the
planning
inspector's
recent
decision
notice
on
Brown
and
the
Bramley
solar
farm
I
have

asked

ward,
councilors

and
councilor
Tomlin
to
ask
officers
to
explore
again
the
possibility
of
a
judicial
review
of
the
planning
inspector's
decision.

cabinet
decision,
Leisure
Park
adoption
of
the
master
plan.
We
have
three

we've
been
here
quite
a
few
times

Looking
over
this
master
plan
and
it's
been
through
a
quite
a
convoluted
process
where
we
had
a
Council
motion
which
was
ignored,
then
we
had
a
cabinet
decision,
that's
been
called
in
then
we
had
a
scrutiny
meeting
that
has
caused
referred
this
back
to
cabinet
for
reconsideration
and
in
the
meantime,
we've
had
a
press
release.

So
I
have
one
simple
question:
really:
to
what
extent
does
this
Great
Wolf
proposal
impact
on
our
master
plan
and
should
we
therefore
be
reconsidering
the
master
plan
or
maybe
even
enlarging
the
scope
of
the
master
plan
to
consider
this
new
facility
and
that's
the
main,
a
question
I'd
like
to
ask
and
I
think
the
main
point
of
discussion
that
I
would
like
to
see
address
this
evening.

interest
from
Great
Wolf
has
is
going
to
Cabinet
on
March
the
7th.
So
this
is
a
bit
premature
and
it
really
doesn't
directly
affect
what
we've
been
asked
to
address
tonight.

Right
with
my
first
reaction.
I.
Think,
though,
if,
if
in
the
interest
of
of
trying
to
give
some
response
to
it,
clearly,
there's
the
the
the
the
interest
from
Great
Wolf
in
building
a
an
indoor
water
park
on
the
Golf.
Center
could
be
extremely
positive
and
it
could
encourage.

More
Leisure
operators
to
look
at
the
opportunity
of
of
bringing
their
business
to
our
Leisure
Park
to
be
alongside
and
complementary,
with
a
water
park,
but
there's
a
long
long
way
to
go
on
on
this,
particularly
in
relation
to
the
great
in
relation
to
Great,
Wolf
in
terms
of
planning
and
so
forth.
So
so
I
think
that
it
one
has
to
be
very
cautious
about
this.

We
have,
as
an
Administration,
though,
made
it
absolutely
clear
that
whatever
happens
in
relation
to
Great
Wolf,
we
are
committed
to
developing
a
new
Council
funded
aquedrome
on
the
Leisure
Park
and
that
that
so
that
doesn't
change,
and
so
I
I
can
only
think
that
interest
from
Great
Wolf
would
be
complementary
and
and
encouraging
to
others
who
already
based
upon
the
interest
we've
had
from
our
marketing
of
the
Leisure.
Park,
are
extremely
interested
in
in
coming
to
Basingstoke
and
bringing
their
little
attractions
to
our
Borough.

main
reason
for
being
a
counselor
is
to
keep

to
encourage
Community
engagement
and
to
get
young
people
interested
in
politics.
My
Hope
Is
that
one
day
there'll
be
less
of
a
stigma
to
the
word
politician
and
the
majority
of
the
public
will
vote
and
discuss
how
the
country
is
run.
I,
hope
more
people
take
an
interest
in
the
local
Borough.

Far
too
often
I
hear
oh,
don't
talk
about
politics
or
they're
all
the
same.
What's
the
point?
No
one
ever
listens.
The
Leisure
Park
master
plan
is
a
really
good
opportunity
to
challenge
these
views.
Counselors
can
meet
their
residents
and
discuss
something
exciting.
It's
also
a
great
opportunity
to
work
cross-party
towards
a
shared
goal
and
dampen
down
the
tribal
nature
of
politics.

The
petition
has
already
reached
1
000
signatures.
We
could
further
explore
this
option
if
we
set
up
a
task
Infinity.
If
we
set
up
a
task
and
finish
group
entadly,
we
are
in
the
process
of
renewing
our
skatepark.
There
are
some
Advanced
BMX
riders
in
tadley
who
would
like
an
advanced
facility
for
skaters
and
BMX
riders
at
the
Leisure
Center.

asking
the
cabinet
tonight
to
support
the
creation
of
task
and
finish
group,
the
future
of
the
Leisure
Park
and
what
goes
in
there
is
an
exciting
subject.

give
councilors
a
chance
to
engage

residents

this
subject.

encourage
our
residents
to
engage
with
us
and,
let's
start
challenging
some
of
the
negative
narratives
I
mentioned
at
the
start
of
my
speech.

we
want

encourage
young
people
to
have
an
interest
in
in
politics,
particularly
at
the
gazing
stroke
level
and
I'm
all
for
counselors
working
together
when
I
address

to
the
level
of
Engagement
and
consultation.
That's
gone
on
so
I
went.

that

and
again
equally

relation
to
ideas
such
as
a
climbing
wall
or
a
skate
park,
they
we're
aware
of
those
they
have
come
through
to
us
and
we've
we've
paid
them
attention
and
we've
got

officers
who
have
looked
into
them
and
and
so
nothing
at
this
stage
nothing.
Nothing
has
been
determined
but
they're
very
much.

The
sort
of
thing
that
I
would
hope
that
will
form
part
of
the
mix
and
then,
as
far
as
the
task
and
finish
group
is
concerned,
it's
really
something
for
cabinet
to
decide
when
they've,
when
we
get
to
the
point
of
making
a
decision.

only
thing
that
I
would
add
when
I
became
a
counselor.
I
absolutely
have
some
sympathy.
If
I,
if
I
may
say
Kerry
our
view,
perhaps
of
facilities
for
teenagers
and
young
people,
perhaps
what
I
wanted
it
to
be
and
thought
it
needed
to
be,
and
actually
some
of
those
battles
are
relatively
small
and
if
I
thought
about
my
personal
experience,
one
of
those
battles
was
about
skate
parks.

It
was
absolutely
about
skate
parks
and
actually
we
had
installed
metal
framed
wooden
filled,
skate
parks
which
young
people
frankly
didn't
want
to
use.
So
I
think
you
know.
One
of
one
of
my
big
successes.
I
would
like
to
think
is.
Actually
this
Authority
has
changed
its
view
of
how
it
sees
facilities
for
teenagers
and
young
people.
We
now
have
concrete
skate
parks.
They
are
the
things
that
young
people
want
to
use.
They
do
bring
out
really
well
skilled,
High
performing
small
business.
A
Creating
young
people
who
know
how
to
manage
their
own
facilities
manage
their
own
behavior,
which
are
things
that
often
we
have
Ambitions
for,
but
don't
rarely
achieve
so.
I
would
hope
that
we
can
learn
from
our
experiences
from
the
Rooks
down
concrete
skate
park
from
the
Escape
Park
refurb.
That
was
done
in
concrete
in
the
War
Memorial
Park,
and
the
pump
track
to
absolutely
make
sure
that
the
Leisure
Park
is
something
for
everybody.
So
I'm
quietly
quite
excited
about
the
opportunities
that
the
Leisure
Park
investment
has
for
delivering
lots
of
those
things.

I
confess
I
was
unsure
whether
or
not
to
do
so,
and
I
am
expecting
to
be
reminded
that
the
master
plan
is
a
framework
and
that
residents
want
us
to
start
doing
something
now,
rather
than
talking
about
it.
Even
if
that
talk
is
to
ensure
we
get
the
best
possible
Leisure
Park
for
our
residents.

One
of
the
main
concerns
was
at
the
scrutiny
committee.
Call
in
was
that
a
communication
with
both
members
and
the
public
I
know
there
was
a
consultation
described
as
extensive,
but
can't
now
find
the
number
of
actual
responses.
I
also
know
various
members
have
heard
from
residents
with
either
concerns
or
suggestions
following
the
publication
of
the
plan,
which
seems
to
have
reached
them
where
the
consultation
didn't.
This
I
believe
supports
the
need
for
a
task
and
finish.

Group
I
am
also
concerned
that,
despite
being
told,
nothing
was
off
the
table
that
apparently
doesn't
apply
to
a
stadium
which
we
were
told
we
couldn't
have,
so
it
would
appear
to
be
off
the
table
with
not
even
space
left
for
one
in
the
future.
I
know
some
residents
still
feel
very
let
down
by
the
loss
of
the
camera's
site.
They
feel
the
council
profited
from
their
loss
and
are
now
still
refusing
to
provide
the
promised
replacement.
Whether
or
not
we
can
include
a
stadium
here.

I
think
some
provision
for
the
football
club
needs
to
be
made,
one
that
doesn't
have
broken
seats
and
one
that
doesn't
destroy
another
beloved
site.
I
am
aware,
of
course,
of
the
announcement
of
a
new
water
park
to
be
built
on
the
golf
course
next
to
the
Leisure
Park
I,
wonder
what
the
connotations
might
be
is
that
where
those
not
off
the
table,
activities
are
going,
but
as
the
press
release
assures
us,
we
are
still
getting
a
new
aquadrome.
This
looks
to
be
aimed
at
a
different
Market.

Even
with
a
number
of
discounted
day
passes
without
further
communication.
I,
don't
believe
it
to
be
especially
relevant
to
the
Leisure
Park
master
plan,
unless
perhaps
it
provides
funding
for
a
sports
Stadium,
given
that
it
has
taken
more
than
10
years
and
hundreds
of
thousands
of
pounds
of
public
money
to
get
to
the
stage
it's
more
important
than
ever,
that
we
set
up
a
task
and
finish
group
for
this
project
and
help
prevent
another
new
riverfall
start.

Although
congratulations
on
getting
it
this
far
so
quickly
after
the
New
River
debacle,
proper
scrutiny
of
the
project
is
essential.
If
we're
going
to
build
a
Leisure
Park
that
works
for
our
residents
and
delivers
what
they
want.
I
know
you
must
find
our
comments.
The
call
in
our
objections
and
suggestions,
frustrating
and
I
sympathize
with
that
frustration.
However
infuriating
we
find
each
other's
suggestions,
Dogma,
intransigence
or
picking
us.
We
all
know
that
when
it
comes
down
to
it,
what
want
the
best
for
bathing
Stoke.

As
far
as
communication
with
members
and
the
public
is
concerned,
I'm
going
to
I'm

sort
of
give
a
response
to
that
shortly.

It's
for
our
cabinet
tonight

decide
on

task

finish.
Having
said
that,
it's
actually
more
a
case
of
is
the
is,
is
the
policy
committee
that
is
do
that?
Are
they
going
to
propose,
propose
that
there
is
a
task
and
finish
group?
It's
not
it's
not
actually
a
cabinet.
So
we
wait
to
hear
whether
one
of
the
policy
committees
will
put
forward
a
task
and
finish
group.

My
recommendation
would
be
to
a
cabinet
that
we,
of
course
we
should
work
with
the
task
and
finish
group
and
and
and
I
think
my
experience
of
of
being
a
portfolio
holder
in
relation
to
the
Leisure
Park
is
one
where
I'm
very
conscious
of
the
level
of
interest
from
counselors
and
from
residents
and
and
from
proponents
of
skate
parks
and
climbing
walls
and
all
the
rest
of
it
and
that's
great.

We
want
that
level
of
interest
and
and
I
agree
that
that
we
all
want
what's
best
for
Basingstoke
and
that's
what
we're
going
to
try
and
Achieve
between
us
all,
I,
just
I'm,
not
sure,
really,
where
the
the
the
suggestion
that
the
council
has
has
profited
from
the
loss
of
of
the
cameras.
I
think
that's
one
of
those
sort
of
myths
that
that's
that's
constantly
being
pushed
around.
You
agree,
oh
well,
that's
that
that's
that's
fine!

Certainly
as
far
as
I'm
aware,
we
we're
not
profited
because
we
didn't
own
the
cameras.
We
earned
a
strip
of
land
that
is
held
on
a
long
lease
by
the
company
concern,
so
okay,
so
I
I
think
that's
probably
all
I
need
to
say.
A
I
I
just
wanted
to
pick
up
because
I
have
a
long
history
with
the
the
camera's
site
that
absolutely
I
believe
this
council's
done.
Everything
that
it
can
to
help
protect
the
cameras,
whether
that's
on
being
an
asset
of
community
value,
whether
it's
the
development
control
committee,
refusing
the
application
then
defending
the
the
appeal.
I
also
think,
there's
something
that
we
should
be
really
clear
about
the
football
club
because,
as
you
say,
Andrea
there
are
all
sorts
of
rumors
and
discussions
and
myths.
A
And,
as
Kerry
said
about
you
know,
it
must
be
the
big
bad
Council.
And
actually,
when
there's
any
level
of
ambiguity,
that's
often
landed
at
our
door
because
we
are
the
most
open
and
the
most
transparent
organization
in
the
borough,
because
we
are
local
government.
But
I.
Just
I
feel
the
need
to
put
something
on
record,
because
it's
much
discussed
the
stadium
and
the
requirements
of
the
football
club
that
when
it
comes
to
bathing
suit,
Town
Football
Club
is
as
recently
as
September.
A
At
that
meeting,
the
club
made
it
abundantly
clear
that,
in
their
view,
winklebury
could
provide
a
long-term
home
for
them,
and
that
was
their
intention
and
that
they
had
no
ability
or
desire
to
do
anything
other
than
become
the
main
tenant
of
the
winklebury
football.
Complex
I
asked
them
directly
what
their
plan
was
to
work
with
fans,
as
they
still
hadn't
shared
this
long-term
view
with
their
fans.

So
before
us
we
have
a
recommendation
to
Cabinet
to
reconsider
the
decision
we
took
on
the
10th
of
January
to
adopt
the
Leisure
Park
master
plan,
taking
into
account
the
concerns
of
the
scrutiny
committee
that
was
held
on
the
14th
of
February
and
I
I.
We
do
take
this
seriously.
I'm
certainly
take
it
seriously
and
it's
worth
spending
some
time.
I.

Think
on
some
of
the
issues
raised
by
the
scrutiny
committee,
councilors
and
and
we've
got
a
very
helpful
report
setting
out
the
major
concerns
of
that
were
voiced
on
the
night
from
the
head
of
Law
and
governance
and
monitoring
officer.

So
the
first
item
of
concern
was
the
the
the
was
was
around
the
viability
of
50
meter,
a
50
meter
pool
a
snow
Dome
and
a
multi-use
stadium,
and
the
reports
notes
that
that
it
would
suggest
that
some
of
the
options
are
not
currently
viable
and
and
I
found
and
I.
Hope.
D
Counsels
on
the
evening
found
it
very
helpful
that
we
had
such
an
imminent
expert,
giving
at
the
committee
meeting
the
managing
director
of
SLC
Duncan
Wood
Allen,
who
I
thought
was
very
impressive
and
he
hit
that
firm
is,
is
one
of
the
leading
strategic
advisors
for
public
sector
Leisure
across
the
country.
D
So
if
we,
if
we
look
at
an
item
by
item
on
the
50
meter,
pool
Duncan,
thought
that
there
had
been
a
many,
a
number
of
independent
studies
done
by
the
council
since
2015
and
and
I
think
he
thought,
having
reviewed
the
reports,
they
were
pretty
comprehensive
and
the
general
conclusion
is
that
in
in
regard
to
the
water
Spades
space
needs
of
the
borough
through
to
2040
and
taking
account
of
population
growth.

We
we've
got
a
reasonable
provision
and
there
might
be
there's
a
need
for
some,
a
small
additional
Auto
space
on
the
question
of
a
50
meter
pool
that
has
been
addressed
on
a
number
of
occasions
by
reports
and
and
Consultants,
including
fmg
in
2021,
and
they
could
find
no
evidence
to
support
the
need
for
a
50
meter
pool
they.
D
They
Duncan
made
reference
to
the
fact
that
there
are
four
50
meter
pools
within
short
traveling
distance
of
of
Beijing
Stoke
and
that
many
of
those
organizations
that
have
got
50
meter
pools
he
said,
wanted
to
close
them
and
there's
a
need
for
national
funding.
Because
of
the
cost
running
these
things.
D
It
was
interesting
that
he
he
made
reference
to
that
50
meter,
pools
being
intimidating
for
many
swimmers,
young
and
older,
and
that
there
is
the
issue
of
the
water
temperature,
because
it's
generally
lower
than
many
of
the
swimmers
would
ideally
like.
So
he
he
came
firmly
down
on
the
conclusion.
We've
reached
so
far
that
the
best
mix
is
a
25
meter
pool
with
eight
Lanes,
Leisure,
Waters
and
and
and
and
pool
for
children.

He
he
thought
that
the
capital
and
revenue
running
costs
of
a
50
meter
pool
would
be
prohibitive.
So
if
we
turn
now
to
snap
to
the
snow
Dome
again,
he
had
looked
closely
at
the
work.
That's
been
done
by
the
our
consultants,
jll
and
the
Leisure
Division,
and
he
was
impressed
that
they
had
talks
to
the
biggest
snow
Dome
operator
in
this
country
and
the
response
from
that
operator
to
would
they
like
to
come
and
build
a
snow
Damon
days?
Was
that
they're
not
investing
in
snowdones
anymore?

Turning
to
a
multi-use
sports,
Stadium
Duncan
had
has
been
working
with
one
of
the
other
leading
Consultants
on
on
multi-use
sports
stadiums
ipw,
and
he
they
again
they
were
impressed
with
the
work
that
this
Council
has
done
on
the
footprint
and
the
Capital
costs
of
a
multi-use
sports
Stadium.

They
looked
at
the
Basin
State
football
club's
position
in
the
league
and
the
number
of
expect
of
Spectators
It
generally
attracts
to
its
home
games
and
I.
Think
the
view
was
that,
but
there's
a
need
to
be
realistic.
D

So
his
view
was
that
that
it
just
wouldn't
stack
up
and
it
would
need
a
huge
amount
of
public
subsidy
and
there's
no
guarantee
that
we
would
attract
the
sort
of
customers
we'd
want
to
attract
and
it
could
have
damaging
effects
on
the
solvency
of
the
football
club.
So
it
was
nice.
It
was
not
surprised
to
him.
There
was
no
business
case
because
it
has
come
forward
so
far
because
it
doesn't
stack
up.
But,
as
the
leader
said
tonight,
we
remain
open
to
receiving
a
business
case
from
from
the
football
club.

So,
moving
on
to
the
next
concern
raised
by
the
counselors
on
the
committee,
this
was
an
overriding
concern
about
communication
and
engagement
with
councilors
and
residents
over
the
Leisure
Park
master
plan
and
and
and
I've
asked
officers
to
have
a
look
at
just
what
has
happened
over
the
last
12
months.

Has
been
a
lot
of
public
engagement
with
residents,
there
was
a
consultation
that
was
undertaken
in
February
and
March
2022.

There
was
a
a
there's,
been
a
web
page
since
March
with
q,
a
a
section
in
that
addressing
things
such
as
a
50
meter
pool
we've
had
a
number
of
issues
of
bayesians,
dope
and
Dean
today,
spring
2022
and
Autumn
2022,
which
will
cover
the
the
master
plan.
There's
been
attendance
at
the
cep
committee
on
the
aquadrome
on
the
19th
of
October.
In
2022
there
was
a
members
briefing
on
the
Leisure
Park
master
plan
in
October
2022.

There
was
an
I
I
attended,
a
meeting
with
eph
on
the
3rd
of
November
1920
2022,
and
there
was
a
member
of
members
advisory
panel
consisting
of
councilors,
and
that
has
that
has
met
eight
times
since
January
2022.
now
I
accept
that
because
of
the
level
of
interest
in
the
Leisure
Park,
it's
impossible
to
get
to
everyone.
But
I
do
think
that
that
demonstrates
that
we
have
made
a
considerable
efforts
to
communicate
and
to
listen
to
councilors
and
residents.

The
third
issue
raised
by
the
committee
was
a
lack
of
clarity
about
the
meaning
of
a
master
plan
and
a
framework
and
I
I
accept
that
there
has
been
some
confusion
about
the
word
master
plan
and
a
framework
might
have
been
a
better
way
of
describing
it,
but
it
was
never
intended
to
be
a
detailed
outline
of
of
who
had
been
selected
as
a
Leisure,
Leisure
operator
or
or
what
uses
were
going
to
go
on
the
Leisure
Park
we're
not
at
that
stage.
D
Yet
we've
made
a
lot
of
progress
over
the
last
12
months,
so
it
is
more
of
a
framework.
It's
a
Gateway
for
a
means
of
being
enabling
us
to
take
forward
discussions
and
negotiations
with
potential
Leisure
operators,
but
as
always
during
this
process,
the
the
is
everything
it's
our
plan
that
will
continue
to
engage
with
counselors.
As
these
discussions
progress,
nothing
is
fixed,
apart
from
the
commitment
to
build
a
new
council-funded
aquadrome
on
the
Leisure
Park.

But
look
if
you
look
at
the
master
plan
framework
you'll
see
that
a
lot
of
activities
for
all
sorts
of
part,
all
sorts
of
sections
of
our
society
are
envisaged
in
the
in
the
in
that
plan,
including
basketball,
bouldering
patang
table
tennis,
BMX,
Trail,
Barbecue
area,
adventure
play
area,
nature
trail
and
we
can
include
Saunders
field
in
that
Skate.
Park,
Gardens,
running
track,
outdoor
gym
event,
space.

So
there's
a
there's:
a
wealth
of
ideas
for
participation
by
members
of
the
public
at
the
Leisure,
Park
and
I
look
forward
to
taking
those
those
ideas
forward
and
then
then
the
next
point
was
discussion
about
the
facility
mix
for
the
new
aquedron.
And
yes,
there's
more
work
being
done
on
that
by
SLC
themselves
and
that's
something
that
we
look
forward
to
sharing
with
I.
Suppose
the
the
relevant
committee
being
eph.

Then
finally,
there's
a
recommendation
from
the
scrutiny
committee
to
set
up
a
task
and
finish
group,
and
that
is
really
something
for
the
appropriate
policy
committee
to
recommend.
If
a
committee
does
recommend
such
a
thing,
then
I'm
personally
I'm
very
happy
to
engage
with
that
and
I'm

presented

evidence
to

why
thoughts

regional
attraction

Leisure
Park

those
sorts

in
our
Leisure
Park
and

like
all
good
counselors.

to

internet
to
find
sources
of
information
and,
as
the
reality
is
that
it
says,
actually,

can
learn
a
lot
from
doing

little
bit
of
Google
mapping
to
find
out
what
drives
for
for
some
of
those
facilities

there's
something.

was

lesson

New
River

even
New

their
view

leisure,
needed
some
sort

commercial
attraction,
whether

was
a
designer
outlet
center
and

was

intrigued

Hampstead
and
saying
well,
they've
got
a
facility
that
has
climbing
walled
into
a
skate
park,
High
ropes
course,
and
it's
bang
next
door
to
a
Tesco's
extra
and
lots
of
other
shops
is
actually
in
a

would
call
a
shopping
park
that
has
that
so
I
think
there's
something
for
me.

ambitious
about
what
we
achieve
on
the
Leisure
Park
with
Leisure,
and
if
you
thought
about
the
added
benefit
of
this
week's

As
far
as
the
prospect
of
having
a
Great
Wolf
Resort
next
door
to

Leisure
Park,
it
does
great
things
to
make
those
things
even
more
attractive,
have
higher
foot
all
and
make
them
even
more
viable,
so
I
think
it's
actually
quite
exciting
about
the
whole
Leisure
offer
and
what
that
could
mean
if
we
get
to
deliver
all
of
them.
