Tonight,, the planning board will conduct this public meeting in order to allow county citizens,.

Businesses, and community groups, an opportunity to express their concerns related to the capital program.

The comments submitted to the board and generated at.

Tonight's meeting will be considered by the board and county agencies as the process proceeds,.

A

And capital budget requests are formulated.

A

Starting out,, I would like to take note of the board members.

Tonight, mr. jeff mayhew, deputy director from the department of planning, will give a brief overview of the capital budget and program process.

Then we will hear from those who have registered to speak at tonight's meeting.

I'd like to remind all speakers that you will have two minutes to speak on your issue.

Chair and the representatives.

My name is jeff mayhew. I'll, give you a brief overview of the capital improvement, process,.

B

And kick off at this public hearing.

B

Kicks off the overall process.

B

The next slide, please, or jen.

B

Thank you.: this is a sheet that shows the current capital program and budget.

B

Lists all the different categories and the different funding streams.

B

It is the six-year plan that [inaudible] annually,.

B

And the first year of the six years is considered the capital budget year.

B

Next, please. thank you.

B

A capital project is considered,.

B

You can read that there.. It usually involves something more permanent for public use.

B

These two pictures, one is for the [inaudible] fire station and the turner station park,.

B

Are examples of capital improvement, projects.

B

Next please. keep going.

B

The capital project use different sources of funds to fund the projects and the programs.

B

This is, keep going because it'll have the outside funds, thank you.

B

These are all delineated with.

B

Each capital project as to where the funding sources comes from.

B

Some of these,, as you can see,, are targeted for specific uses.

B

for instance, metropolitan district funds are associated with water and sewer.

B

Local open space is recreation,.

B

Waterway improvement is our friends in environmental protection, use that fund.

B

Next., some of the benefits associated with capital programming.

B

Provides long-range planning facilities with.

B

Expected life and interjections for scheduled, maintenance.

B

The program does establish priorities as to when funding is going to be spent,.

B

And towards what activity.

B

It does,, if done well,,.

B

Fosters coordination between projects.

B

A good example is.

B

Water installation versus road, repaving,, resurfacing, and reconstruction.

B

But make sure the funding aligns with that.

B

For us, in the department of planning,.

B

It is a prime way that the county undertakes implementing.

B

The master plan to facilitate growth with the master plan.

B

Next, please. under the current program,.

B

The six-year current budget year, program,.

B

This is a breakdown of how the funding sources are.

B

Roughly 40 percent, 45 percent are general obligation, [inaudible] ,.

B

4 percent are general funds,, 8 percent other funds and outside county funds.

B

Water and sewer, metropolitan bonds take up quite a bit of money as well.

B

Next. this chart,, based on the current program,.

B

Shows you how the funding is allocated.

B

Once again,, you can see water and sewer is [inaudible] ,.

B

But schools is a strong second.

B

Then some of the other categories for.

B

The funding gives you what the priority is,.

B

Next., this graphic represents the process for the capital budget.

B

We are on the upper right in green with the citizen's input meeting.

B

From here, the agencies will develop their request and submit it to the director of budget.

B

Then he'll pass it on to the planning board for review.

B

When the planning board makes their recommendations,.

B

It'll go back to the director of budget and the county, administrative officer,.

B

And then to the county, executive,.

B

Which will hold two public hearings.

B

Prior to being submitted to the county, council,.

B

And the county council will approve it by june 1st.

B

So, just for the planning board's, role, [noise].

B

Based on the input and someone in.

B

County executive will address the board later in january.

B

You can modify that and delete projects.

B

The county executive can add or delete projects and funding.

B

However,, the county council can only decrease or delete projects from the program.

B

Our program,, the general obligation bonds, are allocated every two years.

B

This is the second year of that year,.

B

So most of the money is already programmed for this year with general obligation, bonds.

B

Next., so I think that is the quick summary for the process,.

B

And some key points for utilizing the capital improvement, program.

B

At this time, we will begin hearing from our fellow citizens.

I will remind those persons who have signed up that you will be limited to two minutes.

All of the individuals who have signed up will be given time to speak.

The notes that I have, and I believe we had a deadline of yesterday to make your request to speak,.

We'll start with ms. marsha mclaughlin,.

All these are a little different.. I appreciate your time tonight., I'm speaking tonight on behalf of the lutherville community, association.

D

Sidewalk on a portion of bellona avenue between division, avenue and york, road.

D

It's something that came up, is in response to the comprehensive zoning map. Process.

D

There's a commercial property on york road which was czmp number 3-28,.

D

Which was rezoned from bl business, local to bm, business major.

D

The intent was to demolish a derelict building to allow additional car display for the adjacent kia dealership.

D

In order to address the community's concerns,, a declaration of covenants was negotiated and recorded in favor of the lutherville community. Association,.

D

In which the nationwide motor sales corp commits to providing.

D

Fencing and evergreen screens to screen views of the car lot,.

D

As well as direct lighting away from the community and reduce lighting intensity after closing at 9:30.

D

After approval by the county council of the rezoning and recommendation of the covenant,.

D

It became clear that nationwide does not want the screen fencing to include.

D

A gate to allow for continued pedestrian access to york, road businesses.

D

Lutherville is a historic district and people had been walking up.

D

Melanchthon avenue to york road businesses for a very long time.

D

However, over time, cars came onto the scene and.

D

Eventually, the intersection with melanchthon and york, road,.

D

Which was in a regular five street intersection,.

D

Became unsafe due to auto traffic.

D

in 1994, the county closed the connecting section of melanchthon that runs through.

D

The two commercial properties, in order to make the intersection safer.

D

However, people have continued to walk up through.

D

The car dealership to york road to support york, road businesses.

D

The owner now of the dealership does not want pedestrians, walking, through.

D

It's not safe to walk up bellona avenue, now,.

D

As it is a very narrow road with high traffic,.

D

We're asking for a sidewalk connection for one block to get.

D

Around the closing of this access way, that is more than a 100 years, old.

D

My name is fred haliya., I'm on the board of abolish borders, improvement, association.

E

Here on bay drive,, we have been dealing with floods for decades as long as I've lived, here.

E

However,, increased amounts of rainfall and rising sea levels are worsening our flooding situation.

E

It's not uncommon for us to have up to 12 inches of.

E

Standing water with just the normal spring, passing storm.

E

The pictures I provided to chris,, I think, clearly demonstrate the flooding situation that we're dealing with.

E

We have an existing culvert, that's located by 4009a drive, but it just cannot.

E

Handle the increased amounts of rainfall.

E

And just the larger volume of water that we're seeing.

E

To remedy this and to help alleviate and improve the drainage,.

E

We were asking baltimore county to install a second drain pipe.

E

Into the baltimore county park that you could see to the left, where the marshland was,.

E

Proceeding that pipe would go through to parkland and ends at the water's edge.

E

This will significantly help our drainage.

E

Currently, right now,, it takes anywhere from several hours.

E

To over 12 hours before bay drive is passable, again.

E

As a result,, we're also facing very hazardous and environmental situations.,.

E

Our grinder pumps,, our sewer systems, shut down.

E

They need to be serviced because the ejector pumps are experiencing a heavier load,.

E

Service crews have to come out all the costs to the county.

E

Likewise,, the increased flooding and the slower drainage adds to.

E

The mosquito infestation here in the community and during the winter,.

E

We have severe icing conditions because the roads just do not drain fast enough.

E

Time. utility services and medical services are delayed,.

E

Because again,, the road is impassable.

E

Again,, I have to reiterate a second drain pipe. Would.

E

Really help our situation here and improve our run. Off.

E

I'm representing the summit park neighborhood in catonsville and I'm here to.

F

Explain some storm water containment issues we are struggling with and would like some help.

F

next slide, please.. The area we're talking about is bounded by frederick road on left,.

F

Rolling road on the right and it centers on fairfield, drive and park,, which is in the middle..

F

The light blue arrows, show the way water funnels from left to right.

F

All water goes from frederick and tries to get to rolling..

F

The dark blue dotted lines are roads that had storm drains and means to convey water into the storm. Drains.

F

All the other roads have [inaudible] incomplete system.

F

There are some storm drains on fairfield, but no curbs and gutters. next slide, please.

F

The result is we end up with uncontrolled water that just flows from left to right.

F

On the page,, the graph illustrate that the water jumps into roadways and out of roadways.

F

The squiggly line down park illustrates the fact that the water actually slaloms back and.

F

Forth down the road causing issues and then the blue ovals,.

F

They represent ponding areas where we have ponding water that sits for very long periods of time.

F

next slide, please., some of the issues it causes that, I think, is of concern to.

F

The county is the picture on the right shows water from right to left entering the sidewalk.

F

The picture on the left shows what ends up happening..

F

These are normal rainstorms, where we have water funneling down sidewalks. next picture, please.

F

In the wintertime,, the uncontrolled water makes its way.

F

Across the road and freezes creates these problems..

F

We have this issue on sidewalks as well. next slide.

F

Here's a picture of the ponding in the backyard.

F

This sits for weeks on end, major mosquito issues occur during the warmer weather and actually we had a neighbor die of west nile virus,, the property to the left of the shed, right, there, unfortunately.

F

Next slide., then finally,.

F

There's significant erosion, which is a problem for property owners,.

F

But it's also an environment. time., ms. casciani is next and she is going to cede her time to me.

F

I think she sent a note through.. I don't have much more.

F

We brought up these issues to the county and they were great.

F

Dpw came, out, was talking with this and we started to work.

F

Up a plan on what could possibly fix the issues. next slide, please.

F

At first,, we worked up a plan that included.

F

Sewer storm drains and curbs and gutters for all the streets.

F

But we realized that the cost was probably prohibitive.

F

We went back to the drawing board and in conjunction with mr. lafferty,,.

F

We decided, let's tear down the projects.

F

The orange represents the proposed project..

F

The three dots are three new inlets, which are extensions of the current system.

F

The orange dash line is new curbs and gutters. next slide.

F

We feel that this,.

F

Which is about 25 percent of the cost of the full project that was originally proposed,.

F

We think this is targeted at the spots that are most meaningful,.

F

Which means we get the most value out of our dollar and it extends the existing storm facilities that are already there.

F

A point I'd like to note is: we have full support of our community.

F

We have a petition with over 50 signatures.

F

We've had community meetings with significant attendance.

F

We really hope that this project is considered.

F

I'm stephen bowler and my wife, anita kraemer, and I.

G

Live at 1605 park, grove avenue in catonsville.

G

I'm here because we and our neighbors are negatively affected by an undersized storm drain system.

G

As you can see, during this august, 12th four-inch rain fall,.

G

The storm drains were overwhelmed, flooding, the public road, creating a hazard to people in their cars.

G

The storm water flows onto the county parcel at 1603 park, grove, avenue,.

G

Which is on the right in this picture, and then into private yards, where it regularly floods, a garage,.

G

Sometimes, floods basements and causes constant property damage and erosion.

G

In addition to us,, the affected property owners include our neighbors at.

G

1601 park, grove [noise] across the county parcel from us,.

G

1602 across the street from us and 1607 downstream from us.

G

All of these neighbors have signed the letter we submitted for your review.

G

We're grateful that the county staff has studied the storm drain and proposed upgrade it in 2024,.

G

Doubling the number of storm water inlets from two to four,.

G

And expanding the limited capacity from existing 24-inch corrugated metal pipe to a 29 by 45 inch, concrete pipe.

G

We are, however, requesting that the work be accelerated two years from 2024 to 2022.

G

Why are we making this request??

G

The flooding is frequent enough, occurring more than once per year on average over the last five years,.

G

And the flooding is impactful enough that we fear more property, damage,.

G

More cost to us and more risk to public safety. The longer the problem exists.

G

The oellea community and we support mr. wilkerson's efforts on storm water, management.

H

But I would like to detail what is happening to our neighborhood and property.

I know that this is an ongoing issue in many areas in oellea.

H

We really need help throughout the whole community for storm water, management.

H

Rain fall is coming at an incredible fast and heavy rate.

H

It's almost being funneled right down into the lillies lane, community,.

H

Causing [background] dangerous erosion,.

H

Even in just a normal rainfall, event.

H

And also, I feel, could be dangerous to people in the area as well.

H

My aunt and uncle do. we live in oakland right, now.

H

But we did visit the property two weeks ago and.

H

Walked up the hill to see where the issue is occurring.

H

There's a storm water intercept just above the hillside at 1005 lillies lane. Next to us.

H

And it's readily apparent that that intercept is undersized and.

H

Is being overflown and clogged with debris, even from minor rainfall, events.

H

It's causing now damage to the community,.

H

To several houses in lillies lane, and I fear to ella avenue, if it's not addressed.

H

as we walk up the hill,, it seems that most of this rainfall is coming off of.

H

West chester avenue and it's being funneled to a very narrow, area.

H

I have provided pictures to our council representative,.

H

Tom quirk in august, at the last event.

H

I have not provided anything today,.

H

But I'll be happy to provide those pictures to.

H

You as well as pictures from our walk through two weeks, ago.

H

I [noise] can do that as soon as tomorrow.

not sure what happened,, but I do appreciate you giving me some time now.. I am here on behalf of the oella homeowner's association,.

Representing approximately 160 homes,.

J

Nearly 300 citizens of the oella community.

J

We are basically the historic district along oella avenue.

J

Just like many other parts of the region,.

J

The county, as the earlier presenter showed,, we are suffering from some pretty severe storm water related issues,.

J

And I think it's particularly urgent here, because we do have one of.

J

The national and state registered historic districts.

J

The problems that we are experiencing are damaging homes that are over a century,.

J

Sometimes two centuries old..

J

This is something that is on the county's radar, as evidenced.

J

By some of the significant storm water management projects that are already within this area.

J

race, road is a notable example..

J

It is an entirely private road that the county got easements through.

J

Several private properties in order to prevent a massive infrastructure project about a decade ago.

J

I implore the county to look at our community,.

J

But also the greater oella community, for more sites that.

J

Would merit that kind of intervention, because we have a serious crisis that we are facing.. I also encourage you to take a drive down oella avenue sometime soon, because you can.

J

See where there are eroded slopes going right into the public right of away,.

J

As well as significant indication of undermining of.

J

Oella avenue of public roadway adjacent to the patapsco.

J

The problems that we are facing are pretty intense.

J

It impacts the environmental aspects,, we're right adjacent to the patapsco..

J

Significant debris washes into there,.

J

And I hope that the county can do something before we wind up as another hilltop and thistle and what happened there. Recently.

J
