A
In
compliance
with
the
open
public
meetings,
act
of
the
state
of
New
Jersey,
adequate
notice
of
this
meeting
of
the
Atlantic
County
4th
Chosen
Freeholders,
was
provided
in
the
following
manner
published
in
the
press
in
Atlantic,
City
and
mailed
to
the
current.
The
daily
journal,
the
habit
sink
event,
I,
haven't
in
news
and
has
been
posted
on
the
bulletin
boards
in
the
county
office,
going
in
Atlantic
City,
the
solar
building
in
Northfield
and
a
County
Clerk's
office
in
Mays
Landing.
If
we
could
all
rise,
our
opening
prayer.
B
A
A
A
A
E
Name
is
laura
from
her.
I
am
at
the
deputy,
marinade
harbor
township.
I
this
is
my
new
eighth
year
on
committing
the
township
I'm
on
the
Planning
Board
I
had
previously
on
the
Zoning
Board,
the
Economic
Development
Commission,
the
Green
Team
I'm,
the
liaison
to
the
recreation
for
it
thanks
to
John
Risley,
and
he
knows
what
that
would
entail.
D
E
F
A
E
Main
reason
for
wanting
to
survive
is
we're
the
host
community
and
I.
Think
as
a
member
of
the
town,
where
you
are
the
host
community,
you
need
to
have
a
voice
sitting
on
that
board
to
speak
up
for
your
own
town,
because
our
people
complain
about
that
all
the
time,
and
so
we
need
to
have
someone
from
egg
harbor
township
on
there
to
speak
with
people
of
a
proper
attention.
That's
my
primary
reason:
great
board.
A
A
D
H
A
J
A
Think
I
think
you
always
bring
a
positive
attitude
or
no
matter
what
you're
doing
and
I
think
you're
a
consensus
builder,
which
is
also
important
and
I.
Think
that's
why
you've
gotten
to
where
you
are
in
your
public
service
as
well,
but
I
think
it
would
be
a
great
addition
to
the
board
as
well,
so
looking
forward
to
having
all
right
any
other
free
water
comment.
C
D
A
C
D
C
K
D
K
A
I
H
A
G
We
went
back
to
the
governing
body
and
requested
they
formalize,
which
they
did
City
County,
as
they
should
do
now.
So
we're
not
having
every
resident
tell
me
what
to
speedla
that's
supposed
to
be
on
the
street
in
front
of
their
house,
but
they
went
back
and
our
County
engineer's.
That
is
the
traffic
study,
observing
a
warrants
it
so
I'm
happy
to
see.
A
C
J
J
L
There
is,
there
was
limited
funding
anything
we
don't
when
we
put
this
away,
but
we
since
I
can
remember,
we've
been
between
my
80
and
90
thousand
dollars.
It's
always
been
limited
funding,
that's
right!
So
the
planet,
the
plan
itself
is
Israel,
is
a
requirement
for
every
three
years.
Oh,
so
that's
what
it
is,
and
so
hopefully
we'll
continue
to
get
this
roughly
eighty
six
thousand
dollars.
A
C
A
C
I
A
Didn't
and
we
didn't
be
discussed,
we
discussed
this
one
at
nauseam
and
you
will
see
a
resolution
coming
to
the
board
from
the
committee
based
on
the
discussion
on
this
once
after
the
person,
possibly
a
possible
rule
changes,
but
we're
going
to
try
to
pour
it
anyway,
because
it
was
decided
on
a
cat
clip
and
that's
what's
an
estate
regulation
and
if
we
were
so
anyway,
thank
you
for
bringing
up
all
right.
Any
other
three
order.
Comments,
comments
from
the
public
Benedick.

Intergovernmental
services,
agreement
with
the
atlantic
county
improvement
authority
for
project
management
services
for
the
Community
Development
Block,
Grant,
Program,
American,
Disabilities,
Act
renovations
project
from
2016
to
2017
to
term
to
extend
term
date
only
no
additional
cost.
Second
version.
C
D
A
L
They
haven't
really
been
discussing
that
with
us.
Although
the
election
people
have
been
going
to
sessions
where
they
are
being
shown,
new
machines,
as
a
matter
of
fact,
I
think
some
of
the
board
members
go
to
that.
There
was
a.
It
would
be
like
a
conference
in
Trenton
where
they
were
looking
at
new
types
of
machines.
Yes,
they
think
what
they
normally
do
is.
Is
they
come
back
in
and
they
they
book
themselves?
You
know,
as
you
know,
they're
their
state
entities,
they're
kind
of
independent
from
us
on
one
side.
A
A
K
L
K
Those
are
thanks
for
the
neat.
This
is
for
the
infamous
cartridge
grabs
de
laurentiis,
hoping
that
they
don't
all
fall
apart
yet
because
the
term
on
the
contract
was
January
1st,
when
obviously
were,
but
if
there's
an
existing
contract
and
I
guess
they
figured
it's
the
one
get
they
happen.
Okay
and
therefore
we're
not.
That
also
would
not
lock
us
in
if
we're
able,
at
some
point
between
the
state
and
the
county,
to
make
a
move,
because
that's
just
to
keep
going
with
what.
A
C
A
A
C
C
A
C
D
A
A
C
A
A
C
A
D
D
C
C
F
C
B
So
once
again,
I
know
this
has
been
introduced,
actually
just
just
passed
out
of
the
committee
last
month,
but
in
conversations
with
our
the
volunteer
fire
departments
in
my
district,
they
continually
express
the
need
to
have
more
people
come
in
regardless
of
age
to
get
the
is
the
younger
that
they
can
get
them,
attach
them
and
hooked
up
to
the
fire
department
and
no
pun
intended
that
their
continued
on
through
become
active
in
the
department
and
in
the
community
as
well.
So
this
is
basically
it's
a
four
five
footer
one
course.
B
There
are
anywhere
between
one
underneath
you
need
another
90
hours,
I
was
told
by
Galloway's
Fire
Chief
Smith's
home
use
about
one
hundred
eighty
eight
hours
that
it's
required
and
a
lot
of
that
is
after
they're,
working
or
ordered
if
you're
18
in
finishing
school,
and
you
have
other
things
going
on
your
life.
So
this
would
allow
some
of
these
classes
taking
online
and
hopefully
get
these
up.
The
requirement
that
the
our
requirements
for
all
these
young
men,
the
ranks
of
the
firefighters.
B
You
know
there
are
other
things
that
have
to
talk
to
them
about,
but
this
would
be
one
and
hopefully
we'll
begin
to
start,
seeing
more
more
more
people
to
come
into
the
volunteer
ranks
and
mr.
Perkins
here
and
I've.
That's
a
conversation
that
the
county
is
going
to
try
to
have
some
of
these
classes,
maybe
taught
at
the
a
CIT
or
a
CCC
as
well
to
get
to
ease
the
burden
on
this
firefighter
where's
your
farms
again.
So
this
is
one
step
and
again,
the
actual
testing
board
has
to
be
done
in
person,
site
yeah.
A
It's
definitely
been
a
hot
topic
of
conversation
at
the
mayor's
Association
meetings
to
several
times
just
about
across
the
county.
The
struggles
that
are
going
on
here,
part
of
our
contact
with
attracting
and
retaining
new
members
based
on.
Oh,
the
new
requirements
that
are
coming
on
board
for
them
and
just
the
time
it
takes
so
I
think
it's
you
know
something
small.
We
can
hopefully
do
there
curvature
to
it
really
and
you
any
comments
on
the
public
on
that.
Okay,
Bennett.
A
In
a
second,
so
let
me
just
let
me
just
I
I
had
asked
that
we
put
this
on
based
on
a
letter
that
we
had
gotten
from
County
Executive
after
we.
Yes,
the
the
parks
banning
of
the
plastic
bags,
and
things
like
that
just
to
see
if
we
could,
you
know,
try
to
get
this
kind
of
happening
on
a
grander
scale
and
then
three
more
der
Fitzpatrick,
I
I
didn't
really
occur
to
me
because
I
look
at
the
agenda
so
far,
but
your
ear
resolution
was
on
here
to
kind
of
similar.
A
So
what
I
wanted
to
see
was
I
know.
You
guys
had
some
discussion
on
yours
in
in
some
committee,
but
we
I
don't
think
any
pieces
of
the
exact
it
were
included
in
that
discussion,
and
we
also
received
some
additional
information
from
the
from
administration
today
with
regard
to
what
the
county
is
already
doing.
O
Yeah
I'd
like
to
see
it
actually
go
back
to
the
committee,
get
out
to
redo
how
it's
written,
because
I
think
many
many
of
the
items
are
already
being
done.
As
we
discussed
in
that
as
Jerry,
you
know
went
into
detail
so
it
to
be.
It
almost
looks
like
we're
putting
out
there
something
to
be
done,
and
it's
already
being
done.
I
think
I
mentioned
mitii
when
these
were
written.
You
know
that
we
need
to
commend
for
what
we're
doing
and
support
moving
forward
with
the
plans.
L
O
A
Again,
I
kind
of
didn't
realize
that
never
working
on
that
until
we
all
started
to
see
the
emails
coming
across
in
the
last
week
and
then
it's
all
the
minutes
come
across
from
the
subcommittee
meeting
and
then
again
it
didn't
really
dawn
on
me
until
I
saw
them
both
on
the
agenda
of
preparing
this
weekend
so
again,
I
just
because
they're
kind
of
doing
similar
things
so
I
just
thought
it
wouldn't
make
sense.
If
we
tabled
and
tried
to.
I
Make
sure
that
the
other
one
is
willing
to
send
it
back
to
committee,
which
I
think
is
a
good
idea,
so
the
question
I
have
managed
a
through
YouTube
kind
of
a
responsive
dispatching.
Would
you
be
meaning
to
report
your
table?
Your
resolution
also
with
the
brief
us
360
30
and
go
back
here
to
Bob,
I'm,
sorry,
360,
Tim,
I'm,
sorry,
362,
can't
they
come
back
with
bloody
bill
and
both
y'all
can
sponsor
bill.
But
this
just
has
to
be
you
don't
want
to
send
mixed
signals.
I
You've
got
two
different
resolutions
and
you
know
normally
whoever
gets
it
on
your
resident
agenda.
First,
nobody
goes,
but
for
whatever
reason,
it's
a
lot
of
things
that
believe
that
the
county
is
on
and
there's
some
stuff.
We
want
to
make
sure
that
our
legislators,
I,
was
simply
the
Senate,
though
that
way
answer
them.
Two
different
two
different
bills
and
two
different
messages.
Right.
F
I
F
I
I
H
I
A
A
C
G
G
We've
taken
up
pride
in
the
programs
that
we've
established
for
worker
safety
I
know,
there's
a
lot
of
training
that
we
do
up
and
down
the
line
from
you
know.
Our
staff
there
with
Public
Works,
were
even
into
you
know
a
lake
city
or
building
an
AC,
so
I
think
it's
important
just
to
recognize
it.
We
want
everyone
to
go
to
work
safely.
Every
day
you
come
home
safe,
even
in
public
places,
Public
Safety
is
programs
are
put
in
place
everywhere
in
our
lives.
Today,
that's
up
and
we're
a
lot
saved
a
lot
better.
G
C
C
A
G
A
It's
it's
taxed
as
income,
so
they
wouldn't
follow
these
federal
rules
which
would
exclude
our
military
personnel
as
well
as
our
Coast
Guard
personality
from
night
I
just
thought.
It
was
important
us
as
we
host
a
base
that
we
support
our
guys
who
tried
to
get
out
there
supporting
combat
some
mighty
competence
any
other.
Any
people
are
comments
on
that.
K
Thank
you,
madam
chair.
Actually,
if
you
look
at
the
Legislature's
website,.
K
S
129
and
1025
I
guess
they've
been
combined,
but
they
have
unanimously
passed
the
Senate
already
okay
and
that
bill
the
assembly
bill
appears
they
kind
of
just
split
it
off
to
the
side,
but
that
has
already
passed
the
assembly
Military
and
Veterans
Affairs
Committee,
where
a
Salima
in
our
motto
said:
woman,
gold
and
some
of
them,
I
love
all
from
certain
Atlantic
County
supported
that
price
that
could
somehow
be
incorporated
in
it.
So
really
right.
Now
the
only
thing
that
this
pending
is
assembly
consideration
there
were
the
compliance
and.
A
C
N
A
They
also
mentioned
their
struggle
with
getting
actually
tradespeople
in
at
the
Tech
Center,
which
I
found
interesting,
so
they
were
bringing
that
to
the
workforce
development
board
for
discussion
and
trying
to
help
resolve
that
problem
with
the
program.
So
we
have
got
the
workforce
them
or
to
get
people
into
this
job,
so
I'm
really
good
discussion,
Eric
afterwards,
any
other
special
committees.
Yes
everywhere
money,
the.
J
Library
met,
they
have
a
number
of
different
events
for
July
they're,
calling
it
summer
to
love
your
library.
So
there's
all
different
activities
going
on
broke
the
entire
month
of
July
best
press
is
up
and
available
to
vote,
so
we
can
vote
well
last
year,
each
in
Galilee,
one
there's
also
a
new
app
for
the
library
that
you
can
download
on
your
phones.
You
can
read
books
there.
You
can
use
it
for
ebooks.
We
can
use
it
for
pain,
music.
A
K
K
A
P
Q
Three
or
two
and
I'm
here
today,
just
to
clarify
some
things,
because
the
board
members
may
feel
that
there
is
some
sort
of
dispute
within
the
local.
The
dispute
is
only
on
one
side,
which
is
the
family
community
development
side.
The
workforce
development
side
has
no
beef
with
anyone.
It
is
the
Family
and
Community
Development
side,
namely
the
president
who
wants
to
get
rid
of
us.
No
one
of
us
has
ever
put
our
hands
up
and
say
we
want
to
be
removed
or
to
be
separated
from
local,
twenty,
three
or
two.
We.
Q
Q
Jerry
now,
in
the
last
meeting,
mr.
mr.
Durazo
said
they
have
said
to
our
president
that
they
can
do
boilerplate
on
most
of
most
of
the
things
and
make
some
delineations
and
be
for
family
community
power
plant
and
Workforce
Development,
and
that's
what
we
would
and
that's
what
we
would
like
to
happen.
So
we
are
standing
together
to
say
we
don't
want
to
be
separated.
None
of
us
have
ever
volunteered
to
be
to
be
separated.
It's
only
coming
from
one
side
and
for
whatever
reason,
that's
happening
it's
beyond
us.
Q
So
as
do
Spain
members
of
a
union,
we
don't
feel
collectively
that
we
have
an
advocate
within
absolutely
New
Jersey,
and
that
is
me,
and
that
is
very
sad
because
we
do
pay
our
dues
monthly
and
we
are
getting
no
representation
in
terms
of
anyone
taking
outside
or
giving
us
any
explanation
regarding
why
this
is
happening
within
our
or
local
and
it's
difficult.
So
they
are.
They
are
21
to
23
people
in
the
workforce,
development
board
that
feels
like,
if
we're
just
out
there,
with
no
support,
no
advocates
nothing
at
all.
Q
D
I
Made
some
comments
the
last
time
you're
working
with
something
mindless,
we're
family
and
family,
always
headlights.
We
understand
that
gonna
allow
somebody
from
the
outside
to
come
in
to
get
into
a
family
fight
them,
and
so
what
happens
is
that
you
recall
my
comments.
Was
this:
it's
not
the
freeholders
that
can
make
that
decision
anyway.
Okay,
you
just
made
a
comment
and
I
will
agree
with
you.
I
100%
your
fight
is
not
really
and
then
I
had
a
different
perspective
of
the
girl,
but
your
fight
is
not
let
alone
in
the
free
unemployment,
not
even
with
the
administration.
Technically
correct
this
with
assassin,
correct
and
so
the
way
I
thought
to
be
correct,
which
a
larger
family-
and
you
know
at
the
last
meeting,
I
requested
I
believe
most
of
my
colleagues
and
I'm
not
going
to
speak
for
him
this
week.
We
thought
that
was
going
to
be
some
type
of
meeting
between
the
two
sides
in
the
county
administrator.
I
Apparently
that
didn't
happen
for
whatever
reason,
but
listening
to
your
comments
in
the
day,
the
fighters
would
ask
her
and
ask
me
New,
Jersey
and
I
think
some
kind
of
way.
Both
sides
are
going
to
have
to
try
to
get
the
big
bosses
to
the
table
to
figure
out
what's
going
on,
and
then
you
go
back
negotiate
or
whatever
you
have
to
do
with
the
administration.
Now
I
would
agree
with
you
on
the
other
four
years.
I
Without
a
kind
of
fact,
some
I
mean
subsidy
imposed
on
eleven
had
a
contracting
or
raised
in
seven
years,
so
I
feel
your
pain,
but
at
the
end
of
the
day,
whatever
is
going
to
happen,
contract
and
wise
that
will
play
out
juice
if
I
have
to
get
asking
New
Jersey
at
that
table,
because
we
state
that
what
about
authority?
We
can't
accept
it.
Honest.
I
Spied
playing
defense
on
it
and
they
said
now
that
John
fighter
not
going
to
ask
me
New,
Jersey
and
I
had
to
defend
them
like
that.
No,
no,
no
there's
a
difference
between
politics
and
policy.
This
is
an
x
fight
among
ass
and
some
kind
of
well
I'm,
hoping
the
joke
and
I.
Don't
try
to
work
that
out
because
I
have
received
Muslims.
It's
not
all
of
us
receive
information
that
everybody
was
coming
to
the
meeting
today.

I
did
reach
out
to
our
auditors
to
see,
because
the
communication
from
the
state
that
I
referenced
yesterday
said
that
the
report
would
have
been
issued
by
the
15th
of
June.
That's
not
the
case
they're
now,
looking
at
close
to
the
end
of
June
at
the
very
earliest,
so
I
just
wanted
to
make
sure
that
the
whole
board
was
aware
that
that
would
be
the
case,
because
there
is
an
affidavit.
That's
involved
in
doing
that
and
normally
under
normal
circumstances
were
required
to
have
accepted
it
by
June
30th.

On
well.

I
Yes,
ma'am,
okay,
I
just
wanted
to
take
this
opportunity
to
acknowledge
and
recognize
the
passing
of
the
late
Honorable
Judge
Dennis
Bradley,
who
have
served
this
community
over
the
years.
Not
only
did
he
serve
as
the
family
judge,
but
he
was
also
the
appellate
court
judge
and
prior
to
that
he
was
private
attorney
solicited
to
City,
Council
and
others,
but
we
learned
the
other
thing.
It
passed
away.

Gonna
be
order
just
wanna
commend
he'll,
probably
kill
me
for
doing
this,
but
mr.
fedora
co-brand
an
amazing
event.
The
marine
law
enforcement
Foundation
Gala
and
had
a
golf
tournament,
I
think
the
next
day,
just
a
amazing
event,
very
moving
the
work
that
you
do
for
your
fellow
Marines
past
and
present
and
their
families,
and
to
see
that
people
who
were
passed
and
why
do
we
need
those
military
service
and
law
enforcement
service
and
that
you
do
for
their
families
through
this
foundation?
