Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
To
take
this
opportunity,
first
of
all,
to
welcome
caitlin
aboard,
I
know
you
all
have
met
her
and
pleased
that
she's
now
working
for
baltimore
county
and
particularly
the
department
of
planning,
but
I
also
want
to
take
this
opportunity
to
thank
taylor
for
everything
she
did
during
the
couple
of
months
that
we
were.
You
know
in
terry
after
terry
left,
we're
stepping
up
and
stepping
in
it
really
has.
A
We
really
haven't
missed
a
beat
with
with
her
involvement
with
the
landmarks
commission-
and
I
just
want
to
take
this
opportunity
to
tell
everybody
publicly
that
we're
thankful
for
her
service
to
baltimore,
county
and
department
planning
what
she's
done
and
will
continue
to
do
alongside
with
caitlin.
So
thank
you
very
much.
B
B
B
F
All
right
should
should
we
get
started.
F
All
right
well
welcome
everyone,
it's
these
are
strange
times,
and
this
is
a
new
format,
but
we'll
make
the
best
of
it
and
we'll
get
to
the
remember
introductions
in
a
in
a
moment.
F
F
We
review
and
approve
nominations
to
the
baltimore
county.
Preliminary
landmarks
list
and
comment
on
national
register
nominations.
Additionally,
we
are
charged
with
evaluating
submissions
to
the
baltimore
county,
historic
tax
credit
program
that
encourages
the
appropriate
maintenance
and
renovation
of
designated
historic
properties
with
the
commissioners.
F
F
H
F
F
Who
would
that
be
that
may
be
everyone?
Anyone
we've
forgotten.
E
Yes,
there
is,
it
looks
like
wendy
and
vince
are
here
too.
E
E
Even
not
not
that
we
want
to
exclude
any
commissioners,
but
we
do
have
a
quorum
even
without
them.
So.
F
Right
so
here's
the
fun
part.
Please
stand
as
we
recite
the
pledge
of
allegiance.
H
F
The
landmarks
preservation
commission
operates
under
the
authority
standards
and
requirements
of
title
vii,
article
32
of
the
baltimore
county
code.
We
refer
to
the
united
states,
secretary
of
the
interior
standards
rehabilitation
as
administered
by
the
national
park
service.
This
is
the
accepted
national
standard
for
historic
preservation
projects,
our
own
baltimore
county,
historic
preservation,
design
guidelines,
directly
reference
and
incorporate
the
secretary
of
the
interior
standards
for
rehabilitation.
F
Tonight
we
are,
we
have,
we
think
we
have
people
before
us
who
are
online
and
I
believe
taylor
and
caitlin
they're
gonna,
submit
questions
or
comments
to
you
or
if
we
have
any
questions
or
comments
of
them,.
B
F
It
is,
I
did
say
that
earlier
it
has
been
invested.
Sorry,
okay,
it
is
being
recorded,
so
citizens
desiring
to
address
the
commission
on
a
specific
project
should
have
signed
or
emailed
the
commission
not
near
the
entry
door,
I'm
freestyling
here.
All
testimony
will
be
made
through
the
chat
box
upon
recognition
by
the
chair
and
caitlin
and
taylor.
You
guys
can
help
us
through
that.
F
We
have
important
preservation,
issues
to
discuss
and
debate
at
each
meeting.
Please
limit
your
comments
to
the
specific
preservation
submission
being
reviewed.
We
ask
for
your
assistance
and
understanding
so
that
the
discussions
do
not
digress
as
an
additional
comment.
We
could
all
agree
that
the
historic
preservation,
historic
preservation,
is
an
important
aspect
of
the
quality
of
life
and
place
that
makes
baltimore
county
unique.
As
a
commission,
we
seek
to
recommend
significant
buildings
and
places
the
landmark
consideration
to
the
county
council
for
their
final
vote.
F
As
commissioners,
we
serve
on
the
commission
due
to
our
expertise,
interest
and
passion
for
historic
buildings
and
places
and
review
submissions
based
solely
on
their
merit.
While
we
may
disagree
in
discussion
and
voting,
we
continue
to
be
a
collegial
body
that
respects
each
other.
Personally
and
professionally.
C
Sure
and
just
a
reminder
to
all
the
commissioners
if
you're,
not
speaking,
please
remember
to
mute
your
microphone.
C
So
we
don't
hear
any
background
noises
that
we
may
have
in
your
wherever
you're
calling
in
from,
but
just
a
reminder
that,
if
you
do
have
a
comment
during
the
meeting
that
you
can
send
us
a
chat
through
the
features
on
the
bottom
right
side
of
your
screen,
just
make
sure
you
select
the
host
and
just
like
it
says,
on
the
screen,
type
your
comments
and
make
sure
you
include
your
name
and
the
agenda
item.
F
Okay,
very
good.
Any
changes
to
today's.
K
F
Okay,
so
knowing
that
we've
all
read
the
minute
notes
meeting
minutes
from
march
12th,
I
was
not
at
that
meeting.
I
hear
mitch
did
a
fine
job
as
chair.
B
Motion
two
except
the
minute,
says.
B
J
F
Yes,
let's,
let's
all
vote
in
the
affirmative,
all
in
favor
aye,
any
opposed
it
carries
motion
carries.
F
Let's
go
consent
agenda
items
to
be
considered.
You
want
to
knowing
that
you've
reviewed
those.
Are
there
any
commissioners
who
would
like
to
pull
one
or
some
off
the
list
for
further
consideration.
E
Yes,
so
I'll
read
through
them

F
Thank
you,
miss
bensley
commissioners.
Are
there
any
of
those
items
that
you
would
like
to
pull
from
the
consent
agenda
and
to
have
a
further
discussion.
J
This
is
mitch,
kellman
should
should
we
with
should
pull
item

as
the
the.
If
the
action
is
incorrect,.
F
Okay,
very
good,
any
others.
F
Okay
hearing
is
there
a
motion
to
approve
consent,
agenda
items.
K
J
F
E
C
All
right,
the
first
agenda
item
up
for
discussion
and
vote
as
agenda
item
number:
five,
the
kelly
property
at
4948
tulip
avenue
in
relay
the
county,
historic
district.
It's
a
non-contributing
structure.
C
It's
an
expo
fast,
facto
approval
of
a
30
by
40
by
14
and
a
half
foot
metal
garage
and
the
code
enforcement
correction
notices,
cb
20085.
C
The
homeowner
is
seeking
an
ex
ex
most
facto
approval
for
the
installation
of
a
fully
enclosed
metal
garage.
The
garage
was
installed
by
carolina,
carports
inc
and
no
permit
was
ever
pulled
for
the
installation
following
an
installation.
A
neighbor
complaint
complained
that
the
garage
was
erected
without
permits
or
review
from
the
commission.
In
a
phone
conversation
with
the
homeowner
staff
was
informed
that
the
property
had
previously
had
a
previously
existing
garage
that
was
deteriorating.
The
homeowner
was
concerned
that
the
garage
was
going
to
collapse
and
had
carolina
carports
installed
a
new
one.
C
No
photos
were
provided
documenting
the
previously
existing
garage
as
conditioner
design.
However,
a
portion
of
the
garage
can
be
seen
in
a
photo
from
county
files
for
the
prop
for
the
from
the
neighboring
property
and
it
was
included
in
the
commission's
meeting
materials.
In
addition,
the
original
garage
can
be
seen
from
aerial
photography
and
google
street
view
providing
information
on
its
general
appearance
and
location.
C
The
garage
was
located
in
the
north
northern
corner
of
the
property
and
appeared
to
be
a
frame.
One
story,
one
car
garage
with
a
rectangular
footprint
and
had
a
front
end,
gable,
roof
most
likely
asphalt
and
it
looks
like
it
was
covered
with
a
wide
width,
vertical
lap.
Siding
it
could
have
may
have
been
assessed
that
there's
better
asbestos
shingles.
It
was
difficult
to
see
through
the
photo.
The
garage
door
appeared
to
be
paneled
and
features
six
windows.
C
This
type
of
a
small
frame
detached
garage
is
common
in
the
historic
in
the
relay
district
and
contributes
to
the
district
significance
as
an
early
commuter
neighborhood,
resulting
from
the
expansion
of
their
railroads.
The
new
garage
is
30
feet
by
40
feet
and
is
14
and
a
half
feet.
Tall
fully
enclosed
in
metal
has
a
standard
door.
That's
36
inches
by
80
inches
a
walk-through
door
and
an
8
foot
by
8
foot,
wide
roll-up
garage
door.
The
new
garage
sits
on
a
concrete
pad
and
is
located
in
the
rear
yard.
C
That
we
provided
the
property
owner
and
the
car
that
were
provided
by
the
property
owner
the
contractors,
the
parents
of
the
garage,
takes
up
the
majority
of
the
width
of
the
rear
yard
and
is
much
taller
than
the
other
garages
on
either
side
of
the
property.
The
size
scale,
announcing
materials
of
the
new
garage
are
knocking
title
with
the
principal
dwelling
and
the
surrounding
historic
district.
The
garage
also
may
be
in
violation
in
other
areas
of
the
setbacks
from
the
side
and
rear
yards
for
accessory
structures
cell
shall
not
be
fewer
than
two
feet.
F
All
right,
thank
you,
ms
merritt.
Is
there
anyone
representing
the
project
online
that
we
know
of.
E
We
did
receive
written
testimony
from
the
occupant
of
the
home
and
I
will
read
that
to
you
all
now.
This
is
from
ryan
brown.
He
is
the
son-in-law
of
the
property
owner
and
is
currently
living
at
the
dwelling
he
wrote.
We
are
expecting
a
baby
girl
in
july,
making
us
a
family
of
seven.
We
needed
to
clear
out
room
for
the
baby.
The
garage
is
for
storage,
our
family
lives
in
one
of
the
smaller
houses
in
historic
relay.
The
house
was
built
with
two
bedrooms.
E
On
the
second
level
we
plan
on
using
the
basement
and
sunroom
as
additional
bedrooms
to
use
those
rooms.
We
have
to
store
all
the
contents
in
the
new
structure.
We
are
storing
the
following
items
in
there:
bikes
lawn
equipment
tools,
maps
household
storage
items,
a
weight
set,
children's
sports
equipment,
toys
and
items
for
vacation.
E
The
original
garage
was
structurally
structurally
unsound.
The
owner
of
the
house,
which
is
my
father-in-law,
agreed
to
replace
the
replace
the
garage
with
the
new
structure.
The
layout
complies
with
baltimore
county
code.
Please
feel
free
to
contact
us
with
any
additional
questions
or
concerns
you
may
have
in
regards
ryan
brown.
F
Very
good,
thank
you,
mr
brown,
so
I
I
know
there's
there
are
code
enforcement
issues
here
and
we're
not
concerned
with
that.
I
guess
that's
handled
elsewhere,
but
what
we're
commenting
on
now
is
the
appropriateness
of
the
of
the
work
in
the
historic
district
commissioners.
Any
any
comments.
J
H
I
I
have,
I
just
find
this
appallingly
inappropriate
for
the
neighborhood
in
terms
of
size
view.
It
means
you
14
feet
high
and
it's
not
a
window
in
it.
It
looks
like
some
sort
of
very
suspicious
structure
to
me,
or
at
least
you
know,
doing
the
absolute
minimum
you
can
do
to
build
a
garage
in
the
back.
I
think
it's
horrible.
K
I
agree,
I
I
think
it's
out
of
place
and
they
didn't
seem
to
make
much
effort
to
to
contact
us
or
solve
the
problem
ahead
of
time.
F
K
F
If
you
could
say
your
name
first
and
then
comments
that
would
help
in
the
transcription.
D
F
Second,
we
got
a
second
from
faith.
Thank
you.
So
we
will
was
the
motion
good
enough
to
get
us
there?
Yeah?
Okay,
very
good,
so
I
have
a
motion.
We
have
a
second
all
in
favor,
aye
aye.
Any
opposed
motion.
J
E
Just
for
comments
for
the
property
owners,
do
you
guys
have
any
advice
on
what
they
could
do
to
fix
the
structure?
Would
you
guys
do
you
guys
have
any
input
that
we
could
offer
to
the
homeowners.
H
I
would
say
that
it
needs
to
focus
on
materials.
I
mean
the
metal
siding
looks
like
a
something
in
a
a
building
in
an
industrial
park.
I
think
it
needs
to
have
materials
that
are
common
to
the
neighborhood.
It
ought
to
have
garage
doors
like
the
neighborhood
it
ought
to.
It
ought
to
feel
like
it's
part
of
the
neighborhood.
K
M
E
We
will
pass
along
your
comments
to
the
homeowners.
I
just
wanted
to
have
something
something
to
let
them
know.
F
And
I
would
comment
that
I
think
the
the
contractor
did
the
homeowner
a
disservice
by
building
that
in
the
rear
yard.
I
think
there
are
zoning
issues,
height
issues,
a
lot
coverage
issues
that
that
basically
would
not
have
allowed
that
size
structure
to
happen.
E
All
righty,
just
just
as
a
note
moving
forward.
I
know
we
discussed
it
earlier,
but
since
we've
had
some
new
folks
pop
on,
if
you
guys
could
leave
your
videos
off,
it
helps
with
the
connection.
If
we're
just
on
audio-
and
please
remember
to
mute
yourself
when
you
aren't
speaking
just
so
that
we
aren't
hearing
background
noise
and
keepers
ruffling
and
all
that
fun
stuff.
C
C
The
homeowner's
proposal
is
the
installation
of
stained
glass
side
lights
around
the
front
door
where
peel
and
stick
stained
glass
applications
currently
exist
and
the
homeowners
are
seeking
approval
to
install
custom
stained
glass
in
the
side,
lights
of
the
front
entry
door.
Currently,
the
side
lights
are

the

the

them

C
In
discussions
with
staff,
the
homeowners
mentioned
that
the
peel
and
stick
stained
glass
window
treatment
can
be
found
on
other
doors
and
windows
throughout
the
home
per
historic

The
homeowners
find
the
design
of
the
existing

to
be
too
modern
for
the
home
and
consistently.
C
They
do
not
wish
to
repeat
the
pattern
in
the
front
foyer.
The
house
is
a
mix
of
lake

italian
styles,
with
some
colonial

There's
a
news
article
from
the
1980s
that
mentioned
that
the
original
windows
in
the
house
were
destroyed
in

in
1972,
but
the
original
hardware
was
salvaged.
C
An
image
of
the

was
provided
in
that
article.
However,
there
was
no
mention
about
the
windows
in
and
around
the
front
doors
staff
was
unable
to
find
any
photographs
of
the
front
doors
prior
to
1972.
That
clearly
showed
the

and
if
it
may
have

was
often
used

C
Doc
would
like
to
see
elements
from
the
existing

incorporated
into
the

in
some
way,
but
does
feel
the

is
to
vote
to
issue
a

our
authority
for

F
Thank
you,
miss
merritt.
Is
there
anyone
online
representing
the
project.
F
Okay,
very
good.
This
house
has
been
before
us
at
least
a
couple
of
times
I
think
in
the
past
year,
or
so
so
it's
good
to
see
that
they're
doing
work
on
it
and
improving
the
property
and
I'm
I'm
not
a
fan
of
stained
glass.
But
I
certainly
appreciate
the
time
period
and
I
think
this
stained
glass
is
certainly
better
than
the
stick
on
stained
glass.
B
F
F
Thank
you.
I
I'm
not
sure
we
can
comment
on
what
the
design
might
be.
I
I
think
that's
sort
of
beyond
our
purview.
I
think
it's
what
we
what
I
saw
seemed
appropriate.
I
I
did
see
there
was
some
sort
of
frank,
lloyd,
wright
mission
style
which
already
exists
on
the
house.
F
I
This
is
faith,
I
have
a
question
and
it
really
doesn't
relate
to
the
vote,
but
is
this
something
that
would
be
would
be
all
right
for
a
tax
credit.
E
The
if,
if
you
were,
if
you
had
crack,
pains
yes
but
actually
removing
if
the
pains
were
in
okay
condition,
then
no
installing
stained
glass.
I
would
also
say
no
as
it's
more
aesthetic
than
restoration.
If
there
was
documentation
that
they
were
restoring
the
same
glass
to
what
it
once
was.
That
could
a
case
could
be
made
for
that.
H
The
this
peel
and
stick
stained
glass,
this
had
to
be
done
relatively
recently.
This
is
not.
This
is
not
historic.
This
is
a
more
recent
I
would
say
in
the
last
30
40
years.
Don't
you
think.
H
They're
taking
it
out
and
putting
something
in,
I
think
it's.
I
think
this
feels
fine.
I
mean
I
feel
wild
about
peel
and
stick.
I
think
it's
rather.
I
like
the
stained
glass
much
better.
That
part
of
it
is
a
lot
better
than
this
than
the
peel
and
stick,
in
my
view,
just
for
the
material
itself
not
consistent
with
what
was
there,
but
I
would
approve
it
very
good.
H
Make
a
motion
to
vote
for
to
issue
a
certificate
of
appropriateness.
F
Very
good,
thank
you
all
in
favor
aye,
any
opposed
motion
carries
unanimously.
Thank
you.
C
Property
at
4626
butler
road
glendon,
it's
a
non-contributing
structure
in
the
glendon
county,
historic
district.
The
proposal
is
a
income
replacement
of
a
jf
timberline
hd

roof
replacement
of
cedar,
siding
with
hardy
plane,
siding
replacement
of
single
pane
of
wood
windows
with
double
pane
vinyl
windows.
C
The
homeowner
is
seeking
approval
for
three
primary
work
items:
the
in-kind
replacement
of
a
roof,
the
replacement
of
the
feeders
siding
with
hardy
plank
and
the
replacement
of
a
single
pane
wood
windows
with
double
pane
vinyl
windows
in
the
historic
review
application.
The
homeowner
also
mentioned
seeking
approval
for
the
addition
of
a
rear
deck.
However,
no
information
regarding
deck
installation
was
submitted
to
staff
and
consequently
the
proposal
will
not
be
reviewed
at
this
time
for
the
roof.
C
The
existing
roof
is
the

roof
and
the
homeowner
wishes
to
replace
it
in
kind
due
to
internal
damage
being
found
when
receiving
estimates
from
contractors
and
two
spots
with
leaks
showing
for
the
historic
review
application,
the
wood
is
rotted
and
the
shingles
are
gaming,
the
color
will
be
black
or
ash
matching
the
existing
roof
for
photos.
The
roof
is
not
currently
inactive.
Failure,
though
it
does
appear
to
be
worn
and
shows
some
moisture
damage.
C
The
second
proposal
is
for
the
replacement
of
existing
feeder
board
and
batten,
inciting
with
hardy
plank
sightings
per
the
historic
review
application
and
additional
information
provided
to
staff.
The
homeowner
maintains
that
she
has
not
found
a
contractor
willing
to
replace
the
fighting
in
kind
and
that
doing
any
kind
of
repair
would
also
require
restaining.
C
The
final
proposal
for
the
review
at
this
time
is
for
the
replacement
of
existing
single
pane
wood
windows
with
double
pane
vinyl
windows
for
the
application.
The
existing
windows
are
leaking
and
rotting.
The
homeowner
stated
that
the
existing
windows
are
no
longer
made
and
if
they
are
financial
burdens,
restrict
her
from
being
able
to
install
them
based
on
photos
provided
by
the
applicant.
The
board
and
batten
appear
to
be
in
good
shape
and
the
windows
are
protected
by
storms.
C
The
general
proposed
replacement
windows
are
vinyl
specifically
aerosol
by
sierra
pacific,
and
the
specification
feed
is
included
in
the
meeting
materials
that
the
commission
was
given
in
the
application.
The
homeowner
reiterated
that
only
three
of
the
windows
proposed
for
replacement
were
front-facing
and
that
she
did
not
feel
vinyl
windows
would
drastically
impact.
The
historic
district
overall
staff
feels
the
proposal
for
the
in-kind
replacement
of
the
roof
was
appropriate
and
able
to
be
approved
as
proposed
in
regards
to
the
siding
staff
fields.
Two
options
may
be
possible
for
solutions
for
the
proposal.
C
Twist
system
repairs
to
the
front
elevation
and
approving
the
replacement
of
the
cedar,
shot,
siding
with
hardy
plank
to
match
on
the
side
and
rear
elevations
staff
feels
the
first
option
is
the
most
ideal
situation,
but
encourages
the
commission
to
discuss
both
options
and
way
which
they
feel
is
more
appropriate
for
the
property
for
the
window
replacements.
Our
historic
design
guidelines
clearly
state
that
vinyl
windows
are
not
appropriate,
especially
for
replacement
of
existing
wood
windows.
Because
of
this
staff
recommends
the
applicant
repair.
The.
J
F
Thank
you,
miss
merrick.
I
would
make
a
few
comments
up
front,
even
though
this
is
a
non-contributing
structure.
I
think
it's.
It's
got
some
character.
I
think
it's
it's
a
it's
barn-like,
it's
the
board
and
baton
and
the
cedar
and
the
the
windows
and
the
porch.
I
think
it's
it's
got
a
mid-century
character
to
it
kind
of
a
more
rural
character.
Perhaps
maybe
that
glendon
once
was.
I
think
that
the
applicant
has
made
some
comments
that
maybe
aren't
entirely
on
point.
J
F
Okay,
very
good.
I
hear
the
financial
burden
component
mentioned
and
I
actually
think
it
would
be
less
expensive
to
repair
and
replace
and
kind
the
windows
from
what
I
can
see
in
the
photos
are
protected
by
storms,
not
actually
having
been
there
or
seeing
them.
But
it's
hard
to
unders
understand
their
true
state,
but
typically
with
storm
windows.
You
know
the
windows
behind
it
do
hold
up
over
time.
So
I
think
the
recommendations
staff
has
made
are
all
good
ones.
H
On
the
on
the
issue
of
the
wood
windows,
I'd
be
interesting
to
know
if
they
were
really
rotted.
I
mean
there
were
photographs
of
windows
that
would
make
their
case
better
for
the
windows
being
bad,
but
if
they
do
replace
windows,
I
agree
with
you.
They
should
be
in.
They
could
be
double
pane
with
windows
and
a
lot
of
people
make
replacement
wood
pane
windows.
H
M
Hello,
yes,
go
ahead:
okay,
oh
okay
was
it
stated
that
the
applicant
couldn't
find
someone
to
replace
the
side?
Yes,
it
was.
M
F
I
I
think
there
are
many
trades
people
out
there
who
would
replace
and
repair
the
siding
or
repair
and
replace
as
necessary.
D
This
is
marina,
I
totally
agree
with
staff's
recommendations,
and
I
think
that
you
know
he
could
do
it
in
phases.
He
doesn't
have
the
money
to
do
the
whole
thing
at
once.
In
the
first
room,
then
you
know
the
sightings,
then
the
windows
and
do
it
the
right
way.
F
And
it
would
actually
have
more
value,
I
I
believe
and
be
consistent
with
the
district.
It's
a
good.
It's
a
good
investment.
G
This
is
chris
speaking.
Would
the
commission
allow
replacement
to
replicate
the
existing
board
and
baton
with
cementitious
products,
because
you
can
replicate
this
appearance
within
the
james
hardy
product
line?
You
frequently
do
it
with
a
4x8
sheet,
and
then
you
just
apply
the
battens
to
it
and
from
10
feet
away.
You
would
never
know
the
difference.
G
G
If
we
can't
get
good
quality
cedar
boards
anymore,
can
we
substitute
hearty
siding
as.
F
G
G
I
do
see
I'm
scrolling
through
the
photographs
and
I
do
see
some
decay
at
the
at
the
sill
portion
of
the
window,
but
I
would
also
second
ed's
comment
that
and
rob's
comments
that
the
storm
windows
actually
seem
to
be
in
fairly
good
condition.
So
it's
really
just
the
sill
component
of
that
window.
That,
from
the
photographs,
appears
to
need
to
be
replaced.
E
Yes,
that
was
what
I
was
just
gonna
say
we
are
going
to
unmute
her,
and
hopefully
this
goes
well
that
she
is
able
to
speak
to
you
guys
so
fingers
crossed
this
goes
well
hi.
There.
L
N
N
On
the
matter
of
the
roof,
I
appreciate
your
response
and
your
agreement
there
on
the
matter
of
deciding.
I
did
send
taylor
a
note
on
monday
morning.
Unfortunately,
I
don't
think
it
got
added
in.
I
finally
found
a
contractor
that
was
able
to
provide
me-
and
I
can
submit
this
with
the
replacement.
The
me
of
the
boards
that
are
bad,
but
the
the
recommendation
as
the
gentleman
said,
would
be
to
do
the
hardy
plank
and
replicate
exactly
as
it
looks
now
with
the
batten
board
right
now.
The
batten
board
the
bat.
N
I
think,
that's
what
it's
called
the
little
strips
basically
go.
Nowhere
they're
not
going
into
this
to
the
to
the
structure
whatsoever,
so
we
would
correct
that
so
that
I
appreciate
and
just
wanted
to
raise
that
comment
and
as
for
the
windows,
I
am
happy
to
go
back
and
try
to
work
on
a
composite
or
a
like
and
kind
wood
replacement
there.
N
My
window
is
currently
and
I
can
submit
new
pictures
are
deteriorated
and
rotted,
and
I
have
to
figure
out
how
to
get
you
internal
pictures
of
that
and
they
all
need
to
be
reglazed.
So
I
just
wanted
to
kind
of
raise
my
hand
on
the
first
two
and
on
the
third,
the
windows,
I'm
happy
to
go
back
and
continue
to
look
for
other
options.
E
Steph
would
just
like
to
say,
unfortunately
amy
we
did
not
receive
that
email.
So
I,
if
we
receive
that,
I
would
be
happy
to
forward
it
on
to
the
commission.
I
just
don't
want
anyone
thinking
that
we
left
that
out
of
the
application
or
did
not
forward
that
information
on
to
the
commissioners.
N
That's
appreciative
caitlyn,
like
I
said
I
sent
it
to
taylor
late
first
thing
monday
and
I
didn't
hear
back
and
it
just
could
be
because
of
everything
that's
going
on,
so
I
appreciate
the
the
view
and
the
suggestion
there
and
absolutely
found
someone
to
be
able
to
do
that
whatever
I
need
to
do
to
get
that
back
in
front
of
the
commission,
I'm
happy
to
take
care
of.
H
N
The
question
you
asked
if
I
had
two
solutions:
either
try
to
replace
the
front
boards
that
are
rotted
and
warped
with
boards
from
the
back,
which
I
don't
have
enough
of.
So
the
answer
is
either
twofold.
I
guess
to
you
is
one
I
can
replace
the
front
with
the
lichen
kind
of
the
hardy
and
it'll
be
stained
to
look
like
everything
else,
and
they
will
replace
it
with
the
batten
board
style
or
actually
replace
the
entire
house
with
the
party
in
the
same
going
vertical
with
the
batten
board.
Have
it
done
correctly.
H
N
No,
I
just
appreciate
everyone
and
certainly
hope
and,
like
I
said
one
and
two
are
perfectly
fine.
Three.
I
will
continue
to
work
on.
I
need
to
find
a
solution
for
that.
So
I
appreciate
everyone's
time.
F
Very
good
so
we'll
go
ahead
and
and
we'll
vote
on
emotion,
and
you
can
continue
to
work
on
that
motion
and
any
other
information
you
might
provide.
So
is
there
a
motion
out
there.
F
Very
good
we'll
go
ahead
and
vote
on
that
motion.
All
in
favor.
H
How
so
I
don't
understand
how
this
is
going
to
work
for
the
owner
and
I'd
like
to
know
from
the
owner
if
it's,
if
this
presents
a
problem
to
them
for
to
not
if
to
table
this
at
this
time,
I
think
we
can
say
that
we
would
issue
a
certificate
of
appropriateness
for
dutchman
repairs,
for
the
siding
only
and
replace
only
the
deteriorated
ones
in
kind
that
I
think
we
could
approve.
J
G
I'll
start
over,
I'm
voting
to
issue
a
certificate
of
appropriateness
for
the
replacement
of
the
asphalt
shingle
roof.
I
would
also
vote
to
issue
a
certificate
of
appropriateness
for
dutchman
repairs
using
similar
materials
for
the
siding,
but
any
kind
of
party
plank
replacement
or
window
replacement
requires
additional
information.

C
All
right,
moving
on
to
item
number
12,
the
deluca
property
at
212,
west
seminary
avenue
in
the
lutherville
county,
historic
district,
it's
a
contributing
structure.
The
proposal
is
an
in-kind
repair
and
replacement
of
the
cedar,
shingle
siding
and
the
enlargement
of
an
existing
asphalt
driveway
from
22
feet
by
22
feet
to
33
feet
by
26
feet.
C
The
homeowners
are
seeking
approval
for
two
projects:
the
first,
which
is
an
in-kind
repair
and
replacement
of
cedar
shingle
siding
the
homeowners
are
proposing
to
use
the
30
shawn
tapers
on
the
shakes
shingles
for
the
repairs
and
replacements
through
an
email
to
staff
on
april
23rd.
They
were
still
trying
to
determine
the
exact
shingle
size
as
there
is
a
mixture
on
the
house
at
some
point.
C
Prior
to
the
current
owners
purchasing
the
home,
there
were
pairs
done
to
the
first
floor,
front,
porch
area,
and
these
cedar
shingles
shingles,
appear
slightly
different
than
those.
On
the
second
floor.
Additionally,
the
current
owner
stated
there
may
have
been
other
repairs
or
replacements
done
to
the
siding
prior
to
them.
Purchasing
the
property
in
august
of
2018
this,
the
shingles
the
homeowners
are
proposing,
are
spawn
on
both
sides
for
a
semi-textured
look
with
a
stronger
shadow
line
than
this,
then
a
shingle
m
and
will
blend
nicely
with
the
existing
shingles
on
the
dwelling.
C
To
create
the
ability
to
turn
around
rather
than
having
to
back
out
onto
seven
seminary
avenue,
the
existing
driveway
is
on
the
east
side
of
the
property,
and
it's
currently
22
feet
by
22
feet.
The
homeowners
are
proposing
to
lengthen
the
driveway
by
11
feet
and
to
widening
to
widen
the
width
of
it
by
four
feet,
making
the
new
dimensions
of
the
drive
and
parking
area
33
feet
by
26
feet
the
width
of
the
existing
driveway
entrance
when
the
street
is
not
changing.
C
While
the
commission
does
not
have
purview
over
landscaping,
the
existing
hedging
along
the
street
street
line
buffers
some
views
of
the
proposed
expansion
from
the
road.
The
drive
is
proposed
to
be
asphalt,
matching.
What
is
existing
and
photos
of
the
drive
along
with
streets
with
google
street
view
of
the
current
space
are
included
in
the
meeting
materials
in
october
of
2018.
The
homeowners
proposed
a
circular
driveway
in
front
of
the
home
to
address
safety
concerns.
C
The
commission
denied
the
application
and
noted
that
keeping
the
driveway
along
the
side
of
the
house
be
more
appropriate
that
feels
the
enlargement
is
small
enough
that
it
is
appropriate.
Many
properties
on
seminary
avenue
have
existing
asphalt,
driveways
large
enough
to
turn
around
as
the
road
can
get
quite
busy
during
certain
hours
of
the
day,
causing
difficulty
backing
out
and
potential
safety
issues.
C
The
recommendation
is
to
vote
on
an
issue
certificate
of
appropriate
for
the
in-kind,
repair
and
placement
of
the
cedar,
shingle
fighting
and
also
to
vote
to
issue
a
certificate
of
appropriateness
for
the
enlargement
of
the
existing
asphalt
driveway,
as
proposed
authority
for
action
is
citing
our
county,
historic
design,
guidelines,
chapters
on
facade
materials
and
the
chapter
on
fences
and
landscapes,
and
also
the
county
code.
Section
327403.
F
Thank
you,
ms
merritt.
We
do
recall
the
circular
driveway
proposal
is
the
homeowner
available
online.
E
He
it
does
appear
he's
online
and
staff
also
received
written
testimony
from
him,
which
I
will
read
now
and
then
we'll
invite
him
to
speak.
If
he
has
anything
additional,
he
would
like
to
say
the
written
testimony
states,
the
siding,
replacement
and
repairs
are
required
as
a
result
of
regular
maintenance
on
the
property.
The
second
floor
front
is
showing
significant
signs
of
decay,
and
this
area
of
the
home
has
also
been
subject
to
termite
damage.
In
the
past,
the
remaining
areas
are
showing
signs
of
damage
due
to
bird
and
insects,
drilling
into
the
siding.
E
As
for
the
enlargement
of
the
driveway,
we
have
previously
presented
to
the
commission
an
option
for
a
circular
driveway
on
the
home.
This
plan
was
denied
and
the
commission
indicated
it
would
support
a
more
favorable
design
of
an
enlargement
in
the
same
location
as
previously
discussed
with
the
commission.
This
enlargement
is
a
necessity
due
to
the
safety
concerns
of
backing
out
onto
seminary
avenue,
which
is
a
busy
state
road.
This
enlargement
will
allow
just
enough
space
to
turn
around
in
place.
E
F
Very
good,
thank
you.
Any
comments
to
begin
commissioners.
B
Yeah
this
is
dave,
I
recall
very
well
when
we
turned
down
the
circular
driveway.
I
think
this
is
much
improved.
It
is
a
busy
highway.
They
can't
be
backing
out
on
it.
I
think
it's
entirely
appropriate.
I
would
support
it.
F
H
H
A
motion:
I
make
a
move
that
we
vote
to
issue
a
certificate
certificate
of
appropriateness
for
the
in-kind,
repair
and
replacement
of
the
cedar,
shingle
siding
to
issue
a
certificate
of
appropriateness
for
the
enlargement
of
the
existing
asphalt
driveway,
as
proposed.
F
Thank
you
vincent
further
discussion.
No,
so
we'll
go
to
a
vote
all
in
favor.
E
Correct
so
this
is
a
non-contributing
structure
in
lutherville
it's
309
morris
avenue.
The
proposal
was
for
x
plus
factor
approval
for
the
replacement
of
four
single
pane
vinyl
windows
with
double
pane,
vinyl
replacements,
code
enforcement,
correction
notice,
cb200015
staff's
recommendation
was
to
originally
vote
to
issue
a
certificate
of
appropriateness.
E
However,
we
realized
that
that
should
be
a
notice
to
proceed,
which
was
why
it
was
pulled
from
the
consent
agenda.
So
consequently,
staff's
recommendation
is
to
vote
to
issue
a
notice
to
proceed
citing
baltimore
county
historic
design,
guidelines,
windows
and
doors,
page
two
county
code,
section
327,
403
and
327
405.
F
Okay
got
a
second
on
that
all
in
favor
opposed
motion
carries.
Thank
you.
C
All
right,
moving
on
to
agenda
item
number
14.,
the
johnson
property
at
600
sudbrook
road
in
sudbury
park,
which
is
a
contributing
structure
in
the
suburbs
brook
park,
county
historic
district.
The
proposal
is
exterior
renovations
to
the
primary
structure,
including
work
to
repair
the
siding
windows,
shutters
and
porch.
C
At
the
january
meeting,
the
commission
reviewed
the
part
two
tax
credit
application,
which
included
work
to
the
primary
structure
and
carriage
house,
but
felt
like
complete
review
and
final
decision
regarding
the
approval
could
not
be
given
until
drawings
were
provided,
outlining
the
restoration
process.
Because
of
this
commission,
the
commission
voted
to
table
the
part
two
pending
the
submission
of
architectural
drawings.
Along
with,
along
with
voting
to
table
the
application.
The
commission
also
voted
to
approve
work
items,
one
and
two
of
the
application
involving
the
income,
repairs
and
replacements
of
the
roof
and
gutter
system.
C
Staff
noted
that
the
structure
would
no
longer
be
eligible
for
the
tax
credit
program,
as
the
credit
could
not
be
applied
retroactively
and
the
work
needed
to
be
approved
prior
to
the
beginning,
but
all
the
exterior
alterations
to
the
primary
structure
that
care
to
us
in
the
greenhouse
still
needed
to
be
approved
by
the
commission.
The
property
owners
are
now
seeking
approval
for
exterior
alterations,
specifically
repairs
to
the
siding
windows,
shutters
and
porch
to
the
primary
structure.
Only
applications
were
also
received,
proposing
an
ada
ramp
and
rebuilt
rehabilitation
to
the
carriage
house
and
the
greenhouse.
C
However,
the
applications
will
be
held
for
a
later
meeting
until
drawings
and
additional
details
are
received.
The
work
to
the
primary
structure
includes
the
following:
in
additional
details
can
be
found
in
the
plans
siding
repair.
The
scope
was
to
refinish
repair,
scrape
sand
paint,
the
wood
siding
to
repair
patch
broken
fighting
using
dustbin
repairs
where
needed,
repair.
All
trim
and
moldings
rafter
heads
are
in
place
where
needed,
with
in-kind
wood
and
pad
stain
pattern
and
style
retain
the
same
pattern
of
wood,
siding
and
shingles.
C
There
are
three
types
on
the
house:
replace
a
rotted
and
deteriorated
sections
using
in-kind
wood,
siding
shingles
matching
existing
and
including
matching
the
pattern.
The
three
styles
of
pattern
on
the
first
floor,
there's
horizontal
with
siding
on
the
second
floor,
there's
square
but
with
shingles
and
on
the
attic
story
or
half
story
only
on
the
front
elevation.
C
There
is
a
wave
pattern
to
the
shingles,
which
you'll
also
have
a
square
butt
shingle
pattern,
but
in
a
wave
pattern
for
the
window,
replace
repairs
and
replacements,
the
scope
is
they're,
going
to
be
removing
all
the
sash
and
restoring
the
original
wood
windows
and
reglazing.
C
All
the
windows,
scrapes
sanding
and
applying
paint
and
trim
were
needed,
repairing
them
to
operating
size,
install
weather
strip
caulking
before
we
install
in
the
windows
they're
going
to
replace
any
missing
windows
in
kind
matching,
the
same
material
and
dimensions
and
right
now,
according
to
the
plan,
there's
only
one
window
that
was
missing
on
an
attic,
the
attic
window,
which
is,
I
believe,
the
a
six
or
a
twenty
light
casement
window,
which
will
be
replaced
in
kind
with
the
matching,
the
existing
style.
C
There's
a
existing
aluminum
storm
windows
on
the
on
some
of
the
windows,
they're
going
to
repair
those
existing
storm
windows
and
then
install
new
aluminum
storm
inside
I'll
match
the
existing.
Where
needed.
This
house
has
a
lot
of
different
types
of
windows.
There
are
eight
window
types
throughout
the
house
with
a
total
window,
count
of
43
all
over
my
wood
there's
one
aluminum
aluminum
replacement,
which
is
in
the
attic
where
the
missing
attic
window
will
be
replaced
in
kind
and
for
the
shutters
on
the
windows.
C
Those
are
they're
all
wood,
they're
going
to
be
all
repaired,
dutchman
repairs,
you
know
repainted
and
for
the
porch
they're
gonna,
be
repairing
the
ceilings,
floors,
railing
steps
and
all
the
porches
there's
on
the
front
side
and
rear
of
the
house
replacing
all
rotten
and
deteriorated
wood
where
needed,
with
in
kind,
repairing
state,
unstable,
broken
or
handrails
any
necessary
masonry
repairs
that
needed
for
any
footings.
C
There's
an
existing
pvc
handrail
on
the
front,
porch
and
they're
going
to
be
replacing
that
with
a
black
wrought
iron,
which
is
seen
in
a
photo
from
2002
and
then
there's
going
to
be
painting
and
staining
ethni,
which
isn't
regulated
by
the
lpc
on
the
recommendation
is
to
vote
to
issue
certificate
of
appropriateness
for
the
in-kind
side
and
repairs,
window
repairs
and
replacements
and
porch
repairs.
C
We're
setting
action
for
authorities
setting
our
baltimore
county,
historic
design,
guidelines,
chapters
on
facade
materials,
porches
and
steps,
windows
and
doors,
and
then
the
national
park
service,
technical
preservation,
services
standard
six,
applying
the
standards
for
windows
replacement,
as
well
as
the
county
code.
Section
327403.
F
Thank
you
miss
merrick.
This
is
a
grand
old
sudbrook
park
house.
This
is
a
massive
undertaking
of
repair
and
in-kind
replacement,
and
we
can
hope
we
can
only
hope
that
it's
done
as
it
should
be.
All
all
that's
written
seems
to
be
in
proper
order.
It's
the
execution
that
we
we
hope
for
any
comments.
Commissioners.
M
This
is
vince,
I
remember
this
property
when
we
toured
it,
and
you
know,
even
at
that
time,
I
think
they
were
looking
for
tax
credit,
which
meant
we
were
looking
at
the
interior,
but
this
time
they're
only
they're,
focusing
just
on
the
exterior
of
the
primary
structure,
not
the
not
the
the
greenhouse
and
the
other
outside
building
right
is
that.
E
Right,
correct,
correct
we're
only
looking
at
the
primary
structure
right
now.
The
drawings
are
not
complete
for
the
greenhouse
and
the
carriage
house,
and
once
those
are
finished
by
jp2
architects,
then
those
proposals
will
be
brought
before
the
commission.
For
now,
it's
just
the
primary
structure.
F
Are
there
any
comments
from
the
applicants
or
from
the
public.
E
We
did
not
receive
any
written
testimony
it.
It
does.
Look
like
the
the
architect
is
on
line.
Do
you
want
to
invite
him
unmute
him
either
one
there
sure
go
ahead.
Mrs
hutch
we're
gonna
unmute
you.
If
you
have
any
comments
that
you
would
like
to
make
and
you're
on.
L
Got
both
of
us
we're
actually
both
in
the
same
room.
So
this
is
john
hutch
and
we
appreciate
the
opportunity
to
come
in
front
of
you.
L
We
agree
it's
a
it's
a
beautiful
structure
and
are
looking
forward
to
the
restoration
of
it
and
we're
going
to
work
diligently
for
the
next
meeting
to
have
drawings
for
the
carriage
house
and
the
greenhouse.
F
Very
good,
thank
you.
Any
questions
from
the
commissioners.
I
G
Mr
hutch,
this
is
chris
weston
on
the
front
attic
gable.
There
is
an
existing
historic
window
and
an
existing
aluminum
window
and
I'm
not
sure
I'm
looking
at
sheet
a100
the
historic
window
is
to
be
restored
and
the
aluminum
window
is
to
be
replaced
with
a
replica.
Is
that
correct?
O
The
9
and
10
in
this
case
is
the
front
elevation.
The
number
10
is
just
open.
The
window
is
actually
there
it's
on
the
back
elevation
that
the
window
is
missing
and
there
is
a
storm
window
that
they
stop.
That
is
what
you
can
see
from
the
elevation,
but
the
number
10
actually
the
window
is.
There
is
just
open.
O
On
the
back
elevation,
if
you
see.
O
H
I
have
one
comment
on
the
front:
elevation,
the.
If
you
look
at
the
curves
that
are
in
the
existing
theater
and
then
I
look
at
the
curves
drawn
on
the
drawing
the
contractor
follows
the
architect's
drawings.
It's
not
going
to
look
the
same,
it's
a
much
more
drastic
curve.
The
other
is
a
very
mild
curve
ripple
that
goes
through.
This
is
a
pretty
deep
one
I
think
bigger
there.
I
think
you
know
whatever
they
do.
The
contractor
should
match
the
pattern
of
that.
Exactly
it's
beautiful
and
what's
shown
is
not.
H
O
The
wave
would
not
be
the
condition
of
that
siding
is
actually
is
going
condition.
There
is
no
reason
to
replace
that
siding
so
we'd
be
just
you
know
it's
just
to
repaint
and
to
to
to
clean
the
existing
and
repaint.
We
are
not
changing
the
waves,
because
the
is
actually
one
of
the
few
siding
that
is
in
very
good
shape.
O
The
only
part
that
this
needs,
some
milk
is
the
crown
molding
that
separate
the
way
from
the
floor
below
that
probably
needs
some
help
with
the
flashing,
but
the
siding
is
in
good
shape.
F
Wait:
this
is
rob
brennan
since
we're
looking
at
windows,
9
and
10.
It's
obvious
that
the
shutters
shown
do
not
belong
there.
Will
you
replace
those
with
proper
shutters
or.
O
Perhaps
in
the
original
drawing,
actually
these
were
double
shutters
that
I
questioned.
If
that
is,
is
actually
one
of
the
original
is
just
what
what
is
what
is
left?
They
one
of
the
shutters
being.
F
But
it's
that's.
The
style
is
different,
it's
got
a
little
arch
at
the
top
and
then
it's
obviously
taller
than
the
actual
window,
so
that.
O
Yeah
you're
correct
it's
taller
than
the
original.
O
F
But
those
so
those
sorts
of
details
are
critical
to
the
restoration,
so
it
certainly
reads
as
though
you'll
be
intending
that's
your
intent
to
restore
and
replace
and
kind,
and
we
certainly
look
forward
to
that.
O
Right
right
would
be
done
in
accordance
with
the
original
elevation
that
we
have
with
the
pitch
of
the
2002.
M
This
is
vince,
I
had
a
question
it
may
have
been
just
answered.
I
was
wondering
if
you
had
a
if
there
was
some
picture
or
something
to
go
off
of
the
origin
of
the
structure.
The
way
it
looked
originally.
M
This
is-
and
this
is
a
massive
undertaking-
and
I
would
love
to
have
seen
this
when
it
was
in
his
heyday,
and
I
can't
actually.
I
can't
wait
to
see
what
it's
going
to
look
like,
because
if
it's
done
as
the
original
structure
was,
it
should
be
really
beautiful.
F
Okay,
any
other
comments
or
questions.
Commissioners.
F
Okay,
is
there
a
motion
to
move
forward.
F
K
I
F
H
F
Okay,
very
good,
so
the
motion
is
as
written
with
the
addition
of
the
the
shutter
proper
shutter
installation.
J
F
Architects
had
a
little
feedback
there
with
two
two
audios.
E
Okay,
moving
on
that
was
all
you
guys
had
to
discuss
tonight.
The

H
Robin
I
have
something:
yes,
I'm
glad
this
meeting
was
over
in
one
hour
and
18
minutes
chap
yesterday
had
a
hearing
that
started
at
12
30
and
went
on
until
seven
o'clock
at
night.
Oh
my
god,.
H
Have
one
other
one
other
thing
for
the
good
of
the
of
the
commission?
I
don't
know
if
any
of
you
have
seen
or
listened
or
watched
any
of
johns
hopkins,
baltimore
heritage,
five-minute
videos.
Yes,.
F
H
Are
wonderful,
I
mean
they're.
I
love
the
fact
that
his
15-year-old
daughter
is
the
cameraman
I
it
just
is
so
low-key
and
so
refreshing
and
really
feels
it's
great.
I
think
it's
very
informative,
very
interesting
and
just
nice
five-minute
bite,
that's
easy
to
watch
and-
and
you
don't
have
to
commit
a
lot
of
time
to
it,
and
I
think
it's
great-
and
there
are
many
of
them
and
they're
really
fascinating.
M
Ed,
this
is
vince
where'd.
You
watch
that.
F
Yeah
he's
in
his
seventh
or
eighth
week
of
five
and
five
each
week,
so
he's
there's
quite
a
few
of
them.
H
F
Something
we
all
should
know
as
citizens
of
baltimore.
H
M
H
F
All
right
is
there
a
motion
to
so
adjourn.
Second,
all
in
favor
hi
hi.
Well,
thank
you
all
we'll
we'll
talk
next
week
or
next
time.
