A
I
am
pleased
to
report
that,
as
we
approach
the
midpoint
of
2018,
these
are
very
positive.
Manta
County
government
is
on
solid
financial
ground
with
its
movies,
Double
A
and
Standard
&
Poor's
at
double-a
bond
rate,
by
the
way,
with
a
positive
outlook.
This
places
us
among
the
top
rating
back
here.
This
achievement
is
attributed
to
our
consistent
conservative
financial
practices
and
our
efforts
to
broaden
and
diversify
the
local
economy.
Both
agencies
upgraded
our
economic
gap.
A
The
reason
that
I
am
starting
at
that
it's
good
to
have
substantiation
from
a
from
neutral
bodies
and
of
course
they
are
the
gold
standard.
As
far
as
finances
are
concerned,
because
of
our
strong
bond
rating
and
low
debt
ratio,
we
were
able
to
hit
help
finance
to
critical
economic
development
projects.
We
authorized
the
issuance
of
145
million
dollars
in
bonds
to
advance
the
stock
from
University
Gateway
project.
The
county
also
helped
finance
the
first
building
of
the
national
aviation
research
and
Technology
Park
another
critical
economic
development
effort.
Both
of
these
projects
will
be
completed.
A
This
September,
the
Stockton
project
itself,
is
quite
unique,
considering
the
fact
that
it
is
not
doctor
County
Community
University
in
Stockton
State
University,
the
state
was
in
no
position
to
finance
this
the
reason
the
last
eight
years
the
state
has
been
downgraded
by
the
same
agencies.
Ten
times
the
Atlantic
City
was
a
known
position
right
and
Stockton
itself
was
a
known
position
to
finance
it.
Considering
the
fact
that
money
was
tied
up
at
the
old
showboat
problem
we
step
to
the
plate.
A
This
will
be
a
shot
in
the
arm
for
not
just
the
city
of
Atlantic
City,
but
for
the
whole
county,
especially
for
the
down
beach
area.
Right
now,
there's
such
an
incredible
amount
of
activity,
the
rate
of
boats
are,
are
going
up
before
I
see
a
bright
future.
So
it's
something
we
can
all
be
very
proud
and
then
may
I
add
that
with
very
little,
if
any
exposure
to
County
tax
payments,
the
atlantic
county
economic
alliance
in
private
nonprofit
that
created
to
implement
our
economic
strategy
just
completed
its
second
year
of
operation.
A
It
is
now
the
lead
agency
for
business
and
attraction,
retention
and
expansion.
At
last
count
with
this
assistance
we
have
established
and
designated
aviation
district.
The
district
incorporates
the
Atlantic
City
International
Airport,
the
FAA
Tech
Center,
and
the
national
aviation
research
and
Technology
Park,
as
well
as
a
one-mile
area
from
their
outermost
boundaries.
The
aviation
district
is
also
within
a
federally
designated
opportunity
zone
which
encourages
new
investment,
there's
also
an
aggressive
effort
underway
to
create
a
Garden
State
growth
in
the
aviation
district.
Most
of
you
will
remember
that
the
former
governor
vetoed
this.
A
The
last
minute
is
bipartisan
effort.
The
reasons
were
his
explanation.
Of
course,
a
little
shortly.
You
can
judge
that
for
yourself,
however,
we're
confident
that
governor
Murphy
will
recognize
the
importance
of
this
and
get
behind
in
the
new
legislation
having
a
competitive
incentive
program
will
significantly
improve,
but
then
the
county's
ability
to
attract
new
aviation
related
businesses.
These
businesses
include
air
cargo
handling,
as
well
as
aircraft
maintenance
and
repair
operations,
and
I
would
be
remiss
if
I
didn't
say
that
these
projects
would
not
come
to
fruition
without
the
hard
work
of
our
time.
A
A
The
development
of
offshore
wind
energy
will
offer
our
area
new
economic
opportunities.
The
state
designated
Boorstin,
headquartered
in
denmark
as
a
developer
of
an
offshore
wind
for
the
county
through
the
ACA,
is
providing
or
said
assistance
and
finding
suitable
location
and
an
account
accommodate
its
assembly
and
maintenance.
Operational
needs.
Oersted
recently
opened
its
administrative
offices,
Dona
Ana
County
in
Atlantic
City
by
the
way,
and
this
initiative
is
expected
to
create
approximate
jobs
during
its
construction,
trades
and
another
hundred
permanent
job.
This
is
really
a
wonderful
undertaking.
A
The
Garden
State,
so
it
means
a
whole
lot
more
significantly,
both
hard
rot.
The
notion,
Resort
Casino
wolf
in
this
summer
in
creating
5000
jobs,
the
approval
of
sports
betting
is
expected
to
further
strengthen
Atlantic,
City
casino
industry
and
add
even
more
jobs.
So
it's
a
pretty
rosy
future
at
this
present
time.
Hopefully,
everything
holds
together
because
we've
certainly
done
our
part
here
in
the
county.
As
you
can
see,
despite
a
decade
of
significant
economic
challenges,
Atlantic
County
government
remains
in
good
shape
and
the
years
ahead,
the
wall
from
war
opportunity.
A
A
That's
something
that
it's
kind
of
a
young
stairs
like
to
say
how
hard
I've
worked
on
the
budget.
I
will
say
the
hard
work
that
went
into
it,
a
terrific
team
that
we
have
here
in
the
Kennedy
that
we
should
be
so
very
proud
of
that
by
jury
del
Rosso
and
Diana,
a
talent
and
Bonnie
Lynn
downward
fun.
It's
Jeff
here,
Jeff
Monroe.
Thank
you
very,
very
much
for
your
hard
work,
yeah
and
then
I
was
surprised
when
I
came
in
the
way
by
the
way,
I'm
surprised
there
before.
A
The
2018
budget
includes
refunds
of
over
8
million
dollars,
of
which
most
goes
to
Atlantic
City.
To
date,
we
have
refunded
over
65
million
dollars
to
Atlantic
City,
largely
due
to
its
over
assessment
of
casino
properties,
which
mostly
occurred
with
the
state
oversight,
which
is
something
people
don't
realize
you
what's
going
on
in
Atlantic
City,
you
can
ask
the
same
thing.
What's
going
on
the
state
of
New
Jersey,
the
state
does
not
did
not
take
over
Atlantic
City
the
way
they
advertise
that
they
did.
A
A
Excuse
me:
we
also
continue
to
support
many
of
our
municipalities
through
shared
service
programs
such
as
purchasing
cooperatives,
police
and
fire
training,
record
retention,
emergency
communications,
grass,
cutting
snow
plowing
equipment
when
the
emergency
command
center,
vehicle
usage,
hazardous
material
response
and
animal
control.
Most
recently,
we
were
able
to
help
Atlantic
City.
The
county
is
saving
the
city,
approximately
a
million
dollars
or
3.85
cents
per
hundred.
We
know
that
because
that's
what
a
penny
is
city's
budget,
which
is
a
substantial
amount
that
the
county
is
saving
the
city.
You
stop
and
consider
three
cents
off
it.
A
We
provide
congregate,
meals
and
home,
delivered
meals,
seen
you
in
disabled
transportation,
snow
removal,
health,
education,
community,
public
health
services,
and
we
are
planning
on
how
to
Atlantic
City
out,
even
in
the
more
so
because
that
is
part
of
the
pilot
settlement,
and
we
don't
mind
doing
we
wish
to
do,
and
we
welcome
the
opportunity
to
do
so.
In
conclusion,
we
are
in
good
financial
shape.
Thanks
to
the
continued
efforts
of
a
great
financial
team
and
the
active
cooperation
of
this
paperwork.
A
A
We
get
calls
every
day
from
freeloaders
that
are
hard
working
group
and
the
we
never
get
a
gotcha
question.
It
always
is
saying:
can
you
inform
us
we
would
like
to
find
out
how
does
this
work?
This
doesn't
sit
right
and
we
welcome
that.
I
taught
school
for
quite
some
time
and
we
have
used
to
have
something
called
open
house
and
the
parents
would
come
in
and
it
was
anybody
never
taught
understands.
This
is
probably
the
worst
day
of
the
futures.
A
A
So
if
we'd
over
ski
pup,
they
could
work.
I
really
appreciate
what
you
do.
You
know
a
lot
of
the
words
throughout
this
state
are
not
bipartisan.
This
one
is
very
good
financial
shape,
thanks
to
the
continued
efforts
of
a
great
financing
team,
and
we
have
to
cooperation
of
this
reorder,
for
that
does
not
mean
that
we
can
sit
back
and
relax.
A
We
are
because
we
have
said
no
and
for
these
projects
for
us
to
be
able
to
come
up
with
this
kind
of
money
without
making
a
dent,
then
we
talked
about
our
debt
love
debt.
I
know
this
sounds
one-half
of
one
percent
of
our
equalized
values
are
dead.
Now,
that's
something
that
we
all
could
be
proud
of,
but
it'll
help
us
to
be
in
a
position.
We
are
a
Republican.
So
how
come
in
the
county's
financing
in
state
university?
Because
we
can
that's
why?
Why
is
the
county
coming
in
to
diversify?
