partnership

really

excited

the
Partnerships
that
we've
created
over
in
Western,
Baltimore,
County
and
today
marks
yet
another
critical
milestone
in
our
investment
in
our
progress
for
Western,
Baltimore,
County
and
so
I
want
to
thank
all
those
who
have
helped
make
today
possible.

Partnership,
and
so
this
bill
signing

thanks

no
small
part
to
leaders
here
in
Baltimore
County,
like
Baltimore
County's
own

Ben

will
be

legislation

thank
councilman
young
for
his
leadership
and
primary
sponsorship
of
the
legislation
that
we're
about
to
sign
in
Baltimore
County,
with
the
strong
support
of
council
members,
Patoka
and
Jones
I
believe
it
was
actually
unanimous.

it
speaks
to
what
we're
trying
to
do
here
and
creating
this
Authority
really
will
transform
our
capacity
to
invest
in
Western
Baltimore
County.
It's
built
on
the
legacy
of
what
we've
done,
not
just
here
at
the
owe
center
with
the
with
the
health
facility,
but
also
the
30
million
dollars
that
we've
leveraged
in
state
and
local
money
to
transform
this
very
site
here
at
Security,
Square
Mall
and
as
we
think
about
what
the
impact
of
what
this
bill
can
mean.
It's
transformative.

will
take
the
work
that
we're
already
doing
here
at
security
and
we'll
really
equip
it
to
go
to
the
next
level,
and
you
know
security
is
just
one
example,
though,
of
what
this
Authority
can
do.
This
Authority
will
be
beneficial
for
all
of
the
neighborhoods
all
of
the
businesses
within
the
catchment
area,
and
so
we
just
are
excited
to
make
this
this
legislation
a
reality.

it
into
law,
and

and
again
it
just
wouldn't
be
possible
without
these
incredible

this

proof

possible

our
state
and
local
governments
work
collaboratively

it
doesn't
help

of
the
members
previously
got
their
start

the
house
of
delegates
Anyway
by
establishing
the
West
Baltimore
County
Redevelopment
Authority.
We
have
listened
to
the
voices
of
those
small
businesses
and
local
community
leaders
who
have
felt
left
behind
in
previous
cycles
of
development
moving
forward.

This
session,
the
Maryland
general
assembly
included
a
one
million
dollar
investment
in
the
state
budget
for
this
Redevelopment
Authority.
This
investment
aligns
with
our
recent
effort
to
revitalize
the
Security
Square
Mall
and
assist
small
businesses
in
rehabbing,
their
storefronts
and
our
commercial
Carters.

And
everyone
who's
had
some
input
into
this.
You
know
this
West
Baltimore,
County,
Development,
Authority,
bringing
that
into
law
is
huge.
You
know
for
decades,
Baltimore
County
has
been
seen,
neglect
vacancies
and
disinvestment
in
District
10.
My
constituents
have
long
spoken
to
me
about
the
need
for
new
business
and
investment
in
our
community.
It's
been
over
a
year
in
the
making,
but
your
advocacy
has
been
heard
with
approval
from
the
state
legislature
and
the
county.

Redevelopment
Authority
has
been
used
to
read
about
Revitalize,
historically
neglected
communities
and
will
be
fantastic
results
for
all
of
us.
The
Redevelopment
Authority
would
not
have
been
possible
without
the
tireless
effort
of
our
legislators,
like
Senator
Charleston
or
former
Senator
Dolores
Kelly
councilman
Pat,
Well,
County
Council,
now
Pat,
young
and.

Of
the
Baltimore
County
Council,
furthermore,
I
want
to
take
I
want
to
thank
the
Decades
of
advocacy
from

local
communities
and
organizations
around
my
district
and
West
Baltimore
County
West
Baltimore
County
should
not
just

a
place
to
drive
through,
but
a
thriving
Community
with
homeowners,
families,
vibrant
businesses
and
beautiful
spaces
to
call
home
reversing
years
of
neglect
will
take
time
but
I'm
glad
to
plant
the
Seas
or
revitalization.

I
I
first
wanted
to
say
thanks
to
a
number
of
folks,
some
that
were
already
mentioned
when
we
put
this
legislation-
and
let
me
go
be
before
even
before-
that
this
community
came
out
and
I
think
back
in
2013
when
I
first
began
my
run
for
office
in
the
Maryland
house
of
delegates,
the
community
talked
about
things
that
it
desired
in
its
needs
and
it
took
a
little
while
and
it
took
some
advocacy
and
I
can
see
the
president
of
the
Baltimore
County
chapter
of
the
nacp
here,
Ryan
Coleman
and
some
others
they
came
out
had
had
a
decent
showing
of
people
in
community
community
folk
who
came
out
last
was
a
couple
years
ago,
demanding
that
some
change
occur.

I
went
back
after
listening
to
them.
I
spoke
with
some
of
our
former
former
County
officials,
Elizabeth
Glenn.
For
those
of
you
know,
I
work
in
at
a
company
that
does
affordable
housing,
so
I
talked
with
some
of
my
colleagues
and
they
introduced
me
to
people
to
talk
to
about
exactly
what
a
Redevelopment
Authority
could
do
got
a
lot
of
advice
took
the
idea
to
my
my
colleague,
Senator
Dolores
Kelly.
She
co-sponsored
the
bill
for
me.

I
took
it
to
a
now
Senator,
then
delegate,
Ben
Brooks,
who
was
hearing
the
exact
kind
of
the
same
things
that
we
were
hearing
and
he
crossed
filed
the
bill
with
me.
Now
I
will
tell
you
with
legislation,
there's
no
guarantee
when
you
introduce
it
what's
going
to
happen
and
we
had
some
language
in
there.
But
we
worked
with
those
who
had
some
questions
about
the
legislation.

What
was
in
what
was
in
it
made
some
modifications,
got
it
out
of
the
Senate
over
to
the
house,
where
I
then
had
delegate
then
delegate
young
as
well
as
delegate
Sheila
Ruth,
helping
to
make
certain
that
the
effort
did
not
die
over
in
the
house
where
I
believe
it
was
just.

Maybe
one
a
couple
just
a
couple:
people
who
voted
against
the
legislation,
but
we
got
it
out
and
then
the
other
advocacy
effort
started,
which
was
ensuring
that
we
had
a
County
Council
that
was
going
to
push
this,
take
this
ball
and
and
take
it
over
the
goal
line,
and
that's
exactly
what's
going
to
happen
today.
When
we
see
the
county
executive
sign
this
legislation,
I
could
not
be
any
more
thrilled
because
it
is
time
to
get
to
work
and-
and
as
noted,
this
is
not
just
about
Security
Square
Mall.

The
catchment
area
goes
as
far
north
as
Liberty
Road,
where
we
heard
our
constituents
saying
they
wanted
to
see
something
done
and
and
not
to
be
a
forgotten
Community.
It
goes
as
far
west
is
Rolling
Road.
It
goes
south
to
Baltimore,
National
Pike,
where
there's
some
things
that
need
work,
and
it
goes
east
of
the
Baltimore
City
Baltimore
County
Line,
as
I
mentioned
in
testimony
just
a
few
weeks
ago.
There
are
some
things
that
are
happening
in
Baltimore
County
and
this
portion
of
Baltimore
County
that
are
going
to
need
to
be
addressed.

Social
Security
is
consolidating
so
by
no.
In
November,
one
of
those
buildings
that
they're
currently
in
is
no
they're,
not
no
longer
going
to
be
there
Shoe
City
filed
for
bankruptcy,
that's
on
Woodlawn
Drive,
so
that's
going
to
be
another
vacant
building,
that's
going
to
have
to
be
addressed,
and
unfortunately
I'm
Roy
or
the
former
Kernan.
They
announced
that
they're
going
to
be
moving
a
lot
of
their
facilities
downtown
again.

It's
in
Baltimore
City,
a
portion
of
us
in
Baltimore
County
in
this
Cashman
area,
but
what
we
want
to
do
by
having
this
legislation
we're
going
to
have
an
entity,
that's
going
to
be
focusing
on
this
community
and
making
certain
that
not
only
are
we
bringing
folk
in,
but
they
were
keeping
people
that
need
to
be
here,
making
certain
that
folk
who,
who
maybe
are
growing
a
little
bit
older,
can
age
in
place.
I
mean
this.
This
is
a
this
tool
is
something
that
goes
beyond
commercial
can
help
with
residential.

about

you've

context

reason

we're

Partnerships.

working
towards

Security
Square
Mall,

for

side

other
jurisdictions,
but
we
have
not
had
at
our
disposal
utilized
here.

met
twice

we'll
be

we'll

again
talking
about
the
next
step
and
the
next
step
and
we're
going
to
keep
meeting
and
keep
inviting
you
to
hear
about
the
moves
that
Baltimore
County
has
been
making
and
we've
been
making
until
the
work
is
done.
We
disagree
often
on
what
we
want
to
see.

We
went
through
an
intensive
shred
process
that
created
a
division,
but
even
flexibility
to
know
that
that
final
vision
will
need
to
be
flexible
enough
to
recognize
what
the
community
needs
and
what
the
changes
will
be
in
10
years.
We
may
disagree
on
how
we
get
to
a
final
State
and
what
we
want
to
see
here
that
this
development
Redevelopment
Authority
can
make.
But
we
all
agree
on
is
why
we're
here
and
why
we're
here
is
because
this
community
has
value
the
west
side
of
Baltimore.

County
has
value,
and
for
too
long
it's
been
disinvested
in
or
looked
over,
and
this
piece
of
legislation
and
the
work
of
all
the
folks
behind
me
and
the
folks
that
are
out
there
watching
now
and
waiting
to
see
what
happens
next
have
been
working
hard
to
make
sure
that
this
place
isn't
forgotten
and
continues
to
be
whether
you
lived
here,
whether
you
work
here
or
whether
you
raise
your
kids
here,
we'll
continue
to
keep
meeting
until
the
work
is
done.

behind

we
know
how
difficult
it
is
to
stay
singularly
focused
when
we
have
so
many
responsibilities.

we
want

do
things
here,
but
fire
pops
out
over
there

we're
constantly
taking
care
of
so
many
different
issues.
It
takes
us
a
while
to
get
back
to
one
particular
thing,
but
here
we're
going
to
have
an
entity,
a
Redevelopment
Authority,
whose
sole
focus
is
going
to
be
this
community
and

the
objectives
that
will
be
laid
out
in
front
of
them.

to
work
each

every
day,

those
things,
and
we
will
stand
ready
to
support
them
in
any

singular

10th

it's

very

that
leadership.

by
what
she

right

a
community

things

critical

making
the
West
Side
strong
stronger

it

today

say
this

leadership

councilman.
Young
he's
only
been
he's
in
his
rookie
season
in
the
County
Council,
but
but
he's
doing
a
great
job,
and
he
would

he
shouldered
this
through
the
County
Council

councilman
young

appreciate

leadership.

little
tugboats

take
the
west
side

the

Side
Redevelopment,

ship

pulling

all
tugboats

tugboats

pull
this

and
the
