C
A
Here,
hey,

had
an

from
january
5
2021
I'll
entertain
a
motion
to
adopt
january
5,
2021
minutes
as
presented.
D
A
Okay-
and
we
also,
as
our
note,
we
start
every
meeting,
reminding
anyone
that
would
like
to
speak
during
public
comments.
Please
type!
Yes,
in
the
end

the

answer

any
items
not
listed
on
the
agenda,
you
may
speak

You'll
be
raised

please
state

you
reside
in
okay
and
at
this
time,
I'm
going
to
entertain
a
motion
to
move
resolution,
numbers
118
and
119
to
the
top
of
the
agenda.
A
B
E
C
F
A
D
B
And
whereas
joseph
j
mcdevitt
coached
the
atlantic
city
high
school,
vikings
and
bentner.
Pirate
football
teams
and
most
recently
involved
as
a
football
coach
for
holy
spirit,
high
school,
a
girl's,
true
father
and
was
a
member
of
the
father's
club.
And
whereas
joseph
j
mcdevitt
was
an
active
member
of
saint
monica's
parish.
An
avid
support
of
our
lady
star
of
the
sea
school
in
atlantic
city
and
served
on
vetner
and
atlantic
city
boards
of
education.
B
B
A
Okay,
he
will
absolutely
miss
mcdevitt,
be
truly
missed
by
us
all.
He
really
made
a
true
difference
and
we're
going
to
have
the
copy
of
the
resolution
sent
to
you
as
well.
Do
I
have
any
comments
from
the
commissioners
at
this
time.
F
Just
briefly,
madam
chair
I'd
just
like
to
remember
jim
mcdevitt,
I
served
with
joe
and
he
he
knew
where
he
stood
and
he
was
very
adamant
about
positions.
He
loved
this
county,
he
loved
working
with
the
board
and
he
truly
will
be
missed.
He
was
a
friend
and,
and
a
friend
of
me
as
well.
Thank
you.
G
Yeah,
thank
you.
I
I
need
to
offer
my
sincere
condolences
to
joe's
family.
I
I
ran
for
office
two
times
with
with
joe.
I
spent
a
lot
of
times
with
him
throughout
atlanta.
Often,
as
commissioner
originally
said,
gemini
had
the
same
ideas.
You
know
we
wanted
to
accomplish
the
same
goals.
We
had
different
ways
of
getting
there.
It
was
a
little
a
little
rougher
around
the
edges
than
that
I
would
have
been
sometimes
I
have.
G
I
still
have
charitable
shirts
in
my
closet
that
that
bill
graciously
gave
me
when
we
were
campaigning
together.
He
was
certainly
missed
by
everyone
in
in
this
county.
You
know
that
that
morning
was
a
very
difficult
morning
for
me.
I
was
going
through
my
own
covet
experience
and
you
know
I
I
don't
know
what
to
say.
Then
I
you
know
I
wish
I
could
have,
could
have
been
there
more
for
his
family
and
he
will
be
sorely
missed
by
everyone
in
this
county
and
again
my
condolences.
H
I
just
hi
everybody
just
want
to
say
thank
you
for
everything
that
you
have
done
to
my
family
for
reaching
out
to
us,
not
a
county
executive
dennis,
thank
you
for
reaching
out
and
frank
and
everyone
else
on
the
panel
from
my
family.
Thank
you.
Thank
you
for
everything.
A
E
B
And
whereas
jim
brown
devoted
his
time
and
talents.
As
mayor
of
malika
township.
Member
of
the
mullica
township
committee,
president
of
the
atlantic
county
mayor's
association,
and
vice
president
member
of
the
atlantic
county
association
of
township
officials.
Past
president
of
the
atlantic
county
league
of
municipalities,
municipal
leader,
from
malachitashit
republican
club
and
member
of
credentials.
Committee
for
the
atlantic
county
republican
club
and
in
addition
to
his
many
years
of
public
service.
Jim
brown
opened
40,
acre
farms
specializing
in
landscaping
in
the
nursery
business
and
was
an
active
member
of
the
weekstown
community
church.
B
And
whereas
jim
brown
is
lovingly
survived
by
his
wife,
mary
four
children
and
ten
grandchildren.
And
whereas
the
brown
family,
the
township
of
malacca
and
the
community
at
large
suffered
a
great
loss
with
the
passing
of
jim
brown,
who
unselfishly
served
others
by
playing
a
vital
role
in
improving
and
enriching
the
lives
of
those
in
his
community.
B
A
Thank
you,
and
we
also
have
another
copy
of
this
resolution,
which
will
go
to
mary
as
well,
and
he
truly
was
the
the
kindest
and
most
dedicated
person
I
have
known
after
getting
into
the
positions
here.
Do
we
have
any
comments
from
other
commissioners.
I
C
I
Just
want
to
say
a
couple
of
words
too,
as
well
for
those
of
us
that
have
worked
in
government
for
the
last
few
years.
If
you
did
anything
around
the
county,
you
knew
you
can
count
on
jim
brown.
He
was
always
there.
Jim
and
mary
were
a
staple
here
on
the
western
end,
along
with
the
rest
of
the
county,
he
was
a
a
a
caring,
loving
person
who
gave
a
lot
to
his
community
to
his
church
to
his
family
he'll
be
greatly
missed.
He
was
a
terrific
person.
J
You
know
when
I
served
as
mayor
in
hamilton
and
and
on
township
committee.
I
worked
with
mayor
brown
as
one
of
our
neighboring
communities
quite
often
and
as
commissioner
bertino
just
said,
you
know
anything
he
needed.
J
He
was
really
there
to
not
only
help
support
you,
but
as
a
younger
person
in
the
political
realm
he
was
always
willing
and
that
they're
ready
to
offer
you
some
words
of
advice
or
history
on
a
topic
or
just
some,
you
know
general
mentoring
and
he
did
it
with
such
a
with
such
a
respectful
demeanor
and
just
really
was
a
great
man
and
great
asset
to
our
to
our
community,
as
is
his
wife,
mary
she's
kind
of
as
a
silent
person
in
the
background.
J
K
Yes,
thank
you,
madam
chair.
I
had
the
the
honor
and
pleasure
to
spend
a
lot
of
time
with
mary
and
jim
over
the
years.
You
know
at
their
home
at
the
wedding
of
their
children.
You
know
jim
was.
It
was
a
great
person
as
far
as
you
know,
in
the
community,
but
he
was
even
better
person
when
it
came
to
his
family.
You
know
he
just
he
loved
his
wife,
he
loved
his
children
and
grandchildren,
and
you
know
it
was
a
hard
loss.
It
was.
It
was
hard.
K
You
know
dealing
the
last
few
months
of
what
he
was
going.
What
was
going
on
with
him-
and
you
know,
our
prayers
are
with
mary
and
her
children
and
grandchildren
and,
like
I
said
I
had
the
honor
and
pleasure
of
spending
a
lot
of
time
with
him
and
he
will
be
sadly
missed.
B
I
I
know
miss
brown
is
on
the
the
the
video
is
not
on.
I
know
her
daughter,
mary
imperato
is
one,
so
I
don't
know
miss
brown.
If
you
have
any
comments,
I
thought
you
just
came
off
here.
L
L
A
K
B
C
B
C
A
Yes,
motion
carries
that
brings
us
to
pat
diamond
this
morning
with
atlanta
county
health
officer.
Pat,
are
you
here.
M
Yes,
hi
good
afternoon,
thanks
for
having
me
on
just
some
updates
from
our
last
last
briefing
february,
2nd
the
number
of
cases,
the
atlanta
county
y,
positive
coupe
in
19
cases
to
date
are
20
890
up
from
19
518
reported
to
you
on
february,
2nd.
M
Fortunately,
7
930
are
being
reported
as
cleared
from
isolation,
and
this
is
important.
There
has
been
a
noted
decrease
in
the
number
of
cases
that
are
being
reported
that
are
being
reported.
Sometimes
we
see
a
day
or
two
of
a
decrease
in
cases,
but
it
is
often
because
labs
are
behind
in
reporting
the
next
day.
Then
it
comes
up
back
up
again.
However,
in
looking
back
at
the
last
three
weeks
this
past
week,
we
saw
679
cases
compared
to
the
previous
week
of
778
and
the
week
before
that
of
1205.
M
So
we
are
seeing
a
decrease
as
we're
seeing
process
date
as
well.
Now
many
of
these
cases
that
are
reported
positive
continue
to
express
that
they
have
attended
a
family
or
social
gathering.
So
we
really
continue
to
caution
everyone
to
be
careful,
make
sure
that
you
know
we're
still
taking
student
measures.
Unfortunately,
there
have
been
reports
of
511
deaths,
which
is
up
from
468
two
weeks
ago.
M
The
vaccine,
the
daily
updates
and
cumulative
numbers
continue
to
be
reported
on
the
atlantic
county
government
website.
I'd
like
to
go
into
the
vaccination
part
of
our
big
19
plan,
the
atlanta
county
division
of
public
health
has
given
over
4
700,
first
doses
and
over
2
000
second
doses.
So
far
here
at
stillwater
and
at
the
atlantic
community
college
vaccination
began
december
28th.
We
are
finishing
up
second
doses
in
the
next
two
weeks
at
the
atlantic
community
college.
M
We
will
then
move
our
vaccinated
resources
to
the
atlantic
city
convention
center
mega
site,
which
opened
to
the
public
on
january
22nd
at
the
mega
site.
This
week
alone,
they
will
be
administering
over
9
000,
primary
dose
vaccines
and
1500.
Second
doses:
the
daily
number
administered
at
this
site
continues
to
to
increase
in
atlantic
county,
since
vaccination
began
not
only
at
our
site
mega
site
pharmacy
shop
rights.
M
There
have
been
a
total
of
forty
three
thousand
eight
hundred
and
six
doses
administered
to
residents,
thirty
two
thousand
eight
three
hundred
and
eighty,
two
of
those
reverse
doses
and
eleven
thousand
four
hundred
and
twenty
four
second
doses.
So
we
continue
to
plug
away
vaccinating
our
our
community
and
we
are
seeing
many
many
people
continue
to
be
interested
in
getting
and
getting
the
vaccine.
M
M
M
However,
they
are
still
asked
to
monitor
for
symptoms
during
that
14-day
period
and
if
they
do
exhibit
any
they're
directed
to
go
to
a
healthcare
provider.
However,
this
is
important
for
me
to
mention
at
this
time.
There
is
no
change.
The
travel
quarantine
recommendation,
anyone
who
travels
should
still
quarantine,
regardless
of
their
vaccination
status.
M
Now
moving
on
to
testing
testing
continues
to
be
offered
at
the
drive
through
behind
our
public
work
chart
in
northfield.
Over
5400
tests
have
been
performed
there.
Testing
pop-up
sites
continue
to
occur
in
the
county.
The
most
current
to
start
up
again
is
at
the
atlantic
city
convention
center
and
at
st
vincent
de
paul
church
in
may's
landing.
We
are
working
with
the
state
department
of
health
each
week
and
compiling
the
information,
so
it
gets
out
to
the
public
quickly
as
these
testing
sites
they
come
and
go.
M
Few
weeks
we
have
seen
it,
but
we
have
really
statewide
there's
usually
about
you,
know
45
000
tests
done
and
for
a
variety
of
reasons.
They
have
seen
a
decrease
of
30
to
33
000.
However,
when
you
see
a
decrease,
quite
often,
you
see,
you
know,
number
of
positive
cases
actually
percentage
increase,
because
you
don't
have
that
many
tests,
as
previously
to
to
evaluate
the
number
of
positives
and
the
positivity
is
actually
also
below
10.
N
Okay.
That
brings
me
to
my
second
question.
I
saw
on
friday
a
graph
on
the
new
york
times
that
talks
about
risk
in
each
county
in
the
country,
and
it
says
that
atlantic
county
is
at
extremely
high
risk
and
the
test
positivity
for
the
14
day
average
ending
friday
was
15.
N
Does
that
make
make
sense
to
you
are?
Are
we
at
extremely
high
risk.
M
Well,
they
do
take
a
look
at
certain
areas
as
far
as
looking
at
a
number
of
things
and
positivity
is
one
of
the
things.
But
in
getting
to
look
at
that
that
number
you
have
to
look
at
a
number
of
tests
performed
and
that's
when
I
had
spoke
about
these
pop-up
testing
sites
that
come
in
and
they
look
at
our
county
and
they
say
we
need
to
get
a
better
handle
on
this.
M
They
ended
there
and
now
they're
in
st
vincent
de
paul
church
and
mays
landing
they're
back
at
atlantic
city
convention
center,
so
they're
really
trying
to
get
a
better
handle
on
it
by
offering
testing
so
a
lot
of
times
when
you
have
a
high
positivity
rate,
it
is
because
there's
not
as
much
of
a
robust
testing
as
in
in
other
communities,
but
you
know
it
is
still
to
be
taken
seriously
and
that's
where
I
always
kind
of
caution.
It's
great.
M
You
know
we're
decreasing
in
our
cases
our
hospitalizations
are
down,
but
we
really
continue
to
still
be
clear,
careful
because
we're
just
a
social
people,
and
we
just
need
to
continue
to
remind
ourselves
of
the
importance
of
mass
squaring
and
social
distancing,
and
I
really
continue
to
emphasize
that,
but
it
is
really
really
very,
very
important
because
this
disease
can
turn
serious.
A
Thank
you,
commissioner.
Do
I
have
any
other
questions
from
the
commissioners
see
none.
I
think
we
have
two
from
the
public.
B
O
Thank
you.
Thank
you
so
much
when
I
attended
your
last
meeting
and
we
got
the
full
rundown
on
the
atlantic
county
regional
vaccination
center
at
in
ac.
I
promised
you
that
I
would
get
back
on
getting
an
appointment
and
I
just
thought
the
commissioners
might
find
it
interesting.
I
did.
Finally
I
did
get
an
appointment.
O
It
was
a
four-hour
wait
online
on
and
I
had
four
four
screens
open
to
in
order
to
get
this
appointment,
mind
you,
you
know
I
I
I
I
got
it
and
I'm
very
happy
to
have
gotten
it,
but
I
just
wanted
to
to
make
sure
that
you
got
a
feeling
for
what
it's
like
for
the
public
to
get
these
appointments
and
how
difficult
it
can
be.
O
Having
said
that,
I
will
also
share
with
you
a
comment
made
from
a
someone
that
I
know
that
has
already
been
to
the
site
who
has
said
it
is
one
of
the
best
run
things
he's
ever
seen.
He
felt
safe,
it
was
efficient,
it
was
quick,
it
was
painless
and
he
could
he
highly
recommends
it.
So,
just
giving
you
more
information.
M
Yeah,
I
I
do
agree
it
is.
It
is
still
continues
to
be
tough.
Atlanta
care
did
set
certain
times
where
individuals
can
go
on,
and
at
least
they
know
when
it
when
it
is
open.
What
they
have
done
is
because
they're
getting
a
little
bit
more
comfortable
with
the
vaccine,
that
they're
receiving
is
actually
to
have
700
slots
available
per
day
and
then
once
they
get
confirmation
that
they're
getting
more
vaccine,
they
open
up
those
slots.
So
it's
really.
M
We
just
advise
people
to
go
back
and
to
continue
to
to
try
to
to
get
on
the
site
or
even
to
get
an
earlier
site.
They
may
actually
be
scheduled
further
out
because
atlanta
care
has
also
done
that
they've
opened
it
up,
so
you
can
actually
schedule
further
out
say
an
appointment
in
march,
but
you
may
be
able
to
get
it
earlier
and
again.
We
are
still
looking
at
the
phase
1a
and
just
part
of
1b.
That
is
eligible
at
this
time.
M
O
A
B
Yes,
we'll
be
returning
miss
march
to
an
attendee
and
now
miss
molina
may
speak.
P
Unfortunately,
that's
not
happening
in
city
hall
of
atlantic
city
in
case
everyone
knows.
I
live
in
atlantic
city.
P
P
We
are
extensional
workers,
they
classified
us
as
that
when
they
first
started
when
clov19
started
have
been
unable
to
get
to
the
site
to
even
we've
signed
in,
but
we
have
never
been
able
to
get
an
appointment
there
and
we
try
at
every
day
that
it's
open
on
that
site
and
it
keeps
throwing
us
back
to
put
the
same
information
in.
P
P
That's
time
consuming
and
people
don't
have
a
lot
of
time
to
do
that
when
you're
working
every
day.
So
something
needs
to
be
done
with
that
site.
I
talked
to
guy
today
because
we
tried
to
get
on
again
today
and
none
of
us
could
get
even
get
on.
It
keeps
throwing
us
back
out
saying
they
have
our
information.
So
if
you
have
our
information,
when
are
you
going
to
call
us?
P
That's
my
question
on
that.
M
Your
information,
if
you
already
have
done
so,
but
the
thing
is,
is
that
if,
if
there
was
vaccine,
if
you're,
if
you're
eligible,
I
mean,
as
far
as
who
sets
the
criteria,
it's
the
centers
of
disease
control
and
the
state
of
new
jersey
adopts
that
criteria,
health
care
workers,
ems
personnel,
individuals
that
that
works,
fire
policemen,
people
that
are
65
years
of
age
and
older
people
between
the
ages
of
16
and
64
that
have
underlying
health
conditions.
M
They
are
eligible
right
now
and
I
know
there
are
many
many
other
essential
workers
that
come
across
the
public
and
and
also
also
face
risks.
And
eventually
you
know
those
individuals
will
be
expanded
to
include
more
and
and
hopefully
we'll
just
be
seeing
more
and
more
vaccine
being
rolled
out
this
pfizer
vaccine.
M
P
Well,
the
story
is
that
all
of
us
in
our
department
are
have
fit
their
whole
criteria.
D
M
P
M
And
I
mean
I,
I
don't
disagree
with
you.
It's
just
that
many
many
other
people
also
get
that
criteria
and
frontline
people
just
like
yourself,
and
it's
just
because
of
the
lack
of
vaccine
resources.
We
have
vaccinators.
We
have
people
to
assist
at
the
manga
site
with
the
national
guard.
We
have
medics
from
fema,
we
have
atlantic
care,
nurses,
we
have
medical
reserve
corps,
nurses,
we
we're
ready
to
go,
there's
20
vaccination
stations
and,
if
there's
more
vaccine
than
we
have
to
set
up
more,
we
will
but
really
it's
actually
just
a
supply
issue.
M
P
From
do
you
have
a
breakdown
from
the
county
of
how
many
african-americans
in
each.
A
M
We
are
looking
at
demographics
within
that
within
the
county,
not
only
not
only
it
like
at
our
site,
but
also
at
the
mega
site
as
well,
so
we
can
determine
where
there
are
gaps.
So
we
can
look
at.
You
know
outreach
to
those
communities
that
are
lacking.
You
know
the
level
of
vaccinations,
so
we
want
it
to
be
equitably
distributed,
but
right
now
I
you
know
we're
probably
at
about
a
13
14
percentage
of
individuals
being
vaccinated
and
that's
you
know
both
first
and
second.
M
So
you
have
to
kind
of
realize
we're
still
early
in
this,
and
we
will
just
continue
to
to
gather
information
and
look
at
areas
that
need
more
saturation
or
vaccinations,
but
we're
just
not
there
yet.
P
P
P
M
A
Yeah,
you
might
want
to
double
check
that
joyce
make
sure.
That's
the
one,
because
that's
the
one
that
people
are
sitting
on
and
it's
going
through.
You
know
like
a
time
frame,
just
double
double
check
the
site
as
well.
P
We
do
that,
but
we
do
that
every
day.
What
I'm
trying
to
say
to
you
is
it's
20
20
people
in
our
office
and
they're
all
guys
mostly
and
they're
of
age,
and
they
go.
We
went
through
the
whole
thing
when
we
first
started
when
they
first
signed
us
up,
and
we
checked
back
at
every
day
that
they
have
said
that
we
could
check
in
to
apply
to
go
into
the
vaccine,
so
we're
doing
that
constantly.
It's
not
like
we're,
not
doing
it,
and
it
is
the
right
site.
P
So
I
what
I'm
saying
is
if
we
are
at
the
age-
and
we
talk,
I've
talked
to
the
director
of
health
in
city
of
atlantic
city
also
and
he's
saying
he
don't
know
why
we
haven't
gotten
it
yet
he's
he's
supposed
to
be
checking
into
it.
So
that's
where
we
are,
and
it
is
something
wrong
with
the
site
other
than
that
I've
heard
people
say
that
once
you
get
in
there
that
it
moves
fast,
it
goes
along
smooth,
it's
the
best.
It's
the
best
operation
in
town,
but
you
can't
get
in.
M
Well,
offering
up
your
registration
concerns
to
atlanta
care,
but
but
again
just
keep
in
mind.
There's
many
many
people
now
that
want
this
vaccine.
They
did
surveys
back
in
november
and
there
was
only
about
48
of
the
population
that
were
interested
in
getting
a
vaccine
last
month.
They
did
another
survey
and
that
increased
to
78
percent.
So
many
many
more
people
are
interested
in
getting
a
vaccine.
A
Q
Before
pat
go
off,
let
me
just
echo
what
george
molina
had
said
and
it's
extremely
accurate.
Every
day
we
get
employees
who
come
up
and
ask
the
same
question:
information
has
been
taken
and
they
have
not
been
able
to
receive
it.
We
were
going
through
first
responders
in
the
beginning.
Only
to
find
out
there
was
a
number
of
police
and
fires
who
did
not
want
it.
Q
Of
course
you
can't
make
them
take
it,
but
they
did
not
want
it
and
early
on,
as
you
indicated
when
they
did
the
first
surveys
out,
there
was
real
low
people
weren't
interested
in
taking
it.
I
think
the
world
is
getting
out
now
more
and
more
and
more
to
take
the
vast
scene
and
that,
as
you
said,
is
under
the
70
percent
range,
but
it's
an
ongoing
problem
not
just
for
city
hall
employees,
but
residents
as
a
whole.
Q
Waiting
online
to
be
able
to
get
registered
trying
to
get
a
live
person
is
certainly
out
of
the
question,
but
we
we
continue
to
try
to
get
the
information
out
to
the
public
as
much
as
can.
I
know
that
the
some
of
the
churches
have
been
participating
in
the
urban
areas
regarding
100
vaccination,
shots
had
to
be
65
and
over.
Q
It
seemed
to
be
going,
have
gone
well
and
I
think
atlantica
was
administering
it
in
this
area,
but
it's
been
up
and
down
the
state,
but
you
still
have
people
waiting
at
some
point.
There
was
a
list
patent,
I
don't
know
if
it's
still
active
do
not
waste
and
you
go
on
a
call
list.
I
don't
know
if
that's
still
out
there
not.
I
know
some
folks.
It
went
that
route
to
try
to
get
a
shot
and
was
successful.
Q
I
get
requests
all
the
time,
I'm
sure
most
of
my
colleagues
do.
How
can
they
get
in
touch
with
where
they
can
sign
up
to
be
on
a
waiting
list
because
they
try
to?
For
example,
atlanta
cares,
you
know,
pat,
they
don't
believe
in
wasting
the
shots
or
throwing
it
away.
So
if
you
want
that
standby
list,
you
you're
very
fortunate
to
get
in,
but
I
don't
know
if
that
list
that
I
just
mentioned,
do
not.
Waste
is
still
out
there.
M
Well,
with
their
fives
or
vaccine,
I
mean
as
far
as
their
protocol.
If
there
is
doses
left
in
a
vial,
they're
they're
using
pfizer,
okay,
the
pfizer
vials
are
very
small.
It's
not
mederna
where
you
can
get
10
out
of
that
vial
visors.
You
can
only
get
five
six
at
the
most,
so
it's
less
likely
that
there's
waste
that
there's
extra
doses-
I
can't
say
extra
but
doses
that
you
know
are
remaining
so
they're
their
procedure
as
far
as
if
they
have
a
list.
I
haven't
heard
back
on
them.
M
I
know
that
what
happens
is
that
who
usually
gets
that
are?
Are
people
that
are
volunteering
there
as
vaccinators,
because
they're
the
ones
that
actually
get
on
that
list
for
that
day,
because
they're
working
that
day
and
as
a
vaccinator,
and
so
they
would
be
then
the
first
in
line
to
to
get
a
vaccine.
That's
the
only
list
that
I
have
heard
out
at
the
mega
site.
A
B
Bond
ordnance
providing
for
various
2021
capital
improvements
by
and
in
the
county
of
atlantic
state
of
new
jersey,
appropriating
six
million
three
hundred.
Ninety
six
thousand
ninety
dollars,
therefore,
including
a
grant
or
grants,
received
or
expected
to
be
received
from
the
new
jersey
state
library,
construction
bond
act
program
and
authorizing
the
issuance
of
15
million
286
000
bonds
or
notes
finance
part
of
the
cost
thereof.
Final
reading.
D
J
Chair,
yes,
I
do
just
want
to
highlight
there
are
several
budget
related
items
on
today's
agenda,
including
the
ordinances
and
then
you'll
see
later
on
some
of
the
budget
resolutions.
All
of
that
has
been
reviewed
by
the
budget
subcommittee.
J
You
heard
the
key
messages
of
the
budget
from
county
executive
today,
so
there's
no
surprises
to
us
as
well.
So
all
of
this
is
all
in
part
of
executing
the
budget
as
presented
each
of
those
items
just
wanted
to
highlight
that.
Thank
you.
Q
C
B
B
Capital
orders
providing
for
various
capital
improvements,
equipment
and
furnishings
in
and
for
the
county
of
atlantic
state
of
new

and
appropriating
three

one
hundred
thirty
three
thousand
two
hundred
and
forty
three

from
the
capital

fund
and
or
the

surplus
fund
to

Final.
C
C
B
Ordinance
of
the
county
of
atlantic
authorizing
and
adopting
an
assessment
on
certain
services
furnished
by
hospitals
located
within
the
county's
borders,
for
the
purpose
of
increasing
funding,
to
support
the
provision
of
necessary
services
by
such
hospitals
to
low-income
citizens
and
provide
new
fiscal
resources
to
the
county
of
atlantic.
First
reading.
A
Okay,
there
will
be
no
public
comment
on
this
ordinance
for
the
first
reading,
but
I'm
in
associates
is
here
today.
If
any
commissioners
have
a
question,
they'll
they'll
also
be
available
for
questions
in
the
public.
The
meeting
any
commissioners
have
any
questions
or.
A
B
I
Just
the
question:
could
they
explain
the
adopting
the
assessment?
I
think
that's
just
something:
that's
a
bond
ordinance
as
an
ordinance,
I'm
kind
of
curious
for
them
to
explain.
I'm
sure
it's
part
of
what
they're
going
to
do
anyway.
R
Thank
you,
commissioner.
Ratino.
Can
you
all
hear
me?
Yes
hi?
This
is
ashlyn
bucunia,
I'm
with
iman
associates.
Thank
you
for
the
opportunity
to
comment
on
the
ordinance
so
ordinance,
one
authorizes
the
atlantic
county
to
impose
an
assessment
on
hospitals
who
furnish
inpatient
services
within
the
county's
borders
and,
in
addition
to
that,
to
enter
into
an
agreement
with
the
state
of
new
jersey
to
transfer
91
of
the
funds
collected
by
this
assessment
to
the
state
for
the
purpose
of
generating
new
medicaid
funding
for
atlantic
county
hospitals.
This
is
part
of
the
county
option.
R
R
Key
provisions
of
the
ordinance
include
the
assessment
amount,
the
basis
of
the
assessment,
its
frequency,
duration
and
use
of
assessment
funds.
It
outlines
the
hospitals
that
are
subject
to
the
assessment,
the
county's
methodology
for
calculating
the
assessment,
the
county's
notification,
collection,
interest
and
appeals
processes,
the
county's
obligations
in
the
event
of
the
program's
early
termination
and
the
county's
authority
to
enter
into
this
separate
transfer
agreement
with
the
state
and
the
provisions
to
be
included
in
that
agreement.
R
And
please
let
me
know
if
there's
any
additional
questions
or
explanation
that
I
can
provide.
I
Yeah,
I
have
one
more
okay,
bye-bye!
Thank
you.
What
happens
if
the
neighboring
county
doesn't
approve?
The
assessment
in
the
hospitals
in
that
area?
Are
the
people
the
low-income
citizens
provided
with
the
same
services
across
county
lines
since
the
state
of
new
jersey
and
its
infinite
wisdom,
instead
of
imposing
it
across
the
state
equally
to
everyone
is
asking
the
counties
to
vote
on
it
locally.
R
So
this
this
county
option
program
is
a
pilot
program,
there's
specific
criteria
that
the
state
developed
to
do
it
on
a
county
by
county
basis.
R
These
provider
assessments
are
very
prominent
nationwide
they're
usually
done
at
the
state
level,
but
the
county
of
new
or
the
state
of
new
jersey
decided
to
to
do
this
at
the
local
level
and
do
it
on
a
county-by-county
basis
to
sort
of
test
out
this
type
of
program.
A
Okay,
jerry,
can
you
give
just
a
little
bit
of
an
update
too,
because
I
know
you-
and
I
have
had
some
conversations
about
this.
S
Well,
you
know
the
county
fire
hired
the
I'm
in
associates,
along
with,
I
guess,
the
rest
of
the
county.
I
guess
the
rest
of
the
county.
There
are
seven
counties
all
together,
I
think
I'm
in
is
is
the
consultant
for
at
least
six
of
the
counties.
The
process
that
we
will
follow.
You
know
it
was
was
laid
out
that
we,
we
will
do
an
assessment
once
the
plan
is
approved
by
the
state.
It's
it's
gone
to
the
state,
we're
waiting
for
final
approval.
S
The
balance
goes
to
the
state,
they
take
one
percent
and
then
they
then
issue
the
the
balance
of
those
funds
to
the
federal
government,
who
then
reimburses
the
local
hospitals
to
the
tune
of
you
know,
I
believe
in
and
obviously
this
facuna
can
can
correct
me
on
this
one.
I
think
they
give
something
to
the
effect.
S
I
think
it's
roughly
31
30
31
million
dollars
and
get
back
roughly
60
million
dollars,
so
the
hospitals
will
will
receive
money
to
utilize
within
their
facilities
and
the
design.
If
and
again
you
really
should
get
this
from
from
ms
faguna.
The
design
of
the
program
is
the
fact
that
there
is
charity
care,
as
you
all
know,
and
hospitals
you
know,
have
the
option
to
charge
for
medicaid
and
and
and
hospitals
who
charge
medicaid,
as
you
know,
are
getting
less
of
a
reimbursement
than
than
the
hospitals
who
who
don't
charge
medicaid
they
charge.
S
R
Yeah
exactly
jerry,
the
the
point
of
the
program
is
to
reimburse
hospitals
who
have
a
disproportionate
amount
of
uncompensated
care
and
the
the
way
that
the
state
determined.
This
is
by
you
know,
assessing
sort
of
the
the
medicaid
populations
and
different
different
criteria
in
these
counties,
and
they
selected
these
seven
counties
as
ones
that
serve
a
disproportionate
share
of
medicaid
patients
and
and
have
uninsured
costs.
So
these
funds
will
be
distributed
by
the
managed
care
organizations
to
the
hospitals
and
will
be
in
the
form
of
a
rate
increase
or
a
bump.
I
Chair
just
one
quick
question:
again:
the
insurance
companies.
This
is
this
bill
coming
directly
from
the
hospital
for
their
hospital
care
to
stay
there.
So
it's
an
assessment.
The
hospitals
are
assessing
under
the
bill
and
do
the
insurance
companies
have
to
participate
at
all
in
any
way
in
making
these
reimbursements
or
are
there
an
agreement
to
it
I'll?
Let
you
speak
on
that.
R
So
the
the
assessment
will
be
on
on
revenues
generated
by
the
hospitals
and
the
counties
will
impose
that
assessment.
The
managed
care
or
the
insurance
companies
have
a
separate
agreement
with
the
state
which
is
standard.
You
know
all
managed
care
companies
that
the
state
relies
on
to
administer
its
medicaid
program,
they're,
going
to
be
directed
by
the
state
to
then
pay
out
these
increased
medicaid
funds
to
each
of
the
participating
hospitals.
T
This
is
barbara,
I'm
in
I'm
in
associates-
if
I
may
just
jump
in
a
little
bit
and
add
to
that,
the
the
assessment
will
not
be
on
the
bills
to
the
patients.
The
patients
aren't
going
to
see
this.
It's
not
going
to
be
passed
on
to
them
at
all.
It's
really
just
going
to
be
paid
out
of
the
the
revenues
of
the
hospitals,
and
most
of
them
are
going
to
be
receiving
back
more
and
increased
medicaid
reimbursement
than
they're
paying.
I
Okay,
one
quick
question:
did
the
state
of
new
jersey
were
they
responsible
for
charity
care
reimbursement
to
the
hospitals?
These
last
three
years.
S
T
Yeah,
so
your
question
was
what
we
stayed
in
new
jersey
paid
for
charity
care:
yeah
yeah.
Yes,
they
did.
They.
T
Yeah,
but
it
still
doesn't
cover
all
of
the
cost
and
medicaid
reimbursement,
as
ashlin
mentioned,
does
not
cover
all
of
the
cost
of
medicaid
patients
and
then
there's
all
the
charity
care
costs.
So,
in
terms
of
the
you
know,
whether
hospitals
in
other
counties
will
be
required
to
still
provide
services
and
that
they're
still
going
to
be
providing
these
services
in
other
counties
that
don't
have
this
program.
They'll
just
have
less
resources
to
do
so,
which
is
why
you
know
that
the
thought
is.
A
B
C
B
C
A
Q
Matter
change
before
we
move
before
we
move.
Can
I
through
through
you?
I
noticed
that
a
few
of
my
colleagues
have
said
yes
on
first
reading,
which
they
took
a
page
out
of
my
book.
I
started
to
do
that.
However,
if
there's
going
to
be
some
very
serious
concerns
or
questions,
maybe
we
need
to
get
this
back
before
the
committee
sooner
than
later
to
the
next
meeting.
It
sounds
to
be
sound,
to
be
some
hesitation
and
and
I'll
be
perfect.
Q
Q
Through
you
to
to
jerry-
and
I
stand
to
be
corrected
at
the
last
meeting,
or
so
we
talked
about
the
state
getting
back
to
bonnie.
I
believe
with
that
on
that
last
meeting,
but
anyway
jerry
and
I
had
a
conversation
with
the
new
local
finance
director,
lee
bonnie
since
then
had
a
conversation
with
her
and
the
correctness.
Q
What
it
is
he
was
looking
for
with
the.
If
we
could
just
let
the
commitment,
no.
S
Yes,
that's
correct.
You
called
me
on
friday
and
yeah.
She
miss
suarez,
did
send
bonnie
an
email
approving
the
the
casino
as
well
as
what
we
would
owe
atlantic
city,
but
my
bonnie
did
the
calculations
for
what
we
would
owe
atlantic
city
and
they've
approved
both
of
them.
Q
So
we
know
that
there
is
a
new
director
from
the
state.
Mountain
walk
is
no
longer
in
that
department
and
I'm
certainly
looking
forward
to
working
with
this
new
young
lady.
She
did
make
it
down
to
to
the
mayor's
state
of
the
city
on
thursday
jerry.
She
made
it
a
point
to.
Let
me
know
thursday
night
that
she
approved
it.
It
was
the
interesting
thing
about
it,
but
it
looks
like
we
may
have
citywide
and
countywide
a
good
working
relationship
with
this
new
director
good
great.
G
One
question:
I
guess
it's
for
jerry
now
that
it
appears
that
that
congress,
I
guess,
is
getting
back
to
work
and
potentially.
G
How
would
that
be
added
to
our
budget
moving
forward?
Will
we
be
able
to
pass
an
amended
budget
sometime
in
the
future
again,
that
will
actually
receive
something
I
mean
they're
relatively
near
the
next
couple
months
or
so.
How
will
that
be
budgetary-wise.
S
What
will
happen
is
when
they
finally
make
their
decision.
What
will
happen
is
we'll
have
the
money
we'll
be
able
to
spend
it
and
then
bonnie
bonnie?
Will
I
and
again
I'll
you
know
I'll
defer
to
bonnie
in
the
past,
she
hasn't
been
able
to
appropriate
the
funding
and
hopefully
they'll,
allow
us
to
appropriate
the
funding,
so
she'd
be
able
to
offset
those
expenditures,
but
but
bonnie's
here
she
could
explain
exactly.
You
know
the
process
that
she
would
have
to
follow
if
they
gave
us
the
money.
D
U
You,
it
all
depends
on
how
the
funds
come
to
the
county.
There
was
a
portion
of
the
money
last
year
that
we
received
that
was
considered
reimbursement,
based
only
which
means
we
submitted
a
report
of
expenditures.
We
offset
the
appropriations
with
those
revenues
or
if
it's
considered
a
grant,
we
would
add
it
on
as
a
chapter
159
resolution
that
you're
familiar
with,
and
we
would
have
the
result,
the
revenue
and
the
appropriation
for
those
dollars.
B
Yes,
chairwoman,
we
have
creed
poke
who
will
move
from
an
attendee
to
a
panelist
to
ask
his
question.
D
V
Thank
you.
I
guess
my
question
part
of
that
may
already
have
been
asked
by
commissioner
days,
but
I'm
recalling
for
municipal
budgets.
V
If
the
budget
is
introduced
and
then
new
revenues
come
in,
then
the
only
thing
you
were
allowed
to
do
with
it
was
in
essence,
artificially
reduce
the
tax
levy
which,
if
it
was
a
one-time
thing,
then
you
would
wind
up
having
a
big
bump
in
the
subsequent
year
since
potentially-
and
obviously
we
don't
know
what
the
final
numbers
are
going
to
be,
350
billion
dollars
nationwide,
you
know,
could
have
a
major
effect
and
it
would
kind
of
depend
on
how
some
of
that
is
handled
for
previous
previous
year
or
going
forward.
V
You
know,
honestly,
I
was
wondering
whether
it
was
at
all
prudent
to
potentially
delay
introduction.
Just
so
there's.
No,
you
know
potential
issues
with,
depending
on
how
that
money
actually
comes
through
is
distributed
et
cetera.
S
Let
me
say
I
shouldn't
hold
up
the
budget
and
I'll
let
bonnie
since
she's
already
explained
how
much
money
we
got
last
year
and
it
doesn't
really
impact
your
budget
so
why
you
want
to
go
through
that
bonnie.
So
you
know
I,
if
I
understand
you
correctly,
would
you
would
you
think
is
because
they
give
us
money
if
that's
considered
revenue
and
that
will
impact
next
year's
budget.
So
let
bonnie
explain
what
how
they
actually
handles.
That.
U
Well,
first,
just
a
comment
in
2020
the
dollars
that
we
received
from
the
cares
funding
didn't
come
until
sometime
in
october,
even
though
this
pandemic
started
in
march.
So
there
was
a
delay
and
there
were
expenses
that
we
had
to
actually
cover
until
some
funding
came
through.
So
with
that
said
again,
like
I
mentioned
to
commissioner
days,
it
all
depends
on
how
the
funding
comes
to
us
and
how
it's
presented
the
dollars.
U
We
we
got
1.9
million
dollars
last
in
2020.
That
was
reimbursement
based
and
again
those
dollars
didn't
come
until
late
in
the
year,
and
then
there
were
was
funding
that
would
came
in
as
grants.
There
were
some
private
grants,
and
that
comes
in
as
a
revenue
and
an
appropriation
so.
V
Madam
chair,
I
I
I
appreciate
the
miss
linwall
on
that
I
was
just,
I
think,
we're
all
saying
the
same
thing
a
little
differently
and
that's
fine.
I
was
just
trying
to
get
an
understanding
of,
I
didn't
know
for
sure
if
the
same
rule
applied
to
the
county.
That
applies
to
municipalities,
but
if
we're
figuring,
the
likelihood
is
that
it
won't
be
state
aid,
and
hopefully
it
will
be
much
much
sooner
than
october,
hopefully
perhaps
sometime
in
march
or
april.
First,
you
know,
then
you
know
that's
fine.
V
V
B
Yes,
we'll
raise
her
to
a
panelist
chairwoman.
Thank
you.
W
Hi
mike
it's
kind
of
along
the
same
lines
with
the
tax
rate
being
impacted,
would
it
fall
if
the
federal
government
money
comes
through?
I
I
was
unclear
on
that.
S
Striking
a
tax
rate
we're
we,
we
are
striking
a
tax
rate
without
those
dollars,
so
so
it
should
not
impact
the
tax
rate.
What
impacts
your
tax
rate
is,
is
your
assessed
value
in
your
town
and
what
and
what
your
ratio
is
in
in
your
town
when
the
abstract
derivatives
comes
in,
so
this
budget
is
being
struck,
those
those
dollars
what
they,
what
they
should
do
and
again
bonnie's
on
is
if
we
were
to
get
the
size
of
the
number
of
dollars
that
mr
pogue
is
talking
about.
S
Well,
I'm
I'm
I'm
going
to
defer
to
bonnie.
I
don't
I
I
believe,
we'll
strike
a
budget
that
will
be
it.
I
don't
think
we're
going
to
go,
so
you
can't
once
it
struck
it.
I'd
say
right,
that's
it!
Okay,
okay,
bob
just
so
you
know,
bonnie
will
be
responsible
that
I
think
the
second
reading
is
scheduled
for
march.
16..
Bonnie
will
submit
her
budget
immediately
after
that
and
they
will.
S
You
know
unless
something
happens
where
they
get
money
in
advance
and
they
allow
us
and
again
bonnie's
on
diana's
on
jeff's,
on
with
a
series
of
dollars
that
they
give
us
before.
This
budget
is
adopted,
where
we
could
actually
go
in
and
make
modifications
in
a
budget
where
we
we
might
have
to
do
it
another
first
reading
and
then
we'd
have
a
second
meeting.
Then
maybe
that
could
happen
and
I
would
defer
to
bonnie
again
so.
U
I
would
agree
with
you
100
percent
jerry
and
what
you
said.
I
mean
we've
included
as
many
grants
as
we
have
in
this
introduced
budget,
because
the
direction
from
local
government
services
is
any
award.
Letters
that
you
have
at
the
time
of
introduction
need
to
be
included
in
your
document.

Q
Madam
chairman,
can
someone
explain
this
to
me
a
little
bit
more?
This
looks
like
a
a
back
running
deal
going
on
right
here.
So
can
somebody
kind
of
explain
this
to
me?
Q
It
almost
looks
like
something
we
just
did
for
our
county
coordinator,
famika
and
now
it
looks
like
you
come
into
a
different.
I
could
be
wrong.
These
same
numbers
seems
to
appear
so
please
medicare.
If
the
administrator
be
able
to
explain
to
me
what
this
is.
S
Yes,
it's
just
the
renewal
grant
frank
was
told
to
put
in
the
grant
the
grant
again
originally
just
so
you
know
the
original
grant
was
supposed
to
be
effective
january.
1
of
2022.
S
Q
Yeah
everybody's,
getting
some
feedback,
and
I
don't
know
where
we
just
had
mr
famika
and
the
salary
was
42
40
000
and
some
change.
We
talked
about
the
county
in
in-kind
match
and
plus
the
50
000,
which
I
raised
the
last
time,
and
you
indicated
to
me
that
that
was
going
towards
health
insurance.
Q
The
question
I
have
is:
are
you
at
the
end
of
the
day?
Is
the
salary?
Ninety
thousand
two
hundred
and
sixty
dollars.
S
Q
And
so
my
colleagues
are
going
to
ask
this
question,
but
I
will
tell
me
that
come
january
yeah,
frank
for
me
just
having
a
good
time
in
the
position
right
now
again
a
two
percent
increase
which
is
normal
across
the
board
right.
But
if,
if
it
says
40
thousand
dollars
that
healthy
approach
to
me
at
50
000
is
to
be
kind
of
high.
Q
S
Q
Q
It's
no
misunderstanding
because
I
know
how
to
probably
misread
stuff
and
think
that
they're
going
after
the
individual
and
and
so
we're
clear,
it
is
indeed
a
grant.
The
salary
is
forty
thousand
plus
or
two
percent.
Whenever
that's
going
to
occur
and
the
family
package
in
terms
of
insurance
is
somewhere
around
thirty
to
thirty
three
thousand
dollars
a
year
and
according
to
your
comments,
jerry
whatever's
left
over,
you
use
it
at
your
discretion.
Q
Q
So
that
that
the
only
part
that
concerns
me,
whatever
is
the
part
that
concerns
me,
but
would
it
be
fair
to
say
whatever's
left
over,
you
could
use
it
for
office,
equipment
or
supplies
or
something
to
help
him
along
the
way
in
terms
of
his
performance
as
the
share
service
coordinator
jerry.
Unfortunately,
I
can't
read
lips
and
you
keep
going
on
me.
Okay,
yes,.
S
Q
That
that's
problem
and
the
other
thing
is,
I'm
done
with
it
again.
It's
a
grant
and
I
get
it
at
some
point
in
time.
Will
you
be
considering
the
administration
considering
having
him
with
like
a
secretary
or
an
aide.
Q
Q
That's
correct,
okay,
I
think
I'm
clear,
I'm
always
about
the
money
part
because
it
looks
like
when
it
first
came
up.
If
you
didn't
calculate
it
right,
the
salary
would
have
been
somewhere
around
90
grand
and
you
indicate
that's
not
accurate,
so
we
certainly
take
it.
Take
you
at
your
word
on
it
and
it's
on
the
record.
S
What
you're,
what
you
you're,
not
you're,
looking
at
the
actual
grant
document
you
you
got
the
page
and
the
page
talks
about
salary
and
wage,
the
fringe
benefits,
indirect
costs,
other
costs,
so
it
I
don't
know
your
the
total
program
cost
is
the
90
000.,
so
I'm
not
sure
what
you're
looking
at.
So,
if
you
don't
have
that,
I'm
more
than
willing
to
send
you
that
those
documents,
so
you
see,
I
saw
that
earlier.
Q
Right,
I
just
wanted
to
be
clear
and
I
didn't
know
it's
a
grant
and
that
at
that
day
the
salary
is
not
ninety
thousand
dollars.
No
40
plus.
Q
Lot
and
listen-
I'm
not
object
to
it.
To
make
sure
I
understand
yep.
B
Mr
pogue
just
brought
it
to
our
attention
that
on
number
four,
it
includes
the
word
freeholders.
A
copy
of
grant
agreement
shall
be
filed
with
the
clerk
of
the
board
of
commissioners
freeholders.
So
we'll
remove
that.
Thank
you,
mr
pogue.
Q
C
E
C
B
I
A
C
B
B
C
C
D
A
B
A
C
C
Q
S
Well,
you
know
it's
from
the
last
of
the
black
horse
spike
and
maybe
the
county
engineer
would
address
that.
Would
you
like
that.
C
B
E
D
B
C
Q
Q
Through
you
to
jerry,
I
see
we
have
two
change
orders
here
and
one
is
to
extend
it
only.
I
am
willing
jerry
to
cut
a
deal
with
you
on
this
one
that
I
would
support
it
if
you
all
forgot
when
or
they
want
to
replace
the
guardrail.
Q
If
you're
coming
off
the
white
horse
pipeline
to
it's
been
damaged
for
some
months
now,
I
believe
it
was
a
bad
accident,
but
that
guard
rep
has
been
sitting
looking
like
that
for
for
a
minute.
So
if
you
can
almost
negotiate
with
me
with
a
half,
yes,
I
think
I
could
support
this.
S
S
S
S
Well,
they,
you
know
what
this
is
right.
You
you
understood
what
this
was
mark
market
recommended
several
different
kinds
of
contracts
that
we
have
on
call.
Okay,
one
of
them
was
guy
rail,
one
was
paving,
and
so
this
is.
This
is
the
on
call.
So
when
we,
when
there
are
things
like
that,
that
you
guys
might
see
traveling
around
the
county,
this
is
this
is
why
we
we
got
that
contract
done.
A
G
Between
smithfield
boulevard
and
there's
been
a
lot
of
flooding.
X
The
commissioner
dave's
referring
to
is
close
to
old
port
road
there's
a
culvert
underneath
that
timber
colbert
we're
also
looking
at
that
timber
covert
for
replacement,
but
we're
working
on
I'm
you
know
trying
to
trying
to
put
that
all
together
in
one
project.
X
Yes,
that
guide
rail's
been
beat
up
for
it
a
lot
of
years,
and
I
mean
it's
holding
together,
but
it
needs
some
some
major
improvements
there.
I
had
a
meeting
with
galloway
township
last
week,
and
that
was
part
of
the
discussion
we
had
with
galloway,
but
that
is
our
guide
rail,
our
culvert
and
we're
looking
at
replacing
it.
Okay,
if.
G
We're
talking
about
the
cm1,
it's
it's
that
it's
actually
done.
It's
damaged
and
there's
a
big
orange
cone,
that's
also
falling
over.
So
while
we're
making
deals,
I'm
going
to
make
sure
that
that
one
was
on
the
agenda
as
well.
So
thank
you.
A
D
D
K
Q
I'm
gonna
vote
yes
on
this
resolution
and
also
I'm
gonna
vote
yes
for
district
three
in
the
absence
of
the
commissioner
is
gonna,
be
there.
So,
yes,.
C
E
B
Q
B
Amending
resolution
number
559
adopted
november
10th
2020
an
emergency
contract
with
io
icofano
group,
limited
liability
corporation
for
the
purchase
of
frozen
meals
and
shelf
stable
meals
to
the
atlantic
county
division
of
intergenerational
services,
nutrition
program
participants
to
the
to
extend
the
term
date
net
increase.
Seventy
five
thousand
dollars
motion.
B
A
C
B
A
C
D
A
C
E
A
B
A
C
B
A
C
E
E
A
Okay,
once
again,
I'd
just
like
to
thank
these
people
who
take
the
time
away
from
their
families,
and
you
know
anything
that
they're
doing
in
their
lives
to
be
on
these
boards
ever
welcome.
C
A
Okay,
that
brings
us
into
our
commissioner,
sponsored.
We
have
resolution
55.
N
Chairwoman,
if
I
may,
it
was
my
intention
to
bring
this
resolution
off
the
table
today
and
replace
it
with
text
that
was
more
focused
on
unity
than
blame,
but
that
language,
for
whatever
reason,
never
made
it
to
the
commissioners
this
week,
and
so
I
will
leave
it
on.
Q
N
Q
B
Commissioner
fitzpatrick
I'm
going
to
take
the
blame
for
that.
I
I
just
the
instructions
from
the
attorney.
If
it
had
come
off
the
table,
then
we
were
going
to
send
it
out
to
each
of
the
commissioners
today.
So
I'll
accept
fault
with
that,
it
was
just
my
understanding.
Since
it
was
on
the
table,
it
remained
there.
The
action
was
it
had
to
come
off
the
table
and
then
the
new
language
would
would
have
been
inserted.
B
N
Q
Listen
not
the
point
to
think
I'm
just
I
guess
I'm
taking
a
little
low
back,
because
even
the
clerk
with
all
due
respect,
we
have
an
attorney.
He
should
have
sent
something
out
to
all
of
us
saying
that
this
is.
That
was
not
a
way
that
that's
how
it
worked
in
terms
of
to
take
it
off
the
table
to
add
language
going
forward.
Q
I
certainly
asked
our
attorney
to
make
sure
that
that
is
very
explicit
and
clear
going
forward
and
some
of
my
colleagues
they
know
everything,
so
they
probably
knew
that
was
the
ruling
the
regulations,
but
I
I
did
not
know
that's
how
it
worked,
because
this
would
have
been
the
third
meeting
was
pulled.
One
meeting
didn't
come
up
at
the
next
meeting.
Q
It's
on
the
agenda
this
time,
for
whatever
reason
and
don't
worry
about
pointing
the
finger,
I
just
hope
we
can
make
it
correct
going
forward
and
that
if
there's
going
to
be
some
type
of
delay,
let's
put
it
in
writing-
and
certainly
I
don't
hold
my
clerk
responsible
at
all.
But
I
am
going
to
put
some
of
this
onus
on
the
attorney.
He
gets
paid
a
lot
of
money
to
advise
us
so
but
seriously
going
forward.
I
certainly
hope
that
we
can
clean
up
that.
Y
Fairness,
the
process
I
did
receive
even
on
communications,
I'm
not
going
to
publicly
talk
about
those
communications
because
of
the
client
privileged
communication,
but
without
getting
into
the
nature
of
it.
I
can
tell
you
I
definitely
communicate
about
how
to
deal
with
this
and
the
correct
way
to
deal
with
it
and
I'm
not
so
sure
that
the
actual
change
and
amendment
should
have
been
included
in
the
agenda.
To
be
frank
with
you,
because
technically
it's
tabled
and
you
have
to
take
it
off
the
table
to
then
discuss
how
you
might
amend
something.
Y
So
I
don't
know
that
the
clerk
necessarily
needs
to
be
blamed,
and
I
communicated
this
and
I'll
just
leave
it
at
that
and,
as
always
I'll,
be
open
to
communicating
with
anybody
who
writes
to
me
I'll,
write
back
to
them
and
we'll
deal
with
it.
But
again
I
don't.
I
don't
want
to
get
into
details
because
it's
an
attorney-client,
privileged
communication,
but
I
can
assure
you
I
will
definitely
be
responsive.
Y
Q
Are
we
the
clients?
You
are
yeah,
but
let
me
say
this
to
you
all
due
respect,
I'm
also
a
sponsor,
and
nobody
reached
out
to
me
other
than
karen
said
something.
You
still
have
an
obligation.
Even
though
I'm
a
sponsor,
you
could
have
had
a
conversation
with
me.
Well,
the
last
time
I
checked,
I
was
a
co-sponsor
this
resolution
and
again
I
would
agree
with
you-
we're
not
going
to
put
the
blame
on
the
clerk
and
really
not
to
blame
anybody,
but
I
just
think
communications
is
the
key
yeah.
Y
So
that's
that's
a
fair
point.
I
I
received
a
specific
communication
with
certain
people
on
the
email
and
I
responded
to
that
that
group.
So
if
I
should
have
maybe
realized
you
weren't
on
that
initial
communication
I'll
own,
that
for
sure
and
I'll
make
sure
you're
included
to
the
extent
I
can
recall
remember
that
you
were
a
sponsor.
That's
that's
a
different
issue,
but
I
hear
what
you're
saying.
Q
Thank
you
because
I
I
don't
want
to
hold
up
meetings
for
unnecessarily
stuff
but,
like
you
said
certain
communications
from
certain
people,
that's
fine,
but
whether
whether
it
was
meek
sponsoring
this
or
somebody
else,
whoever
the
co-sponsors
are
sponsored.
I
think
it's
just
communication.
So
it's
just
a
breakdown.
It
was
a
disconnect
and
we
hope
that
going
forward.
We
don't
see
this
as
a
repeat.
Y
Yeah,
just
I
guess
I
can
only
I'll
leave
it.
What
I
said
we
can
talk
privately
if
we
need
to
leave
it.
No.
Q
K
Matter
clerk:
yes,
if
we
could,
can
we
get
a
basically
a
description
from
mr
adrian
as
to
the
process
when
something
is
tabled,
how
to
get
it
back
on
and
that
way
it
could
be
emailed
to
each
commissioner
yesterday,
in
the
future.
Y
And
again,
I
was
responsive
to
a
certain
a
certain
group
of
people
on
this
side
of
the
email.
So
when
something
is
tabled,
it
technically
has
until
this
subsequent
meeting
and
then
it
expires
as
it
calls
it.
It's
referred
to
as
dying
on
the
table.
However,
commissioner
fitzpatrick
did
raise
it
as
an
issue
that
she
wanted
the
tabled
resolution
to
come
up
in
this
meeting
and
have
it
placed
on
the
agenda.
Y
So
that's
that's
the
way
it
should
look
and
then,
if
you
wanted
to
re,
if
you
wanted
to
amend
that
tabled
resolution
after
it
came
off
the
table,
you
would
then
discuss
whatever
amendments
you
may
want
to
make
to
a
resolution
and
then
vote
on
the
form
of
that
resolution
in
the
form
of
an
amendment
and
then
ultimately
vote
about
whether
or
not
the
commission
wants
to
adopt
that
revised
resolution.
That's
the
process
of
how
it
should
unfold.
N
Well,
I
was
going
to
untable
it
today,
like
you,
instructed
me
to
do
and
then
have
a
conversation
about
new
language,
but
it
was
never
distributed.
So
that's
that's
the
rub
that
that's
where
the
communication
broke
down.
I
believe
and-
and
this
is
an
unusual
situation
there's
you
know-
I
really
have
no-
no
harm,
no
foul.
It's
okay,
we'll
move
on.
Q
Whether
I
agree
with
it
and
disagree
with
it
but
going
forward,
I
don't
expect
that
to
happen
again
and
if
it
does,
it
will
not
become
nice
conversations
and
I'll
leave
it
at
that.
Yeah.
Y
Q
I'm
saying
no
problem
but
but
going
forward.
This
will
be
the
last
time
I'm
going
to
make
exceptions
to
the
rule,
because
I
don't
mind
filibuster
and
I
don't
have
nothing
to
do,
but
I
can
stay
here
all
night
but
going
forward.
I
hope
we
have
a
better
communications
again,
no
matter
what
side
of
the
aisle
is
on
or
what
their
opinions
are.
I
think
we
all
should
be
sharing
the
same
information
and
we
I
I'm
assuming
you
know,
we've
grown
enough
to
make
a
sound
decision
or
whatever
decision
we
make.
Q
We
live
by
it,
but
I'm
a
little
taken
back
by
today's
activity.
But
again
I'm
willing
to
talk
to
you.
It
will
not
be
tomorrow,
so
I
can
tell
you
that
that
a
lot
of
stuff
happening
tomorrow,
but
maybe
before
the
week
is
out
whenever
you
want
call
me
thank.
Y
A
Okay,
thank
you.
Commercials.
Do.
I
have
okay,
we're
taking
this
off
the
table.
Does
that
require
any
vote.
Q
Madam
chad,
I
don't
want
to
repeat,
but
I
think
we
all
agree
that
the
last
meeting
this
is
the
right
thing
to
do
in
terms
of
the
hard
rock
the
willingness
in
this
difficult
time
was
able
to
do
something
to
continue
to
help
their
employees
and
it's
just
a
small
way.
Members
of
this
commission
will
say
thank
you
to
to
hard
rock
and
this
ownership
and
staff
and
let
the
employees
know
I
mean
we
recognize
that
you
know
they
didn't
have
to
do
it,
but
they
did
it.
Q
It's
the
old,
the
old
speech.
I
often
give
they're
the
working
poor.
They
pull
out
coffee,
they
park
our
cars,
they
make
our
beds,
they
take
two
buses
every
day
to
get
to
work,
but
they
come
to
work
every
day,
but
the
fact
that
hard
rock,
so
it
not
robbery
to
to
reach
out
to
give
them
a
little
bonus
that
little
bonus.
Some
people
probably
went
a
long
ways
believe
it
or
not.
Q
So
I
think
that's
basically
what
we
wanted
to
do
here
today
to
show
hard
rock
and
others
how
much
we
appreciate
what
they've
done.
F
K
K
They
gave
two
hundred
thousand
dollars
to
five
five,
not
for
profits
in
the
area,
one
of
which
I'm
involved
in
which
is
advanced
star,
which
is
formerly
the
women's
center,
and
I
can't
say
enough
about
hard
rock
to
do
a
great
job
in
and
for
atlantic
city
and
for
atlantic
county,
and
this
is
a
well-deserved
mention,
honoring
of
hard
rock.
Thank
you.
C
A
I
Thank
you.
After
a
few
weeks
ago,
we
had
a
meeting
and
we
had
a
lengthy
discussion
on
the
new
jersey
senate
resolution
that
was
brought
before
us
condemning
violent
acts.
I
We
had
a
lot
of
discussion
that
day
we
had
a
lot
of
views
that
were
brought
out
my
concerns
at
the
time
I
expressed
them
that
I
didn't
think
that
resolution
went
far
enough.
I
didn't
think
it
addressed
a
lot
of
concerns
that
were
happening
nationally
for
a
lot
of
different
people,
so
I
took
a
lot
of
extra
time
in
crafting
this
resolution,
for
you
guys
to
consider
today,
and
I
hope
the
free
little
boy
will
consider
it.
I
I
made
sure
to
make
it,
at
least
in
my
mind,
something
that
an
individual
group
or
for
an
individual
party
can't
particularly
look
at
it
and
get
the
wrong
message.
The
message
is
pretty
straightforward:
when
we
talked
about
citizens,
I
talked
about
all
citizens
have
the
right
to
to
work
in
community
groups
to
live
free
from
violence.
I
talked
about
riotous
conduct
across
the
country,
but
then
not
only
what
happened
here
in
one
in
our
area,
not
just
what
occurred
at
the
capitol,
which
I
mentioned
it
as
well.
I
D
I
A
lot
of
time
in
crafting
this,
because
I
really
believed,
as
I
said
at
the
time,
I
thought
the
atlantic
county
board
of
freeholders
can
do
better
than
that
resolution.
If
you
want
to
send
a
message
to
the
people
we
represent
and
to
the
people
around
the
country,
you
take
a
stand
on
this.
There
is
no
other
way
but
the
democratic
process.
Everyone
has
the
right
to
get
together
to
have
a
difference
of
opinion
to
protest
in
any
peaceful
way.
I
I
They
don't
have
a
right
to
destroy
other
people's
lives,
and
I
think
that
us,
as
a
board,
should
give
careful
consideration
to
this
resolution
and
give
it
I
hope,
you'll
condone
and
support
it.
I
really
think
it's
the
right
thing
for
us
to
do
and
if
the
board
says
chooses
I'd
like
to
make
sure
at
the
end
of
this.
If
this
approves
and
passes
it
that
we
send
it
to
all
our
state
legislators,
maybe
it's
something
they
need
to
see
on
how
you
need
to
address
some
of
the
issues.
I
If
you
want
to
face
the
current
political
climate
in
the
country,
if
you
want
to
make
a
difference
as
atlantic
county,
like
I
like
to
say,
we
tend
to
do
things
better
here,
because
we
carefully
think
about
it.
We're
not
looking
at
just
one
side
of
one
particular
side,
you're,
looking
at
what's
fair
and
what's
right,
and
I
think
for
you
guys
to
consider
this
resolution.
I
N
Okay,
I
I
read
with
great
interest
commissioner
bertino's
resolution
and
I
think
that
his
effort
to
make
it
nonpartisan
was
well
done.
However,
I
would
add
somewhere
in
here-
and
I
think
it
best
fits
in
the
third
paragraph
on
the
second
page,
where
he
says,
whereas
violent
insurrections
by
riotous
individuals
and
riotous
groups
must
be
condemned
absolutely
and
in
the
strongest
terms.
N
I
think
that
that
is
the
place
to
say
that
words
matter,
especially
from
leaders,
no
matter
what
an
elected
official's
position
is,
whether
it's
dog,
catcher
or
president
of
the
united
states,
words
matter
and
people
listen,
your
words
have
greater
weight
than
the
general
public,
and
I
think
that
that
needs
to
be
added
to
this
resolution.
N
Our
residents
and
our
the
people
who
look
to
us
for
leadership
should
know
exactly
who
their
leaders
are,
because
the
way
you
think
about
national
issues
definitely
impacts
the
way
you
think
about
our
day-to-day
concerns.
In
this
county-
and
I
think
that
we
should
be
very
transparent
about
how
we
think
some
some
people
are
going
to
like
it,
and
some
people
aren't.
N
But
this
is
a
democracy.
A
republican
and
those
people
are
going
to
elect
the
people
who
think
the
way
they
do,
and
I
think
that
we
need
to
we
sh.
We
have
a
responsibility
to
take
into
account
national
issues,
just
as
this
board
did
on
immigration
and
gun
control.
It
was
convenient
at
those
times
and
okay
to
do
for
that
issue
when
it
was
in
in
the
majority's
best
interest.
A
J
Sorry,
commissioner,
and
just
wondering
if
commissioner
fitzpatrick
do
you
have
like
a
specific
spot,
you
want
to
enter
that
language
in.
J
I
I
wouldn't
have
a
problem
for
me
as
the
sponsor
to
amend
it
to
say
violent
insurrections
by
riotous
individuals
and
riotous
groups
must
be
condemned
absolutely
and
in
the
strongest
terms
and
words
matter
by
all
our
elected
officials.
I
have
no
problem
with
that.
A
B
O
You,
commissioners,
I
really
appreciate
you
allowing
me
just
to
thank
commissioner
fitzpatrick
on
her
amendment
of
this
issue
and
also
all
the
commissioners
that
express
their
feelings.
The
one
thing
as
a
person
of
color
in
this
in
atlantic
county
in
egg
harbor
township,
is
the
one
thing
I
want
to
make
sure
that
we
are
all
aware
of
is
that
we
need
to
be
very
sensitive
to
the
fact
that
there
is.
O
There
is
an
underlying
issue
of
violence
in
in
within
our
community
that
we
just
must
condemn.
So
I
I
just
wanted
to
be
as
a
person
in
the
community
just
want
to
thank
you
all
for
taking
up
this
issue
and
for
making
it
taking
it
into
serious
consideration.
B
Yes,
we
also
have
creed
pogue,
who
would
like
to
speak,
and
mr
pogue,
you
can
speak
now.
V
Thank
you,
madam
clerk,
just
to
say
that
the
situation
on
january
6th
occurred
because,
as
the
republican
leader
of
the
senate,
the
I
think
he's
the
junior
senator
from
ohio
as
well
as
many
others
stated,
because
one
person
went
with.
What's
called
the
big
lie,
and
in
this
case
the
big
lie
was
about
who
won
and
how
the
election
was
held
and
everything
else,
and
one
would
hope
that
this
was
over.
D
B
I
don't
believe,
do
we
have?
Oh,
yes,
we
have
one
more
comment
from
celeste
fernandez.
Okay,
we
are.
Z
Z
Let's
put
it
that
way,
so
that
is
included
whatever
is
happening
in
the
national
level.
I
can
tell
you
myself
that
is
happening
in
our
local
level
as
well.
So
when
we
call
to
unity
and
accept
and
respect
a
democratic
process,
we
had
to
lead
by
example,
and
I'm
referring
to
respecting
each
other
in
our
decisions.
Z
We
have
a
commissioner,
dr
therma
weatherspoon
that
was
appointed
to
a
seat
to
a
seat
that
is
open
until
the
next
election,
but
for
some
reason,
that's
not
being
respected,
and
I'm
referring
to
when
former
chairman
formica
resigned,
mr
or
the
commissioner
ballet
was
appointed
to
the
city
with
know
issue
and
my
my
respect
to
mr
commissioner
ballis
nothing
against
him.
But
when
we
speak
about
respecting
the
democratic
process
and
respecting
each
other,
we
gotta
start
at
home
and
we
gotta
lead
by
example.
Z
So
we
respect
that
as
a
citizen
and
that
he
was
appointed
to
that
seat
because
it
was
vacant
and
the
same
thing
should
be
done
to
commission
a
thermal
weather
spoon
because
it's
vacant.
So
let's
start
with
each
other.
It's
not
about
parties
pipeline,
it's
not
about
being
republican
or
democrat.
It's
about
being
human.
We
are
atlantic
county
citizens.
We
are
looking
for
the
same
purpose
for
the
same
outcome,
for
the
better
men
or
for
the
betterment
of
our
communities
and
our
families
and
our
future.
Z
A
P
Kim
is
good
afternoon
again
good
afternoon,
so
you're
doing
this
resolution.
How
do
you
plan
to
implement
it
because,
as
a
previous
participants
stated
celeste,
there
is
a
lot
going
on
in
this
county.
We
all
know
it.
We
all
see
it
daily,
but
everybody
isn't
given
the
same
opportunity
that
is
granted
to
them.
But
my
question
is:
how
do
you
plan
on
implementing
this.
I
Thank
you,
I
think
the
language
in
it
from
where
the
board
the
commissioners
stand,
really
speaks
for
itself.
I
think
it
could
be
used
pretty
much
as
a
model
on
how
people
should
be
treating
themselves
treating
each
other.
How
do
you
implement
it?
I
think
making
them
passing.
This
resolution
is
the
first
step
this
body
is
taken
by
telling
people
publicly,
because
this
will
be
reprinted
in
papers
where
we
all
stand
and
what
we
all
feel
and
how
we
do
care
about
the
people
we
represent.
I
So
I
think
it's
already
in
there.
How
do
you
imp
sending
this
out,
as
I
stated
earlier,
to
maybe
our
legislators,
to
see
how
atlantic
county's
leading
the
way
we
believe
you
should
be
looking
at
these
issues?
Maybe
it'll
send
a
message
to
them
to
change
some
of
the
ways
they
do
in
trenton.
I
don't
know
that,
but
I
think
it's
an
opportunity
for
us
to
move
forward
as
the
group
because
it
to
me
it
really
was
the
right
thing
to
do.
A
Okay,
thank
you.
We
have
a
motion
and
a
second
on
the
floor
for
the
amendment,
so
we're
going
to
vote
on
that
right
now.
Is
that
the
way
I
understand?
Okay,.
Q
Before
she
calls
the
vote
on
the
amendment,
so
I'm
clear
that
commissioner
patino
has
been
referring
to
us
all
night
as
freeholders,
so
maybe
that
resolution
that
he
wants
to
pay
was
done
december
31st.
But
now
that
we
are
commissioners,
maybe
he
he
just.
I
Q
Well,
I'm
paying
attention
because
words
matter,
but
I
just
want
to
let
you
know
that
we
are
commissioners
and
that
maybe
my
other
colleagues
down
here
will
consider
supporting
your
resolution.
But
if
they're
freeholders,
we
ask
that
they
be
removed.
A
C
E
A
Okay,
you
can
now
vote
on
the
resolution,
so
it
was
just
admitted
like
he
said.
C
B
E
C
Q
Let's,
let's
see
if
we
can
continue
doing
that,
going
forward,
see
we
we
can
cross
party
lines
and
do
the
right
thing.
So
you
know,
let's
see
if
how
long
this
lasts.
A
Thank
you,
commissioner.
Okay.
That
brings
this
concludes
the
written
portion
of
our
agenda.
Any
reports
of
special
committees
of
the
board.
A
Being
on
any
new
business,
seeing
none
looks
like
everybody's
packing
up
around
here.
We've
received
copies
of
written
communication
and
petitions.
Any
commissioner
have
anything
they
want
to
bring
forward.
Q
Just
for
public,
the
written
communication
would
be
not,
but
just
for
my
colleagues
and
others
who
know
that
tomorrow's
a
very
big
big
big
big
day
in
atlantic
city,
the
explosion
of
the
trump
plaza,
and
it
is
something
that's
long
overdue
people
will
be
watching
it
all
over.
We
have
so
much
media
across
this
country
who
is
participating,
is
coming
but
more
importantly,
that
I'm
not
as
old
as
john
risley.
So
I
can't
remember
a
whole
lot
of
buildings
in
atlantic
city.
Q
That's
been
exploded,
except
I
was
around
for
the
sands
hotel
casino,
and
that
was
something
to
to
see,
but
the
the
the
significance
of
this
is
is
that
the
small
administration
had
talked
about
this
some
14
months
ago
in
one
year
today,
this
property
is
coming
down
only
thing
that
will
stop
this
property
from
coming
down
tomorrow.
If
it's
fog
or
lightning,
that's
it
other
than
that
it
is
a
go.
We've
gotten
folks.
Q
The
viewing
site
for
people
want
to
see
it
is
beta
field
gates
open
at
seven
a.m.
It's
a
ten
dollar
parking
fee,
but
I
gotta
tell
you
it's
the
best
view
in
atlantic
city.
If
you're
not
able
to
participate
in
the
one
atlantic
where
it's
another
event
going
there
for
folks
who
did
the
auction?
That's
another
location,
but
if,
in
fact
you
want
to
come
down
to
atlantic
city
folks
are
coming.
That
is
going
to
be
something
to
remember
getting
rid
of
an
eyesore.
Q
That's
been
sitting
there.
I
believe
since
2014..
Q
So
I
think
that
at
the
end
of
the
day,
hoping
in
the
very
near
future,
in
conjunction
with
icon
call
icon,
who
has
been
very
supportive,
who
also
donated
175
thousand
thousand
dollars
to
the
boys
and
girls
club,
because
the
auction
was
stopped,
it
has
a
lot
of
positive
stuff
to
it.
But
tomorrow,
if
you
do
not
atlantic
avenue
will
be
open,
certain
parts
of
pacific
avenue
will
not
be
open.
Q
Do
not
attempt
to
park
your
vehicles
if
you're
coming
down
anywhere
near
trump
plaza
in
that
area,
a
lot
of
it's
going
to
be
roped
off
and
that
safety
is
everyone's
number
one
concern.
That's
why
it
was
postponed,
and
so
it
looks
like
at
this
point,
there's
a
green
light
to
try
to
get
this
down
as
as
safely
as
possible.
But
when
it's
all
down,
it
will
still
stand
about
eight
feet
about
eight
stories
of
debris.
Q
Q
But
again
the
point
I'm
making
is,
if
you
do
not
have
to
be
in
that
area,
please
do
not
go
because
of
safety
issues.
You
can
view
it
on
the
city's
website,
the
press
of
atlantic
city
and
I'm
sure,
a
number
of
outlet
media
is
going
to
be
covering
it.
Q
If
you
cannot
make
it
down
to
atlantic
city
to
watch
it,
but
it's
something
to
to
be
a
part
of,
and
I
know
somebody
on
they
probably
thought
I
was
gonna
say
something
about
donald,
but
I
didn't,
but
I
just
want
y'all
to
know
that
this
is
a
safety
issue
for
all
of
us.
People
walking
the
boardwalk
and
many
of
you
known
debris
has
fallen
off
this
building
flowing
across
the
building,
a
boardwalk
etc.
Q
So
this
is
the
best
thing
to
happen
to
tear
it
down,
and
so
every
hour
will
be
on
atlantic
city
tomorrow,
and
certainly
the
boardwalk
in
short
term
will
go
back
to
normal,
walking,
riding
and
walking
and
running
up
and
down
the
boardwalk.
A
Okay,
thank
you,
commissioner.
Okay,
so
we'll
now
open
to
the
public
comments
portion,
anyone
they
would
like
to
speak.
Please
type
yes
in
the
and
the
resolution
number
or
anything
they
want
to
speak
on.
In
the
question
answer
box.
A
Will
then
well,
does
anybody
have
any
comments
for
the
good
of
the
order?
B
P
I
want
to
know
the
story
on
the
transfer
of
the
jails
that
is
coming
to
the
I
want
to
know
if
they
are
already
in
atlantic
city,
they
were
coming
from
cape
may.
I
think
where,
where
were
they
coming
from.
Q
I'm
sorry
was
it
glossier
county
is
its
revenue
generated
those
jerry
correctors?
If
we're
wrong,
those
municipalities
or
counties
doesn't
have
a
capability
of
how
female,
and
so
they
they
entered
an
agreement
with
atlantic
county.
You
have
the
necessary
space,
but
jerry
can
probably
give
you
a
better
only
tap.
Then
when
you
said
atlantic
city,
we
can't
have.
P
P
Yeah,
I
know
what
I
want
you
to
know
is
how
many
have
we
got
and
what
what
we're
I
read
where
we're
getting
money
from
that,
I'm
I'm
presuming!
We
we've
got
the
money
before
they
came,
so
I
want
to
know
what
is
what
is
that
story
line
on
there.
S
We
maintain
them
into
our
jail
because
gloucester
county
doesn't
have
a
jail,
and
so
we
we've
said
that
we
would
take
no
more
than
10
and
the
resolution
I
was
on
changed.
The
cost
to
them
used
to
be
89.36,
it's
now
95
and
the
other
issue
is
if,
if
they
have
more,
people
that
are
are
in
any
way
arrested
in
atlanta
county.
P
So
how
much
room
do
we
have
in
in
atlantic
county?
Because
I
thought
that
it
was
the
cape
may
county
that
it
was
in
that
they
were.
They
were
closing
that.
S
No,
no
cumberland
county
is
presently
under
a
there's.
A
lawsuit
was
filed
by
the
public
defender's
office
and
we're
waiting
for
them
to
settle
the
the
dispute.
So
here
there
will
be.
P
Okay,
and,
and
how
is
the
league
situation
there,
have
they
gotten
their?
How
are
they
getting
their
vaccines?
Are
they
on
any
list.
S
Oh
yeah
see
the
the
state
of
new
jersey
allowed
all
those
facilities,
jails,
state
jails
as
well,
our
their
prisons
and
and
county
jails
they've,
given
the
the
vaccine
to
in
our
particular
case,
it's
public
health,
the
public
health
went
out
in
in
every
we
started
with
staff,
all
the
staff
that
wanted
the
vaccine
got
the
vaccine
and
now
they're
beginning
on
inmates,
and
my
understanding
from
the
warden
and
and
mr
fedorko
is
on
here.
There
are
a
number
of
inmates
that
that
want
the
that
want
the
vaccine.
S
One
of
the
issues,
though,
and
there's
been
lots
of
discussion
about
this-
is
that
county
jails
and
I
believe
I've
seen
with
us
the
average
holding
time
is
probably
no
more
than
you
know
like
20,
maybe
30
days,
and
so
you
know
you
you've
got
to
be
careful
because
you
you,
if
presently
the
vaccine
that's
being
used,
is
modernity.
I
think
it's
28
days,
fizes
21
days,
which
means
you
know
they
they
may
not
be
in
the
jail.
