If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Pay
attention
to
the
little
devices
in
front
of
you
when
they're
read,
you
can't
be
heard
if
you're
speaking,
please
turn
them
on,
and
it's
so
wonderful
to
see
some
of
you
that
we've
never
met
before
in
the
two
years
over
covet
that
some
of
you
have
been
here.
So
it's
great
having
us
all
together
again.
A
So
welcome
to
the
september
1st
2022
meeting
of
the
baltimore
county
planning
board,
it
is
now
called
call
to
order.
I'm
nancy
hafford,
the
chair
and
we'll
now
start
with
the
meeting
of
the
roll
call
to
account
for
the
members
of
my
board
that
are
here.
When
you
hear
your
name,
please
say:
aye
mr
switzer
aye,
ms
pinero,
mr
halipka,
mr
johnson,
miss
wolfson.
A
A
C
A
Thank
you
all
in
favor
all
right.
Thank
you.
This
evening.
We
have
a
opportunity
to
further
discuss,
then
vote
on
the
cycle,
40
water
supply
and
sewer
master
plan
amendments.
This
item
was
first
introduced
to
the
board
on
june
16
2022
and
a
public
hearing
was
conducted
on
july.
21St
2022
staff
from
the
department
of
public
works
and
transportation
are
here
to
answer
any
further
questions.
The
board
may
have,
as
we
discussed
before
we
vote
on
each
petition,
would
miss
aaron
mckenna
straley
from
the
department
of
public
works
and
transportation
like
to
add
anything.
D
Releasing
dpw,
I
didn't,
have
much
for
a
presentation
for
the
vote
today.
I
just
wanted
to
mention
that
emma
was
sent
out
from
f's
to
the
members
to
review
for
petition
2203,
followed
up
by
a
couple
documents
from
the
petitioner.
A
Thank
you
so
much,
and
because
there
is
so
much
on
our
agenda
tonight,
a
few
major
items
that
we're
breaking
them
up
into
sections
to
talk
about
so
board
members.
I
will
now
open
the
florida
discussion
I'd
like
to
address
each
petition
individually
and
dis
with
a
discussion
and
a
vote.
A
F
A
A
G
A
H
H
A
A
E
I
was
trying
to
interpret
what
the
recommendation
was
is:
are.
G
We
saying
here
that
that
access
to
to
water
and
sewer
at
the
s1
and
w1
levels.
I
That's
exactly
it,
mr
schweitzer.
The
recommendation
would
be
to
service
only
those
existing
facilities
and,
I
believe,
there's
information
that
was
just
and
not
allow
others
to
hook
up
to
to
the
serum
water.
I
believe
there
was
that
miss
mckenna.
Australia
indicated
that
epps
has
also
forwarded
on
to
the
board
information
sort
of
clarifying.
Mr
mills
comments
at
the
last
meeting
that
this
would
only
be
to
serve
the
existing
facilities
and
planned
facilities,
and
that
was
in
part
responsive
to
mr
pillow.
E
I
Whatever
right
and
and
any
expanded
facility
servicing
that,
because
I
think
mr
mills
testament
testified
that
it
would
also
then
if
they
could
expand
sort
of
the
service
facilities
on
the
site,
but
it
would
not
be
then-
and
he
also
indicated
that
they
use
currently,
they
use
well
water
for
irrigation.
C
C
Park
and
and
it's
it's
preserved
so
like
you,
can't
build
200
houses
around
it.
So
this
it's
in
rocky
point
state
park
or
wherever
rugby
point
county
park
or
whatever
it
is.
So
this
is
going
to
add
a
very
nice
facility
to
that
community,
so
they
can
have
a
world-class
facility.
There.
J
Sure
be
it
move
that
the
baltimore
county
planning
board,
adopts
staff
recommendations
and
reports
for
the
water
and
sewage
plant.
Amendment
cycle
40,
reference
number
2203
to
designate
as
w3
to
the
existing
facilities
at
the
park
and
golf
course
with
other
parcels
and
properties
being
precluded
from
connecting
to
the
public
water
and
sewer.
H
J
A
I
And
madam
chair,
before
we
proceed,
just
a
reminder
that
everybody
who
is
speaking
please
put
on
your
microphone,
so
we
have
a
recording
in
case
because
just
need
to
make
sure
we
have
it.
Thank.
A
I
Madam
sheriff,
I
may
just
again,
there
was
a
letter
in
that
was
delivered
to
each
of
the
board
members
from
david
lykins
at
epps
that
also
addressed
eastern
sanitary
landfill,
and
that
was
based
on
questions
that
the
state
department
of
environment
had
posed
concerns
that
this
is
outside
the
hurdle.
So
that
was
in
the
packet
that
was
delivered
to
the
members
previously.
J
H
H
A
C
I
have
a
few
questions.
I
I
wasn't
here
for
the
public
hearing
and
there's
been
a
lot
of
energy
about
this
one.
So
I
I
don't,
I
may
say
your
name
wrong,
but
mrs
mckeen
mckenna
mckenna.
I
guess
I've
read
through
a
lot
of
this,
but
if
you
could
give
it
so
there's
already
a
public
water
and
sewer
on
the
property
today
is
that
correct.
C
Another
question
I
had
was
around
not
so
much
the
use
of
the
property
going
forward
or
or
now,
but
what
our
role
is
in
this
I've
heard
confusing
questions
about.
You
know
what
our
role
is
the
planning
board
on
these
so
we're
making
a
recommendation.
D
Yes,
so
this
isn't
the
final
say
this
isn't
approval
of
a
connection
of
any
sort
water
sewer.
This
is
providing
the
planning
board's
recommendation
to
the
county
executive,
who
will
then
forward
them
on
to
county
council,
and
then
they
can
take
or
leave
any
recommendations
that
are
made,
make
their
decision
and
then
ultimately,
it's
up
to
the
state.
E
I've
in
my
research,
since
the
hearings
that
we
had
there
is
no
request
to
add
this
or
to
include
it
in
the
url
to
expand
the
url
with
this
project.
Is
that
correct.
E
Something
that
has
to
go
through
the
city,
the
county,
everybody,
but
it's
not
what
we're
doing
here,
we're
just
approving,
adding
it
to
the
county's
soar
and
water
lines.
I
guess
at
that
point
for
the
property
that's
there
and
I
believe
that
the
property
has
by
right
some
development
rights
that
allow
them
to
develop
it
housing,
possibly
something
else.
There
was
industrial.
You
know
there.
I
don't
know
if
we
know
do
we
know
the
zoning
on
this
property
right
now,.
E
It
is
near
the
bay
to
me,
you
know
all
we
hear
about
now
is:
let's
save
the
bay,
let's
save
the
world,
let's
save
the
universe
because
of
global
warming
and
everything
that
goes
along
with
it.
The
bay
we
know
is
important
myself
personally.
I'd
rather
see
water
and
sewer
there
than
septic
systems
next
to
the
bay.
E
I
think
that
you
know
from
what
I've
heard
from
both
sides
is
they're,
not
at
a
point
that
they've
agreed
on
what
is
a
proper
number
of
units
for
the
property
if
it's
residential,
they're
working
through
that,
but
without
question
whatever
it
is,
I'd
like
to
see
it
be
well
and
septic,
rather
I'm
sorry
well
and
sore,
rather
than
well
and
septic
because
of
the
problems
that
even
if
they're
brand
new
systems
according
to
the
current
law,
there
will
be
problems
with
those
well
and
septic
in
20
years,
25
years
at
that
point.
E
So
that's
why
I
think
it's
the
right
thing
to
do
for
the
units
that
they
have
by
right
as
long
as
we're
not
talking
about
the
hurdle
at
all.
At
this
point,
that's
something
if
they
want
to
bring
up
at
some
future
point
they
have
the
right
to
do.
We
have
pretty
powerful
rights
when
it
comes
to
the
hurdle
here
on
this
board
and
we'll
have
that
discussion
and
that
decision,
if
that
was
something
that
they
asked
for,
but
I'm
under
the
impression
they're
not
asking
for
it
now.
J
D
So
dpwt
looked
at
which
parcels
had
existing
water
and
sewer,
and
so
those
are
the
ones
that
we
approved
since
they
and
approved
those
for
w1
s1
having
existing
and
then
the
other
parcels,
I
believe,
was
s3
w3
for
future
epps.
I
think
selected
just
the
parcels
that
had
existing
service
and
then
innings
said
none
for
no
approval.
J
A
Just
for
my
planning
boards
information,
there's
three
suggested
motions
here,
and
so
I'm
hoping
you
all
had
a
chance
to
look
over
it
and
make
a
decision
or
if
you
have
something
different,
that
you'd
like
to
entertain.
You
can.
Let
us
know
that.
A
E
Answer
from
the
state,
so
if
we
approve
this,
the
county
basically
has
approved
it,
and
hopefully
it
goes
to
the
county
council
I
understand,
but
if,
if
it
went
to
the
state
with
well
and
septic
or
water,
I
guess
they
can
still
turn
it
down
at
the
state
level.
If
they
feel
it's
too
close
to
the
bay,
they
don't
want
it,
they
don't.
So
it's
really
a
state
final
decision.
D
That
happen
in
the
past,
where
petitioners
will
get
approved
through
planning,
county
council
and
then
the
state
ultimately
will
say
well,
this
doesn't
match
your
master
plan,
so
we're
not
going
to
prove
it,
so
they
can,
even
though,
if
we're
all
behind
it
and
excited
about
it,
if
it
doesn't
match
our
master
plan,
they
want
to
prove
it.
So
it's
really
up
to
them.
I
So,
as
mckenna's
fairly
indicated,
the
recommendation
from
environmental
protection
sustainability
is
to
serve.
It
would
upgrade
it
to
a
w1s1
to
serve
the
existing
power
plant,
which
is
located
on
two
parcels.
140
and
141..
I
The
planning
staff
for
playing
excuse
me
playing
staff
recommendation.
There's
no
change
in
the
existing
designation
and
part
of
the
basis
that
we
explained
in
our
initial
report
was
that
at
the
time
of
the
petition,
we
had
no
information
on
the
use
of
the
property
and
we're
listening
also
concerns
the
community
presented.
I
The
department
of
public
works
and
transportation
actually
has
two
separate
recommendations:
the
w1s1,
which
would
allow
the
immediate
initiation
there's
actually
more
parcels
than
identified
by
epps
and
then
w3s3
on
the
remaining
and
maybe
miss
mckin.
Australia
could
explain
the
difference
in
the
parcels
because
I
have
to
admit:
I'd
have
to
go
up
to
the
map
on
the
wall.
D
All
the
are
listed
up
there
any
further
clarification
from
what
was
just
said,
but
our
recommendation.
D
So
parcel
155
and
154
a
lot
of
the
parcels
have
the
same
numbers.
So
that's
why
the
description
is
so
long
between
parcel
155
and
141
and
parcel
141
are
the
parcels
that
dpwt
is
recommending
for
w1s1,
because
those
are
the
connected
parcels
that
have
existing
water
and
sewer.
The
remaining
parcels
in
the
petition
were
recommended
for
w3
s3
for
future
service.
E
H
H
A
Is
we're
gonna,
I'm
gonna
ask
the
board
one
of
you
to
make
a
motion
and
you
can
make
any
motion
you
want
once
you
make
a
motion,
then
I'll
ask
for
a
second
I'll:
do
a
roll
call
if
it
doesn't
pass,
then
I'll
go
for
a
different
motion.
That's
how
we're
going
to
go
and
to
be
clear.
We
don't
know
what's
happening
on
this
development
in
the
future.
We.
A
A
A
Okay,
mr
switzer.
H
H
A
Mr
avery,
mr
german,
hey,
okay,
the
motion
carries.
That
concludes
our
voting
on
the
cycle.

amendments.

you.

permit
is
the
subject
of
this
hearing.
The
hearing
is
an
opportunity
for
public
comment.
F
A
representative
of
daniel
sharpsmart,
mr
kyle
little
is
present
to
answer
any
questions
concerning
the
proposed
facility.
The
hearing
is
also
required
in
order
to
place
the
facility
into
baltimore
county's
master,
solid
waste
management
plan.
Mr
richard
keller
of
the
baltimore
county
department
of
public
works
and
transportation
bureau
of
solid
waste
management
is
present
to
answer
any
questions
concerning
the
solid
waste
management
plan.
F
I
would
also
just
like
to
briefly
give
a
information
on
the
status
of
the
permit.
The
solid
waste
permit
is
reviewed
by
four
agencies
that
would
be
the
fire
department,
zoning
office,
environmental
protection
and
public
works.
The
fire
department
and
the
zoning
office
have
approved
their
copy
of
the
permit.
F
My
department,
environmental
protection
and
public
works
have
not
yet,
and
that's
part
of
the
reason
why
we're
here
at
this
hearing
the
hearing
is
an
opportunity
for
public
comment.
Any
pertinent
comments
that
are
received
in
writing.
Prior
to
october,
the
6th
will
be
replied
to
before
any
decision
is
made
regarding
the
approval
or
denial
of
the
permit.

G
Members
of
the
planning
board:
it's
a
pleasure
to
be
back
with
you
this
evening,
as
I've
mentioned
to
some
of
the
staff
before
the
meeting,
we've
got
one
more
one
more
facility
that
we're
going
to
be
taking
a
look
at
in
the
near
future,
but
tonight
we're
going
to
be
looking
at
a
medical
waste
facility
amendment
to
the
solid
waste
management
plan
once
again,
kyle
little
is
is
with
us
from
daniel
sharpsmart.
G
G
G
G
The
treated
material
will
be
transported
off
site
to
a
permitted
facil
landfill
and
the
facility
will
also
warehouse
process
and
distribute,
distribute
reusable
medical
waste
containers,
and
I
will
mention
that
jerry
and
I
had
a
chance
to
visit
their
existing
facility
in
the
city
a
few
weeks
ago.
It
is
a
very
impressive
facility,
and
so
certainly
something
that
will
benefit
the
county
after
the
public
hearing.
G
Written
comments
must
be
received,
as
jerry
said
by
october
6
to
nick
rodricks,
who
is
the
new
chief
of
the
bureau
of
solid
waste
management,
and
his
address
is
on
the
slide
once
that
takes
place.
We
will
finalize
the
10-year
plan
amendment
language.
It
will
then
have
to
go
to
the
county
council
for
review
and
vote.
G
G
G
K
Will
accept
about
eight
tons
a
day,
so
if
you
sit
down
so.
K
Which
is
what
we're
currently
accepting
at
the
facility
that
we're
currently
operating
out
of
in
baltimore
city,
which
is
about
six
million
pounds
a
year
and
we're
just
we're
outgrowing
that
facility
and
we're
just
running
out
of
space
there.
This
facility
will
allow
us
to,
with
the
with
our
recent
growth
expand,
have
a
little
bit
more
floor
space
and
hopefully,
in
the
next
few
years.
We
look
to
double
that
that
amount-
maybe
five
to
ten
years
out,
but
right
now
that
that
volume
will
be
consistent.
K
J
K
No,
we
we
intend
to
close
the
facility.
There
will
be
some
logistics
that
will
have
to
work
out,
because
we
have
to
continue
to
service
our
customers,
which
is
hospitals
and
healthcare
facilities
with
equipment.
We
just
can't
shut
down
our
buildings,
so
they'll
be
have
some
logistics.
But
to
answer
your
question:
yes,
this
will
replace
that
building
in
baltimore
city-
and
you
said
it
was
about
six.
K
We
have
about
10
to
15
box
trucks.
We
will
have
couple
tractors,
a
few
trailers
that
will
operate
shuttles
but
yeah
about
10
to
15
box
trucks.
Today,.
H
Any
studies
on
how
that
would
impact
the
particular
area
with
the
amount
of
trucks
coming
in
to
that
particular
area.
K
No
studies
have
been
conducted
where
we're
at
right
now
in
baltimore
city.
If
you,
if
you
look
to
see
the
location,
it's
a
it's,
it's
an
industrial
zone,
however,
like
across
the
street,
there's
there's
residential,
there's
small
businesses.
You
know,
nobody
even
knows
we're
there
right.
We
we
have
a
and
we
we
are
good
neighbors.
We
we're
you
know
we,
you
know
a
part
of
the
community
there.
K
L
K
So
it's
not
too
far
from
baltimore
city.
It's
I'm
not
exactly
sure,
but
I
was
looking
at
him.
It's
not
too.
Why
are
you.
K
Just
for
just
to
move
to
a
larger
facility
just
for
space,
because
we're
growing.
K
Area
there,
I
believe
we
believe,
there's
no
impact,
no
impact,
no
impact,
no
other
than
you
know.
Trucks,
box
trucks
will
have
26
foot
box,
trucks
about
10
to
15
foot
box
trucks,
and
you
know
tractor
trailers
coming
through
it's.
The
material
will
be
processed
through
an
autoclave
which
is
a
steam
sterilization
unit,
but
you
know
there's
no
emissions
with
it
other
than
steam,
which
is
condensed.
K
J
K
L
L
K
We've
been
operating
out
of
the
facility
in
baltimore
city
for
the
last
12
years.
We
have
a
good
relationship
with
our
neighbors,
with
the
community,
we're
permitted
through
the
state,
through
the
maryland
department
of
the
environment,
we're
very
heavily
regulated
and
my
job,
obviously,
as
the
director
of
compliance,
is
to
ensure
that
the
operation
is
following
the
regulatory
requirements
and
they're
doing
right
and
that
there
is
no
impact
right
on
the
on
the
environment.
But
you
know
as
a
as
a
company.
That's
what
we
specialize
in
right.
K
We
provide
reusable
containers
to
hospitals
and
healthcare
facilities
for
the
disposal
of
regulated
medical
waste
and
those
containers,
we
believe,
are
you
know:
they're
they're,
very
safe.
We
design
them
specifically
for
safety
and
sustainability
right
how
they're
designed
they
purposely
designed
to
prevent
exposure
to
frontline
healthcare
workers
specifically
needlessly
injuries
right.
So
you
know
regulated
medical
waste
would
go
inside,
they're,
closed,
they're,
locked
all
throughout
that
process
until
they
enter
our
building,
where
the
whole
process
is
completely
is
enclosed
and
contained,
and
the
containers
they're
they're
reusable.
So
they
eliminate.
K
K
Absolutely
so
we
have,
I
would
say
about
30
to
40
employees
right
now
we
have
drivers,
production
operations,
workers,
administrative
management
and
you
know
the
whole.
The
reason
why
we're
moving
is
is
because
we're
growing
as
a
business
right,
especially
in
the
last
couple
of
years,
where
you
know
infection
control
is
at
the
forefront
of
everybody's
minds.
K
Hospitals
are
coming
to
us,
saying:
hey,
we
want
your
containers,
you
know
we
love
your
operation
etc
right,
so
hopefully
we
continue
to
grow
and
therefore
we
will,
you
know,
keep
hiring
employees
and
keep
hiring
people
to
join
our
team.
Thank
you.
Yes,
sir.
C
K
So
we
would
accept
the
containers
from
the
box
trucks
they're
closed,
locked
all
throughout
transportation.
K
Once
that
box
truck
arrived
box
truck
arrives
at
the
facility,
they
will
be
unloaded
just
manually
they're
on
wheels
right,
and
we
don't
manually
open
containers,
because
we
can't
right
it's
unsafe
to
do
that.
So
we
have
a.
We
have
a
machine
that
automatically
opens
the
container
for
unlocks
opens
decants
the
material
inside
inside
of
a
a
bin.
It's
maybe
four
feet
by
four
feet
by
four
feet
and
that
bin
is
then
once
that's
filled
with
material
right
waste
or
sharps
whatever.
That
is.
K
We
would
then
move
that
into
the
autoclave,
where
it's
steam
sterilized
and
from
there
the
the
the
bin
will
be
removed
from
the
autoclave
and
then
transported
off-site
out-of-state
to
a
landfill.
E
Are
you
building
a
new
building
existing
building?
I
don't
know
why
I
felt
there
was
somebody
that
we
heard
about
recently
here
somebody's
heard
building
a
new
building
that
absolutely
was
quote
state-of-the-art
for
similar
purposes.
E
K
There
will
be
a
level
of
build
out
with
with
the
new
building
to
make
it
fit
our
operation.
Of
course,
installation
of
equipment
we'll
install
you
know,
cafeterias
and
and
other
things
such
as
that,
so
there
will
be
a
level
of
construction
with
the
building
building
equipment.
Installing
all
that,
I
can
give
you
more
on
that.
We
work
very
close
with
our
property
team
and
constructors
and
engineers
to
make
sure
that's
right,
but
from
a
safety
perspective
we
have
a
a
very
rigorous
safety
program
for
all
of
our
employees.
K
We
have
you
know
thorough
onboarding,
thorough
training
that
all
of
our
employees
do
go
through
blood,
more
pathogen
training,
ppe.
You
know
hazard
communication,
all
the
everything
that
would
be
quiet
from
an
osha
perspective
from
an
epa
perspective
and
yep.
We,
so
we
go
through
that
process
with
every
new
employee
to
make
sure
that
they
have
the
resources
that
they
need
to
to
be
safe
on
the
job.
A
A
You
have
two
minutes
to
speak,
mr
baramo,
thank
you.
You
can
come
up
and
matter
of
fact
you
can
sit
up
there.
M
All
right,
thank
you
panel,
I'm
russ
moradley,
I'm
basically
representing
the
rosedale
community
association
and
also
partially
greater
chelsea
community
association,
which
I'm
president
of
rosedale
and
vice
president
past
president
of
greater
jessica.
I
think
I
don't
know
this
gentleman's
name,
but
you
both
you
and
mr
johnson,
ask
the
questions
about
and
your
is
about
traffic
and
you're
100
right.
M
I
was
surprised
to
hear
this
this
morning
or
to
say
afternoon
that
the
fire
department
had
okayed
it,
because
if
you
ever
see
a
fire
truck
coming
down
the
street,
they
need
all
the
room
in
the
world.
They
can
get
the
biggest
one
of
the
biggest
things
about
this
project.
Is
I
lived
here
all
my
life
there
in
essex.
We
had
a
dual
residency
because
of
my
dad's
business.
I've
been
here
all
my
life.
M
I
know
root
forward
has
never
been
widened
in,
I
think
60
or
70
years
route,
7,
philadelphia,
avenue
road
has
never
been
white
in
70
years,
and
actually
I
think
that
was
during
a
revolutionary
war.
That's
how
wide
it
still
is.
So
my
biggest
concern
is
traffic.
We
have
traffic
problems
now
and
you
have
you're
in
this
facility
attached
to
the
new
wawa,
which
is
supposed
to
be
a
super
wawa
either
right
across
the
street.
There
you're
gonna
have
a
lot
of
traffic.
M
I
spoke
to
mr
whiskey
about
just
yesterday.
There
has
to
be
plans
not
from
only
the
taxpayers
but
the
people
who
are
enjoying
their
product
there
to
sell
to
outside
people.
You
cannot
be
stuck
on
route
40,
backed
up
in
I-95.
That's
just
what's
going
to
happen.
It
happens
now
when
people
come
off
of
a
95
on
the
route
40
on
a
friday
saturday,
let's
say
tomorrow
night
you
get
a
good
point
of
it
or
anytime,
even
in
the
daytime.
It's
backed
up.
M
You
add
all
these
trucks
and
the
wawa
and
everybody's
gonna
get
off
there
to
get
fuel
it's
backed
up.
I
did
not.
We
did
not
protest
the
wild
wild.
We
thought
that
you
know
the
chinese
place
was
there
and
it
was
about.
You
can't
stop
it
and
we
didn't
weren't
going
to
stop,
but
we
weren't
going
to
object
to
it.
But
now
this
is
coinciding
with,
and
I
spoke
with
mr
laffy
about
this-
the
other
side
of
route
40.
They
have,
I
believe,
the
development.
If
I'm
wrong.
M
Mr
laflin
correct
me,
it's
97
houses
plus
they're.
Looking
for
a
variance
of
230
units,
I
think
living
quarters
pulaski
highway
cannot
accept.
