Baltimore County Executive Jim Smith and Governor Martin O'Malley announced an increase of $4.6 million to the Maryland Infants and Toddlers Program, bringing the total state funding to $10.4 million. The Infants and Toddlers Program provides services to children, birth through 36 months of age who have developmental disabilities, delays, or special health needs. Services are based on the entitlement needs of the child, and many receive multiple forms of help. Local school systems, local health departments, and local departments of social services, as well as private and public agencies provide these services.
