The
viva
board
decided
to
hire
miss
kopez
she's,
a
specialist
in
this
area,
and
she
has
guided
us
through
this
amendment
process,
which
has
been
a
little
a
little
more
than
we
thought
initially,
but
we're
finally
we're.
Finally,
here
so
last
month,
the
viva
board
voted
to
approve
the
viba
trust
and
then
refer
it
to
this
board.
This
board
ultimately
has
the
authority
to
adopt
the
the
viva
trust,
so
the
viva
board
has
referred
it
and
it's
for
this
board
to
adapt
so
samantha's.

Well,
the
entire
structure
of
the
biba
is
actually
quite
complicated,
not
because
of
me
just
because
of
the
way
it
was
set
up
with
all
of
your
different
adopting
units,
but
I
think
it
should
be
fairly
user
friendly.
We
did
consult
with
the
actuary
in
developing
the
parameters
for
which
the
funds
can
be
used.

We
also
have
what
we
call
a
super
funded
threshold
which
is
120
and
when
the
particular
employer
account
reaches
that
the
intent
is
that
they
should
be
utilizing
those
funds
at
that
point
unless
they
can
provide
the
viva
board
with
a
compelling
justification,
not
to
use
it
and
that's
all
so
that
we
don't
have
all
this
money
sitting
in
the
viba
at
its
termination.
After
all,
the
retirees
have
been
paid
out
their
benefits,
because
ultimately,
any
money
that
sits
in
the
viba
at
termination
has
to
be
used
for
another
tax-exempt
purpose.

So
we
want
to
use
as
much
of
it
as
possible
and
then
anything
that's
left
over
and
above
that
would
then
be
used
for
another
tax
exempt
purpose,
which
could
be,
for
example,
paying
for
some
of
the
premiums
for
employees,
active,
employee
retirement
or
I'm
sorry,
health
care
costs.
So
that's
something
way
down
the
road,
but
that's
the
rationale
for
wanting
to
utilize.
Those
funds
is
so
that
we
can
maximize
the
funds
that
we
already
have
saved
while
saving
you
know
the
cash
flow
for
the
county,
and
it
is
adopting
units.

I
don't
know
that!
Well,
if
you
don't
know
me,
my
name
is
jeremy
lowell,
I'm
the
program
coordinator
for
the
bay
county,
gypsy
moth
suppression
program.
I
started
as
the
assistant
coordinator
in
2018
and
for
about
the
last
year
and
a
half
I've
been
the
program
coordinator.

So
that
was
really
nice
to
see
in
terms
of
what's
coming
up
with
gypsy
mob,
even
though
we
had
a
very
successful
year-
and
we
believe
you
know
having
this
very
large
treatment-
we're
not
quite
out
of
the
woodwork.
Yet
we
are
seeing
new
areas
where
populations
are
building
and
we
look
forward
to
kind
of
getting
out
there
and
working
with
those
landowners
this
year.

If
you've
heard
of
the
emerald
ash
borer,
it
was
a
devastating
insect
that
was
basically
first
found
in
bay
county
in
2007
and,
as
many
of
you
know,
basically
wiped
out
our
ash
tree
populations
throughout
almost
the
entire
united
states.
Ash
trees
are
now
considered
critically
endangered
and
here
in
bay
county.
Our
program
since
2011
has
treated
3
000
of
these
publicly
owned
trees.

This
year,
specifically
in
june
of
2022,
we
treated
nearly
a
thousand
ash
trees,
and
this
was
in
the
public
areas
of
hampton
township.
One
area
I
do
want
to
highlight
there
is
the
bay
county
golf
course.
Actually,
a
lot
of
people
don't
realize
that
about
75
percent
of
the
trees
that
make
up
the
bay
county
golf
course
are
ash
trees,
and
if
we
didn't
treat
those
trees,
all
those
trees
would
be
gone,
and
the
golf
course
would
look
almost
like
a
barren
wasteland.
So
we
are
pretty
proud
of
that.

But
with
that
we're
happy
to
say
that
we've
been
able
to
preserve
these
beautiful
trees
that
were
taken
out
by
this
invasive
insect
and
they
continue
to
thrive
and
grow.
So
that's
a
little
bit
about
the
treatment
update
and
then
just
one
more
big
thing
I
really
want
to
say,
is
something
about
the
program
millage.

The
program
millage
has
always
been
highly
supported
by
bay,
pound
bay
county
residents
and
has
always
passed
by
a
large
margin
of
voter
approval.
The
current
millage
is
currently
is,
it's
actually
expired
and
it
will
be
on
the
november
voting
ballot.
So
we
just
want
to
make
sure
folks
know
about
that.
So
yeah,
that's
a
little
bit
about
my
update.

this

be

updates

yeah
sometimes
we
do
feel
like
we
are

shadows
and
we

to
come
out

let
you
guys
know,
because
through
laura
and
our
program,
everything
we
have
done
a
lot
of
exciting
things.

lanternfly,
you
said
it
before.
I
did
do
it's
very
pretty
pretty
looking.
It
is
so
yeah.
As
mr
begic
said,
this
is
actually
huge
news
spot
on
lanternfly
started
in
pennsylvania,
it's
another
invasive
insect
that
was
brought
from
asia
and
it
was
discovered
of
all
times.
On
my
birthday.
It
was
officially
confirmed
august
10th
of
this
year.
It
was
confirmed
in
oakland
county
for
the
first
time.
So
this
is
big
news,
and
this
is
right
along
the
right,
along
with
gypsy,
moth
and
emerald
ash
borer.

This
can
be
a
devastating
insect
and
when
it
comes
to
michigan,
you
think
about
our
orchards,
our
cherry
trees.
You
think
about
our
nurseries.
All
of
these
things,
that
is
where
spot
on
lanternfly
tends
to
attack
the
most
in
terms
of
it
is.
It
is,
what's
called
a
a
sap
feeding
insect,
it
will
go
in
and
basically
suck
the
sap
from
all
these
important
fruiting
bodies.
It
creates
this
nasty
residue
called
honeydew
that
it
will
leave
all
over
the
tree
and
it'll
basically
cause
mold
to
grow
on
the
tree.

It
also
attracts
flies,
insects,
things
like
that
and
in
pennsylvania,
where
this
first
occurred.
It
actually
completely
wiped
out
portions
of
like
their
their
orchards
of
their
apple
businesses,
cherries,
those
types
of
things.
So
when
you
guys
think
of
michigan
and
you
think
of
what
some
of
our
most
you
know,
our
biggest
festivals,
you
know
cherry
festival,
things
like
that.
It
is
something
we
want
to
keep
a
very
diligent
eye
on,
and
it's
something
that
early
detection
is
going
to
be
key
and
right,
along
kind
of
where
our
program
is.

According
to
mcl
141
444,
there
are
four
three
four
ways
number
one
to
cover:
a
general
fund
deficit
when
the
municipality's
annual
audit
reveals
such
a
deficit
two
to
prevent
a
reduction
in
the
level
of
public
services
or
in
the
number
of
employees
at
any
time.
In
the
fiscal
year,
when
the
municipalities
budgeted
revenue
is
not
being
collected
in
an
amount
sufficient
to
cover
budgeted
expenses,
three
to
prevent
a
reduction
in
the
level
of
public
services
earn
the
number
of
employees.

When
in
preparing
the
budget
for
the
next
fiscal
year,
the
municipality's
estimated
revenue
does
not
appear
sufficient
to
cover
estimated
expenses
and
four
to
cover
expenses
arising
because
of
a
natural
disaster,
including
flood
fire
tornado.
However,
if
federal
or
state
funds
are
received
to
offset
appropriations
from
the
fund,
that
money
shall
be
returned
to
the
fund.
