jeff
mayhew,

retire,

time

jeff
regularly
displayed

dedication
to
baltimore
county
as
a
model
public
servant

distinguished
planner

career

processes
and
multiple
county
master
plans,
as
well
as
small
area
plans
during
his
time
as
a
district,
planner
def
has
dedicated
his
career
to
the
planning
profession
obtaining
his
aicp
certification.

Jeff's
thoughtfulness,
positive
attitude
and
calm
demeanor
has
made
him
a
valued
member
of
the
department
of
planning
among
all
of
his
most
endearing
qualities.
However,
he
will
be
especially
missed
for
his
distinguished
dad
jokes,
which
I
unfortunately
have
to
say.
I've
never
really
heard
on
behalf
of
the
residents
of
baltimore
county,
the
staff
and
the
members
of
the
planning
board.

congratulate
jeff
on

spectacular
career

always

jeff's

board

overview
of
going
to
layout
things
for
the
next
year.

outline
what

as
your
role
and
kind
of
give
you
just
kind
of
just
a
quick
little.

brief
primer
to
the
master
plate
if
you've
never
been
involved
with
it.

sort
of
thing.

give

briefing

what
we're
looking
at
for
master
plan
2030.

going

you

what
is
a
math
plan
we're
going
to
go
over
the
framework
things
that
we
have
to
address
in
this
master
plan
things
we
want
to
do
differently
from
the
last
master
plan.
I'll
talk
about
a
timeline.
Give
you
kind
of
an
idea
of
what
our
plans
are
for
encouraging
engagement.

still
anticipate
being
in
the
status
that
we
are
in
now.
Everything
will
be
virtual
or
online
in
some
way,
and
then
we
know
what
our
coordination
is
both
with
the
planning
board
and
also
other
agencies
in
the
county.

So,

who
know,
I
need
a
reminder,
or
maybe
those
who
have
not
participated
in
the
master
plan,
it's
a
policy
document
and
we
update
it
in
the
county
every
ten
years.

Obviously,
we've
always
worked
to
build
it
on
the
ideas
and
input
from
the
community
every
stakeholder
and
that
engagement
very
important.

had
folks
reaching
out
to
us.
You
know
over
the
past
year
asking
when
we're
going
to
get
started,
so
I
think
you
know
the
community
is
very
excited
to
be
again
this
time
around.

know
all
these
elements
that
influence
growth
by
engaging
all
agencies
in
the
county.
That
will,
you
know,
have
a
partner
they'll
list,
those
at
the
end-
and
you
know
also,
the
new
administration
has
set
forth
some
specific
ideals
in
the
county's
strategic
in
the
enterprise
strategic
plan,
and
we've
tried
to
incorporate
some
of
those
where
we
can
as
well.

from
a
strictly
technical
planning
point
of
view,
you
know
kind
of
the
foundation
of
the
master
plan,
the
very
nuts
and
bolts
of
it
all
is
the
data
collection
which
we
started.
You
know
the
focus
research
which
is,
you
know,
kind
of
getting
going
now
and
that
will
continue
throughout
the
process.

Obviously,
the
community
engagement
is
very
important
and
then
you
know.
Finally,
but
as
I
mentioned,
we
updated
every
10
years
and
the
last
master
plan,
the
2020
plan
was
just
adopted
in
november
15
2010.

One

our
foundation
elements
is
data.
The
county
administration
is
very.

At
the
forefront
of
everything
that
we're
doing
so,
you
know,
obviously
we
we
start
with
demographics
and
population
protections.
You

we
evaluate
those
things
as
far
as
demand
on
the
infrastructure
and
then
we
kind
of
look
at
at
some
point.
You
know
through
this
process
how
this
impacts
growth
and
where
the
communities
wants
and
needs
kind
of
factor
into
that
next
line.

know
all
of
these
elements
that
we're
asked
to
include
in
the
master
plan.
You
know
overlap
in
a
lot
of
ways,
but
at
the
center
of
it
all
is
land
use.
You
know
the
master
plan
is
a
land
use
document.

One
of

you
know,
kind
of
crucial,
crucial
elements
of
the
master
plan
is
implementation,
and
you
know
the
capital
improvement
program
is
at
the
center
of
that.
As
you
know,
some,
as
I'm
sure
you're
aware
and
getting
ready
to
kind
of
be
in
your
laps
here
in
the
capital
improvement
program
is
something
you
know
every
six
years
with
public
projects,
infrastructure
improvements.

Next
slide,
you
know
so
as
we
go
through
there,
there
are
all
these
elements
of
the
master
plan,
there's
land
use,
and
then
you
know
there
are
all
these
things,
such
as
transportation,
public
safety,
public
facilities,
natural
resources,
housing.

From
there
to
water,
sewer,
recreation
parks,
land
preservation,
economic
development,
all
of
these
pieces,
we
have
to
touch
on
in
a
way
or
another,
and
you
know
I'm
sure
as
you're
aware,
different
different
communities
have
different
opinions
about
these
from
the
community
itself
to
the
business
community
to
developers,
and
so
we
have
to
try
to
find
a
way
to
you
know,
figure
out
what
the
path
forward
is
with
2030
and
kind
of
bring
all
these
books
next
line.

As
I
mentioned,
you
know,
at
the
beginning,
we
we
looked
at
the
last
master
plan,
and
you
know
tools
that
we've
learned
since
then,
and
things
that
worked
and
didn't
work
with
that
master
plan
and
things
that
we
would
like
to
do
with
this
master
plan.
We've
talked
about
creating
it
as
a
living
document.
You
know,
rather
than
having
a
lot
of
books,
that's
printed,
and
it's
just
the
static
thing
and
it's
very
hard
to
update.
If
needed,
you
know
creating
something
that
lives
on
the
website.

That
is
a
little
bit
more
usable.
That
is
a
little
bit
more
flexible
in
ways
that
you
can
reference
things
that
sort
of
thing.
We
also
would
like
to
include
performance
measures
with
the
policies
or
the
initiatives
or
projects
or
how
the
goals
of
the
plan
are
are
outlined,
and
then
we
could
be
able
to
show
progress
in
real
time.
You
know
over
the
course
of
the
next
10
years
what
has
been
accomplished
and
what
hasn't
that
that
would
make
it
easy
to
update
that
on
the
website.

We,
there
are
a
lot
of
community
plans.
You
know
in
the
county
that
have
been
adopted.
Some
of
them
are
a
few
years
old,
and
some
of
them
are
really
really
old.
We're
currently
taking
a
look
at
all
of
those
plans.
Looking
at
what
still
is
relevant,
some
of
those
plans
are
from
the
70s
and
80s,
and
some
of
the
issues
may
not
be
the
same.

You
know
some
of
the
issues
still,
you
know,
are
important
to
the
community
we're
trying
to
identify
those
and
figure
out
how
we
can
pull
those
out
in
the
master
plan
and
identify
them
and
make
note
of
them
and
then
bring
those
plans
kind
of
all
forward
at
the
same
time,
so
everyone
is
kind
of
back
to
a
baseline.
As
far
as
where
they
are
with
their
community
and
if
you
know
at
the
end
of
the
master
plan,
their
community
wishes
to
have
more
work
on
a
certain
element
or
a
certain
issue.

after
that
we
can
go
back
out
and
start
to
work
with
them
on
the
on
those
pieces,
and
then
you
know
finally
just
to
try
to
simplify.
You
know
the
master
plan
ever
overall
to
make
it
a
better
resource
as
a
reference
document.
It's
always
nice
to
have
a
lot
of
photos
and
have
a
lot
of
narrative,
and
there
will
still
be
some
of
that,
but
we
really
would
like
to
take
a
chance
to
make
this.

know
a
little
bit
more
of
a

that
we've
also
already
started,

out
an
rfp

consultant

commercial
revitalization,

office
service
and
manufacturing
trends
and
the
impacts
in
baltimore
county.

pandemic,
I'm
sure
will
factor
into
some
of
this,
but
we
really
are
looking
at
trying
to
determine
you
know
where
money
is
being
spent
in
baltimore
county,
how
much
money
is
leaving
baltimore
county
and
going
other
places
and
how
we
can
you
know,
keep
that
from
happening
as
much
as
possible.

much
we
can
look
at
you
know
where
we,
where
we're
losing,
losing
spending
power
or
losing
jobs
or
losing
employment
whatever
that
is,
and
then
how
that
relates
to
land
use
you
know,
are
we
are
we
losing
things,
because
we
don't
have
enough
land
zoned
a
certain
way
or
you
know
whatever
the
case
next
slide.

this
is
the
kind
of
timeline
that
we've
put
out

it
will
be

As
I
mentioned,
we
started.
We
started
in
the
fall
more
internally
with,
like
I
said,

rfp

consultants
and
some
of
our
internal
research
of
the
planner.

know
we
have
to
kick
off
publicly
soon.

kind

heavy
engagement
with
the
community
will
probably
be
more
spring
and
summer,
but
we
will
be
having
you
know,
kind
of
constant
feedback
loops
with
the
with
the
public
and
with
different
group
kind
of
throughout
the
process
to
the
end,
and
so
this
is
where
we've
kind
of
you
know
kind
of
set
forth.

I
think
that
there
is
a
chance
based
on
the
pandemic,
or
you
know
some
of
the
technical
fees
we
encounter
when
we
least
expect
them
that
you

timeline
might
have
to
be
shifted
periodically

extended

this

generally
what
we're
hoping
for
and-
and
we
are
hope.

hope
that
the
public
understands
that
you

we're

a
fancy
website,
but
it
to
us
it
it's
a
website
that
has
a
lot
of
tools
embedded
and
it
gives
us
an
opportunity
to
do
a
little
bit
more
creative
things
with
engagement,
surveys,
mapping
that
type
of
thing.
So
we
are
working
on
that
when
I
say
the
master
plan
website.
That's
what
I'm
talking
about
next
slide.

it
gives
us
an
opportunity
to
provide
not
just
sort
of
the
project
information,
but
it
gives
us
a
chance
to
pull
in
data
that
the
county
has.

can
go
in
and
look

data

we
have
in
maps.
You

a
community,
that's
concerned
about
a
certain
issue
or
you
really
want
to
get
down
and
dirty
about.
You
know

know
some
certain
policy

some
zone
and
where
it
is
a
lot
of
that
data

tools
we
use
the
hub

czmp
was
the
little
tool
where

That
was
a
very
simple
version
of
kind

an
input
tool
that
still
may
be
used
during
master
plan
for
something.
But
you
know
there
are
a
lot
more
elaborate
tools
that
we
can
use.

there's,

very
big
interest
in
you

say
sidewalks
in
someone's
neighborhood,
okay,
we'll
show
us
on
the
map
where,
where
is
the
segment
missing?
We
can
get
really
into
some
details,
which
then
translates
to
implementation?
That's
kind

a
simple
example,
but
you
know
it's
just
another
tool
that
we
have
here
and
and
to
the
the
timeline
you'll
be
able
to
check
where
we
are
on
the
timeline.

the
timeline
will
be
able

move
along

project

important

planning

sort

have

coming

variety

committee

agency

as
we
experience

you're
going
through
it's

old
and
you're
going

a
czmp
process,
how
much

still

other
idea
is
to
create
this
as
a
living.
Breathable
document
you'll
start
to
see
things
that
have
been
implemented
and
things
that
have
changed,
we'll
start
identifying
them
and
recognizing
that
as
part
of
this
document,
so
it's
it
remains
relevant
and
it's
not
this
huge
heavy
lift.

we

look
at
this
whole
plan
as
a
complete
look
at
how
to
live,
work
and
play
in
baltimore
in
2030,
not
not
1968..

communities
that
we're
with
regularly,

it

intention
to
meet
with
you

anyone
and
everyone
who
wants
to
be
with
us,
those
50
or
so
with
those
plans
we're
going
to
touch
on

groups

to
roll
things
from
their
plan
forward.

doesn't
mean
that
they're
going
to
be
the
only
ones
we
talk
to.

identify
our

kind
of
engagement,
outreach
that
type
of
thing
you
know
by
the
areas
that
the
planners
already
cover.

within
the
county,
there's
a
planner
assigned
to
you,

baltimore
county,
and
so
we've
got
way
getting
out
to
everyone
there,
because
you
know
there
are
groups
in
areas
that
don't
have
a
plan
at
all
and
we
would
not
ignore
them
because
of
that.

growth
in
the
essex
area
at
marsh
area,
where
they're
expanding
new
housing
complexes
and
things
are
coming
on.

wonder
what
they
part

I
think,

be

were
adopted
by
resolution
by
the
county
council.

how
will
that
be
handled
if
they're
changed.

they

adopted,
they're

amendment

the

plan,
so
they're
kind
of
already
part
