City

Stillwater,
and
that
the
county
clerk's
office
all
rise.

So
we
we
became
operational
on
September
1st
of
the
I've,
been
pushing
this
agenda,
for
you
know,
beginning
of
my
tenure
as
sheriff
when
we
have
put
67
people
in
the
treatment
since
that
we've
gone
over
400
referrals
and
we've
done
close
to
100
narcan
trainings
as
well,
so
we're
reaching
people
we're
going
out
into
the
community.
Give
you
two
quick
stories.
The
first
story
is
the
day.
First
day
we
went
operational
on
September
4th.

That
person
was
placed
in
treatment
that
next
day
and
I'm
glad
to
report
that
he's
still
in
treatment
today
in
Pennsylvania
another
story,
just
last
week,
two
brothers
who
were
living
out
of
a
trash
can
and
a
dumpster
in
Somers
Point,
both
came
forward
in
their
30s
and
they
were
both
in
treatment
today,
so
we've
been
pretty
successful
and
the
reason
why
we've
been
so
successful
is
because
of
our
treatment
partners.
We
started
off
with
two
treatment
partners
and
my
own
office.

We
now
have
three
other
law
enforcement
agencies
that
work
with
us
and
22
treatment
partners
within
our
coalition
of
partners
that
has
allowed
us
to
put
people
in
the
treatment
in
24
hours
regardless.
If
you
have
no
insurance,
if
you
have
Medicaid
or
if
you
have
insurance,
we
are
capable
getting
people
that
come
to
our
bus,
but
absolutely
nothing
a
presumptive
eligibility
of
Medicaid
within
10
minutes.
So
we've
been
very
successful
working
together
in
a
coalition
and
helping
people.

We've
also
tried
to
address
some
of
the
major
issues
that
have
made
it
hard
a
stumbling
block
to
get
into
treatment.
One
is
a
identification
program.
It's
an
emergency
program.
We
grant
30-day
identification
programs
if
you
have
verification
going
into
a
treatment
program,
and
we
have
some
rule
of
easy
ways
to
make
verification
of
your
identification
through
that
program.
But
we
only
do
it
for
people
going
into
treatment,
but
that
is
a
true
stumbling
block.

Medicaid
providers
will
not
take
you
unless
they
can
identify
it,
though
they're
one
of
our
treatment
partners,
which
is
VOA,
does
an
incredibly
great
job,
getting
people
identification
through
a
program
that
is
funded
through
the
state.
They
takes
almost
three
weeks
to
get
you
into
that
program
and
the
strength
of
VOA
is
a
partner
of
ours,
and
the
strength
of
our
program
is
vo,
vo
a
came
to
us
two
weeks
ago
and
we
put
one
of
their
people
into
treatment
within
that
day,
because
we
were
able
to
grant
them
that
emergency
identification.

So
some
of
these
things
that
we've
been
doing
we've
been
hopefully
we're
showing
that
we
have
success
and
merit
in
our
program.
One
of
our
things
that
we've
been
struggling
with,
which
is
a
workable
function,
functioning
vehicle.
The
county's
been
was
kind
enough
to
allow
us
to
commandeer
a
12
year
old
vehicle
which
we
ended
up,
putting
over
25
thousand
dollars
into
it
through
in-kind
donations
through
the
slanty
County
Sheriff's
Foundation.

However,
the
vehicle
has
been
down
for
three
months
because
of
mechanical
issues
and
we've
been
working
with
the
county,
of
course,
to
try
to
get
the
truck
up
and
running,
and
we
need
to
get
it
up
and
running
as
well,
but
regardless
of
having
that
truck
or
not,
we've
been
going
out
bi-weekly
with
a
tank
with
a
with
a
table
with
our
treatment
partners
and
providing
care,
but
the
hope
one
has
become
much
more
than
a
mobile
referral
system.
We
have
people
calling
us
calling
our
numbers
with
a
colon
to
our
dispatch.

Our
dispatchers
are
trained.
Now
we
have
a
24-hour
dispatch
to
take
intake
and
to
take
people's
information,
and
they
we
get
back
to
them
immediately.
So
some
of
the
real
positive
things
coming
into
New
Year,
we
we're
bringing
it
on
a
full-time
vote.
One
coordinator,
employee
working
for
the
sheriff's
office,
the
Sheriff's
Department.
The
prosecutor's
office
has
also
gone
into
partnership.
An
AC
lead,
which
is
Atlantic
County
law
enforcement,
I've
asked
Vance
diversion
program,
which
is
a
creative
up
indictment
program
and
we're
going
to
work
with
them,
as
well
as
doing
placement,
referrals
and
management.

So
a
lot
of
cool
things
happening
when
we're
excited
about
it.
We've
also
worked
with
the
county,
administrator
and
executive,
and
we,
with
the
land
care
and
in
Lane
solutions,
have
been
awarded
a
matching
grant
more
funding
for
a
truck.
We
had
to
come
up
with
a
third
of
our
sy.
The
matching
grant
is
55
percent
to
45
percent.

The
three
partners
have
to
come
up
with
a
third
of
each
one
of
those,
so
I've
worked
with
the
county
administrator
and
his
finance
team,
and
we
have
found
funding
within
my
own
budget
to
come
up
with
our
third,
and
so
we're
excited
about
that.
Now
that
trucks
going
to
take
almost
a
year
to
build
and
get
onto
the
road,
but
we're
excited
about
having
that
truck
we're
trying
to
get
the
ark
truck,
that
we're
utilizing
now
up
and
running
and
back
on
the
street
as
soon
as
we
can.

We're
looking
at
an
intervention
model
and
training,
we're
partners,
shipping
with
some
of
our
coalition
partners,
to
create
a
training
group
that
we
can
not
only
train
our
own
personnel
but
go
into
the
communities
and
train
churches
and
any
organization,
but
also
unions,
and
create
training
within
each
organization
to
be
able
to
recognize
and
to
refer
people
with
mental
health
and
addiction
issues.
So
we're
expanding
that
and
this
training
will
all
be
free
through
the
sheriff's
office.

I'm,
far
from
being
a
mechanic,
I
know
the
gas
goes
in
that
little
hole
on
the
side,
but
what
I've
been
told
is
that,
because
it's
an
older
vehicle,
12
years
old,
that
the
part
it
actually
was

belt
issue.
So
there
are
several
belts
on
the
only
vehicle
and
the
part
that
actually
keeps
the
belt
tight.
You
can't
get
it
so
we
had
to
the
county
has
been
gracious
enough
to
go
outside
and
contract
a
machinist
to
build
a
park
for
us
park
came
in
and
it
didn't
fit.
So
the
belt
wouldn't
stay.

they've
been
working
on.

I
think
they
actually
talked
partners,
parts
from
other
old
vehicles
and
trying
to
put
it
on
there.
I
think
that's
been
working,
but
what
I
heard
recently
was
the
wood
or
pump
has
just
blown
so
we're
trying
to
get
it
back
at
up
rotting
I
was
blessing
them
for
30.
Today,
the
truck
was
gonna,
be
functional
again
we're
trying
to
keep
the
truck
moving
as
best
we
can.

It's
a
possibility
that
you
can't
get
cause
for
this
family
correct.
Would
it
be
fair
to
say
any
life?

save
this

life

better
than
none
but
I'm
a
little
concerned,
because
your
company
money

money

district

listed

historic
bridge.
It
was
a
movable
bridge,

so
it
has
a
lot
of
parts
to
it,
both
under
the
bridge,
some
of
which
I've
been
removed.

The
whole
time
you
go,
however,
it
wasn't
until
we
got
to
stay
and
have
the
meetings
with
them
with
regard
to
what
they
would
require
for
this
particular
bridge.
Thankfully,
they
are
not
requiring
that
we
have
to
keep
anything
on
this
Ridge
and
mount
it
to
the
side
of
the
new
bridge
or
do
anything.
That's
very,
very
costly,
but
they're
requiring
us
to
do
is
to
document,
do
a
historic
preservation,
review
and
preservation
through
documenting
photographs
of
all
of
the
parts,
and
that's
the
preservation
that
we're
doing
so.

majority

this
over
sixty
thousand
dollars

this
particular
change
worth
is
just
associated
with
that
going
through
the
project.

issues
that
came
up
and
which
is

larger
piece
of

costs
associated

reconstruction

portion
of

southbound
roadway
that
currently
flies.

everything
is
flooding
these
days,

November
here

Atlantic
County,
the
highest
amount

rainfall,

just
has
a
particular

this
is
some
ramp
going
off
of
the
bridge
heading
towards
Smithville,

we've

portion
to
reconstruct
that
which
required
a
survey
design
profiling
section
of
that
particular
way
to
be
added
to
the
project.
So
those
are
the
big
pieces
that
are
in
this
change
word.

were

things,
the
worst

preservation,

require
that
we
do

niche
that
would
be
mounted
at
the
site
with
regard
to
the
sort
bridge

complete
designs

Count
service
toward

one
that,

far

National
Association
of
Chinese,

services,
steering
committee,

surveys
and
turn

agenda
or
legislative
priorities
for
the
2018
2019
are
addressing
and
combating
intergenerational
poverty
of
dating
in
the
reauthorizing
tenant
and
early
childhood
development.

that's

Beaufort
County

only

not
have
any
more
assessments.

towns
in

county

letter
in
opposition

slow

2017,
we
told

state
legislature

adopt
anything,

gonna

requirements
yeah,
but
you
first
have
a
discussion
with
the
staff
and
we
are
the
elected
members.

fact
that
this
particular
bill
is
I
believe
in
my
heart

hearts,
I

Democratic
friends
on
this
governing
body.

heart

hearts,
that
mr.
Matthew
doesn't
hasn't
studied
for
a
long
enough,
whereas
our
committee
hands
tremendous
amount
of
different
councils,
Somerset
Lobby
and
people
in
Worcester
County
about
exercise,
we
have
a
better
approach.

approach
that
the
Gloucester
County
people
have
taken
has
been
extremely
expensive.
We
would
phone
we

to
hire
at
minimum
25
full-time
people
to
do
that.
The
tax
assessment
is
far
different
than
tax
collections.
Tax
collection
is
like
a
mechanical
process.
Tax
assessment
requires
a
whole
different
set
of
skills.
You
need
people
that
are
CBOE
in
assessing
properties
such
as
not
just
homes
but
factories,
Gotham,
arenas,
casinos,
hotels,
all
those
different
types
of
problems,
the
Gloucester
County
plan
with
the
extremely
expensive
for
Atlantic
County.
It
would
not
work.
We've
analyzed
the
thing.

I
have
a
Diane
Huxley,
who
is
the
chairperson
of
the
Atlantic
County
Assessor
Association
she's
also
is
that's
there
for
Somers,
Point
and
Linwood.
You
know
many
of
the
Assessors
that
we
had
in
Atlantic
County
report,
I'm,
not
full
time,
and
each
city
is
responsible
now
for
their
assessments
and
getting
the
right.

Black
city
ran
into
problems
years
ago
and
and
many
others
house
running
the
pradhans,
because
you
need
to
hire
specific
experts
in
those
fields
to
be
able
to
get
accurate
assessments
and
the
only
way
you're
going
to
get
fairness
is
spreading.

burden
isn't
getting
accurate
assessment
central
the
whole
key
to
it.
So
we're
very
much
opposed
to
the
Worcester
County
tax
playing
report
that
we
submitted
back
in
2015
and
a
number.

in

the

asking
the
state
legislature-
hey
slow
down,

he's
opposed

it.

this
thing
is
not
a
partisan
issue.

plan

Monroe

Township
had
to

million
to
bring
in
an
outside
firm
to

people

doing
at
a
cost
of
2
million
here
so
I
think
all
we're
asking
is
that
this
bill
be
tabled
in
Trenton
tomorrow
and
I.

we've
invited
Assemblyman
Maggio
to
this
board
to
speak,
and
he
has
yet
to
give
us
a
date.

three
months
old,

I
happen
to
agree
with
mr.
inslee
I
will
be
there
on
Thursday,
myself

just

say,
slow
down
and
listen
to
what
we
have
come
up
with.
Oh,
we
are
not

like
Congress,

didn't

we
hate
Obamacare.
We
have
no
replacement,
we
actually
have

plan
and
our
plan
just
takes.
Thus,
we
only
have

Assessors,
which
I
believe
only
nine

full-time.

only
have
nine
full
time
employees
of
the
county.

take
20%
of
those
line
items
about
30,000

them

year
and
give
it
true
100%
evaluation
to
them,
and
in
five
years
the
entire
county
has
rebounded
100%,
there's
no
need
for
rebounds
and
that
cost
would
have
been
instead
of

million
would
have
probably
been
about
four
hundred
and
thirty
four
thousand
nine
thirty
five
thousand
a
year.

there

is
in
bare

Rule

taxes

cost

Assessors
is
way
under
two
million

why
we
didn't
put
our
plan
into
place
is
because
we
asked
the
legislature
to
make
two
changes

appeals

far
more
important
than
the
other
than
the

leave

the
first

This

completely
separate
subject,
it's
about
New,
Jersey
Transit
and
it
affects
the
city
of
Pleasantville
more
than
any
other
community
okay,
but
it
certainly
affects
every
single
community
in
Atlantic
County.
That
happens
to
be
that
I'm.

strong
advocate
for
and
they've
had
great
success
in
using
New
Jersey
Transit,
so
you're
not
hearing
from
something
that's
coming
here
to
complain
about
nothing.
What
I'm
talking
about
is
something
that's
very
critical.
The
genesis
of
the
problem
is:
if
what
to
my
attention
is
the
environmental
hazard
that's
taking
place
with
the
cleanup
in
Pleasantville
today?
Okay,
initially,
it
wasn't
expected
to
take
anywhere
near
the
amount
of
time
that
it's
taken?
Okay,
but
it's
good
that
they
found
the
problem
they
found.

So
what
I'm
going
to
do
as
quick
as
I
can
tell
you
what
the
biggest
problem
is
and
what
the
biggest
solution
could
be
biggest
problem
is
that
when
all
of
those
buses
coming
out
of
Atlantic
City
are
going
into
Atlantic,
City
we'd
normally
have
exited
and
exit
for
right
after
the
toll
plaza
okay
and
going
through
the
Pleasantville
bus
station.
Now
every
single
one
of
those
buses
is
diverted
to
have
to
go
one
more
mile,
which
might
not
seem
much
to
people
that
have
a
car
to
the
new
Road
exit.

Yet
all
of
these
buses
regularly
ride
up
and
down
Shore
Road,
which
is
the
road
that
goes
back
with
the
horse
and
buggy
it
before
no
shoulder
very
dangerous.
Now,
the
biggest
part
of
the
solution
to
this
is
the
New.
Jersey
Transit
has
two
buses,
one
that
comes
all
the
way
down
from
Lakewood
all
the
way
down,
goodnight
another
one
that
comes
all
the
way
from
Lindenwold
all
the
way
down
to
30.
Both
of
those
buses
are
tied
almost
perfectly
to
be
at
the
exact
same
spot,
each
and
every
day
they
leave
Atlantic
City.

jurisdiction
of
our
board
over
transportation
is
limited
to
input
to
the
SJ
TPO,
we
have
no
legislative
authority.

even
suggest
the
powers
except
through
that
one
board,

they

a
great
suggestion
and
certainly

a
business
and
pleasant
know
myself,
that
having
employees
that

public
transportation,

know
the
problems

real

place

coming
about?

there

they
saving
money?

there

So
there
are
a
lot
of
issues
I'm
not
going
to
bring
them
up
today.

There
is
one
issue
that
recently
has
come
to
light.
That
I
think
is
important
for
this
organization
to
understand
and
that's
the
that
there's
a
current
case
of
which,
in
the
city
of
Paulsboro
versus
the
county
tax
assessor,
it's
a
public
case.
You
can
find
it
on
the
website
in
the
e
courts.
I
took
a
copy
of
it.
It's
about
30
pages
long,
but
basically
it's
a
major
issue
with
settlement
of
tax
appeals.
If
anyone
is
interested,
I
can
get
you
a
copy.

I
think
it's
important
before
you
really
start
to
delve
into
the
assessment
industry
in
the
issue
of
time.
This
is
something
you
need
to
look
at
from
a
common
Spanish
letter,
so
I
can
offer
that
to
you.
One
of
the
things
that
I
wanted
to
offer
today
is
just
like
a
little
gem
cap
of
what's
going
on
in
our
industry
many
times
we
don't
get
the
chance
to
come
in
front
of
you
and
discuss
what's
happening
on
the
local
level.
So
years
past
I've
been
in
front
of
this
organization.

There
were
some
issues
that
we
had
the
county
board
of
Taxation
and
talked
about.
We
need
a
couple
minutes
of
holidays
that
we
had
some
problems
that
need
to
be
ironed
out.
I'm
here
to
let
you
know
today
that
everything
has
been
ironed
out.
I
actually
have
one
of
our
new
Assessors
sitting
here
from
Ventnor
City.
This
is
his
second
year
in
office,
mr.
kraler,
and
this
is
Bill
so
I'd
like
to
welcome
you
to
our
County.

He
hasn't
been
here
before
we
actually
have
a
few
new
Assessors
Galloway
Township
is
one
of
them
as
well,
and
we
all
remember
on
mr.
days.
You
know
there
were
some
issues
in
the
past,
with
Galloway
Township
and
the
management
of
that
department.
That's
all
water.
Under
the
bridge,
we
have
a
team
now
in
place
in
Galloway.
We
also
have
a
assessment
folsom.
So
the
three
communities
that
we
had
some
issues
with
are
all
taken
care
of
and
ironed
out.
Many
of
the
issues
really
were
technological
or
the
lack
thereof.

Because
of
that
lack
of
technology.
The
county
board
stepped
in
and
threw
the
trust
fund
and
not
through
the
County
on
fund
itself,
through
the
trust
fund
of
tax
appeals,
was
able
to
implement
a
technical
technology
plan
for
us
Assessors
in
the
field,
as
well
as
the
County
Board
commissioners
that
sit
and
when
we
Appeals
so
we
have
upgraded
our
technology.
We
have
the
ability
to
use
this
out
in
the
field.
We
have
equipment
that
we
take
out
and
we
can
actually
draft
in
the
field
to
our
inspections.

The
new
technology
we've
been
using
the
last
couple
of
years
is
also
helped
in
the
tax
appeal
process.
We
have
visuals,
we
have
overheads
flyovers
the
Pictometry,
where
we
can
measure
properties
right
in
the
actual
court
room
so
through.
Actually
the
studies
that
we
did
there's
been
some
positive
change
that
I
wanted
to
deliver
with
this
organization.
So
technology
was
one
of
the
things
that
we
saw
was
a
problem.
The
tax
appeal
itself
when
it
was
held.
We
have
our
current
appeals
after
we
set
our
values,
that's
always
been
an
issue.

The
majority
of
the
appeals
do
come
out
of
Atlantic
City,
so
we
found
you
know
that
their
issues
and
their
problems
and
we
really
have
to
hone
in
on
on
assisting
at
live
City
and
in
doing
that,
I've
actually
met
without
know
if
you're
familiar
with
James
Johnson
he's
a
special
counsel
to
the
governor
and
mr.
Johnson
came
down
and
met
with
me
regarding
Atlantic
City,
the
assessor's
office,
the
appeals
of
the
Borgata,
the
casinos,
the
pilot,
the
current
state
of
that
department,
and
what
is
it
that
they
can
help
us
to
do.

One
of
the
things
that
I
asked
the
governor's
office
through
mr.
Johnson
is
to
assist
us
in
maybe
possibly
getting
some
funding
for
that
department.
Currently,
there
are
only
two
employees
in
Atlantic
City's
ancestors
office
when
I
started
in
this
industry.
30
years
ago
there
were
10.
Now
when
the
revaluation
took
place
at
the
height
of
the
market,
there
were
only
four
people
in
that
office.
So
when
the
rivo
company
left
and
handed
over
the
books
to
the
tax
assessor
and
only
four
people,
it
was
not
manageable.

That's
not
manageable
for
any
assessor
to
have
a
new
revaluation
and
no
staff
the
rest
of
the
county.
However,
we
have
been
working
at
doing
reassessments
compliance
plans
and
many
towns
haven't
had
to
go
out
to
do
rival's
because
we
do
the
work
in-house.
Now
we
have
new
folks,
like
you
and
I,
appreciate
you
and
also
Sean
gas
Co
of
Galloway
Township
that
take
on
and
do
the
work
in-house
not
having
to
pay
outside
firms.
If
you
look
at
our
statistics,
that's
where
it
shows
our
appeals
are
down.

Many
of
us
are
at
a
number
of
10,
which
is
an
X
number,
so
all
of
our
county
is
doing
well
and
now
it's
our
goal
to
assist
Atlantic
City
in
these
sister's
office
to
bring
them
up
to
snuff
I,
wanted
to
give
this
board
a
general
idea
of.
What's
going
on,
it's
very
positive
from
our
standpoint
from
the
board
taxation
through
the
appeals
and
through
the
current
valuations,
we
always
want
to
keep
that
line
of
communication
open
with
this
board.

met
with
him
on
the
Assembly
floor
last
year.
Actually
it
was
a
committee
meeting
and
asked
if
he
would
sit
with
us
and
review
the
information,
because
our
organization
has
a
lot
of
good
information
on
you
know

path
to
take
of
how
to
change
or
adjust
what's
currently
happening.
You
know
we
explained
that
we're
boots
on
the
ground
and
if
there's
anything
that
you
need
we'd
be
able
to
answer
those
questions
today.
You
know
he
hasn't
sat
down
with
us.
I'd,
really
like
that
opportunity,

very

Johnson
has
has
taken
it
upon
himself
to
reach
out
to
our
organization
who's,
actually
our
guest
speaker
at
the
League
of
Municipalities
and
has
vowed

more
of
an
integral
part
of
our
organization.

also

the
governor's
office,
to
band
people
out
of
our
organization
to
sit
as
a
committee
to
give
recommendations
on
property
taxation
and
any
ideas
of
how
we
can
make
changes
throughout
the
state
and
not
just
here
in
Atlantic
County,
but
overall,
so
I'm
very
proud
of
that
we
are
very,
you
know.

partisan
organization,
we're
all
about
taxation,
value
and
fairness
to
the
taxpayer,
so
we're
open
to
discuss
taxation.

know
the
rules,
the
regs
and
the
procedures
with
anyone
and
make
recommendations,
