Baltimore County's Kingsley Park Renaissance development continued to move forward with the announcement by County Executive Jim Smith that the county has reached an agreement in principle with Enterprise Homes/Mark Building (EH/MB) who has been selected as the master developer of the county's first major renaissance project.

But as time passed and the economics of a region changed, so did the fortunes of a Kingsley park apartment complex and its residents. What was once a vibrant home for families became a rundown center for drugs and crime.
