lpprp
as
an
addendum
to
the
Baltimore
County
master
plan,
the
land
preservation,
Parks
and
Recreation
plan,
or
the
lpprp
is
submitted
to
the
state
of
Maryland
every
five
years,
as
required
for
maintaining
eligibility
for
program
Maryland
program,
Open
Space
funding
since
program
Open
Space
was
enacted
in
1969.

Baltimore
County
has
received
over
147
million
in
program
funding
to
complete
a
diverse
range
of
products.
Our
projects,
the
lpprp,
focuses
primarily
upon
the
County's
Capital
program
for
Parks
and
Recreation,
and
presents
information
on
Parkland
and
recreational
facility,
Supply
level
of
service
and
needs.

multiple
layers
of
public
input
were
incorporated
into
the
lpprp

a
planner

with
Recreation
and
Parks
and
I'm
here
to
provide
an
introduction
to
the
land,
preservation,
Parks
and
Recreation
plan,
or
the
lp
PRP
for
short
and
I'll,
be
returning
on
March
2nd
to
give
a
more
in-depth
presentation
of
more
of
the
findings
and
the
details
that
are
in
the
report.
So
today's
an
overview
of
what
is
included
and
why
we
produce
this
document.

the
purpose
of
the
lpprp
is
to
provide
an
update
on
the
goals
and
objectives
and
policies
for
recreational
parks,
particularly
related
to
Capital
priorities.
And
in
the
report
we
assess
the
current
state
of
Recreation
and
Parks
through
an
analysis
of
their
facilities
and
the
inclusion
of
public
input,
and
this
serves
as
an
addendum
to
the
master
plan
which
and
will
guide
the
County's,
Parks
preservation
and
greenway's
capital
program.

The
primary
components
of
the
lpprp
are
a
comprehensive
inventory
of
preserved
lands.
This
includes
our
parks
and
Open
Spaces,
as
well
as
school,
recreation,
centers
and
Agricultural
and
conservation
easements.
We
do
a
level
of
service
analysis
based
on
the
amenities
that
we
have
to
see
which
areas
of
the
county
we're
serving
best
in
which
areas
we
might
need
to
have
additional
amenities.
We
also
do
a
study
of
user
demand,
which
includes
public
input.

So
some
of
the
demand,
the
public
input
that
we
collected
comes
from
our
online
survey,
which
we
had
almost
2500
responses
to.
We
also
collaborate
with
the
Department
of
planning
to
bring
in
any
of
the
input
that
they
received
through
the
master
planning
process
that
is
relevant
to
Recreation
and
Parks,
and
that's
the
same
for
the
town
halls
that
are
carried
out.
We
take
in
comments
from
those
that
are
relevant
to
Recreation
and
Parks.

also
held
a
public
meeting
for
the
lpprp,
an
accepted
oral
and
written
comments
and
received
email
and
phone
comments
and
then
on
the
left
side
of
the
slide.
We
also
consult
with
within
our
department
and
within
County
government,
to
understand
how
we're
serving
within
Recreation
and
Parks,
and
so
we
incorporate
existing
plant
County
plans
and
studies,
including
sustainability,
sustainable
Community
plans
looking
at
those
as
well
as
interviewing
Recreation
staff
and
looking
at
programs.

statistics.

additional

We
outline
the
funding
sources
that
we
have
in
the
implementing
programs
chapter.
We
also
provide
a
capital
Improvement
plan,
which
is
an
overview
of
some
of
the
projects
that
we

isn't
a
binding
part
of
the
plan.
However,
we
outline
some
things
that
fit
with
the
goals
and
objectives
that
we've
put
together
in
the
lpprp.

and
then
we
submit
data
to
the
Maryland
Department
of
natural
resource
on
our
protected
lands,
and
they
incorporate
that
when
they
put
together
their
their
plan
for
the
state
and
for
recreation.

steps
that
we've

We
already
submitted
once
to
Department
of
Natural
Resources
and
received
comments
which
we
responded
to
in
the
current
draft
that
is
publicly
available,
and
then
we
re,
so
that
was
the
revised
one.

for
anybody
to

a
look
at
so
then
I'll
return
on
March,
2nd
to
present
some
more
of
the
findings
that
are
in
the
lpprp
and
then
the
planning
board
vote
would
be
two
weeks
after
that

March
16th

that
it
would
be.

resolution
from
the
Baltimore
County
Council
and
would
be
resubmitted
to
DNR
and
just
to
clarify
it
would
be
an
addendum
to
the
master
plan
2020
for
now
the
current
master
plan-

we

and
when
we
present
this
is
publicly
available.

Currently,
the
there's
a
site
in
the
around
the
Hanford
area.
There
are
four
elementary
schools
and
under
consideration
for
development
of
parks
and
rec
is
the
site
at
the
spark
school
which
is
about
five
miles
south
of
Hereford
and
about
10
to
15
miles
south
of
where
a
lot
of
the
parents
that
would
be
using
the
site
would
be.
You
had
a
public
meeting
at
that
site,
where
any
other
proposed
sites
suggested
to
the
group
that
when
you
had
that
meeting.

the
only
property
that
our
department
owns
in
that
area,
and
so
we
had
identified
that
as
a
site
for
development.
The
meeting
we
held
in
October
with
the
public
was
to
gather
input
on
what
that
development
should
look
like.
We
had
a
meeting
with
a
work
group
established
out
of
the
public
input
meeting
last
week
to
begin
to
work
through
Concepts
and
we'll
be
presenting
those
on
the
date
exactly
but
I,
don't
believe
it's
in
March,
but
we're
presenting
again
another
public
input
meeting.

site
is
not
large
enough.

that's

the
two
sites
next
to
it,
five
acre
site
and
another
one

could
be.

any
sites

such
things,
we
do
lease
sites
on
occasion
from
places,

that's
those
sites
have
not
come
up
as
a
potential
lease
for.

course
not
being
used
in
the
winter,
but
that's

approached

sites

Hereford
zone

willing
to
sell

own
the
property
of
Belfast
Road,
and
we
had
begun
to
move
forward
with
development
of
that
site.

have
actually
explored
acquisition
of
that
on
YouTube

sorry,
Pat,
mcdermore
I
am
Department
of
Recreation
and
Parks
planner
3.,
and
also
the
acquisition
coordinator,
so
Mr
McGinnis.
We
actually
did
pursue
three
three
or
four
properties
on
two
occasions.
In
what
I
would
you
know,
label
downtown
Haverford,
including
the
driving
range,
so
both
times
that
we
we've
done
reach
outs
to
the
property
owners
and
also
the
the
local
councilman
had
as
well.

both
instances,
none
of
the
property
owners
were
even
willing
to
go
forward
with
the
county,
giving
appraisals
to
give
them
a
sense
of
how
much
the
accounting
might
even
offer
for
their
property.
So
we
were
aware
of
those
properties.
We've
definitely
made
an
effort
to
find
properties
more
in
the
midst
of
Hereford
and
now
we're
hoping
to
be
able
to
at
least
have
something
of
a
deal
with
aging
to
potentially
do
some
form
of
indoor
facilities
there,
but
I
think
that's
really
just
an
exploratory
phase.

now,.

indoor
facility
that
three
Acre
Site
with
the
senior
center
would
not
be.

it

as
the
acting
director
mentioned,
we
there
isn't
sufficient
site
there
to
also
do
fields,

instance

we're

Belfast
Road.

an
offer
made
to
lease
the
properties

shame,
because
there's
two
properties
right
between
the
high
school
and
walking
distance
and
and
the
other
one
is
a
farm
field.
It's
just
leased
out
the
farmer.

guy

It
leaves
us
leases

wonder
if
they've
ever
offered
a
lease
arrangement
with
them.

it

been

land

put

preservation
to
be
used
for
public
use.

it

all
properties

about
land

in
preservation
and
the
fact

they

since
he's
retired

haven't
heard
anything
about
that.

asked

times,

I
haven't
and
then
the

I
would
have

that
is,
since
the
taxpayers
are
paying
for
this
land,
that's
been
in
preservation.

resident
that
was
the
value-added
agricultural
effort
and
Analysis
that
was
undertaken,

actually
there's
been
renewed
interest
in
that,
but
that
really
came
out
of
our
land
preservation
program
efforts,
the
AG
land
preservation
program
after
planning
the
report
was
completed.
It
basically
didn't
get
legs
after
that,
but
there's
more
discussion
with
economic
development
about
The
Distillery
Brewery
issues
on
some
of
that
as
value-added
agricultural
activity.

Yeah
I
can
speak
to
that
a
little
bit.
A
lot
of
the
AG
pres
easements
do
not
afford
Public
Access.
However,
there
were
a
variety
of
purchases,
particularly
in
the
more
coastal
areas
of
the
county
through
the
coastal
World
Legacy
program
and
some
of
those
you
know,
since
they
are
now
owned
by
the
county.
There
are
some
restrictions,
as
far
as
you
couldn't
really
go
in
and,
for
instance,
they're
out
a
whole
bunch
of
woods
to
make
Sports
fields,
but
they
would
be
sort
of
compatible
for
things.

limited
recreational
use
such
as
like
bird
watching,
and
maybe
some
trails
and
things
of
that
nature.
I
worked
with
Wally
very
regularly
when,
when
he
was
still
with
with
the
county-
and
maybe
Benjamin
is
now
the
the
coordinator
for
for
planning
on
that,
and
we
have
regular
discussions
and
there
have
been
thoughts
of
changing
sort
of
the
administration
of
those
properties.

guess
it
depends
on
the
property.
Some
areas
aren't
really
walkable
or
accessible
because
it
could
be
Marshland
along
the
coastal
area.

places
it
really
is,
is
looking
at
specific
sites
that
would
connect
to
and
what
the
value
added
would
be
for
the
citizens
or
residents
to
be
able
to
get
onto
certain
properties
and
it's
the
planning
and
then,
as
Pat
just
said
as
a
management
process
too,
because
once
you
open
up
property
for
the
public,
you
then
have
to
think
about
trash
collection,
monitoring
and
making
sure
all
those
things
are
in
place.
So
it's
an
operational
expense.
So
you
have
to
think
about
that
long-term
impact.

did
collect
demographic
information

we
also
collected
zip
codes,

I
compare
sort
of
our
survey
response
to
our
population
to
see
how
well
spread
are.

survey
is-

areas
that
of
the
county
and
demographic
groups
that
we
did
not
reach
as
well,
and
so
we
do
document
that-
and
you
know
know
that,
if
we're
pursuing
projects
in
those
parts
of
the
county,
we
don't
have
as
much
information
from
them
as
from
other.

we

shared
through

county-wide

release

we
had
this
meeting
coming

try
and
get
the
word
out
great.

word

mouth

Baltimore
County

set
up

AG
preservation
program.

later
chairman
of
the
state
program,

buying

land
but
you're
buying

particular
right

use

that
land
and
in
agricultural,
the
agricultural
Foundation.
It
was
to
restrict
the
use
of
that
land
to
agricultural
purposes
and
the
other
environmental
environmental
restraints.
So
it
was
never
intended
to
be
used,
opened
up
for
recreational
purposes.

acquisition

that
