It was a very different model., but I'm glad to hear that you're looking at expanding it, because it's.

A very needed service throughout the country, really.

But I think we're a leader in that in our state with it,. So that's wonderful.

Just to follow up on that.

We're trying to do a two-pronged approach.

B

Number one is to increase those units because they are the specialists,.

B

But also provide the training for each officer walking the streets.

B

Now they won't be the expert,, but at least they'll have some basic understanding and we'll make sure we catch up with everybody.

B

Because one of the things that happen, you get new information and every year, you're increasing the training to the cadets.

B

The newest cadet is the newest model. When it comes out of the academy,, they know everything., but the one that's been there. Five years, six years, 10 years,. They missed an awful lot of the new stuff,.

So the idea is to just try to catch up with these folks.

B

And make sure we're providing that training to each and every one of them..

B

Because every year, there's so much required training by the state,.

B

They often don't have time to do other things,.

B

So this is going to codify this training.

B

Into law and require that they have it every year.

Our agenda is something which has been quite. I guess,.

Near to the hearts of our commission in an area which has.

C

Been a cause of quite a lot of concern for a long time and that's transportation,.

C

So let me let jay introduce dan dalton.

Hi folks. dan reached out to me.

Dan is a consultant working with the county department of public works on the transit development, plan.

D

Dan reached out to me and the commission, via the commission posted email address on the county, website.

D

We had a talk and I felt that [noise].

D

Immediately, the commission would want to engage with this process.

D

I scheduled a quick meeting with myself, dan, and dr. smith.

D

We had a substantive conversation about transportation, issues, mobility,.

D

And then I shared a little bit of this with ben when we were.

D

Crafting the agenda for today's meeting.

D

I did send dan survey findings.

D

That the commission has already expressed, with regard to transportation,.

D

The consolidated plan process, which the commission.

D

Participated in in may through dialogue,.

D

But also through a survey administered in,, I believe in december.

D

I mean,. I know that even through the covid,, I think I've come to the commission with some kind of formal county government question.

D

Tell us what you need, tell us, where the gaps are in services..

D

We've done that four times in the past six or seven months.

D

So [noise] I get it.

I feel like sometimes people are surveyed out.

D

Talk about something I've talked about six times, already.

D

But I think we presented dan with earlier findings and I encourage, through this process,.

D

Dan's going to present some slides and some facts and then this is an opportunity to provide feedback to.

The extent the commission wishes in this conversation today, here and now.

We have a survey that was sent out.

I got one response., that's why I'm saying maybe people are surveyed out or maybe they want to do. It live on tv.

I'm joined by joey celtineks from our office.

we're both with the kfh group.- we're a bethesda based transit planning, firm.

E

We've worked with every transit system in maryland numerous times in conducting.

E

Transit plans and also we've worked nationally too.

E

So we bring both local experience and also national experience.

E

For what it's worth, actually,, I grew up in baltimore county, went to catonsville high school, so I don't know if that gives me any credibility, but obviously, my knowledge of baltimore county. Even before this project.

E

Was pretty extensive, just growing up in the baltimore area.

E

What I want to do was give you a little bit of background about the transit planning, process.

E

Then roy wanted [inaudible] some things that we've learned.

E

And then also jay, mentioned, hopefully, have some conversation today. While we have time and also again,.

E

You'll have the opportunity give us on-going input.

E

We've received a lot of input already,, but we will be more time after this meeting today to give us more than too.

E

Joey will take copious notes of anything. You tell us and also he'll keep me straight.

E

And jump in with anything that I've lost [inaudible].

E

Just quickly, the transit development plan or a tdp is actually.

E

Required all the local transit systems in maryland that receive.

E

Federal or state funding through the mta's office of local transit support.

E

Are required to complete a transit development plan or tdp every five years.

E

These plans then, and we'll talk in a minute.

E

About really the overall objectives of the planning, process.

E

But it's also used by the local jurisdictions and local transit systems.

E

As a basis for preparing their annual grant application to the mta.

E

Again,, the mta is the recipient of.

E

Federal transit funding that goes out to the local transit systems, in addition to some state funding programs, also.

E

For county, there's two different types of funding that the county receives from the mta.

E

There's federal funding, that is, for the rural areas,.

E

So obviously the northern part of baltimore county, and then there's also state funds specifically for seniors and people with disabilities.

E

The program's been in place since the 80s that supports that.

E

Those are the two programs that specifically baltimore county receives.

E

Funding through the mta office of local transit, support.

E

Just overall, the tdp objectives.

E

This is an opportunity. Every five years, we build upon what the county's vision for transit services, are,.

E

And we formulate those ideas., it's also obviously an opportunity to review and assess the current transit services in the county, and that's obviously specific in baltimore county,.

E

This is an assessment of the countyride system.

E

I should [inaudible] out the fact that obviously,, we receive a lot of input and there's a lot of conversation about mobility.

E

And about mta services that operate in the county and [inaudible] take into account,.

E

But I should note the fact that this is a transit plan for baltimore county,.

E

Not actually an mta transit, plan,.

E

As you know that the mta went through a rather major restructuring several years, ago.

E

Obviously, we have to take those services into account and how they can.

E

Complement and any services the baltimore county need to take those into account.

E

But again, the assessment and.

E

Evaluation of services is primarily of the countyride system.

E

But through this process,, this is where then we have the opportunity to identify unmet transit, needs,.

E

And we'll cover those in just a little bit and hopefully get some more input from you.

E

Again,, it's an opportunity to develop the vision for the next five years.

E

This is a short-range plan. a lot of times. There may be a discussion about more long-term current transit services that we can document,.

E

But for this, it's a short-range plan,, it's not a 20 or 30 range plan.. It's a short five-year plan from that standpoint.

E

Again,, that's why we look at actually opportunities to improve services,.

E

Either services wise, organizational changes, or any potential expansions during [noise], the five-year period.

E

We always talked about the fact that, sadly, not everything, usually in a five-year transit plan gets implemented.

E

But if it's not in the transit plan,, it definitely won't be implemented.. So that's why we want to always have the opportunity to make sure that we cover and.

E

Include potential opportunities for expanding, improving services.

E

Again, obviously, anytime we're doing a plan,, we're still not sure about how funding is going to impact that.

E

But if it's not in the plan,, then it definitely won't be funded in the future.

E

We've conducted a pretty broad needs, assessment.

E

As you can imagine,, we get this plan off right before covid hit and before the pandemic.

E

Our needs assessment and our outreach opportunities have been obviously impacted by that.

E

Otherwise, I'd be with you in person today, instead of being through video.

E

We've conducted a rider survey of countyride customers,.

E

Specifically, countyride people who are registered for the services.

E

Often we would do that on a vehicle, and actually, go out and talk with people. well,. Since services are limited,, we did opt to mailing,, but jay,. You can attest. We've received over 700 responses.

E

To the countyride survey that we mailed out to people.

E

We've gotten a tremendous response for that.

E

those people, at least, for the most part, were not surveyed out.. While we understand that for the most part people that it.

E

Becomes a point where that just becomes not as a factor.

E

But the countyride customers have given us a lot of input.

E

We're actually right now still compiling that information..

E

We have some of the data, and I'll talk about that in a minute, then too..

E

We also did a broader community online survey.

E

This survey is primarily to get information input from people who generally are not.

E

Public transit users, [inaudible] perspective,.

E

As jay mentioned,, we've done some stakeholder interviews and jay and doug,.

E

We appreciate their time to have those discussions and we've.

E

Had some individual discussions with other people.

E

We still can conduct interviews now,, so if there's anybody in the commission now, that would like to actually have a one-on-one conversation, we'd. Be glad to do that then too..

E

The process is being led by an advisory committee that particularly.

E

Is being headed up by the department of public works and the department of aging.

E

As you may know, on jul 1st,, the countyride transitioned from the department of aging to.

E

The department of public works, so both those agencies and.

E

Those departments are actually on the committee, then too.

E

I can talk today a little bit about some of our findings and particularly some potential opportunities.

E

But we actually have an advisor committee next week, where really we'll need to get more of the blessing from that..

E

If I'm a little bit broad in my discussion today,, it's only because of the fact that we haven't run all the alternative recommendations. Past the advisory committee, yet.

E

Obviously, we need to do that. First.

E

jay,. I don't feel you're going to have the ability to join the committee so that jay can actually provide also his input from a commission standpoint and be a liaison with you all going forward.

E

We've also completed and sent a demographic analysis,, so obviously,.

E

People with disabilities and older adults are a prime component of that analysis.

E

Our previous plans and studies and jay, again, has passed along the community survey and you've made some notes to your strategic plan that you just adopted this morning.

E

We would want to include that objective related to.

E

Transportation, actually, in our plan too, because we recognized.

E

This planning process is not happening in a vacuum and the fact that we.

E

Want to have this holistic as possible, so that's why we will take up.

E

There's other plans and studies too that we've already documented,, but we want to make sure we incorporate the ones that you all have been working on too and include that information going forward.

E

Real quick,, this slide has broad areas.

E

Of what we've heard so far, and probably from your standpoint,.

E

Nothing actually that you didn't know about already,.

E

But we've heard obviously the need for expanded transportation services related to.

E

Countyride from the standpoint of expanding actually the specialized services that countyride provides,.

E

And we'll again have a next slide that we'll go in a little bit more detail about that.

E

But overall, just in having services outside the current surface areas.

E

Either were mta serves in with public transit, where.

E

Mobility service based on the ada requirements.

E

There's a couple of things that we're going to be looking at related to expanding transportation. Services,, I'm going to focus a little bit more on countyride in a minute.

E

through this process,. We also heard about the need for more reliable services.

E

Some of that has been mobility, service-related.

E

Again,, that's a little bit out of our scope,, but we documented that, but also related the countyride because, as you know, countyride is.

E

A specialized service because all demand response and picking people up at their home, taking them wherever they go.

E

There's a lot of variables in that type of service, and not surprisingly, for a good fact that people wish of this a little bit more reliable and they can count on it. A little bit. More,.

E

Especially from a timing, standpoint. one thing: we've heard a lot about and we're focusing on is some first-mile,.

E

Last-Mile transit connections,, particularly first-mile, last-mile connections, to mta services, then, where people.

E

Are just living a little bit beyond where the mta surfaces are and just not.

E

Possible! For them to be accessed to.

E

These connections, where they go beyond if it's an ada paratransit or mobility opportunity,, where they go beyond that three-quarter-mile designation.

E

We're looking at those opportunities.

E

we've also heard about local community service.

E

people have told us that, that opportunity,, if you know,.

E

There is the plans, in effect for the task and circulator service, and so there may be.

E

Opportunities in other local communities and also some opportunities, maybe to connect different suburbs,.

E

Different communities within baltimore county., right now,. As you know, mta services runs from the county into the city.

E

But we're looking at some opportunities that connect different suburban locations that are obviously around baltimore county.

E

We've talked to people related to employment,.

E

Especially in either retail locations,.

E

And we heard a lot about the need to actually expand services for employment, location.

E

Helping people get the jobs.

E

For evening services that right now, where services are a limited thing, too.

E

We've also heard from people who have obviously used more especially countyride and.

E

More specialized services about the travel times on those surfaces and be more direct.

E

Then more flexible transportation services..

E

This is one thing that we're really looking at is micro-transit and those type of opportunities.

E

Where I guess everyone is more familiar with now with uber or lyft, which is.

E

Basically, in the last couple of years, changed the transportation landscape.

E

Looking at a lot of transit systems around the country,, look at [inaudible], similar type services,, but services that are more affordable for people and more flexible than an uber or lyft.

E

That's one thing that we're going to be talking to the advisory committee next week.

E

About how those services really seem in baltimore county,.

E

There's a lot of opportunities.

E

We've worked on some micro-transit projects in.

E

Several different areas, and including the baltimore county, maryland,.

E

Where we just assessed their flexible transportation services, they've put in place.

E

We want to use all that information and that knowledge to see how we can improve.

E

Transport services expands transportation options in baltimore, county too.

E

Again,, that's overall what we've heard and similar things that we're looking at.

E

The next step in this process will be actually then fine-tuning.

E

And getting more of those things in a minute., we will get you a chance for you to give us a little bit more comment on those too.

E

Real quick as I go back, here.

E

just wanted to talk a little bit about countyride and why most people in the commission are pretty familiar with the area,.

E

But what we've heard a lot is the fact that countyride,.

E

The input that we've received, especially from riders, some, would say,.

E

They loved the drivers,, they loved the services in place.. There are limitations and obviously,.

E

The fact that countyride is primarily obviously just in the county. People have needs.

E

They go into baltimore city, right now. The countyride only serves the partner hospitals.

E

I think it was eight or nine hospitals in baltimore city that are connected to.

E

The only general public services in the county, are,.

E

As I mentioned to the federal funding that the county receives in the very rural parts of the county., the rest of it is people 60 and over or people with disabilities,.

E

Which is great for that service and serving those population groups, but the general public transit services in the county,.

E

Obviously, then, are limited.. Obviously, countyride is limited in the service span.

E

To operating right now from 7:00 am 5:00 pm.

E

In fact, actually,, I think about 4:30 is about the last trip they provide.

E

As we know, people's needs go beyond those times.

E

Obviously, we've seen in the surveys.

E

A lot already about the need for weekend services, then too.

E

From the capacity standpoint, countyride too, to try to serve as many people as they can,.

E

They actually then limit two trips in a one-week period.

E

Obviously, that limits people's abilities,, especially if there are regular trips and you go to several times a trip,.

E

Then those are up., those trip opportunities are limited., we're taking all of those into account then and is actually then we try to come up with some recommendations and some ideas for expanding the countyride services or.

E

Other transportation services they can you try to help fill some of those gaps.

E

That was about a couple of months worth of work done.

E

In about 10-15 minutes of presentation.

E

Jay,, I don't know if it's possible then either now or again,, one going.

As you mentioned, people completed our surveys and will take that information to account.

E

But I don't know if we can [inaudible], probably from the commission on other areas.

E

They would like to see what [inaudible] [noise]. he said: something. [noise].

Getting the county to buy-in to the regional report?.

Actually, this project,, this planning process,, will wrap up by december.

We are taking in some of the other regional planning efforts, [inaudible].

As you may recall,, I worked on the regional transit plan group.-.

Does this fit into that plan?.

More so, we are taking in to the recommendations from the baltimore county standpoint from that plan.

E

Actually,, that's one of the plans and studies that I mentioned that we will.

E

Incorporate into one section of the baltimore county, transit, plan.,.

E

There is some correlation between two..

E

This plan now is specific to baltimore county, while the other one was,.

E

As you know, dan, more general for the region, dan., but there are some of the findings in there and some of the recommendations that we are taking.

E

To account, and also will document in the baltimore county, plan.

E

Dan, and I'm not sure if everybody is aware,.

That and if I'm correct,, that countyride is no longer under the department of aging.

C

It's under baltimore county government, itself.

C

Can you talk a little bit about that and also you referred to a,.

C

I guess an advisory group or committee.

C

Is there people on that committee that have individuals with disabilities?.

E

Thanks., your first point actually again,.

E

As of july 1st,, the countyride services transition.

E

From the department of aging to the department of public works?.

E

What I've been told is that transition,, a part of that was the fact that actually, that way, transportation and especially public transit, had.

E

More of a focus, and probably because of maybe the countyride being in the department of aging,.

E

That people thought the services were only for seniors, when, as I mentioned, the fact,, there are some services for the general public., some of the things that we will be looking and I'm pretty sure we're.

E

Recommending will be more for the general public;.

E

Serving people with disabilities,, but also being for the general public..

E

I think that was part of the mindset and the county, making that change.

E

Again,, I wasn't involved with that., but that was one change that happened during the course of our planning. Effort.

E

We do not actually have specific individuals and.

E

Certainly with disabilities on the committee.

E

The committee was set up by the county and more it's different agencies from the county.

E

But one thing that we saw was lacking was, and that's.

E

Why I reached out to jay- and I talked to our contact.

E

With [inaudible], the department of public works to reach out to jay so that we.

E

Made sure that we got the aspect of people with disabilities and the commission's aspect.

E

Our public outreach for this has been.

E

Adversely altered by covid, because we would have had a series,.

E

Probably of some different, maybe community workshops or different area.

E

Of opportunities to get input from people and obviously,.

E

That's been limited to this process,, so we tried to reach out and try to be as holistic as we can.

E

Using other ways- and we definitely got a lot of input from the countyride customer.

I think the biggest issue with individuals with disability,.

C

What our commission's looked at in past years was getting to jobs.

C

Getting to places of employment is one of the key points.

C

We have some programs at community college at.

C

Baltimore county of training, individuals for different types of positions,.

C

But then they can't get to a job site because of lack of transportation.

C

It really needs to be addressed and unfortunately,.

C

There's been nobody on any of these committees, perhaps.

C

Who really represents, or advocate individuals with.

C

Disabilities and you can't operate in a vacuum.

C

That's one of the purposes of our commission is to make.

C

The county and people who are making decisions within.

C

The county that there are a whole community;.

C

20 percent of baltimore of county residents have.

C

Some type of disability and their needs need to be addressed.

C

That's interesting.. I have two questions,.

G

I guess a comment that I'd like you to comment. On.

G

I did not know after all these years that countyride provided.

G

Transportation to the general public in rural baltimore, county.

G

I have never heard that come up..

G

Can you tell me a little bit more about that,.

G

And how people access it through the regular countyride reservation, system?.

G

Mary,, it is actually through it.

E

Again,, it's the rural part of the county..

E

I think that in the countyride website they actually show a map that at least with some literature. I have that [inaudible]. That has a map showing that area.

E

It is, though, demand-response, similar to the services in the rest of the county,.

E

It is a demand-response service where people need to call in and schedule the rides.

E

When I say general public, people might think it's a bus running on a set schedule.

E

In some rural areas you may have that,, that's not the case with countyride., it serves the rural parts of the county, but it is all.

E

Through the scheduling system that other trips are scheduled, through.

E

I'm glad I know that now., I don't want to speak for countyride,.

E

I don't know if they limit their outreach., it's in all their marketing materials,. I don't know if, again, the demand for that probably hasn't been great because obviously it's in the rural part of the county., I don't know if they downplayed that, because the fact that obviously there are always capacity constraints., but that service is available for someone who lives outside the urbanized area in baltimore, county.

Ben,, if I can go back to your point, too.

E

we had an advisory committee for this planning. Process,.

E

I'm pretty sure one of our recommendations will be the more formalized actually the advisory capacity,.

E

Not just for countyride,, but hopefully the expansion of transportation services in baltimore county going forward. Too.

E

I believe countyride does have an advisory committee,.

E

They get the input that way,, but we will probably recommend.

E

A more structured committee in.

E

The future and obviously people with disabilities need to be represented on that.

E

That will either come through the commission or other agencies or organizations too, that serve people with disabilities.

My second question: is,.

G

I know that over the last three years,.

G

Maybe three years ago, the mta dropped a lot of their routes and adjusted their routes and that,.

G

I think, has recently happened again where they're dropping routes and adjusting routes.

G

Is that information impacting what you all are doing at all?.

G

There is plans, I think, actually, in january, right, now,.

E

It was the plan to actually reduce some services.

E

Unfortunately,, the mta has been,, like other public transport systems around the country, have been impacted by covid and lack of ridership,.

E

So there are some changes: they're making,, yes.

E

personally,, we're not happy with the fact that they're making changes, because it.

E

Impacts transit but also the fact that, right in the middle of our plans.

E

Even though this is not an mta plan,, we are taking the mta's [inaudible] into account,.

E

So it looks like there's some of these modifications that.

E

May not happen till after the first year and after we'll be done with our planning process,.

E

So what we're trying to do is take into account our recommendations and our alternatives.

E

For improving services that will be flexible enough. That fact that no matter what happens to the mta services,.

E

There will be opportunities to expand services in baltimore, county and we'll compliment.

E

Again, we talked about this as the change of baltimore county.

E

We talk about the transit services separately in a way,.

E

Like how countyride operates,, but then, obviously the mta services that run into the county.

E

It was brought up earlier about the regional effort, too.

E

Obviously, there's other regional needs, people's needs, don't stop. I'll just take the case while they get to the bridge on frederick road,.

E

Howard county or to route 40, people's needs, don't stop at those bridges, and so we recognized that from that standpoint of a more reasonable perspective.

E

The thing is that we are focused on this plan on what is in.

E

Baltimore county, but we're obviously going to take it all into account.

E

One last thing, [inaudible] to the fact that, again,, I don't know what will happen to the mta services and their changes.

E

And [background] develop some recommendations.

E

That allow and still expand and improve services in baltimore county.

E

Well,, it would be a wonderful thing if baltimore county.

G

Could pick up the routes that mta has dropped.

G

I don't ride the buses,, so I don't have personal experience with this, but a young boy, he's not young anymore,.

G

But a fella that I help support has always taken the bus from towson to parkville to go to the y,.

G

And now he can only take the bus from towson to loch raven,.

G

Loch raven and joppa, and then he's got to walk a mile and a half to get to the y.. I.

G

Think that mta has really been shortsighted and I understand their constraints,.

G

But people have to live and the eastern side of the county often takes the hit.

G

One thing we are looking at is,.

Obviously, the mta went through a restructuring several years ago, as you know,.

E

And we're taking a look at any areas that.

E

Potentially in baltimore county just operate services, especially connecting different communities., but also we need to take into account and I haven't totally absorbed.

E

Myself, yet all the potential changes that come up in january too,.

E

So we'll also take that into account..

E

That was also one of the things that came out of the regional plan. That's going on.

E

I think it's still coming into a final draft format was there are some different connections between different areas.

E

I think the towson parkville area, for instance, was one that was pretty high on the list. [Inaudible].

E

So we have definitely put all that into account.

E

Again, jay and I had a brief conversation yesterday and again,.

E

This is a plan that will be a lot of opportunities in there.

E

Bottom line, [inaudible] , as you all know,.

E

It comes down to the funding and the effort behind that too.

E

But we hope this will leave a plan that will leave the blueprint for that day in the future.

E

Basically, behind the scenes we've been reviewing, nominations.

We'll probably try, right after this meeting for several of us who were.

On the review process to stick on the call, and we can finalize.

We will record the individuals who are receiving the awards for their comments.
