A
A
During
my
first
year,
the
mayor
served
as
we
were
just
coming
out
of
covert
and
we
were
learning
what
it
meant
to
get
back
to
some
sort
of
normality.
There
were
special
events
to
thank
all
those
who'd
worked
in
the
front
line
during
those
two
very
difficult
years,
just
before
men,
making
that
year,
Prince
Philip
died
and
after
his
funeral
in
April,
the
plans
that
had
been
put
in
place
for
the
death
of
a
senior
Royal
were
updated
as
part
of
operation
London
Bridge.
A
We
were
only
a
handful
of
months
into
councilor,
Miller's
time
as
mayor
when
those
plans
were
put
into
action,
as
preparations
were
made
for
a
special
Civic
service
to
Mark
the
death
of
our
beloved
and
late
Queen,
Elizabeth
II
and,
of
course,
just
as
this
year's
man-making
was
approaching.
Many
of
us
watched
the
coronation
of
King
Charles
III
and
queen
Camilla
during
the
coronation.
I
was
struck
just
how
often
it
was
said
that
in
the
grace
of
God,
the
king
comes
to
serve
not
to
be
served.
This
is
surely
true.
A
A
For
so
many
families
in
Jesus
name,
amen,
gracious
God
is
the
retiring
mayor
hands
over
to
the
new
mayor
this
evening.
We
give
thanks
for
all
those
past
and
present
who
have
held
this
office
and
for
all
that
they
undertake
to
be
a
trusted
representative
of
the
council
and
a
strong
presence
in
the
various
communities
of
this
Borough.
These
prayers
we
raised
up
to
you
heavenly
father
in
the
name
of
our
Lord
and
Savior
Jesus
Christ,
amen.
B
B
B
B
D
Oh
I
was
honored
when
David
asked
me
to
speak
to
make
a
speech
support
this
nomination
to
be
mayor
of
roses.
I've
been
doing
when
David
Lutz
became
Council
almost
30
years
ago,
we
began
serving
on
the
same
committees
and
worked
well
together.
David
has
a
very
dry
sense
of
humor,
which,
which
is
well
appreciated
by
me
and
I
think,
but
I
really
got
to
know
David
and
his
wife
Amanda.
D
David
is
a
is
totally
committed
to
his
public
service,
ready
to
fight
for
corner
at
the
corner
phrase
for
his
totally
residents.
As
a
former
mayor
myself,
I
know
the
mayor's
year
is
hard
work,
but
very
rewarding
in
the
first
year
as
mayor
David
done
a
good
done,
a
good
job.
Second
time
they
as
a
mayoral
year
will
be
still
better
I'm
pleased
to
nominate
David
leagues
to
become
the
mayor
of
Base.
B
E
Thank
you,
Mr,
Mayor
and
Council
of
day.
The
leagues
asked
me
to
Second
his
nomination
as
mayor.
He
has
been
an
exceptional
friend
and
an
amazing
mentor
to
me,
since
I
became
a
counselor
and
I
think
the
world
of
him.
His
service
to
the
community
has
been
exemplary
since
being
first
selected
in
the
early
1990s
to
Townley
Town
Council
David
has
served
over
three
decades
as
a
town,
then
Borough
counselor,
he
was
chairman
of
tadley
Town
Council,
as
well
as
being
mayor
here
before
in
2011
to
2012.
E
I
lose
track
of
how
many
different
organizations
he
has
volunteered
for,
and
Community
improvements
he
has
led
on
over
the
years.
This
includes
being
a
Founder
member
of
the
atomic
weapons
establishment,
local
liaison
committee,
former
chairman
of
tadley
Community
Association,
former
National,
chairman
of
the
British
polio,
fellowship
and
current
chairman
of
the
local
branch
Trustee
of
the
Ambrose
Allen
and
Turnberry
allotments,
a
governor
of
Hampshire
hospital,
NHS,
Foundation
trust
and
life
president
of
tadley
singers.
So
just
a
few
there.
He
has
also
learned
that
volunteering
can
make
a
big
difference
to
his
life
too.
E
While
volunteering
with
basing
State
Samaritans,
he
met
Amanda
and
they
married
five
months
later,
while
working
with
shop,
Mobility,
David
and
Amanda
met
a
young
volunteer
Michelle
who
had
nowhere
to
stay
over
Christmas,
they
invited
her
to
stay
with
them.
Michelle
has
remained
a
much
loved
part
of
their
family
and
she
and
her
full
children
continue
to
bring
as
much
happiness
and
laughter
to
the
family
as
their
son,
Simon
and
Graham
their
partners
and
children.
Do.
E
He
selflessly
puts
the
needs
of
the
community
before
his
own
and
makes
a
difference
to
so
many
lives.
It
was
David
who
started
the
tally,
Christmas
lights
and
is
still
the
Master
of
Ceremonies
at
the
annual
switch
on
I
couldn't
be
proud
of
him
and
all
he
has
achieved
and
I'm
so
touched
that
he
wanted
me
to
play
this
role
in
the
start
of
his
second
term
of
Mayor.
Thank
you.

Calls
upon
me
to
do
a
vote
of
thanks,
which
shouldn't
be
too
long
to
reach
the
former
mayor
I've
been
calling
according
to
my
agenda
three
minutes
to
say
thank
you
to
the
retiring
mayor
could
do
a
bit
slower.
Thank
you.
Paul
has
done
a
marvelous
job
and
I
can
say
it
will
take
more
than
a
few
minutes,
but
I've
condensed
it.
G
Thank
you
for
being
a
superb
mayor
over
the
Queen's
Jubilee
and
then,
as
we
all
know,
our
Sovereign
sadly
passed
away,
and
you
had
the
great
honor
to
read
the
proclamation
outside
the
Willis
Museum.
Some
of
the
words
were
a
little
bit
long
and
old
and
worriedly.
However,
this
you
did
this
didn't
phase
you
at
all.
Then.
Last
weekend
you
went
to
the
goodness
knows
how
many
coronation.
Events,
Amanda
and
I
only
did
nine
I
think
you
did
well
over
double
that
and
some.
G
So
thank
you
for
that
too
Paul,
however,
you
had
a
first
class
Merit.
Sorry,
however,
you
had
a
first
class
mayor's
charity
concert
and,
as
many
people
said,
it
would
be
very
difficult
indeed
to
follow
such
a
high
standard
and
it
will
we've
always
had
a
wonderful
Civic
day
with
you.
Wear
mares
and
chairs
meet
others
from
around
the
borough
and
districts
to
show
off
our
Borough
Winchester,
silk
Mill.
This
gave
us
a
chance
to
meet
others
from
Hampshire,
whereas
and
District
councils.
G
You
also
found
time
to
skydive,
which
is
something
I
can
honestly
say.
I
will
not
be
doing
in
my
time
no
way.
I
did
offer,
however,
to
pack
your
parachute
that
you
did
you
decline
this
I,
don't
know
why
Paul
you
very
you're
very
knowledgeable,
especially
on
Protocols
of
our
services,
also
Airlines
and
ships,
who
needs
a
laptop
when
you're
in
the
Parlor.
G
G
And
behind
you,
you
have
your
wife
Sandra,
who
was
truly
a
good
support
to
you
as
mayores.
Both
are
Amanda
and
I
will
find
it
very
difficult
to
follow
you.
Both
you
have
set
the
goals
post
very
high,
both
of
you,
the
para
owes
you
owe
you
both
sorry,
the
borough
owes
you
both
that
doesn't
sound
right,
a
great
deal
in
promoting
it
and
servicing
serving
our
Borough
as
well.
Thank
you
once
again,
and
you
hope
you
enjoy
some
down
time
for
both
of
you
and
get
away.
Thank
you.
Paul.
B
Thank
you
very
much
and
be
quite
humbled
for
this
speech,
like
that
it
was
quite
a
year
you're
not
wrong.
I'm,
going
to
use
that
as
an
introduction
to
my
speech.
My
speech
I
will
not
apologize.
I'll
apologize
now
that
it
may
be
a
bit
longer
than
three
minutes.
However
long
was
allocated,
but
I
think
the
year
deserves
it.
B
B
B
Let's
go
back
to
the
Platinum
Jubilee
Queen
Elizabeth
II.
It
was
a
joyous
time
had
by
all
the
communities.
We
everybody
put
a
lot
of
effort
into
it
and
it
was
an
ideal
opportunity
for
the
Merit
Sandra
myself
to
travel
around
the
borough,
because
what
we
wanted
to
do
was
engage
with
our
communities
in
their
enjoyment
of
that
lovely
time.
B
Their
memories
of
the
Queen's
reign
I
remember
going
down
to
Winchester
to
the
cathedral
there
and
we
saw
the
young
people
of
Hampshire
gathered
and
they
had
got
big
standards
with
a
picture
of
the
queen
in
each
decade
of
her
Reign.
It
was
a
very
moving
moment
with
a
pact
Cathedral
and
it
was
the
young
people
expressing
what
they
felt
unfortunately
has
been
mentioned.
B
B
First
time
I've
seen
the
square
outside
Willis
Museum,
which
is
the
Old
Town
Hall,
where
the
proclamations
are
made
was
full
and
people
were
talking
about
that
for
some
time
thereafter,
oh
I
saw
you
at
the
proclamation
and
then
we
moved
on
through
Christmas
to
the
announcement
of
when
the
coronation
was
going
to
take
place
and
the
weekend
of
the
coronation
what
a
council
did
now.
This
is
the
connection
between
what
we
do
in
the
council.
In
our
communities.
B
We
set
up
the
grant
funding
for
our
communities
and
parishes
if
they
applied
within
certain
criteria
to
support
their
own
communities
and
get
a
grant
from
the
council.
We
had
I,
don't
know
the
exact
number
that
we
had.
It
was
I
think
between
60
70,
I'm,
glancing
at
councilman's,
bound,
I,
don't
know
it
doesn't
matter.
We
had
an
enormous
application
number
and
when
those
were
processed
and
accepted
we
plotted
out
where
they
were
going
to
take
place
to
the
best
of
our
knowledge,
we
got
local
information
as
well.
B
So
the
intention
was
for
all
the
Civic
party
that
was
myself
the
mayor
s,
the
deputy
mayor,
an
association
when
it
comes
to
DLS
as
well.
We
would
go
around
to
visit
these
parties
now,
of
course
it
was
a
physical
strength
here
and
a
time
constraint,
you
can
only
be
certain
places
at
certain
times
for
so
long.
In
fact,
we
did
it
and
I
think
we
did
well
over
20..
Certainly
I
lost
count
and
we
did
drop-ins
as
well.
We
had
the
program,
but
then
we
took
the
advantage
of
just
dropping
into
places.
B
We
weren't
thinking
just
the
communities,
but
the
people
who
organized
them
there's
two
two
sides
to
all
these
celebrations:
you've
got
the
workers,
the
volunteers
and
I'm,
going
to
come
back
to
Volunteers
in
a
minute
who
actually
put
all
this
together
and
then
encompassed
their
communities
and
brought
them
together.
It
was
real
Community,
engagement
and
you'll
see
that
connection
coming
through.
B
We
were
deeply
honored,
because
every
time
we
turned
up
oh
you're
here,
we're
so
glad
to
see
you
because
we
were
showing
our
support
for
them.
I'm,
not
looking
for
their
support.
For
me
at
all.
It
goes
back
to
the
words
of
our
chaplain,
who
quoted
the
King
when
he
was
crowned
in
personal
ceramic.
B
I'd
like
to
go
through
to
another
point
that
I
wish
to
share
that
became
a
very
apparent
during
the
year.
We
are
very
fortunate
to
live
in
a
superb
place
in
Beijing
circadine.
Why,
in
terms
of
Countryside,
it
doesn't
get
better
than
this
historic
places.
We
have
over
2
000
places
in
Basingstoke,
indeed
of
historic
interests,
both
formally
listed
at
government
level,
but
also
we
have
got
that
catalog
of
our
own
places
of
interest.
Here
we
have
vibrant
business
economy.
We
have,
however,
the
best
value
we
possess
are
our
residents.
B
B
The
Maris
and
I
have
seen
that
support
manifest
itself
through
the
effort
of
volunteers
across
many
sectors
of
the
community,
whether
it's
in
supporting
food
banks,
charities
supporting
vulnerable
people
and
the
numerous
organizations
supporting
and
encouraging
our
younger
Generations
I.
Think
you'll
see
a
theme
coming
out
of
this.
Last
evening,
I
presented
several
Youth
Awards
in
parlor
to
those
younger
people
who
have
benefited
from
those
organizations,
including
schools,
Cadets
and
scouting
groups
that
allow
the
potential
of
our
young
people
to
be
nurtured
and
encourage
them
to
gain
achievement
awards.
B
B
To
quite
finish
that
one
I
have
also
begun
another
initiative
that,
hopefully,
will
come
to
fruition
within
the
next
mayoral
year.
Possibly
the
one
following
is
that
of
a
children's
mayor,
whereby
a
singular
young
individual
would
be
elected
by
their
peers
to
pres
to
represent
the
younger
generation
at
certain
mayoral
events.
B
B
Since
the
homes
for
Ukraine
scheme
went,
live,
173
hosts
across
the
borough
have
opened
up
their
homes
to
provide
shulker
support
and
friendship
to
a
total
of
374
Ukraine
guests,
260
guests
remained
within
in
hosting
arrangements
with
their
original
or
second
host.
I
would
like
to
extend
further
thanks
to
these
hosts
for
the
continuing
support.
B
I
would
also
like
to
thank
our
partners
for
their
continued
efforts
to
support
our
Ukraine
guests
to
integrate
into
our
community
and,
as
an
aside,
I've
met
two
or
three
of
these
families
in
our
rounds
and
every
single
one,
and
it's
mainly
the
women,
because
they're
men
are
at
War
they
honestly
they
express
their
feelings
in
tears.
They
are
so
grateful
to
my
chaplain
Cannon
Linda
Scott,
for
her
support
and
advice
throughout
the
year.
Thank
you,
Linda
and
I'm
going
to
think
some
infrastructure.
B
B
G
B
Thank
you
very
much.
Mr
Mayor
appreciate
that
one
privilege
that
every
mayor
has,
at
the
end
of
his
time,
is
to
select
and
make
Awards
to
individuals
and
organizations.
B
It's
it's
a
judgment
for
the
individual
mayor,
but
I've
had
a
very
careful
consideration
on
this
I'm,
going
to
run
through
this
in
an
order
and
I'm
starting
with
individual
Awards,
and
my
first
award
goes
to

That

done
a
lot
of
work
on
this

itself,
so

David
is
the
brainchild
of

Community
radio.
Despite
being
totally
blind,
he
wanted
to
build
a
useful
community
resource
that
will
serve
the
great
area
we
live
in,
but
it
needs
to
be
accessible
to
all.
B

The
current
oldest

was
started
in

successful

It
has
raised
twenty
thousand
pounds
for
many
Charities
and
good

many
of
whom
are
local.
For
instance,
charity
Club
has
raised
over
a
thousand
pounds
each
for
the

Center
facing
Stoke

in
recent
years.
Helping
both

their
great
work.

It's
just
also
been
a
keen
supporter
of
the
local

bank,
with
many
food
bank
donation
days
taking
place,
ensuring
that
thousands
of
items
have
gone
through
to
those
food
banks.
Over
the
years,
the
students
in
charity
Club
have
carried
out
a
wide
range
of
activities,
including
holding
many
bake
sales
non-uniform
days
soaked.
The
teacher
events
which
I
bet
they
really
like
and
hair
shaving
activities.
B
Charles

2021,
during
which
the
three
boys
collectively
ran
the
distance
of
a
marathon
26.2
miles
as
a
reminder
and
staff
students
donated
money.
As
a
result,
Andrew
from
charity
Club
also
took
part
in
a
charity
bike
ride
in
February
22
in
Aid
of
cancer
research
did
25
miles
and
raised
an
incredible
333
pounds.

B
B
They
supported
specific
charity
events
with
Lavazza
products
and
Lavazza
people
and
there's
a
just
a
sample
here:
Moonlight
walk
for
St
Michael's,
hospice,
September
23
22.,
the
big
sleepout
Julian
house,
March
23
I'm
going
to
stop
there
because
I
actually
did
the
sleepout
myself
with
the
mirrors
and
it
rained
I'm
still
here,
the
Basin
still

B
B
Now
I'm
going
to
combine
these
so
I've
got
three
Awards
I'd
like
to
give
to
people
with
services
in
the
community
I'm
going
to
read
them
out
and
then
I'll
ask
the
recipients
to
come
down.
One
is
the
first
one
is
to
home
instead,
and
we
have
Janet
Walker
here
to
accept
this
award.
B
B
The
school
is
unique
in
providing
exceptional
provisions
of
care
and
education
to
the
students
and
to
quote
their
parents
who
say:
lodden
is
the
standard
by
which
all
special
schools
should
be
judged.
It
is
through
Jill's
leadership
that,
as
that
has
brought
the
London
school
to
this
very
high
standard
and,
quite
frankly,
I'm
privileged
to
be
able
to
say
we
have
that
school
in
our
Borough
could
I
ask
and
one
more
sorry,
I
will
ask
you
down
in
a
minute
tadly
age
concern.
B
Linda
Mead
has
been
the
dedicated
moving
force
behind
tadley
age
concerned
lunch
club.
For
many
years
we
have
had
the
pleasure
of
attending
two
of
their
weekly
events
and
meeting
with
the
other
volunteers
of
residents.
It
is
obvious
that
without
Linda
and
her
team,
the
Vibrant
Community
spirit
and
companionship
that
is
provided
would
not
exist.
B
B
B
Despite
all
this
Scarlet
being
under
two
hospitals,
four
separate
Consulting
teams
and
weekly
medical
appointments.
She
is
a
happy
Brave
and
kind
young
lady.
She
has
often
put
others
above
self.
She
really
enjoys
spending
her
time
with
other
poorly
children
facing
surgery
listening
to
their
worries
and
trying
to
put
them
at
ease.
She
has
aspirations
to
become
a
pediatrician,
as
she
says
she
wants
to
help,
make
the
difference
to
children
and
their
families
living
in
the
future.
B
We've
developed
the
merits
of
myself
a
friendship
with
the
family,
so
we
come
to
understand
Scholars
trials
and
tribulations.
She
bravely
attends
a
normal
school.
In
fact,
it's
the
school
in
great
boomfields
and
we've
had
such
admiration.
I
felt
moved
to
be
to
say
this
tonight
and
could
I
ask
Scarlett
to
come
forward.
Please.
B
G
I
have
a
few
announcements
to
make
a
chaplain
is
a
reverend
Steve
McKay
director
of
tadley,
pamba
and
Sylvester,
and
every
other
little
village
in
between
I
think
welcome,
Steve
to
the
council
chamber,
Amanda
and
I
look
forward
to
working
with
you
and
your
wife.
Thank
you.
G
B
Are
all
fallible
yeah
sorry
I
was
moved.
B
I
would
also
like
to
present
an
award
for
the
outgoing
chaplain
kind
of
understand
and
you've
heard
everything.
I've
said
everything
she
said:
we've
made
a
wonderful
team.
Over
the
year
we
have
a
formal
farewell
presentation
for
you
Linda.
If
you
would
come
forward
for
this,
please.
B
Just
so
everybody's
wondering
what
Earth
is
rolled
up
there,
Sandra
is
a
quilter
and
she
knew
I
was
becoming
a
deputy
mayor
of
some
of
the
time
back
and
she
made
what
it
is.
It's
a
hanging
and
it's
of
what
is
called
the
radian
cross,
it's
an
appropriate
presence,
I
think
to
the
chaplain,
but
I
don't
think
she
wants
to
unroll
it
just
yet
it's
getting
it
rolled
back
up
again
is
the
problem.
Thank
you,
Mr
Mayor.
Thank
you
very
much
for
your
Indulgence.
G
I
think
it's
possibly
the
way.
I
said
the
Reverend
Makai
reminded
you
right,
my
charities.
Well,
of
course
it
wouldn't
be
right
or
wrong
if
I
didn't
have
a
disability
charity.
My
Charities
are
short
Mobility
at
Basingstoke.
This
is
a
charity
that
rents
out
to
members
wheelchairs,
both
electric
and
manual,
as
well
as
scooters,
three
or
four
wheeled.
So
those
who
have
some
difficulties
getting
around
town
can
get
around
to
these.
You
can
park
outside
or
nearby
and
you
are
rented
a
scooter,
a
wheelchair
Etc.
G
G
If
you
get
a
chance
to
raise
any
money
for
either
of
these
Charities.
Please
do
so.
My
other
charity
specs
anyway
I'll
sit
as
a
device
Basingstoke
and
tadley.
Both
citizens
advice
officers
are
available
to
anybody
who
needs
advice
and
help
at
no
cost
to
them.
They
have
managed
to
save
our
residents
Millions
over
the
years.
They
are
also
they
are
happy
to
help
fill
out
masses
of
forms.
You
need
to
claim
benefit
that
the
government
needs.
G
In
actual
fact,
citizen
advice
in
2122
Basingstoke
at
30
214
into
into
reactions
with
or
on
behalf
of
their
clients.
Indeed,
a
lot
of
work
by
them
all
my
Charities
represented
here
tonight.
They're,
probably
all
downstairs
drinking
wine.
This
brings
me
on
to
my
theme
for
the
year,
which
is
volunteering.
