this
groundbreaking,
shared
services
initiative,
how
it
came
to
be
and
will
extend
my
thanks
to
a
number
of
people
who
participated
in
its
formation.

municipal
court
in
our
county
of
atlanta.
We

vision

teach

and
that
is

Today
the
transition
will
not
always
be
easy.

As
I
said
at
the
outset,
this
project
was
the
brainchild
of
the
atlantic
county
executive.
Denny
has
always
looked
for
ways
to
streamline
government
services
to
effectuate
savings
for
the
county's
taxpayers.
One
of
the
ways
he
has
done.
This
is
by
being
proactive
with
shared
services,
while
the
county
under
denny's
leadership,
has
engaged
in
many
successful
shared
services.
A
In
july,
2020
denny
raised
with
me
the
concept
of
municipal
court
consolidation
into
a
single
court
under
the
auspices
of
the
county
and
utilizing
this
county
facility
in
the
county
seat
of
may's,
landing.
Denny
further
discussed
this
concept
with
now
retired
superior
court
judge
mark
sanson
and
they
approached
then-assignment,
judge,
julio
mendez
and
trial
court
administrator,
howard,
burch,
told
judge,
mendes
and
howard,
then
shared
the
concept
with
chief
justice,
rabner
and
judge
glenn
grant.
Who
is
the
administrative
director
of
the
administrative
office
of
the
courts
who
were
supportive
and
excited
about
the
project?
A
Two
committees
were
formed,
the
first
consisting
of
municipal
officials
and
the
second
committee
from
the
judiciary,
which
included,
judge
mendes,
judge,
samson,
judge
louis
velasco,
the
vicinity's
presiding
municipal
court
judge,
trial
court
administrator,
howard,
burch,
told
municipal
division
manager,
brian
jenner,
and
his
assistant
janelle
rodriguez
over
a
number
of
months
with
bi-weekly
zoom
conferences,
concepts
were
developed
and
I
formulated
a
draft
tripartite
agreement
which
included
the
county,
the
court
system
and
the
participating
municipalities,
the
county
and
judiciary.
Each
made
substantial
contributions
to
the
project.
A
The
county
contributed.
The
use
of
this
facility
that
received
2.7
million
dollars
in
renovations,
of
which
two
million
dollars
came
from
the
american
rescue
plan
and
has
undertaken
the
cost
of
courthouse
security
that
is
being
provided
by
the
atlantic
county
sheriff.
And
at
this
point
I
want
to
thank
the
sheriff
and
the
members
of
his
staff,
and
particularly
chief
sheriff's
officer,
jim
sharkey,
for
putting
the
security
plan
together,
which
I
believe
will
be
most
effective.

The
agreement
for
this
court
is
unique
because,
while
the
court
operates
as
a
division
of
county
government,
the
participating
municipalities
still
maintain
a
substantial
presence
through
two
committees,
namely
a
five-member
governance
committee
and
a
five-member
personnel
committee
with
municipal
representatives
and
one
county.
Commissioner
representative,
for
each
committee,
these
committees
have
played
a
central
role
in
selecting
court
personnel
and
formulating
the
court
budget.

final
draft
of
the
agreement
was
reached
with
substantial
input
from
judge
belasco
and
judge
grant's
team
at
the
aoc,
led
by
assistant
director,
steve
summagi.
A
The
draft
agreement
was
sent
to
judge
gwen
grant
for
review
in
september
2021.
On
october
17
2021.
I
received
a
wonderful
letter
from
judge
grant
which
not
only
approved
the
plan,
but
was
very
praiseworthy
of
the
project
and
the
collaboration
among
the
nine
participating
municipalities,
the
county
and
the
judiciary.

The
final
months
of
2021
were
devoted
to
much
hard
work
by
the
assembled
court
staff
and
by
county
administration
led
by
county
administrator,
jerry
doraso
and
deputy
county
administrator
diana
rutella
and
her
staff
in
working
through
the
budget
and
personnel
matters.
The
county's
division
of
facilities
under
director,
jerry
griffin,
worked
overtime,
coordinating
with
various
contractors
and
in
consultation
with
county
public
safety,
director
michael
fedorco
and
the
sheriff's
office,
and
they
were
able
to
move
everything
forward
to
allow
commencement
of
court
operations
in
january
2022.

will
never
know
how
valuable
you
were
to
this
process.
Two
members
of
the
judiciary,
staff
judge,
judge,
velasco,
judge,
sanson,
howard,
burch,
told
brian
jenner
and
janelle
rodriguez.
All
of
you
were
constant
partners
in
this
process.

must
single
out
four
people
in
particular:
judge
belasco,
who
was
always
there
with
helpful
suggestions
during
the
drafting
of
the
agreement,
participated
on
the
selection
committees
and
provided
expert
guidance,
so
the
process
was
carried
out
properly.

know
I
came
in
at
the
tail
end

this
starting
my
service
in
the
senate
in
november,
but
you
know
always
heard
from
county
executive
levinson
over
my
previous
service
and
this
service
about
the
need
to
share
services.
You
know
you're
talking
about
500
and
some
odd
municipalities
and
600
and
some
odd
school
districts.

We've
always
talked
and
there's
a
lot
of
discussion
about
shared
services
and
about
the
need
to
do
some
of
these
types
of
things
get
a
lot
of
talk
and
not
a
whole
lot
of
action,
so
kudos
to
denny
and
jim
just
mentioned
all
of
the
people
that
went
into
this
effort
to
make
this
a
reality.
You
know
great
day
for
many
municipalities
to
be
able
to
save
money
at
a
time
when
clearly
towns
need
to
save
money,
and
so
it
is
just
great
from
the
standpoint
that
you
can
consolidate
and
share
services.

can
bring
in
experienced
staff
from
some
of
the
municipalities
that
have
joined
the
system
and
kind
of
keep
on
rolling.
Yes,
there
were
some
bumps
and
yes,
when
I
started
my
service,
I
got
some
of
the
calls
about
some
of
the
bumps
one
of
the
issues
that
jim
mentioned
was
about
security,
but
now
we
even
have
a
great
partnership
with
the
sheriff's
office,
where
we
can
provide
security
through
the
atlantic
county
sheriff's
office
paid
for
by
the
county.

Hopefully,
ultimately,
this
is
going
to
be
able
to
provide
you
know
kind
of
point
of
service
care
so
that
when
you
have
people,
maybe
with
some
mental
health
issues
that
are
going
in
this
report-
or
you
have
people
who
have
addiction
issues
or
other
problems-
have
a
partnership
with
jewish
family
services
that
will
have
personnel
right
there
at
the
site
to
be
able
to
try
to
get
people
care
that
they
need
when
they're
in
the
judicial
system,
I
think,
is
just
a
really
tremendous
fabulous
thing
for
our
residents
as
we
move
forward.

need
to
try
to
get
people
the
care
that
they
need
the
care
that
they
deserve,
and
this
is
one
of
the
things
that
will
allow
us
to
do
that,
and
I
believe
I
had
a
conversation
with
judge
sanchez
and
I
believe
now
that
we're
operational
and
now
the
people
see
it
operating
now.
People
see
some
of
the
bumps
worked
out,
they're
going
to
see
more
towns
join
in
because
clearly
they're
going
to
save
money,
and
if
you
also
can
provide
services
that
can
currently
be
provided
in
the
local
municipal
court
system.

think
that
all
municipal
officials
will
eventually
join
that
effort,
we're
going
to
see
more
and
more
people
in
the
atlantic
county
court
system.
Of
course,
jackie
suarez
from
the
administration
you
know
is
here
today
the
head
of
local
government
services.

sweeney
will
talk
about
the
legislature,
but
you
can't.

press

opioid
settlement
with
the
addiction
issues.
This
is
one
of
the
things
I
think
you
can
point
to.
You
know
where
money
could
be
spent
with
the
opioid
settlement
again
to
get
people
the
care
they
need.
So
jackie,
thanks
for
coming
down
and
being
here,
you
know,
governor
murphy
and
attorney
general
now
plaquemine,
who
was
chief
counsel,
blackened
played
a
big
role
in
this
regard
to
get
this
pilot
program
off
the
ground.

Thank

central
municipal
court

the
county
executive
envisioned,
it
would
not
have
been
possible
without
legislative
help,

we
are
indebted
to
former
state
senate
president
steve
sweeney
and
his
staff

putting
forward

legislation
which
allowed
this
shared
services
project
to
move
forward.

senator
and
his
staff,

legislative

kevin

very

we
approached
them
about
legislative
amendments
with

help

support

the
aoc
amendments

prepared
and
introduced
into
both
the.

versions,
the
amendatory
legislation
was
shepherded
through
both
chambers
by
senator
sweeney

his
staff.
The
legislation
was
passed
and
signed
into
law
by
governor
murphy
on
august
5th
2021.
It
was
largely
as
a
result
of
senator
sweeney's
efforts
that
we
are
able
to
be
here
today
on
behalf
of
the
county,
executive
and
all
interested
parties.

want
to
personally
thank

I

for

danny
first
came
up

this

working

insisting

not

people

people
first

that's
what
you're
doing
here
by
creating
the
system
and
I'm
thrilled

I

part

this
is
how
we've
always
done
it
there's

reason

anything

services

available

help
the
people
that

going

the

I'm
the
assistant
director
of
municipal
services
at
the
administrative
office
in
the
courts,
and
my
role
is
pretty
simple.
It's
to
support
all
of
our
amazing
existing
partners
to
oversee
and
support
all
the
500
plus
municipal
courts.
We
have
in
new
jersey,
it's
a
major
enterprise,
part
of
the
support
system,
but
it's
an
incredible
system
and
we're
really
proud
of
what
we
accomplish
every
day.
We're
really
proud
of-
what's
happening
here
today
on
behalf
of
chief
justice,
stewart
radner
and
glenn
grant
our
administrative
director
of
the
courts.

We
have
got
the
sediments
already
expressed
here

The
wonderful
nature
of
this
incredible
partnership,
and
this
so
important
dedication,
because,
as
was
just
indicated
by
by
senator
sweeney
atlantic
county,
is
the
first
and
something
everybody
in
this
room

be
incredibly
proud

doing.
It's
said
quite
often
that
the
municipal
court
was
the
people's
court.

That
municipal
court
is
the
face
of
justice
in
new
jersey,
and,
quite
simply,
very
few
people
will
ever
have
to
be
in
a
superior
court
courtroom.
Few
people
have
to
go
to
a
civil
division
matter
matter
or
appear
in
the
family
court,
where,
god
forbid,
have
to
appear
in
a
criminal
matter,
but
most
of
us,
some
more
than
others,
get
a
parking
ticket.

Statewide.
Our
municipal
courts,
as
I
mentioned,
is
a
major
enterprise.
Our
municipal
courts
handle
more
than
six
million
cases
a
year
in
our
500-plus
businesses.
We
have
tiny
municipal
courts
that
literally
handle
zero
cases,
probably
had
three
or
four
courts
in
the
last
couple
years
that
averaged
zero
cases
a
year,
and
then
we
have
huge
municipal
courts
like
jersey,
city
and
newark
that
those
two
courts
combined
do
over
a
million
cases
a
year.

Miss
the
court
in
the
central
minnesota
club
here
is
no
small
venture.
You
may
be
surprised
to
know
that
this
court,
if
projections
hold
true,
will
be
the
second
largest
court
in
south
jersey.
Second,
only
to
camden
city,
that's
pretty
amazing,
especially
for
a
court
that
is
literally
starting
from
scratch.

There
are
a
lot
of
folks
who
have
been
part
of
that
process,
including
pretty
much
everybody
in
this
room
today.
That's
one
of
the
reasons
for
the
invitation
there's
a
couple
of
folks
in
my
office,
who
I
don't
want
to
take
a
lot
of
time,
but
I
do
want
to
want
to
want
to
point
out
one
of
the
major
responsibilities
we
had
to
do
of
the
aoc
was
we.

We
worked
with
the
partners
and
unfortunately,
I
think
I
think
jim
gave
me
a
lot
more
credit,
because
I
think
I
was
the
guy
who
was
coming
in
to
say
we
can't
do
this.
You
can't
do

thank

for
being
so
so
so
gracious,
but
one
thing
we
did
do
that.
I
think
was
incredibly
helpful.
We
had
to
make
significant
changes
to
our
statewide
computer
system.
This
port
is
a
different
model.

It
is
not
inherent
in
how
our
system
currently
operates,
so
we
had
to
make
some
significant
changes,
both
policy-wise
and
technologically,
to
be
able
to
support
this
venture.
But
the
wonderful
folks
in
my
own,
in
my
agency,
working
our
nrit
and
working
with
the
policy
groups
just
did
a
wonderful
job,
making
sure
everything
was
ready
to
go
on
january.

sure
everything

it

because
of

amazing
talent
that
they
really
brought

has
the

fortune
to

new

my
41-year
career
in
the
judiciary,
but
it
was
almost
40
years
ago
that
I
met
my
wife.
She
was
teaching
right
across
the
street
at
dubriston
school
you're,
probably
not
surprised
that
she
taught
general
music
she's
an
outstanding
musician
and
retired
after
35
years
in
publix,
in
the
public
school
system
here
in
lovely
hamilton
township.
But
it's
it's
just.

All
said
it
today
how
much
senator
sweeney
probably
said
as
well
as
any
of
us,
because
he
is
a
leader-
he's
got
the
gumption.
He
doesn't
he
just
he
gets
things
done,
and
I've
worked
with
a
number
of
the
county
executives
in
my
career,
but
I
was
a
part
of
that
very
first
call.

mendes
and
judge
samson
certainly
had
some
conversation
with
the
county
executive,
and
then
I
was
a
part
of
some
of
the
initial
phone
calls
judge,
mendes
john
sands
and
danny
and
myself,
and
then
we
quickly
met
and
jim
gave
such
a
beautiful
history,
jim
county
administrator,
jerry
torrasso.

this
was
right
at
the
beginning,
think
about
it.
Nobody
said
it
today
and
I'm
happy.
We
didn't
have
to
say
it,
but
this
all
started.
We
were
very
much
in
the
covent
crisis
and
we
still
are
to
some
degree,
but
we
were
accomplishing
a
lot
of
this
when
we
were
all
facing
so
many
other
challenges,
so
I
just
want
to
put
that
out
there.

and
jerry
came
over.
We
actually
just
started
literally.

a
number
two
pencil
and
we
just
started
kind
of
mapping
some
things
out
of
how
this
possibly
could
take
over
and
then
all
those
folks
that
you
heard
about
today,
certainly
including
brian
jenner
and
judge
molosko
quickly
became
involved
the
committees
and
everything.
This
was
just
the
finest
example
in
my
40-year
career
of
government
working
at
its
best
truly
the
state
level,
the
county
level,
the
municipal,
the
judiciary,
everybody.
This
was
the
finest
example.
I
have
the
opportunity
of
doing
some
things
at
the
national
level.

know
that
this
project
holds
it
is
probably
among
the
best
I
have
ever
seen,
even
of
course,
beyond
new
jersey.
That's
how
that's
how
I
think
we
really
need
to
be
proud
of
that.
The
municipal
court
system,
steve
summerjee

go
back
a
long
way
in
the
history
of
the
municipal
courts.

started.
I
did
a
lot
of
municipal
court
work
administratively
in
my
career.

best

system
in
the
country,
and
now

can
say

this

even

better
model
to
to
further
stabilize
that.

doing

represented

of
fairness,
but
the
other
thing
that
I
think
is
really
important
when
you
think
about
justice
in
the
judiciary,
it
is
important
that
we
have
this
type
of
an
infrastructure.

know
you
talk
about
the
pillars
of
justice.
Well,
the
pillars
of
justice.
There's
different
pillars
we
could
speak
of,
but
part
of
that
is
having
a
complex,
a
facility,
an
incredible
facility
like
this.
That
represents
the
people
that
represents
what
justice
what
the
judiciary
stands
for.
This
building
by
the
way
is
significantly-
and
I
mean
this-
the
same
as
it
was
40
years
ago.

Certainly,
we've
added
a
lot
of
computerization,
a
lot
of
maybe
the
carpets,
but
this
courtroom,
except
for
the
technology,
is
quite
significantly
the
same
as
it
was
35
40
years
ago,
but
the
ec
works,
but
the
ac
works.
That's
a
credit
to
atlanta
county
government
for
maintaining
this
building.
It
really
is
so
again.
I
just
wanted
to
now
pull
together
what
justice
means
and
now
to
dedicate
three
courtrooms
to
incredibly
fine
jurists.
I
think,
just
as
such
an
example
of
the
pillars
of
justice.

There's
a
million
reasons
not
to
do
this
by
the
way
and
a
lot
of
them
are
they.
These
people
are
friends
and
all
these
municipalities.
Nobody
wants
to
hurt
anybody.
I
certainly
didn't
want
to
do
it,
but
this
is
a
better
way
of
doing
it.
The
and
the
only
other
thing
I
want
to
say
is
the
our
partnership
that
this
court
has
founded
with
jewish
family
services.
Legacy
andrew
and
christine.
Both
here
is
truly
groundbreaking.
I
We
have
people
in
this
program.
You
can't
do
it
when
you
have
23
municipal
courts
in
atlanta
county,
but
when
you
have
one
we've
consolidated
nine
and
hopefully,
as
I
told
you,
senator
palestine
and
senator
sweeney,
we're
going
to
go
out
on
the
road
jim
and
I
and
everybody
welcome
to
go
to
other
municipalities
and
get
them
on
board
the
more
the
merrier,
the
more
more
people.
We
have,
the
more
money
we
save,
but
in
one
at
one
consolidated
court
we
can
address
the
issues
of
municipal
court
and
judgment.
I
Meyer
said
what
they
are.
They
are
addiction,
they
are
mental
health
and
they
are
domestic
violence.
Those
three
case
types
are
75
of
the
volume
here,
so
the
judge
just
says:
okay,
you
know
this
that
this
or
that's
going
to
happen,
you're
going
to
see
them
in
another
six
weeks
or
eight
weeks
sooner
or
later,
particularly
in
domestic
violence,
somebody
gets
hurt
or
killed.
It's
a
tragedy
and
everybody
belongs.
It
this
is
where
we
can
address
it.
I
This
is,
as
everybody
said,
it's
the
people's
court,
that's
where
these
people
come
in
before
they
have
15
convictions
in
superior
court.
I
was
a
recovery
court
judge
in
atlantic
and
cape
may.
By
the
time
they
got
to
me.
They
had
15

I
had
one
one
guy
with
107
prior
convictions.
He's
a
drug
addict,
he's
60
years
old.
I
I
I'm
going
to
go
right
to
to
it
we're
going
to
announce
our
honorees.
The
first
one
is,
of
course,
a
close
friend
of
mine,
and
somebody
who
you
know
we
had
a
great
time
together.
We
fought
with
each
other
and
ultimately,
he
he
supported.
You
know
everything
or
most
of
the
things
that
he
did
in
any
way.
I
You're
right
everybody
really
liked
and
respect
and
fully
all
the
judiciary.
In
fact,
he
was
he's
no
longer
my
boss,
so
I
can
say
whatever
I
want
still.
I
still
like
him
and
I
still
respect
him
his
heart's
in
the
right
place
and
this
municipal
poor
thing
he
was
all
over
from
the
beginning.
So
I'd
like
to
announce
the
first,
the
first
one.
What
is
this
one?

spent
10
wonderful
years
here
in
atlantic
county
reading
this
this
english
and
I
had
a
big
talk
to
josh
a
moment
ago.
He
said
I've.
I
looked
about
10.

last
two
months-
and
he
was
about
10
years
old,
but
I
have
that
blow
that
council
retirement,
but
what
I
just
heard
about
every
one
of
the
speakers
gets
it.
This
is
the
message
that
we
have
been
promoting
in
my
commitment
to
municipal
court
reform
and
municipal
court
justice
for
the
last
eight
or
ten
years
we
have
to
achieve
justice
and
we
have
a
good
news
for
the
director
and
we've
been
able
to
accomplish
something
unique
here
and
the
fact
that
I'm
being
recognized
in
this
way
is
really
humbling.

And,
of
course,
my
wife
rosa
some
of
you
may
know
that
that
I
just
completed
a
pilgrimage.
I
work
130
miles
in
in
spain.
I
wanted
to
do
that
immediately
after
my
retirement
to
give
me
some
clarity
as
to
what
I
wanted
to
do
with
the
future,
and
it
has.
This
is
the
type
of
project
that
I
want
to
get
involved
with,
because,
ultimately
is
about.
Justice
is
about
providing
people
with
better
services,
better
customer
service,
and
if
you
can
do
all
of
that
and
actually
save
some
money,
it
makes
great
sense.

So
this
is
just
a
a
very
important
day
for
me
in
terms
of
what
we've
been
able
to
accomplish
here
together,
along
with
the
staff
from
the
judiciary
and
the
aoc.
That
has
been
tremendously
helpful
all
along
the
way
to
all
of
us
and
and
of
course
I
want
to
recognize
my
secretary
anna,
that
is
here
and
my
my
now
former
law
clerk,
brit
and
and
and
wish
everyone
the
best.

me

we
always
wear
both
a
few
of
us,

assemblyman,

of
course
I

got
an
opportunity
to

work
with

assemblyman
in
his
capacity

atlantic
city
as
well.
One
was
my
job
as
assignment
job
as
I'm
in
judge.
So
in
any
event,
this
is
quite
a
humbling
moment.

valerie
armstrong,
what
a
phenomenal
job
a
judge,
she
was
and
an
even
better
person
and
that's
what
it
takes
senator
in
terms
of
judges.
It
is
good
people.

I
kept
doing
calling
her

Come
it
turned
out
that
they
couldn't
come,
they
would
have
come
if
they
could,
but
they
couldn't
come.
So
I
said
I
want
you
need
to
send
me
something
like
a
paragraph
or
two,
so
I
can
read
it
to
everybody,
so
she
wasn't
doing
it.
She
wasn't
doing
and
she
wasn't
doing.
I
finally
sent
her
an
email.
If
you
don't
send
me
something
I
would
have
made
something
up.
I
I
For
the
honor,
which
county
executive
dennis
levinson
and
the
board
of
county
commissioners
have
bestowed
upon
me,
along
with
my
fellow
jurors
judge,
julio
mendez
and
the
late
judge
for
brent
jacobs,
white
judges,
mendez
and
jacobs.
During
my
tenure
on
the
ohio
county
bench
versus
a
judge
in
the
family
division
and
later,
as
assignment
judge
responsible
for
administration
of
all
state
and
municipal
courts
in
the
counties,
I
came
to
understand
the
importance
of
equal
access
to
the
law
for
all
of
our
citizens.
I
For
many
of
those
citizens,
their
only
exposure
to
the
laws
through
our
municipal
courts,
whether
it
be
a
local
citation
or
a
more
serious
matter,
is
there
that
they
get
to
see
not
only
not
only
to
see
but
participate
in
our
system
of
justice.
It
is
there
that
they
observe
how
well
we
uphold
our
county,
our
country's
fundamental
principle
of
the
rule
of
law
and
how
efficiently
we
administer
our
system
of
justice.
I
Our
justice
system
depends
not
only
upon
the
integrity
of
our
judges
and
lawyers,
but
also
upon
the
efficient
and
consistent
administration
of
our
courts.
So
I
commend
this
decision
by
county
executive
and
the
commissioners
to
create
the
first
county-wide
municipal
court,
the
state
of
new
jersey,
to
serve
our
citizens.
It
will
bring
the
people's
court
an
improved
level
of
efficiency
in
court
administration
and
result
in
cost
savings
to
the
participating
municipalities,
both
of
which
were
undeniably
positive
benefits
for
the
implementation
of
the
central
municipal
court
of
atlantic
county.
I
Two,
we
have
three
three
operating
courtrooms
all
right.
The
third
is
going
to
be
the
to
herbert
jacobs
and
they're
well
represented
by
the
jacobs
family.
Today,
who
would
like
to
say
a
few
words
joseph
come

There
were
no
african-americans
on
the
bench
in
new
jersey,
it
was
judge
hughes,
who
appointed
the
first
two
blacks
in
new
jersey,
one
the
first
being
judge
yancey
from
essex
county,
the
second
being
my
father,
my
father
used
to
say
to
me
that
all
good
things
come
through
hard
work,
thorough
application
and
that,
no
matter
what
your
color
or
your
gender,
you
have
to
be
qualified.
In
order
to
achieve
anything,
and
to
give
you
a
little
background,
my
father,
my
father
was
valedictorian
in
his
high
school
class.
He
was
class
president.

He
got
accepted
to
dartmouth
and
princeton
was
deciding
which
school
to
go
to.
He
decided
to
go
to
dartmouth.
My
grandfather
on
my
mother's
side
had
gone
to
dartmouth
and
he
persuaded
my
father.
That's
where
you
should
go
during
that
time.
Dartmouth
had
a
quota
three
blacks
a
year,
and
it's
ironic
that
the
three
blacks
in
his
class
all
became
judges,
judge
walls
who
I'm
sure
you're,
probably
familiar
with.
Who
was
a
state
court
judge
who
ended
up
on
the
federal
bench
passed
away
a
few
years
ago
and
the
third
being
judge
pryor?

I
had
spoken
to
governor
florio
and
his
chief
counsel
bob
dakotas,
and
they
were
asking
me
about
judgeships
and
showed
me
a
list
and
it
was
all
mail
and
they
said
joe.
If
you
had
a
pick
who
would
you
pick?
I
said
I
wouldn't
pick
anyone
on
the
list.
I
would
pick
a
woman,
they
said.
Okay,
give
us
a
name,
I
didn't
know
if
the
woman
was
interested
or
not.
I
gained
the
name
of
carol
hade
bomb
dakotas
called
me
later
that
day
and
said,
give
me
carol.
Hickey's
number
he
called
her.

He
calls
me
back.
He
said
joe
we're
going
to
make
her
a
judge.
They
had
no
idea
that
they
were
creating
history
in
that
process.
They
said,
however,
senator
gormley's
got
to
sign
off
and
senator
normally
signed
off,
and
we
got
our
first
female
judge
in
the
history
of
atlantic
county
with
carol
higby,
I
believe
valerie
armstrong
was
probably
the
second
female
judge
in
the
history
of
atlantic
county.

It
was
it
was
the
war,
the
battle
between
martha
vanderbilt,
a
republican
on
out
of
essex
county
and
mayor
hague.
The
mayor
of
jersey,
city
out
of
hudson
county
mayor
hague
believed
that
if
we
can
appoint
the
judges,
we
can
control
the
process.
We
can
control
the
system
and
we
can
be
corrupt
without
any
consequence,
and
that
battle
ensued
and
it
wasn't
and
to
give
you
an
example,
mayor
hague
had
his
son
appointed
to
what
was
then
known
as
the
ena
court,
which
is
the
equivalent
of
the
supreme
court
of
new
jersey.

1919.
He
became
a
u.s
senator
27
years
after
becoming
governor.
He
became
governor
for
a
second
time
in
1944
and
in
1947
he
signed
the
legislation
that
created
this
court
system
that
we
know
today,
but
I
want
to
acknowledge
a
few
other
firsts
for
atlantic
county
don
guardian,
who
I'm
looking
at
made
history
by
being
elected
this
past
year,
vince
palestina
made
history
by
being
elected
this
past
year,
and
some
of
you
might
say.
Well
what
do
you
mean?

Are
we
where
we
should
be
absolutely
not
at
some
point?
I
hope
we
get
there,
but
it
hasn't
happened.
Yet
there's
not
been
a
person
of
color,
I
don't
believe
elected
countywide,
the
history
of
atlantic
county
that
hasn't
happened
yet
we're
one
of
the
few
counties
in
the
state
where
that
hasn't
happened.

You
run
your
law,
which
makes
all
men
equal
by
it
and
under
it,
and
that
means
you've
treated
them
with
justice.
Maybe
maybe,
and
that's
where
the
judiciary
comes
in,
to
play.
It's
really
an
incredible
thing
and
denny
levinson,
who
is
a
history
guy
history?
Teacher
truly
understands
the
significance
of
this.

think
that
my
father
would
probably
have
believed
that
this
day
could
never
occur,
that
there
would
not
be
a
woman,
a
black
hispanic,
that
this
would
happen
that
this
could
happen.
He
grew
up
at
a
time
when
the
expectations
weren't
great,
that
you
had
to
work
hard
and
you
had
to
achieve,
but
he
saw
the
limitations
that
still
existed.
I
was
speaking
to
a
few
years
ago
before
she
passed
a
relative
who
became
a
podiatrist,
and
I
asked
her.
I
said:
why
did
you
set
up
your
practice
in
atlantic
city?
She
said
joe.

I
wanted
to
set
up
my
practice
in
atlantic
city
and
I
wanted
to
have
office
space
at
the
old
guaranteed
trust
building,
but
they
didn't
allow
blacks
to
rent
space
and
in
the
year
by
birth.
I
look
at
the
newspaper
and
in
the
classifieds
housing
for
color
and
I'm
like
wow,
but
that
was
a
reality
and
hopefully
we
get
better.

essential

a
fair

effective

change

a
