A
In
compliance
with
the
open
public,
medium
acts
of
the
state
of
New
Jersey,
adequate
notice
of
this
meeting
of
the
Atlantic
County
Board
of
Chosen
Freeholders
is
provided
in
the
following
manner
published
in
the
press
of
Atlantic,
City
and
mailed
to
the
current,
the
daily
journal,
the
Hamilton
Gazette
and
the
hammonton
News,
and
has
been
posted
on
the
bulletin
boards
in
the
county
office,
building
in
Atlantic
City,
the
stove
winter
building
in
Northfield
and
the
county
clerk's
office
in
Mays
Landing.
If
we
could
all
rise
for
silence.

A
Version
of
the
second
any
pre-order
comments
on
those
any
comments
from
the
public
on
that:
okay,
all
those
in
favor
any
opposed
any
abstentions.
Okay,
before
we
go
into
resolutions
just
want
to
welcome
everybody
to
ask
o
matter.
This
is
part
of
our
essentially
brings
three
quarter
government
to
our
constituents
in
every
end
of
Atlantic
County,
so
there
thank
you
so
much
for
having
us
down
here.
Do
you
want
to
just
take
a
moment
to
maybe
just
recognize
or
highlight
some
things
happening
in
us,
no
matter
that
everybody
should
know
about
sure.
F
I
would
say
probably
now,
but
we
always
look
forward
to
having
any
County
representation
to
help
us
assist
or
some
issues
that
we
might
have
a
wait
until
the
end
of
the
meeting
to
ask
every
question
some
favors
or
perhaps
maybe
can
assist
our
city.
A
Thank
you,
man.
We
didn't
have
an
opportunity.
Some
of
us
had
an
opportunity
to
visit
the
historic
grizzly
schoolhouse,
which
is
just
across
the
parking
lot
here,
which
was
preserved
with
open
space
money,
Thank
You
Creed
for
inviting
us
and
setting
that
up
your
lovely
mother
right
over
there
took
the
chance
to
let
us
know
about
the
community
community
day
that
will
be
happening.
A
June
8th
from
11:00
to
4:00
out
here,
so
there's
information
available
in
this
old
house,
and
we
have
it
all
up
here
too,
if
anybody's
interested
definitely
urge
you
to
come,
partake
in
that
fun
community
day
and
and
definitely
to
visit
the
the
old
schoolhouse,
it's
pretty
incredible
in
there.
So
thank
you
again,
Creed
and
then
another.
You
didn't
mention
one
of
the
gems
that
you
have
in
Cesco
Mountain
here
from
Atlantic
County.
First
back
of
the
legislature,
is
what
that
I
would
like
to
say
it
well.
I'm
gonna,
say.
F
A
G
G
My
name
is
Walt
burden:
I'm,
a
retired
Army
post,
a
retirement,
the
FAA
on
the
Disabled
American
veteran
and
a
couple
years
ago
my
former
employer
dick
Squires,
reached
out
to
me
and
asked
me
if
I'd
like
to
ceremony
veterans,
you
said
committee
and
I
did
and
I
see
him
full
of
committee
member
here
tonight.
G
So
the
last
two
years
I've
been
involved-
and
this
being
said
working
with
Cindy-
makes
the
birdie
this
since
retired
and
he's
gone,
but
I
want
to
give
a
shout
out
to
two
employees,
Kim
brown,
who
is
your
your
cultural
heritage
officer
and
also
a
young
Marine
veteran
Caleb
Taylor,
who
has
done
a
few
campaigns
in
Southwest
Asia
countries,
unbeknownst
to
many
of
us,
but
known
to
some
they've
done
a
great
job.
There
I
was
there
recently.
G
They
showed
me
the
monitors
on
the
wall
that
shows
a
historical
perspective
of
each
face,
starting
to
the
Revolutionary
War
ending
with
the
Global
War
on
Terrorism,
but
also
Kim
did
a
great
job
on
putting
together
the
history.
The
rape
of
our
flag
and
I
know
a
lot
of
you
had
that
out
there
you
there
from
the
opening
but
I'd,
encourage
you
to
go
back
and
look
at
this
flag
demonstration.
It's
really
beautiful.
It's
really
great,
so
shout
out
again.
B
You
and
I'm
really
impressed
by
when
you
go
in
there.
The
majority
or
I
should
say
much
of
the
items
that
they
are
donated
from
people
throughout
our
community.
Is
that
not
correct
a
lot
of
people?
Just
women
took
thing
that
meant
quite
a
bit
to
their
families
for
one's
own
to
be
a
part
of
the
museum
and.
G
A
E
C
A
H
Been
here
yes,
just
for
the
record,
as
you
know,
we
call
must
we
need
a
status,
be
Tate.
Most
of
us
had
the
opportunity
to
review
this
resolution.
I
just
hope
that
the
board
understands
when
you
vote
and
I
stand
to
be
corrected.
When
you
vote
on
this
resolution,
the
same
you
read
it,
you
agree
to
it.
If
you
didn't
advise
you
not
to
vote
over.
H
I
The
attachment
together,
I
think,
is
some
30
pages,
the
driving
skills
with
conductions
and
hiring
practices
regarding
those
people
who
are
actually
convicted
of
some
form
of
a
crime,
and
then
you
also
have
to
certify
that
you
are
familiar
with
the
practices
that
are
actually
in
existence,
your
domain.
So
you
have
two
things
that
you
have
to
guide
himself
material
stuff
and
you
also
have
a
short
history
or
short
to
the
recitation
by
Elizabeth
Connor.
I
That
explains
to
you
what
the
practices
are
that
are
actually
be
taking
place
in
McLean
County,
and
then
you
also
have
a
brief
number
18
from
our
County
Council
Jim
Ferguson.
That
explains
his
viewpoint
that
legal
opinion
on
the
subject.
So,
if
you're
satisfied
with
that
you're
familiar
with
the
information
you're
now
familiar
with
the
practice
of
existence,
you're
ready
to.
K
I
believe
it's
it's
fairly
well
spelled
out
the
memorandum
which
really
tracks
the
memorandum
that
I
issued
around
this
time
last
year
and
also
his
tract
I,
think
well
and
Misty
and
Kona's
recitation
that
she
gave
so
you
know,
I
think
it's
pretty
clear
and
I'm
I'm
satisfied.
It
takes
the
my
knowledge
of
the
system
of
what
we
do
and
its
involvement
in
it
that
we
do
in
fact
follow
the
proper
procedures
that
are
prescribed
by.
H
H
J
L
J
D
Pre-Code,
once
it's
like
come
on
how
many
my
slow
manner
also
again
just
saying
thank
you
to
those
who
are
able
to
make
it
and
if
others
want
to
come
by
to
see
the
school
afterwards
we're
happy
to
do
that.
There's
a
coach's
waiting
for
the
Youth
League
right
now,
so
it
all
just
works
out
as
far
as
utilization.
D
But
question
on
this
is-
and
it's
not
really
clear
from
the
resolution,
the
way
things
are
written.
That's
no
offense!
Just
at
this
point
are
we
banning
the
box
about
to
explain
what
that
means,
or
for
any
or
is
there
for
certain
positions,
they're
able
to
ban
the
box,
or
is
that
still
a
ongoing
situation.
D
Bang
the
box
refers
to
unemployment
applications
in
some
areas,
you're,
not
asking
whether
a
person
has
been
convicted,
probation,
etc,
because
that's
viewed
in
some
occupations
now
as
unnecessary
barrier
to
employment.
Although
the
flipside
is
I'm,
well
aware
that
as
a
public
entity
that
everyone
thinks
has
limitless
pockets,
even
though
we
know
that's
not
the
case,
then
there's
that
other
balance
into
it.
So
I
wasn't
sure
where
this
meant
that
you
came
down
on
that
point
had
no
doesn't
work
question
for
Jim
yeah,
the.
K
Way,
I
answer
that
is
the
following:
we
don't
take
into
account
a
criminal
record
at
the
outset.
No
one
is
automatically
disqualified
because
they
have
a
criminal
conviction.
It
depends
in
part,
on
what
type
of
position
you
are
applying
for,
for
instance,
appeared.
If
a
safety-sensitive
position
right
then,
yes,
that
we
ask
for
a
criminal
background
check
and
what
happens
is
that
is
requested
through
human
resources?
Misty
ancona
has
specific
questions,
show
a
lot
of
times
bring
the
results
up
to
me.
K
We
look
at
them,
as
I
mentioned
in
the
memo,
if
we're
dealing
with
something,
for
instance,
recently
seen
a
lot
of
applications
where
people
come
in
where
they
have
convictions
for
like
drug
offenses
for
like
marijuana
use
or
even
drug
offenses
that
are
old
in
time.
You
know
10
10
or
more
years
ago.
If
that
comes
to
me,
I
will
routinely
say
hey.
This
is
an
old
convention.
K
The
person
has
been
without
any
offenses
or
a
record
criminal
record
in
the
intervening
1012
years,
whatever
it
happens,
to
be
I,
don't
think
this
is
relevant
and
should
not
affect
the
person.
Now,
if
a
person
is
applying
for
eight
safety-sensitive
positions,
say
they're
applying
for
a
job
in
the
nursing
home
and
we
find
out
then
on
criminal
background
check,
they
had
a
conviction
for
abuse
or
assault
on
somebody.
A
couple
of
years
ago,
that
comes
to
me,
I'm
I'm
gonna
tell
miss
the
encoder,
where
my
recommendations
are
going
to
be.
K
You
don't
hire
that
person
to
put
them
in
a
safety
sensitive
position,
but
at
the
outset
their
application
will
will
still
be
considered
and
we'll
move
forward,
provided
they
meet
the
other
other
requirements
of
the
job,
so
that
that
is
them.
That's
the
best
answer.
I
can
give
it's
not
automatically
disqualify
because
you've
been
convicted.
But
again
it
depends
on
the
the
nature
of
the
position
how
safety
sensitive
it
is
as
to
whether
that's
going
to
be
applicable
and
then
it's
going
to
depend
on
the
type.
K
N
N
The
second
issue
is,
if
you,
if
you
are
not
in
one
exchange,
sensitive
safety
positions
which
we,
which
we
mailed
everybody
you've
got
that
email
you
would
be
hired
based
on
your
based
on
your
background,
we
would
never
know
whether
or
not
you
committed
a
crime,
because
we
you're
not
in
a
position
where
we
need
think
okay
I
actually
have
to
put
a
background
check
that
pictures.
Anybody
understands.
O
K
Really
not
sure
and
I
would
have
to
look
into
that
further
I
think
the
whole
purpose
of
this
is
you
know
by
following
this.
The
way
we
do
we're
in
essence
giving
people
a
second
chance.
It
may
have
made
a
mistake,
particularly
when
they
were
younger
or
whatever,
and
now
they've
had
a
clean
record.
They
applied
for
a
job
and
we're
saying
thank
you
otherwise
week
all
beginnings
that
job
you're
not
going
to
be
disqualified
because
you
have
a
you
got
a
conviction
a
long
time
ago
or
even
recently,
if
it's
of
some.
O

Whistling
yeah
and
Guetta
yes,
200,
big
contractors,
Jersey
architectural
drawer

supply
eight
provide
glass
window
and
frame
repair
and
maintenance
for
various
locations
throughout
Atlantic
County
amount
not
to
exceed
one
hundred.
Fifty
five
thousand
five
hundred
and
ninety
dollars
for
two
years
turn.

A
P
P
You
know
a
new
New
Economics
in
Atlantic
County,
some
exciting
jobs
are
going
to
come
from
this,
and
this
is
just
the
cusp
of
it's
just
a
great
beginning
of
there's,
no
error
that
it's
going
to
happen
in
a
County
and
I
believe
max
Slusher
from
the
clinic
economical
ice
is
attending
a
MRO
seminar
or
convention
very
soon
to
get
even
further
educated
on
this.
So
this
is
some
exciting
stuff
there
for
left
counter.
A
E
L
Okay,
so
I
went
to
their
lunch-and-learn
yesterday
and
market
and
they
did
a
presentation
that
included
the
Atlantic
Kids
Count
black
infant
mortality
rate,
Public
Safety
was
done
by
this
Jones.
He
did
a
really
good
job
and
human
trafficking.
I
just
wanted
to
say
that
world
we're
familiar
with
the
infant
mortality
rate
here
in
Atlantic.
County
is
a
great
deal
higher
than
the
state
average
and
the
statistic
or
black
babies
is
even
higher
than
that,
and
we
need
to
pay
some
attention.
They
had
some
good
ideas
about
improving
services
to
mothers.
L
That's
a
conversation
that
they're
having
additionally
human
trafficking
is
especially
interesting
here
in
our
tech
in
our
area,
because
we're
a
destination
and
a
trade
magazine
in
beach
meetings
and
conventions,
world
had
a
story
about
it
last
month
and
the
things
that
we
can
do
is
notice
when
we're
in
hotels
or
restaurants
or
traveling,
and
you
see
a
young
person
traveling
with
her
soup
or
who's
afraid
to
talk
to
people
or
will
not
speak
for
themselves,
but
have
someone
else
speak
for
them?
They
could
be
being
taken
somewhere
where
they
don't
want.
L
A
Human
trafficking
topic
is
something
we
discuss
extensively
at
the
Women's
dimension
as
well,
and
it
was
also
something
that
came
up
actually
I.
Think
in
some
of
the
conversation
with
the
young,
ladies
that
are
watching.
So
it's
very
people
are
very
well
aware
that
it's
happening
in
our
in
our
county
and
in
our
towns
and
I.
Think
it's
something
that
we
probably
just
can't
talk
enough
about,
because
it
is
very
real.
So,
thanks
for
bringing
that
up,
okay.
A
G
G
You
know
like
somebody
could
join
me
on
Monday
night,
so
I,
don't
the
Baltimore
bar
and
grill,
and
he
puts
puts
together
teams
through
the
well
the
naturally
I
apologize
unusual
fire
on
your
notes,
or
he
actually
goes
out
and
hands
out
flyers.
We
go
to
certain
locations
with
your
sisters
of
Atlantic
City
PD
talking
about
the
Atlantic
air
in
Atlantic,
County.
G
Addiction
services,
land
correction
facility,
I
only
saw
the
back
into
this.
I
never
saw
the
front
it.
Last
night,
I
saw
it
and
I
went
to
places
on
the
streets
in
Atlantic
City
locations
that
I
have
never
been
to,
but
I
was
quite
comfortable
to
those
with
the
Atlantic
City
PD
and
the
way
it
began.
We
met
at
the
grill
over
Pizza
and
there
were
four
sleeps
officer
there.
G
Two
active
officers
and
two
class
two
officers,
also
the
before
you
on
bed
there
who
are
from
AAA
and
are
in
recover,
they
volunteer
and
they
go
out
with
John
on
the
streets
to
hand
out
these
flyers.
So
there's
a
lot
of
collaboration,
a
lot
of
exchange
going
on
between
law
enforcement
and
the
social
side.
I
was
very
impressed
with
one
of
the
young
class
twos
young
african-american
lady
threw
up,
then
I
have
seen
listen,
Lana,
city
and
chechi.
G
It
was
like
one
of
those
sparks
ideas
because
we're
all
talking
about
you
know
we
would
go
to
this
street.
Actually
we
go
here.
We
work
that
and
of
course
you
know,
we
the
the
effort
to
try
to
to
make
something
areas.
You
know
cleaner
predicted
for
tourism
or
something
okay
said.
That's
good,
but
you
know
you
have
to
use
a
multiple
approach
for
idea
was
for
us
to
go
into
the
communities
and
try
to
reach
people
there,
so
that
was
something
John
and
not
considered
before,
and
they're
gonna
be
looking
into
that
as
well.
G
A
fight
impress
Twitter,
there's
a
class
to
to
come
up
with
an
idea.
In
fact,
I
thought.
Maybe
for
a
few
seconds,
I
was
looking
at
a
future
chief
from
Atlantic
CPD,
listen,
she's,
also
interesting,
military
being
a
chance
to
mentor
her
a
little
bit
for
the
service,
but
really
I,
know
I
know
you
know:
John
Lawrence
he's
very
passionately
what
he
does
and
he
showed
me
things
last
night
that
I
had
never
seen
while
Ronald
wanted
the
streets
are.
G
They
were
standing
on
Tennessee
Avenue,
one
in
young
men
whose
that
out
of
a
a
broken
two
kings,
they
were
at
the
rescue
mission.
He
called
John
a
cell
phone.
He
put
two
different
women
on
the
phone
to
talk
to
about
this
program.
Now,
the
way
it
ended
they
were
going
to
meet
John
at
1333,
Atlantic,
Avenue
I,
don't
know
if
that
happened
or
not.
We
went
to
Renaissance
Square
I've
never
been
there,
but
I
was
there,
you
don't
have
a
leg
city,
but
we
better
go
to
play
your
love
Judy.
G
So
what's
engineering
the
job
is
like
a
magnet.
They
come
right
to
it.
I
talked
to
some
attics.
We
had
help
but
they're
gonna
back
on
the
street.
Again
we
occasion
one
lady
who
you
could
clearly
see
she
was
in
serious
distress
and
needed
help
right
away.
So
many
assistance
of
the
Atlanta
PD.
They
sent
a
few
B
John
arranged
for
her
to
go
rescue
mission
right
away.
Police
get
her
off
the
street
for
the
so
I
was
quite
impressive.
G
M
F
F
F
We
get
all
the
bugs
get
a
deal
with,
but
the
reason
why
I'm
gonna
bring
this
up
is
the
county
owns
nearly
two
thousand
acres
of
riverfront
progress.
You
don't
get
any
taxes
for
we
don't
get
any
that
pilot
funding
for
it.
We've
received
nothing,
but
what
I
would
like
to
ask
is
that
you
know
there
are
going
to
be
times
when
we'd
like
to
be
able
to
share
their
services
with
the
county.
Maybe
even
some
small
miniscule
things
and
the
county
has
the
resources
to
be
able
to
take
care
of
it
for
us.
F
To
help
us
when
we
have
that
need
I
can
give
you
an
example.
I
just
put
a
question
to
all
Gregory
public
works
director,
and
we
have
the
1st
Avenue
railroad
crossing
is
gonna
need
some
lights.
Randy
I
know
that
the
county
has
the
decals,
so
you
could
just
somebody
place
it
on
the
road,
take
care
of
it,
barber,
painting
or
whatever,
and
move
on
you're
gonna,
be
after
on
11th
Avenue.
F
So
I'm
asking
you
know
why
you're
out
on
11th,
Avenue,
Township
home
next
door,
gasps
no
take
care
of
our
railroad
crossing
two
birds
with
one
stone
will
pay
is
for
services,
are
gonna
be,
but
maybe
the
county
be
gracious
and
say
this
one's
on
us,
but
nonetheless
we
would
like
to
the
county
to
be
involved
when
we
do
have
some
needs
for
shared
services.
I
think
we're
very
open
the
shared
services
with
the
powers
that
we.
F
Also
have
one
question:
we've
had
probably
the
worst
rain,
maybe
the
best
Ranger
launches
by
the
horse.
We've
had
the
most
abundant
rainfall
in
many
many
years.
There's
a
lot
of
low-lying
land
and
state
lands.
Does
the
county
get
involved
with
any
of
the
mosquito
treatments
and
state
properties
or
just
simply
the
county
profit?
We.
N
N
So
if
you're
important
Republican,
you
will,
after
you
being
the
free
hoarder
in
that
district,
where
a
free
roam
at
large,
you
probably
are
listening
to
the
size
of
the
mosquitoes,
but
unfortunately
they
won't
let
us
on
to
do
the
park
get
we
used
to
why
we
have
to
take
all
the
big
three
mission.
You
see
that
way.
D
H
Once
you
get
thank
the
mayor
and
the
members
and
residents
of
Savannah
for
writing
this
here,
but
called
creep
op
temp
freeholders,
so
most
of
us
probably
pull
it
up
and
creep
with
outside
creaminess,
and
he
wanted
to
make
sure
he
laid
out
the
red
carpet.
What
not
that.
But
we
knew
what
he
meant
thanks
so
much
at
like.
If
you
check
with
the
solicitors.
M
A
O
Like
to
recognize
the
today's
Autism
Awareness,
Day
and
I
would
ask
that
a
resolution
of
coming
forward
in
their
future
recognizing
people's
Autism
Awareness
Month.
This
okay.
J
A
Just
a
couple
things:
on
Friday
night,
we
a
couple
of
us,
had
the
opportunity
to
visit
the
in
my
care
program
at
Stanley
homes
in
Atlantic
City,
which
was
a
great
program
that
a
group
of
volunteers
gets
together
and
mentor
a
group
of
young
women
that
they
are.
You
know
trying
to
develop
into
our
future
leaders
and
they
do
a
great
job.
I
they
had
a
they
had
to
present
themselves
as
candidates,
and
they
did
a
great
job
presenting
their
speeches
and
their
ideas.
A
lot
of
really
good
ideas
from
the
mouths
of
babes.
A
We
heard
a
lot
of
on
first
truths
that
we
needed
to
I.
Think
here
we
need
to
do.
We
need
to
address,
but
I
did
want
to
mention.
They
do
provide
dinner
for
the
the
mentees
and
their
families
every
Friday
night,
and-
and
these
are
all
volunteers
and
it's
all
donation
based.
So
if
you
ever
have
the
the
means
or
the
occasion
you
know
send
a
few
pizzas
over
or
something
on
Friday
night,
it
would
certainly
help
out
that
organization.
A
Again,
they
do
it
every
single
Friday
night
and
it's
a
it's
a
really
worthy
cause
and
then
just
finally
want
to
give
a
final.
Thank
you.
We
had
a
really
great
first
young
leaders
luncheon
last
week
on
Wednesday
thanks
to
lady
freeholders,
who
helped
with
that
event
and
to
our
lady's
staff
members,
who
so
helps
put
a
tremendous
amount
of
effort
in
I,
really
appreciate
it.
A
So
it
was
really
a
remarkable
thing
and
I'm
really
proud
that
we
we
did
pull
it
off
and
I'm,
hoping
that
we
do
continue,
that
of
the
tradition
going
forward
and
then
just
gonna
make
a
final
move
in
Oh
ant
City
on
Sunday
and
Monday
of
this
week.
I
think
freeholder,
comfrey,
Boulder,
Bennett
and
I.
Don't
know.
J
A
There
we
will
be
at
the
Association
of
University
Women
conference
and
they
have
a
whole
host
of
topics
that
they're
going
to
be
talking
about
and
we'll
be
sitting
on
a
couple
of
the
panels
about
being
an
elected
office.
So
again,
a
lot
of
really
good
conversation
and
things
happening
all
over
the
county,
so
just
want
to
make
mention
of
those
I
think
and.
