Other
major
sources
of
revenues
for
the
general
fund
include
a
little
over
a
million
dollar
transfer
to
the
general
fund
from
the
delinquent
tax
revolving
fund
and
the
treasury
represents
me
as
a
resolution
in
the
board's
packet
today

some
further
information
on
that.
At
the
last
week's
meetings,
meeting
revenue
sharing
will
be
fully
funded
in
2015,
which
is
an
increase
of
roughly
500
000.

think
we're
born

going
on
to

the
general
fund
subsidizes
the
ice
arena
over
half
a
million
dollars,
which
is
a
nice
asset
to

knew
that
it
was
not
going
to
be
self-sustaining,
but
it's
something
that
adds
to
the
community
and
in
a
few
years
maybe
crystal
you
said.

that
being
said,
you
know
we're
doing
amazing.
This
is
my
12th
budget
and
it
goes
very
smoothly
between
tom
and
bob
redman,
who
is
our
financial
analyst
and
during
difficult
times
we're
doing
pretty
darn
good
in

future
in
2016,
when
that
debt
is
relinquished
or
that
that
goes
away
should
we
we
should
even
be
in
better
financial
shape
down
the
road.
So
we've
had
some.

You
know
some
costs
with
the
ice
arena,
but
I
think
if
we
had
to
do
it
all
over
again,
looking
at
what
it
provides
to
the
community,
I
think
could
all
probably
vote
on
it
to
not
not
everything
is
self-sustaining.
Sometimes
you
have
to

support
certain
things
with
tax
dollars
and
I
think
that's
a
good
thing.

Then
it's
just
a
matter
of
trying
to
make
our

equal
to
our
revenues

subsidize

budget
is
a
very
good
budget
and

we're
going

probably
review

respects.
But

commend
the
administration
and
bob
for
working
for
us
and
for
getting
through
another
budget
and
I
think,
we're
doing
pretty
very
good.

mr

and
in
light
of
the
percentages
on
the
funding
level
of
the
pension
funds,
I
think
that
all
the
participants
of
that
they
need
a
little
pat
on
the
back
for
a
job.
Well
done.
A
lot
of
companies
are
nowhere
near
and
as
good
of
shape
as
bay,
county's
pension
funds
and
stuff.
So
not
just
our
board
members,
but
the
whole
pension
board
deserves
a
good
job.

I
just
want

just
add
something
else
to
commissioner
durant
there
on
the
pension
system.
There's
many,
you
know.
American
law
systems
and
only
paying
three
tenths
of
a
percent
of
payroll
is
extraordinary,
because
I've
seen
them
up
to
25
to
30
percent
of
payroll,
and
so
I
think
the
economy
and
the
investment
team
that
works
on
this
portfolio
has
done
an
amazing
job,
and
you
know
it's
amazing
how
much
money
they're
saving
economy
in
general.

So
it's
been
really
good
and
I
think
all
the
participants
should
be
like
you
should
be
very
happy
with
the
way
this
is
going,
but
it's
on
its
own.
It
means
good
things
for
them,
and
it's
it's
good
for
the
county.
You
know
it's
three
tenths
of
one
percent
is
just
like:
that's
that's
that's
about
as
low
as
you
go.
You
never
go,
there's
always
going
to
be
something,
but
this
is.
This
is
extraordinary.
So
I'm
very
happy
that
that
is
the
way
this
is
going
right
now
and
hopefully
continue

the
bureau
of
justice
statistics
2007
and
whereas
women
are
not
the
only
targets.
Men,
children,
the
elderly
and
family
pets
are
counted
among
the
victims
and,
sadly,
emotional
scars
are
often
permanent
and
whereas
71
percent
of
pet
owning
women
entering
women's
shelters
reported
that
their
batterer
had
injured,
maimed
kiln
or
threatened
family
pets
for
revenge
or
to
psychologically
control
victims.

Thirty-Two
percent
reported
their
children
have
hurt
animals
and,
whereas,
according
to
the
study
by
breaking
silence,
2006
witnessing
violence,
is
the
strongest
risk
factor
in
transmitting
violent
behavior
from
one
generation
to
the
next
and
whereas,
according
to
the
bureau
of
justice
statistics,
crime
data,
brief
intimate
partner,
violence
february
2003,
women
accounted
for
85
percent
of
the
difference
of
innocent
partner
violence.
Men
for
approximately
15
percent
and
ask
a
coalition
of
organizations
has
emerged
to
directly
confront
the
crisis
law
enforcement
officials,
those
involved
with
shelters
and
hotline
services,
health
care
providers,
the
clergy
and
other
concerned.

We
must
recognize
the
compassion
and
dedication
of
these
volunteers
and
professionals
applaud
their
efforts
and
increase
public
understanding
of
this
important
problem
therefore
be
resolved
that
the
day
county
board
of
commissioners,
along
with
the
bay
county
executive,
proclaimed
the
month
of
october
as
domestic
violence
awareness
month
in
bay
county
and
urges
our
citizens
to
observe
this
month.
By
becoming
aware
of
the
tragedy
of
domestic
violence,
supporting
those
who
are
working
towards
and
participating
in
community
efforts.

believe
that
we
should
shouldn't
just
use
october
as
a
month
of
awareness.
I
think
it
should
be
year-round.
Unfortunately,
I
would
say
most
families
at
some
point
in
their
life
has
a
touch
of
domestic
violence.
That's
involved
with
it,
so
you
guys
are
to
be
commended
on
what
you
do
the
services
you
provide
so
behalf
of
the
county
commissioners
and
the
county.
I
hope
you
continue
to
do
the
great
work
that
you've
done
in
the
past.

we've
had
several
activities
happening
this
month
and
we
have
had
the
support
of
the
county.
As
a
matter
of
fact,
last
friday
we
had
our
annual
seminar,
which
was
focused
on
domestic
violence
and
animal
cruelty
and
the
link
there,
and
we
had
several
folks
from
the
county
county
employees
that
were
there,
so
we
always
appreciate
the
support
we
had
one
of
our
county
sheriffs,
who
came
and
talked
a
little
bit
with
us
afterwards
about
calls
that
he's
been
out
on
and
asking
victims.

do
you
stay?
I've
been
here
a
million
times?
Why?
Why
do
I
continue
coming
here
and
hearing
the
same
thing,
and
these
victims
are
telling
him
often
I
have
to
stay.
My
pets
are
here,
and
so
the
women's
center
has
formulated
a
response
to
that
anytime.
There's
a
community
need
in
the
realm
of
domestic
violence
or
sexual
assault.

while
we're
getting
it
up
and
running
I'll,
go
ahead
and
start
the
bay
county
roadmap
for
the
future
was
started
as
a
partnership
between
bay
area,
chamber
of
commerce
and
the
bay
area
community
foundation,
and
what
we
did
was
a.
We
worked
with
sat
on
iowa
state
university
and
did
a
report
card
what
publicly
available
information?

We
looked
at
human
services,
we
looked
at
health,
we
looked
at
a
sentence
of
the
community
and
across
the
board
in
looking
at
those
things
we
did
have
over
many
months.
Dr

saginaw
valley,
state,
university,
assisted
us,
and
I
have
to
give
kudos
to
saginaw
valley
state
university,
because
we
were
able
to
do
this
with
out
having
a
outside
consulting
fees,
so
we
were
able
to
bring
this
to
our
current
status.

We
want
to
turn
this
upside
down
and
have
information
coming
in
from
across
the
board
from
different
sectors.
So
what
we
did
is
we
looked
at
our
community
and
we
said
there
are
certain
elements
that,
when
added
or
improved
will
lead
to
a
better
and
more
successful
community,
we
want
to
think
10
years
out.
What
do
we
want
to
look
like
in
10
years?
And,
of
course,
if
you
don't
know
where
you're
going,
you
can
end
up
someplace
else
process.
It
took
about
18
months.

As
I
said,
we
commissioned
with
saginaw
valley
state
university,
dr
george,
puglia
assisted
us.
We
surveyed
community
community
leaders,
we
had
a
summit
of
which
a
lot
of
you
took
part.
We
also
had
focus
groups,
smaller
focus
groups,
we
did
online
surveys
and
we
kept
narrowing
it
down
to
what
were
some
common
things
that
were
coming
out
in
the
community
and
in
doing
that,
we
then
came
forward
with
four
key
areas
that
when,
in
a
community
you
have
a
successful
community
that
moves
forward.

So,
for
each
one
of
these
categories
we
then
had
recommendations
again
these
are
recommendations
and
their
focus
areas.
But
if
we
wanted
to
become
in
10
years
a
community
that
was
known
as
being
unique,
high
quality
sense
of
place
and
where
people
wanted
to
stay
community
for
a
lifetime,
they
could
raise
a
family
here.
They
would
stay.

What
are
some
of
the
things
that
we
have
to
have?
So
if
you
can
see
on
page
five,
the
recommendations
then
included
developing
clean
and
accessible
beaches
and
waterfront
recreation,
increasing
public
access
to
the
waterfront,
greater
waterfront
visibility
and
programs
that
better
condition
the
shoreline
also
to
develop
programs
that
increase
the
visual
appeal
of
neighborhoods
and
business
districts.

When
we
looked
at
that,
we
also
looked
at
a
robust
and
diverse
economy,
and
the
reason
I'm
moving
through
this
section
rather
quickly
is
because
I
want
to
get
to
where
are
we
now?
This
is
great,
wonderful
piece
of
paper,
it's
nice
and
glossy,
it's
very
colorful,
but
it's
not
going
to
sit
underneath.

We
wanted
to
take
advantage
of
the
blue
economy,
and
the
blue
economy
is
using
the
water
in
smart
ways,
sustainable
ways,
leveraging
unique
water
assets
and
there's
a
website
there
that
you
can
go
and
get
some
more
information.
But
again
we
have
a
significant
water
resource.
We
need
to
be
doing
a
lot
more.

of
what
was
done
in
the
in
the
detroit
area
and
it's
a
very
long
sheet,
so
it's
a
bit
of
an
eye
chart
for
you
right
now,
but
in
looking
at
that,
it's
a
business,
that's
called
the
biz
grid
and
at
the
bottom,
the
colored
blocks
across
the
bottom,
if
you're
in
the
various
stage
of
a
business,
if
you're
starting
up,
if
you
need
financing,
if
you
need
someone,
then
who
can
serve
as
a
mentor,
this
is
a
grid.
The
sheet
is
about
this
long,
that
comes
out
of
the
new
economy.

In
detroit,
dr
george
puya
and
his
honor
students
are
to
right
now
putting
together
this
type
of
grid
for
bay
county
and
for
throughout
the
great
lakes
bay
region.
So
our
goal
is
to
say
if
we
want
to
be
a
business
friendly
environment,
what
are
the
tools
that
we
can
help
create
besides
having
cross
sector
and
working
with
people?

We
know
that
post-secondary
education
is
essential.
The
community
foundation
has
been
working
with
college
access
for
several
years
now
and
that's
beyond
just
scholarship
money.
It's
in
pursuing
post-secondary
education
that
includes
the
skilled
trades,
those
jobs
they
can't
do
necessarily
apprenticeships
in
the
local
factories.
So
where
can
they
go
to
get
those
skills?
And
how
can
we
support
moving
the
students
forward?

The
colleges
and
universities
in
around
the
great
lakes
who
are
degree
granting
in
some
type
of
water,
environment,
water
testing,
whatever
it's
amazing,
the
number
of
universities,
and
where
are
we?
We
are
sitting
on
one
of
the
largest
bodies
of
fresh
water,
so
those
are
the
things
that
we
need
to
start
tying
together,
using
the
resources
we
have
and
building
off
of
those
we
looked
at
meeting
basic
needs
and
in
meeting
basic
needs.
That
includes-
and
I
have
my
back
to
the
sheriff-
I
apologize
public
safety
and
including
public
safety.

is
a
basic
need.
People
want
to
feel
safe
in
their
community
housing,
health
care,
human
services.
So,
in
as
we
look
at
this
information,
what
do
we
want
to
do
and
we
want
our
recommendations-
include
helping
to
break
the
cycle
of
poverty.
Poverty
in
our
county
is
growing
substantially
education,
which
allows
someone
to
go
out
and
get
a
job,
and
this
is
where
sometimes
philanthropy
and
education
can
come
together
are
meeting
a
need
community
foundation.
We
found
out
that
they're
through
the
dhs
workers.

the

we
also
look
at
transportation
transportation
when
you
live
in
a
community
where
a
lot
of
folks
want
to
live,
you'll
notice
that
they
don't
necessarily
want
a
car.
They
want
to
be
able
to
hop
a
bus,
they
want
to
be
able
to
walk,
they
want
to
be
able
to
ride
a
bike,
and
those
are
some
of
the
things
that
we
have
to
look
at
in
our
community.

So
we
officially
launched
this
at
the
bay
area
chamber
of
commerce
bay
area
on
the
go.
That
was
one
of
the
things
we
said.
If
we
have
put
into
this
road
map
within
12
to
24
months,
we
have
to
lay
the
groundwork
for
x
to
be
on
the
way
for
10
years.
Then,
when
are
we
starting?
When
does
the
clock
started
ticking
and
we
said
it
started
ticking
last
may
so
we
looked
at
expanding
our
steering
committee,
but
what
we
also
wanted
to
do
was
have
champions
in
each
area.

folks
are
going
to
be
moving
into
leadership
positions
in
our
community.
We
need
to
be
seating,
our
future
plus,
if
we're
building
a
community
for
10
years,
we
want
them
to
continue
to
live

champions

each
one
of
these
elements
myself
and
rob
clark
from
mlive
are
doing
sense
of
place,
robust
and
diverse
economy.

honest

been
in
a
service
economy,

last
40
years,

great-
but
it's
really
not
going

bring

robust
middle
class
back
into
our
community.

this
is
where
I
think

local
level,
we
need
to
enforce
it
at
the
state
and
at
the
federal
level
that
you
know
a
service
economy,
don't
cut
it
anymore.
We
need
to
rebuild
a
robust
middle
class,
there's
a
number
of
ways.

can
do
it,
so
I
think
it's
great,
but
it's
surely
not
going
to
bring
the
types
of
of
jobs
and
about
local
revenues
that
we
do
need,
because
I
don't
think
we
got
into
service
economy
overnight.

don't
think
we're
going
to
get
out
of
it,
but
I
think
we
need
to
start
to
reaffirm
to
those
people.
We
have
to
have
a
middle
class
because
you're
going
to
continue
to
have
the
rich
and
the
poor
and
everybody
else
is
going
to
be.

it's
a
great
map,
but
I
still
think
we
need
to
be
honest
about
where
we
are
today,
where
we
have
been
the
last
35
to
40
years
and
what
we
need
to
do
in
order
to
get
back
to
where
we
were
in
the
golden
age

when
people
worked
and
they
were
able
to
invest
in
their
neighborhood
and
send
their
kids
to
schools.
And
hopefully
I
don't
see
that
identified
in
there
or
anybody
in
there,
even
making
any
kind
of
statement
about
not
having
a
middle
class.
So.

sure
I
respect
your
comments
in
the
section
for
the
robust
and
diverse
economy.
We
do
need
to
build
and
that's
the
focus.
There,
too,
is
a
rebuilding
of
a
diverse
economy.
We
know
that
the
service
industry
jobs
by
2025,
I
think
I've
heard
about
80
percent
of
them.
80
jobs
are
going
to
be
able
to
quote
the
service
industries.

So
as
we
look
at
the
types
of
jobs
we
have
to
have
a
qualified
workforce,
we
have
to
be
able
to
demonstrate
that
this
community
works
collaboratively
with
a
general
community
townships
cities,
counties
work
collaboratively
to
bring
exactly
what
you're
talking
about
back
into
our
community.
The
roadmap
isn't
going
to
solve
all
everything.

The
folks
that
I've
talked
about
have
seen
the
roadmap
and
just
got
back
from
confidence
up
north.
It's
like
wow,
your
community
is
moving
you're
moving
collectively
and
the
other
thing
we're
hearing
from
folks
that
have
come
out
and
talked
to
community
leaders
is
the
fact
that
they
are
saying
your
community
members.
Your
your
folks
are
all
on
the
same
message.

as
a
community
know
what
we've
got
and
what
the
potential
is.
Unfortunately,
there's
a
group
of
individuals
in
detroit
that
decide
what
we
can
and
can't
do
with
our
waterfront,
and
I
think
that's
a
hurdle
that
everyone
has
has
got
to
take
a
a
position
on
to
get
them
out
of
the
scheme
so
that
we
do
have
a
a
bright
future
and
accessibility
to
the
bay.
So
I'm
hoping
that
as
this
road
map
continues
to
go
down
the
road
that
we
can
remove
that
dead
end
and
continue
to
go
forward
for
our
10-year
vision.

all

presentation,

I
think
everybody
agrees
that
the
roadmap
represents
a
significant
accomplishment,
as
commissioner
herrick
articulated
and
as
bob
redmond
and
I
know,
and
at
rivett
back
in
the
1980s,
we
had
a
similar
effort.
As
you
know,
it
started
with
a
growth
alliance
on
a
strategic
planning
process
that
involved
well
over
100
people
and
then
as
a
follow-through
to
that
the
waterfront
task
force
and
out
of
those
efforts.

But
when
you
look
at
the
waterfront
it
didn't
look
back
in
1983-84
people
did
not
even
look
at
the
saginaw
river
and
the
bay
as
an
asset.
You
may
not.
I
believe
that,
but
that's
was
literally
the
case
when
jim
blanchard
came
to
bay
city
in
about
1984
85
86
one
of
those
years,
so
I
know
that
this
kind
of
a
process
works
if
everybody
gets
involved.

The
county
has
a
history
of
being
very
active
in
these
kind
of
efforts
in
both
of
the
strategic
planning
process
and
the
waterfront
task
force.
There
were
many
county
staff
people
that
were
actively
involved.
That's
how
the
pin
county
park
became
a
focus
for
investment,
and
today
we've
got
a
great
asset
there
and
the
same
thing
with
the
state
park.

other
element
that
this
roadmap
includes
is
the
human
aspect,
the
quality
of
life
issues
and
the
condition
of
people
that
are
not
working
or
undereducated
and
need
support
and,
as
I
say,
we're
all
in
this
together
and
by
recognizing
that
we

all
in
this
together.

think
we
can
make
some
significant
movement
forward,
because
we
can
either
do
nothing
and
stay
the
way
we're
at
or
get
worse,
or
we
can
do
something,
and
this
becomes,
I
think,
the
good
roadmap
