rights

wait
for

pandemic

Department

not

authority

to

enforce

which

enforce

multiple
lawsuits
have
been
filed
and
one
regarding
close
contact
quarantines
in

state

Michigan,

Health
orders
violate

Amendment

equal
access
to
a
free
public
education
and
gives

child
the
right
to
due
process
of

The
right
to

access
to

education
cannot
be
conditional
upon
testing
to
stay

vaccination

diligently

municipalities
within
Bay
County,

put
together
the
hazard
mitigation
plan,
which
we
are
now
getting
ready
to
submit
it
to
both
the
state
and
FEMA.
This
is
just
entering
the
30-day
public
comment
period
for
where
we've
gotten
to
so
far
with
the
point
so
with
that
I
would
like
to
bring
up
Mr
Bill

governments.
We
were
hired
to
assist
in
the
development
of
the
update
of
the
hazard
mitigation
plan.
Today,
as
as
Ryan
said,

the
beginning
of
the
approval
process.
We
have
the
draft
of
the
plan
we'd
like
to
present
it
at
the
public
hearing.

Over
the
past
two
and
a
half
years,
we've
worked
with
under
the
direction
of
Ryan
worked
with
the
advisory
committee.
We've
identified
the
hazards,
we
look
reviewed.
The
2010
plan
identified
the
hazards
and
identified
goals
and
objectives,
looked
the
events
that
have
happened
over
the
past
few
years
and
have
identified
projects.

Basically,
what
has
happened
is
the
committee
identified
the
most
impactful
hazards,
our
energy
emergencies,
infrastructure,
failures,
flooding
and
then
severe
weather
after
that?
There's
other
there's
another
15
hazards,
cyber
cyber
terrorism,
Public
Health,
Emergency
structural
fires,
wildfires
Etc.
They
ranked
the
hazards
and
then
identified
projects
to
address
them.
In
addition,
all
the
participating
communities
in
within
the
county
were
asked
to
do
the
same
thing.
It's
important
that
the
communities
participate.

We
are
trying
to
get
all
the
communities
in
the
county
to
particip.
Excuse

to
participate.
If
they
don't,
they
will
not
be
eligible
for
mitigation
activity
dollars
from
FEMA,
so
we've
got
I
believe
four
communities
left
that
have
not
participated.
They
can
still
do
so
within
the
next
30
days.
We
need
some
information
from
them,

they
can
be
considered
to
be
part
of
the
project.

survey
plus

asking

communities

participate

the

the
best
possible
plan.

we
worked
for
months
to
identify

hazards
and,
in
addition
to
the
county
white
hazards,
each
municipality
identified
hazards
that
impact
them
more
more
so
than
others.
For
instance,
the
shoreline
communities
have
the
shoreline,
whereas
Williams
Township.

That's
that's
not
an
issue
with
that.
We
also
are
asking
them
to
identify
projects
that
they
did.

projects
were
identified.
The
first
four
projects
on
the
list
were
all
dealing
with
floods.
So
I
know
that
I

the
flooding
is
a
big
issue.

was
last
May
in
the
middle
of
updating
the
the
plan.
We

cancel
two
meetings
because
of
that
so
they're
doing
their
due
diligence.

give
a
status
update
on
the
pandemic,
as
we
are
right
now,
as
you
all
are
aware
of
we're
seeing
increased
numbers
in
the
last
few
months
and
as
of
today,
I
believe
that
Michigan
is
now
leading
the
nation
in
the
number
of
new
cases,
and
our
test
positivity
rate
today
is
just
a
little
bit
below
20
percent
we've
been
hovering
between
15
and
20
percent.

For
the
last
five
or
six
weeks,
our
new
cases
over
time
gone
up
pretty
substantially
since
July,
where
we
have
since
plateaued
we're
seeing,
on
average
about
anywhere
from
about
50
to
100
new
cases
per
day
of
coping
19..
Now
our
death
situation
is
unfortunately,
due
to
these
high
numbers,
we're
starting
to
see
increased
numbers
of
death
ravaging
about
about
one
to
two
deaths
per
day,
depending
on
the
particular
date
we're
at
about
370
deaths,
total
overall
since
the
beginning
of
the
pandemic.

So,
in
the
breakdown
of
cases,
what
we're
seeing
really
is
that
in
the
last
few
months,
the
majority
of
the
cases
about
anywhere
from
you
know,
30
to
40
percent,
were
coming
from
individuals
under
the
age
of
18.
that
it's
starting
to
change
now
we're
starting
to
see
more
cases
amongst
persons
in
the
age
categories
of
30
and
between
30
and
49.
But
a
bulk
of
those
cases
still
is
younger
people,
those
ones
especially
below
the
age
of
18,
and
that's
the
reason
why
we've
got
the
test
today.
Program
in
place.

I
understand,
there's
some
concern
about
that,
and
but
overall,
the
overming
majority
of
feedback
that
we've
got
is
positive
with
that.
The
test
to
stay
program
is
designed
to
keep
kids
in
school
rather
than
have
them
be
quarantined
at
home,
and
it's
also
designed
that
we
keep
schools
in
session,
so
I'm
happy
to
report
that
not
one
school
has
been
forced
to
shut
down
at
all
this
year.

As
a
result
of
outbreaks
now
we
have
had
some
significant
outbreaks
in
schools,
most
recently
in
the
Bay
City
Schools,
but
also
in
Bangor,
Township,
Schools
and
Essexville
Hampton,
but
just
about
every
school
district
and
every
public
and
private
school
has
been
affected
by
covid-19
and
significant
outbreaks.

We
were
the
first
ones
in
Michigan
to
do
this
and
it's
been
replicated
in
various
formats
throughout
the
state
of
the
country,
and
it
really
represents
a
huge
choice
for
parents
to
keep
their
kids
in
school
and
to
keep
others
safe
and
healthy.
You
know,
overall,
we've
done
over
six
to
seven
thousand
tests
so
far
this
year
in
the
schools,
and
we
are
looking
to
streamline
the
testing.

However,
you
know
we've
got
some
delays
in
reporting
from
schools,
we're
looking
at
data
that
is
submitted
to
us
on
a
weekly
basis
and
we're
hoping
that
with
some
of
the
new
developments,
which
is
the
expansion
of
the
vaccines
for
kids,
five
and
eleven
potential
for
more
rapid
and
in-home
testing
and
the
expansion
of
potential
therapeutic
treatments
from
both
Merck
and
Pfizer.
But
those
will
have
a
significant
effect
on
the
pandemic.

Overall,
you
know
we
expect
that
more
people
are
going
to
get
vaccinated,
but
our
goals
in
the
immediate
future
and
have
been,
and
continue
to
be,
to
prevent,
as
many
infections
in
Residence
when
possible,
to
prevent
infections
in
a
person's
Network,
whether
that's
School,
workplace,
family
and
friends,
to
break
the
chain
of
infection
in
the
community,
especially
in
immunocompromised
individuals,
and
you
know,
really
prevent
kids
from
having
to
quarantine
and
keep
them
in
school
via
the
test
to
stay
program,
but
to
keep
not
only
other
kids
and
other
students
and
staff
safe
so
that
we
don't
have
widespread
outbreaks
overall.

The
other
things,
too,
that
we
have
to
take
a
look
at
are
and
that
we're
trying
to
prevent
our
you
know
the
complication
from
covert.
Now
we've
talked
a
lot
about.
You
know
fatalities,
but
there's
a
lot
of
complications
that
happen
in
individuals,
whether
it's
long
coded.
You
know
different
types
of
different
types
of
things
that
arise
as
a
result
of
infection
and
continue
to
to
take
place
with
the
infected.

But
we've
also
had
reports
and
doing
investigations
on
children
that
are
affected
by
long-term
code,
particularly
misc,
which
we
know
that
we've
had
at
least
one
case
here
in
Bay
County.
All
this
is
done
to
put
the
pandemic
behind
us.
So
we've
got
the
tools
in
front
of
us
right
now,
really
to
to
put
that
in
the
rearview
mirror
we
need
to
get
people
vaccinated.
The
vaccine
is
safe
and
it's
effective.

So
that's
one
of
the
things
that
we
have
in
place,
but
we
also
need
to
make
sure
that
testing
is
available
in
widespread
for
everyone,
and
then
we
also
need
to
get
treatment
and
Therapeutics
to
people
in
need
on
a
timely
basis,
effective
treatment
and
Therapeutics.
So
the
one
thing
I
do
want
to
end
on
is
that
we
want
people
to
be
prepared
for
the
holidays
and
the
best
way
to
do
that
is
to
get
yourself
vaccinated.

if

haven't
been
vaccinated
yet
in
order
to
be
fully
vaccinated
by
December
25th,
you
need
to
get
your
first
dose
by
November
20th
and
then
you
can
engage
on
and
keep
on
the
vaccine
pathway
and
get
your
second
dose
by
December
11th,
and
that
would
be
enough
to
to
get
you
fully
vaccinated
by
December
25th.
We
also
want
to
remind
those
folks
that
may
be
eligible
that
are
eligible
for
the
booster
dose
that
they
can
get
their
booster
dose
at
any
time.

We've
already
had
12
000
individuals
get
their
booster
doses
from
Bay
County,
and
we
know
that
when
that
booster
dose
is
given
pretty
much
for
healthy
individuals
and
those
that
are
not
severely
immunocompromised,
that
their
efficacy
rate
goes
back
up
into
the
90
range.
So
that's
really
important
too
over
the
holidays
as
well,
so
we're
seeing
more
and
more
cases,
but
hopefully
that
we'll
see
less
and
less
as
we
get
more
people
vaccinated.

have
to
be
cognizant
of
the
risks
that
are
involved
with
this
virus-
it's
not
behind
us,
yet
it
is
a
very
serious
thing,
we're
still
having
to
combat
everything
in
all
the
complications
from
the
virus
and
that
you

in
the
next
few
months
and
that
with
some
of
the
the
new
technologies
and
Therapeutics
that
are
coming
out,
we
really

turn
the
corner

condition
that
occurs.

can
occur
in
a
variety
of
different
situations,
but
it
occurs
frequently
sometimes
in
children
with
that
have
recovered
from
covid-19
and
quite
often
what
they
find
is
that
a
child
will
get
a
case
of
covet.
It
doesn't
have
to
be
a
serious
case
and
that
they
will.

Tend
they
will
recover,
and
then
it
will
start
to
have
complications
from
that
down
the
road
and
with
the
multi
system,
inflammatories
syndrome
in
children.
What
will
happen
is
some
of
their
vital
organs
will
start
to
be
affected
now
it
can
occur
in
a
variety
of
different
things
and
through
a
variety
of
different
ways
in
some
particular
cases,
and
one
that
that
was
close
to
home.
Here
it
was
one
where
the
individual
had
complications
with
vital
organs
and
gastrointestinal
organs.

kidneys
and

the

gastrointestinal
system,
quite
often
with
kids
with
misc
is
that
they
need
to
be
hospitalized
in
in
some
cases
that
they'll
need
to
go
to
intensive
care
and
we're
investigating
this
current
case,

the

child
actually
had
to
go
down
to
an
intensive
care
unit
down
in
Detroit
to
be
treated
on
this.
So
it's
very
serious
condition.
It
doesn't
happen
to
all
children
that
have
that
most
kids
that
do
get
coveted
tend
to
recover
fairly
quickly.

it's
certainly
a
reminder

covet
is
not
just

simple
illness

cold
or
a
mild
case

complications
