concepts

resolution

this
resolution

they
rewritten
to
merely
say
that
we
support
the
concepts
presented
in
the
plan
because

state

broke

outside

box
without
taxing
the
residents

taxpayers
of
the
state.

state
is
to
provide
local
government,
including
County,
with
tools
to
operate
more
efficiently,
and
we
want
to

this
resolution
as
an

support

concepts
presented
in
the
plan

are,
they
are
not
so
specific.

money
being
allocated.

are
merely
supporting
the
idea
of
thinking
outside

box

up
with
new
ways

sharing

administrative
costs
and
passing
those
savings.

was
a
countywide
police
force
in
my
particular
district

have
some
communities
that
have
State
Police,
so
there's
gonna
be
a
direct
impact

cost
would

They're
going
to
ask
me

if
we're
talking
about
providing
countywide
police,
what
are
the
cost
of
us
and
the
county
is
going
to
be
in
the
tax
rate?
That's
something
I
think
that
we
have
to
have
one
some
of
these.

concept

the
legislators,

it

Senate

assembly

have
discusses

committee

whether
it

back

we
should
have
discussed

we

attempted

make
amendments
to
the
resolution
that

saying
we

votes,

didn't

ourselves,

wanted

where
the
state
was

news

shown
that
senator
Sweeney
refused
to
put
bill
forward
that
would
pass
healthcare,
state
health
care
costs
on
to
taxpayers,
because
he
he
again
cited
this
path

progress

is
not
going
to
do
that
and
his
recommendation
is
to
change
their
health
care
plan
from
platinum
toll
and
that
will
be
saving
the
money
and
I
understand
that
you
want
me
to
count
to
five
but
I

not
going
to
happen
so
I'm
happy
to
have
this
put
to
a
vote
today.

the

reasons.
Basically
the
best
data
before
it
is
a
basket
of
policies

no
specific
recommendations
and
I'm
not
going

involved
with
something

that
nature.
Yes,
New
Jersey
has
a
tremendous
financial
problem.
We
have
the
state
legislators,
the
state,
assemblyman
state,
senator
and
the
governor.
We
were
elected
to
come
up
with
recommendations
after
deep
study
consideration
to
promote
the
particular
exact
ideas
forward.
The
one
that's
glaring
the
May
and
they
report
is
about
countywide
tax
assessments,
something
I've
done.

one
issue:
if
there's
specifics
that
this
this
body
wants
to
consider,
that's
fine,
but
I
am
NOT
going
to
sit
here
and
endorse
a
basketball,
philosophical
things
sure,
but
we
like
free
this
to
free
that

would
like
that,
but
how
you
going
to
get
there
and
who's
going
that?
What's
the
details
and
the
devil
is
always
in
the
details
so
with
that
I
will
not
be
simpler.

is
a
lot
in
this
resolution
that
I
agree
with

that
in
Jerusalem
a
dire
financial
situation,

agree.
The
new
jersey
is
a
high
tax
state,
the
high
cost
of
living
in
it,
who
does

say
we
must
explore
opportunities
for
Cimiez
before
increasing
any
tax
in
all
residents

But
as
we
work
or
see

feel
the
recently
alluded
to
you
know,
there
are
a
lot
of
ifs
every
time.
External
matters
there's
something
else
about
assessment,
bail
reform.
You
mention
countywide
police.

just
had
a
resolution
about
the
mailing
battle
that
cost
this
morning,
which
violated
the
state
constitution.
Oh
the
states,
they're
burning
or
nine-one-one
fees,
which
is
adding
additional
costs
to
our
first
responders
in
the
county.
You
know
we
can
sit
and
say
we're
gonna,
monitor
in
the
state
legislation
and
make
comments
result
of
this.
That
I
was
at
that
that
formed
a
roundtable
discussion
and
it
was
you
know
there
was
no
back
and
forth
no
give
and
take
this
fact.

his
exact
quote,
but
he
pretty
much
said
that
the
state's
gonna
act
and
you're
gonna
have
to
deal
with
whatever
we
tell
you
to
me:
that's
not
exploring
opportunities,
that's
not
an
open
discussion,

legislation
should
be
created
and
again,
there's
a
lot
of
positive
stuff,
a
lot
of
things
that
need
to
happen
in
that
report,
health
care
reform,
which
I
think
some
of
it
did
happen
for
retirees
and
others
on
the
state
level,
but
they're
just
blank.

it

support
the
path
to
progress.

thinking

the

was
also

much
of
what's
already
been
said
here
is
correct
states
in
trouble.
We
need
to
find
ways
to
to
the
state
needs
to
find

cut
money

ways
to
cut
expenses,
and
if
this
basket
of
ideas
includes
the
county
of
Atlantic,
doing
something
to
help
the
state
but
paying
for
it
and
not
even
having
a
plan
on
how
much
it
costs

couldn't
support
that.

It's
interesting
that
they
can
identify
their
deficiencies,
but
yet
they'll
turn
around
and
throw
a
100
million
into
the
racetracks
subsidies,
which
was
designated
as
a
debt
business
seven
years
ago.
That
hundred
million
means
nothing.
There's
a
hundred
thousand
billboards
in
the
state
of
New
Jersey
to
make
anywhere
between
three
and
thirty
thousand
dollars
a
month.
Not
one
of
them
pays
real
estate
tax,
and
not
one
of
them
has
a
tax.

A
user
fee
for
the
billboards
would
generate
just
about
ten
million
dollars
a
year,
so
it
is
an
unfunded
mandate
and
in
specifics,
although
I
would
agree
that,
in
the
spirit
of
this
it
sounds
like
a
good
thing
to
do,
except
when
you
look
at
the
fact
that
they'll
all
turn
into
when
there
is
legislation
more
unfunded
mandates,
the
bail
Reform
costs
were
never
remunerate
the
mail-in
ballot.
We
know
what
the
cost
of
that
is
and
then
the
plan
it
calls
for.

This
countywide
assessment
would
be
estimated
about
a
nine
million
dollar
startup,
but
we
filed
a
Gloucester
plan
and
God
knows
how
much
after
that
County
my
Police
Department.
There
is
no.
There
is
no
budget,
it
would
ever
think
of
how
much
that
will
cost
every
single
year
and
I
believe
there's
also
you're,
also
supporting
something
that
would
change
the
lives
of
all
of
the
teachers
in
this
county
and
in
the
form
of
higher
our
code
base
and
I.

all
those
reasons,
I
think
the
state
needs
to
take
a
look
at
itself
where
it
can
cut
money.

don't
even
mention
the
blanket
raises
that
were
put
in
as
soon
as
this
administration
went
into
place
that
had
no
man

no
call
for
it.

think
they
need
to
pull
in
on
the
purse
strings
before
they
expect.
Atlanta
County
can
contribute
to
their
deficiencies.

and

ideas

that
was

good

to

supports
the
concept,

concerned
about
some

specifics,

million
more
than

for
these

knock
the

their
intelligence

capability

their
roles
as
legislators,

municipal

an
accountant
that
this
is
bad
news.

worked
on
Capitol
Hill
I've
worked
for
Assemblyman
before
of
them,
and
two
senators
in
the
state
of
New
Jersey.

absolutely
nothing
you're
going
to
send
it
up
there.

Chairman's
office
system

look
at
it's
kind
of

in
a
file
and
that's
heavy.

on

thinking
it
sometime

road

in
Congress,

state,

freeholder

City
Council
goes
through
committee.
The
only
difference
is
the
staffs
get
bigger
the
higher
you
go,

staffs
get
more
influential
to
things
that
were
said

mr.
Fehmi
mist.
Of

he
mentioned
the
committee

right.
Anything
that
goes
through
this
board
is
not
your
opinion,

nine
opinions,
all

tea
board,
Chosen
Freeholders,
to
represent
me
and
all
of
the
other
people
who
are
residents
of
Atlantic
County

minute
Atlantic
County
needs
some
firm
or
some
panel
to
come
up
with
recommendations,
because
we
are
in
dire
straits
like
the
city
of
Atlantic
City
and
the
state
of
New
Jersey
needs
to
make.
