C
Welcome
chairman
bagik
and
Commissioners
nimik
Vanessa
Mallette,
employer
and
I
also
saw
our
County
Clerk
Katie
zanotti
in
the
audience.
Thanks
Katie
for
coming
in
2022
Bay
County
completed
the
allocation
of
the
20
million
dollars
in
American
Rescue
plan
act
funding.
We
felt
it
prudent
to
endure.
This
funding
was
spent
on
impactful
and
valuable
projects
that
met
the
intent
of
the
ACT
working
with
the
Board
of
Commissioners.
We
were
successful
in
this
endeavor
and
are
confident
that
the
projects
created,
immediate
or
long-lasting
impacts
in
our
community.
C
I
would
like
to
highlight
just
a
few
of
those
larger
Investments
here
for
you
today,
early
on
Bay
County
allocated
two
million
dollars
for
economic
development.
This
allocation
was
split
into
three
projects.
One
million
dollars
was
distributed
by
Bay
future
to
support
local
small
businesses
affected
by
the
pandemic.
We
all
know
that
small
business
is
an
integral
part
of
our
successful
economy.
Over
368
thousand
dollars
was
allocated
to
the
Small
Business
Development
Center,
located
at
svsu
support,
Small
Business
Development
within
our
borders.
C
This
program
will
support
our
existing
small
businesses
and
will
assist
entrepreneurs
in
launching
their
new
businesses.
A
third
Economic
Development
allocation
in
our
Flagship
investment
into
the
talent,
attraction
and
retention
portal:
hey
Bay,
City,
Bay,
County
kickstarted.
This
amazing
idea,
as
the
first
investor
committing
over
581
thousand
dollars
this
bird
Bay
City's
investment
and
from
what
I
understand
private
commitment
from
McLaren
Bay,
Region,
svsu
and
Dow
Chemical.
C
We
are
honored
to
be
a
founding
partner
of
this
exciting
Community
Place
making
initiative
and
feel
like
he's
here.
Thank
you
for
being
the
face
and
creator
of
this
Venture
and
thank
you
to
Megan
and
the
whole
team
of
the
Bay
Area
Chamber
of
Commerce,
for
taking
on
this
project
from
the
initial
build
up
to
the
long-term
commitment
to
keep
it
going
for
years
into
the
future.
I
am
confident
that
this
project
is
the
Catalyst
that
will
spur
long,
lasting
change
in
our
community
in
our
overall
reputation.
C
Within
the
state
and
Nation,
using
that
same
Community
investment
mindset,
we
allocated
750
000
of
our
arpa
dollars
to
support
non-profits,
which
was
distributed
by
the
Bay
Area
Community
Foundation,
and
allocated
those
resources
to
many
many
worthwhile
and
impactful
organizations.
An
additional
three
hundred
thousand
dollars
was
allocated
to
assist
local
licensed
child
care
facilities.
C
Supporting
Child
Care
institutions
is
a
form
of
Economic
Development.
With
the
deficiency
of
available
daycare
opportunities
for
Working
Families
in
our
region.
This
investment
allows
for
more
people
to
get
back
into
the
workforce.
Additional
dollars
were
allocated
to
funding
the
house
housing
assistance
program
modeled
after
Bay
City's
hat
program.
This
funding
allowed
the
county
to
Aid
residents
outside
of
the
Bay
City
Limits
with
past
due
Utility
payments
mortgage
and
rent
payments
and
past
due
taxes.
Thus
far
over
a
half
million
dollars
has
been
dispersed.
C
Excuse
me
to
people
in
need,
and
one
hundred
ten
thousand
dollars
was
to
complete
match
funding
for
the
Linwood
access
Park,
which
you'd
heard
me
referred
to
in
previous
comments
before
the
chamber.
A
project
that
has
been
has
been
many
years
in
the
making
with
the
Army
Corps
of
Engineers
and
the
eagle
permits
finally
approved
this
last
leg
of
the
property
of
the
project
will
vastly
improve
access
to
our
greatest
natural
resource.
The
Saginaw,
Bay
and
construction
will
commence
this
year.
C
C
The
Board
of
Commissioners
saw
the
intrinsic
value
of
this
concept
and
committed
nine
million
dollars
toward
this
endeavor
and
congressman
kildee.
Who
was
here
with
us
today
and
you're,
going
to
hear
more
about
his
tremendous
leadership
working
with
local
governments,
city
and
county
and
townships
here
in
Bay,
County
and
Dan.
We
appreciate
your
regular
presence
in
our
County.
You
have
a
big
district
and
you
are
a
true
partner
at
our
federal
level,
securing
all
of
the
federal
resources
that
that
we
are
eligible
to
receive
thanks.
C
C
This
process
and
distributing
the
arpa
fundings
required
thoughtful
deliberation
on
how
to
allocate
our
upper
dollars.
We
spent
many
hours
deliberating
and
making
painstaking
decisions
on
which
uses
were
the
most
impactful.
We
are
proud
of
the
final
decisions
that
are
funding
awards
were
granted
to
and
I
had
the
pleasure
and
I
hope.
C
C
Thank
you
to
representative
kildee
for
his
unwavering
support
of
the
chips
and
science
Act
as
well
as
Governor
Whitmer,
and
the
Michigan
economic
Economic,
Development
Corporation
for
the
state
incentives
and
helping
bring
SK,
siltron
Bay
County,
keeping
us
on
the
map
for
future
investment,
and
also
notice,
saw
just
your
CEO
at
the
request
of
President
Biden,
who
took
that
selfie
wanted
wanted
that
selfie,
so
Megan
aside
and
I
hope
I'm
not
spilling
the
beans
early,
but
this
wonderful
occasion
of
the
state
of
the
community.
C
C
So,
to
further
build
on
this
Municipal
investment,
we
agreed
to
a
George
my
one-time
tax
Camp
capture,
to
fund
the
creation
of
a
new
Tifa
plan
to
allow
the
200
acre
expansion
of
the
monitor,
Technology
Park.
This
will
provide
additional
opportunities
for
high
technology
businesses
to
locate
or
expand
in
the
park.
C
C
C
In
other
positive
news,
last
November
and
I
know,
this
is
no
stranger.
This
audience
Bay
County
and
they
know
I've,
always
had
a
soft
spot
for
the
animal
shelter
and
kind
of
transforming
that
last
November
Bay
County
voters
overwhelmingly
approved
an
animal
services
and
Adoption
Center
millage
proposal
of
0.7
Mills,
which
averages
about
35
000
a
year
on
a
on
a
100
000
home
I,
am
so
grateful
that
the
voters
at
Bay
County
for
approving
this
millage
that
will
allow
us
to
more
adequately
provide
for
the
adoptable
animals
in
our
care.
C
The
millage
collected
from
2022
through
2027,
will
be
used
not
only
for
the
continued
and
improved
operation
of
animal
services,
including
additional
Staffing,
but
also
for
Capital
Improvements
for
the
adoption
center.
We
will
double
the
footprint
of
the
animal
services
building
by
the
renovation
of
the
current
building
or
constructing
an
all-new
facility.
Whichever
option
is
most
cost
efficient.
Excuse
me
improvements
to
the
the
facility
which
will
ensure
noise
and
stress
reduction,
as
well
as
containment
of
disease,
which
will
make
for
a
more
adoptable
family-friendly
pets.
C
So
we
were
excuse
me
I'm,
sorry
that
was
59
I
think
it
was
59..
So
what
quite
that
old,
but
they
weren't
motorized.
However,
they
were
definitely
in
need
of
replacement
and
it
will
help
us
provide.
You
know:
invaluable
rescue
efforts
as
they
arise
on
the
Saginaw
Bay
through
Grant
Awards
Bay,
County,
Sheriff
Troy
Cunningham
served
two
noon:
two
new
parine
excuse
me:
Marine
Patrol
boats
and
several
new
vehicles
to
support
our
marine
and
Road
Patrol
fleets.
C
Congressman
kildee
Ash,
additionally
secured
funding
for
a
state-of-the-art
search
and
rescue
airboat
that
comes
fully
equipped.
It
includes
sonar
detection
and
thermal
imaging
technology
to
recover
drowning
victims
or
submerged
vehicles
and,
among
other
things
rapidly.
Hopefully,
rescuing
people
before
disaster
strikes
out
on
our
Saginaw
Bay
on
Lake
Huron.
C
Sheriff's
office
has
also
adopted
a
program
to
sponsor
applicants
during
their
time
in
the
police
academy.
These
future
deputies
will
commit
to
join
the
sheriff's
department
here
in
Bay
following
their
successful
graduation
and
will
enhance
our
ability
to
recruit
and
hire
certified
law
enforcement
officers.
C
C
Bay
County's
early
participation
resulted
in
an
increased
allocation
to
our
County
and
we
are
scheduled
to
receive
immediately
3.5
million
dollars
in
settlement
payments.
Over
the
course
of
several
years,
additional
payments
will
be
available
to
Bay
County
as
more
settlements
are
reached.
These
proceeds
can
be
used
to
broaden
access
to
naloxone,
Narcan
and
medications
to
treat
opioid
addiction,
improved
drug
treatment
options
in
the
jail,
enrich
prevention
strategies
and
expand
harm
reduction
programs.
C
22
was
a
productive
year
with
many
accomplishments
and
plans
made
for
the
next
12
months.
We
will
continue
to
provide
the
best
Services
possible
to
our
constituents
and
today,
I'm,
looking
forward
to
your
questions
and
I
want
to
thank
you
for
your
kind
attention
to
my
remarks
today.
Thank
you
very
much.
C
B
County
Sheriff
knows
how
to
take
care
of
boats
holy
cow,
1930s
Jim.
Thank
you
very
much.
That
was
great
I'd
like
to
remind
the
audience
to
write
their
questions
on
index
cards.
Make
sure
if
you
write
a
question,
you
raise
your
hand
and
a
chamber
Team
Member
will
pick
them
up
now.
I'd
like
to
introduce

Let's
give
her
a
warm
welcome.
D
All
right,
so
don't
start
my
time
yet.
I
just
think.
It's
amazing
that
Megan
invited
us
to
her
birthday
party
with
300
of
her
closest
friends
here
so
happy,
Birthday
Megan
so
good
afternoon.
Everyone
I'd
like
to
express
my
appreciation
to
the
chambers
board
of
directors
and
to
Megan
Simon
president
and
CEO
of
the
Bay
Area
Chamber
of
Commerce.
We
are
grateful
for
the
strong
partnership
we
have
formed
and
look
forward
to
collaborating
in
many
years
to
come.
D
A
truly
effective
city
government
needs
a
strong
partnership
with
and
between
the
mayor
and
the
city,
commission
and
I
appreciate
the
city
commission
for
working
with
myself
to
plan
strategically
collaborate
to
maximize
our
resources
and
engage
our
public
through
Civic
engagement,
to
transform
our
community
and
to
the
members
of
my
city,
family.
There
is
no
better
team
in
any
City
from
the
bottom
of
my
heart.
It
is
the
honor
to
work
alongside
you
every
day
to
serve
our
residents.
D
In
addition
to
my
management
team,
we
have
eight
employees
representing
their
departments
here
today.
We
all
know
that
being
a
city,
employee
is
not
glamorous
and
being
a
public
servant
is
not
for
everyone,
but
the
ability
that
you
have
to
fix
the
issues
in
our
city
affects
the
lives
of
thousands,
and
with
that
comes
great
rewards,
we
strive
to
be
customer,
focused,
inclusive
and
transparent.
So
thank
you
for
being
part
of
our
team.
Can
I
have
all
everybody
from
the
city
of
Bay
City?
Please
stand
including
our
commissioners
please,
so
we
can
be
recognized.
D
So
what
are
we
here
for
today
we're
here
to
reflect
on
our
progress
and
look
forward
to
what
is
coming
next
to
be
a
city
that
attracts
and
retains
Talent?
We
must
also
work
together
to
expand
and
strengthen
our
quality
of
life.
We
need
to
show
off
our
great
places
to
play
together
to
work,
to
live
and
to
make
memories
with
family
and
our
friends.
D
I'm
proud
to
announce
that
the
city
has
made
a
significant
investment
in
our
community
to
do
just
this.
This
past
year,
the
city
and
the
county
jointly
allocated
approximately
1.2
million
dollars
of
arpa
funds
to
the
Bay
Area
Chamber
of
Commerce
hay,
Bay
City.
Hence
the
shirt,
a
Bay
City,
hey,
Bay
City,
will
be
led
by
the
very
talented
team
of
Phil
Ike
director
of
marketing
and
place
making
in
Marlena
Quark
director
of
Workforce
Development.
They
have
officially
launched
a
new
website
featuring
stories.
D
Storytelling
is
the
most
powerful
way
to
communicate
and
Lead
I
say
let
the
different
new
unusual
and
even
weird
ideas,
begin
step
out
of
your
comfort
zone
or
step
aside
for
those
who
have
courage
to
do
so.
Imagine
talking
to
someone
who
has
never
been
to
Bay
City
what
if
it
was
your
job
to
get
somebody
here?
What
would
you
say?
I
know
what
I
would

I
would
tell
them
to
come,
spend
a
day
with
us
and
explore
all
the
cool
and
rad
things
as
Phil
Ike
would
say
we
have
to
offer.
D
We
could
grab
a
coffee
at

then
get
on
a
scooter
to
explore
a
river
Riverfront

over
to
the
West

to

grab

from
a

Get

attend

We
could
stay
at
the
DoubleTree
eat
breakfast
at
Uptown
and
my
list
could
go
on
and
on.
Our
city
is
pretty
cool
and
we
all
know
it.
D
What
we
also
know
is
our
Economic
Development
staff
of
two
we're
busy
this
past
year
and
we
saw
significant
investment
in
economic
growth.
We
had
a
total
of
75.2
million
dollars
of
capital
investment,
North
peak's,
4.8

is
well
underway.
This
project
includes
the
rehabilitation
of
a
functionally
obsolete

located
on
Water

The

of
two
interconnected

75

We
saw
several

D
Even
though
this
happened
in
2023
I'm
going
to
mention
it
anyway.
On
Friday
January
20th
General
Motors
announced
a
216
million
dollar
investment
in
their
Bay
City
facility.
The
investment
will
prepare
the
facility
to
build
camshafts
connecting
rods
and
the
blackhead
Machining,
which
will
support
the
future
V8
production
at
the
Flint
engine
plant.
With
this
investment
of
216
million
dollars,
it
puts
their
total
investment
in
the
city
of
Bay
City
over
six
million
dollars
since
2011..
D
Their
investment
is
a
true
Testament
to
the
skill
and
experience
that
the
Bay
City
Workforce
has
to
offer.
The
movement
that
we
make
is
about
neighborhoods
and
people
neighborhoods
that
are
accessible,
safe,
inclusive,
clean
and
affordable,
a
city
that
preserves
its
history,
character
and
sense
of
community.
D
Our
Code
Enforcement
Officers
strive
to
provide
our
citizens
with
the
highest
quality
of
service
and
to
uphold
and
enforce
codes
and
standards
to
protect
health,
safety
and
Welfare,
and
they
are
doing
all
this
by
continuing
their
nuisance
enforcement
efforts.
2022
proved
to
be
another
busy
year
with
3781
new
cases
opened,
including
313
notice
of
violation,
tickets
issued
and
147
cases
being
sent
to
court
with
the
addition
of
the
two
Property
Maintenance
inspectors,
bringing
our
number
to
four.
We
are
able
to
complete
over
3
000
rental
inspections
and
approximately
9
000
nuisance
inspections.
D
D
The
secondary
treatment
process,
also
known
as
trickling

was
mandated
by
the
EPA
in
the
late
1960s
to
help
reduce
the
amount
of
pollution
entering
our
lakes,
rivers
and
streams
around
the
state.
The
electric
Department
was
busy
as
well
this
year
by
overhauling
all
four
of
our

D
Our
electric

Prides
itself
on

as
they

with
other

also
approved
a
million
dollars
of
arpa
funds
for
a
homeowner
assistance
program
to
assist
homeowners
with
utilities,
rent
and
their
mortgages.
This
impact
that
these
dollars
made
in
our
community
was
substantial
by
helping
841
of
our
residents,
we
also
use
arpa
funds
to
replace
525
lead
line
services
at
an
estimated
cost
of
3.5
million
dollars.
A
few
infrastructure
highlights
include
Rehabilitation

D
This
was
a
signal
emergency
project
that
ultimately
came
down
to
driver
and
pedestrian
safety.
We
participated
in
the
Kelton

which
was
a
partnership
between
the
road

the
city

Northern,
Concrete,

We
also
finalized
and
approve
the
bridge

with
ubp,
making
it
the
first
public-private
partnership
regarding
infrastructure
in
the
state
of
Michigan.
We
value
Bay
City
Bridge
Partners,
as
they
become
a
part
of
our
community
by
making
our
bridges
safe
and
reliable.
D
D
Safety
is,
and
always
will
be,
a
top

in
this

Our

of

ingrained
themselves
in
being
an
outstanding
Community

by
participating
in
and
hosting
events
through,
the
city
National

held
in

for
the

you
all
have
not
attended
this

you
really
need
to
this
past

our
residents
and
their

D
The
energy
was
amazing
and
personally
I
can't
wait
to
go
back.
This
year
they
hosted
several
coffee

a
cop
events
at
various
locations
meeting
with
citizens
about
their

They
hosted
the
youth

for
students

through
eighth
grade
the
students
learn
about
the
profession
of
law
enforcement
and
firefighting,
along
with
the
importance
of
community
service.
D
I
want
to
touch
on
a
few
examples
of
the
stuff
that
you
guys
never
get
to
hear.
Our
Public
Safety
department
is
all
about
our
community
they're
out
in
the
community
every
day,
seeing
the
struggles
that
people
are
having
this
past
year,
so
many
of
our
officers
went
outside
their
job,
their
job
duties
to
assist
our
residents.
D
A
few
examples:
an
officer
was
dispatched
to
the
residence
for
a
well-being
check
the
74
year
old
resident
advice.
He
didn't
have
heat
in
his
house
and
he
was
cold.
His
gas
was
shut
off
for
an
unpayment.
The
officer
was
able
to
help
the
resident
by
getting
him
in
touch
with
Bay
County
division
on
aging
and
secured
funds
to
get
his
gas
turned
on
next,
a
citizen
brought
in
a
letter
for
an
officer
after
the
officer
repaired
a
broken
lawnmower.
D
The
officer
had
had
contact
with
the
citizen
on
a
call
for
service
and
had
discovered
the
issue.
The
officer
on
their
own
time
took
the
mower
and
re
to
be
repaired
and
returned
it,
so
the
citizen
could
mow
their
own
yard.
My
point
to
sharing
these
few
examples
is
we
care
about
our
community
and
we
want
residents
to
be
comfortable
with
us
and,
of
course,
I
have
one
more
person
to
talk
about
in
this
department.
D
We
have
a
young,
energetic,
handsome
good
boy
of
the
department.
Canine
Loki
he's
completed
his
second
year
of
service
to
the
City
this
past
year
he
discovered
16
kilos
of
Narcotics
in
a
hidden
compartment,
located
a
handgun
in
the
bushes
while
pursuing
a
suspect
and
located
illegal
drugs
on
22
different
occasions.
Of
course,
Kudos
go
out
to
his
Handler
Corporal
Paul
Karens
for
his
hard
work
and
dedication
to
continue
training
with
Loki.
D
This
past
year
we
celebrated
our
60th
anniversary,
with
our
sister
city
relationship
in
ansbach
Germany,
commissioner
Hilliker
and
I
were
able
to
travel
to
Germany
for
a
formal
presentation
and
tour
of
their
city
in
their
country.
The
anspec
delegation,
which
visited
in
Bay
City
in
September,
consisted
of
council
members
and
Spock
tourism
staff
and
teachers.
The
delegation's
five
days
in
Bay
City
were
filled
with
several
official
events
in
the
dedication
of
the
two
cities
connected
art
piece
in
uptown.
D
C
Thank
you
great
question
and
I
still
Jam
Bell,
who
just
stepped
down
from
the
presidency
of
the
Bay
County
Township
Officers
Association,
which
are
brings
together
across
the
county.
The
14
townships
that
comprise
Bay
County,
along
with
three
cities
and
Enron
I,
think
you
know
I
try
to
meet
once
a
month
if
the
turkey
Roost
at
7
30
we're
about
key
supervisors.
In
addition,
we
regularly
attend
the
quarterly.
C
Contenders
for
All
County,
Township
officers
and
I
find
that
very
helpful
and
informative
to
get
that
input
from
the
true
Grassroots
government
representatives
and
in
addition,
we
expect
to
continue
our
monthly
meetings
at
Bay
Valley
or
day.
Now,
myself
in
your
Township
leaders
meet
and
Ron
I
want
to
thank
you
to
your
leadership
recently
stepped
down,
but
you
served
for
many
years
in
Glen
Raleigh
and
a
parade
supervisor
from
bang.
C
Your
beautiful
manger
by
the
bay
is
stepping
in
your
role,
but
I'll
tell
you
something
that
we
look
forward
to
and
I
know
Dana
itself,
because
we
need
to
have
that
communication.
If
we're
going
to
sell
problems,
work
together
and
advance
pay,
County
and
the
townships
and
cities
interests.
It's
critical
and
I
intend,
as
long
as
I'm
your
county
executive,
to
continue
to
calibrated
with
your
relations
because
it's
as
helpful
and
informative
for
us,
as
it
is
an
opportunity
to
hear
from
you
for
us
to
share,
what's
happening
at
the
county
and
City
levels.
C
E
D
Think,
while
we're
waiting
for
questions
too,
we
I
know
Jim
had
recognized
Congressman
Kelly,
but
any
of
you
notice.
The
recurring
theme
between
both
of
us
were
the
arcophons
and
he
was
so
instrumental
in
getting
those
funds
to
us
and
making
sure
that
we
spent
that
in
the
appropriate
way
and
getting
that
out
to
our
community
members.
D
C
Thank
you,
too,
especially
your
groundbreaking
effort
on
hat
to
get
the
family
needs
assistance
to
our
presidents,
who
had
followed
behind
the
mortgage
of
rent
Utility
payments,
and
that
is
money
that
did
not
go
to
the
individuals
but
directly
to
the
entities
that
were
of
the
money
and
I
know
you
as
well
as
our
County
Administration.
C
All
of
our
dedicated
staff
have
really
made
an
impact
in
people's
lives
and
it
was
hard
to
believe
sometimes
how
grateful
people
are,
because
they're
stressed
out
facing
most
impossible
addiction
and
all
kinds
of
negative
aspects
in
their
life,
and
it
was
only
literally
three
thousand
dollars,
but
nonetheless
was
a
lifeline
and
it
was
one-time
payment
and
the
payments
directly
went
to
the
to
the
people
who
wrote
the
money.
So
you
pioneered
that
program
and
we
were
so
impressed.
C
We've
receded
and
it's
been
very
well
and
I
know
that
the
people
that
receive
the
funds
are
very
grateful
and
thank
you
for
your
relationship,
Dana,
so
many
projects
that
we
work
together.
What
was
the
land
bank
so
many
other
issues
that
we
collaborate
on
and
we
can
do
better
for
all
of
Bay
County
working
together
in
a
closer
relationship
and
I
appreciate
you
and
your
commissions
always
ready
and
willing
helpfulness
to
work
together
as
a
team.
D
Not
that
I
can
mention
we
just
had,
and
we
highlighted
the
ones
that
we
have
here.
Our
development
staff
is
always
working
hard
to
get
people
to
come
to
Bay
City.
There
are
big
cheerleaders,
it's
Sarah
dimitrov
and
Shelley
Thurston.
They
do
a
wonderful
job
at
attracting
businesses.
Here,
I
mean
who
wouldn't
want
to
come
to
Bay
City
right.
So
we
do
have
some
things.
D
I
think
that
they're
working
on
in
the
works
that
we
can't
really
disclose
at
this
time,
but
when
the
businesses
are
ready,
but
we
are
excited
because
we
have
things
going
on
on
both
sides
of
our
River.
So
it's
it's
exciting
that
we're
starting
to
collaborate
more
between
the
East
and
the
west
side.
I
know
like
the
DVA
and
the
street
management
board
are
doing
things
together
now
compared
to
when
they
didn't
do
that
so
they're
able
to
share
ideas
and
how
to
attract
businesses.
So
we're
excited
about
that.
C
I
know
when
you
know
we
think
of
the
call
called
river
is
primarily
Daniel
Townsend,
but
the
bank
of
Rome,
the
Bangor
River
watershed.
Actually
it's
about
two
quarters
of
Lake
County's
land
mass.
It's
a
watershed
that
drains
the
farm
fields
and
residential
areas,
not
only
for
Riverfront
in
Bangor
Township
residents,
but
literally
Northern
Bay
County,
and
a
lot
of
large
part
of
Southern
Bay
County,
as
well
so
supervisor.
C
Morally,
some
years
ago,
as
we
were
both
agonizing
over
a
strong
northwest
wind
that
was
going
to
bring
a
devastating
flood,
not
only
the
residents
of
the
river
but
literally
literally
the
entire
County,
we
had
the
t-ball
drain
in
Northern
Bay
County,
which
unfortunately
hadn't
been
maintained.
They
had
to
go
at
least
since
1958.
C
However,
four
I
believe
wow
homes,
parish
and
they're
flood
by
collapsing
into
that
massive
terrain,
because
the
flooding
affected,
Farm
fields,
a
Residential,
Properties
and
Commercial
properties.
Extensive
damage,
thank
God
for
FEMA
being
there
to
help
us.
But
you
hosted
a
meeting
with
Senator
Debbie
stabner
who
committed
to
trying
to
help-
and
we
know
the
federal
government.
Damn
right
is
sometimes
can't
respond
as
quickly
as
local
government
can
and
she
included
a
an
appropriation
for
flooding,
control
to
save
residents
and
businesses
and
farmland
in
Bay,
County
and
half
of
that
funding.
C
Some
nearly
600
thousand
dollars
would
ensure
Public
Safety
by
removing
two
structures
that
are
public
Hazard
that
have
caused
serious
injuries
to
voters,
I'm
called
Palm
River,
but
the
primary
purpose
was
flooding
control
and
so
Bay
County.
In
an
unusual
situation,
we
have
commitment
to
provide
dividing
the
50
percent.
Matching
federal
funds
for
that
correction.
Project.
To
commence
is
something
that
benefits
far
more
than
bank
accounts
for
residents
oil
River
residents.
It
affects
about
two-thirds
of
the
land
mass
of
Bay
County,
and
we
know
the
English
Shoreline
Community.
C
If
we
get
a
really
terrific
northwest
wind
all
the
way.
A
lot
of
it
gets
pushed
up
the
river
up
into
the
farm
Fields
into
the
drainage
ditches.
So
it
is
a
an
issue
that
was
of
such
significant
importance.
I
want
to
thank
you,
the
townships
and
especially
Glenn,
for
taking
the
leadership
on
that
and
convincing
our
Board
of
Commissioners.
Again,
of
course,
myself,
but
I
was
I
was
on
board
in
the
beginning,
our
board
Commissioners
came
through
an
outstanding
fashion
and
did
approve
our.
C
C
C
That
will
require
extensive
renovation,
however,
we'll
be
on
a
well-known
Bay,
Metro
site
or
public
transportation,
very
visible
location
with
wonderful
parking,
and
it
will
be
a
collaboration
kind
of
like
a
little
mini
male
clinical
about
novice
extension,
we're
talking
with
Partners
in
mental
health,
possibly
there
in
that
Community
Mental
Health,
the
Department
of
Health
and
Human
Services,
currently
located
at
the
Hampton
Mall,
sorry,
Terry,
Terry,
Blossom
cook,
but
and
they
would
provide
a
substantial
amount,
almost
half
million
dollars
in
annual
rent.
Of
course
thanks
there.
C
In
addition,
we
have
a
couple
of
other
entities
which
I
won't
mentioned,
but
it
would
be
an
entity,
a
building
art
building
relatively
new
if
you
had
a
key
location
on
the
west
side
of
the
river,
a
lot
of
our
accounting
instructors
on
the
east
side.
So
this
will
be
something
that
will
be
more
helpful
to
bulk
around
majority
or
the
bulk
of
our
population
is
on
the
west
side
of
the
river,
so
it'll
be
in
a
key
location,
we're
very
close
to
the
deal,
and
hopefully
we'll
have
an
announcement
on
that
soon.
C
But
it
will
enhance
our
services
to
our
residents
by
combining
several
programs
that
will
assist
us
with
the
cost
of
the
facility
and
so
far
we've
secured
if
Congressman
killed
his
help
to
a
million
and
nine
million
of
our
art
project.
11
million
to
start
Minister
stands
for
commitments
for
additional
financial
assistance
going
forward
with
the
tenants
that
would
join
us.
E
D
I
can
tell
you
that,
first
and
foremost,
I
know
our
commissioners
are
focusing
on
our
roads.
Roads
and
sidewalks
are
a
major
goal
to
complete
that,
with
the
recent
release
of
the
bridges
we're
able
to
free
up
some
of
those
funds,
they're
at
51
funds
to
put
back
into
our
roads,
I'm
sure
you
all
know
our
roads
are
in
very
poor
condition.
D
It's
been
taking
us
years
and
years
and
years,
so
we
really
need
to
come
up
with
some
type
of
program
to
get
cornrows
fixed
in
Bay
City,
so
that
and
bringing
more
people
here.
We
need
to
start
focusing
on
our
Workforce,
which
Abate
city
is
starting
to
do
through
the
chamber,
which
is
amazing.
You
know
know
we
struggle,
probably
just
like
everybody
else
in
this
room,
trying
to
fill
our
positions.
I'm
sure
Bay
County
is
too
just
our
even
our
entry
level
and
even
our
high
skilled
jobs
we're
having
problems
filling.
D
So
we
need
to
focus
on
getting
more
people
here
on
getting
talented
people
here
entertaining
in
the
year.
So
I
think
those
are
probably
the
two
highest
on
our
list
right
now
and
we're
going
to
continue
to
work
through
the
chamber,
because
this
program,
that
you
know
that
was
developed
is
just
amazing
and
I.
Look
forward
to
you
know
seeing
what
the
results
are
in
the
next
four
or
five
years.
D
F
So
if
you
really
know
me,
you
know
I
don't
get
embarrassed
very
easily
or
offended
and
I
gotta
tell
you
I'm
blushing,
but
thank
you
very
much.
I
was
very
fortunate.
Last
year
as
a
non-employee
of
the
chamber,
it
also
fell
on
my
birthday
for
my
40th
last
year,
so
it
was
really
fun
when
the
date
came
and
they've
done
it
on
the
Wednesday.
So
I
it's
fun
to
be
with
all
of
you.
Someone
earlier
today
said
gosh,
wouldn't
you
have
really
wanted
to
have
your
birthday
off
and
I
said
no
for
me
again.
F
If
you
know
me,
you
know
people
fill
my
bucket
I
get
my
energy
from
being
around
great
people,
and,
looking
at
all
of
you
in
the
room
is
probably
the
best
birthday
present
I
could
have.
So
thank
you
for
being
with
us
today.
F
We
are
truly
fortunate
for
the
leadership
of
both
Dana
and
Jim
from
the
city
in
the
county,
I've
known
them
both
for
decades
Dana
I
met
when
I
was
19
years
old
at
the
city
of
Bay
City.
As
a
a
like,
an
intern,
Co-op,
slash,
temporary
employee
and
Jim
I.
F
Think
I've
known
since
I
was
knee-high
when
my
grandfather
was
the
assistant
fire
chief
for
the
city
of
Bay
City,
and
he
worked
at
a
lot
of
his
campaigns
that
I
grew
up
in
the
fire
station,
so
I
have
known
both
of
them
for
a
long
time
and
not
only
am
I
so
proud
of
our
partnership.
I'm
even
more
proud
of
our
friendship,
the
chamber's
tale
and
attraction
and
retention
initiative
would
not
have
been
possible
without
both
of
their
leadership.
I
can't
take
credit
for
it.
F
I
wasn't
at
the
Chamber
of
Commerce,
yet
when
my
dear
friend
Ryan
Tyran
and
those
who
were
involved
Trevor
and
others
and
writing
these
proposals.
Phil
but
I
can
say
it's
one
of
the
things
I
love
most
about
what
we're
doing
right
now,
working
alongside
Phil
and
Marlena,
and
the
great
work
that
they
are
doing
on
behalf
of
our
entire
Community
is
truly
game
changing
and
we're
just
getting
started.
F
There's
so
much
more
to
come
and
I'm
just
happy
to
be
along
for
the
ride,
but
truly
that
couldn't
have
been
the
Catalyst
without
Dana
Jim,
your
boards
and
the
people
that
you
work
with
that
help
to
support
us
in
the
funding
and
I'd
be
remiss
to
not
recognize
McLaren,
Bay,
Region,
svsu
and
DOW
for
the
support
to
help
us
continue
to
not
only
help
that
Catalyst
of
the
arpa
funds
to
be
able
to
continue
it
going
forward.
So
we
don't
stop
when
those
funds
run
out.
F
F
I
would
also
like
to
thank
Paul
Weese,
our
vice
chair
of
policy
and
our
incoming
chair
elect
for
next
year,
the
Bay
Area
Chamber
of
Commerce
for
doing
a
fantastic
job
as
our
moderator
today.
So
if
we
could,
please
give
Paul
a
round
of
applause.
F
F
We
have
several
events
coming
up,
including,
if
you
want
to
hang
with
me
tomorrow,
we'll
be
at
our
business
after
hours,
from
5
to
7
00
p.m.
At
cleender
designs,
new
location
on
South,
Huron
Road
in
Cook
Holland.
We
do
try
to
spread
our
love
around
our
entire
Bay
Area,
so
we're
excited
we
have
them
hosting
tomorrow.
F
On
March
9
mark
your
calendar,
we
have
our
140th
Chamber
of
Commerce
annual
meeting.
It
will
be
a
sellout.
You
see
all
these
wonderful
people
here
today,
there's
probably
going
to
be
a
little
bit
more
and
we
have
some
exciting
things
to
both
share
with
our
award
presentations
and
maybe
a
a
fun
thing
or
two
for
our
theme
and
then
our
March
eye
opener
on
March
22nd,
is
featuring
the
new
SC
Johnson
site
manager,
Brad
McDonald,
if
you
haven't,
met
him
yet
I
encourage
you
to
come
to
our
eye.
F
Opener
he's
a
dynamic
individual
and
we're
so
fortunate
to
have
him
back
in
our
community
working
in
his
hometown,
leading
SC
Johnson,
who
is
also
one
of
our
Dynamic,
larger
Employers
in
our
community.
With
that,
I
would
like
to
thank
you
all
for
attending.
It's
been
a
fantastic
day
for
me
and
I
enjoyed
seeing
each
and
every
one
of
you
and
I
hope
you
have
a
great
rest
of
your
week.
Thank
you
and
we
are
adjourned.
