A
The
meeting
of
the
atlantic
county
board
of
commissioners
is
called
the
order
in
compliance
with
the
open
public
meetings.
Act
of
the
state
of
new
jersey,
adequate
notice
of
this
meeting
of
atlanta
county
board
of
commissioners
was
provided
in
the
following
manner
published
in
the
press
of
atlantic
city
and
now
to
the
current
the
daily
journal,
the
having
to
prevent
in
the
hamilton
news
and
has
been
posted
on
the
bulletin
boards
in
the
county
office
building
in
atlantic
city,
the
stillwater
building
in
northfield
and
the
county
clerk's
office
in
may's
landing.
A
I've
just
asked
everyone
as
we
pray
today,
that
we
continue
to
keep
those
who
have
lost
loved
ones
during
this
pandemic
and
those
suffering
from
mental
illness.
In
our
thoughts
as
we
continue
to
observe
mental
health
awareness
month,
I'll
have
the
opening
prayer
almighty
god,
we
pray
that
strength
and
courage.
A
A
B
Commissioner
bertina
just
called
me
moments
ago
he's
trying
to
get
on.
He
was
having
some
technical
difficulty.
B
C
F
E
B
G
A
Yes,
okay,
anyone
just
our
weekly
reminder
these
days,
anyone
that
would
like
to
speak
during
public
comments.
Please
type
yes
and
the
resolution
number
in
the
question
and
answer
box
any
items
not
listed
on
the
agenda.
You
may
speak
during
public
comments.
You'll
be
raised
from
an
attendee
to
a
panelist
when
you're
raised,
please
state
your
name
and
the
town
you
reside.
A
Okay,
we
are
now
I'll
entertain
a
motion
to
move
resolution
number
298
to
the
top
of
the
agenda.
G
B
G
B
E
A
H
Yes,
so
I
am
very
happy
to
sponsor
this
resolution
at
the
it
was
brought
to
my
attention.
The
tremendous
work
that
the
pastor
has
done
in
the
community
by
some
friends
at
the
pleasantville
fire
department
and
they
wanted
to
make
sure
that
he
was
recognized
for
everything
that
he's
been
doing,
in
particular
through
the
kobit
19
pandemic.
And
I
just
wonder
if
we
could
potentially
have
our
clerk
read
the
resolution
into
the
record
so
that
we
can
really
highlight
all
of
his
accomplishments.
B
Adam
clark,
whereas
pastor
jose
escalara,
was
instrumental
in
getting
1980
pleasantville
residents.
The
covet
19
vaccine
at
epiphany,
lutheran
church
in
pleasantville,
pastor,
escalara
educated,
his
congregation
and
other
residents
in
the
community
about
the
benefits
of
the
vaccine,
and
he
opened
epiphany
lutheran
church
to
the
community
for
residents
to
access
the
vaccine
and
whereas
pastor
ascalera's
influence
on
our
community
has
been
far-reaching,
resulting
in
over
3
600
people
being
vaccinated
at
epiphany,
lutheran
church,
including
citizens
from
atlantic
city,
a
harbor
township,
hamilton
township
and
a
corporate
city
80.
A
I
I
Thank
you
for
the
good
work
that
you
are
doing
in
your
in
the
communities
that
each
one
of
you
represent,
and
I
ask
our
beloved
god
to
give
you
wisdom
and
strength
during
these
special
times
that
we
are
experiencing
as
beloved.
Children
of
god,
keep
doing
the
good
work,
the
good
work-
and
I
am
very
honored
to
be
surrounded
with
this
cloud
of
weaknesses,
which
each
one
of
you
doing
the
work
that
you
do
for
your
communities.
A
H
Yeah
I
lost
us
if
you
leave
not
only
the
the
congregation
but
the
county,
but
thank
you
for
everything
you've
done
and
for
inspiring
us,
because
it's
people
like
you
and
the
work
that
you
do,
that
help
fuel
others
to
do
the
similar
type
of
work.
So
thank
you
so
much.
A
A
Okay,
we
will
have
a
roll
call.
Then
please.
D
G
B
E
B
G
A
Okay,
pat
diamond,
is
here
and
before
pat
starts.
I
would
just
like
to
ask
her
to
share
with
us
an
update
about
the
board
today.
A
If
you
could,
please
also
touch
on
the
impact
for
atlantic
county
of
recent
developments
in
respect
to
our
younger
population
now
being
eligible
for
the
vaccine
and
also
the
cdc
new
guidelines
on
math.
Squaring
I'm
particularly
interested
in
hearing
your
thoughts
on
both
as
we
look
forward
for
the
fall
and
the
schools
opening
up
for
full
full
in-person
classes.
J
Thank
you.
It's
been
a
been
an
exciting
last
couple
of
days
and
we've
been
really
looking
for
excitement
in
the
last
quite
a
number
of
months,
but
I
also
want
to
thank
the
pastor.
He
was
really
very,
very
excellent
in
getting
his
community
in
and
when
I
had
asked
him.
How
are
you
getting
your
members
and
or
your
congregation
or
others
in
the
community
back
for
their
second
dose?
What's
what
seems
to
be
working?
And
he
just
said-
I
simply
say
that
the
second
ghost
is
more
important
than
the
first
and
it
and
it
worked.
J
It
really
did
because
they
often
many
many
came
back.
Very
few
did
not,
but
anyway
briefing
us
of
may
18
2021.
As
of
today,
there
are
27
408
cumulative
positive,
cova,
19
cases
up
from
27
091
reported
on
may
4..
The
number
of
cases
in
the
last
two
weeks
continues
to
trend
downward.
There
actually
has
been
a
60
percent
decrease
in
the
number
of
cases
in
the
past
two
weeks.
The
last
time
we
saw
this
slogan
number
was
last
september.
J
Eight
months
ago,
the
covey
19
activity
report
or
cali
score
for
the
southeast
region
continues
in
the
moderate
activity
level
for
the
third
week
and
positivity
rates,
number
of
cases
and
people
presenting
to
our
emergency
rooms
with
covey-like
symptoms
continues
to
decline.
Hopefully
we
will
soon
see
ourselves
at
a
low
calorie
score.
J
J
Now
the
vaccination
as
of
yesterday,
there
has
been
a
total
of
238,
030,
first
and
second
doses,
administered
to
atlantic
county
residents,
which
is
an
increase
of
almost
12
000
doses
since
may
4..
There
are
now
63
percent
of
atlanta
county
adults
who
have
received
at
least
one
dose
of
vaccine
and
53
percent
of
adults
have
been
fully
vaccinated.
J
J
On
may
12th,
centers
of
disease
control
adopted
the
american
advisory
committee
on
immunization
practices
or
asip,
as
is
commonly
referred
to
expanding
the
pfizer
vaccine
eligibility
to
the
12
to
15
year
old
age.
Group
adolescents
still
need
two
doses.
Three
weeks
apart,
it's
the
only
the
pfizer
vaccine
has
been
expanded
to
include
to
include
this
age
group.
Atlanta
care
has
been
reaching
out
to
schools
in
atlanta
county
and
offering
vaccine
on
site.
J
Many
schools
have
taken
advantage
of
the
offer
going
out,
vaccinating
first
doses
and
then
returning
to
administer
the
second
doses
all
before,
hopefully
the
end
of
the
school
year.
In
addition,
walgreens
has
offered
to
go
after
the
schools
as
well,
because
if
you
can
remember
it's
fizer
vaccine
and
it
has
to
be
handled
very
carefully
with
a
with
a
very
low
temperature
freezer
refrigeration
unit
walgreen
contact
information
was
sent
out
to
all
schools
in
the
event
that
they
wanted
to
reach
out
to
them.
J
Vaccine
is
plentiful
in
the
county.
The
continued
challenge
is
the
decrease
in
interest
in
vaccination
and
to
combat
this.
The
division
continues
to
work
independently
and
with
various
partners,
one
of
which
is
making
vaccination
more
accessible
by
going
to
various
sites
where
people
want
it,
but
perhaps
have
not
taken
the
time
to
get
it.
Outreach
is
now
occurring
in
more
rural
municipalities,
where
accessibility
appears
to
be
difficult.
J
Many
towns
are
hosting
a
clinic
and
some
faith-based
organizations
in
the
same
communities
have
agreed
to
post
as
well.
We
have
been
in
buena
vista
township,
a
harvard
city,
mullica
is
scheduled
for
tomorrow,
and
estelle
manor
and
folsom,
hopefully,
will
be
on
the
calendar.
Next
week
we
are
partnering
with
atlanta
care
and
southern
jersey,
family
medical
centers
to
continue
to
increase
the
percentage
of
our
population
becoming
vaccinated.
J
J
The
dangers
of
contracting
coca-19
are
still
among
those
unvaccinated
people,
and
hopefully
these
individuals
may
have
to
decide
to
get
vaccinated
as
it
becomes
clear
how
much
protection
it
provides
with
the
expansion
of
the
12
to
15
year
age
group.
Many
of
the
kids
are
actually
encouraging
their
parents
to
get
vaccinations,
which
is,
which
is
a
good
thing.
J
J
One
of
the
thing
positive
things
that
has
happened
because
of
the
decrease
in
cases
is
that
effective.
Yesterday
we
new
jersey
lifted
the
travel
advisory.
So
domestically,
if
you
travel,
you
do
not
have
to
quarantine
coming
back
back
into
our
state,
so
we
no
longer
get
that
list
of
individuals
who
have
traveled
outside
of
those
continuous
states
and
advising
them
of
the
need
to
quarantine.
So
that
has
been
lifted.
J
Also
cdc
adopted
certain
guidelines.
However,
you
know
our
state
continues
to
emphasize
the
need
for
masks
and
doors,
so
that
remains
in
place.
However,
the
masking
outdoors
has
been
lifted,
which
again
is
due
to
the
fact
that
we
have
a
significant
decrease
in
cases,
but
in
order
to
continue
the
trend,
we
still
continue
to
need
to
advocate
for
vaccination.
J
So
I'm
asking
you
to
be
public
health
ambassadors.
If
you
know
someone
that
has
not
been
vaccinated,
you
can
really.
If
they
have
any
questions,
you
know
direct
them
to
our
office
609-645-5933
or
direct
them
to
the
new
jersey
prize
number,
where
health
professionals
are
there
and
are
available,
24
7.
J
To
answer
any
questions,
we
just
would
like
to
clear
up
any
concerns,
but
also,
if
it's
a
problem
with
accessibility,
we
want
to
get
that
vaccine
to
that
individual
so,
including
just
remember,
to
stay
safe,
social
distance,
stay
home
if
you're
sick
wear
a
mask
when
you
need
to
and
get
vaccinated.
If
you
haven't
already.
A
Thank
you.
Do
I
have
any
comments
from
the
commissioners
or
questions
for
pat
see.
None.
Do
we
have
any
from
the
public.
C
For
me,
yes,
commissioner,
I'm
sorry
before
pat
got
off.
I
didn't
know
if
she
mentioned
it,
but
there's
going
to
be
the
johnson
johnson
vaccine,
given
out
on
friday
at
the
atlantic
city
bus
terminal,
I'm
trying
to
pull
it
back
up.
I
believe
it's
10
10
to
3.
I
believe
it.
J
Thank
you
thank
you
for
that.
It's
at
j,
j
vaccine,
the
bus
terminal
in
atlantic
city
and
it's
friday
may
21st
from
11
to
4
p.m,
and
also
actually,
the
j
j
jansen
vaccine
is
going
to
be
offered
at
the
donato
family
fun
center
in
in
hamilton
on
may
26
from
11
to
4
p.m.
J
So
we're
really
trying
to
increase
accessibility
as
much
as
possible
to
make
it
easy
for
people
to
get
to
get
vaccinated,
because
if
that's
their
only
hurdle,
we
just
want
to
make
it
available.
So
thank
you,
commissioner
corsi
for
for
bringing
that
up.
I
do
appreciate
it,
and
so
does
everyone
else
that
needs
a
vaccine.
C
I
know
a
lot
of
people
are
skeptical,
madam
chair,
regarding
johnson
and
johnson.
It's
back
on
the
market,
but
I
can
knock
on
wood.
My
mother
turned
97
last
wednesday
and
she
took
the
shot
and
she
had
not
had
one
ounce
of
complaints,
so
it
it
still
works.
A
God
bless
your
97
year
old,
mother,
okay,
is
that
all
we
have
for
pat
at
this
time?
Okay,
thank
you
again.
Pat
all
right.
A
As
we're
going
into
the
ordinances,
I
want
to
just
say,
for
the
benefit
of
the
general
public
participating
today,
you'll
see
today
we'll
be
voting
on
a
number
of
matters
in
regards
to
roads,
bridges
and
traffic
signals
in
atlanta,
county
division
of
roads
and
bridges.
Department
maintains
over
371
miles
of
county
roads
and
rights-of-way
254
bridges
and
over
100
traffic
signs
as
a
traffic
signals.
I'm
sorry,
as
as
a
comparison
municipalities
throughout
the
county
maintain
a
little
over
1930
miles
of
roadways,
corresponding
bridges
and
traffic
signals.
A
A
key
aspect
of
the
work
that
we
do
as
commissioners
is
understanding
this
and
ensuring
that
the
administration
is
able
to
do
the
necessary
work
on
behalf
of
residents
and
coordinate
with
local
municipalities,
because
that's
one
of
the
things
that
the
commissioners
are
responsible
for
and
it's
not
always
a
glamorous
job,
but
sometimes
it's
just
all
about
roads
and
bridges,
and
so
now,
we'll
just
go
into
ordinance.
Number
five.
B
C
A
G
B
G
G
B
A
Motion
second,
any
comments
from
the
commissioners
seen
none
since
the
first
reading.
We
don't
have
comments
from
the
public,
so
we'll
have
a
roll
call.
Dallas.
G
E
B
A
Kern,
yes,
motion
carries
at
this
time
I'll,
entertain
a
motion
to
table
resolution
number
85
for
consideration
this
evening
motion
to
table.
Second,
second,
any
comments.
C
Before
you
do
that,
may
I
I
think
it
would
be
in
the
and
I
I'll
I'll
go
to
jerry
or
legal
at
least
tell
the
public
why
it's
being
tabled?
I
know
we
we
table
and
I
think
they
should
get
an
explanation.
K
K
Of
course,
I
can
briefly
just
confirm
that
this
this
table
matter
is
tabled.
So
it's
you
really
shouldn't
be
talking
about
it.
That's
the
purpose
of
tabling
it,
but
to
your
point,
this
relates
to
the
budget
and
pending
confirmation
of
how
money
can
be
spent
with
respect
to
federal
aid
and
grants
and
the
impact
that
those
potential
spending
issues
have
on
the
budget.
So
that's
why
it
continues
to
be
tabled.
C
C
It's
funny,
because
I
wasn't
going
to
raise
that
question,
but
I
did
receive
a
call
today
and
the
union
were
asking
particular
questions
about
the
the
fed
money
et
cetera,
so
we
are
still
in
the
process
of
trying
to
figure
out
what
you
can
and
cannot
do
with
it.
So
I
hope
this
answers
the
question
and.
K
To
your
point,
commissioner,
more
importantly
time
when,
when
there
is
direction
from
the
appropriate
authorities
on
how
to
deal
with
this
budget
is
issue,
it
will
be
discussed,
so
it
it's
not
being
avoided.
It's
just.
It's
not
appropriate
at
this
time.
A
Okay,
thank
you
very
much.
We'll
have
a
roll
call.
G
B
G
A
Yes,
motion
carries
and
we
have
pulled
resolution
265
because
we
did
not
get
the
local
finance
boards
notice
and
jerry.
I
don't
know
if
you
want
to
elaborate
on
that
at
all.
L
Yes,
yes,
as
we
explained
to
the
budget
subcommittee-
and
I
I
think
we
had
conversation
with
with
you
and
miss
miss
clerk
harris,
the
the
state
was
supposed
to
release
a
well
first
of
all,
they
were
supposed
to
review
the
american
rescue
plan.

give
a
quick

madam

if
you
would

extension

our

Big

For
I'm
sorry,
I
read
that
wrong
bid
contract
with
golf
car
specialties
for
the
leasing
of
65,
electric
and
or
gas-powered
golf
courts
and
utility

for
green

amount
not
to
exceed
229.
G
C
Am
a
chance
through
you
to
jerry,
I
thought
we
did
last
year
was
a
two-year
contract
that
contracts
up
and
we're
on
a
five-year
contract.
L
Yes,
the
the
latest
contract
we
had
with
three
years.
This
one
is
a
three-year
contract
with
an
option
for
a
2-1
year
renewals,
so
so
the
the
golf
what
we've
been
on
last
year
was
the
third
year
and
that
this
is
the
first
year
of
a
three-year
with
two
one-year
potential.
Two
one-year
extensions,
correct.
C
L
It's
a
very
good
deal.
We
we,
we
think
it
is
anyway
they
their
their
brand.
You
know
they're
going
to
be
brand
new
plus
they
also
were
able
to
get
the
two
utility
carts
which
helps
out
on
in
maintaining
the
golf
course
plus
they
have
plus
they
have
one.
One
golf
cart,
that's
going
to
be
driving
around
we.
We
are
now
allowing
if
you
go
to,
for
example,
atlantic
city
country
club,
they
have
a
card
going
around
with
coffee
alcohol.
L
I
believe
it's
just
a
pure
lease
and,
and
the
and
john
is
on-
and
I
think
tom
is
on
bob-
is
our
purchasing
agent.
I
think
it's
a
straight
lease
pom,
pom
or
john.
M
So
when
you
say
straight
lease,
does
that
mean
at
the
end
of
the
five
years
or
then
county
property,
or
they
always
maintain
from
the
company
you're
leasing
them
from.
N
Yes,
it's
pretty
much
a
industry
standard
to
to
lease
carts.

About

in

but
I'd
like
to
ask
jerry
through
jerry
to
bonnie
on
just
to
comment
on
the
further
details
behind
the
short-term
financing
and
the
work
that's
being
undertaken.
Is
this
work
the
work
that's
being
done
on
the
down
downbeat
area.
A
L
John
john
can
speak
to
the
work
commissioner,
and
then
maboni
can
speak
to
the
financing.
Okay.
F
H
L
O
Project
is
the
vendor
avenue
signal
project,
28
signals
on
ventner
avenue,
starting
in
longport
and
proceeding
through
margate
inventor
to
dorset
avenue
and
then
up
dorset
avenue
to
wellington
and
west
end.
It
is
providing
new
signals
and
controllers,
along
with
pedestrian
accessibility
improvements,
including
ramps,
and
the
the
work
has
already
begun.
If
you've
been
out
on
ventner
avenue,
there
are
several
intersections
that
are
complete
or
near
complete
and
they
will
end
construction.
O
This
first
phase
memorial
day
in
the
next
week,
or
so
here,
two
weeks
or
so,
and
then
they
will
restart
the
work
in
in
september
and
I'll
then
jump
to
or
allow
bonnie
to
jump
in
and
talk
about.
The
financial
part
of
this.
P
P
M
Yeah,
I
guess
this
would
be
for
bonnie.
I
believe,
if
I
remember
correctly,
the
last
meeting
or
meeting
before
the
last
change
order
on
this
project
brought
it
up
over
12
million.
So
is
this
the
number
we're
financing
through
them
the
11
615,
or
are
we
going
to
go
for
the
after
the
change
orders.
P
This
is
a
total
amount
of
the
loan
that
we've
been
authorized.
For,
I
don't
recall
a
change
order.
Maybe
john
could
speak
to
that.
What
I
do
recall
is
that
we
had
to
do
an
amendment
amending
bond
ordinance
in
order
to
bring
the
authorization
up
to
the
11
million
615,
because
we
did
introduce
one
in
earl
in
december
of
2020
and
it
was
for
a
total,
including
the
down
payment
of
11
million
615,
which
was
not
enough,
was
not
sufficient
for
the
eye
bank.
G
E
B
C
Madam
chair
gary,
I
didn't
make
the
last
meeting
finance
meeting.
Can
you
give
me
a
little
update
on
this?
I
saw
something
in
today's
paper
regarding
the
pilot
bill
and
that
it
was
tabled
or
pulled.
I
don't
believe
this
hasn't
much
to
do
with
that
to
some
extent,
but
maybe
you
can
give
me
a
little
update.
L
Well,
the
this
resolution
has
really
nothing
to
do
with
what
was
in
the
paper
today
I
mean
what
was
in
the
paper
today
is
that
the
one
of
the
assembly
in
people
decided
to
put
a
bill
up.
That
would
change
the
way
the
the
casinos
pay
the
taxes
through
the
pilot
program.
L
Again,
you
know
if
you
read
the
right
now,
if
you
were
were
to
go
through
and
look
at
the
existing
bill.
So
if
a
casino
made
a
revenue
of
between
2.6
billion
and
33
billion
dollars,
they
would
they
would
put
up
130
million.
The
county
would
get
13
and
a
half
percent
of
the
130
million
if
they
exceeded.
If
they
go
from
3
billion
to
3.4
billion,
it's
150
million,
if
they
exceeded
3.4
billion,
it
would
go
to
165
million
dollars.
County
would
get
13
and
a
half
percent
of
the
150
or
165.
L
L
As
you
know,
this
year,
both
of
those
sources
of
funding
helped
the
county
tremendously
and
helped
the
city
tremendously,
because
it
increased
the
amount
of
gross
gaming
revenue
that
the
casinos
were
allowed
to
or
or
that
that
the
the
gross
gaming
revenues
were
used
to
to
allow
the
county
and
the
city
to
gain
their
their
taxes,
so
that
bill
would
eliminate
those
two
sources
of
of
revenue
and
then
the
other
key
issue
is
the
fact
that
the
highest
amount
of
money
that
the
gross
gaming
revenues
would
would
recognize
would
be
135
million,
whereas
if
if
the
existing
bill
were
to
continue
to
be
like
165
million,
so
it
is,
it
is
an
extremely
damaging
bill.
L
However,
the
the
today
is,
as
you
know,
the
county
went
to
court.
We
we,
the
county,
won
the
court,
the
lawsuit
we
get
13
and
a
half
percent
of
the
gross
gaming
revenues.
As
part
of
the
settlement.
L
The
county
is
responsible
to
to
put
up
50
of
the
difference
between
ten
point
four
percent
and
thirteen
point
five
percent,
which
is
what
we
get
and
that
in
that
fifty
percent
is
to
be
used
on
behalf
of
atlantic
city.
So
you
know,
bonnie
can
go
through
the
the
the
calculation
with
you,
but
as
of
right
now
would
be
915
515
000
and
in
our
negotiations
with
the
city,
we
have
agreed
that
we
would
pay
your.
A
B
E
E
B
E
C
Q
M
Oh,
madam
chair,
yes,
so
just
a
quick
question
for
the
solicitor
beings,
I'm
a
life
member
of
pba
77,
I
mean
I
have
no
decision
making
or
voting
powers.
Is
it
okay
to
vote
on
these?
For
me,.
K
Frank,
I
I
actually
am
recused
from
this
myself
from
opining
on
anything
related
to
it.
As
a
general
rule,
I
will
say
what
I
said
to
the
chair
at
the
last
meeting
is
when
in
doubt
recuse
yourself
and
if
you
need
to
do
further
research
into
it,
we
could
do
that,
but
I
am
technically
recused
from
commenting
on
any
pba
related
matters.
County
council,
jim
ferguson,
though,
may
be
available.
He
indicated
he
would
be
to
entertain
questions
related
to
these
matters.
K
R
County
council
is
not
here,
but
I'm
sure
he
will
would
be
willing
to
consider
the
question
at
some
point
and
I
I
don't
really
know,
I
would
say
recuse
yourself
just
in
case.
E
D
G
D
A
D
A
G
B
G
F
E
B
M
E
E
Q
A
D
M
B
A
Maiden
second,
jerry
again
threw
you
to
bonnie.
Can
we
have
an
estimate
on
how
much
money
we're
actually
saving
money
and
time
that
we're
saving
doing
the
direct
deposits.
P
I'm
here
so
I
did
put
a
summary
together
based
on
hard
and
soft
costs
associated
with
paychecks,
including
materials,
labor
and
bank
fees.
The
average
cost
was
approximately
thousand
dollars
a
year
and
part
of
the
local
finance
notice,
in
order
for
us
to
move
forward
was
to
provide
internet
access
to
all
county
and
elected
officials
for
their
pay
information.
P
So
we
once
that
was
finalized.
That
cost
will
be
150
dollars
a
month
with
an
initial
setup
fee
of
about
two
thousand
dollars,
so
we
will
be
saving
15,
200
or
approximately
89
of
the
savings.
A
C
Through
you
to
bonnie
or
jerry,
and
this
question
always
comes
up
even
here
city
hall,
what
happens
if
an
employee
does
not
have
a
bank
account
a
checking
account
they
better
get
one.
Okay,
that's
easy
said
than
done,
but
so
for
some
reason
you
know
as
well
as
I
know,
they're
hiding
something
they
don't
want,
no
accounts,
but
I'm
just
I'm
just
asking
the
question
you're
forcing
somebody
to
do
something
they
don't
want
to
do.
P
Yes,
out
of
the
1800
pay
stubs
that
we
issue
bi-weekly,
we
have
about
approximately
54
employees
that
receive
manual
checks,
live
checks.
Those
employees
who
choose
not
to
get
a
checking
account
a
savings
about
account.
A
you
know.
A
christmas
club
account
can
get
what
they
call
a
bank
card
from
any
banking
institution.
C
So
let
me
I
don't
want
to
put
words
in
your
mouth,
so
are
you
saying
that
approximately
give
or
take
1800
county
employees
56
of
them
give
or
take,
does
not
have
either
a
bank
account
checking
account
saving
account,
none
of
that.
So
so
what
is
the
resistance
you're
getting
from
those
employees
who
don't
want
the
card
and
they
still
want
their
check.
P
Right
so
I
I
don't
know
if
those
employees
have
bank
accounts
checking
accounts
or
savings
accounts,
these
are
only
the
employees
that
have
not
signed
up
for
direct
deposit
at
this
point
in
time.
This
resolution
is
going
to
go
into
effect
the
second
pay
period
in
july,
so
my
plan
is
to
send
out
communications
to
those
employees
that
still
get
live,
checks
and
work
with
them
to
get
them
signed
up
before
the
cut
off
date.
C
P
Different,
I
mean
there
probably
will
be
emergent
situations
where
a
check
could
be
issued
and
may
need
to
be
issued,
but
the
goal
is
to
have
every
new
employee
that
comes
in
have
banking
information
and
sign
up
for
direct
deposit
moving
forward.
This
resolution
is
authorizing
the
county
to
mandate
or
create
mandatory
direct
deposit
for
all
county
and
elected
officials.
C
Bonnie,
I
I
I
think
I
understand
you're
very
clear-
I'm
not
maybe
I'm
not
understanding
what
you're
saying
if
I'm
an
employee,
I
don't
have
that.
I
don't
want
a
card.
I
want
a
live
check.
I'm
just
asking
there's
got
to
be
somebody
out
there.
We
have
the
same
problem.
Somebody
out
there
who
wants
a
live
check,
I'm
just
asking
what
is
in
place.
C
They
don't
want
the
card
so
does
that
employee
get
penalized
and
not
get
paid
for
working
and
not
getting
live
check
because
you're
mandatory
in
them
to
have
direct
deposit,
they
don't
have
an
account,
they
don't
have
a
check
and
they
don't
have
a
saving.
They
don't
want
the
card.
They
want
that
check.
I'm
again,
I'm
asking
a
question.
P
Okay,
the
54
employees
that
still
receive
live
checks.
I
don't
know
what
their
decision
is
going
to
be.
That's
why
we're
going
to
communicate
with
them?
My
goal
is
to
work
with
them
to
to
get
them
at
least
the
bank
card,
so
we
do
not
have
to
issue
paper
checks.
That's
the
whole
goal
of
the
resolution.
P
I
can't
answer
that
question,
but
my
goal
at
this
point
in
time
is
to
make
sure
that
every
county
employee
new,
come
in
with
including
new
employees
come
in
with
banking
information
provided
to
be
checking
accounts
savings
account
any
type
of
online
account.
You
know
app,
there's
so
many
ways
that
employees
can
get
their
dollars
now
with
bank
account.
As
long
as
it
has
an
account
any
rooting
number
associated
to
it,
we
can
we
can
make
sure
that
they
get
their
dollars.
That
way.
C
Okay,
I'm
going
to
ask
you
through
through
through
jerry
to
you
once
you
decide
where
these
56,
I
don't
want
to
know
who
they
are.
I
just
want
to
know
what
the
outcome
was,
because
I'm
sure
somebody
is
not
gonna.
They're
gonna
want
a
live
check.
Now
they
got
this
new
thing
called
cash
app,
that's
another
one
that
folks
use
as
well.
I
mean
I
don't
know
if
that's
in
your
system
or
not,
they
may,
when
they
they
check
to
go
to
a
cash
up.
C
It's
like
a
credit
card,
but
it's
not
a
bank
account.
I'm
sure
some
of
my
colleagues
over
here
probably
use
cash
app
through
the
grandkids
or
something,
but
just
just
I'm
just
asking
the
question
I'd
just
like
to
know
where
those
50
plus
employees
stand.
When
it's
all
said
and
done
when
you
reach
a
second
pay
in
in
july.

is
moving
out
of
state
so
I'll
be
looking
anyone
that's
listening
or
sees
this
broadcast.
M
They
can
go
on
the
county
website
and
fill
the
application
out.
They're
interested
in
getting
on
the
veterans
advisory
board.
That's
all!
I
have.
H
Chair
just
just
a
quick
update-
and
I
forgive
me-
I
don't
even
remember
if
I
mentioned
it
last
meeting
I
feel
like
may
has
been
so
crazy,
but
we
did
get
it's
on
the
workforce
development
front
and
we
we
actually
discussed
a
little
bit
in
the
budget
committee
as
well.
H
Our
our
workforce
development
folks
wanted
us
to
remind
people
and
kind
of
get
the
message
out
there
for
those
who
are
on
unemployment
or
getting
unemployment
benefits
that
you
know
if
they
do
not
work
a
certain
amount
of
hours
in
2020
that
come
september,
they're
gonna
have
no
benefit
left,
so
we
know
you
know.
Some
people
have
been
taking
advantage
of
that.
That
extra
money
that
I
think
it's
the
federal
or
the
state
government
has
been
tying
to
unemployment.
H
But
again
you
know
we.
We
were
talking
about
how
many
job
openings
there
are
in
the
county
and
and
lack
of
workforce
to
to
take
those
jobs,
and
we
just
wanted
to
make
sure
that
those
who
are
collecting
do
understand
that
they
need
to
have
worked
a
certain
amount
of
hours
in
2021
before
september.
H
Should
they
need
any
further
unemployment
that
benefits
after
september?
I
know
I
posted
some
information
on
my
commissioner
page
on
facebook
with
what
was
sent
to
us
from
fran.
I
think
commissioner
fitzpatrick
also
did.
I
think
it
was
sent
out
to
the
entire
board.
If
you
need
the
information
again,
we
can
certainly
give
it
out
to
you,
but
we
just
want
to
make
sure
we're
getting
that
word
out
there
to
the
public.
A
Thank
you,
commissioner.
I
as
well
post
it
on
you
know
our
page
great
any
other
comments.
Q
Yeah,
madam
chair
yeah,
just
a
brief
one
from
the
atlanta
county
board
of
ag
their
recent
meeting
next
year.
The
4-h
fair
association
is
requesting
that
the
name
be
changed
to
the
official
agricultural
fair
for
the
county.
Apparently,
that's
going
to
be
more
in
line
with
other
counties
are
doing
in
the
state
and
also,
I
think,
I'll
support
them
in
some
of
their
funding.
Requests
that
the
state
of
new
jersey's
changing
in
order
for
them
to
qualify
for
some
funding.
Q
Also
you're
going
to
see
some
gypsy
moss
springs,
going
to
be
starting
again
down
in
cape
may,
county
they're
still
doing
the
counts
here
in
atlantic
county.
No
word
on
that,
and
also
vaccines
for
farm
workers
have
been
continuing
all
through
the
spring
and
there's
been
access
to.
It's
been
obviously
a
lot
better
than
in
the
past
and
they're
pretty
satisfied
with
the
process.
The
way
it's
been
going
so
that's.
That
concludes
my
report
on
that
agriculture
wise
so
far,
the
weather's
been
great.
A
F
Please,
yes,
thank
you
for
jerry
jerry.
I
read
recently
that
a
parking
garage
on
new
york
avenue
is
going
to
be
auctioned
and
I
was
wondering
is
that
the
parking
garage
where
we
rent
spaces-
and
if
so,
is
the
county
investigating
buying
that
and
perhaps
not
renting
anymore,
but
having
a
revenue
stream.
L
A
Okay,
thank
you
any
other
new
business,
okay,
see
none.
We
have
received
copies
of
written
communications
and
petitions.
Does
any
commissioners
have
comments.
H
Madam
chair,
I
just
want
to
highlight-
I
did
send
out
to
each
of
the
commissioners
the
open
house
information
that
I
received
from
the
hope
all
day
foundation
which,
if
you'll
remember,
I
think
at
the
last
meeting,
we
approved
some
grant
funding
for
their
programs,
which
is
having
to
do
with
recovery,
peer-to-peer
recovery
support.
H
They
are
opening
their
doors
in
maize,
landing
and
they've
done
a
really
great
job
tons
of
programming
in
their
building
and
they're
going
to
be
having
an
open,
open
house
memorial
day
weekend
from
thursday
through
sunday,
thursday
and
friday,
you
can
go
in.
You
know,
check
it
out.
Saturday
is
the
day
I
specifically
invited
public
commissioners
to
join
in
they're
gonna,
be
having
kind
of
a
meet
and
greet
with
everybody
there
and
just
a
really.
H
You
know
a
great
way
to
kind
of
officially
open
that
building
and
just
wanna
make
sure
everybody
gets
a
chance
to
get
over
there.
The
great
work
that
they've
done.
A
Thank
you,
commissioner.
Do
we
have
anything
else
from
the
commissioners.
A
Okay,
we'll
now
open
the
public
comments
portion,
anyone
that
would
like
to
speak.
Please
type!
Yes
in
the
question
and
answer
box
you'll
be
raised
as
an
attendee
to
a
panelist
when
you're
raised,
please
state
your
name
and
municipality.
B
Doesn't
appear
that
we
do
just
give
it
a
couple
of
minutes:
okay,
looking
their
names,
I
don't
even
think
we
have
anybody
on
here.
That's
no!
No.
A
No
ma'am,
okay!
Thank
you
very
much.
That
brings
us
for
comments
for
the
good
of
the
order.
I
would
like
to
remind
my
fellow
commissioners
that
june
is
men's
health
month,
where
we
raise
awareness
about
health
care
for
men
and
focus
on
encouraging
boys,
men
and
their
families
to
practice
and
implement
healthy
living
decisions
such
as
exercising
eating
healthy
and
to
heighten
the
awareness
of
preventable
health
problems
and
encourage
any
early
detection
and
treatment
for
disease.
A
Also
for
those
who
are
interested
in
participating,
atlanta
county
will
be
holding
its
veterans
memorial
program
friday
may
28th
at
the
county's
veterans
center
cemetery
on
route
50
in
estell
manor
at
2
p.m.
Last
year,
unfortunately,
we
are
unable
to
hold
the
event,
and
I
encourage
all
who
can
attend
to
do
so.
It's
it
really
is
a
wonderful
program
and
provides
us
with
the
opportunity
to
honor
the
sacrifices
of
the
fallen
service.
Men
and
women.
