up
our
economic
development
efforts.
We've
provided
both
financial
and
scale
sports
for
the
Atlantic
County
economic
alliance.

firmly
establish
its
role
as
the
lead
agency
for
business
attraction

retention

County

played

leading
role
in
establishing
the

have

Stockton
is
a
state

the

county
was
able
to

up
at
no
cost

to

overwhelmingly
successful,

City
right
now
that
whole
section
of
the
city
will

redeveloped.

estate
prices

gone
up
considerably,

this
is
just
the
beginning.

building
of
the

aviation
research

our

Jersey
Economic
Development
Authority
Innovation
Challenge
has
developed
an
operational
plan
for
the
aviation
training
academy
needed
to
develop
aircraft
maintenance
and
repair
operations.
Every
Riddle,
Aeronautical
University,
read
to
be
our
partner
on
this
ground,
went
down
the
Florida
and

did
speak
to
me
and
they
were
incredibly
impressed
what
we
were
doing

the

the

was

teacher.

have
sending

graders
to
mainly

high
school.

think
when
those
ninth
graders
are
sitting
in

ninth
grade
class
and
are
all
mixed
in
together,
they
would
have
had
the
same
background
wrong.

the
curriculums
together
in
the
three
counts.

school
boards.

paying

legislation
inexplicably
failed
to
guarantee
County

percentage

we
asked
why
don't
you
put
our
percentage
in
one
of
the
sponsor
said
because
it?
What
did
you
negotiate
with
Atlantic
City?
They
wanted
the
county
to
negotiator
play
in
the
city.
The
state
couldn't
negotiate
with
him.

Farther
now,
prior
to
our
lawsuit,
when
we
decided
to
file
the
state
eventually
gave
us
a
paltry
ten
point.
Four
percent
now
at
10.4%
was
nowhere
close
to
what
they
promised.
We
even
put
a
video
up
and
on
our
website
showing
what
was
promised
to
us
in
a
press
conference
that
michelle
post
is
sitting
right
there.
She
stood
up
in
the
meeting
and
said
governor
the
percentage
isn't
in
there
and
he
said.

it
isn't

to
get

Council

suit.

much
is
this
going

cost
us

win

City
in
the
beginning,

it
drank
the
kool-aid
that

offered
to
all
you

to
have
clouds

to
help

of
everything.

it
didn't

bamboozled,
just
like
everybody
else
was
was,
it
said,
verify
just
trust
but
verify
Reagan,
Ronald
Reagan
and
one
thing
we
did

we
trusted
and
didn't
verify
that
won't
happen
again.

Over
the
past
ten
years,
our
region
has
faced
significant
economic
challenges,
but
we
were
able
to
work
through
them
successful
as
a
result
of
the
national
decline
in
the
housing
market,
and
it
declined
in
the
local
casino
industry.
The
tax
base
of
the
lana
county
that
dropped
twenty
seven
billion
dollars.

in

the

by
casinos.

assessment,

assessments
occurred,

the
city
was
subject
to
strict
financial
state
oversight.

other

the
state
was
in
the
financial
office,
while
this
was
occurring.
So
what
they
did,
of
course,
is
he
created
the
frontwoman
mistake,
and
then
they
came
in
to
solve
it
by
hiring
a
law
firm
which,
by
the
way,
caused
the
seven
million
dollars
for
them.
They
were.
They
were
they
really
by
the
way
when
the
state
came
in
atlantic
city
might
have
been
fumbling
along,
but
there
were
only
a
hundred
million
dollars
in
debt.

this
time
the
state
left
the
financial
office.
Atlantic
City

to

our
county
and

financial
transaction

by
the
state

Jersey.

they
went
into
LeMay
Atlantic
City.
You
can't
handle
your
own
business
that
we're
going
to
take
over
in
Vedic
City,
because
the
way
things
have
been
going,
this
is
ours.
It
seems
it
got
worse.

So
it's
not
the
burden.
The
next
generation
with
any
debt
we
would
incur
our
current
surplus
stands
of
18
million
dollars,
of
which
50%,
which
is
what
we've
been
doing
year
after
year,
will
be
applied
to
the
2019
clutch
the
years
ahead
wall
for
more
a
more
opportunity.
This
optimism
is
reflecting
in
2019
budget
I
will
introduce,
despite
some
state
generated
uncertainties
at
this
time.
Our
financial
outlook
is
very
good.

have
been
working
with
the
state
monitor
for
Atlantic
City
to
finalize
a
number
of
property
tax
appeal
refund,
which
we
had
been
led
to
believe
we're
set
now.
I
know
this
sounds
a
little
bit
when
we
by
statute.
We
have
to
introduce
the
budget
here
in
Atlantic
County
on
the
day,
January
15,
the
governor
has
a
little
trip,
but
we
couldn't
finalize
because
we
couldn't
get
the
final
numbers
from
Atlantic
City.
So
when
Jerry
del
Rosso
Ambani
with
alcohol
open
said,
look,
you
need
the
numbers
from
Atlantic
City.
Where
are
you
well?

Which
is
kind
of
interesting
I
mean
so
we
asked
them,
but
their
best
guess

best

that
would
have

real
significance
on
our
tax
rate,

publicly
won't
tape

feel
confident

they'll
keep

word,

we

find
out

they

Our
current
surplus
surplus,
18
million
of
which
50%
will

applied

ahead,

optimism

budget.

Despite

state

2019

be
no
tax
increase

on
the

we
have
from
the
state.

appears

county,
general
purpose
tax
will
go
down
one
cent.
Last
year
we
went
to
hell
with

last
year,
so
it's
been
a
pretty
good
ride.

Even
with
these
expenses
and
the
fact
that
our
tax
base
has
been
decimated
in
2018,
the
county
successfully
negotiated
9
union
contracts.
The
majority
of
these
contract
settlement
2%
our
total
salary
and
wage
extends
over
a
million
dollars
and
that's
a
1.5
percent
increase.
We
lowered
our
health
benefit
costs
by
negotiating
with
unions
to
move
into
the
state
health
benefit
2030
plan.

My
movie
to
this
plan,
employs
pay
less
in
their
pro
rata
share
and
see
more
in
their
paychecks.
While
the
state
raised
the
health
benefits
premiums
by
2%
in
2019,
the
county
has
reduced
that
entire
increase
and
reduced
the
overall
expense
by
148,000
as
a
result
of
the
2019
budget
in
some
places
that
are
beyond
our
control,
the
first
dozen
psychiatric
payments
made
by
the
county
on
behalf
of
its
residents.
This
increases
six
hundred
twenty
thousand
dollars
well,
most
exciting
21
thousand
for
2019
and
is
on
top
of
these
five
hundred
ninety
nine
thousand
2018.

That
seems
to
be
increasing.
So
obviously
there
must
be
a
reason
for
that:
I'm,
not
sure
whether
that
is
we're
going
to
have
this
the
psychologists
right.
This
is
firm.
We
do
know
one
thing
on
a
personal
basis:
I
have
to
believe
it.
If
you
are
not
a
danger
to
yourself
or
other
people,
you
should
be
free.

Institutions
that
we
had
ordinarily
in-house
people
has
gone
down
considerably,
even
those
these
figures
have
gone
out.
Although
the
joint
insurance
fund
has
been
an
effective
cost
management
tool
for
the
county
by
insuring
ongoing
training,
regular
financial
programmatic
case
reviews
and
sharing
of
legal
services,
our
cost
is
determined
by
actuarial
projections.
This
year's
projection
requires
that
the
county
increased
this
line
item
by
over
a
half
a
million
dollars.

To
mention
the
few,
the
county's
net
debt,
which,
by
the
way,
is
what
you
want
to
look
at
as
a
percentage,
is
less
than
0.45
percent
of
the
total
capacity
that
we
have
we're
still
in
pretty
good
shape,
even
after
financing,
the
aviation
clark's
and
also
putting
that
might
have
here
stopped
in
itself.
It's
all
coming
back
the
counties
too.
In
other
words,
it's
easy
for
me
to
say
patting
ourselves
on
the
back.
What
this
freeholder
board
has
done
in
the
administration.

But
if
we
take
independent
agencies,
the
counties
to
bond
credit
ratings
remain
stable
in
2018
and
rating
the
county.
The
way
to
Moody's
Investors
says
the
county
has
retained
a
stable
financial
position,
despite
dealing
with
the
fallout
from
the
financial
issues
for
an
existence,
Muniz
credits,
Moody's
credits,
the
county
with
strong
liquidity,
modest
debt
and
pension
and
pension
berth
and
strong
financial
management
practices
and
policies.

That
money
that
should
have
earmarked
and
dedicated
was
used
for
other
projects.
Remember
one
governor
decided.
He
wanted
to
give
a
bridge
alone
about
700
million
dollars
to
Lehman
Brothers
when
they
were
gone
under
and

money
was
flat-out
disappear.
So
it's
kind
of
sad

the

administration

through
every

rightfully

benefits
were
great
and
they
were
promised
to
us-

obligation.

don't
know
how
they're
going
so
I,
honestly,
don't
they're
so
far
in
debt,
I,
don't
know
how
they
get
out
of
the
jam
playing
County
super
standard
interrogator
in
Atlantic
County
is
double-a
stable.

They
noted
our
very
strong
liquidity,
strong
budgetary
flexibility,
strong
budgetary
performance,
strong
debt
and
contingent
liability
profile,
very
strong
management
and
a
strong
institutional
framework.
Such
findings
are
validated
by
the
fact
that
the
county
has
had
19,
perfect
audits
in
a
row
by
five
different
partners
that
significant
d'armes
municipalities
of
counties
of
even
states
that
have
used
the
same
auditor
year
after
year
after
year.
What
are
you
doing
is
checking
themselves
what
I
instituted
here
you
got
three
years
of
northern

the

county
is

perfect
audits
in

by

financial

reduce
costs
and

counties

us

difference
between
agriculture,

production,

production,
agriculture
will
be
farmers
that
house
people

cost
associated
for
housing,
there's
cost
associated
for
me
of
that
they
all
absorb
they
don't
recoup
any
of
that
they're
not
allowed
to,
and
and
and
you
know
in
hiring
their
staff.
So
there's
agriculture-
that's
aquaculture,
culture
that
houses
no
one.

So
if
the
impacts
are
completely
different
across
the
board,
I
think
for
us
here
in
South
Jersey-
and
you
will
find
this
to
be
the
case
with
all
the
farmers,
because
it's
coming
down
to
them
to
understanding
that
the
message
we
get
out
and
they're
not
fighting
the
increase
at
the
$15,
that's
a
particular
plateau.
There
was
a
discussion
on
the
legislation
that
was
passed
a
few
years
ago
that
the
CPI
index
is
adjusted
every
year
for
the
AG
side
and
then
initially
a
bump
in
the
beginning
to
get
it
up
there.

Certain
level
of
discussions
about
that
that
blood
legislation
was
already
passed,
I
think
the
legislation
that
the
state
started
to
consider
now,
if
you're
talking
about
a
major
bump
and
then
within
two
or
three
years
being
at
$15,
you're
gonna
find
it
not
only
impacting
agriculture,
you're
gonna.
Have
it
impacting
a
lot
of
small
businesses.
I
know
a
lot
of
the
places
you
can
go
for
hamburgers.
You're
gonna
see
kiosks
popping
up
all
over
the
place.
That
is
not
going
to
go
away.
That's
gonna
be
a
trend
where
automation
when
you
go
into
order.

lot
of
the
material
is
to
eliminate
the
staff,
because
you
can't
survive
and
pay
the
wages
that
you
can't
pass
the
cost
on
to
the
consumer
and
farming.
Is
that
way
it's
market-based?
It
doesn't
you
can't
just
take
whatever
cost
you
today
an
attitude
of
course
your
products,
if
you're
buying,
produce
you're
getting
produce
at
the
supermarket,
that's
purchased
from
California
from
Chile
everywhere
else.
The
market
drives
the
cost
of
that
back.
So

think
it's
really
important,
but
they're
going
to
try
to
re-emphasize
that
it
means
those
who
do
come
out.

to
be

at
