isn't
really
to
try
to
sell
you
on
my
firm
or
on
a
new
shelter.
Really.
What
I
wanted
to
do
today
was
just
discuss
what
your
existing
shelter
was
and
what
a
new
shelter
would
provide
as
far
as
better
care
and
conditions
for
the
animals
and
a
better
facility
for
the
county
to
have
and
operate.

So
what
I've
done
is
I've,
given
you
guys,
a
feasibility
study
that
I've
prepared
it's
divided
into
a
couple
of
different
parts,
one's
a
an
assessment
existing
building
as
an
operational
assessment,
and
both
those
things
are
actually
in
the
appendix
of
this
present.
This
booklet
that
I
provided
you
and
I'll
refer
back
to
it.
During
my
presentation,
I'm
not
going
to
go
page
by
page
through
it.
I
figure
that
you
guys
can
read
it
and
gander
from
it.

What
you
need
to
know
about
what
a
new
shelter
would
provide
you
that
your
existing
shelter
doesn't
have
and
why
those
particular
features
might
be
good
for
the
animals
community,
and
basically,
everyone
involved
understand
that
these
buildings
are
not
cheap
buildings
or
rather
expensive
buildings.
I
mean
you
probably
hear
at
the
same
price
point
of
what
a
hospital
or
a
health
clinic
would
cost,
but
we
do
have
some
regional
numbers
that
are
pretty
sound
based
on
the
two
shelters
that
are
pretty
close
to
you,
guys
that
just
recently
been
built.

So
I
really
figured
that
we
have
a
pretty
good
database
for
what
something
like
this
would
cost.
As
far
as
the
improvements,
if
we
want
to
put
it
in
place-
so
I
was
up
here
about
two
months
ago
and
walked
through
the
existing
building,
and
so
I
did
an
assessment
on
it.
There's
some
photographs
from
that
poor
photograph,
but
you
guys
have
probably
been
over
there
so
you'll
know
what
they
are
of.

The
location
existing
shelter
right
now
is
in
a
prime
position
to
be
sheltered
for
the
future
as
well.
It's
in
the
middle
of
town,
it's
on
the
fairgrounds.
It's
nice
wide,
open,
green,
healthy
space.
There's
room
there
to
expand.
There's
room
there
to
put
a
new
site
in
if
we
needed
to
look
for
something
like
that,
it's
also
essentially
located
in
the
county.

This
is
the
port
image
of
the
existing
building,
but
if
I
could
there's
the
kindle
area
right
here,
all
the
animals
are
basically
in
this
one
environment
and
then
there's
an
administrative
wing
over
here
on
the
side
of
it,
which
craig's
offices
is
located
right
there
it's
about
8
100
square
feet.
The
building
was
probably
built
in
around
2004,
it's
partially
metal
frame,
partially
wood
frame.
I
know
the
administrative
area
is
wood
frame
because
it
has
a
wood
floor.

It's
a
single
entrance
and
it
has
both
adoption
of
three
animals
coming
into
the
same
area.
You'll
see
that
new
shelter,
design
standards.
We
try
to
separate
those
two
purposes
in
the
building
from
each
other
because
of
disease
control
after
limited
seating
in
the
lobby
area
and
usually
that
lobby
area
is
used
for
transactions
and
discussions
with
the
public,
and
there
really
isn't
any
space
to
do
that
privately
or
even
any
desk
space.

that

The
adoption,
the
strays
are
in
the
same
room
together,
there's
their
kennel
gates
being
used.
There's
another
option
to
put
glass
fronts
on
kennels
that
make
disease
control
a
lot
easier,
there's
floor
drains
in
each
of
the
runs.
The
area
is
air-conditioned,
it
has
natural
light,
does
have
poor
acoustics,
but
the
kennels
themselves
are
in
pretty
good
shape
and
they
could
be
repurposed
and
reused
in
a
different
area
of
a
new
facility
or
renovated
facility.

The
cat
holding
area
again
the
cat
there's
not
really
a
discern
the
difference
between
the
adoption
of
the
stray
cats
and
what
I
guess,
the
biggest
definition
of
what
a
stray
animal
is.
Is
this
the
animal
that's
sitting
there
for
the
whole
period
that
you
have
by
ordinance,
which
I
believe
in
your
county
is
five
days
right
and
after
which
the
animal
can
be
disposed
of
or
can
be
moved
over
to
adoption?

The
problem
with
a
regular
cage
for
a
small
animal
like
that
is
that
they're
still
going
to
be
defecating
and
urinating
in
that
cage.
It
has
to
be
cleaned
continuously.
The
cages
on
the
left
are
cages
that
you
have
to
clean
up
several
times
during
the
day.
The
ones
on
the
right
do
have
a
drain
trough
across
the
back
side
of
them
and
therefore
they
can
be
washed
down
like
a
kennel
they're,
not
great,
but
they're,
better
than
the
ones
on
the
left.

And
then
you
do
have
a
small,
a
bank
of
cages
for
small
animal
holding,
bunny
rabbits
there's
a
couple
of
gerbils
here:
I've
seen
snakes,
birds
and
different
shelter
environments
and
they
really
are
kind
of
a
feature
in
a
lobby
and
that's
probably
where
they
where
they
belong.
That's
where
these
are
housed
here,
but
they
are
right
next
to
the
entrance
into
the
main
kennel.
So
everyone
passes
by
these
these
guys
here
and
they're
also
subjected
to
the
noise,
the
barking
and
the
runs.

You
guys
have
a
multi-purpose
room
in
this
shelter
and
that's
one
of
the
features
that
we
really
look
for
in
a
new
shelter.
So
my
hat's
off
to
you
for
putting
that
in
on
this
last
renovation.
It's
great
to
use
for
classrooms
for
training
to
place
animals
when
you're
bringing
in
a
large
group
of
animals.

It's
it's
really.
The
community's
lays
it's
a
it's
a
liaison
between
the
community
and
the
shelter
for
that
kind
of
interaction.
It
probably
makes
the
kimmy
more
aware
of
the
shelter
than
any
other
particular
aspect
you
have
at
this
particular
shelter
other
than
the
dog
park.
Next
to
it,
you
have
a
kitchenette
there
and
an
ada
compliant
toilet.
There's
daylighting
there.
Unfortunately,
there's
no
access
to
this
room
from
the
lobby
you
have
to.

We
try
to
maintain
a
clean
core
through
the
building
to
where
circulation.
Doesn't
we
try
to
prevent
circulation
that
can
contaminate
animals
from
one
ward
to
another,
and
so
on
the
adoption
side
where
animals
are
up
for
adoption?
That's
usually
the
cleanest
area
of
our
building,
because
we
already
know
the
animals
are
probably
free
from
disease,
any
anything
that
they
would
catch
would
have
to
come
from
a
person
or
staff
touching
them
that
had
also
been
in
contact
with
a
diseased
animal
to
keep
public
from
getting
into
that
particular
mix.

That
means
that
there's
separate
building
circulation
for
staff
and
public
in
the
facility
and
you'll
see
some
of
these.
Some
diagrams
I'll
show
you
here.
In
a
few
minutes,
a
separation
is
between
stray
and
healthy
animals.
Now
stray
animals
could
be
healthy,
but
we
don't
know
until
they've
been
there
for
a
few
days,
so
they're
unknown,
so
they
have
to
be
approached
and
assume
that
they
are
have
some
disease
for
some
reason
until
they've
proven
they
don't
have
one.
E
We
want
housing
to
dogs
and
cats
in
separate
wars
to
contain
disease
outbreaks
and
minimize
the
amount
of
dogs
we
have
in
one
particular
area,
because
it
really
helps
in
the
dog,
barking
and
cleaning
the
facility,
and
we
also
maintain
kind
of
a
separate
hvac
or
heating
and
cooling
system
for
each
one
of
the
wards.
So
they're
all
really
really
independent
atmospheres.

If
we
have
a
disease
outbreak
in
one
ward,
then
it
doesn't
automatically
contaminate
the
rest
of
the
facility
and
that's
really
what
happens
in
your
current
facility,
because
all
the
hvac
system
provides
air
conditioning
heating
for
that
entire
room,
and
it's
all.
The
dogs
and
cats
were
breathing.
The
same
air
kindle
runs
and
cages.
Cat,
suites
and
condos
are
put
in
place
based
on
the
breed
size
of
animals
and
where
they're
located
on
the
facility
and
another
feature
of
a
new
animal
shelter
is
a
multi-purpose
room
similar
to
the
one
you
already
have.

So
my
charge
was
first
of
all,
to
figure
out
what
size
facility
you
really
needed
to
have
and
what
I
did
was.
I
took
this
existing
intake
statistics
that
you've
had,
since
the
I
think,
since
2018
until
now,
which
are
really
the
ones
that
are
relevant
and
then
I
looked
at
the
census
numbers
from
2018
until
now,
looking
at
what
the
households
are
in
bay
county
and
what
your
current
statistics
were,
it
was
pretty
easy
to
project
what
the
new
numbers
would
be.

So
we
want
to
house
cats
individually
and
cages
should
be
of
non-porous
materials.
There
should
be
a
vampire
room
for
the
cat
to
maneuver
and
they
should
be
in
separate
compartments,
so
that
has
a
separate
place
to
eat
a
separate
litter,
pan
area
right
now.
The
cat
and
the
most
common
way
of
housing
cats
is
in
a
single
cage,
so
the
new
standards
provide
for
new
caging
technology
and
those
cages
are
available
and
that's
what
we
use
in
all
of
our
shelters
today
for
cats.

and
what
I
did
to
get
there
was.
I
took
the
animal
numbers
from
2021
and
I
took
your
current
capacity
and
added
25
percent
of
that,
because
even
if
the
population
in
the
county
stays
flat,
which
I
don't
think
it
will,
you
still
need
that
much
more
capacity
in
the
shelter
to
actively
take
care
of
your
animals
during
peak
demand
and
also
have
a
little
bit
of
vacancy
there,
for
when
things
actually
get
a
little
bit
out
of
hand.

That
we
think
would
be.
We
would
recommend
for
your
facility
in
this
particular.
These
next
slides
are
right
out
of
the
feasibility
study
that
you
have
in
front
of
you,
and
this
was
talking
about
the
program
and
talking
about
the
number
of
caging
you
have
available
for
cats
and
dogs
in
your
existing
facility
and
the
cajun
that
we
would
propose
a
new
one
and
you'll
see
that
number
come
up
again
a
couple
of
times,
but
we're
looking
at
a
number
of
holding
areas
that
does
not
include
isolation
or
quarantine.

I
further
describe
some
of
the
functional
functions
that
we
have
in
our
shelter
and
what
they
are.
I
don't
think
there's
anything
on
this
list.
That's
going
to
be
confusing
to
anyone
or
who
would
be
not
able
to
understand.
It
basically
indicates
that
we
want
to
separate
certain
spaces
from
each
other.
It
makes
it
easier
to
organize
easier
to
maintain
easier
to
maintain
your
inventory
of
different
things
you
have
in
the
facility.

I
then
looked
at
the
facility
in
both
terms
of
having
a
new
or
renovated
facility.
It
became
apparent
to
me
that
you
have
enough
side
area
around
your
existing
building
that
we
could
renovate
it
now.
Renovation
is
kind
of
a
perplexing
challenge,
because
you're
not
going
to
be
able
to
operate
out
of
the
areas
we're
renovating.
Obviously,
so
you
have
to
close
down
the
shelter
in
hole
or
in
park.
E

So,
on
the
adoption
side
we
go
by
the
cat
areas.
We
have
cat
colonies
there.
We
have
our
small
animals
there.
We
have
our
cat
adoption
site
here,
which
is
full
of
condos
and
then
there's
our
multi
multi-purpose
room
here
that
separates
the
cats
from
the
dogs
over
on
adoption
side
provides
a
good
acoustical
barrier
and
hopefully
the
cats.
Aren't
that
aware,
there's
dogs
and
facility
at
all
that
would
be
the
best
case,
and
then
each
of
the
dog
wards
is
divided
into
nine
nine
runs.

I
also
have
an
assistant,
deputy
or
assistant
director
here,
although
craig
didn't
bring
that
up.
That
was
just
my
own
call,
based
on
what
we
usually
see
in
a
typical
shelter
of
this
size.
That
way,
you
have
an
administrative
person
always
there,
even
when
one's
on
vacation
or
one's
being
called
out
for
one
reason
or
another.

So
I
had
this
twisted
around
a
little
bit
for
the
my
keynote
before
the
powerpoint
you're,
looking
at
it
sideways,
but
we
just
did
a
graphic.
We
just
did
a
masking
study
for
what
that
would
look
like
and
what
we
try
to
do
is
put
all
the
mechanical
equipment
under
the
roof,
but
we
put
it
above
the
top
of
the
the
areas
they
serve
so
there's,
basically
a
mezzanine
that
goes
across
the
top
of
the
building
that
we
can
put
units
in
there
that
down
feed
into
each
of
the
individual
awards.

A
new
building
similar
to
the
one
that
we
were
just
looking
at
and
it's
organized
in
a
similar
fashion.
You
can
see
that
there's
a
four
dog
ward
to
the
top
there's
two
that
are
adoption
size,
there's
two
to
the
bottom
and
basically
the
overall
arrangement
of
this
facility
is
very
similar
to
the
one.
You
just
saw
it's
a
little
bit
bigger
it's
a
little
bit
more
efficient
because
I'm
not
constrained
by
the
existing
walls
and
ceiling
areas
that
are
in
there.

You
know,
and
and
all
kidding
aside
to
make
this
a
give
it
a
certain
amount
of
energy
at
not
a
not
any
higher
price
tag
than
what
a
conventional
building
is
offers
a
benefit
to
the
community
because
they
like
to
go
to
a
place
that
looks
fun
to
be
in,
and
so
we
can
make
it
appear
with
a
good
energy
level
without
breaking
the
bank
on
a
facility's
design.
We've
done
it
time
and
time
again.
E
I
ran
a
separate
estimate
for
both
the
new
and
existing
versions,
but
since
they're
about
the
same
square,
footage
and
there's
some
parts
of
the
renovated
building
that
cost
more
than
the
new
one,
but
some
parts
that
are
less
like
if
I
renovate
the
building
all
my
site
works
already
there.
A
lot
of
my
parking
is
already
there.
A
lot
of
my
utilities
are
already
there
and
for
a
new
building.
E
I
have
to
provide
new
things
of
that
nature,
but
when
I'm
in
a
renovated
building
to
put
new
concrete
next
to
existing,
concrete
or
new
footage
next
to
existing
footings,
it
makes
those
footings
cost
more
because
they're
more
tedious
to
put
in
place.
But
when
I
went
ahead
and
balance
it
all
out,
they
basically
came
out
to
about
the
same
number
either
way.
So
I
guess
the
purpose
of
developing
the
estimates
was
just
to
show
me
and
you
that
the
cost
difference
wasn't
that
significant
between
the
two.

Can
we
build
next
to
it
and
keep
it
operational
and
then
take
it
down
when
the
other
facilities
open?
Those
things
are
important
things
for
the
county
to
consider,
because
I
don't
need
you
guys
paying
for
a
vacant
building,
that's
not
giving
you
any
purpose
and
one
that
doesn't
have
a
lot
of
service
life
in
left
in
it
anyway.

It
might
work
for
storage
for
a
long
time,
though,
if
there
is
a
way
to
do
that,
if
that
was
an
option
that
you
want
to
look
at,
it
would
be
either
me
as
your
architect
or
your
architect.
That
was
selected
to
help
you
make
that
decision,
and
that's
another
thing
that
I
want
to
point
out
is
that
yes,
we'd
be
interested
in
working
for
you,
but
we
don't
expect
that
at
all
to
be
handed
to
us.

The
walls,
for
example,
are
all
cmu
walls
in
here.
That's
concrete
block
walls.
We
really
don't
want
any
wood
frame
elements
in
the
building
at
all,
because
they
just
don't
serve
the
environment
that
we're
looking
for.
We
need
to
be
durable
and
abuse
resistant
and
still
look
good
after
being
in
service
for
several
years,
and
we're
not
going
to
get
any
of
that
if
we
use
wood
frame
walls
or
typical
residential
construction
materials
on
the
side
inside
of
our
building,
so
our
building
would
have
epoxy
walls
on
concrete
block.

We'd
have
a
sealed,
concrete
floor
or
epoxy
floor
we'd
have
hard
surfaces
for
some
of
the
rooms,
but
actually
for
the
canal
areas
themselves.
We
use.
We
get
the
best
results
with
just
the
proper
specification
for
an
acoustical
tile
ceiling
in
there,
because
we
want
to
try
to
reduce
noise
as
much
as
we
can
and
we
find
that
works
about
as
well
as
anything
else
we
can.

We
can
use
so
the
number
we
came
up
with
was
just
around
six
million
dollars
for
either
option.
Now,
at
the
bottom
paragraph
here,
you'll
see,
we
had
some
particular
provisions.
I
have
one
category,
that's
called
ads
and
the
ads
are
part
of
the
building
cost,
but
ads
include
a
generator
includes
kindle
turf
and
play
yards
around
the
building.

It
has
a
wash
down
system
in
it.
It
has
a
central
back
in
it.
The
wash
down
system,
I
think,
goes
without
saying
what
we
use
that,
for
we
will
use
that
to
clean
out
the
facility
and
it'll
be
centralized,
so
we'll
be
able
to
go
from
room
to
room
and
that
the
hose
reels
and
everything
are
already
there
for
us.
We
don't
have
to
drag
something
around
with
us,
and
the
central
back
is
important
in
the
cat
area.

I
have
some
examples
for
different
cajun
environments
and
you'll
see
down
the
bottom
as
a
glass
front.
Kennel
system
not
too
far,
unlike
the
one
you
have
in
your
existing
facility,
and
I
do
believe
the
ones
you
have
in
your
existing
facility
could
be
repurposed
into
a
new
or
renovated
facility.
So
a
lot
of
that
cost
we
have
as
far
as
new
kennels
are
already.
We
might
be
able
to
offset
that
to
a
degree
by
using
some
of
your
existing
kindling.

And
then
some
cat
holding
options
I'll
show
you
some
other
photographs
of
these
later,
but
in
the
third
one
down
you'll
see
a
cat
condo,
I
believe,
that's
it
and
it
shows
a
plastic
laminate
front
and
there's
also
glass
fronts
on
it.
There's
a
wire
front
on
the
bottom
of
that
one,
but
the
ones
that
we
specify
actually
have
an
exhaust
system
for
the
cat
condos.
So
it's
always
pulling
air
through
them
and
part
of
what
the
problem
we
have
with
housing
cats.
Is
they
get
each
other
sick
so
easily?
E
So
we
can't
have
one
cat
facing
another
one
in
any
particular
situation
and
definitely
not
within
12
feet,
and
if
we
can
provide
ventilation,
those
cat
kennels
to
where
they
don't
aspirate
out
of
their
unit
and
anything
that
they
would
aspirate
would
be
going
up
through
the
exhaust
system.
Out
of
the
building.
It
maintains
that
the
housing
cats
in
a
lot
healthier
condition
the
casket.
Their
main
culprit
is
stress
and
stressful
cause
and
they
have
respiratory
viruses
and
that'll,
be
the
the
end
of
the
cat
on
the
bottom.

You'll
see
a
stainless
steel
cat
suite
those
are
made
by
shoreline
one
of
my
directors
from
one
of
the
first
facilities
I
worked
for
helped
shoreline
develop
that
product.
It's
basically
the
same
thing
as
a
laminated
cat
condo,
but
it's
a
lot
easier
to
sterilize
and
keep
clean,
and
we
use
that
for
our
stray
cat
holding
so
straight
cat
holding
is
something
that
you
know
the
public
is
barely
subjected
to.
Unless
they're
looking
for
a
lost
cat,
I
think
you'll
find
it
not
surprising,
there's
not
very
high
degree
of
return
to
owner
from
lost
cass.

And
when
we're
talking
about
numbers
in
these
facilities,
since
we're
holding
the
animals
in
groups
of
what
is
effective,
caging
environments
such
as
nine
animals
per
ward
or
ten
or
nine
or
eight
animals
reward
that
becomes
kind
of
your
denominator.
As
far
as
how
you
want
to
to
forecast
your
total
housing
needs,
I
mean,
although
you
could
have
three
and
a
half
boards,
it
doesn't
cost
any
different
to
have
four
awards.

This
is
outside
of
norman
oklahoma.
It
was
a
renovation
project,
although
the
only
part
of
the
existing
facility
we
kept
was
about
three
walls.
This
is
the
way
the
bond
was
written
dog
wars,
nine
kennels.
They
have
glass
fronts
in
them,
you'll
see
the
food
and
water.
Bowls
are
attached
to
the
kindle
doors,
so
they
aren't
loose
in
the
floor
of
the
kennel
at
genesee
county.
That
was
a
rendering
we
did
that,
I
think,
was
the
ones
they
actually
built.

Wasn't
it
I
was
going
to
say
14.,
you
know
I
was
not
the
architect
of
record.
I
was
hired
as
a
consultant
for
that
facility,
which
was
probably
what
I'd
be
done,
what
probably
my
capacity
and
yours
as
well,
so
I
wasn't
involved
in
the
the
dollars
and
cents
at
the
end
of
the
game.
At
the
beginning
of
the
game,
the
director
did
a
good
job
of
being
able
to
convince
the
county
that
they
owed
him
money.

Right
now,
you're
just
over
100
000,
at
least
that's
what
the
red
reports-
and
it
was
it's
been
drifting
down
by
about
a
thousand
per
year-
I'm
not
sure
where
the
bottom
is,
but
there
is
a
bottom
and
then
there
obviously
will
be
some
kind
of
resurgence.
We
don't
have
the
ability
to
see
when
that's
going
to
happen.
If
that's
20
years
from
now
or
five
years
from
now,
you
know
my
hope
is
that
every
community
prospers
and
becomes
more
populated.

My
concern
is,
if
we
do
this
I'll
come
back
to
craig
and
we
looked
at
what
the
ad
costs
would
have
end
up
being
the
additional
personnel
that
we'd
have
to
have
in
order
just
to
maintain
and
make
sure
this
place
stays
clean,
especially
with
the
glass
doors
on
these
kennels.
I
can
see
where
that's
going
to
be
an
ongoing
maintenance
issue,
which
means
we
have
to
have
additional
personnel
to
be
able
to
maintain
the
facility.
I
That
worked
good
so
with
on
my
end,
I
took
mr
tevis's
estimate
for
the
building
and
I
also
lumped
in
additional
staffing
as
well.
I
believe,
with
the
when
we
get
to
that
point,
that
that
amount,
let's
suffice
and
even
actually
be
able
to
