
there,
but
it's
not
just
by
the
bike
it's
in
the
county,
and
so
what
happens
is
and
here's
past
it
has
been
a
gun,
buyback
program
in
conjunction
with
the
attorney
general
prosecutor.
I
believe
at
that
time
was
a
plant
in
cash
or
sheriff's
department,
others.
So
what
I'm
asking
is
that
we
ask
those
entities
to
consider
and
do
a
another
buyback
program
doesn't
profession
and
I
think
we
need
to
talk
about.
G
C
G
Had
one
since
I
was
in
2013-
and
this
is
a
good
opportunity
now
to
ask
those
agencies
to
step
it
up
and
I
think
what
we
need
to
do.
If
this
resolution
passes
I
mean
the
follow-through
be
pass,
it
then
the
O'hare,
the
AG's
office,
anybody
else,
but
is
it
gonna,
get
all
the
guns
off
the
street?
Absolutely
not,
but
you
could
save
one
or
two
lives.
The
fact
that
Matt
have
some
kids
it's
playing
around,
not
taken
in
series
and
then
somebody
loses
them
in
life
and
then
you.
G
These
things
come
up
and
we're
not
really
that
concerned
about
it
at
home,
I'm,
not
saying
we're,
not
gonna
survive
and
to
the
hit
home,
and
then
everybody
wants
you
to
stop
everything.
You
do
to
make
this
a
priority,
and
so
we
take
a
lead
on
it.
I
think
it's
a
good
opportunity
again
great
and
Harper
fields.
We
got
another
young
guy
out
there,
17
years
old,
but
waiting
to
be
brought
up
on
charges
from
her
guns.
G
Some
of
these
guys
got
done
because
they
protected
a
turf,
they
drug
fool.
Some
of
them
haven't
done
because
they
sell
enough
wolf
tickets
and
they
can't
protect
us
out
with
infested
issues.
There's
a
whole
lot
of
entities
here.
So
what
happened
in
case?
Maybe
I've
certainly
heard
my
colleagues
to
support
this
resolution
and
that
we
followed
her
up
with
the
necessary
agency
and
hoe
patience.
I
think.
O
A
E
A
Comments
by
our
Senate
President,
it
said
that
these
changes
were
not
going
to
really
affect
municipal
and
county
budgets
and
I
just
lost
my
mind
a
little
bit
because
in
a
state
where
we
are
underfunded
in
our
budget
by
seventy
billion
dollars
for
people
that
are
working
today
after
25
years,
don't
even
know
if
they're
gonna
have
a
pension,
we're
the
highest
taxed
state.
Let's
get
the
like
35
before
you
start
bringing
out
broad-stroke
raises.
So
what
was
the
question?
A
The
question
was
this:
it
was
based
upon
trying
to
give
the
judges
a
race,
so
you
say
well
Frank.
What
do
you
care
about?
The
judges
for
I'll
tell
you
why
judges
in
this
thing
are
actually
part
of
thirty
sixth
highest
paid
judges
in
the
United
States
of
America
out
of
the
15,
and
they
make
one
hundred
and
sixty-five
thousand
dollars
a
year
at
the
top
of
their
salaries,
the
constitutional
officers
of
which
we
have
the
surrogate,
the
sheriff
and
the
clerk
they
make
approximately
65
percent
of
a
Superior
Court
judge.
A
A
Not
bitten
by
them
there's
never
any
bickering
about
that.
We'll
take
a
Superior
Court
judge
to
approximately
two
hundred
and
twenty
five
thousand
dollars
over
time.
Now.
What
does
that
mean?
That
means
that
our
sheriff
and
our
clerk,
although
we
respect
their
jobs,
and
we
certainly
respect
the
fact
that
judges
have
a
job
to
do.
You
know
we'll
take
them
about
a
hundred
and
eleven
thousand
dollars
to
a
hundred
and
thirty
six
thousand
dollars.
While
judges
go
to
20
a
twenty-fourth
$22,000
raised
the
taxpayers.
G
H
A
Correct
you,
the
mean
average
of
an
attorney
in
this
state
of
New.
Jersey
is
one
hundred
and
twenty
four
thousand,
and
that
isn't
me
saying
it:
that's
the
research.
Now
there
are
the
guys
that
make
the
eight
nine
hundred
thousand.
We
know
that
but
be
off
with
a
judge
is
by
and
large
the
argument
is
we
can't
get
quality
judges,
judges
by
and
large,
get
their
appointments.
Political
through
seven
toriel,
courtesy
across
21
counties
and
every
elected
senator
has
a
list
of
30
attorneys
that
want
to
be
a
judge.
If.
G
They
hoping
wiki
understands
now.
If
I'm
in
a
ball
front,
camera
I've
been
affirmed
and
I'm.
Just
a
measly
lawyer,
okay,
I'm
gonna,
take
the
chance
of
becoming
a
judge
opposed
to
me.
Only
becoming
this
jug
again
I
hear
what
you're
saying
but
again,
I
can't
tell
you
the
last
time.
Judges
have
gotten
a
raise.
No
I
say
it's
time
for
real
this
country's.
G
Well,
the
freeholders
took
the
helm,
better
pay
get
it
going,
but
if
you
feel
a
benefit
right,
then
great
hi
out,
if
there's
a
problem,
they
should
have
thought
about
that
before
they
will
be
a
political,
acute
lifting.
But
my
point
is
chairman:
is
that
I
would
agree
that
the
article
also
talked
about
the
Senate
and
the
assembly
getting
enraged
which
object
it
right?
They
quite
honest,
and
let
me
finish
them-
I
didn't
cut
you
off,
which
I
would
agree
that
they
are
not.
They
should
not
get
raises
a
part-time
job.
G
G
But
if
chef
Bowers
was
hit
attempting
to
get
a
raise
and
he
got
beat
down
by
the
county,
but
they
run
for
office
they
when
they
know
what
the
salary
is
as
constitutional
office,
the
judge
is
appointed
and
then
they
become
permanent
until
the
age
of
65
I
believe
if
they
get
reappointed,
but
the
second
time
around.
How
would
that
work,
but
again
I'm
not
objecting
to
the
judges?
G
All
the
constitutional
offices,
getting
a
race
I
do
have
a
problem
with
the
Senate
and
the
assembly
kind
of
boosts
their
salaries,
because
the
trooper
matters
is,
we
all
got
hit
by
acquaintance
some
political
person
about
them
on
eventual
in
the
prosecutor.
However,
you
want
to
cut
that
out,
but
the
throw
the
baby
out
with
the
bathwater.
It's
not
a
good
sign,
and
yes,
some
of
them
guys
knew
the
salaries
worth
born
in
there.
A
G
A
Condemned
it,
but
he
did
it
anyway.
They
may
do
this
anyway,
but
it's
got
to
be
convinced,
but
it's
bad.
It's
a
bad
sign
when
we
have
people
suffering,
because
we
can't
pay
our
bills
and
we
take
people
that
are
good
people
doing
a
good
job
that
aren't
particularly
suffering
and
give
them
a
race
across
the
board.
A
G
L
J
G
P
My
name
is
Michael
Dougherty
information
item
Michael,
Michael
dorium.
For
me,
as
a
Michael
I
have
a
question
just
out
of
curiosity
and
I
respect
your
opinion
that
giving
the
judges
and
the
Senate
and
everybody
else
how
many
judges
would
effectively
be
getting
this
twenty
to
twenty
four
thousand
dollar
race,
Oh
five.
A
Hundred
and
more
than
that,
how
much
is
that
you
should
know
that
572
I,
believe
that
includes
their
staff,
their
clerks,
everybody.
The
ramifications
are
not
just
the
572
judges.
It's
all
of
the
constitutional
officers
across
the
entire
state
that
are
set
their
salaries
are
set
at
65
percent
of
those
judges,
we're
talking
thousands
and
thousands
of
employees
which
deserved
it,
get
a
raise
I'm
not
to
scream
with
my
colleague
I'm.
Just
saying.
P
I'm
married
and
my
reason
for
asking
this-
is
that
how
many
schools
do
we
have
across
the
state
of
New
Jersey
that
are
in
a
depletion
of
student
of
teachers
or
teachers
that
have
been
waited
for
a
long
time
without
raises
how
many
counties
are
in
need,
or
deficit
of
police
officers,
where
this
twenty
four
thousand
dollars
a
year
is
their
starting
salary?
You.
P
Argument
we're
giving
you
know,
I
appreciate
and
respect
the
need
for
giving
raises,
but
this
is
a
voluntary
position
that
they
chose
to
leave
their.
You
know
position
where
they're,
making
more
money
to
serve
the
people
and
in
a
time
when
we're
in
a
financial
better,
like
you
know,
positive,
to
be
able
to
give
these
I
agree
wholeheartedly.
But
when
we're
in
a
place
where
we
need
more
police
officers,
more
teachers
or
better
to
teach
officers,
this
is
not
something
that.
A
P
Police
officers
already
protected
s
to
take
a
30
percent
cotton
pay
and
then
give
judge
later
senator
and
Congressman.
What
could
have
been
their
salary
and
arrays
like
these
guys,
are
going
to
be
demoralized
and
not
want
to
do
their
job
as
well
as
they
could
be
because
people
that
they
have
to
take
the
criminals
to
face
aren't
getting
their
salary.
So
that
would
be
my
reasoning
from
a
public
stance
to
support
you.
D
G
G
G
G
We
can
mix
and
match
this
whole
thing
if
we're
not
careful,
because
you'll
give
the
perception
that
we
take
the
32
judges
and
write
an
account
on
and
the
taxpayers
of
Atlantic
County,
just
kind
of
hit
by
twenty
four
thousand
now,
which
we
have
no
control
over
the
courts
at
all
that
money
they're
paid
to
the
state
of
New
Jersey.
Yes,
it's
taxpayers
money
I
got
that,
but
not
that
reckon-
and
you
know
we.
G
C
G
H
A
G
A
A
There's
an
effort
there
has
been
an
effort
which
miss
Colby
has
been
sort
of
spearheading
and
a
lot
of
good
people
to
eliminate
one-time
use
plastic
bags
in
our
area,
and
if
you
talk
to
any
of
the
managers
of
towns
or
the
mayors
and
even
our
county
officials,
when
you
talk
about
things
that
are
really
affecting
our
environment,
cleaning
up,
you
know
our
marsh,
our
estuaries,
you
know,
and
a
lot
of
our
coastline
with
these
things
and
what
happens
to
them.
I
think
it's
something.
This
board
should
be
aware
of.
A
Q
Q
Q
I
didn't
feel
like
this,
so
you
know
what
are
the
issues
of
classic
just
to
get
those
feet
on
topic
a
little
context,
so
we
already
know
that
there's
a
million
tons
of
plastic
entering
equations
every
year
and
by
the
Year
2015
both
have
as
much
plastic
as
fish
any
of
10
times
per
package,
but
the
facts
are
also
the
leader
floating
literally
in
the
oceans.
The
impacts
on
marine
mammals
and
wildlife
are
also
very
well-known.
Q
50
to
80
percent
of
sea
turtles
said
turn
up
dead
ingested
by
step
and
bags
are
also
a
major
litter
issue
throughout
throughout
the
towns.
I
mean
I,
just
like
think
about
how
many
we
see
blowing
around
and
Beth
and
I
take
pictures
of
them.
You
know
in
the
trees
and
the
bushes
they're
there,
they're
really
everywhere,
and
now
these
are
singly
enough.
Q
Plankton,
you
know
at
the
bottom
of
the
food
chain,
so
they're
working
their
way
up
other
fish
or
eating
pieces
and
a
typical
plate
of
oysters
on
some
studies
have
shown
that
a
blinking
piece
of
the
puzzle
so
chisel
not
seek
an
island
alone,
which
is
the
areas
that
we
have
been
focusing
on.
We
generate
about
29
million
plastic
bags
every
year
and
countywide.
This
number
is
about
138
million
and
worldwide
about
2
million
every
minute.
Q
So
why
are
we
just
focusing
with
plastic
bags,
because,
admittedly,
this
single
use
plastic
issue?
It's
not
just
plastic
bags.
Plastic
bags
happen
to
be
one
of
the
more
regulated
types
of
single
use:
plastic
compared
to
say
straws.
Although
many
many
communities
Miami
Beach
has
Apple
shops,
that's
really
that
that
issue
is
gaining
a
lot
of
momentum,
as
the
styrofoam
across
the
country
about
three
hundred
ordinances
have
already
been
cast
and,
interestingly
enough,
you
know
the
u.s.
likes
to
think
of
itself.
Q
Job
is
Communications
Manager
for
the
Atlantic
County
utilities
authority
and
when
the
bags
come
in,
they
create
they
really
create
a
huge
problem
in
that
they
endanger
the
workers,
because
number
one
people
are
putting
the
recycling
so
the
backside
to
be
ripped
open
and
we
don't
really
know.
What's
in
there.
You
think
we'll
good
stuff
with
hypodermic
needles
and
then
on
top
of
that
they
clog
up
the
Kyrie's.
Q
So
that
being
said,
all
the
guys
that
are
coming
in
currently
the
RV
cycling
Center
being
landfill,
and
we
know
that
they're
out
there
as
a
litter
in
the
environment,
as
South
Jersey
sheriff
Surfrider
breath,
coordinates
some
cleanups
of
Wellington
Avenue,
which
is
I'm
gonna,
a
quarter-mile
half-mile
stretch
of
roadway
and
just
through
the
course
of
two
cleanups
more
than
a
thousand
bags
were
collected.
So
you
know-
and
of
course
this
is
right
at
the
edge
of
the
marsh
so
they're
blowing
into
the
water
and
getting
into
the
ocean.
Q
So
we
have
been
at
this
Brigantine
actually
started
in
2010
2011.
We
watched
their
efforts
very
carefully.
They
they
work
very,
very
hard.
Benton's
involved
there
to
get
the
city
to
put
a
a
fee
on
the
back.
It
was
not
ultimately
successful,
but
we
saw
opportunities
on
up
secant
and
starting
back
in
2014.
We
started
to
plan
for
what
we
would
do
locally
and
the
first
event
that
we
had
was
in
Stephen
cookies
and
we
started
to
show
a
film
called.
Q
Is
your
life
to
classic
it's
a
pretty
powerful
movie,
it's
available
on
Netflix
and
we
invited
the
business
community
primarily
because
they
were
the
ones
we
wanted
to
get
onboard,
but
also
local
officials
and
other
vendors,
the
presidents
from
there
we
took
it
Devender
we
took
it's
a
long
port
we
reached
out
to
the
businesses
and
those
that
offered
reusable
bags
or
gave
at
this
town
that
someone
brought
up
reusable
bag.
We
tried
to
really
give
them
recognition
on
Facebook
and
in
press
releases.
Q
This
show
that
you
know
this
is
already
kind
of
happening
in
some
ways,
but
just
on
the
scale
that
needed
to
happen
other
businesses.
This
is
hot,
bagels
and
Moorgate.
You
know
they
sell
reusable
bags.
We
also
provided
thanks
the
Surfrider,
the
stores
with
signs
that
encourage
shoppers
to
say
no,
thank
you
if
I
said
guys,
but
you
know
when
you
go
to,
why,
like
he
really
knew
nothing
dying
for
and
when,
for
example,
we
met
with
resistance
in
Margate.
Q
What
we
tried
to
do
were
find
other
ways
to
keep
the
issue
in
front
of
the
residents.
So
in
this
case,
we
worked
with
cookie
till
and
tried
to
encourage
her
to
have
plastic
bags
and
at
the
farmers
market
it
wasn't
as
successful
as
the
Brigantine
farmers
market.
But
you
know
there
was
a
good
attempt
made
and
it's
still
that's
still
ongoing.
We
also
developed
public
education
materials.
This
was
developed
by
somebody
on
the
margate
city,
Green
Team
Steve,
just
like
he
said
these
are
actually
magnets.
Q
Q
We
also
attend
events
and
try
to
bring
awareness
to
the
issue
through
that.
That
means
that's
the
bag
monster
in
that
upper
left-hand
corner.
So
each
person
it's
estimated,
generates
about
500
plastic
shopping
bags
each
year
and
we
also
want
to
town
to
town
initially
Atlantic
City
long
term,
our
gate
vendor
and
had
the
past
resolution,
as
you
know,
which
are
not
that
helpful.
But
you
know
it's
something:
encouraging
residents
to
you
know
bring
their
own
bags
when
they
shop
and
not
use
plastic
bags.
Q
But
what
we
wanted
was
an
ordinance,
the
town
that
would
actually
adopt
the
ordinance,
because
we
know
that
fact
the
ordinance
this
work
company-
that's
just
been
shown
across
the
country.
Time
and
time
again,
and
you
can
see
the
numbers
here:
England
Washington,
DC,
Chicago
Ireland,
when
you
put
a
fee
on
something
people,
are
risk
adverse
so
they're.
Not
they
don't
want
to
pay.
They
might
you
know,
pay
once
and
then
the
next
time
they're
going
to
remember
the
right,
so
we
finally
convinced
nature.
Q
So
in
long
court
to
be
the
first,
there
had
been
no
other
New
Jersey
municipality
that
had
been
successful
in
passing
an
ordinance
like
this.
Of
course
we
knew
that
you
know
long
pork,
it's
a
very
small
business
community,
so
it
was
a.
It
was
more
symbolic
than
anything
else,
but
still
they
became
the
first
in
the
state
of
New
Jersey
in
November
2015,
and
it
brought
a
lot
of
attention
to
the
issue
both
locally
and
nationally.
Q
We
believe
it
or
not,
I
mean
he
SWT,
try
wide
and
list
goes
on
and
on
cover
the
fact
that
long
court
was
the
first
in
New
Jersey
to
pass
this
ordinance.
Actually
they
want
to
take
me
further.
They
want
to
apply
it
to
you
know:
they're
talking
home
straws
I
mean
they.
They
really
get
the
impact
that
single-use
plastics
has
on
the
marine
environment.
So,
just
recently
again,
deaf
and
I
are
on
the
vendor.
Q
Green
team
also-
and
we've
been
working
there
for
closer
to
two
years,
probably,
and
they
recently
agreed
to
introduce
the
ordinance
and
they
are
they're
really
behind
it
and
on
board.
So
we
had
the
first
reading
last
week
and
the
second
and
final
reading
will
be
on
February
22nd
become
the
third
fourth
community
in
the
state
to
have
adopted
this
ordinance
so.
A
If
you
could
explain
the
difference
between
there
was,
there
is
a
now.
Our
late
Senator
Jim
Whelan
tried
very
hard
to
get
in
a
you
know,
a
statute
put
across.
They
met
with
resistance
from
the
retail
food,
you
know
lobbyists
and
that
was
a
tax
that
was
going
to
be
collected.
So
can
you
explain
the
difference?
What
this
V
is.
Q
C
A
A
Q
Q
There's
going
to
be
a
field
paper
as
well,
because
that
was
the
issue
in
San
Francisco,
with
name
originally
filled
out
their
ordinance.
It
did
not
include
paper
and
then
like
paper,
bad
news
like
skyrocketed,
so
it
was
eventually
amended.
This
is
the
best
practice.
I
mean
if
you
look
at
all
the
walls
across
machine.
Q
A
Q
Also
want
to
add
that
there
was
a
lot
of
concern
on
the
part
of
that
nerve,
because
you
know
there
is
a
sizable,
low-income
and
elderly
senior
population.
So
but
what
we
found
was
a
lot
of
those
lining
up
for
the
food
pantries
already
in
Buettner
we're
bringing
reusable
batteries
so
I
mean
once
you
use
a
reasonable
value
it
that
kind
of
a
selfish
operate.
It's
hard
to
go
back
at
the
plastic
because
they
just
hold
so
much
more
and
there's
so
much
dirtier
I
mean
instead
of
lugging.
Q
Q
They
don't
want
it
to
be
a
burden
on
anyone
in
the
community,
we're
putting
together
a
grant
application
for
ten
thousand
dollars
through
sustainable
Jersey
that
there's
a
six-month
education
period,
assuming
the
ordinance
passes
and
we'll
use
the
money
to
you
know
we're
hoping
to
flood
the
city
with
bags
and
signage
and
really
get
people
prepared
and
get
the
word
out
prior
to
it.
Going
in
okay,
thank
you
and
they're,
just
real
quickly.
Of
course
you
know
we
can
you
do
other
things
that
raise
awareness
about
the
amount
of
plastic
in
the
water
on
each?
Q
We
do
Beach
sweeps
actually
clean
ups,
which
which
were
very
successful.
The
first
one
cliff
at
13,000
pounds
degree
and
continue
to
document
the
issue
that
the
litter
causes.
Only
the
who
you
mentioned
centered
around.
We
have
also
been
pushing
very
hard
to
get
towns
to
locally
to
tax
ordinances.
That
would
prohibit
the
mass
release
of
balloons
because
they
also
are
a
big
problem
if
you've
ever
walked
the
beach
or
go
fishing
they're,
very,
very
common,
and
it's
just
an
issue
that
a
lot
of
people
don't
think
about
until
you
point
it
out
to
them.
Q
C
J
Q
P
Q
So
this
isn't
a
man.
This
is
a
fee
on
plastic
and
paper,
so
you
can
go
to
the
sewer
and
you
can.
You
can
use
all
plastic
bags
but
you're
just
going
to
be
charged
5
cents
per
bag,
so
we're
not
taking
away
anyone's
right
to
a
plastic
bag.
I
mean
many
people
say
they
use
them.
You
know
when
they
walk
their
dog
or
either
the
line
of
trash
can
so
we're
not
taking
away
your
yeah.
I
was
just
mentioning
because
it
says
here:
presentation
was.
P
That
participant
plastic
bag
I'm
seeking
island
like
ice,
fully
support
what
you
do.
I
used
to
work
at
Chesapeake,
Bay
Foundation,
when
I
moved
up
from
Baltimore
to
here
in
New
Jersey
on
the
transplants
all
I'm
aware.
But
you
know
I
also
see
the
need
to
support
that.
You
know
on
the
beaches
by
saying,
like
yeah.
E
M
C
Q
I
mean
that's
a
good
point:
we're
really
working
with
the
town
to
try
to
involve
either
Beach
tag,
checkers
or
because
you
know
a
lot
of
I,
don't
know
what
it
is
about.
Our
beaches,
some
funds,
but
a
lot
of
litter,
those
tend
to
get
left
behind
and
if
Public
Works
isn't
quick
enough
to
come
out
and
rake
the
beaches
and
empty
the
cans,
the
tide
comes
in
and
out,
it
goes
so
I
mean
we'd,
rather
not
see
any
plastic
bags
on
the
beach.
To
be
honest,.
C
C
A
Own
areas
of
recreations
and
we
would
pass
a
resolution
or
an
ordinance
that
would
ban
you,
know
plastic
bags
in
our
parks
number
one
and
then
further.
If
we
could
make
a
resolution,
go
to
our
Lena
County
mayor's
Association
meeting
and
encourage
every
town
to
adopt
this
and
maybe
allow
them
to
have
the
resource
of
this
coffee
and
her
team
to
present
the
venom
I
think
it's
something
we've
got
to
do.
A
G
A
J
J
They
work
very
closely
with
a
lot
of
the
planners
in
each
of
the
communities
to
help
people
in
that
process
for
the
first
time,
and
so
they're
really
doing
a
really
great
thing
in
terms
of
helping
to
put
properties
into
tax,
generating
properties
again
and
not
kind
of
abandon
or
run
that
property.
So
I
think
that
should
be
recognized
for
those
efforts.
It's
really
it's
an
incredible
thing
you
have
going
on.
Okay.
Thank
you
very
much.
Q
I
Thank
you,
bridges
of
routes
committee
met
earlier
today
to
discuss
the
status
of
all
our
projects
that
are
under
construction.
We
discussed
the
projects
that
were
on
the
design,
also
bridges,
bands
we're
hitting
the
ground
running
pretty
aggressive
the
last
couple
of
years
now
the
winners
have
had
a
period
negative
impact
on
us
on
some
of
our
roadways.
We're
going
to
continue
to
stay
aggressive,
the
highway
improvement
program
that
we
started.
The
last
few
years
is
continuing.
We
went
over
some
projects
that
are
on
the
agenda
for
year
2018.
I
It's
we're
working
very
diligently
whether
we
had
a
discussion
about
the
impacts
of
the
last
snowfall,
the
one
where
we
had
two
drifting
there
was
that
occurred
around
the
county.
We
discuss
some
of
the
issues
of
how
we
banished
that
it
was
an
anomaly
there.
So
forth
will
usually
happen
like
outward
rifts,
every
15
minutes
after
you
push
the
snow.
You
guys
did
a
great
job
with
that.
Just
when
the
different
avoid
up
the
speed
you'll
be
yet
ensure.
I
Potholes
mine
holes
is,
we
got
a
new
process
that
we
put
in
place.
We
also
using
that
new
machinery
that
we
purchased
a
couple
of
years
ago
and
something
that
the
guys
have
been
working
with
the
patch
injection
system.
They've
been
working
with
that
because
it
does
the
area
where
you
can
utilize
that
some
of
our
roots
and
the
different
sub
base
is
under
it.
It's
a
little
bit
of
an
impact
using
that
material,
but
they're
there
they're
pretty
satisfied
with
it.
I
They've
actually
got
them
to
the
material
to
CRS
to
patch
their
dues
again
in
the
discussions
about
the
different
things
that
are
out
there,
but
we're
pretty
happy
with
the
way
it
works.
As
we've
said,
some
of
the
roots
are
beyond
patching.
They've
got
to
be
militant
overly
and
we're
we're
addressing
that.
We
also
have
a
website
that
a
lot
of
the
public's
been
working
online
where
they've
been
indicating
to
us
immediately.
You
know
we're
models.
Are
that,
though
we
need
the
county
to
address,
so
continue
to
use
that
website.
I
The
county
answers
that
immediately
a
JSON
that
whether
you're
answering
a
day
or
tonight
and
the
county
guys
really
appreciate
it.
I
know
I've
had
some
calls
out.
I
sent
him
out
on
the
western
end
on
a
couple
that
I
got
calls
on,
but
keep
doing
it
it's
that
interaction
is
great
and
we
appreciate
the
support
and
people
utilizing
that
service.
G
G
G
G
We
call
it
main
street
level
short
road
that
everybody's
that
pothole
problem.
However,
my
question
chairman,
if
I
made
through
jerry
to
the
director
back
in,
wasn't
ville
on
Main
Street,
maybe
a
repast
Dalila
road
was
a
lot
of
work
done
in
the
road,
and
the
road
is
hard
that
the
county's
responsibility
to
repave.
That
road
is
the
city
of
pleasure.
Of
those
responds.
It's
a
county
road
leads
us
say.
K
G
K
K
K
I
mean
I
I've
been
driving
around
roads,
I
mean
I've.
Had
this
conversation
with
fracking
me,
which
but
I
mean
this
is
unusual
either
because
you
have
we're
now
I'm
going
to
get
like
two
or
three
days
of
rain
and
you
better
get
cold.
You
you
can
imagine
shortening,
show
us
you're
going
to
blow
up
we're
gonna
call
on
Greg
he's
gonna
get
a
lot
more
right
here.
I
think
I,
don't
know
what
they
said.
We've
been
talking
about,
Apache
Junction
and
you
know
using
the
machines
they've
been
using
the
machine.
It's
very
difficult.
G
But
I
don't
want
to
get
into
a
model
I
do
because
your
car
I
haven't
got
two
up
in
the
front.
Yet
until
you
get
those
calls
and
the
reason
I'm
making.
That
point
is
that
I
called
y'all
for
this
one
to
7:30
right,
they're,
building
a
new
Dollar
General
on
english
creek
across
from
pumpkins
cars,
yeah
right
there
in
front
of
the
car
with
it
I
mean
it
is
hard
yeah
yeah.
But
the
question
that
and
imagine
that
question
because
corner
with
dressage.
Is
it
a
Cavalier
responsibility,
the
contactors
responsibility
because
well.
K
You
need
to
call
us
and
the
staff
will
take
care
responsibilities
as
an
example.
You
you
going
about
the
violin
today
as
an
example,
correct
I
do
moved
a
while
room
last
week
and
I
got
call
regular
about
that.
You
know
Greg
with
the
sit
there
and
don't
determine
we
just
did
them,
but
I
gotta
tell
you.
You
know
there
was
a
stretch
from
English
spring,
probably
be
just
over
the
overpass.
By
testing
and
Gretel
day.
He
went
out
John
the
same
area
I
see
two
weeks
before
then
I
went
to
that
same
area.
K
Some
of
those
potholes
are
the
people
long
enough
to
meet
nobody
again.
Look
we
had
got
he
the
exact
temperature
way.
I
said
he
was
17
degrees,
10
o'clock
to
ten
o'clock
in
the
morning
every
day,
because
I
was
teeing
off
and
it
was
17
degrees.
Delegate
that
day,
then
night
temperature
went
up
and
I
was
Gerald
a
while
around
I'm
Tony
the
long
room
was
clean
when
I
first
went
over
and
I
we
dated
two
weeks
later
was
like.
A
K
I
We
also
went
over
to
process
with
contractors
that
are
doing
a
lot
of
work
on
the
county,
roads
and
requirements
that
we
have
in
place.
Engineering
department
plans
reviewing
that
process
to
see
if
we
can
upgrade.
That
is
that
some
of
them
or
some
of
them
it's
some
of
the
work
done
by
some
of
the
contractors.
We
want
to
make
sure
that
it's
kind
of
fight
for
where
we're
at
today,
because
there
is
a
different
process
in
place
from
last
time.
I
A
Thank
you
any
other
reports,
special
committees,
none
unfinished
business.
None
no
business
will
receive
correspondence
written
electronic
anybody
wish
to
discuss.
Our
correspondence
today
means
open
up
to
the
public.
Who
wants
to
speak
any
one
of
the
public
wish
to
speak.
Please
feel
free
to
do
so.
A
O
Lord
is
forward.
I
have
a
lot
of
faith,
people
in
the
parks
that
they
will
come
back
with
different
recommendations,
feel
it
away.
They'll
come
back
with
recommendations,
I
think
it's
just
a
wonderful
thing
are
promoting
what
we
have
there.
The
park
is
so
important,
too,
was
an
accounting
stuff.
Let's,
let's
promote
Atlantic
County
Miller
Park
system.
D
I
just
want
to
say
that
I
went
over
to
the
Elaine
C
Convention
Center
today,
while
it
was
a
little
disconcerting
to
see
40
500
people
lined
up
to
apply
for
jobs,
a
lot
of
people
in
our
community
unemployed
and
looking
for
work.
It
was
also
a
good
thing
to
see
any
vendors
having
jobs
and
hard
rock
was
there
and
ocean
resort
was
there.
Several
casinos
may
have
thousands
of
jobs
available
for
people
before
optimistic,
and
it
was
very
nice
to
see
that
is.
J
Thank
you
I
want
to
thank
mr.
Ferguson
Roger
and
the
rest
of
it
and
of
course
he
asked
for
the
support
on
that
ordinance.
I
think
we
thought,
there's
gonna
be
something
something
simple
and
as
all
government
things,
it
becomes
a
lot
more
complicated,
but
I
do
think
it
is
going
to
be
something
really
beneficial
for
our
purposes.
Some
for
the
area,
I'm,
hoping
perhaps
them
that
go
more,
will
put
something
out
to
let
people
in
the
area
know
that
we're
open
for
business
well,.
A
J
We
all
know
negotiating
a
contract
is
never
easy
that
one's
going
on
for
quite
a
while
and
I'm
glad
we
got
to
create
the
resolution
and
just
thank
everybody
for
their
further
willingness
to
to
negotiate
and
then
finally,
I
just
wanted
to
highlight
you
know
Vista
recently
brought
their
portion
of
Nam
on
the
road
to
35
miles
per
hour
and
why
this
is
important
is
for
the
last
several
years
in
Hamilton,
Township
we've
been
working
with
the
state
to
repave
Malaga
Road
through
grants
and
I've
heard
that
we
identified
a
number
of
safety
issues
that
were
happening.
J
We
had
a
lot
of
truck
traffic
that
goes
down
now
in
the
world
has
kind
of
passed
through
between
both
municipalities.
So
we
did
a
lot
of
work
on
our
side
of
the
street
in
terms
of
making
sure
there
was
appropriate,
striping
dining
center,
solid
lines
of
there
isn't
any
passing
the
ridges
and
things
like
that,
and
then
we
also
brought
the
speed
limit
down.
Not
Buena
has
kind
of
followed
suit
there.
So
now
it's
it's
a
just
on
that
whole
roadway,
which
it's
nice
to
see
kind
of
that
cooperation
between
the
municipalities.
I'm.
J
G
My
question
still
remains
to
the
administration
where
we
had
away
what
direction
are
we
going?
It
well
keep
talking
about
this
kitchen,
as
we
figure
out
what
we
don't
do,
that
I
think
that's
a
big
major
part
of
what
happened
that
Lenape
and
that
we
serious
about
it.
Let's
not
be
next
year,
so
I'm
not
saying
that.
Well,.
K
Remember
we
went
to
the
budget
subcommittee
budget
subcommittee,
I
believe
all
said
yes
to
the
kitchen,
when
I
was
asked
to
go
back
to
everybody
else.
I've
spoken
with
miss
Harris
and
showers
are
setting
up
a
meeting,
so
we
would
go
through
with
the
other
five
members
of
the
budget,
and
then
we
would.
We
would
do
the
same
presentation
about
the
kitchen
to
the
five
members.
