that
will
move
into
citizens
input
if
there's
anyone
in
the
audience
that
wishes
to
address
the
board
of
commissioners
now
would
be
the
time
to
come
up
and
seeing
that
we
have
no
one
will
move
into
petitions
and
communications.
We
receive
the
letter
from
william
powell.
Resignation
from
the
bayonet
behavioral
health
board
motion
to
receive
would
be
in
order.
Oh
support
discussion,
I've
mentioned
that
Powell's
term
expires
on
331
of
18.
B
The
vacancy
will
be
announced
on
bc
TV,
and
it
also
be
an
account
execs
newsletter
going
out
so,
and
this
will
be
dealt
with
in

next,
we
have
John

he's
also
reap
I'm.
Sorry
I
know
I
didn't!
Thank
you
all.
Those

we're

Now,
we'll
move
into
John

restore
request
for
appointment

the
Bayer

Support.

With
none
all
those
in
favor
signal
by
saying
aye
aye

motion

next.
We
have
Tom
Starkweather.
He
is
also
requesting
a
reappointment
to
the
Department
of
Health
and
Human
Services
Board
motion
to
receive
would
be
in
order
or
discussion
with
none
all
those
in
favor
signal
by
saying
aye
I
propose
it's
good.
Then
we
have
probate
court
administrator.
It's
a
childcare,
fun
case
review.
Motion
to
receive
would
also
be
in
order
for
discussion
with
none.
All
those
in
favor
signal
by
saying
aye
opposed
motion
carries.
A
A
A
E
Thank
you.
Yes,
the
Saginaw
Bay
fish
spawning
reefs
in
historic,
Korean
reef,
Thomas
reef.
They
were
identified
long
ago
back
in
the
1960s
is
degraded.
They
had
been
filled
in
buried
by
sedimentation.
A
lot
of
sediment
practices
have
gone
on
then
worked
mostly
through
the
agricultural
practices
on
farmland.
A
lot
of
our
meat
farms
have
put
in
some
good
agricultural
practices,
and
it
looks
based
on
recent
modeling.
It
does
look
like
it's
time
when
it
would
be
appropriate
if
these
rock
reefs
were
restored.
E
They
were
identified
their
part
of
the
reason
that
a
Saginaw
Bay
was
listed
as
an
area
of
concern
because
they
were
had
been
buried
and
damaged
that
if
we
were
to
move
forward
with
restoration
at
this
time,
they
would
not
be
similarly
buried
with
sediment,
and
so
they
would
actually
serve
as
important
fish
spawning
habitat.
This
particular
on
reefs
have
been
kind
of
restoration
of
reefs
have
been
going
on
in
Michigan,
probably
for
about.
For
the
last
10
years.
E
We
have
some
of
the
leading
experts
working
on
this
project
once
who
worked
on
the
Detroit
River
spawning
reefs
for
sturgeon,
they
did
work
done.
Did
some
reef
restoration
in
the
st.
Clair
River
as
well
for
sturgeon?
This
is
looking
at
some
of
the
whitefish
and
walleye
some
of
our
native
fish
in
the
Saginaw
Bay.
This
is
about
a
million
dollars
per
reef.
When
they
talk
about
restoration.
E
We
broke
this
up.
The
number
of
people
we
looked
at
a
pre-construction
assessment
looks
like
those
reefs
are
still
being
used
by
some
remnant
fish.
So
all
indicators
will
look
very
positive
for
restoration
at
this
time.
This
is
a
nine
hundred
thousand
dollar
project.
They,
the
the
main
part
of
the
funding,
is
going
through
being
we
passed
through
a
pre-proposal
stage.
E
They
invited
us
back
for
a
full
proposal
for
the
aquatic
habitat
grants
from
the
state
of
Michigan
for
the
department
of
natural
resources
and
but
they
need
local
match,
and
so
what
we
are
proposing
to
do
is
apply
to
win
the
watershed
initiative
fund
for
twenty
five
thousand
dollars
and
that
money
then
would
pass
through
if
we
were
to
be
awarded
that
which
all
signs
look
favorable
for
that,
we
would
pass
that
money
on
to
this
project.
It
is
being
administered
by
the
Department
of
Environmental
Quality
remediation
group.
E
E
E
There
are
many
partners
on
this
project.
Looking
at
Coast,
Guard
navigational
issues
it
is
outside
of
the
shipping
channel
is
actually,
if
you
can
envision
on
the
eastern
portion
of
the
bag
southeastern.
It's
it's
north
of
the
hampton
and
tuscola
areas
offshore
in
that
area
code.
It
would
be
the
koryan
reef.
Actually
it
has
a
name.
She
still
shows
up
on
some
maps,
but
as
far
as
depth,
you
know
what
a
chair
I
would
have
to.
I
would
have
to
look
at
that.
I
haven't.
E
Curious
but
but
I
do
know,
you
know
obviously
navigational
issues
are
concerned:
they're
not
going
to
be
putting
in
a
pile
of
rock.
Where
there's
going
to
be
a
issue
of
boating
or
impairments.
I
will
say
a
couple
things:
the
rock
does
have
to
be
locally
derived
rock,
which
means
Alpena
quarried
whatever,
because
these
these
fish
are
very
sensitive
to
sense
and
is
some
of
these
experts
who
have
put
in
some
earlier
reconstruction.
E
They
have.
They
were
donated
rock,
and
so
they
use
that
rock
and
some
of
this
reef,
restoration
and
the
fish
will
swim
right
past
those
that
rock
reef,
if
it
doesn't
have
some
local
indicators
that
this
is
a
local
natural
reef
but
and
then
this
will
pay
for
the
design
of
two
wreaths
and
permitting
for
two
reefs
but
construction
of
one.
So
there
is
plans
to
do
further
enhancement
for
that
very.
E
Doesn't
rhyme
stone,
it
will
be
it'll,
be
on
some
limestone
from
right
from
the
query
quarries
up
by
Alpena
area.
They
want
to
get
you
know,
tumbled,
stone,
rock
I
mean
that's
what
the
natural
rock
cobbles
kabul
piles
are
out
there
from
the
glacial
action.
That's
how
it
was
a
natural
rock
reef
so
that
it
will
be
limestone,
at
least
from
this
eastern
side
of
Michigan.
E
Because
we're
kind
of
we're
not
certainly
first
in
this
arena
as
far
as
reef
restoration,
it
we
are
able
to
capitalize
on
lessons
learned
from
earlier
projects.
They
have
been.
You
know,
long-term
monitoring
and
the
in
the
Detroit
River
there's
been
some
monitoring
going
on
now
for
five
six
years
as
ours.
Well
as
well,
which
will
be
a
separate
funding
request.
However,
one
thing
that
they
have
found
is
that
the
the
spaces,
the
annular
spaces
between
these
rock
cobbles,
need
to
be
a
certain
size.
E
You
don't
want
them
too
small,
because
fish
need
to
go
and
be
able
to
lay
their
eggs,
but
you
don't
want
to
make
them
to
large
either,
because
if
you
make
them
to
large
what
some
of
the
studies
issue
monitoring
they
do,
video
monitoring
of
these
sites,
if
they're
too
large,
it
makes
them
available
for
other
invasive
predations.
By
round
goby,
some
of
the
can't
fish
are
notorious
catfish
and
carp.

Makes
sense
a
lot
of
the
love
of
pairing?
Thank
you.
Anyone
else
with
announcements
will
move
into
appointments
in
November
will
be
dealing
with
the
Department
of
Health
and
Human
Services
Board
of
Directors.
Currently
Tom
Starkweather.
Is
there
it's
a
13
year
term,
then
we'll
have
the
Bay
County
Building
Authority,
one
unexpired
six-year
term,
that's
being
left
by
Chris
Hennessey
and
that
term
actually
respire
Zahn
1130
of
20
19
in
December.
B
D
B
B
Alright,
being
that
the
appointment
for
our
Department
of
Health
and
Human
Services
Board
is
due
this
month.
Let's
we
have
no
other
individuals
that
have
put
in
for
it
other
than
mr.
Starkweather.
So
a
motion
for
any
discussion
on
that.
That
being
said,
all
those
in
favor
signify
saying
aye,
aye
opposed
it
carries.
I
also
want
to
mention
that
on
November
15th
at
our
next
board
meeting,
we
will
be
having
a
public
hearing
to
discuss
the
budget.
So
if
there's
individuals
that
are
out
there,
that
would
like
to
address
the
board
at
that
time.
