and
really
listen
to
the
community
and

think
johnny's
done

great

managing
through
the
pandemic,
which
has

nothing

challenging,

say

least,

see
a
lot
of
our
asian
firefighters
and
planning
department
and
political
government
people
in
floyd.

we've
been

going

councilman

walked

think
incredible
accomplishments
here
in
district
one.
The
fact
that.

not

just
in
spite
of,
but
in
addition
to
our
response
to
the
pandemic
is
nothing
short
of
incredible.
We've
been
a
fierce
advocate
and
partner
forward
with
team
one,
and
so
a
lot
of
the
things
that
are
happening
here
has
been
because
of
your
of
your
advocacy,
keeping
in
mind
that
all
that
progress
happened
not
just
because
it
happened
and
we
made
the
investments
we
overcame
a
pandemic,
but
we
also
inherited
some
really
significant
fiscal
challenges
in
year,
one
and
so
tom.
You
were
also
at
the
front
lines
there.

So,
let's,
let's
talk
a
little
bit
about
where
we
are
right.
Now,
it's
so
good
to
be
back
in
person
and
part
of
how
we've
done
that
is
our
been
our
response
to
the
copenhagen
pandemic.
Baltimore
county
is
almost
80
vaccinated.
We
know
that
vaccines
remain
by
far
the
best.

Getting
your
vaccination
getting
your
booster
and
encouraging
those
around
you
to
do
so
as
well.
We
set
up
an
incredible
response
to
making
these
vaccines
available,
whether
it
was
our
award-winning
clinic
at
the
maryland
state
fairgrounds,
where
we
both
tested
these
vaccines
to
sites
all
over
more
recently,
giving
you
100,
000
rapid
test,
kits,
I
remember
being
there
with
our
administrative
officer,
stacy
rogers,
in
the
parking
lot
around
here.
This
is
one
of
our
sites
where
we
actually
leave
out
those
test
kits
so
stacy.

I
want
to
thank
you
and
the
entire
baltimore
county
leadership
team
for
being
here
tonight,
as
they
have
been
in
all
of
our
town
laws.
You
have
a
chance
not
just
to
talk
to.

have
built
out
an
eviction.

Of
direct
support
out
to
our
business
community,
this
is
all
stuff
that
we
plan
to
continue
through
the
american
recovery
process.
We
have
160
million
dollars
thanks
to
our
congressional
administration,
the
president,
where
we
can
continue
to
invest
and
we
can
move
towards
recovering
and
aspiring
to
where
we
should
have
always
been
not
just
recovering
where
we
were.

that
money
is
going
to
be
continuing,
has
been,
and
will
continue
to
be,
our
response
to
the
kova

pandemic,
whether
it
was
frontline
pay
for
our
workers
with
more
of
the
testing
ppd
that
we
had
to
keep
investing
in,
but
we're
also.

small
business

promoting
the
incredible
assets
we
have

tourism-

this
is
going
to
be
one
way-

continue

make
that
unbelievable
progress

baltimore
county,

we
are
the
best
version
of
ourselves
for

the
budget

two
years
prior
to
my
lecture,
there
were
two
people,
two
people
who
testified
showed
up
and
testified
on
the
budget.
It
was
when
it
was
before
the
county
council.
We
put
that
information.
We
want
to
hear
from
you
before.
Our
budget
is
introduced,
that
your
your
voice
can
influence
the
budget
we
present
to
the
county
council.
We've
had
thousands
of
people
show
up
in
person
and
virtually
and
the.

Are
here
in
person
are
being
joined
by
dozens
more
online
to
do
that
and
we've
had
hundreds
of
people
testify.
We
we
stood
up
the
bc
staff
program
and.
D
Very
often
so
I
want
to
give
you
a
shout
out
tonight
is
here
and
he's
done
tremendous
work,
setting
up
dashboards
and
putting
out
more
information,
so
you
can
have
a
sense
of
what's
happening
and
we're
better
in
our
day-to-day
governing.
We
have
a
baltimore
county,
open
budget,
where
you
can
now
down
to
the
check,
go
in
and
see
where
your
resources
are
going
across.
The
county
government
and
you
met
mandy,
remember
the
private
district
one,
our
current
director
of
the
office
of
community
engagement
and
we
have
a
dedicated
representative
for
every
every
district.

4.2
billion
with
our
current
operating
budget
in
baltimore
county:
this
is
everything.

That
means
the
wages,
the
health
care
benefits,
the
retirement
costs
also
things
like
our
contractor
supplies
and
other
materials
that
money
primarily
comes
from
your
property
and
income
taxes,
and
we,
although
we
do
have
some
revenue
that
comes
in
via
state
aid,
federal
and
other
other
sources.

As
the
councilman
mentioned,
we
have,
I
think,
approaching.

At
least
36

million
dollars
in
this
current
year
budget,
we
put
forward
a
million
dollars,
we're
also
looking
for.

For
a
new
catonsville
fire
station,
so
we're
moving
forward,
not
to
mention
schools.
We
can
talk
about
that
later
on.
These
are
the
kinds
of
projects
that
you
go
to
the
voting
booth
on
those
borrowing,
referendums,
saying
we're
asking
for
your
authority
to
be
able
to
borrow
more
money.

Our
water
and
sewer
systems,
but
I
want
you
to
know
that
we're
we're
not
just
making
the
investments
we're
doing
so
responsibly.
Baltimore
county
is
one
of
just
a
handful.
D
Across
the
country
that
has
what
is
a
really
coveted
and
triple
triple
a
battery,
and
that
means
that
all
three
rating
agencies
across
the
country
look
at
our
finances
and
say
you
are
the
most
credit
worthy
that
a
local
jurisdiction
can
do
when
it
comes
to
borrowing.
And
this
is
not
only
a
sign
of
how
fiscally
responsible
we
are
as
a
county,
which
also
allows
us
to
save
billions
of
dollars
when
it
comes
to
borrowings
that
helps
our.

Using
our
resources
to
deliver
on
communities
and
so
whether
it's
modernizing
our
local
government
and
making
those
improvements
to
the
quality
of
life,
we
want
to
be
there
first
thing
that
we've
heard
a
lot
of
clear
through
these
town
halls
was
the
desire
to
see
walt
trash
come
back
and
it
was
back
when
whitney
houston
was
topping
the
charts.
But
I
will
always
love
you.

It's
back
when
jay
leno
is
taking
over
johnny
carson,
but
it
has
been
decades
since
bulk
trash
had
resumed,
and
I
want
to
thank
director,
d'andrea
walker,
administrative
rogers
and
so
many
others
for
making
this
a
reality
in
partnership
with
our
council
to
make
this
investment.
So
you
now
should
have
a
card
that
was
mailed
to
you.
It's
also,
you
can
look
it
up
online.
You
have
two
pickups
all
year
where
all
you
have
to
do
is
put
out
the
three
ball
trash
items
and
take
care
of
them.

So
that's
back
one
of
the
things
we
heard,
but
also
we
heard
about
gold,
of
course,
so
we've
ratcheted
up,
we
said
we're
going
to
find
me.

Eight
new
code
enforcement
officials
into
our
budget
last
year
we
put
forward
a
derelict
property
fund,
so
you
don't
have
to
wait
to
take
action
if
there's
a
lien
on
property,
because
the
homeowner
isn't
being
responsible
director
of
gulf
wall
at
pai,
now
just
go
out
use
this
revolving
loan
make
the
investment
and
then,
when
that
thing
comes
back
off
it
replenishes
the
fund
so
really
want
to
thank
tom
and
the
council
for
helping
us
really
address
some
of
these
quality
of
life
issues.

Affiliate
last
year
in
2020
rice,
church
town
had
our
second
mainstream
designation
tom.
You
mentioned
music
city
maryland
our
beloved
the
county's.
First
ever
arts
entertainment
district,
where
we
are
going
to
continue
to
see,
I
think
a
lot
of
fun
and
progress
wrapped
around
that
that
the
nation
actually.

Also
working
closely
with
you
and
the
community
and
director
lafferty,
we
are
working
to
make
sure
we
turn
around
security
square
mall.

Front
we're
working
with
director,
gutwall
and
others
and
kirk
mitchell
over
in
coordinator,
we're
trying
to
make
sure
we're
taking
care
of
the
trash
and
code
enforcement
stuff.

Ccbc
has
been
an
incredible
partner
because
of
tom
and
the
council's
support
because
they
were
three's
in
county
tuition.
So
your
county
president,
your
tuition
has
not
gone
up
for
three
years
in
a
row
at
ccbc,
in
the
same,
even
as
we've
done
that
we've
expanded
access
to
the
college
promise
program,
making
sure
more
young
people
who
are
coming
out
of
high
school
have
access
to
a
free
college
experience
here
at
ccbc.

We
are
now
having
coaching
and
thousands
over
850
who
have
gone
through
that
program
or
in
that
program.
We're
excited
we're
also
expanding
early
college
access
in
the
p-tech
program,
which
is
a
great
program
that
partners
with
businesses
and
students
to
both
finish
their
high
school
diploma
for
three
six
years,
absolutely
no
cost.
We
believe.

Seniors
director,
laura
reilly,
I
believe,
is
here:
we've
done
everything
from
launching
and
age-friendly
baltimore
county
plan
to
do
it
no
senior
needs
alone
to
combat
social
isolation.
We
partnered
with
the
weinberg
foundation
to
create
the
because
program
which
goes
in
and
helps
invest
in
housing
to
ensure
our
seniors
can
stay
in
place.
We're
very
excited
last
year
to
announce
4.5
million
dollars
for
a
much
needed
and
deserved.

Basics,
we
have
to
make
sure
we
keep
investing
in
our
sidewalks,
whether
it's
eagleside
avenues
or
windsorville
road.
There
are
sidewalk
needs
across
baltimore
county.
We've
heard
a
lot
of
clear
for
many
of
our
programs
we're
making
investments
in
our
sidewalks,
and
we
continue
to
make
significant
investments
in
road
resurfacing.

Officers
we
have
been
implementing
a
public
safety
plan
that
does
everything
from
targeting
our
hot
spots,
to
using
data
analytics
to
ensure
that
we're
employing
our
resources
most
effectively
and
that
plan
is
bringing
results
with
most
of
our
prime
categories
trending
downward.
Last
year,
part
one
violent
crime
was
down
16
percent
county-wide
and
we're
so
proud
of
the
work
of
the
men
and
women
of
our
police
department
for
having
a
far.

Clearance
rate
of
81
clear-out
cases
that
do
occur
here
in
baltimore
county,
because
we
are
unequivocal
if
you
all
are
welcome
in
baltimore.
But
if
you
come
to
baltimore
county
and
you.

It's
a
significant
challenge
to
address
domestic
violence,
the
connected
people
with
their
own
home.
So
we
are
also
leveraging
our
arw
dollars
to
support
10
domestic
violence
coordinators,
as
well
as
10
vulnerable
adult
organs.
We're
trying
to
get
at
this
holistically
most
supporting
our
law
enforcement,
but
also
making
those
upstream
investments
in
mental
health,
recreation
and
job
opportunities.

Mental
health
conditions
we're
also
building
our
own
hub
and
spoke
model
in
baltimore
county
to
connect
people
to
a
network
of
healthcare
providers.
Sustainability
is
another
big
issue
for
us
in
baltimore
county,
taking
big
steps.
We
had
to
get
the
basics
right
first
up
so
back
in
when
we
first
started
in
office.
We
realized
that
back.

We're
converting
capped
methane
gas
at
our
eastern
landfill,
we're
putting
in
solar
panels
that
are
our
cat
landfills
and
really
moving
forward.
We're
also
partnering
with
bged
on
things
like
electric
vehicle
charging
stations
through
a
public-private
partnership,
and
I.

An
executive
order
to
ensure
that
all
new
and
replacement
passenger
vehicles
are
electric
or
hybrid,
hybrid,
open
space
and
parks.
Another
area
of
critical
investment.
I
see
director
johnson
over
there.
This
year's
budget
has
a
record
75
million
dollars
in
state
local
funds
for
our
parks
and
open
space.

benefits
to
ensure

fill
those

positions

bolster
the
strength
of
our
school

the

Obviously,
the
capital
side

big

the
new
high
school.
You
know
I
spent
my
entire
teaching
career
in
a
trailer
and
we
called
them
learning
how
to
try
to
tell
us
they
were
learning
cottages.

we
had

hole

the
floor.

it
to
maintenance.
We
had
a
piece
of
plastic
that
covered
it
up
year.

was
in
the

had

southwest,
we're
looking

increase.

are
the
third
oldest
and
the
third
largest
school
system
in
the
state,

so,
while
we
have
given
in
record
funding

have
pushed

bill

to
thank
all
of
our
state
legislators
for
helping
us
get
that
over
the
line
we
can
and
we
want
to
do
more.
So
the
current
budget
for
school
construction,
the
county,
has
been
putting
forward
about
100.

the
state
give
or
take
have
been
doing
40
million
dollars
a
year
or
so
through
their
capital
improvement
plan
or
cip
with
the
built
to
learn
fund,
which
again
is
transforming
the
state
doubled
his
investment
in
baltimore
county,
another
40
billion
dollars,
but
we
know
that
we
can
and
we
want
to
do
more.
So
we
are
now
looking
to
sustain
that
level
of
magic
from
the
state
throughout.

bonds

reading
and
math

Do
you
believe
it's
time
to
hold
the
teachers
unions
accountable
and
investigate
how
each
dollar
is
spent?
That's
my
first
question.

we
look
at
all
of
our
labor
groups
as
partners
in
the
work
that
we
do
so

mean
I
don't
know
what
what
your
vision
of
holding
the
teacher
to
be
accountable
looks
like,
but
I
actually
found
them
to
be
great
partners,
and
I
want
to
invite
them
just
like
the
community
into
the
conversation
and
the
dialogue
about
what
we're
trying
to
accomplish,
and
I'm
sure
I'm
sure
you
know,
mr
video,
that
while
we
certainly
asked
questions
and
we
pushed
for
transparency,
we
actually
had
an
efficiency
audit
or
an
efficiency
review
of
both
county
government
and
school
system.

Sure
my
next
question
is
the
reason
why
aztecs
get
400
kids
walk
out.

Well,
certainly,
if
you
have
ideas,
we
would
welcome
them
councilman
and
he
has
questions
as
a
small
business
owner,
but
we
have
pushed
forward
tens
of
millions
of
dollars
in
direct
aid
to
our
small
business
community,
and
you
know,
just
by
way
of
one
example:
projection
with
a
pandemic
start
that
we
were
gonna
lose
up
to
40
of
all
of
our
bars
and
restaurants.

I
can
count
on
one
hand,
I
believe,
how
many
we
actually
have
lost
and
almost
none
losses
were
for
lack
of
support
from
the
county.
So
not
only
have
we
given
direct
aid,
but
we
were
leaders
in
things
like
outdoor
dining.
We
were
leaders
in
flexibility
and
been
waiving
the
liquor
license
paper
here.
We-
and
it
goes
back
to
that
partnership.
I
talked
about
with
our
our
labor
degrees,
of
actually
sitting
down
and
talking
to
the
chambers
of
commerce.
The
businesses
themselves.

Feel,
like
the
question,
was
way
out
of
bounds
and
then,
as
far
as
workforce
development
and
working
with
small
business,
we
do
a
lot.
I
mean
I
can
assure
you.
Local
government
worked
hand
in
hand
with
small
business
and
especially
double
and
triple
overtime
during
the
pandemic,
because
the
county
executive
said
you
know,
a
lot
of
businesses
about
to
go
under
the
county.

lot

the
21st
century,
it's
progressive
it's
needed
and
it's
necessary,
and
I
say
that
because
change
is
difficult.
Folks,
people
don't
like
to
change,
but
they
recognize
continue
to
do
your
work.
We
can
heal
for
the
healthcare.
Specifically,
we
support
you
and
that
was
a
good
choice
executive.
We
appreciate
the
opportunity
to
bring
her
into

community.

only

like

haven't

would
have
sliced

pie
for
the
hilltop
civic
center
folks,
we
haven't

influence
in
this
civic
center
in
the
last
30
years.

is
a
national,
significant
foundation
and
I'll
tell
you
quickly
why?
Because
it's
a
historic
preserve
building
and
it's
an
old
colored
school,
a
whole
negro
school
that
was
developed
here
in
baltimore
county
and
its
partnership
with
the
rosenwald
foundation,
which
is
a
national
foundation
along
with
booker
t
washington,
making
it
exceptional.

And
bringing
brethren
to
the
county,
those
schools
throughout
america,
there
are
quite
a
few
of
them
throughout
america.
Folks
the
tours
are
going
to
those
schools,
they're
spending
money,
they're
generating
revenues
in
communities
throughout
america-
and
you
know
what
baltimore
county
can
get
a
piece
of
that
power.
But
before
we
can
get
a
piece
of
that
pie,
mr
executive,
we
need
a
piece
of
the
county
pie
in
order.

To
its
standards,
we
need
some
money,
some
funds.
We
have
submitted
our
recommendations
to
your
office
and
we
will
be
happy.
We
meet
in
the
health
authentically
we'll
be
happy
to
work
with
fossil
recreation,
our
local
recreation
council-
to
bring
that
to
this
to
the
reality
here.
So,
instead
of
that,
all
I
want
just
in
closing,
please
consider
the
hilton
civic
league
that
historic
villain

national
ramifications.

calls

service

of
reasons.

is

violence,

significantly

coded
and
our
program
to
the

program
which

services

side

four
counties

with
turn
around,
which
focuses
on
north
baltimore,
county

family
crisis
center
in
the
eastern
baltimore
county,

absorb
the
crunch
of

funding
that
was
made

compounding

family
and
children's
services
left
baltimore
county
about
four
years.

about

increase

you've

to
manage
the
last
several

have

400
increase

certain
calls
that
our
dove
program
receives
as
part
of
our
lethality
assessment

there
are
advocates

both
domestic
violence
and
vulnerable

follow

short

have

program

increasing
the
monthly
minimum
benefit
for
sam
and
maryland
meals
for
achievement
summer
snap
for
children
would
help
over
55
000
children
who
live
in
extreme
poverty
in
our
county
by
providing
food.
During
the
summer
months.
In
district
1
alone,
the
majority
of
elementary
schools
report
that
greater
than
50
percent
of
their
students
qualify
by
income
or
for
introduced
meals
without.
I
Children
are
high
risk
for
food
insecurity
and
hunger
during
out
of
school
times.
Full
funding
for
maryland
meals
for
achievement
would
provide
universal
free
breakfast
over
19
000
students
in
schools
that
qualify
but
are
not
currently
participating
due
to
a
lack
of
funding.
These
schools
include
lansdowne
high
school
and
woodlawn
high
school,
who
together
have
over
1
000
students
whose
households
receive
snap
benefits,
but
those
children
do
not
have
access
to
breakfast
in
their
classrooms.

Access
to
nutritious
food
in
schools
is
an
investment
in
the
future
of
our
students,
and
it
allows
our
families
to
use
their
limited
resources
on
other
essentials,

rent
and

care

that

have

lot

grassroots
organizations
of

families
that
get
together
and
decide
like
we
need
food.
We
need
this
and
they
start
talking
there
there's
no
community
engagement.

have
found
pockets
of
this
grassroots
organizations
in
tanzania
in
essay
in
essex.
We
have
them.

pandemic,
I
was
able
to
coach
them
and
once
they
enrolled
in
high
school,
I've
noticed
that
the
kids
aren't
attending
school,
that
they're
out
and
about
in
the
middle
of
the
day,
because
I
see
them
while
I'm
working,
I'm
wondering
what
does
the
school
system
do
to
support
these
students?
What
authority
is
there
to
prevent
students
from
school.

would
like
to
see
if
there's
an
opportunity
for
us
to
have
an
after-school
mentoring,
coaching
program
at
the
high
schools.
One
of
the
coaches
at
the
high
school
allowed
me
the
opportunity
to
assist.

if
there
is
an
opportunity
for
the
county
to
support
an
immigrant
youth
after
school
right
program
or
community
program,
so
that
we
can
support
these
young
people,
prevent
them
from
going
down
the
wrong
path.

drugs,
help
them
motivate
them
to
get
involved
in
sports
in
some
kind
of
correctly,
specifically
geared
toward.

staffers

highly
qualified

work
hard
to
identify
broad
waste
and
misconduct
in
our
local
government.
Despite
the
budget
much
smaller
than
those

montgomery
county

florida
city,
for
example,
as
a
retired
attorney
with

years
experience
in
representing
federal
and
state
agencies
and
no
stranger
to
fraud
wasted
misconduct
in
government.
Sadly,
they
exist
just
about
everywhere,
increasing.

the
privilege

hilton
pacific
center
would
really
help
first,
a
wi-fi
internet
that
will
help
the
tutoring
students
itself

will
also
allow
everyone
else
who
goes
there

it
comfortable
for
the
entire

are
requesting
that
the
county
will
preserve

historic
nature

want

funding

build

addition
that
has
monitoring
needs
for
recreational
purposes.

like

funds
to
support,
maintaining
the
historical
preservation
of
the
healthcare
wellness
group,
which
was
constructed
in

candidate
for
baltimore,
county
council,

advocate

funding

open
spaces

reputations

but

need

support
so
that
we
can

athletic
programs

youth

stay
in
school

wilkins
and

responsive,

he

all
our
partnership

we
finalize
the
budget,

things

be

front

county
agencies

department
heads

commitment
y'all

short

we
