One
change
madam
chair:
the
published
agenda
stated
that
the
minutes
for
the
for
the
october
21st
meeting,
that
is
tonight's
meeting.
Obviously
that
should
have
read
the
october
7th
meeting,
not
a
big
change,
but
a
minor
technical
one.
A
A
Mr
zabinsky
is
here
again
tonight
and
he
has
a
few
minor
changes
he'd
like
to
share
with
all
of
us.
So
what
I'm
going
to
do
is
give
mr
zabinsky
a
chance
to
talk
about
the
minor
changes
and
then,
if
any
of
my
fellow
board
members
has
any
questions,
you'll
be
free
to
ask
those
after
he's
done,
mr
zabinsky.
D
Yes,
thank
you,
madam
chair,
and
thank
you
members
of
the
board
just
going
to
share
a
screen
real,
quick
here
and
try
to
get
through
this
quickly.
I
know
you
have
a
long
agenda
this
evening.
D
Just
want
to
cover
real
quick,
the
requested
changes
that
came
out
of
both
out
of
the
public
testimony
both
at
the
public
hearing
and
were
reflected
in
the
written
testimony
that
the
planning
department
received.
D
So
first
page
here
of
the
general
requested
changes
item
number
one
under
transportation
and
parking
page
six
and
the
second
bullet
point
at
the
end
of
the
sentence.
They
would
like
to
consider
adding
after
district
utilizing
the
concept
of
context,
sensitive
design,
so
department
of
planning
staff
does
recommend
adding
that
requested
change.
D
Point
two
under
goal:
four:
on
page
two:
at
the
end
of
the
sentence,
the
requested
change
is
to
add
station
and
to
the
surrounding
neighborhoods.
Again,
staff
recommends
adding
that
requested.
Change.
D
Item
number
three
and
goals
eight
and
nine.
On
page,
sixteen
under
the
column
of
partners
and
contributors,
add
the
baltimore
county
revenue
authority
to
both
same
thing,
staff
recommends
adding
that
requested
change
item.
Four,
the
request
is
to
add
under
goal
is
to
add
an
additional
goal
in
the
action
plan.
There
are
ten
goals.
They
would
like
to
add
an
eleventh
goal
to
develop
the
historic,
proper
pikesville
armory
finance
program
and
implement
development
of
the
historic
pikesville
armory.
D
This
requested
changes
under
the
purview
of
the
state
highway
administration,
baltimore
county
government,
the
greater
baltimore
chamber
of
commerce
and
several
community
members
have
met
with
sha
over
the
past
few
years.
Regarding
this
matter
and
at
this
time,
sha
is
requiring
little.
No
no
left
turn
signs
to
remain
item.
Two
enhance
the
area
by
moving
the
utility
and
communication
lines
and
poles
from
reisterstown
road
to
behind
the
buildings
which
is
along
jerusalem.
D
Same
recommendation
from
staff,
this
could
be
an
item
for
an
area
to
be
explored.
This
request
would
require
the
coordination
of
bg
e
state
highway
administration,
several
baltimore
county
agencies,
as
well
as
property
and
business
owners,
and
we
do
recognize
that
the
district
the
aesthetics
would
improve.
D
This
could
be
made
possible
by
by
the
widening
of
reisterstown
road
once
or
in
the
event
that
the
utility
poles
were
were
relocated
and
same
recommendation.
This
could
be
an
item
added
as
an
area
to
explore
again
registered
tower
is
a
is
a
state
highway
planning
staff
does
recommend,
coordinating
with
sha
and
enhancing
all
existing
crosswalks
within
the
central
business
district,
and
those
were
all
of
the
requested
changes
that
came
out
of
the
public.
Testimony.
A
Okay,
if
I
hear
no
questions,
is
there
a
motion.
E
F
Well,
I'm
not
sure
which
ones
mr
warren's
referencing
specifically,
but
the
county
has
committed
money
for
the
pikesville
area.
Armory
and
its
potential
reuse
has
provided
funds
in
the
last
budget
for
operating
and
for
them
to
retain
experts
and
has
also
in
the
capital
budget,
provided
a
million
dollars
to
assist
them
in
getting
started
in
conjunction
with
the
money
the
state
has
provided.

A
Thank
you,
miss
bensley,
and
before
we
adjourn
our
planning
board
meeting,
paul
hartman
would
like
to
make
a
comment.
B
Thank
you,
madam
chair.
I
just
wanted
to
state
that
this
will
be
my
last
planning
board
meeting,
because
I've
chosen
to
resign.
I've
had
a
series
of
medical
issues.
Nothing
that's
a
problem
right
now,
but
just
adding
up,
I
just
don't
have
the
energy
that
I
think
I
need
to
do
my
best
job
here.
B
So
I
want
to
thank
madam
chair
and
the
previous
chair
for
hurting
the
cats
in
a
great
manner.
Also
fellow
board
members,
I've
learned
a
lot
from
hearing
the
various
opinions.
You
know.
Sometimes
we
disagree,
but
it's
always
been
civil
and
I
appreciate
that
and
last
but
not
least,
the
the
planning
director
and
previous
directors
also
the
the
great
planning
staff
who,
I
think
does
a
wonderful
job.
We
get
all
these
reports
and
community
plans
and
you
know
throughout
the
czmp
all
it.
B
B
You
may
see
me
testifying
on
the
other
side
of
the
webex
at
some
point,
so
that's
it.
I'm
done.
A
A
F
Really,
on
behalf
of
the
planning
department,
paul,
let
me
thank
you
very,
very
much
for
your
service,
you
and
I
have
known
each
other
many
years
and
your
service
goes
well
beyond
the
planning
board
and
has,
and
your
commitment
to
community
and
the
county
has
really
been
enormous,
and
I
think
the
board
certainly
well
before
my
time
as
well
during
my
time,
has
benefited
from
from
your
engagement,
and
thank
you
too,
for
recognizing
how
hard
the
staff
works.
F
E
A
All
right
so
now
is
the
conclusion
of
our
meeting,
so
all
in
favor
hi,
all
right
now
and
I'm
sure
you've
all
gotten
a
few
notices
from
the
planning
department,
but,
as
you
know,
we're
going
to
jump
off
this
meeting
and
then
10
minutes
we'll
be
starting
another
meeting
with
a
different
zoom
link,
yeah.
So
looking
forward
to
seeing
you
all
in
a
few
minutes.
