judge

cape
may
county.
As
of
march
1st
he'll
be
taking
on
his
duties
selected
by
by
the
chief
justice,
and
the
announcement
was
made
last
last
week.
So
congratulations

the
bench
is

our
municipal

I
think
the
best
president
josh
in
the
city
of
new
jersey,
without
a
doubt
and
thank
you,
josh
verasco
for
all
you've
done
over
the
last
10
years,
advancing
justice
in
our
municipal
courts
and
the
administration
of
our
courts.
At
this
point,
I'd
like
to
introduce
our

for
some
opening
remarks.
How

have
so
many
wonderful

of
a

judges
right

You
know
anyway,
we
are
certainly
planning
a
much
more
involved,
formal
dedication,
and
we
wanted
everybody
to
know
that
we're
working
with
county
government
and
everybody
and
we're
we're
looking
to
do
that
as
a
part
of
of
law
week.

If
you

which
is
the
first
week
in
may,
which
is
going
to
work
out
well-
and
I
mean
everything
is
coming
together
so
beautifully,
but
we're
going
to
do
that,
but
judge
mendes
felt
and
of
course
I
thought
it
was
very
special,
particularly
since
he
is
officially
retiring
at
the
end
of
this
month
and
has
had
so
much
to
do
with
this.
So
to
talk
into
to
the
county
and
certainly
to
the
court
we
wanted.

we
felt
it
was
important
that
judge
mendes
do
the
official
oath
of
office
to
our
judges.

could
not
be
here

but
we
have
we'll
introduce
judges
in
a
bit,
but
this
was
a
special
time
for
judge
mendes.
So
we
wanted
to
do
this,
particularly
for
you,
and
I
thought
that
was
really
a
good
thing
to
do
so.
I
just
wanted
to
just
say
a
few
things
that
I'll
try
to
reserve
a
lot
of
my
comments
for
from
may,
but
this
is
just
an
incredible
since
it's
our
first
public
gathering,
if
you
will,
this
is
just
an
incredible
time.
I
think
back
well.

18
months
ago
I
was
in
chambers,
with
judge
mark
sampson,
who
has
since
retired
judge
mendes
was
there
and
county
executive
levinson
called,
and
we
just
had
a
think
tank.

If
you
will
judge

executive
levinson,
I
was
thinking
about
the
possibility
of
a
consolidation,
and
we
just
started
pushing
some
ideas
around
and
clearly
judge
mendes
who
without
question
if
he
had
a
middle
name
besides
his
real
middle
name,
I
would
say
it's
reform
because
he
is
all
about
justice
reform
and
certainly
municipal
court
reform
and
judge
mendez
was
certainly
on
board.
With
that.

The
next
thing
I
know
county
executive
levinson
asked
for
a
county
administrator,
jerry
griffin
and
that
jim
ferguson
county
council
to
just
kind
of
get
together,
and
I
think
it
was
in
my
office
and
we
just
started
sharing
some
ideas
and
some
data,
and
next
thing
you
know
this
thing
just
really
started
spinning
rapidly.

Of
course,
we
were
well
as
we
still
are
in
the
middle
of
covid,
so
there
were
a
lot
of
virtual
meetings,
but
committees
and
and
everything
just
really
took
off,
and
it's
been
it's
been
a
whirlwind,
but
an
incredible
and
I've
been
in
this
business
for
over
40
years.
It's
just
one
of
the
most
incredible
experiences
that
I've
had
when
I
first
started
bringing
people
that
had
never
been
to
this
building
before.

know
this
building,
because
I
had
offices
in
here
for
about
the
first
15
years
of
my
career,
but
when
I
brought
brian
where's
brian
there's.

Brian
jenner
had
never
been
here
before
our
incredible
municipal
division
manager.
He
could
not
believe
this
great
facility
and-
and
I
kept
saying
this
is
a
great
facility
thanks
to
county
government,
how
they
maintain
this
renovated.
It
push
push
a
tremendous
amount
of
funding
in
this
and
we
all
knew
that
this
this
building
was
going
to
work.
If
we
could
pull
this
all
together
and
through
the
series
of
meetings
it
just
really,
it
just
really
really
was
again
an
incredible
moment.

Certainly
some
of
you
are

hopeful

justice

supportive,

least

all

folks

administrative
office
of
the
courts
state
government,

the

things
that
we've
done
with
state
government.

there

a
piece
of

we
probably

could
have
done
a
consolidated
court

legislation.

all

we
did
get
a
piece
of
very
important
legislation,
thanks
to

senator
sweeney,

much
behind
that
and
working
with
his
staff
division
of
government
services,
jim
jelena,
because
he
just
folks
he's

know
at
some
point
but
but
you
know
from
I
said,
state
government,
our
court,
you
know
the
superior
court,
the
municipal
court,
the
division
judge
belasco
brian,
all
of
those
folks,
everybody
wow
county
government.

ever

my

briefly
a
little
bit
of
context
about
seven
years
ago,
the
chief
justice
asked
me
to
share
a
statewide
committee
on
the
supreme
court
regarding
municipal
court
reform
and
since
that
time,
for
eight
years,
seven
or
eight
years,
I've
dedicated
a
tremendous
amount
of
time
and
effort
to
to
work
with
municipal
issues
related
to
the
municipal
courts,
and
I
think
we've
made
great
great
progress
in
the
state
of
new
jersey
in
a
multitude
of
areas,
and
this
is
another
example
of
that
progress.
A
A
I
want
to
express
my
gratitude
to
our
municipal
officials,
who
made
the
courageous
decision
to
become
part
of
the
central
municipal
court
in
atlantic
county,
and
they
they
were
able
to
see
all
the
benefits
to
the
people
that
they
serve
when
they,
when
they
come
into
the
municipal
courts
in
a
centralized
facility
facility
like
this
and
the
goal
that
we
have
of
providing
a
multitude
of
services
to
assist
people
that
may
have
mental
health
issues.
Domestic
violence
concerns
addiction
issues
and
we
hope
that
we
can
coordinate
services
and
provide
tools
to
our
judges.
A

At
the
same
time,
I
also
realize
that,
as
an
elected
official,
everybody
is
always
looking
at
the
bottom
line,
and
this
centralized
process
is
not
only
an
effort
to
provide
better
customer
service
and
better
services,
but
also
it
generates
savings
to
the
municipalities
and-
and
I
over
the
next
year
or
two
we'll
be
able
to
see,
realize
those,
though
realizing
those
savings
to
every
one
of
the
of
the
towns
that
are
participating.
A
I
know
that
there
was
a
lot
of
reluctance,
for
example
on
the
part
of
the
people
that
work
in
the
municipal
courts,
but
here
we
are
most
mostly
not
all
of
our
staff
at
the
central
fort
came
from
the
municipalities
already
experienced
people
with
great
skill
and
knowledge,
and
I
am
very
pleased
that
we
put
together
a
wonderful
staff
to
to
manage
and
administer
case
management
in
this
court.
Likewise,
our
judges
came
from
the
municipalities
as
well,
so
we've
been
able
to
achieve
something.

Some

you
may
get
a
chance
to
do
a
little
bit
of
a
tour
today
at
the
different
parts
of
our
municipal
core
facility
here
in
in
this
building.
Wonderful
courtroom
right
next
to
us.
I
we
remember
appearing
there
before
josh
pereira
when
I
was
a
young
lawyer
appearing
here
before
I
believe
just
greenberg
sat
here
in
this
courtroom,
new
starters
out
on
the
third
one
and
and
and
maximizing
the
use
of
this
facility
with
security,
with
great
recommendations
that
have
come
to
us
from
the
sheriff's
department.

So
this
is
a
a
tremendous
achievement
that
everyone
involved
should
be
very
proud
of,
of
what
we've
been
able
to
accomplish
together.
I
I
want
to
highlight
the
great
work
of
retired
judge,
mark
sensen,
promoting
the
concept.

I
want
to
highlight
the
great
work
of
solution,
ferguson
for
the
county,
going
out
of
their
way
and
promoting
the
concept
and
trying
to
highlight
the
benefits
of
this
important
new
way
of
handling
municipal
municipal
courts.
Of
course
I
want.
I
want
to
be
thankful
to
the
former
president
of
the
senate,
senator
sweeney,
who
was
sponsored
of
the
latest
nation
that
ultimately
became
the
law,
along
with
the
senate
and
and
and
and
the
assembly.
Just
to
give
you
an
example
of
the
commitment
that
the
courts
have
in
this
concept.

They
actually
allow
me,
as
simon
george,
to
appear
before
the
senate
assembly
and
the
senate,
and
I'm
sorry
for
the
senate
and
the
assembly
to
testify
in
support
of
the
law
and-
and
I
did
that
not
often
actually
has
not
happened
in
any
other
time.
In
my
opinion,
I
suggest
for
for
20
years
for
the
last
10
years
as
a
as
a
situation.
So
I
am
I.
A
I
am
very
thankful
that
we
are
where
we
are,
and
I
look
forward
to
a
very
successful
model
that
people
in
the
future
in
other
places,
will
come
here
and
learn
how
the
great
people
of
atlantic
county
put
this
together.
The
courageous
decisions
made
by
the
municipal
officials
to
do
this,
and
and
in
in
some
ways
it
is
the
fulfillment
of
the
promise
of
the
1947
constitution
for
a
unified
court
system
in
the
seventy
years.

That
included
also
included
in
the
courts
of
limited
jurisdiction,
which
are
the
municipal
courts,
which
is
where
most
people
have
contact
with
with
our
justice
system.
So
again,
thank
you
all
and
now
we're
going
to
move
on

this

so
long
ago
that
we
really
wondered
whether
we
would
ever
be
here
today.
There
were
a
lot
of
obstacles
on
the
way.
This
truly
was
a
collaborative

shared
service
between

judiciary,

county

participating
municipalities,
and
I
I've
got
to
give
so
much
credit
to
everyone.
It
was
a
tough
task,
but
we
persevered
and
we're
here
today
because
of
that
perseverance
from
everybody
in
this
room

hard
work

a

hard

about

looking

youngest
prosecutors
in

county,
public
defender

municipal
court
judge.

heart
belongs.
I'm

to

municipal
court
judges.

couldn't

minor
people
I'll

with
presiding
judge
belasco.

got

call,

municipal
court
judge
from
mayor

panphilis,
become
the
municipal
court
judge
northfield
winwood
the
next
day,
I'm
meeting
with
judge
velasco
and
he's
training
me
and
trained
me
well
recognizing
how
important
the
physician
is,
how
much
how
challenging
the
physician
is,
and
once
I
started,
I
was
ready
to
go
due
to
his
leadership,
he's
also
a
college
grad.
So
that's
good
I'll
start
with
many
people.
Don't
know

consider
a
mentor
judge
followers,
my
first
job,
if
you
can
imagine,
as
a
first
year
law
student
was
as
a
law
clerk
for
judge,
paul,
rory
and
some
of
his
partners,
and
I've
learned
so
much
from
judge
fauley

justice
and
and
compassion
for
your
clients.
So
it's
such
an
honor
to
have
him
working
again
together.

mentioned,

freed
we've
known
each
other.

since
I
first
started
practicing
as
practicing
attorneys.
We
were
adversaries
and
I
say
that
jokingly.
We
had
a
great
relationship
and
I
happened
to
serve
as

solicitor

galway
township.
When
judge
freed
was
selected
and
certainly
admitted
with
the
you
know,
my
high
recommendations
do
judge
mcguire
and
I
cannot
forget
mrs
mcguire.

of

sides

always
cooperative
