I'm

on
the

this
isn't
the
first
time
that
I've
been
to
the
district
one
town
hall,
where
I
used
to

your
seat.

an

councilman

thank

participating
in
the
political
process
that
got
me
here

been
participating
in
this
process
related

community,

future

our
kids

live

making
this
the
well

is

engaging

issues
that
need

be

Based
on
your
concerns,
your
interests
and
the
interests
of
every
member
of
and
every
you
know,
is
that
a
pleasure
to
introduce
County
Executive
Johnny.

We
have
done
everything
from
creating
the
County's
first,
ever
Office
of
the
Inspector
General
an
office
that
we've
grown
every
year
since
being
elected
to
setting
up
a
public
financing
system
for
local
elections.
Introducing
lobbying
reforms
created
the
County's
first
ever
3-1-1
service
and
standing
up
our
office
of
the
community
engagement
and
you
heard
from
Mandy
earlier.
She
is
both
our
director
of
that
office
and
also
represents
district
one
as
a
local
resident.
So
Mandy.
Thank
you
for
the
work
that
you
do
here.
I
I
In
our
first
year
we
had
one
of
the
best
responses
to
the
worst
Public
Health
crisis
of
our
lives,
and
we
have
made
record
investments
in
things
like
education,
Public,
Safety
and
critical
infrastructure,
so
just
a
quick
overview
of
our
budget
where
the
money
comes
and
where
it
goes,
we
have
about
a
4.4
billion
dollar
budget
operationally.
This
is
the
this
is
the
Staffing.
These
are
the
people.
These
grants
and
about
23
comes
from
property
income
taxes,
20
from
income
taxes,
they're
state
aid,
there's
Federal
revenues.
I
Unsurprisingly,
more
than
half
of
our
budget
55
goes
towards
education,
both
K-12
and
higher
ed.
Our
libraries
are
wonderful,
Community
College
and
thank
you
Dr
Trey,
nice
for
hosting
us
tonight,
Beyond
education
and
BCPS
edu
the
K-12
system.
It's
about
half
of
our
budget
I
see
our
amazing
School
Board
member
Robin
Harvey
good
to
see
you
tonight
as
well.
I
I
In
addition,
the
general
obligation
bonds
or
the
bonds
that
you
all
voted
on
this
past
November
things
like
borrowing
for
schools,
for
our
police
and
fire
stations,
other
community
centers,
that's
about
30
percent,
and
then
we
have
a
few
other
places,
the
the
borrowing
really
sort
of
tracks
with
where
we
spend,
in
addition
to
sewer
and
water.
The
bulk
of
it
goes
to
our
schools.
You
see
some
of
the
other
Capital
costs.
In
addition
to
the
over
three
billion
dollars.
I
We
have
programmed
in
capital
budgets
we
also
year
over
year,
we'll
use
what's
called
Pago
or
pay
as
you
go
capital
it's
where
we
take
some
additional
money
that
we
can't
quite
put
into
the
operational
budget
based
on
some
constraints,
the
County
Council
says
for
us,
but
that
we
can
put
into
teams
like
a
lot
of
money.
But
when
you
peel
back
where
that
actually
goes,
it
gets
sped
pretty
quickly.
In
this
current
budget,
almost
50
percent
of
that
growth
was
investing
in
our
people.
Improving
salaries
about
25
was
things
like
insurance
requirements
and
retirement.
I
We
also
had
other
increased
required
increases
things
like
gas
alert
for
those
volunteer
responders
who
are
the
highest,
the
highest
number
of
calls
and
responses
we
put
in
over
40
additional
Esau
teachers
in
this
budget
or
counselor
support
staff
and
school
resource
officers
to
support
our
critical
needs.
That's
where
that
that's
where
the
new
spending
came
in
beyond
the
required
and
the.
I
So,
on
education
we
mentioned
it's
our
largest
single
contribution,
our
largest
single
cost.
This
current
budget
fiscal
year
23,
is
2.3
billion
dollars.
If
you
think
about
what's
called
maintenance
of
effort,
which
is
what
the
state
says
is
our
Baseline
level
of
investment
year
over
year,
we've
exceeded
that
by
70
million
dollars
on
an
enrollment
level,
this
year
alone
we're
down
about
4
000
students
from
the
pandemic,
and
if
you
account
for
that
reduction,
where
about
70
million
dollars.
I
Above
what
is
the
floor
for
spending
year
over
year,
total
increase
was
almost
91
million
dollars
to
BCP.
I
I
Now
that's
a
baseline,
we
want
to
do
more,
but
we
want
to
make
sure
that
we
maintain
that
commitment
to
education
these
next
four
years,
in
addition
to
the
classrooms
and
the
operating
costs,
we
know
that
the
buildings
in
which
we
learn
makes
a
big
difference,
so
we
now
have
a
14-year
three
plus
billion
dollar
plan.
It's.
I
Plan
for
all
schools
or
my
iPass,
which
is
our
North
Star,
because
it
addresses
both
condition,
capacity
and
equity
in
how
we
make
these
investments
from
all
of
our
schools
to
be
touched
over
the
next
four
14
years.
It
invests
in
CTE
steamed
and
it
expands
Pre-K
for
almost
8
000
of
our
youngest
learners,
we're
investing
millions
of
dollars
in
things
like
security
cameras
and
security,
vestibules
for
replacing
doors
out
of
high
school.
I
I
To
make
improvements
in
Investments
at
Woodlawn,
High
School,
we
are
doing
playground
Replacements
at
two
of
our
elementary
schools,
a
new
roof
in
Southwest,
Academy
and
other
Investments.
The
goal
of
my
iPass
is
to
make
sure
that
we're
going
into
every
school
across
every
community
and
really
elevating
the
standard
so
that
every
school
house,
every
student,
every
teacher,
every
family
has
that
for
four
years.
I

We
have
an
age
friendly,
Baltimore
County.
Thank

the
work

We
have
an
age
friendly
action
plan
where
we
are
going
in
to
make
our
County
more
welcoming
of
ten
years
before
welcoming
of
Aging
in
place.
Programs
like
the
because
program
with
the
Harry
and
Jeanette
Weinberg
Foundation
is
helping
us
do
that.
We've
put
forward
millions
of
dollars
in
capital
Investments
to
improve
senior
centers
accounting
wide,
and
we've
done
this
great
no
senior
needs
a
loan
day
here
in
Baltimore
County.
I
In
district
one,
you
can
look
across
the
entire
District.
If
you
see
the
Investments,
you
can
look
at
the
water
infrastructure
projects,
construction
of
the
Hammonds
Ferry
Road
and
Dogwood
Road
Bridges
Improvement
to
the
Forest
Park,
continuing
our
designs
for
the
Baltimore
Highlands
and
Elkridge
to
Guinness
Trail,
so
Trails,
roads,
waterways,
we're
going
to
keep
making.
A

Investments
in
district
one
and
across
all
of
Baltimore
County,
very
proud
of
our
work
around
Security
Square
Mall.
In
addition
to
having
a
new
Chick-fil-A
there,
which
I
visited
it's
very
busy,
we
we
have
spent
20
million
dollars
of
state
and
local
funding
in
partnership
with
speaker,
Adrian
Jones
we've
put
forward
20
million
dollars
towards
the
Improvement
of
that
site.
We
have
acquired
the
former
Sears
property
to
help
allow
for
the
Redevelopment
of
that
of
that
site.
I
We
have
convened
and
are
finalizing
a
public
charette
process
to
help
Envision
what
the
community
wants
to
see
through
the
Security
Square
Mall
site
and
we're
partnering
with
Pastor
Karen
Bethea
members
of
the
owe
Center
and
said
the
cap
is
free
to
do
things
like
have
a
new
Health
Center
over
there
and
really
support
those
those
Services
we're
proud
of
the
work
there
there's
more
to
be
done,
but
very
excited
about
those
Investments
we're
going
to
turn
that
that
corner
on
around.
I
In
addition,
we
have,
as
I
mentioned,
we
have
continued
to
invest
in
public
safety,
we've
increased
funding
in
our
police
department
and
in
public
safety
by
almost
30
million
dollars.
In
the
past
two
years
alone,
I
want
to
thank
the
men
and
women
Chief
Doug.
Thank
you,
Chief
run.
Thank
you
again,
our
volunteers.
Thank
you
at
a
time
when
communities
across
the
country,
when
communities
across
Maryland
have
seen
spikes
and
homicide
rates
and
spikes
and
violence,
we
actually
had
a
nearly
40
reduction
of
our
homicide
rate
in
Baltimore
County.
I
The
men
and
women
of
the
police
department
continue
to
do
a
great
job
of
closing
cases.
We
have
one
we
are
significantly
above
the
national
average
in
terms
of
our
closure
rates.
They
do
incredible
work
and,
as
I
mentioned
with
our
BC
stat
team,
you
can
track
data
about
safety
and
crime
in
your
community
on
our
Public
Safety
dashboard.
I
I
To
invest
more
in
public
safety,
we
also
know
that
there
are
Upstream
causes
and
that
it's
not
just
supporting
law
enforcement
and
our
fire
department,
but
it's
also
making
those
other
Investments,
for
example,
using
data.
We
know
that
50
give
or
take
of
the
homicides
we
experience
in
Baltimore
County
had
either
a
mental
health
component
and
or
a
domestic
violence
component,
and
so
because
of
that
knowledge
we
have
expanded
significantly
our
mobile
crisis
team.
I
We
have
put
a
clinician
in
our
911
call
center,
so
we
can
better
divert
those
calls
coming
in
and
we
are
making
other
investments
in
Upstream
Upstream
needs
Upstream
opportunities
to
ensure
that
we're
providing
every
opportunity
to
prevent
crime
from
happening
in
the
first
place,
whether
it's
recreation
parks
or
summer,
youth,
employment
or
other
economic
and
Workforce
opportunities.
I
Speaking
of
record
Park,
we're
proud
that
this
year's
budget
has
over
45
million
dollars
committed
to
recreational
recreational
parks.
District
one
is
done
pretty
well
in
this
space.
For
those
of
you
familiar
with
leadership
through
Athletics,
it's
a
beloved
district
one
institution.
We
were
able
to
actually
acquire
that
through
our
open
space
program,
to
be
a
gem
for
Southwest
Baltimore
County
for
many
years
to
come.
I
I
And
you
know
we
want
to
hear
you
again
about
how
we
can
continue
today
make
those
investments
in
District
One
on
sustainability.
I
mentioned
director
Likens
has
more
folks
in
our
far
short
division.
That's
allowing
us
to
continue
and
sustain
our
work
in
putting
in
tree
canopy
in
more
urbanized
communities
that
have
been
left
behind.
I
Staggering
I
think
in
Baltimore
County
we
were
having
we
have
so
I
guess
the
wall
takes
effective,
November
every
every
day,
every
day,
there's
a
million
single-use
plastic
bags
that
are
used
in
Baltimore
County.
So
that's
over
350
million
plastic
bags,
single
use
that
are
going
to
our
waterways,
our
trees,
littering
our
communities
and
our
recycling
facilities
in
every
year.
So
again,
thank

Councilman
for
your
leadership.

All

so
that's
where
we've
been
just
to
talk
very
briefly
about
where
we're
going
in
the
term
ahead.
We
are
focusing
on
a
couple
of
issue
areas,
first
and
foremost,
housing
and
again.
I
want
to
thank
and
commend
councilman
young
for
being
a
leader.
We
believe
that
people
should
have
access
to
Safe
quality,
attainable
housing
that
has
good
schools
and
access
to
jobs.
We
passed
a
really
foundational
set
of
housing
packages
just
recently
with
the
council
first
packet.
I
The
first
bill
creates
a
Housing
Opportunity
fund
that
allows
us
to
invest
for
more
home
ownership
opportunities.
We've
created
the
first
definition
of
a
vacant
structure
in
Baltimore
County,
so
that
we
can
go
in
and
both
hold
those
hold
those
homes
accountable,
but
also
again
create
more
opportunities
for
home
ownership,
so
cleaning
up
vacant
structures,
but
also
creating
Pathways
for
home
ownership.
I
I
I
Want
to
make
sure
people
do
have
high
quality
attainable
housing,
but
we
also
want
to
make
sure
that
we're
providing
them
with
job
opportunities
and
one
example
of
how
we're
moving
forward
and
leading
in
this
space
is
the
public
health
Pathways
program.
Dr
Jennifer
Lynch
is
helping
us
with
that.
She's
our
educational
partnership,
leader
of
gen,
she
might
still
be
Annapolis
testified,
but
we
partner
with
St
Joe,
and
we
basically
have
knocked
down
all
the
barriers
to
opportunity.
I
We
are
covering
transportation
and
child
care
tuition
working
with
CCBC
another
trusted
partner
in
this
work
to
take
some
of
our
most
vulnerable
residents
and
really
create
a
pipeline
to
a
guaranteed
job.
That
means
a
really
pressing,
Workforce
deed.
We
hope
to
replicate
this
for
teachers
and
police
officers
and
other
high
need
areas
in
the
years
ahead
and
then
finally
Capital
infrastructure.
I
We
mentioned
some
of
the
Investments
we've
made,
but
we
know
that
we
have
community
centers
and
schools
and
senior
centers
and
police
stations
and
fire
stations
that
are
critically
in
need
of
our
investment,
and
so
I
have
a
capital
A
real
priority
for
the
next
four
years
of
this
Administration.
For
the
Florida
working
with
councilman
young
to
do
that
and
to
hear
from
you
about
where
we
should
make
those
Investments,
Deborah,
schindle
and
Property
Management
are
helping
a
lot
of
that
works,
and
thank
you,
Deborah
for
your
efforts.

Some
of
our
most
important
work
around
infrastructure
is
our
shared
Water
and
Wastewater
infrastructure
very
proud
to
have
partnered
with
the
city
to
announce
a
task
force
that
will
look
at
all
of
the
issues
surrounding
our
shared
system,
from
governance
to
billing,
to
long-term
capital
planning
around
around
our
infrastructure,
Investments
and
so
I
believe
that
the
bill
has
is
about
to
be
passed
out
of
the
house
of
delegates
and
onto
the
Senate
has
been
to
Andrea
all
right,
that's
great,
but
we're
really
excited
about
a
pathway
forward.
I
The
current
structure
is
older
than
both
the
mayor
of
Baltimore
and
myself.
Actually,
it's
older
than
me
by
10
years.
We
don't
do
the
same
things
today
as
we
did
back
in
1972.
We
have
different
technology,
we
have
different
policies
and
so
I'm
looking
forward
to
modernizing
the
system
in
partnership
with
our
our
friends
in
the
legislature.

So
that's
the
big
picture
of
where
we're
going
we're
having
our
town
halls
through
the
end
of
March
I
have
to
submit
my
budget
to
councilman
young
and
his
colleagues
on
April
13th
by
the
end
of
May.
They
have
to
adopt
the
budget,
and
so
really
this
is
where
we
we
turn
to
you.
We
are
currently
in
budget
formation
before
we
open
the
floor
up
and
I.

Believe
I
will
reiterate
what
Mandy
was
saying
if
folks

to

if
you

the

the

situation

neighborhood

this

I
live

the
United
States

it

clear

me

June,

body
was
deconstitutionalized,
that
women
currently
hold
no
value.
So
I
do
not
ask
for
my
disabled
self,
who
pays
property
taxes
and
pays
a
dog
walker,
because
I
cannot
walk
safely
in
my
neighborhood

behalf

human
children
and
try

solve
this
human
safety
problem
since
December
since
summer

2016,
when
I
moved
to
the
neighborhood
and
I
was
bounced
from
state
county
county

police

was
worse
than
yelling
in
a
hole.

preschool-aged
children,
I'm
a
leader

strong
schools,
Maryland

I'm

tonight
on
behalf
of
the
Baltimore
County
Education
desk,
the
Justice
table
is
advocating
for
a
more
equitable
distribution
of
funds
in
the
Baltimore
County
school
budget
and
greater
transparency,
as
well
as
Community
involvement
in
the
budget
development
process.
As
a
parent
I
have
watched
the
revolving
door
of
leadership
in
special
education
and
The
Exodus
of
special
Educators
over
the
past
four
years
preceding
the
pandemic,
I've
also
witnessed
the
compounding
negative
negative
fact.

This
is
our
English
language
Learners
and
our
special
education
students
are
some
of
our

bike
rides
throughout
District
One.
Further
I
rely
on
biking,
walking
and
riding
the
bus
is
a
primary
means
of
transportation.
Baltimore
county
is
lied
considerably
in
building
new
Viking
pedestrian
infrastructure
compared
to
what
was
originally
proposed
in
its
complete
Street
policy
of
2012..
Many
of
the
lanes
that
have
been
installed
are
not
up
to
Modern
safety
standards
and
are
not
what
is
considered
all
ages
and
ability.

Further
much
of
the
county
lacks
continuous
sidewalk
Network
and
many
residents
are
unable
to
safely
walk
to
work,
school,
Recreation
or
commercial
locations.
This
lack
of
infrastructure
disproportionately
impacts
those
who
cannot
afford
cars
for
those
who
rely
on
Ada,
accessible
sidewalks
for
Mobility.
This
failing
of
infrastructure
is
deadly
consequences.
Rates
of
pedestrian
deaths
are
increasing
across
the
country
involving
Baltimore
on
the
front
page
of
Google.
I
was
able
to
identify
at
least
five
in
pedestrian
deaths
in
Baltimore
County
in
February
2023
alone.

deaths
are
preventable
and
are
no
less
tragic
than
death
by
other
forms
of
fun.

attention

media

County
Government,
making
it
safer
and
more
enjoyable
to
bike,
walk
and
take
transit,
reduces

roadway

customers
to
local
businesses

the
health

Baltimore

the
ones
that

be
in
service

fire
department
was
born
in

are
the
third
oldest
in

county

climate
weather
meeting
the
92nd
response
time
that
is
standard
for
the
career
cruise
is
nearly
impossible
to
make
matters
worse.
When
our
unit
is
out
of
service
repairs,
the
reserve
units
available
do
not
fit
in
the
shed
requires
to
put
an
engine
out
of
service
and
stored
in
unheated
barns
to
the
reserve
can
be
kept
on
our
engine
bay.
Our
station
is
located
in
all
Community
with
narrow.

Streets
and
has
Firearms
responsibilities

Sodas
are
fire
apparatus
further,
hampering
our
ability
to
respond
in
a
timely
manner?

30
years
ago,
three
and
a
half
acres
released
for
a
new
station

Hollins
Ferry
Road

the
heart
of

river

committee,
this
area
has
been
the
busiest
response
here
through
Baltimore
County
prior
to
EMS.
We
ask
for
as
long
as
statistics
have
been
kept
last
year,
one
thousand
firing
messages
occurred
there
and
that
number
keeps
climbing.

the
last
30
years,
we've
been
working
with
our
community
to
fund
the
new
station.

residents

receiving
some
type

Public
Assistance.

residents
are
unable
to
afford
to
assist.

is
time

Baldwin
County
to
do

right
thing
and
provide
the
fund
necessary

the
citizens

trails

aware

2012,

Western
portion
of
the
county,

pedestrian
plan
that
was
put
out,
identified,

potential
miles
of
bike
lanes
and
so
I
think
we
have
about
24..
So
we're
waiting
on
a
few
hundred.

that's
up
there
on
the
list
of
priorities,
so
10
years
of
waiting
means
that.

But
we
made
it
so

Pedestrian
bicycle
advisory
activity.
Numbers
are
told
that
there
aren't
enough
funds
to
build
many

bike

pedestrian
projects.
So
those
are
going
to
have
to
wait.

don't
want
to
continue

rely
on

task
our
volunteer
organizations
with
doing
the

time
for
Baltimore
County

step
up

provides

potential

not
leading

citizens

dollars

two
years

enough
to
truly
demonstrate

priority

goals

the

secured

Grant
to
hire
an
engineering
firm
to

street

findings

Baltimore
County
last
fall.

the
department
declined
to
move

of
the
recommendations
because
they
have
other
priorities
in
the
county.

council
person

when
his
narrow
primary
Victory

shared
some
ideas
about

000
people
in
district.

to
support
my
campaign
number

We
need
to
slow
down
traffic
a
lot
of
our
current
solution,
mainly
speed
bumps,
are
difficult
to
obtain
because
they're
they're
very
costly
and
often
are
very
ineffective.

going

encourage
you
to
support
things
that
are
photographic
traffic,
calming
pop-ups,
temporary,
inexpensive
installations
to
slow
traffic,
raise
awareness
and
build
support
for,
say,
first-year,
sweeping
approaches

doing
this

a
way

tests
to
but
the
entire
County
and
build
capacity
for
smart
growth
incremental
development.

need
to
improve
counting
an
enlarged
pathways.

big

need
to
fund
proactive
community-led
Redevelopment.

plan

need

send

any
officials

our

against

markets,

school

they
can
guide
the
conversation
as
they
engage
with

communities.

need
to
assign
responsibility

property
owners

first
time
really
we
engaged

nearly

thousand
people
in
a
series
of
meetings
leading
up

developing
master
plan.

last
master
plan
they're
gone
every

years,
so
that
was
done
really
in
2009
2010.
It
was
done
almost
in
terms
extensively
by
the
staff
itself.

have
listened
to
and
Incorporated
the
comments
of
the
public
as
well
as
agency
concerns
and
organizations
that
serve
the
camp
throughout
the
county
in
order
to
really
build
what
we
think
is
a
documents
go
lead
us
to

Future.

commentary,
hopefully
in
the

we'll

a
planning
board

then

County

there's
been
many
other
more

community

Cemetery
in
the
state

Maryland
it
covers
three
acres
and
the
folks
who
used
to
work
at
Oella
Mill
are
in
turn
there
and
the
last
internment
was
in
1950
and
unfortunately,
the
cemetery

fallen
into
extreme
disrepair.
The
emerald
ash,
borer
has
landed,
tons
of
ash
trees,
have
died
and
fallen
on
the
graves
and

is
looking

get
rid

are
a
group
of
concerned
Citizens

to
find
new
ownership

the
cemetery,
hopefully
non-profit

at

moment

the
community

2022
we
did

free
festivals

events
in
music
events
at
State
Fair,
including
the
Sunscape
live
Festival,
regain
ska
Fest
and
the
Music
City
Maryland
Festival.

The
men's
team
will
have
a
very
positive
social
and
economic
impact
on
our
community
that
was
originally
envisioned
by

Arts
and
Entertainment
District
destination.
Bringing
thousands
to
Catonsville
events
are
designed
to
bring
people
into
Catonsville
to
help
out
local
businesses,
including
those
owned
and
operated

our
friends
and
families

struggled
from
the
impact
of
coven
19.

community
supported
and

sponsored.
It
would
be
much

advantageous

businesses
than
we

Some
County
Assistance
Grant
programs
seem
to
be
helpful,
but

a
smaller
scale,
and
only

certain
extent,
we
had
two
festivals
in
our
concert:
series
of
six
Saturday
in
the
Park
events
scheduled
for
this
year.
All
three
events:
ticketed
events
seem
to
only
produce
about
10
percent
of
attendees.
In
comparison
to
these
free
concerts.

are
all
volunteers
and
it's
a
tremendous
amount
of
work.
A
lot
of
our
families
and
kids
are
also
very
involved
in
these
activities.
We
are
equipping
to
receive
some
sort
of
community
accounting
assistance
and
to
continue
bringing
these
events
to
our
community.
That
would
relieve
the
local
businesses
of
some
of
the
burden
of
having
to
pay
responsible
for
these
events,
we
are
requesting
that
the
Music
City
Maryland
Association
become
a
designated
for
receiving
money
directly
from
the
county
in
support
of
the
Arts
and
entertainment
designation
initiative.

early
career
educator
in

district
one
school.

grade

partner
was

second
year
teacher
between
the
two
of
us.
We
had
one
year
of
experience
to
draw
upon
to
plan
lesson,
support
students
and
navigate
the
world
of
special
education
discipline
and
many
other
facets
of
classroom
teaching.

They

hired
in
these
schools
and
then
turn
over.

are
left

guidance

mentors

critical
to
surviving
your
first
years
as

educator,

they
quit

one

two
years

transfer,

alike

feeling
abandoned.
Teacher
attention
should
be

top
priority

our
public
education
system
in
your
budget.

they

stick

long

salary
increase
for
our
Public
School
Educators,

coming

daughter

preschool

we
will

Edmonton
with
her

rush

a
shame
that
such
a
great
public
resource
for
young
kids
in
such

vibrant
residential
area
is
so
unsafe
for
pedestrians
and
the
area
isn't
just
a
resource
for
kids.

Wednesday
Farmers
Market,
the
Thursday
food
trucks
located
in
the
Temple's
party,
every
resident
who
lives
nearby,
whether
in
Westgate
or
Midway,
cars
or
Dunmore
or
Academy
Heights,
would
benefit
from
safe
walking
access
to
these
resources
and
traffic
calming
in
the
area.
Just
in
the
few
months
I've
been
here,
there
have
been
several
major
accidents
on
this
stretch,
badminton
and
I've,
heard
from
long
time
residents
that
this
has
been
proposed,
adding
stoplights
with
crosswalks
and
lock
signals
at
one
or
both
of
the
account
sections
with
it
doing
so.

administration

County
Council

continue
funding
land
preservation
at
the
highest
possible
level
to
continue
funding,
Baltimore,
County,
Land,
Trust,
Alliance
and
Altos
to
support
an
office
for
our
alliance
at
the
AG
Center
on
Shawan
Road,
because
land
preservation
helps
preserve
farms
and
we
need
to
be
where
the
Farms
are.

Land
preservation
is
a
voluntary
conservation
of
farms
and
open
space
using
easements.
They
are
Perpetual.
It's
the
only
safe
way
to
preserve
land
in
our
County
Baltimore
county
is
a
leader
in
land
preservation
with
seventy
Thousand
Acres
preserved.
But
there
is
much
more
to
be
done.
We
all
enjoy
farmers
markets,
good
food,
clean
water
and
clean
air.
To
get
those
things
we
need
preserved
land.
This
is
not
a
district
by
District
issue.
This
is
an
entire
Baltimore
County
issue.

The
benefits
of
argument
enumerated
by
another
speaker-

repeat

but
we
all
know
how
important
this
is.
During
the
pandemic,
people
flooded
the
open
areas
in
our
County,
showing
how
important
they
are
to
us
psychologically.

urge
us

continue
to
support
open
space
for
the
benefit
of
all
County
residents.

but
there
is
also
an
entrance
on
Potomac
Avenue
with
kiss

Neighborhood
side
of
the
station
has
non-contiguous
sidewalks
residents.
Residents
must
walk
in
the
street
to
access
the
station
and
especially
with
increased
traffic
during
rush
hours.
This
is
a
safety
concern.

Exacerbating
this
problem
will
be
the
additional
influx
of
residents
from
the
proposed
development
towards
Overlook.
Hia
has
repeatedly
pointed
out
the
inadequacy
of
existing
sidewalks
in
this

year.
Old
Community
throughout

development

concerned
that
accounting
will
fall
short
of
protecting
and
preserving
the
quality
of
life
in
this

parallel
to
Frederick,

of
Gainesville,
when
you
walk

to
all
the
restaurants

everything
constantly.

make
sure
the
team

a
look
at
it

part

the
budget

and

as
part
of

county

postural
institutions

wife
and
I,
and
our
two
two-year-old
daughter
spent
many
weekends
per
month,
traveling
throughout
the
region,
into
the
city
visiting
several
hotels.

travel

spring
fully
on
the
sidewalk

talk
about
how
people
move
about
the
region,
encourage
the
county,
I
know,
biking
and
pedestrian
safety
has
already
been
mentioned.

also

encourage

county
to
invest
in
a
mass
transportation
options
for
the
region,
particularly
to
examine
the
Regional
Transportation
authority
that
can
better
supports
mass
transit
options.
Many
of
us
live
in
former
streetcar
communities
like
myself
in
Arbutus
that
once
thrived
on
a
mass
transfer.

are
now
you
know
in
some
way
suffering
from
Decades
of
prioritizing
cars
and
finally,
as
a
County
resident
I
would
love
to
see
county-wide
curbside
composting.
Other
Counties
have
something
that's
common
northern
states
country.
Obviously,
the
benefits
of
composting
are
many,
including
the
ability
to
reduce
waste
by
climate
change.
So
thank

volunteer
and
board
member
at
the
local
food
pantry
here
in
Catonsville
Gainesville
emergency
assistance
and
for
those
not
familiar
with
food
pantries.
Basically,
what
we're
doing
is
we're
providing
supplemental
food
every
month
to
people
who
below
a
certain
income
employment.
The
limit
usually
is
often.

Limited
income
constraint
and
employed
in
many
cases
most
of
our
people
are
retired
on
a
fixed
income
disabled,
but
many
of
them
are
out
still
working
and
they
still
can't
convince
me
and
I
wanted
to
just
let
everyone
know.
In
the
past
few
months
now
the
Maryland
Food
Bank
had
been
getting
substantial,
Federal
support
and
they
were
able
to
give
us
free
food
that
ended
in
January.

February,
the
supplemental
Mission
neutral
assistance
program
staff
they
lowered
their
amounts
from
the
family
and
other
guys.
The
same
income
people
have
been
getting
hit,
with
inflation,
they're
spending
more
and
more
for
food,
so
that
for
the
food
pantries
would
then
all
of
our
families,
not
just
cea.
But
everybody
I
think
we're
seeing
something
similar
to
what
we're
seeing
the
cea
in
July
of
2001
we
helped
100
require
I
was
Outsource
in
June
of
2022.
We
helped
189
households.

months
later,
in
December
we
helped
207
households
and
we're
pretty
sure
that
there's
at
least
80
other
households
that
we,
if
we'd,
go
out
and
get
an
application
for
immediately,
but
we're
listening
overseas.

would

county

more

Partnerships
out
there,
but

I
I
just
want
to
say
I
mean
schools
are
the
greatest
tool
that
we
have
to
unlock
the
potential
of
our
young
people
and
need
leadership.

Whoever
that
is
to
be
having
these
conversations
regularly
and
throughout,
particularly
as
they
start
in
that
role,
so
I
I
want
to
just
I
know
it's
getting
late,
but
I
I
want
to
emphasize
like
just
how
important
it
is
that
we
have
our
school
leadership,
also
really
engaged
in
these
conversations
with
us.

don't
have

lot
of
maneuvering
when
it
comes
to
how
they
spend
their
money,
but
what
we
can
do
is
within
our
district
engagement
with
our
schools
and
supporting
them
and
their
students
engaging
with
their
sgas
and
working

setting
that
relationship
building
that
relationship
now,
so
that
we're
when
a
problem
happens,
we're
not
a
foreign
entity.

already
been
there.

nowhere

all
of
the
issues

we're
aware

related
to
teachers
in

folks

down

where
teachers
aren't
their
kids
and
they're,

proud
of
their
school.
They
do
what
they
can
with
what
they
have,
and
they
can
do
so
much
more
if
they
had
all
the
resources.

work

Baltimore
City,
so
I
have
a
unique
perspective.
I
see
the
difference
between
language
access
for
members,
the
community
members
in
Baltimore,
City
and
Baltimore
County,
and
so,
although
you're
moving
the
needle
a
little
bit
thanks
to
Juliana
Juliana
councilman
I'm,
very
happy
to
know
that
you
have
bilingual
staff
and
your
staff,
it's
not
Spanish
speaking.
So
that's
awesome
because
there's
not
only
Spanish
speaking
immigrants.
So
it's
good
to
know
that
people
are
aware
of
that.

thing
is
is
I

want
to
encourage
some
kind
of
training
in
schools
like
CT
training,
so
that
you
have
bilingual
staff
when
they
graduate
so
that
they
can
come
and
they
can
work
and
fill
in
all
of
these
positions
that
are
needed.
All
of
these
spaces
that
are
needed,
but
I
want
to
I
want
to
say
that
in
the
past,
in
the
past,
since
Juliana
has
been
here,
I
have
seen
great
improvements.

remove

items

spaces

to
take
matters
into
our

hands

remove

items
ourselves
or
utilize
HOA
funds
to
remove
the
dumped
items
from
the
county
property.
So
what
we're
essentially
asking
for
is
help
in
getting
those
areas,
keeping
those
areas
clean.
Getting
us
resources.
I
know
we
have
the
clean
green
program
so
that
we
can
get
more
help
to
get
those
areas
clean.

areas
is
a
privately
known
property-
that's
not
it's
owned
by
somebody
who
doesn't
live
in
the
area
if
we
can
get
some
help
and
maintain
it
or
passively
get
some
funding
to
either
get
the
county
divide
and
go
maintaining
ourselves.

the

to
combat
that
in
one

for
anything

have

combat
